Preamble
The CIA-Lagos means different things to different people that have
participated in our Fab-Labs, and Cells. We must continue to champion
freedom of creative expression in the performance, visual and social
arts irrespective of shades of opinion. We do not pander to
sectarianism, paucity of thought or tokenism.

Scope
Accommodate all shades of representation resulting from the 'Call for
Ideas'. These are:
Buildable Projects. i.e. Urban Interventions & Housing
Academic & Socio-cultural i.e Mapping & Infrastructure Assessment
Quasi-political i.e. Governance, Realigned Order
Modus
Compile ALL Cell content as 'THE DOSSIER' and organise a well
attended 2-day Convention, a.s.a.p. post Lockdown titled URBAN
ISSUES: Lagos Renaissance, or some other title along those lines. It will
be the 1st proper and public launching of the CIA-Lagos. We will anchor
the event & invite dignitaries from the arts, construction, governance,
education, health, finance, transportation, sociology, law & public sector
Here we have an excellent opportunity to begin the process of
realignment we all seek.
Desires
Hopefully others will see what we have done, encourage and nose us
closer to the finish line. 'THE DOSSIER', web site, social media should
get us the attention, audience, airtime, invitatíons, soundbites, &
relevance we seek. From the interest generated by The Convention
different interest groups will align themselves different content and
help make our proposals a reality.

S-ECM Socio-Economic Cultural Mapping; What it is.
Fancy term aside, S-ECM is a real study. It attempts to understand the make up of a
society, or groups within a society as a basis for introducing architectural or nonarchitectural
interventions that will make significant, sustained long term development
of that society. S-ECM is not a black art. It rests on the collection, interpretation and
fusing of empirically derived data, either left as numbers and statistics or translated
into pictograms, 2D and 3D drawings and models, physical and computer generated.
Analogue and digital techniques are required for this study.
S-ECM Socio-Economic Cultural Mapping; Why bother?
This imperceptible virus has us in a 'conflict' situation and poses a persistent and
consistent threat, which must be met with a sustained and cogent response. We see it
as a symptom, the opportunity to nudge closer to the disease. Our S-ECM is holistic. It
investigates nerve centres of Lagos as a single entity and provides a framework for,
and
gives credence to the proposals of other outcomes of the entire Lagos 2020+ post
COVID-19 project.
Extent of Study
The I.B.I.L.E. acronym for the 5 administrative centers of Lagos Ikeja, Badagry, Ikorodu,
Lagos (Island) & Epe is the extent of this study. Ogun State by virtue
Modus Operandi
We will work consistently, vigorously, with the precision of a foetal surgeon and the
unfettered imagination of the Renaissance greats. President Buhari's 27 April 2020
Date Of Release is our deadline, simply because after that most of us will scramble to
reclaim our notion of normality. Our Study Menu is as follows;
1.Produce figure ground studies of the urban grain. Solid v Void and Void v Solid.
Simple quick tool to visually establish relationship of buildings to open spaces.
2.Determine patterns of settlements: Where did development start? How did it spread?
What are the factors that affect their growth or demise?
3.Investigate social structure: Where do the haves & have not reside? Is there a
distinct divide? If so why or why not? What are the facilities within proximity? Which
facilities are shared (markets?) and which are almost exclusive (native doctors,
salons & spas?)
4.Initiate topography and terrain studies: Location of water bodies natural and man
made. Vertical studies of the terrain & building heights.
5.Carry out land use studies: Green (vegetation) v Grey (buildings). Broken down to
building types, residential, commercial, industrial municipal
6.Discern transitory routes: Roads, intersections, paths.
7.Dissect the social order: Tribal groupings, are there certain area where certain tribes
dominant tribes, eg. Igbo Town, Hausa Quarters; Traditional ruling families and
Economic ruling families.

