COVID-19: Special schools,

judiciary disinfected by Zoomlion

BY MUNTALLA INUSAH

muntalla.inusah@dailyheritage.com.gh

THREE VULNER-

ABLE institutions

and the Judicial

Service have become

the latest institutions

to be disinfected after

Zoomlion Ghana Limited had

disinfected all market spaces in

13 regions.

The beneficiary institutions

are the School for the Blind,

(Akuapem-Akropong), the

School for the Deaf (Akuapem-

Mampong), the Dzorwulu Special

School and the Senior

Correctional Centre at Roman

Ridge.

These special institutions,

apart from having their premises

disinfected, were also presented

with 10 Veronica

buckets, sanitisers, and hand

cleaning tissues among other

items.

Madam Emma Akyea

Boakye, the Communications

Director of Zoomlion, who led

the team for the exercise, said

the vunerable in spciety deserves

better.

She said apart from the

special schools and the judicial

service, the exercise

would be extended to all

public tertiary educational

and other institutions

across the country.

"This is part of the efforts

to ensure no more

Ghanaians contract and die

from the coronavirus,".

Madam Mahela Narh,

the headmistress of the

School for the Blind and

Mr Frederick Tetteh, the

head of the Dzowulu Special

School, in their separate

interviews,

commended Zoomlion for

the exercise.

They further expressed

their outfits' gratitude and

At the Judicial Service,

the Law Court Complex,

which houses 44 courtrooms,

the Ghana School of

Law, the Supreme Court and

Justice were disinfected.

The coordinator of the

project, Lola Asiseh Ashitey,

said the disinfection exercise

at the institutions was being

done at no cost to them.

The waste management

giant has been collaborating

with the government to ensure

public spaces such as

markets and offices are disinfected

to protect the public

against the coronavirus.

Madam Lola, in her interaction

with the media, said,

"the disinfection exercise is

not meant to kill cocroaches

or other animals. So if we

disinfect, don't expect to see

these animals die but our job is

to make sure we kill all germs

such as bacteria and viruses so

that people are not exposed to

the Coronavirus".

Judicial Service Secretary,

Cynthia Pamela Akotoaa Addo,

while thanking Zoomlion for

the exercise, reiterated that the

disinfection exercise was being

Front for us all!

BY MUNTALLA INUSAH

muntalla.inusah@dailyheritage.com.gh

THE UNION of Professional

Nurses and Midwives

(UPNMG) is up

in arms against the

leadership of Ghana

Registered Nurses and Midwives

Association (GRNMA) for its proposal

to government making a case

for only frontline health workers at

the centres for the treatment of

COVID-19 cases instead of all

nursee and midwives.

The UPNMG has, however, disassociated

its itself from the

GRNMA's proposal to government

at a meeting held at the Presidency

on Wednesday.

Speaking to the DAILY HER-

ITAGE, the national president of

the union, Maxwell Oduro Yeboah,

said "the UPNMG has proposed

that the Government considers all

nurses and midwives as frontline

health workers and not just those

working at the treatment centres."

According to him, "as health

workers around the world put their

lives on the line to save others in

the fight against the coronavirus

pandemic, many have died and

thousands of them have tested positive."

• Nurses, midwives fume

and reject 35% allowance

"The 35% of basic salaries to be paid

to those who are not working at the treatment

centres as allowance as proposed by

the GRNMA is therefore unacceptable

and contradicts the definition of frontline

health workers as explained by the Hon

Minister of Health at the press briefing

held on the 7th April, 2020 at the Ministry

of Information."

GRNMA proposal bizarre

The union, in statement which was

copied to this paper, said, "We find this

proposal from the GRNMA bizarre since

all indications proved that the Hon. Minister

of Health was fighting for the inclusion

of all health workers in the enjoyment of

the 50% basic salary as allowance.

"UPNMG distances herself from

this strange proposal and calls on all

members to remain calm while we

push for equal treatment for all at

this critical moment.

