COVID-19: FG extends eased lockdown by 4 weeks<br />

A BUJA—FEDERAL<br />

government yesterday<br />

extended the ease of<br />

lockdown <strong>in</strong> the country by<br />

another four weeks, say<strong>in</strong>g<br />

coronavirus was now <strong>in</strong> 536<br />

of the 774 local government<br />

areas <strong>in</strong> Nigeria.<br />

The government also<br />

expressed its read<strong>in</strong>ess to<br />

reopen the nation’s<br />

airspace for <strong>in</strong>ternational<br />

flights <strong>in</strong> ‘a matter of<br />

weeks’.<br />

Consequently, it said the<br />

10pm to 4pm curfew,<br />

limitation on mass<br />

gather<strong>in</strong>gs and virtual<br />

hold<strong>in</strong>g of government<br />

meet<strong>in</strong>gs rema<strong>in</strong>ed <strong>in</strong><br />

place, and noted that <strong>in</strong> the<br />

last month, the number of<br />

states with over 1, 000<br />

confirmed cases <strong>in</strong>creased<br />

from four to 10 and the FCT.<br />

these dur<strong>in</strong>g yesterday’s<br />

brief<strong>in</strong>g of the taskforce,<br />

lamented the <strong>in</strong>creased<br />

non-compliance with nonpharmaceutical<br />

prevention<br />

measures; and lack of<br />

enforcement of necessary<br />

guidel<strong>in</strong>es issued to<br />

preserve lives.<br />

He also listed <strong>in</strong>sufficient<br />

engagement by some states<br />

with the national response;<br />

l<strong>in</strong>ger<strong>in</strong>g concern about the<br />

gap between identified<br />

cases and the actual burden<br />

of disease; apathy, fatigue<br />

and disbelief as factors<br />

comb<strong>in</strong><strong>in</strong>g to challenge<br />

public enlightenment,<br />

compliance and behaviour<br />

change.<br />

He said: “Community<br />

transmission is <strong>in</strong>creas<strong>in</strong>g,<br />

as reflected <strong>in</strong> the fact that<br />

“To susta<strong>in</strong> ga<strong>in</strong>s already<br />

made, therefore, the PTF<br />

recommended to the<br />

President the retention of<br />

the current phase of the<br />

response with m<strong>in</strong>or<br />

changes to address<br />

economic, socio-political<br />

and health concerns.<br />

‘’These measures are<br />

further outl<strong>in</strong>ed <strong>in</strong> the<br />

guidel<strong>in</strong>es to be elaborated<br />

upon by the national<br />

coord<strong>in</strong>ator. It is, however,<br />

important to <strong>in</strong>form you that<br />

the major changes be<strong>in</strong>g<br />

proposed are aimed at<br />

achiev<strong>in</strong>g the follow<strong>in</strong>g:<br />

Gradual re-open<strong>in</strong>g of<br />

<strong>in</strong>ternational air flights<br />

with<strong>in</strong> established<br />

parameters.<br />

‘’Re-open<strong>in</strong>g of rail<br />

transportation with<strong>in</strong><br />

established parameters;<br />

grant<strong>in</strong>g permission to exit<br />

classes to resume ahead of<br />

exam<strong>in</strong>ations; allow<strong>in</strong>g<br />

civil servants from Grade<br />

Level 12 to resume work;<br />

and open<strong>in</strong>g recreational<br />

parks for supervised<br />

exercises.<br />

“After due consideration<br />

of the recommendations,<br />

Mr. President approved the<br />

follow<strong>in</strong>g: Ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g the<br />