7. Look at transportation: forms (road, air sea); connectivity; major & minor stops and
interchanges, donkey, keke, okada, mini bus, microbus, danfo, molue
8. Determine and locate recreational, health and education facilities. Public v Privately
owned. Parks, Clubs, joints, hospital, clinics, schools primary, secondary & tertiary.
9. Interrogate and plot religious and quasi-religious places of worship. Traditional,
Islamic, Pentecostal Christian, Orthodox Christian, White Garment Christian, Esoteric
(Rosicrucians, Grail Message etc.)

Preamble
The COVID-19 pandemic has clearly shown that the need for structured housing
intervention, particularly for the low-income earners, is more urgent now than ever.
Some of the ways to reduce the spread of the corona virus is by practicing social
distancing and staying isolated at home. But Nigeria has one of the largest poor
populations in the world with the bulk of them either homeless or living in shanties. The
more fortunate ones live in one of the most accessible housing typology in Sub-Saharan
Africa: "the face me I face you". Its typical layout is not practical to curb a pandemic
such as COVID-19. So how then are the poor expected to practice social distancing or
stay at “home”?.........they may even be safer staying/sleeping on the streets than
cramping up in one small room/house with tens of other people where it is almost
impossible to stay at a safe distance.

There is a need to rethink this housing typology to meet our pressing housing
demands and homelessness issues.
Purpose of the Exercise
The purpose of the exercise is to address the housing crisis in Lagos by
providing/designing affordable and compact co-living spaces for low income earners.
The ultimate goal will be to actually build a pilot scheme to test our findings at the end
of the exercise – and who knows what can happen next.
Project Deliverables
1. Project will be delivered leveraging on sustainability tools at our disposal to design
what is suitable and peculiar to our local context:
a. Good Health and Well-being
b. Clean Water and Sanitation
c. Affordable and Clean Energy
2. Adopting a lean approach to design by implementing Building Information Modelling/
Management principles.
3. Using indigenous materials for construction and engaging local SME's and supply
chain to execute project

Introduction
It is April 2020 and it feels like November 2020; in 2.5 months, the world has faced one
of the greatest disruptions of the century, even greater than 9/11. In popular parlance,
“the table has been shaken, taken and broken”. Hundreds of thousands of people have
lost their lives to the pandemic and I express my condolences to the families of those
affected. I also salute the bravery of the Medical Professionals in the frontlines of this
battle. The urban fabric of Lagos reminds me of the work of the foremost Ghanaian
Sculptor El Anatsui. The individual bits that form the city as a whole are not so precious,
but as a unified piece, can be beautiful- it just needs coordination. The city has survived
pandemics before, and will survive this one; but to ensure that the residents of the city
do not revert to Pre-COVID19 “business as usual”, the Urban Landscape must be
Decentralized, Distributed, Divided. We believe this decentralization will intensify the
city’s access to socio-economic ameliorative measures.
In observing the ineffectiveness of Social Distancing in the densely populated areas of
Lagos, it is imperative that we view the City beyond the popular hotspots of Lagos
Island, Ikoyi, Lekki or Yaba Mainland. Living in Ajegunle for 15 years has shown me that
the culture of Lagos is not one Culture, but a cocktail of sub-cultures.

Purpose of the Exercise
Our agenda for this Idea will be to investigate and attempt the division of the Lagos City
Culture into Sub-Cultures. Next will be to articulate ways to identify what I call - Urban
Landscape Nuclei (ULN's) per Sub-Culture. These ULN's contain the DNA and RNA that
define the characteristics and are the blueprints of the specific Sub-Culture. The
blueprint can have expressions in Architecture, Public Open Spaces, Vehicular and
Pedestrianized Streets, Circulation etc.
Ajegunle will be the first case study for the exercise. We will start with mapping the city
into subsets of cultures driven by various factors like tribe and religion. Potential Cores
for these Sub-Cultures can be determined and mapped for interconnection with Cores of
other Sub-Cultures.