Background

The COVID-19 pandemic

is having a devastating effect

on health workers globally and

"the risk to nurses and others

has become plain: Italy has

seen at least 18 doctors die

from the coronavirus disease."

Spain reported that more

than 3,900 health care workers

have become infected and the numbers

keep rising in the United States.

"UPNMG will stand for the welfare

of Nurses and Midwives even if it means

standing alone. And we will continue to dialogue

with Government to bring an amicable

solution to this frontline

issue before Nurses and Midwives

across the country begin to refer

all cases to the ‘Frontline Health

Workers," he added.

"This is a critical period in our

fight against the COVID 19 and so

we believe the President of the Republic

will listen to the cry of the

Community Health Nurse, the

Staff Midwife and or the Nurse at

a remote community risking it all

to save others but will not enjoy the allow,"

the statement concluded.

"The 35% of basic

salaries to be paid to

those who are not

working at the

treatment centres as

allowance as

proposed by the

GRNMA is therefore

unacceptable and

contradicts the

definition of frontline

health workers as

explained by the Hon

Minister of Health at

the press briefing held

on the 7th April, 2020

at the Ministry of

Information."

Today, the DAILY HERITAGE

because sometimes some groups of professionals

Not all nose or face masks can stop spread of Covid-19

Former D-G of GHS says

BY PHILIP ANTOH

philip.antoh@dailyheritage.com

THE FORMER Director

General of

Ghana Health Service,

Dr Appiah

Denkyira, has

warned Ghanaians

not to produce and wear their

own face or nose masks because

those ones cannot save one from

contacting the deadly Coronavirus.

According to him, like the

hand sanitizers, the nose and face

masks must meet a certain standard.

Dr Denkyira said all nose or

face masks meant to prevent the

spread of Covid-19 and any other

germs must first meet the Ghana

Standard Board specification.

He said currently, the N95

nose and face masks are the ones

that have been recommended by

the board as meeting the standard.

"You cannot just put on any

ordinary face and nose masks because

when it is soaked it affects

the wearer so it is not advisable to

produce your own nose or face

mask," he stated.

Speaking on Morning Starr

Show with Francis Abban, he said

the call for producing 150000

nose and face masks on daily basis

locally is in the right direction

though but must meet the standard.

He advised that people who

sell food items or are exposed to

people on daily basis must use

face or nose mask to prevent the

virus from spreading.

On the rise of the cases from

214 to 287, he said "if the numbers

are from the already quarantined

people, then there is no

•Dr Appiah Denkyira

cause for alarm but if these are

new cases, then there is a serious

danger."

He called on the government

to target densely-populated areas

such as Chokor, James Town, and

Nima to screen them and if they

are found to be free from Covid-

19, they have to be made to understand

why they should not

move from their jurisdictions.

37 People die of CSM in Upper West

THIRTY SEVEN out

of 214 persons

under treatment

have died of Cerebrospinal

Meningitis

(CSM) in the Upper

West Region.

The Upper West Regional Director

of Health, Dr. Osei Kuffuor

Afreh, who disclosed this at a

media orientation on Covid-19 in

Wa by the Ministry of Information

today [Wednesday], said the

situation had become a major

health problem in the region as

people fail to report the endemic

to health facilities.

The Regional Director of

Health said the region was saddled

with two main health problems,

namely COVID-19 and Meningitis.

"So far we have over 214

recorded cases of Meningitis with

about 80 percent of the cases

coming from Nadowli/Kaleo district

as well as Nandom and Jirapa

municipalities.

According to Dr Afreh, every

year, from November to March,

the region records cases of

Meningitis because the risk factors

for Meningitis are very high during

that time.

Meningitis is an inflammation

of the meninges, the membranes

covering the brain and spinal cord.

It can be caused by a variety of

organisms that include bacteria.

Meanwhile, the Upper West

Region have received from the

government some consignment of

meningitis vaccines which were

imported from Greece.

