Win the Cup!

As we enter the final month of the regular season

with four home games to go, streatham are

currently top of their league and could well lift the

league championship trophy if results go their

way in march. the redhawks have just ended a

38-year trophy drought by winning the National Ice

hockey League south Cup in an emotional twolegged

win over Invicta Dynamos in the final.

an almost sold-out streatham Ice arena watched

as the team despatched their rivals from Kent 6-2

in the second leg and the celebrations went on

way into the night.

“You could see by the reaction from the fans and

the owners how much it meant to them at the end

of the game” commented streatham Captain,

michael Farn, who is no stranger to winning

trophies with his former club mK Lightning. “the

locker room is buzzing right now, and we want to

use this to spur us on to winning more silverware..

the atmosphere was incredible as it has been

at a number of games so far this year, but it was

particularly special when that buzzer went.”

streatham welcome Bracknell, Chelmsford,

Oxford and romford to the high road over the

PDSA Dickin Medal

maria elisabeth Dickin, 22 september

1870- 1 March 1951 founded The

People’s Dispensary for sick animals.

The 1901 census records Maria and

her husband henry, an accountant,

and one servant living at 12 mount

Nod road, streatham. the couple had

no children and owned a pet dog.

maria was a practising spiritualist and

became active in the revived movement for

religious healing. she began visiting the poor in

the east end, where the plight of some of the

animals ‘made me indescribably miserable’. at

about this time she went through the ‘heartrending’

experience of nursing her sick dog, which eventually

had to be put down. She was horrified by the terrible

poverty she witnessed and the sick and injured pets

in desperate need of veterinary care. Dogs and cats

scavenged from the gutters, many raw with mange

and dragging broken limbs because their owners

simply couldn’t afford to pay for treatment.

maria borrowed a 13ft-square basement

in Whitechapel to open her first dispensary

and recruited an experienced animal practitioner

who had attended the pets of royalty. On saturday

17 November 1917, she opened The People’s

Dispensary for sick animals of the Poor, providing

a free service for pets in need. the day’s patients

included a cat with mange, a dog with a broken leg

and a limping donkey. Today the PDSA operates 48

hospitals providing treatment to nearly 500,000

pets a year.

In 1943 Maria established the Dicken Medal for

any animal “displaying conspicuous gallantry or

devotion to duty whilst serving with the British

Commonwealth armed Forces or civil emergency

services”. The first recipient of the bronze medal,

inscribed with the words “For Gallantry” and “We

also serve”, was a pigeon called White Vision which

had battled bad weather over 60 miles to deliver a

message that led to the rescue of a ditched aircrew.

to date the “Victoria Cross for animals” has been

awarded 68 times to 32 pigeons, 31 dogs, four

horses and a cat.

streatham has a recipient of the Dickin medal. On

the 3 July 1944, Olga, a police horse, was on patrol

in Besley street with PC J e thwaites when a bomb

exploded 300 feet in front of them. the explosion

destroyed 4 houses, killing 4 people and caused a

plate glass window to fall directly in front of Olga. PC

thwaites, mounted on Olga, administered help to

the survivors and diverted sightseers away from the

devastation.

Maria Dickin died 1 March 1951 aged 80. However,

for many years her role in promoting animal welfare

was largely forgotten until in 2015 a campaign

to honour her work led to the unveiling of a

commemorative blue plaque by english heritage on

the house where she was born in hackney.

Anthony Gold solicitor Imogen Flynn answers some FAQs surounding

wills and probate.

What is a Lasting Power of Attorney?

A Lasting Power of Attorney (“LPA”) is a document used

to appoint another person or people to make decisions

for you if you are unable to do so yourself. These

people are known as “attorneys”. There are two types

of LPA, one which relates to property and financial

affairs and one which relates to health and welfare.

An LPA relating to property and financial affairs

allows your attorneys to deal with your finances,

for example to pay your bills, sell or buy property

or investments and operate your bank accounts.

An LPA relating to health and welfare allows your

attorneys to make decisions about matters such

as your medical treatment, your diet, where you

live and how you spend your time. There is also

the option to give your attorneys the power to

make decisions about life-sustaining treatment,

but you do not have to give them this power.

What could happen if I don’t make a Lasting

Power of Attorney?

If you don’t make an LPA while you have capacity

and you lose capacity to make decisions for yourself

or manage your finances then someone will need

to make an application to be appointed as your

Deputy. The process is more expensive and takes

longer than making an LPA yourself, as someone is

making the application on your behalf at the Court

of Protection. The Court will take a number of factors

into consideration when deciding if the person

who has made the application is a suitable Deputy.

Why do I need a Will and what happens if I

don’t have one?

By making a Will you can make sure your assets pass

to the people (or charities) you want. You also appoint

executors in a Will, that is, the people you want to

deal with your estate. Broadly speaking, that involves

applying for a Grant of Probate and settling any

inheritance tax, setting liabilities and collecting in

the assets (which could include selling property) and

distributing the estate. If you do not have a Will, then your

estate will be divided according to the intestacy rules.