current phase of the<br />

National Response to<br />

COVID-19 for another four<br />

weeks, <strong>in</strong> l<strong>in</strong>e with the<br />

modifications reflected <strong>in</strong><br />

the report; partner<strong>in</strong>g with<br />

states and local<br />

governments to improve<br />

community sensitisation<br />

and engagement to the<br />

COVID-19 response.<br />

‘’Mandat<strong>in</strong>g state<br />

authorities and the FCT to<br />

enforce<br />

nonpharmaceutical<br />

guidel<strong>in</strong>es,<br />

primarily the use of face<br />

masks <strong>in</strong> public appearance<br />

and places; encourag<strong>in</strong>g<br />

state governments to<br />

collaborate with Local<br />

Government Authorities to<br />

<strong>in</strong>tensify necessary<br />

measures, such as contacttrac<strong>in</strong>g,<br />

grassroots<br />

mobilisation and risk<br />

communication; and<br />

strengthen<strong>in</strong>g of<br />

collaboration with other<br />

mandate groups at federal/<br />

state levels to harmonise<br />

the country’s COVID-19<br />

response on short, medium<br />

and long-term basis.’’<br />

International<br />

flights, NYSC<br />

On his part, the National<br />

Coord<strong>in</strong>ator of the PTF, Dr<br />

Sani Aliyu, said the task<br />

force has asked the aviation<br />

m<strong>in</strong>istry to work towards<br />

resumption of <strong>in</strong>ternational<br />

flights <strong>in</strong> weeks.<br />

Aliyu added that the<br />

management of the<br />

National Youth Service<br />

Corps, NYSC, had also<br />

been told to start work<strong>in</strong>g<br />

towards resumption <strong>in</strong> the<br />

next phases of the eased<br />

lockdown.<br />

He said: “The restrictions<br />

<strong>in</strong> the enterta<strong>in</strong>ment and<br />

education sectors as well as<br />

other activities that attract<br />

mass gather<strong>in</strong>gs, such as<br />

operation of markets and<br />

worship centres, rema<strong>in</strong>.<br />

“Specific to air<br />

transportation, domestic<br />

operations have already<br />

resumed as well as the<br />

railways. For <strong>in</strong>ternational<br />

travel, we have made<br />

recommendations to the<br />

aviation <strong>in</strong>dustry to<br />

commence the process for<br />

open<strong>in</strong>g <strong>in</strong>ternational<br />

airports, provided all<br />

exist<strong>in</strong>g <strong>in</strong>ternational and<br />

local prevention guidel<strong>in</strong>es<br />

on COVID-19 are <strong>in</strong> place.<br />

“We have modified the<br />

advice with regard to the<br />

arrival for flights.<br />

Passengers arriv<strong>in</strong>g at the<br />

airports for domestic flights<br />

are advised to arrive at least<br />

one and a half hours before<br />

their flights and three hours<br />

before <strong>in</strong>ternational flights<br />

when it is restarted.<br />

“There might be<br />

requirements for additional<br />

<strong>in</strong>frastructure <strong>in</strong> some of<br />

the airports. What we want<br />

to do, and we have made it<br />

very clear at the PTF, is we<br />

want to reopen as soon as<br />

possible but <strong>in</strong> a safe<br />

manner that does not put<br />

at risk all the efforts we<br />

have made to control this<br />

pandemic.<br />

"Hopefully, the airports<br />

would open <strong>in</strong> weeks,<br />

rather than months. That is<br />

what we are look<strong>in</strong>g at.’’<br />

On return<strong>in</strong>g students,<br />

Aliyu warned that they<br />

should not be tested unless<br />

they showed signs of the<br />

symptoms of coronavirus.<br />

“We do not request for<br />

test<strong>in</strong>g before students<br />

return to school because the<br />

value of a test is when it is<br />

be<strong>in</strong>g tak<strong>in</strong>g, a day after,<br />

the test is not valuable, so<br />

students should not be<br />

tested before they resume.<br />

What is important is that<br />

schools should monitor the<br />

symptoms and take<br />

Uche Secondus, has said Nigeria<br />

was sitt<strong>in</strong>g on a keg of<br />

gunpowder, which could explode<br />

at anytime.<br />

Secondus stated this while<br />

lead<strong>in</strong>g the National Work<strong>in</strong>g<br />

Committee, NWC of the party to<br />

play host to the new leadership<br />

of the party <strong>in</strong> Ogun state<br />

follow<strong>in</strong>g the reconciliation of two<br />

hitherto warr<strong>in</strong>g factions of the<br />

party.<br />

While call<strong>in</strong>g on the state<br />

chapter to rema<strong>in</strong> united,<br />

Secondus noted that with<br />

stability and understand<strong>in</strong>g,<br />

Ogun state will w<strong>in</strong> the next<br />

governorship election <strong>in</strong> <strong>20</strong>23.<br />

the state, for violat<strong>in</strong>g<br />

COVID-19 protocols.<br />

Recall that SSS3 students<br />

resumed studies on<br />

Wednesday <strong>in</strong> the state<br />

based on the directive of the state<br />

governor, Nyesom Wike.<br />

But, Ebeku <strong>in</strong> a statement <strong>in</strong><br />

Port Harcourt by his Special<br />

Assistant on Media, Faust<strong>in</strong>a<br />

Nwanekwu, directed the removal<br />

of the two pr<strong>in</strong>cipals for fail<strong>in</strong>g to<br />

obey set standard by the<br />

government, and ordered the<br />

State’s Schools Board to<br />

appo<strong>in</strong>tment the next <strong>in</strong> rank <strong>in</strong><br />

