SEALESTIAL MARINE SDN BHD was locally incorporated with 

the idea of venturing into and servicing the ever growing and 

endless opportunity of the marine industry in Brunei Darussalam. 

Our vision is to develop into one of the 

most diversified, progressive and wellrespected 

marine service providers, not 

only locally, but within the region as 

well as creating opportunities for the 

involvement of local Bruneians in the 

maritime industry. 

Our mission is to support and complement 

the present marine and offshore related 

entities, be it private or Government-related, 

by providing the necessary management, 

consultation as well as training services in 

order to collectively enhance the nation's 

reputation within the industry.

Our business activities covers a wide spectrum of marine-related 

services, including but not limited to project management, 

management systems (ISM, ISPS, ISO 9001 QMS), Internal Audits, 

surveys, inspections and training (for seafarers, shore-based 

personnel, ports and Government agencies). 

Our team of expertise includes Master Mariners, Marine Engineers, 

Marine Pilots, Marine Service Technicians and Ex-Navy Personnel. 

They have had vast experience and training onboard various 

ocean going ships, shipyards, marine service centres and other 

institute of higher learning. 

Our range of clients and business acquaintances include shipping 

companies, major oil corporations, various foreign Government 

ministries, other Maritime Training institutions, international marine 

service providers, marine software distributors, shipyards and other 

private agencies. Additionally, we will also continuously look into 

other possibility of expanding our services into the marine-related 

projects in line with our vision of being...

THE MANAGEMENT TEAM 

MANAGING DIRECTOR 

BAKHTIAR D.P. HJ YAHYA is a Bruneian and is the founder of Sealestial Marine 

Sdn Bhd. He is a pilot by qualification and had previously served the Royal 

Brunei Air Force. 

Apart from his flying career (Qualified Flying Instructor in both Rotary and 

Fixed-Wing), Bakhtiar as a military officer, was also responsible for other 

management duties ranging from Flight Operations Manager, Safety Officer, 

Security Officer, etc. and had attended many courses both in state and 

overseas. 

As the Managing Director, Bakhtiar undertakes the responsibility to ensure that 

the company’s mission and vision are met. This is not only for the benefit of 

the Company but also to complement and contribute to the national policies 

and objectives. As such, opportunities for Bruneians to undertake a 

professional career in the maritime industry, through training and qualification, 

shall always be prioritized. 

In addition, as a *NEBOSH certified HSE Auditor, Bakhtiar assumes the role of 

QHSSE advisor. He shall be personally in charge in ensuring that the 

Company’s QHSSE policies are effectively implemented at all levels of the 

organization and the objectives linked to the policies are achieved, if 

applicable. These policies shall be consistent with internationally recognized 

management systems such as the ISO 9001 Quality Management System 

(QMS), the Health, Safety and Environment Management System (HSE MS), the 

Occupational Health and Safety Management System (OHSAS 18001), the 

International Safety Management (ISM) Code, the International Ship and Port 

Facility Security (ISPS) Code and the ISO 14001 Environmental Management 

System (EMS). 

This commitment towards QHSSE policies and objectives, combined with his 

experience and knowledge of having been involved in the maritime and ports 

industry since 2004, will provide the company with a well grounded leadership 

geared towards providing competitive, quality and effective service to the 

clients and other related stakeholders.

Capt. Kenneth Khoo

Capt. KENNETH KHOO M.I.K, is a Master Mariner (Deck Officer Class 1, Unlimited 

Voyage C.O.C with STCW 95 Endorsement), who is presently the General 

Manager of Sealestial Marine Sdn Bhd. 

He was previously the Managing Director and Principal Consultant of a 

prominent marine consultancy company in Port Klang as well as the Director 

of Studies & Marine Services for an approved maritime training institution on 

the oil and gas island of Labuan in Borneo. 