The Regional Health Directorate

also received 300 packs of

CSM vaccines from the NPP parliamentary

candidate for Wa Central,

Hajia Humu Awudu.

COVID-19: 34-year-old Nigerian

remanded for taking blood sample of

pregnant women at James Town during

lockdown

A 34-YEAR-OLD Nigerian national

has been arrested for allegedly

defying the government's

restriction order by going round

to take blood samples of pregnant

women and other residents

of Gbese, a suburb of James

Town in without legal authority.

Chukwuka James has, therefore,

been remanded by the

Accra Circuit Court presided

over by Afia Owusuwaa Appiah

to re-appear on April 15, 2020.

His plea was not taken because

prosecution had indicated

it would need time to augment

their facts with new information.

In court on Wednesday, the

Prosecution, led by Police Chief

Inspector Guiliver Tenkorang,

told the court that the suspect

was arrested holding medical

equipment.

He told the court that certain

amendments needed to be added

to the facts would be done

within one week. He subsequently

prayed for the suspect to

be remanded.

The court, while remanding

the suspect to reappear on April

15 for the plea of the suspect to

be taken, ordered prosecution to

file their disclosures before the

next court date.

Tears flow

The suspect, immediately

upon being told he was going

to be remanded, broke down in

tears while kneeling before the

court and asking for clemency.

He said it was not intentional

that he came out that day and

begged for forgiveness.

Brief facts

The facts of the case as presented

to the court were that

James is a Nigerian national and

currently resides at Newtown in

Accra.

According Chief Inspector

Tenkorang, the prosecutor in the

case, due to the outbreak of

COVID-19 pandemic, the President,

by Executive Instrument

65 in accordance with provisions

of the Imposition Restrictions

Act 2020 (Act 1012), on March

30, 2020, imposed a two-week

restriction on movement outside

the place of abode of persons

resident within specified areas,

including the area where the suspect

resides in Newtown.

He told the court that on

April 4, 2020, at about 9 a.m. the

police had information that the

suspect was taking blood samples,

checking BP, and sugar level

of residents in the Gbese community.

According to him, the police

proceeded to Gbese in James

Town and arrested the suspect

who had in his possession glucometer,

thermometer, test strips

and gloves.

Upon interrogation, the suspect

informed the police that he

is a distributor of food supplements

and admitted that he went

to Gbese to take blood pressure

of his clients.

He told the court that suspect

was also checking the sugar levels

of the residents in the community.

He said it came to light that

suspect does not fall within the

exemption group with regard to

the imposition of restrictions on

all persons in Ghana.

A pregnant woman who lives

at Gbese confirmed to the police

that her blood presure was

taken by the accused person.

Investigate killing of civillan

at Ashaiman

• CenVI GH calls on IGP

•Mr Felix Engsalige Nyaaba

THE CENTRE for Victims of Injustice

(CenVI, GH) has condemned the alleged

killing of a civilian at Ashaiman in the

Greater Accra Region by a soldier on Monday

April 6, 2020.

According to CenVI,GH, the alleged

killing took place in the Ashaiman municipality

by a soldier who was among a number

of security men detailed to enforce the

14-day partial lockdown, which is part of

the government's measures to contain the

spread of the Covid-19 pandemic.

A release signed by the Executive Director,

Mr Felix Engsalige Nyaaba, said,

"We call on the Inspector General of Police

(IGP) to swiftly investigate the killing and

give the appropriate sanction to the officer

involved.

Mr Nyaaba said while the centre acknowledged

the magnitude of the challenge

and efforts made by the government to

fight Covid-19 across the country, "we are

also alarmed by several reports and videos

circulating on social media showing violations

of human rights, that include beating

of civilians by law enforcement agencies

tasked with ensuring compliance of the

lockdown."

He stated that as the country observed

the 14-day lockdown, the rights of citizens

must be respected and protected, including

the right to healthcare, security, and access

to food and water.