Ready
Exponential growth! I want those projections to hit the roof and our efforts to mirror
our goals in kind. I assume every CEO around the world would have mouthed those
words to his troops looking all dapper in a killer suit to boot. What’s not in it for you?
What’s not to like about unbridled aspiration? Wouldn’t you rather cry in a Lamborghini
than laugh while perpetually commuting on your Legedis Benz?
ME: Where we dey grow go? Even you human being wen dey talk go stop to dey grow
after a certain age.
Guess what though, a pandemic comes calling and voila, the worlds come to a
screeching halt. As humanity fights the scourge it has also become an avenue for
existential questions on all fronts to pop up. The political / economic upheaval as a
result presents an opportunity to rejig the status quo as globalization takes a heavy hit.
We see a lot of efforts by governments geared towards an amelioration of the
hardship peoples may suffer. Capitalism puts on a warm smile and eases up on its,
“only the fittest survives mantra” while embracing social intervention instruments. Is
this the new normal? Not to get our hopes up, only for the time being. Only for the time
being?
I dare say this should be the new normal. All we’ll do is print new monies to shore up
economies that will surely go into recession after all this is over. With the interventions
however, we are seeing the world can dare to dream of survival without economic
policies run on overtly capitalist tendencies. Monies that eventually end up in the
hands of few who really need it. Albeit for reasons of the immediate exigencies.
We can make these a deliberate policy direction going forward however. The central
bank of Nigeria introduced a combination of palliative measures amounting to over
N3.5 trillion naira worth of stimulus packages with a view to providing confidence,
financial stability and support for the Economy.

Steady
Tax breaks, interest rate reduction,
avenues for extra lending to banks,
financial incentives for pharmaceutical and
healthcare concerns,
infrastructure and manufacturing targeted
loans etc. These should be expanded to
accommodate innovation not necessarily
for only guaranteed investment recouping
instruments. Profit takes the back seat at
this time. The makings of a new normal, I
might add.

We can also take advantage of the moment for
reflection this gives us in other ways. Perhaps,
time for (much like the revered sage, Obafemi
Awolowo had done in his time and the
Philanthropist, Bill Gates had advised recently) a
return to the massive development of critical
sectors of our economy that have a significantly
direct impact on the most important resource we
have, which is, our human capital; the sectors of
Agriculture, health and Education, among other
things.
Take affordable housing for example. In addition
to the mortgage instruments that may be available
to the populace, government can go a step further
by providing access to land purely as a social
intervention strategy in the spirit of the new
normal free of charge upon meeting certain
criteria. We can tie eligibility to fighting the
scourge of high levels of illiteracy in the country by
encouraging families to send their
wards to school with the promise of guaranteed
land parcels once a household has trained at least
three children, regardless of gender, to higher
institution level. This should be a minimum
criteria. With land guaranteed and the possibility
of a personal ownership of a home on the table, a
man sleeps better.

The new normal is about empathy; about putting a human face to our constant push for
aggressive growth based on cold hard numbers indicative of profit and aggressive
expansion when in reality, on ground, the only protection the one percent who have
mastered the game have is a high fence from the rest who are mostly hungry outside of
their walls. They may just come knocking for their share one day
.
This is not about dishing out handouts. It all goes back to our community self help based
societies of old in Africa. Construction of family housing units was carried out by
members of the community and close blood relatives of an owner. The favour was also
returned in kind in a self sustaining cycle of goodwill. We say It takes a village to raise a
child in these parts, perhaps our economic systems might have evolved along those lines
of distinctly African sensibilities into the modern era. The new capitalism, the gods might
just have gifted us an opportunity to develop just that!

Premise
We were trying to find baseline accommodation for the young professionals that
flock to the city, in the outskirts. We looked at bankers and the loan they get to buy a
car. We pegged our reasoning to this, with the thinking that if the house is the price
of the cheapest KIA on loan, it makes a very interesting choice: house or car?
This new group see the house as an economic and energy harvesting vehicle. So the
house turns into a farm and a collection of these houses makes an urban farm that
starts to provide fresh veggies in the city. The roof is the farm for veggies and solar
power. We pegged Mowe and Epe where land is affordable, and because we can
squeeze 3-4 on a typical plot it uses the land brilliantly.
