Welcome to the 25th Anniversary Edition

of MTABC's annual Waterfront Guide. For

any print publication — national, regional

or special interest — 25 years of publishing

is a major accomplishment. Thank you to

everyone who has made this possible.

It's not just the Guide that's celebrating a

milestone in business. This year, Weaver’s

Marine Service hits the 75 year mark,

Maryland Marina is at 74 years and Bill’s

Boat Basin reaches 70 years. All longstanding

MTABC members, these

businesses are still owned and operated by members of the original founding family.

Happy Anniversary to each of you!

Changes in the area are everywhere: new and expanded restaurants, local and national

breweries, recreational spots like an indoor gun range, a large gym and the ubiquitous

tiki bars.

Eastern Baltimore County has over 205 miles of easily accessible waterfront, from the

scenic shorelines of Marshy Point to the quiet coves of Bear Creek. Its calm, peaceful

countryside is easily accessed from major highways - less time in travel and more time

on the boat! Plenty of free parking is available at all the facilities. Deep uncrowded

waters are fabulous for swimming, sailing, wake boarding, waterskiing, kayaking,

paddle boarding, cruising, fishing or just relaxing with no jellyfish to bother you.

The Chesapeake Bay's finest, most affordable marine facilities offer a wide range of boat

slips, marine services, and new or pre-owned boat sales, as well as stand-up paddle

board, kayak, windsurfer and sailboat rentals, all here in Eastern Baltimore County.

Since MTABC's formation in 1988, our mission has been to improve the marine

environment for the boaters and the residents of Eastern Baltimore County by working

with community organizations and government agencies. Our mutual goal is a

healthy Chesapeake Bay.

Lighted Boat Parade, and many other local festivities.

The calm waters of Baltimore County rivers and streams make

an ideal location to sample watersports and get a fun workout.

MR SUP at Baltimore Boating Center has 35 stand-up

boards available for a peaceful paddle around Sue Creek. On

Wednesday evenings, they take boards to Crazy Tuna.

has a wide variety of rentals and classes from kayaks to SUP

including SUP Yoga classes.


Island View Waterfront Café in Essex has kayak rentals

to explore Brown’s Creek and Hawks Cove. After you work

Rental places will give you the basics but when you seriously fall

teach you new skills and how to be safe on the water.

Baltimore County Sailing Center at Rocky Point State

Park, offers classes for all levels as well as Thursday night sailing

races. Their popular kids summer camps focus on fishing, sailing

or windsurfing.

America’s Boating Club Baltimore offers classes

certification requirements) to Celestial Navigation. Interesting

Weaver’s Marine Service Celebrates

75th Anniversary

At 75 years old, Weaver’s Marine Service is one of the oldest

family owned marinas on the Chesapeake Bay. In 1945 Sam and

Chester Weaver started Weaver Brothers Boatyard on Back River.

Their business began with building wooden boats but it soon

became apparent that there was a greater need for a marina and

boat repairs. Sam built a pier with trees from his property and a

dream turned into a realty that evolved over the years into a firstclass

marina and renowned marine service center. The hard work

ethic lives on with present owners Sam Weaver Jr. and Jeffrey

Zahner at the helm. After several devastating set backs including

an electrical fire and severe hurricane damage the property was

completely renovated. Today boaters enjoy resort marina

Maryland Waterways Foundation

Brings New Energy to Clean Up Efforts

The newly formed Maryland Waterways Foundation (MWF) is a

grassroots organization on a mission to clean up the Chesapeake

Bay through education, collaboration and hands-on effort.

While the organization was recently incorporated in September

2019, the founders Sam Weaver and Karen Wynn are not new to

cleaning our waterways. They have organized clean ups for the

Urban farming pioneer, Gotham Greens, recently completed

construction of a 92,000 sf hydroponic greenhouse at

Tradepoint Atlantic. This Baltimore facility will create over 60

full time jobs and will bring a reliable, year-round, local supply

of fresh produce to serve retail, restaurant and food service

customers throughout the mid-Atlantic region. The climatecontrolled

farm will be powered by 100% renewable electricity

and recycled irrigation water using proprietary methods that

yield more than 30 times that of conventional farms, with higher

levels of food safety and environmental sustainability. In an area

once known for steelmaking, Gotham’s unique approach to

urban agriculture and their shared vision for a more sustainable

future, is helping to promote more efficient use of brownfield

land and usher in a new era of modern industrial revival at

Tradepoint Atlantic.

