Fighting Covid-19:

Over 7000 mentally-ill

persons to get homes

NEWSDESK REPORT

THE MENTAL Health

Authority (MHA) is

liasing with the Ministry

of Gender, Children

and Social

Protection to rid the city of all

mentally-ill persons, give them custody,

treat them and also return

them to their various communities

in the wake of the Covid-19 pandemic.

According to the authority, there

are an estimated 1,600 mentally-ill

persons on the streets of Accra and

Tema with a nationwide population

of over 7,000 from a 2015 assessment

by the MHA.

The authority projects that the

number could be around 2,000 people

in Accra and Tema and 10, 000

nationwide because the assessment

was done five years ago.

The MHA says these persons

could be a storehouse for the

Covid-19 virus if pragmatic steps

are not taken immediately rid the

streets of them.

Speaking to Starr FM, the Chief

Executive Officer of the Mental

Health Authority, Dr Akwasi Osei

said “those who remain on the

streets could be a storehouse for

the virus and later they will come

back and reinfect all of us. So it’s

important that you give them attention.

“What it means is that you and

I, everybody, are potentially harbouring

the virus. We know that

now it can be in the air for a little

while, so everybody is a potential

carrier of the virus."

• Mental Health Authority, Gender

Ministry to their rescue

He went on that “so if you and I protect

ourselves with the masks, with all

these measures, with our hand-washing, so

we don’t get it, what about the other person

on the street who is not wearing the

mask, who is not protecting himself, who

is not washing the hand?t

“So, he can be a potential carrier and

when yours and mine are gone, and we are

healthy, we can be reinfected by them,” he

noted.

He explained that his office was discussing

with the Ministry of Gender to

take them from the streets in small numbers

at a time, bring them for treatment,

not just for custodial care and take them to

their homes.

“We have estimated that for every one

person on the street if you want to

go and bring him to the hospital,

to attend to him, to keep him

there for about two months, a

rough estimate before he is well,

the money to buy his food to buy

medicines for him, to buy disinfectants

and eventually to take him

back to his community will cost

roughly about GH¢5, 000.00, ” he

noted.

“So we should not ignore or

neglect them; we should recognise

that they are a very crucial constituency

that needs attention,

otherwise when everything is settled

and done, they could be the

source of reinfecttion.”

In a follow-up interview with

Francis Abban on Morning Starr

Show, the Executive Director of

Mental Health Group Ghana, Mr

Yaro Peter, said the call by the

mental health authority is in the

right direction but it should have

• A mentally derialed person

• Dr Akwasi Osei, ECO of

Mental Health Authority

come earlier.

Mr Yaro said it was time society

considered the destitute and

the vulnerable as well as the

communities where these people

are found and provided for them

or protected them from the

deadly Covid-19, “if not, after

treating ourselves and overcoming

the virus, those mentally deranged

will bring the virus back

to society if we ignore them.”

He therefore called on the

various health workers in the

hospitals and various clinics to

prioritise the needs of the mentally

deranged persons.

Support adolescent girls

with sanitary pads

• Intelligent Lady Founder appeals to Ghanaians

BY PHILIP ANTOH

philip.antoh@dailyheritage.com.gh

THE INTELLI-

GENT Lady Network

has started a

project dubbed 'Pad

Her Up Campaign,'

aimed at soliciting

support from Ghanaians to buy

sanitary pad for adolescent girls in

deprived communities.

The network is seeking to reach

out to over 1000 adolescent girls in

deprived communities with sanitary

pads to ensure their safety

during menstrual periods.

Speaking to the DAILY

HERITAGE, the Founder and

Executive Director of The Intelligent

Lady Network, Mrs Princess

Sekyere Bih, said there was the

need for every adolescent girl to

have access to sanitary pads. However,

with the current Covid-19

of The Intelligent Lady Network

crisis in Ghana, many had been deprived

of access.

Mrs Bih said the livelihoods and

daily sustenance of families who

mainly work in the informal sector

and in deprived communities had

been adversely affected by this situation,

hence the need for others

to render support.

She said "the focus of most

parents in such communities is to

provide daily food for the family

so needs such as sanitary pads for

the adolescent girl is not given

much attention or made a priority.

"As a result, girls are forced to

use unhealthy materials and traditional

unconventional tools during

their menstruation periods, which

has serious health implications,

hence the “Pad Her Up Campaign."