His main responsibility with Sealestial Marine 

Sdn Bhd is to oversee the activities and 

operations of the Company, which involves 

ship management, maritime training & 

marine consultancy services for the related 

maritime and port industry in Brunei 

Darussalam and the surrounding areas of 

Borneo. He is also the Principal Consultant 

for the company’s ISO 9001, ISO 14001 and 

OHSAS 18001 related services. 

He has had the distinction of having served 

onboard various types of ships (oil tankers, 

general cargo vessels, bulk carriers, pure car carriers, passenger ferry and 

cruise ships) for around 10 years, from the time of joining the Malaysian 

Maritime Academy (ALAM) as a Deck Cadet in 1989, right up to his first 

command of a product tanker in 2001. 

His area of specialization includes Ship Management, Marine Consultancy 

and Training, including being an approved instructor for STCW 95 related 

courses as well as an International Maritime Organization (IMO) certified 

trainer for Maritime Security. He has also carried out marine related research 

projects, most notably the Techno-Economic Study for the Suppression of 

Unlawful Act against the Safety of Maritime Navigation (SUA) Convention and 

the Feasibility Study of an Alternate Container Transhipment Hub in the Straits 

of Malacca.

He is also one of the few maritime professionals who is very much involved in 

the marine industry in Brunei Darussalam, this is attested by having been 

invited to be part of the Brunei delegation to international programmes 

organized by the International Maritime Organization (IMO), such as in Hong 

Kong in 2005 as well as the recently concluded IMO Diplomatic Conference 

for Amendments to the STCW Code and Convention in Manila (Manila 

Amendments 2010). 

He currently holds the designation of the Quality Management Representative 

(QMR) for Sealestial Marine Sdn Bhd’s ISO 9001 QMS and is a member of the 

Malaysia Maritime Institute (IKMAL), a professional body for maritime 

professionals. 

More recently, he has been accredited by the Oil Companies International 

Marine Forum (OCIMF) to be an OVID (Offshore Vessel Inspection Database) 

inspector. 

On the ports related side, he is actively promoting the Port Health & Safety 

Audit services within the region in order for port facilities to conform with the 

International Labour Organization’s (ILO) standards which are to be observed 

by Governments, employers and workers to ensure the safety and health of 

personnel working in the port environment.

TECHNICAL MANAGER 








DENNY S.R. NATHAN is trained in Marine 

Engineering and started his vocation 

with The Republic of Singapore Navy. 

He had amassed more than 30 years 

of experience in maintenance, repair, 

modification, overhaul and installation 

of marine equipment and machinery. 

Upon leaving The Republic of 

Singapore Navy, Denny has worked 

with other marine companies (oil & gas 

tankers) and eventually with Worldwide 

Helicopters Engineers. It was with 

Worldwide Helicopters Engineers that Denny 

was then assigned to work in Brunei with the Royal Brunei 

Navy and then joined the Technical Engineering Maintenance Department 

(TEMD) of the Brunei Ministry of Defence until 2009. 

Denny’s specialization is on high speed diesel engine and auxiliary systems 

and during his work assignment in Brunei, he had been assigned as the project 

manager for major refits of patrol boats, missile gun boats, landing crafts and 

various other Government owned vessels. 

As the Technical Manager, Denny shall be responsible for any matters relating 

to engineering work which includes, but is not limited to; managing, 

scheduling, assigning, inspecting works, troubleshooting and setting up 

Planned Maintenance Systems (PMS). He is a certified ISO 9001 Internal 

Auditor as well as a qualified Designated Person Ashore (which is a 

requirement under the International Safety Management or ISM Code). He 

also acts as the Technical Advisor for various Offshore Support Vessels (OSV) 

chartered by oil majors such as Shell, Exxonmobil and Petronas. 

Denny shall ensure that the client’s technical and engineering requirements 

are dealt with accordingly either individually within our own team of expertise 

or carried out with suppliers and sub-contractors who share the same 

commitment as Sealestial towards quality of work, cost effectiveness and 

reasonable turnaround time.