This friendly indoor shooting range, training center and gun

store, features twelve 25-yard electronic shooting lanes and a

broad selection of used and new firearms sales. The staff will

happily accommodate any of your training and gun-related

Aviation Station Coming Soon

Maryland-based developer Blue Ocean has acquired The Middle

River Depot, located at 2800 Eastern Boulevard, Middle River,

Maryland. The site is the largest industrial building in the state

of Maryland and is an expansive and historically significant

property. With a nod to the property's history as a factory where

B-26 bombers that were manufactured during World War II, the

site has been branded as "Aviation Station." Blue Ocean plans to

continue to house industrial users, manufacturers, and

fabricators on site, along with retail, office, sports, and

recreation-oriented tenants including a 150,000 square foot

Department Celebrates 75 Years of

Service

Bowley’s Quarters Volunteer Fire Department is celebrating

their 75th Anniversary. The department is a 100% Volunteer

organization specializing in fire, rescue, EMS and maritime

emergency response. BQVFD’s dedicated Marine Emergency

Bill's Yacht Basin is 70 Years Old

In the 1950’s, Miller’s Island was a favorite destination for

Baltimore’s fashionable citizens to take a break from city life

and play on the Chesapeake. One of the most popular

activities was to rent a rowboat from "Mr. Bill"! Each of his

boats were hand-made, wooden works of art designed and

built by Mr. Bill. While the rowboat rentals are gone, some of

Bill Poleski’s beautiful wooden boats are preserved around

Row Boat Willie’s Dock Bar! Mr. Bill is no longer around, but

Row Boat Willie’s and Bill’s Yacht Basin are still a favorite on

ever popular Miller’s Island. The facility is currently owned

Summer Family Fun

IN MAY 2016, the Maryland Department of Natural

Resources (DNR) and the Maryland Department of

Transportation Maryland Port Administration (MDOT MPA)

opened the South Cell of Hart-Miller Island (HMI) Dredged

Material Containment Facility for the first time to the public.

Last year, over 77,000 people came to enjoy the recreational and

educational opportunities at HMI, with the greatest interest in

biking the South Cell and attending the Ranger-led impromptu

and interpretive programs. In 2020, public access to the HMI

South Cell will continue for its fifth season, beginning Memorial

Day weekend and continuing through September. The hours of

operation will remain the same for the 2020 season and will

continue to operate Thursday–Monday from 8 a.m.

to 6 p.m.

When visiting the island, patrons can participate in Ranger-led

interpretative programs, which are designed to be engaging and

informative for every age group, including fish seining, guided

natural and historic interpretation, treasure hunts, and Monarch

butterfly tagging. Patrons can also enjoy family-friendly and

recreational activities such as beach volleyball. New for 2020 is

the addition of $1 snowcones for patrons to enjoy on hot

summer days.

At the HMI Ranger Station, there are natural history displays of

monarch chrysalis and of live Monarch butterflies, plants, and

bird habitats that may be found on the island, as well as items

(such as animal bones) for visitors to touch and feel. Ranger

Station exhibits are open when staff is present and provide

another way for staff to educate visitors about insects, flora,

fauna, and avian species native to the island, as well as the

island’s history.

Monthly “Family Fun Days” will be held again, in June, July and

August 2020. These events are great opportunities for families to

enjoy a

unique and

very special

island together, learn how HMI was constructed, see stunning

and breathtaking views of the Chesapeake Bay, and appreciate

the abundant wildlife and habitats. Past Family Fun Day

activities included fish seining, guided hiking or biking tours,

wildlife viewing opportunities, drop-in volleyball, island history,

milkweed patch exploration, insect identification, and arts and

crafts for kids. Please note that Family Fun Days may be

cancelled during poor weather conditions.