the affected schools to take over.<br />

Similarly, the Federal Capital<br />

Territory Adm<strong>in</strong>istration, FCTA,<br />

said yesterday it would not<br />

hesitate to shut down any school<br />

with<strong>in</strong> the territory that violates<br />

COVID-19 guidel<strong>in</strong>es<br />

recommended for the safety of<br />

their students <strong>in</strong> exit classes who<br />

are resum<strong>in</strong>g for their<br />

exam<strong>in</strong>ations.<br />

The Chairman, FCT<br />

M<strong>in</strong>isterial Enforcement Task<br />

team on COVID-19 Restrictions,<br />

Ikharo Attah, who led the team<br />

to <strong>in</strong>spect some schools with<strong>in</strong><br />

the nation’s capital, stated that<br />

the adm<strong>in</strong>istration could not<br />

afford to expose the students to<br />

the danger of contract<strong>in</strong>g the<br />

virus, and would, therefore, not<br />

compromise the guidel<strong>in</strong>es for<br />

resumption of the schools.<br />

“Any school that fails to comply,<br />

we will do everyth<strong>in</strong>g with<strong>in</strong> our<br />

powers to safeguard the students<br />

and such schools would likely be<br />

shut down through legal<br />

processes, while the students will<br />

have to write their exams<br />

somewhere else, pend<strong>in</strong>g when<br />

the school complies with the<br />

safety guidel<strong>in</strong>es, and those<br />

responsible for the school<br />

mismanagement will be brought<br />

to book,’’ he warned.<br />

"Nigeria is sitt<strong>in</strong>g on a keg<br />

of gunpowder. We have been<br />

traumatized, terrorized with<br />

<strong>in</strong>security, hunger and poverty<br />

and the entire country is look<strong>in</strong>g<br />

up to the PDP. This party has<br />

been reformed and rebranded.<br />

''This party is now lead<strong>in</strong>g all<br />

the other parties <strong>in</strong> <strong>in</strong>ternal<br />

democracy as exemplified <strong>in</strong> the<br />

Ogun free, fair and transparent<br />

election that took place," he<br />

said.“The two warr<strong>in</strong>g factions led<br />

by Hon. Ladi Adebutu and<br />

Senator Buruji Kashamu recently<br />

sheathed the swords, came<br />

together to elect a new leadership<br />

of the party <strong>in</strong> the state.<br />

Express<strong>in</strong>g his excitement at<br />

the development, Secondus said:<br />

"Ogun is a state blessed by God.<br />

It is not a state to toy with. We<br />

have to thank God because God's<br />

time is always the best. It was a<br />

bitter experience <strong>in</strong> Ogun state<br />

when we lost the opportunity to<br />

produce the governor there <strong>in</strong><br />

<strong>20</strong>19 and this whole th<strong>in</strong>g started<br />

<strong>in</strong> <strong>20</strong>15. If you look at the number<br />

of years Ogun state has been<br />

struggl<strong>in</strong>g to come out of this<br />

trouble, you will understand the<br />

situation better.<br />

"You have prayed and<br />

rema<strong>in</strong>ed consistent on the part<br />

of progress and, today, God has<br />

answered your prayers. Both<br />

sides came together, went to<br />

congress and conducted a very<br />

free and transparent election to<br />

elect a new EXCO for our party."<br />

GENERAL of Police,<br />

Mohammed Adamu, yesterday<br />

threatened to file crim<strong>in</strong>al<br />

compla<strong>in</strong>t aga<strong>in</strong>st Sahara<br />

Reporters and its publisher, Mr.<br />

Omoyele Sowore, over alleged<br />

defamation.<br />

The IGP, <strong>in</strong> a letter signed by<br />

his lawyer, Dr. Alex Iziyon, SAN,<br />

gave Sowore and Sahara<br />

Reporters seven days to retract a<br />

report published on August 3,<br />

which alleged that he illegally<br />

raised funds to build police<br />

tra<strong>in</strong><strong>in</strong>g school <strong>in</strong> Nasarawa<br />

State.<br />

In the letter addressed to the<br />

United States of America's<br />

address of Sahara Reporters and<br />

Sowore, the IGP, aside from<br />

demand<strong>in</strong>g for an apology <strong>in</strong><br />

three national dailies, further<br />

asked that N10billion be paid to<br />

him as exemplary and general<br />

damages.<br />

The Sahara Reporters had <strong>in</strong><br />

the said report, titled, ‘Exclusive:<br />

How Nigeria’s Inspector-General<br />

of Police, Adamu, Illegally Raised<br />

Millions of Naira for Construction<br />

of Tra<strong>in</strong><strong>in</strong>g School <strong>in</strong> Nasarawa’,<br />

alleged that the the IGP “used<br />

his office to unlawfully compel<br />

and, <strong>in</strong> fact, threaten Mobile<br />

Police Commanders <strong>in</strong>to<br />

generat<strong>in</strong>g millions of naira<br />

monthly through illegal means<br />

for the establishment of a Mopol<br />

Tra<strong>in</strong><strong>in</strong>g Schol <strong>in</strong> Endehu,<br />

Nasarawa State.”
