To: The Honourable Chief Minister of Andhra Pradesh Shri. Y. S. Jagan Mohan Garu,
Most respected Sir,
We the teachers & employees of private sector (pvt colleges & schools) wholeheartedly
praise your historical ‘Jagananna Vidya Deevena’ scheme the first & foremost all over India!
Under your able leadership, the state government of A.P is taking serious measures to
safeguard the people from COVID19 disease. The central and state governments had ordered
for proper payment of teacher salaries, and prohibited pvt colleges/schools from demanding
student fees until the COVID19 lockdown exists. These actions from the governments are
most appreciated. The pvt colleges/schools say that only if the government pays the
scholarship debts, or allow collecting fee from the students, they could pay the teachers. This
is completely absurd.
Every trust is expected to invest its earnings accumulated from other areas, in to education.
Education is a service and hence no trust could claim that they will pay salary to teachers
only if government releases reimbursement amount. On the other side, there is no mechanism
with the government to ensure that the trusts/ societies truly pay the teachers salary, after
receiving government reimbursements. The pvt colleges/ schools are run by businessmen and
politicians who are in no way related to academics. The trusts/ societies opt for tax
exemption, and their accounts are always shown as no-profit & no-loss. But in reality the
accounts are forged. The Teacher’s salaries (& student’s fees) shown in accounts are
manipulated. The difference between actual salary paid to teachers, and salary shown in
accounts are gained as black money. The same happens in student fee collection too. Since
the Income tax department do not scrutiny the accounts of pvt schools/ colleges, this fraud
becomes an easy job. Kindly refer our earlier letter dated 28/06/2019, in this regard.
To eliminate the private colleges/schools from exploiting this lockdown situation, and to stop
them from cheating using their forged accounts, we request the government to take over the
complete financial transactions related to student fee collection and staff salary payments, in
all the pvt colleges/schools of the state, at least for the next complete academic year. The
government bodies like the Revenue department/ The Higher education department/ School
education department/ Treasury could easily manage this task. The result would benefit the
public at large, and reduce the need for government’s relief to public to almost 15%. Kindly
release a G.O in this effect.

Sub: Welfare of Teachers & Students in Private Schools & Colleges

We are an upcoming union for Teachers working in private colleges & schools. We are pleased to
congratulate on your victory in recent elections, and praise your pilot schemes like ‘Rajanna
Badibata’, ‘no bag day’ that you had brought in to education within very few days of your regime.
Even on yesterday you had declared about extending ‘Amma Vodi’ scheme to intermediate
students in both government & private colleges. Your actions in: ordering quick search committees
for appointing VCs, rectifying anomalies in engineering fee reimbursements, improving NAAC
grading of universities, directing ministers to find remedies for suicides at colleges, are exemplary.
We consider yourself as the best performing CM of the nation and submit three (3) requests before
you, expecting yourself to become the first CM of India to implement these most needed
transformations in education sector.
(1) Allowing Public to Govern Schools & Colleges: Private schools & colleges are operated only
by private trusts/ societies which are registered under the Indian Trusts act 1882 and Societies
registrations act 1860. Mostly politicians own such institutions. Less than one percent of them are
operating as companies registered under the Companies act 2003 (1956). There are no schools or
colleges operating as cooperative societies or public sectors. We earnestly request you to allow
Parents Teachers Associations (PTA) to operate schools/ colleges as cooperative societies (1912
act) or as public sectors (cooperative society + government shares).
(2) Digitalizing Economy in Education: Millions of students & teachers are economically
exploited by the private trusts/ societies operating the schools & colleges. Private institutions earn
plenty of black money due to absence of digitalization in students’ fee collection & staff salary
payments. To save the students from being subjected to unlawful collection of excess fee, and to
save the teachers by proper payment of salaries: it is barely necessary to close the cash-counter at
the college/ school; and enable the payment of salaries and the collection of fees only through the
nationalized banks. By this system the teachers will receive their proper salaries in the prompt
wage-period. The students will not be forced to pay any fee more than the government prescribed
fee structure. The illegal practice of private trusts/ societies accumulating black money through
forged accounts will come to an end.
(3) Credential Freedom: Every private school & college exercise the habit of bondage over the
teachers and the students. ‘The confiscation and retention of the education credentials’ is through
which the trusts/ societies subject the staff & students to the modern conditions of slavery. Hence
we request to pass an act, or issue a G.O to the effect that: “…private schools or colleges shall not
demand any original credential from a candidate (either student or a teacher) even during
admissions, interviews or inspections. Instead they can receive a photostatted & self-attested copy
of any certificate which could be verified easily by a counter formed for this purpose at any
university/ school/ board.”