Bicycles and binoculars are available to South Cell visitors free of

charge to observe birds and other wildlife while traveling along

several miles of trails that circle a large pond and include covered

benches with breathtaking views of the Chesapeake Bay. The

1.8-mile White Trail Loop around the South Cell is marked with

signage about the island’s ecosystem and history. A monument

to the HMI Citizen’s Oversight Committee (COC) stands

where several trails converge, to honor the committee for its

service as a voice for citizens monitoring the formation and

impact of the island since 1981. The COC oversees the island

and monitors the future development, use, and maintenance of

the Hart-Miller-Pleasure Island chain, as well as the water quality

in the area immediately surrounding the islands.

The second annual Hart-Miller Island 5-mile race was held in

October 2019 by DNR in conjunction with Charm City Run;

the number of runners increased from 50 in 2018 to more than

80 in 2019. The third annual HMI 5-mile race is being planned

for October 2020.

The HMI North Cell is currently being designed for a wildlife

habitat. When the North Cell habitat development is complete,

it will be managed and operated by DNR as part of the State

Park, similar to the South Cell.

in the 2020 season!

The island is accessible only by personal boats and no

public shuttles are available at this time. Concessions

are available for purchase near the Ranger Station.

Marshy Point Park

Naturalist at Marshy Point Nature Center

This unique park, with more than 400 acres to explore, welcomes visitors of all ages

and offers many different forms of outdoor recreation from canoeing and boating to

hiking, birding, and photography.

Each season along the Chesapeake brings its own unique

character and natural wonder. The quiet of winter brings

waterfowl by the thousands. In spring, nature sets a frenzied

pace as the water warms and fish and crabs return to the

shallows. With the warmth and energy of summer the shallow

creeks of the upper bay teem with life. I spent many childhood

summers exploring the creeks and shorelines along the upper bay

and I can recall wondering about the plants, sounds, smells, and

creatures in and around these shallow waters. I knew that

strange, pungent, stand of tall reeds over mud as "the marsh" and

fished its shoreline and found soft crabs sheltering along its edge.

It was both intriguing and mysterious but I didn't learn just how

fascinating, important and diverse this ecosystem is until I

returned to "the marsh" at Marshy Point.

The opportunities to explore and experience the living shorelines

and shallows of the Chesapeake Bay that I enjoyed as a child

seem increasingly rare for children today. In a world that is

driven by technology and disconnected from nature, places like

Marshy Point aim to provide an experience and connection to

the world around us. The Marshy Point Park, open to the public

every day, includes shallow creeks, marshes, freshwater wetlands

and coastal plain forests as well as Marshy Point Nature Center.

The nature center is part of the Baltimore County Department

of Recreation and Parks in cooperation with the Marshy Point

Nature Center Council.

The nature center displays more than 50 different species of

native wildlife and offers interactive exhibits about the natural

and cultural history of the surrounding area. More than eight

miles of trails highlight the many different habitats of Marshy

Point. Wild turkeys, deer, snakes and numerous birds of prey

inhabit the surrounding coastal plain forest. Ospreys and eagles

raise their chicks on the creeks and feed on the abundant fish.

Marshy Point is also visited each year by around 80,000 people

from Baltimore County and the surrounding area. With a focus

on the Chesapeake Bay, Marshy Point offers hundreds of public

programs each season. During the summer, camps and weekend

programs focus on providing visitors with a hands-on experience

in the bay. School field trips aim to provide encounters with the


natural world and a connection to our shared history. Special

events bring the local community together with organizations

and individuals interested in environmental education and

conservation. Spring and fall festivals celebrate the traditions

and history of the Chesapeake and provide up close encounters

with wildlife. Summer Solstice Faerie Festival held June 20-21,

2020, celebrates the magic of nature. Support from hundreds of

volunteers, community organizations, and members make

Marshy Point the special place it is today. The non-profit

Marshy Point Nature Center Council is dedicated to supporting

the educational mission of the center and makes possible the

development of new programs and exhibits. No matter what the

season, Marshy Point has something to offer.

There are several parks in Eastern Baltimore County that have

great fishing piers, or you can hunker under a tree and fish from

shore. A few great parks include Cox’s Point, Merritt Point,

Rocky Point, Watersedge, Wilson Point, Turner Station and

Inverness Park. Many offer license-free fishing and have boat

ramps; just check the County website (baltimorecountymd.gov)

for detailed information. While anglers are catching sunfish,

crappie, yellow perch, and catfish from shore, don’t get

distressed thinking they are only pulling in little fish. From land,

anglers pull in 30 inch and larger striped bass and catfish.