How do I choose an executor?

It is important to choose executors carefully. It is

advisable to appoint two executors (or more, but no

more than four), or include a substitute appointment,

should something happen to one of them before you

and you don’t have a chance to change your Will. You

should ensure the people you choose have the right

skills to deal with the administration of your estate and

are capable of dealing with paperwork. Dealing with

an estate can be time consuming, and the process can

take a long time, especially if there is property to sell or

inheritance tax to pay. If executors make a mistake then

they can incur personal liability, so you may wish to

consider appointing a professional, such as solicitors.

You can appoint Anthony Gold as your executors.

Is a Grant of Probate always required?

If the person who has died has assets in their sole name

then a Grant will be required to collect these assets in

order to distribute them under the terms of the Will

or intestacy rules. A Grant may not be required if the

estate only consists of jointly owned assets which pass

automatically by survivorship or if there is only small

amounts of cash in the deceased’s bank accounts. It

is important to note there may still be inheritance

tax to pay, even if the assets pass by survivorship.

What are the current rules on inheritance

tax?

There isn’t any inheritance tax to pay on the first

£325,000, the nil rate band. Anything over this is taxed

at 40%. If you own a qualifying residence at the date

of your death and this passes to direct descendants,

such as children or grandchildren, then your estate

will also benefit from the residence nil rate band. This

is currently £150,000, but is increasing to £175,000

in April. Assets left to a spouse or civil partner are

exempt from inheritance tax, and the nil rate band

of the first spouse to die is carried forward to the

second death, provided this is not used up on legacies

or residue left to other beneficiaries. The residence

nil rate band is also transferable between spouses.

Save Streatham Hill Theatre

The Friends of Streatham

Hill Theatre have launched

a crowdfunding campaign to

save this magnificent building

for the community. The theatre

was granted a Grade 2 listing

in 1994 and it is near the top

of the Theatres’ Trust Theatres

at Risk list.

In 2018, Lambeth Council

approved The Friends’

nomination of Streatham

Hill Theatre as an Asset of

Community Value (ACV),

which was then appealed by

the owners. After a flashmob

demonstration of support by

over 1000 people in November

2018, ACV status was

confirmed in early 2019.

Friends’ Chairman, David

Harvey, says “There is no

local creative hub on the

scale that could be created

by reawakening this amazing

empty theatre – it’s the only

building left in Streatham large

enough for the community to

come together.” The Theatres’

Trust has given Streatham Hill

Theatre its highest ranking

for community value and

potential use for performance.

The Friends of Streatham

Hill Theatre propose a

multi-use arts and cultural

centre by re-opening the

auditorium, bringing back live

performance, and activating

ancillary spaces to create a

vibrant and sustainable venue.

The first step is to fund a

viability study developing

proposals and options. It will

include revenue, modelling,

and restoration and

reopening costs. Lambeth

Council’s Investment and

Growth Strategy for Streatham

commits the council to

“exploring opportunities for

Streatham Hill Theatre”

Public meeting

The horrific terrorist attack of 2nd February in

our beloved Streatham has left many in shock

and seeking answers.

streatham action held a Public meeting at

the Hideaway on 19th February chaired by

Charles Hymas, home affairs editor of the

telegraph and local resident. Panel members

were Superintendent Ian Howells of Lambeth

met Police, Bell Ribiero-Addy MP, Kilvinder

Vigurs, Divisional Director of the National

Probation service (NPs), London; Mary Pilgrim,

head of Public Protection; Annie Hudson,

Lambeth strategic Director for Community

safety and Cllr Mohammed Seedat, Lambeth

Cabinet member for Community safety. the

seniority of people on the panel is testament

to how seriously residents’ concerns are being

taken by the organisations involved.

the meeting was well-attended and calm,

with plenty of opportunity for members of the

public to ask questions. With investigations

ongoing, particulars of this incident could not

be discussed. While no new information was

revealed, it emerged that Councils are not

necessarily informed when dangerous criminals

are placed in their areas because they are not

statutory participants in the multi-agency Public

Protection arrangements (maPPa).

Jack hopkins, Leader of Lambeth Council, has

written to home secretary, Priti Patel, asking

why streatham residents “were put in harm’s

way” because a very dangerous convicted

terrorist was placed in approved Premises in

Leigham Court rd. the other Lambeth approved

Premise is in tulse hill (Lambeth has 2 out of

the 12 in London), and both are run by a charity,

hestia Ltd.

The incident has raised many crucial

questions and prompted rapid reforms;

the Terrorist Offenders Bill is being rushed

through Parliament as we publish.

Streatham Stands Together

Streatham locals

took to the High

Road on Saturday

8th February to

demonstrate love,

hope and unity less

than a week after

the terror attack

which shook our

community.

