DISTRIBUTED OBSERVATION AND
ANALYSIS IN REAL TIME
Large amounts of data and
information must be gathered in a
wide range of situations and for a
wide variety of reasons. Whether
it be by a UN employee deployed
in a disaster relief operation,
Red Cross personnel engaged
in a humanitarian aid effort,
prospectors surveying an area for
natural resources, or the police
monitoring a major sports event.
Information must be collected,
collated, structured, reviewed,
analysed and distributed in order to
support knowledge exchange and
the decision making process. Manual
processing of such large and diverse
amounts of information can be
overwhelming and detrimental to the
speed of decision-making and may
have untold consequences.
The information has to be structured,
sorted, reviewed and analysed in
order to create knowledge, support the
decision-making process and enable
effective execution. To manually
handle this may be an overwhelming
task, specifically as the amount of data
increases.
AKKA is an easy-to-use tool that is
developed to support situations where
large amounts of information must
be collected from several sources,
accurately analysed and re-distributed
Case - Humanitarian Aid
UN or Red Cross personnel may be
in an area where rapid and accurate
food and medicine distribution is of
the essence. Deployed in the field, the
portable AKKA can easily be used
to report pre-formatted information
to a central distribution unit.
Information and reports containing
GPS positioning, photographic, sound
and video footage, time and text
information make it simple to track
the distribution in real time and to
optimise resources, prioritising them
where they are most needed.
Case - Police Training
The quest for information which
will rapidly improve the tactical and
operational procedures employed on
operations means that the limited time
available for training must really count.
AKKA allows the training organisation

to deploy its trainers into the field
where they can rapidly make training
observations, gather evidence using
multi-media functionality, conduct
rapid analysis of those observations
through the use of pre-determined
report templates, and then transfer
this analysis instantly to the exercise
controller for rapid After Action

further training opportunities.

and reporting templates created. The
templates are synchronised with the
Android clients and are made available
for personnel in the field. During
reporting, current observations are
synchronised with the database.
Reporting can comprise video and
photographic footage, recorded voice
and text in a predefined template. The
time of the reporting, GPS position
and the unique ID of the reporter are
recorded for every reported event.
Through the web portal, all data can be
viewed and analysed in real time. The
128 MB RAM or more
3G and/or Wi-Fi is recommended

template for the mission reflects the
objectives and thus thematic reports
can be generated. These reports can
show events on a map over time and
can be cross-referenced with related
footage, or it can be a report from one
specific individual over time. In many
scenarios, the communication between
individuals is important. With AKKA
it is possible to track who spoke to
whom and when.
Information may also be transmitted
to clients through the web portal for
the updating of situational awareness
or alerts.