The Executive Director is,

therefore, appealing to organisations,

philanthropists, and individuals

to support the project in order

to reach out to millions of adolescent

girls across the country.

History of Intelligent Lady

The Intelligent Lady Network is

a women empowerment brand

which seeks to inspire and equip

women to discover and fulfil their

potential in life through storytelling,

trainings, workshops and

seminars.

"We have three main mediums

by which we tell the stories of

great and accomplished women.

The Intelligent Lady Magazine,

The Intelligent Lady Dialogue

(monthly network meeting) and

where we profile and share stories

of successful women who have

overcome their fears and challenges

through their wisdom, boldness

Lifting lockdown is recipe for disaster

• Marrer CEO expresses worry as Dr Okoe Boye allays fears

THE CHIEF Executive

Officer (CEO)

of Marrer Ghana

Limited and Susatgad

Boat Building

and Fishing Industries,

Mr Novihoho Afaglo, has

stated that the President's decision

to lift the partial lockdown in

Greater Accra and Greater Kumasi

is a recipe for disaster.

According to Mr Afaglo, Ghana

went to partial lockdown when the

country had 141confirmed cases

of Covid-19 and asked why the

movement ban should be lifted

when the nation had recorded

1042 confirmed cases with nine

deaths.

He described the President's

decision of lifting the partial lockdown

as a hasty one even though

"we all know the pressure the system

was giving him."

In an interview, Mr Afaglo

asked, "Are we not better off

keeping ourselves at home safely,

knowing this war against the

deadly Covid-19 would soon be a

thing of the past rather than to

allow self-control amid the freedom

to go about our normal activities

and end up contracting this

virus when cure isn’t guaranteed?"

The CEO said it was not the

time for the sitting government to

feel pressured by the opposition

but rather take the best decision in

critical times like this.

Meanwhile, the newly-appointed

Deputy Minister of

Health, Dr Okoe Boye, has allayed

any fear or panic, stressing that the

President's decision to lift the

•Mr Novihoho Afaglo, CEO of Marrer

Ghana Limited and Susatgad Boat

Building and Fishing Industries

lockdown was based on scientific

evidence.

Speaking in Twi on Oman

FM's Boiling Point programme,

he said ," those worried

about or critising the

lifting of lockdown are just

comparing what's happening

at places like the US, Italy and

the UK to suggest what

should happen in Ghana."

He said there are internationally-acclaimed

Ghanaian

healthcare experts who are

providing guidance to inform

the President's decisions on

the handling the Covid 19 issues.

Using scientific proofs of

how to analyse matters of

spread of diseases, he mentioned

that while fighting the

Coronavirus in the country, the experts

took the opportunity to

analyse the situation to isolate the

hot spots and see the rate of infection

or spread and realised, for example,

that based on the figures,

the country was safe with the 1042

cases and nine deaths though even

one life lost is a painful loss to the

nation.

Dr Okoe Boye said, "For the

over 900 cases under care now,

only four are critical and even of

that figure, only one is on a ventilator.

The others have very minimal

risks."

The deputy minister, however,

"lifting the lockdown doesn't mean

the coronavirus is gone, everyone

should continue to observe the

protocols like washing of hands

and social distancing while we go

about our normal life."

Man jailed 20 years for

defiling 13-yr-old

stepdaughter

BY MUNTALLA INUSAH

muntalla.inusah@dailyheritage.com.gh

THE CIRCUIT Court in Accra

presided over by Her Honour

Mrs Christiana Cann has sentenced

a mason to 20 years'

hard labour for defiling his 13-

year-old step-daughter.

Eric Kofitse pleaded guilty

for defilement and was convicted

on his own plea by the

Gender-based Circuit Court.

Chief Inspector Kofi Atimbire,

the prosecutor in the case,

while presenting the brief facts

to the court, said the wecomplainant

is a driver, while the

accused is a mason.

According to the prosecutor,

the complainant is a driver and

lives at Dansoman in Accra

whilst the accused is a mason

and lives at Christian Village

nesr Achimota, also in Accra

Chief Insp. Atimbire said

the girl (victim) is a 13 years old

and class four pupil.

The prosecutor told the

court that the girl lives with the

mother and the accused person,

who is the stepfather.