Another prime location to fish from the shoreline is Dundalk’s

Stansbury Park. It features a pond that is stocked with trout by

Maryland Department of Natural Resources (DNR) in early

spring. Trout is not the only fish you may reel up here. Last

spring, a 27-inch pickerel was landed by a local fisherman. Perch,

bass, crappie and even snakehead have also been found in this

fishing hole.

IT’S A PRIVILEGE LIVING in the Chesapeake Bay Region,

the largest estuary in the United States, with more than 150

rivers and streams, plus another 10,000 creeks. What makes life

even better is that Eastern Baltimore County not only has 200

miles of waterfront where you can fish, but is also a central hub

for great fishing by boat. Fishing varies between seasons

depending upon weather, water salinity, and non-native species

invasion. Count on catching anything from small panfish to

large Striped Bass (rockfish) and, of course, blue crabs as the

water begins to warm.

Fishing is alive in the creeks,

streams and rivers off the shores of

Eastern Baltimore County

DNR restocks young largemouth bass into Middle River and

Gunpowder River to maintain or grow the fisheries, or when

habitat conditions severely limit reproduction. After input from

local anglers, Middle River was last restocked in 2018 with 380,

8-12 inch young fish. Scott Sewell, Conservation Director for

Bass Nation, works in conjunction with DNR to spearhead such

programs. He started the Upper Bay Stocking Fund to purchase

adult sized bass to enhance the population even further. This

program’s success depends on donations and volunteers to

physically restock these rivers. For more information, contact

Whether you take your own boat or hire a charter to find the

hidden gem fishing spots, fishing is alive in the creeks, streams

and rivers off the shores of Eastern Baltimore County. At the

mouths of Back River and Middle River, the waters open into

the Chesapeake Bay. Great fishing can be found around the

riprap of Hart-Miller Island (HMI) and the Craighill Upper

Range Light. Captain Tracy Geho, owner/operator of

Baltimore’s Finest Charters shared that using bloodworms and

grass shrimp on bottom rigs will produce fish. Throw top water

plugs in early morning or right before dark to pull in your catch

of rock, catfish, perch, and bluefish from the waters around

HMI and Pleasure Island.


» FISHING

Early spring is the best time to catch larger rockfish in the Upper

Bay. June-September offers lots of action with light tackle

chumming and bottom fishing for rock, perch, catfish, blue,

Spanish mackerel, croakers, and spot. Early to late fall, fish begin

to school up and break water, fattening up for winter. Fall offers

some of the best fishing in the area with trolling and jigging.

Yellow perch are a great catch in the cooler waters of winter.

Looking for a different fishing experience? Grab a rod and head

for shallow waters by land, kayak, or boat to catch northern

snakehead. Catching this fast growing, invasive species in the

weeded waters of Middle and Back Rivers, is not only fun, but

also helps control the potential problems for the ecosystem as

snakehead prey on many other species. Best of all, these fish are

delicious grilled, fried, baked or sautéed.

Bottom line, fishing is a great activity to share with your kids. It’s

not about how many fish you catch or how fast you catch them,

it’s about having fun. Whether on land or by boat, get out and

build memories on the water.

Michael P. "Mike"

Caruthers

Michael P. ”Mike” Caruthers, a

major Maryland developer, quiet

philanthropist and devoted

family-man, died on August 13,

2019 at his home in McLean, VA

at age 72. In various partnerships,

he developed apartment and

commercial buildings, hotels, and numerous communities

including Arundel Mills Mall and Baltimore Crossroads @95.

He brought exceptional quality development to Middle River

while being sensitive to the environment and considerate of

existing residents. He is survived by his mother, Aurelia; his wife,

Rosemary (Keller), children and grandchildren.