Mr Nyaaba said the lockdown must

have a human face; thus enabling citizens

and the general public to have access to

vital needs and relief for those who could

no longer earn a living since majority of

Ghanaians are daily income earners and live

below the poverty line.

The Executive Director said as a matter

of urgency, the government, in the coming

days, should implement transparent income

support programmes targeted at the most

vulnerable populations.

"Millions of Ghanaians who live in

slums and informal settlements without access

to basic services are at higher risk of

Covid-19 infection. We are of the view that

the government should ensure the rights to

health, food and water are realised in such

settlements under this pandemic," he stated.

He added the government has an obligation

to ensure that the most vulnerable

and marginalised in society, especially persons

living with disabilities and the homeless

(such as kayayei, street dwellers et al),

have sufficient access to the services

needed to give them the best chance of survival.

This, Mr Nyaaba said, should include

access to health services and facilities and

the provision of emergency shelters, especially

at where they needed to allow homeless

people to be taken care of in this difficult

times.

He said reports going rounds in some

parts of the country on shortages of vital

personal protective equipment for frontline

and other health workers were worrying

and could have tragic consequences during

the response to the coronavirus crisis.

"As they join the fight against coronavirus,

these frontline workers deserve immediate

attention and the government must

urgently put in place measures that protect

their rights to health and minimise their risk

of contracting the disease."

He said the government should ensure

that good-quality personal protective equipment,

information, training and psychosocial

support were urgently put at the

disposal of nurses, doctors and other response

staff during the unfolding crisis.

CenVI, GH, in addition, called on the

President, Nana Addo Dankwa Akufo-

Addo to use every option available to increase

the production or procurement and

supply of personal protective equipment,

ventilators and other vital healthcare equipment

to equip the health workers.

Mr Nyaaba said there should be a drastic

increase in mass testing for Covid-19 in

every region of Ghana.

He said the scale and deadly nature of

the pandemic which has spread across the

globe had made it necessary for governments,

faith-based groups and individuals

to implement extraordinary measures.

"But with collective efforts, the chance

to curb the spread of the pandemic in

Ghana is very high and we must all get involved,"

Mr Nyaaba stated.

It's time for sacrifice

duced the mass junior secondary school

system and the lowest qualification for

teaching at that level was post-secondary

teacher's certificates.

In the circumstances, some of such

teachers were asked to teach two streams

in a shift school, from from 8a.m to

5:35p.m. and given allowances.

Meanwhile, the other teachers teaching

at that level and others working in the office

s of Ghana Education Service monitoring

what went on in schools running

the shifts and others in charge of other

operations or activities related to the then

nascent school system and working from

8a.m. to 5p.m. were not paid any allowance.

However, these precious people

accepted the situation as the time to sacrifice

towards nation building.

It seems that spirit of sacrifice is dead

in some health professionals as they, at the

least opportunity, try to infect their fellows

with that rebellious virus so they would

take the shine out of the efforts of the

government to ensure good health for the

people.

It is difficult to make certain statements

publicly because they can inflame

the sensibilities of others but it's about

the time we should call a spade a spade,

not to spite anyone but to drive home the

reality and the truth.

Do members of the UPNMG think

only health workers are fighting the Coronavirus?

What are the security personnel enforcing

the lockdown doing? Have they

thought of the media personnel bringing

the news and preventive messages to the

public?

Nobody is happy that 18 doctors and

a greater number of nurses have died

from Coronavirus elsewhere but have

they also thought of the contributions

being made towards nation building by

thousands of non-health personnel who

have died from the Coronavirus disease?

What if.the President did not announce

the allowances at all due to the obviously

mounting financial obligations related to

the fight against the Covid 19? Would

health professionals have stopped working

because of allowances they did not

know of or had been proposed but not

sanctioned?

Have the agitating nurses and midwives

considered the fact that many are losing

their jobs and livelihoods due to the

emergence of Covid 19 and the fact that

they have theirs in tact?