He said since 2019, the accused

person had been having

sex with the victim anytime the

mother left home to trade.

"The accused person", he

said, "then threatened her not

to tell anyone about it else he

would stab her to death in the

night when she was asleep.

According to the prosecutor,

"Initially, the girl could not tell

anyone for fear of being killed

by the accused person.

"When this continued for

sometime, she managed to inform

the mother on three occasions

but she (mother) told the

daughter she would talk to the

husband to stop it.

He told the court that during

the early part of March

2020, the accused again had sex

with the victim who reported it

again to the mother.

"The mother got worried

and sent the girl (victim) to her

cousin in Nsawam. The victim,

who could not stand the persistent

sexual attacks from her

stepfather, had to run to her biological

father at Dansoman.

"The victim later fell sick

while with her father and was

taken to the hospital where

medical examination on April

17, 2020 proved she was seven

weeks pregnant."

It was then she told the father

what she went through

while she was staying with her

mother.

A complaint was lodged

with the Achimota police station

and accused was arrested.

Accused admitted the offence

in his caution statement

and was subsequently charged

and put before the court.

• Covid-19:

Court fines six Nigerians GH₡86,400.00

• For throwing birthday party during lockdown

BY MUNTALLA INUSAH

muntalla.inusah@dailyheritage.com.gh

THE CIRCUIT Court in Accra has

sentenced six young men to a fine of

GHc86, 400.

According to the Teshie police,

they had information that some people

had thrown a birthday party during

the lockdown period, an act that

violated the restriction orders the

President of the country had given

under an Executive Instrument.

Therefore, the police proceeded to

the public and found about 50 at the

party.

The report said upon seeing the

police the people started running

away but the six young men were arrested.

The accused persons pleaded

guilty to the offence and were convicted

on their own plea to a fine of

GHc14, 400 each in default of which

they will each spend five years in prisons.

The accused persons, after pleading

guilty, asked the court to temper

justice with mercy.

But the prosecution, led by Chief

Inspector Guiliver Tenkorang, said

the accused persons deserved hefty

punishment to serve as a deterrent to

others.

He said the accused persons knew

the consequences of what they did

and also knew what was happening in

the country for which the restriction

had been imposed by the President --

to curb Covid-19.

DAILY HERITAGE's Court

Correspondent Muntalla Inusah, reports

that all the accused persons

went down on their knees for

clemency but they were whisked away

by the police.

The accused persons are Amadi

Mine, Aboy-Iyen Precious, Marshal

Ovieshare, Godsway Fejiro, Eliot

Sharker and David Amos.

Brief facts

The brief facts of the case as presented

to the court by Chief Inspector

Guiliver Tenkorang were that, the

complainants were police officers stationed

at the Teshie Police Station,

while the accused persons were

Amadi Mine, an aluminium worker,

Aboy-Iyen, Precious, a mechanic,

Marshal Ovieghare, a barber,

Godsway Fegiro, a student, Elliot

Sharker and, David Amos , both unemployed

and that all of them were

residents at Nungua.

According to the police prosecutor,

"on April 18, 2020 at about

3p.m., the Teshie police had information

to the effect that the accused

persons were having a party at the

First Junction at Teshie, thereby violating

the imposition of the restriction

on movement and the restriction

on public gathering."

The prosecutor said the police

proceeded to the said location and

saw the accused persons numbering

about 50 having a birthday party celebration.

The persons, on seeing police approaching,

quickly took to their heels,

but they were given a hot chase and

the now accused persons, including

one John Quayson, a driver, who was

conveying them from the scene with

his taxi-cab, were arrested.

During investigations they all admitted

the offences and were charged.

However, the driver was not in

court

DAILY HERITAGE FRIDAY, APRIL 24, 2020

Editorial

When can our schools be safe for reopening?

THE ASSERTION by the Assistant

Headmistress in charge of Domestica

activities at the Asanteman Senior

High School (SHS) in Kumasi that

observing the social distancing protocol

in the face of Covid 19 cannot be

guaranteed by any school is a serious

matter that should be given the necessary

attention.

Mrs Georgina Osei says there is

congestion in the various schools as a

result of the Free SHS policy that

makes it difficult to get the space for

students to practise social distancing.

Mrs Osei, therefore, suggested

that to protect students, they should

be provided Personal Protection

Equipment (PPE) and also facilities ,

obviously classrooms, dormitories

and dining halls, should be increased.

