ECA REVIEWCouncil looking at parking, access signs near Buffalo LakeStu SalkeldLocal Journalism Initiative reporterECA ReviewThe County of Stettler will look atsigning options on the south side ofBuffalo Lake as the municipality continueswith its Bayview Streetextension.An in-depth report was given tocouncillors during their July 8 regularmeeting.Several senior staff members contributedto the Bayview Streetextension report, including ChiefAdministrative Officer (CAO) YvetteCassidy, Director of Operations RickGreen and Director of MunicipalServices Andrew Brysiuk.Councillors looked at several issuesfrom the area including emergencyaccess and parking problems.The report initially focused onresponding to a few questions that residentsof Rochon Sands Heights hadabout the extension of Bayview Street,which runs along the south side ofBuffalo Lake.Staff also showed photos they took ofproblems in that area.Staff noted the Bayview extension isscheduled to be completed in the fall of2020, taking into account factors suchas bad weather.The Rochon Sands Heights residentsalso asked about traffic counts andstaff noted such counts were beingconducted.As well, residents asked about severaltypes of signs, including “LocalTraffic Only” signs.Two councillors, James Nibourg andLes Stulburg, noted they were opposedSTETTLER COUNTY COUNCILto such signs as they aren’t completelyaccurate; the roads are public, as is thelake itself.Nibourg also stated he felt suggestionsabout placing a gate over the roadshould be, in essence, ignored.Nibourg stated it’s not legal for themunicipality to block a public road andthe request shouldn’t be discussed anyfurther.He was also concerned about residentsin that area hiring steam trucksto pressure wash the sides of theirhomes.Nibourg stated he was concerned thetrucks were overweight for the roadsinvolved but staff stated they didn’tthink that was the case.Cassidy stated the county is ponderingerecting signs at the County ofStettler and summer village boundaryclearly stating the weight restrictions.Staff also presented information onproperties in that area and how theywere being used, including the parkingof RVs on public property.A number of photographs wereshown of lots with a number of RVsparked on them, and they discussedinstances where six or seven RVs wereparked on one parcel, in addition to oneparcel that had “port-a-potties” in use.A number of the photos showedcampers parked on the shoulders ofnarrow public roads, and councillorsdiscussed options for dealing with theproblem.Ticketing and towing were bothmentioned.Staff noted towing a vehicle requirescertain conditions, including breakinglaws such as blocking a fire hydrant,having no license plate visible orpotentially causing a hazard to personsor property.Coun.
