<strong>RSL</strong> <strong>to</strong> <strong>surrender</strong> <strong>its</strong> <strong>poker</strong><br />
<strong>mach<strong>in</strong>es</strong> <strong>in</strong> <strong>Oakleigh</strong><br />
Sixteen more <strong>poker</strong> <strong>mach<strong>in</strong>es</strong> will be allowed at the Matthew Fl<strong>in</strong>ders<br />
Taverner, Warrigal Road, Chads<strong>to</strong>ne, five fewer than were sought.<br />
This also means a cut of 20 <strong>mach<strong>in</strong>es</strong> <strong>in</strong> Monash and the clos<strong>in</strong>g of one<br />
gam<strong>in</strong>g venue.<br />
Announc<strong>in</strong>g <strong>its</strong> decision <strong>to</strong>day, the Vic<strong>to</strong>rian Commission for Gambl<strong>in</strong>g<br />
Regulation (VCGR) said that the Matthew Fl<strong>in</strong>ders Taverner had had the<br />
biggest cut <strong>in</strong> the number of <strong>mach<strong>in</strong>es</strong> <strong>in</strong> the State - from 105 <strong>to</strong> 59 - when<br />
the second round of regional caps were implemented <strong>in</strong> 2007.<br />
Follow<strong>in</strong>g a public hear<strong>in</strong>g <strong>in</strong> June 2009, gam<strong>in</strong>g will end at the <strong>Oakleigh</strong><br />
<strong>RSL</strong> <strong>in</strong> return for a payment of $400,000 <strong>to</strong> the Vic<strong>to</strong>rian <strong>RSL</strong> and $4000<br />
monthly <strong>to</strong> help the <strong>RSL</strong> sub-branch survive and work with an adjo<strong>in</strong><strong>in</strong>g<br />
veterans' centre.<br />
The VCGR said this would reduce the density of <strong>mach<strong>in</strong>es</strong> around the<br />
<strong>Oakleigh</strong> <strong>RSL</strong> and, <strong>in</strong> all likelihood, the number of gamblers.<br />
The decision also requires the Mounta<strong>in</strong> View Hotel, Glen Waverley, <strong>to</strong> lose<br />
15 <strong>mach<strong>in</strong>es</strong> and the <strong>Oakleigh</strong> Junction Hotel <strong>to</strong> lose one, keep<strong>in</strong>g 46.<br />
The VCGR said that the Australian Leisure and Hospitality Group (ALH),<br />
owners of the Matthew Fl<strong>in</strong>ders Taverner, paid an "extremely modest"<br />
amount <strong>to</strong> the local community and <strong>in</strong>dividual managers have a limited<br />
discretion <strong>to</strong> make donations.<br />
Now it will pay $25,000 a year <strong>to</strong> the Monash Council for a part-time<br />
f<strong>in</strong>ancial counsellor for problem gamblers.
The ALH's responsible gambl<strong>in</strong>g ambassador, former football star David<br />
Schwarz, <strong>to</strong>ld the hear<strong>in</strong>g of his background as a reformed longtime<br />
gambler. He said he works <strong>to</strong> educate staff <strong>to</strong> help those who may have<br />
difficulty with gambl<strong>in</strong>g. Intervention sometimes s<strong>to</strong>pped a gambler<br />
play<strong>in</strong>g, he said.<br />
Schwarz said he helps staff at ALH venues make better judgments on<br />
detect<strong>in</strong>g and understand<strong>in</strong>g the behaviour of potential problem gamblers.<br />
The VCGR said ALH gave an impressive picture of <strong>its</strong> active role with<br />
problem gambl<strong>in</strong>g.<br />
The VCGR said the change would mean an <strong>in</strong>crease <strong>in</strong> annual gambl<strong>in</strong>g<br />
spend<strong>in</strong>g of only $1 for each adult liv<strong>in</strong>g <strong>in</strong> Monash, tak<strong>in</strong>g the figure <strong>to</strong><br />
$938.<br />
Monash Council opposed the application.<br />