The DAILY HERITAGE cannot

agree with Mrs Osei more.

However, her two suggestions are

capital-intensive. Besides, even

though we need less time to provide

the PPE, how many pieces could be

given to a student and for use over

which period? Will it be disposable

or reusable? Also, even if what she is

calling for are provided, how could

the students be effectively supervised

in the dormitories? How long will it

take to provide the physical school facilities

to make social distancing easier?

These and other questions are

prompting all the stakeholders in education

to see the best way to ensure

that students are safe and protected

from the coronavirus.

For the meantime, we should we

should agree with Ms Osei that it is

not safe to reopen the schools until

the appropriate safety measures are

put in place for both students and

teachers.

It is public knowledge that the

government is consulting the experts

to see the way forward

In the meantime the Ghana Education

Service (GES) is running

classes on television for school children,

but are they sure every schoolchild

is benefiting?

The best way should have been online

classes that can be played back at

any time so that children who missed

the lessons for various reasons such

as power cut and problems with internet

connectivity can play back the

lessons at their convenience.

Besides, those who do not have

computers can fall on others for help.

The DAILY HERITAGE

would like to suggest that since there

could be occurrences that can disrupt

various activities as the emergence of

Covid-19 has shown, the GES and

other stakeholders in education

should think of better ways of getting

the education system running in the

face of disasters such as epidemics

and pandemics without compromising

quality. For instance, we can forget

about which schools children

attend and run classes for them in

schools close to where they live and

reduce their numbers and also run a

number of streams, both in our bid

to ensure social distancing.

This way, we could also make use

of the teachers who are idle for no

fault of theirs and so would be paid

no matter what.

After all, during the long vacation

in normal times, some teachers organise

classes for students from different

schools. Therefore, our

suggestion cannot be completely

novel.

All is not lost. We can make

amends for the better.

However, our schools should remain

closed till the safety of the students,

teachers and non-teaching staff

can be ensured.

Family of passenger killed

over social distancing calls

for justice, support

BY KOJO ANSAH, KOFORIDUA

THE FAMILY of a 30-

year-old man, Kwasi

Ameley, killed by a

driver over argument

on social distancing

breaches in his vehicle, is calling for

justice.

The driver, Appau Ato, also 30,

and his mate picked a quarrel with

the Ameley and his brother who

joined the vehicle on the Suhum-

Koforidua road after the brothers

complained that the driver had

overloaded his vehicle contrary to

the social distancing directive .

This created heated argument in

the vehicle between passengers on

the other side and the accused

driver and mate .

Upon reaching Akwadum

roundabout, Ameley

and his brother angrily

alighted and slammed the

door of the vehicle while

casting insinuations. Besides,

they refused to pay

the fare because they

claimed they had not

reached their destination.

This angered the driver

and his mate to physically

attack the two brothers.

As part of the attack,

the mate allegedly handed a

knife to the driver, who

stabbed the Ameley multiple

times to death.

As part of the

attack, the

mate allegedly

handed a knife

to the driver,

who stabbed

the Ameley

multiple times

to deat

His brother also suffered multiple

knife injuries but is currently

being treated at the Eastern Regional

Hospital in Koforidua.

The Koforidua District Magistrate

Court "B", presided over by

His Worship Eric Daning, on

Thursday remanded the driver.

The driver has been provisionally

charged with murder and expected

to reappear before the

court in two weeks.

The bereaved family told Starr

News they wanted the police to

release the body for burial without

autopsy .

"We want justice to prevail.

When the incident occurred, the

youth in this community mobilized

in an attempt to attack the

family house of the suspect driver

but I restrained them, so we want

justice. Also the family want the police

to release the body for burial.

We don't want them to cut the

body for any autopsy. It is against

the belief of the family," Akonde

Lanbante Issah, Assembly member

for the area, said on behalf of

family.

The Public Relations Officer of

the Eastern Regional Police Command,

DSP Ebenezer Tetteh, said

the autopsy was needed to ensure

that justice was served.

A sister to the deceased, Cynthia

Ameley, appealed to the government

to support the family to take

care of the widow and only child of

the deceased.

COA FS rejects FDA contaminated claims

NEWS DESK REPORT

PRODUCERS OF immune

booster drug COA FS,

Centre of Awareness

Global Peace Mission,

have rejected claims by the

Food and Drugs Authority

(FDA) that the product is contaminated.