Have they thought of the impact of

their demands on the national economy

vis-a-vis obligations to other sectors of

the society? Are they are alive to the fact

the Covid 19 is not the only problem of

the Ghanaian society?

Somebody should kindly ask other

questions.

It's about time our political leaders and

others muster the courage to tell the truth

as it is and treat all with equity rather than

pampering others with favours that tend

to provoke the rest of society because of

the unsatisfactory attitudes the recipients

show.

Our leaders should also be transparent

in their dealings with all segments and

economic sectors of society.

That way they can call for sacrifices for

nation building.

The agitating nurses must understand

that no one can deny them the opportunity

to make demands but their demands

must be reasonable in the circumstances

and acceptable to society.

The DAILY HERITAGE takes

this opportunity to commend President

Nana Addo Dankwa Akufo-Addo, his

Vice, Dr Mahamudu Bawumia, Ministers

of state, private individuals and organisations

which have contributed to the

Covid-19 Fund instituted by the President.

A huge commendation also goes to

churches, other organizations, businesses

and individuals helping the vulnerble in

the fight against the spread of the Coronavirus.

The DAILY HERITAGE wishes

to end by saying that this is the time to

sacrifice for the benefits of humanity

more than fighting for personal gains.

President Akufo-Addo said.

"It would be excellent if all the

demands or wishes that you have

could all be met. It won't be, but

we will do our best to meet the essential

ones and that is what we

are trying to do."

Participation

The various associations of

health workers of Ghana who

participated in the meeting included

the Ghana Registered

Nurses and Midwives Association,

Pharmaceuticals Society of

Ghana, Allied Health Professionals,

Ghana Association of Certified

Registered Anaesthetists, and

the Ghana Physician Assistants

Association.

Their leaders were given the

opportunity to address the gathering

to articulate their interests and

concerns to the President.

Confusion over frontline

workers

Madam Pepetual Ofori-Ampofo,

president of the Ghana

Registered Nurses and Midwives

Association, in her address, indicated

that nurses and midwives

were demotivated and felt unappreciated

by the government following

the many explanations

given of the President's statement

on allowances for frontline health

care workers.

It was her contention that

every nurse, midwife, physician assistant

and nurse anesthetist

everywhere is exposed to Covid-

19 and so they should all enjoy

government's incentive packages

of allowances.

All other representatives and

leaders of the other organized

groups also suggested same.

President Akufo-Addo, in a response

to the concerns of the

health care workers, noted that it

was obvious that the issue of

who a frontline worker is ought

to be clearly defined in order to

streamline and name the actual

beneficiaries of the government's

tax waivers for health workers that

he announced on April 5, 2020.

He assured the health workers

that the issue would be resolved.

PPE

The availability of Personal

Protective Equipment (PPE) was

the other major concern of all the

health workers who were present

at the meeting. They urged the

government to make good its

promise to ensure the supply of

PPE to all health workers. On that

score, President Akufo-Addo acknowledged

the shortfall while indicating

that the local production

of PPE would bridge the shortages

that existed in certain places

in the country.

"Some of the things you

have heard me say, the

special arrangements that

are being made for health

workers, all of them are

within the objective of ensuring

that you feel reasonably

protected, reasonably

secured to be able to go

out and give off your best,"

President Akufo-Addo said.

Balotelli’s failure to

unleash potential sad

• Enock Barwuah says of brother

ENOCK BARWUAH, the

younger brother of

Mario Balotelli Barwuah

has expressed disappointment

in his brother

for playing at only 30 per cent of

his potential.

The maverick goal poacher

joined Brescia to much fanfare at

the beginning of the 2019/20 campaign,

returning to the town where

he spent his childhood.

It was hoped the return to his

hometown would help Balotelli rediscover

his confidence, but that

hasn’t been the case.

He has found the net just five

times from 20 matches in Serie A

this campaign.

Barwuah is frustrated to see his

brother, who he thinks has so much

talent, continue to let himself down.