Immediately after the incident

on Sunday 2nd February,

news of the attack and

shocking images of our High

Road headlined national

and international media.

Social media channels were

busy with Streatham locals

checking in on loved ones

and sharing their shock at

the events that had unfolded.

What was unseen by the

world’s media, was the instant

desire to come together

and show that this act of

terror would not fracture our

community or breed hatred

for others. Over coffee,

on WhatsApp, Facebook,

Instagram and Twitter, local

people were beginning to plan

their stand against hatred.

Here was a beautiful, organic

response; that grew quickly

through the strength of

community and networks that

already existed.

Around 150 people met at

St Leonard/s Church to learn

songs led by choir directors

Zoie Kennedy and Xenia Davis,

before processing up the High

Road, singing, “peace, there’s

only peace, there’s only

peace”. Ann-Marie Lugay, who

took official photographs of the

event said, “I felt emotional,

I had to hold back tears as we

all left the church singing.”

One local resident posted on

social media, “Proud to be

in Streatham this morning.

‘reclaiming’ the high street.

Thank you. Very moving.”

Throughout the day, hundreds

of messages were written

in chalk outside the Odeon,

creating a visual symbol of the

love that is found in Streatham.

Mayor of London, Sadiq Khan,

arrived, thanking attending

police officers for their tireless

work following the terror attack.

Speaking to the crowd, he

praised the spirit of the day,

“You set an example to other

parts of our city, other parts of

our country, and other parts

of the world, because you are

a beacon, and I want to thank

you from the bottom of my

heart… There are some people

around the world who think

diversity is a weakness, I think

the opposite, I think diversity

is a strength, and Streatham

you have shown the world

that.” Bell Ribeiro-Addy MP

also delivered a moving speech

praising the police and the

community spirit.

Streatham showed a united

front as the public bowed their

heads and were led in prayer by

leaders from Jewish, Christian

and Muslim congregations. A

community spokesperson Umar

Mahmood said, “This was an

amazing show of community

solidarity.”

Organiser Georgia Ladbury

summed up the day: “it was

a great opportunity to show

that Streatham Stands

Together no matter what.”

Brixton Bulls

rugby Club

gear up for

new season

Brixton Bulls rugby League

Club are preparing for the new

season. the club is one of the

fastest growing rugby clubs in

London and was awarded joint

Community Club of the Year

by the London rugby League

Foundation in 2018.

The Bulls enter their 5th season

with men’s open age teams and

for the second year running, will

be entering two teams, meaning

more game time for all. the

first-grade play in the Southern

Conference League, the 4th tier

of rugby league in the UK, and

the top level for amateur teams

in the south east. the second

team compete in the London

men’s Premier League and

made the semi-finals of their

league last year.

training is at midday near the

Lido in Brockwell Park. sessions

are open to all abilities and

are run by Kieran robertson,

who coaches at London›s

professional club, the London

Broncos. Both teams will play 12

matches during their season,

starting in april.

are holding an Open Day for

between Sternhold Avenue

and Holmewood Road.

the proposed scheme will

make it easier, safer and more

pleasant for people to cycle

and walk and would provide

benefi ts for all street users in

the area. Our proposals are an

important part of the mayor of

London's transport strategy,

are guided by our healthy

streets approach, and are an

important part of our Walking

and Cycling action Plans. they

also directly contribute to

our Vision Zero target to stop

people from dying and being

seriously injured on London’s

road network by 2041.

We have worked with local

stakeholders and communities

in the area to develop

proposals which provide

benefi ts for all street users in

the area and are proposing

a number of features along

the route to make it safer and

more pleasant for people who

cycle and walk, whilst keeping

buses running on time.

to complement this scheme,

we have been working

with Lambeth Council to

investigate creating a low

traffi c neighbourhood in the

residential areas to the east

of the a23. this will protect

local streets from being used

by through traffi c. Further

details will be available to view

and comment on from the 22

February when the webpage

bit.ly/streathamhillLtN goes

live.

the scheme includes some

signifi cant changes and

various small changes to the

street layouts such as:

• High quality segregated

cycle lanes throughout

the extents of the scheme

to improve safety and

encourage more to cycle

• Straight-across pedestrian

crossings relocated to

where people want to

walk and cross the road,

including 2 new pedestrian

crossings and zebra

crossings to cross the

cycle lane to signalised

pedestrian crossings across

the main carriageway

• Bus lanes maintained

or implemented, and

operational hours extended

to between 7am-7pm

monday to saturday

throughout the scheme

• 20mph speed limit to

improve safety for those

who walk or cycle, and to

reduce traffi c dominance in

the area

• Relocation of some bus

stops and the introduction

of bus stop bypasses

• Changes to side road

access including

restrictions and closures,

redesign and resurfacing.

this is to assist in both the

relocation of the pedestrian

crossings and to reduce

confl ict between those

cycling and vehicles turning