According to the manufacturers, a

new laboratory test at the Cape Coast

Teaching Hospital has proven that

claims by the FDA about the drug are

inaccurate.

In a statement, the manufacturers

said: “We, therefore, find the Press

Statement from the FDA that they detected

a microbial contamination in

COA FS as a surprise. The self-preserving

nature of COA FS is the reason

why we have never received any of

the adverse drug reactions enumerated

in the FDA Statement over the period.

"Contrary to the claims in the Press

Statement, the evidence rather indicates

that people with weakened immune

systems and or kidney

malfunctions, rather got better after

taking COA FS. We find it unfortunate

that the FDA seeks to associate the alleged

contamination in COA FS to

kidney failure.

"A thorough search through scientific

literature shows that it is a particular

strain of E. Coli that causes kidney

problem, but the FDA has not provided

any data to prove that this particular

strain has been found in COA

FS”.

Below is the full statement

PRODUCT RECALL – COA FS

We write in relation to the Press

Statement issued by the Food and

Drug Authority “FDA”, Ghana dated

on the 18th April 2020, which is circulating

in the media under the above

subject.

We wish to state that COA FS is

produced by a unique biotransformation

and extraction technique at high

temperature and pressure for which

reason the product is as clear as water

but highly aromatic.

The active ingredients in COA FS

as revealed by independent scientific

investigations using GCMS and LCMS

conducted in Kwazulu Natal University

of South Africa, and recently by

the Ghana Standards Authority indicates

a wide range of bioactive compounds

ranging from anti-cancer, antibacterial,

anti -fungal and anti-viral

properties.

Other compounds with immune

stimulating activities have been found

in COA FS. These compounds are

mainly triterpenes and other essential

oils. It is for this reason that in the

manufacture of COA FS, preservatives

are not added. COA FS does not contain

any artificial preservatives due to

the broad range of anti-microbial activities

mentioned above.

Further, it has been subjected to

annual review and certification by the

FDA under prescribed regulatory standards,

the last approval having been

given by the FDA to cover the year

2020. We are proud to say that COA

FS, since its registration by the FDA in

2016 has passed all microbial tests.

This anti-microbial activity has been

experimentally confirmed.

We therefore find the Press Statement

from the FDA that they detected

a microbial contamination in COA FS

as a surprise. The self-preserving nature

of COA FS is the reason why we

have never received any of the adverse

drug reactions enumerated in the FDA

Statement over the period. Contrary

to the claims in the Press Statement,

the evidence rather indicates that people

with weakened immune systems

and or kidney malfunctions, rather got

better after taking COA FS. We find it

unfortunate that the FDA seeks to associate

the alleged contamination in

COA FS to kidney failure. A thorough

search through scientific literature

shows that it is a particular strain of E.

Coli that causes kidney problem, but

the FDA has not provided any data to

prove that this particular strain has

been found in COA FS.

We wish to inform the public that

the FDA on the 9th of April 2020

drew our attention to the supposed

contamination and directed us to issue

a withdrawal notice, which we did as

law abiding citizens, in spite of our

doubts of the claim Subsequently, we

ran a microbial test for the identified

samples with batch numbers

CFS00003 and CFS00004 on our reference

samples from the microbiology

laboratory of the Cape Coast Teaching

Hospital. The result of the microbial

test does not disclose contamination

by Yeast, Mould and E-Coli as indicated

in the FDA press statement.

We are currently conducting similar

tests on the above batches in other independent

laboratories. We expect the

results soon. The outcome will also be

communicated to the general public. It

therefore cannot be the case that COA

FS produced by the COA Herbal Center

are contaminated.

We therefore wish to assure our

Distributors, Agents, Clients and the

general public that we will not rest on

our oars until all due processes are exhausted.

We therefore assure the general

public that in as much as we disagree

with the FDA, we are committed to

working with them as the regulator to

address any concerns they may have.

It is in the spirit of growing together

in a turbulent industry as ours,

that we will urge all our media partners

not to hesitate in asking much needed

questions to freely educate all and

sundry to clear all doubts in the minds

of right thinking people. Our doors

shall remain open to see all test results

and relevant correspondence to ensure

transparency and investor confidence.