Brian “Scott” Steele

On December 24, 2019, the Bowleys Quarters community lost a

brother, a friend and fellow restaurant owner. Brian “Scott"

Steele passed away at his home in Middle River. "It's beyond

shocking." said brother David Steele. “I lost my brother, business

partner and best friend in one instant." David and Scott are

owners of Sunset Cove, Steelefish Grille and the Hickory Lodge,

and former owners of Gunpowder Lodge. The duo started their

journey in the bar/restaurant scene in the early 90s as co-owners

of the original Dead Freddies. They turned a hole-in the-wall

Harford Rd. bar into a 20-something hot spot that was packed

on nights and weekends. "Scott was all about community, and

we've worked really hard to make sure people were safe, fed and

happy. Hopefully, the three places we have now are a testament

to that."

Scott is survived by two children, Nathaniel and Rebecca Steele;

fiance Julie Taylorson, brothers Russell J. Steele, James T. “Tim”

Steele, David K. Steele and predeceased by his sister Mary

A. Garrison.

Social Boating 101

FINDING A SECLUDED COVE, popular island or sandy

beach to drop an anchor or raft up with friends is one of the

most popular activities for boaters. The Chesapeake Bay area has

some interesting options for anchoring and rafting up whether

you want to join the party on the beach or look for wildlife in a

quiet cove. We have compiled a list of the most popular spots to

anchor around the Bay. They are an easy cruise in and from the

Baltimore County waters so grab your cooler, floaties, barbeque

and water toys and enjoy!

Dobbins Island

(N 39° 04.733', W -76° 27.750') a private island on the Magothy

River, is a very well-known and festive raft-up scene with the

anchorage on the north side of the island attracting hundreds of

people on the weekend.

Fairlee Creek

(N 39° 15.850', W -76° 12.580') is a well-protected anchorage

with lots of amenities because of the proximity of Mears Great

Oak Landing Marina and the famous Jellyfish Joel’s Tiki Bar.

You enter through a narrow inlet with a current, and as long as

you hug the shore on the way in, the bar patrons should give you

a good rating.

Belly Button Beach

(39.285155, -76.187577 marked on charts as Button Beach) is a

wide cove located between Fairlee and Worton Creeks that has a

beach that is perfect for kids and dogs. You can beach smaller

boats and larger boats can anchor a bit farther out and dinghy in.

The cove has a great view of the Bay and is a perfect spot to

watch the sunset.

Hart-Miller Island

(39.2511° N, -76.3666° W) is a 1,100-acre man-made island near

the mouth of Middle River and one of the most popular raft-up

areas. The western shore allows for easy and safe anchoring and

access to a sandy beach. On shore you can enjoy miles of hiking

and biking trails (bike rentals available), nature walks, ranger-led

programs, beach volleyball and the new SUP and kayak rentals.

area and is home to the annual Sandy Beach Day which can draw

hundreds of boaters for a weekend of eating, drinking and

swimming.

(N 39° 19.972', W -76° 08.507') is located north of Worton

Creek. It is a protected spot with calm water and has good

anchor holding. At low tide there is an exposed sandbar. It is

perfect for swimming and an afternoon barbeque. The depths

range from 7-9 feet.

Sue Creek

(39.286593, -76.404993) is located on the south shore of the

Middle River about a mile in from the river's entrance. It is a

well-protected anchorage that has several raft-ups every weekend

and is an excellent spot to socialize and swim.

Tolchester Beach

(39.2143, -76.2447) is located by Tolchester Marina at Buoy 21.

Join the summer beach party. Anchor just off the beach and

swim in to enjoy the Shanty Beach Bar and live music on

weekends with special concerts throughout the summer.

Boating/Yacht Clubs in

Baltimore County

Local knowledge can be very helpful as you explore these top

spots because of depths, currents and where to drop an anchor

for the best hold. Boating with a group is a sure way to gain

confidence and a chance to share your lazy afternoons with

friends. Local clubs provide you with a chance to learn and

socialize with other boaters. Many clubs organize raft up events

and joining these groups is a fun and stress-free way to enjoy a

new anchoring spot.

All boaters are asked to be out of the parks

by the closing time posted at the ramp.

Ramp closing times: November, December,

January, February and March, 5:30 p.m.

April, May, September and October, 8 p.m.

June, July and August, 8:30 p.m.

Baltimore County does not charge a fee or

require a permit to use the Chesapeake Bay

access ramps. There is a $5 trailer parking fee

at Rocky Point from Memorial Day

weekend through Labor Day.