“The one thing I would like to

tell Mario is that if he played at 100

per cent, he’d be unstoppable. Instead,

he only plays at 30 per cent.

He’s very sensitive, so if the slightest

thing goes wrong, he lets his

head drop and doesn’t perform. It’s

not easy to play with that much

pressure on your shoulders,” Enock

told Calciomercato.com.

“We were both so happy when

he signed for Brescia. Mario didn’t

think twice, he accepted immediately

and dropped all the other proposals.

"Unfortunately, everything he

says or does gets painted in a negative

light. That’s why he wrote ‘Why

always me?’ on his shirt.

“I get so angry when I see Mario

being the victim of racist abuse. I’d

like to be by his side on the pitch to

support him. I think harsher penalties

are needed against these fans,

but you can’t force someone to

change their minds.”

Balotelli Barwuah was born in

Palermo to parents from Ghana,

but was raised by an Italian family,

taking on their name Balotelli, even

if the adoption was never made official.

Black Stars facing possibility

of three games in a week

• Emmanuel Keyekeh

Death of our club owner has

affected us this season

• Says Karela's Emmanuel Keyekeh

KARELA UNITED midfielder,

Emmanuel Keyekeh, has attributed

the team’s woes in the

2019/20 Ghana Premier League

season to the death of their club

owner, David Brigidi.

The former Nigerian Senator

bought the Ayinase-based club in

2013 and bankrolled them to earn

a promotion to the Ghana Premier

League.

Prior to his demise, the club

was in the top four of the

2017/18 league, which was truncated

following the Anas number

12 expose which was aired on

June 6, 2018.

Though the club played in the

finals of the NC’ Special Competition

tier 1 that year, they are yet

to find their rhythm in the ongoing

league as they lie 17th with 11

points after match week 15.

Keyekeh, in an interview with

Cape Coast-based YFM, said,

’’We are not happy about where

we are on the league log. The

death of our boss has really affected

us because aside him motivating

the playing body with

money, his presence during match

days was a morale booster for us.”

He pleaded with the fans to

disregard any reports of him joining

either Hearts of Oak or Asante

Kotoko.

“I’m still a Karela player and I

have more than six months left

on my contract. To be honest, my

dream is not to play in the Ghana

Premier League after Karela and

I’m not in a rush to leave Karela.”

THE SENIOR National Soccer

team would have to play three

matches in a week later this year

to haul in fixtures postponed

because of the coronavirus pandemic.

The Black Stars will have

three matches to catch up following

Fifa's cancellation of all

international matches scheduled

for June.

Coach CK Akonnor's men

will travel to face Bafana Bafana

of South Africa on June 6 in a

top-of-the-table clash in their

Africa Cup of Nations qualifying

group.

Already matches against

Sudan in the qualifiers have

been postponed.

Fifa is planning‚ reports say‚

to press national teams to catch

up quickly and ensure the international

calendar gets back on

track before the end of 2020.

As the calendar stands now‚

Ghana must play Sao Tome and

Principe home in September in

their last Cup of Nations Group

C qualifier and then in October

and November begin their

World Cup qualifying campaign

against Ethiopia‚ South Africa

and Zimbabwe.

But the fixture list is to be

shifted out‚ leaving the Black

Stars having to play Sudan

(twice) and South Africa in a

seven-day spell between September

2-8 and then Sao Tome

and Principe and‚ possibly‚ their

opening two World Cup qualifiers

from October 7-13.

That will put the qualifying

calendar back on track with a

further World Cup qualifier set

for November.

• Flashback: Black Stars

Three matches in seven days

in September would mean Black

Stars coach CK Akonnor would

need to select a bigger squad

and use more players.

The coach could save his

best XI for the Bafana Bafana

clash and two games against

Sudan before that against Sao

Tome with second stringers.

They would still be fancied to

win against the tiny island nation.

Ghana must play Sudan

twice before taking on Bafana.
