It is an honor to serve as Chairman of the Effingham

County Chamber of Commerce for 2020-2021. As a

Chamber board member for several years, I am grateful

and excited to lead our dedicated board of directors and

staff as we serve the Effingham business community.

The Coronavirus pandemic (COVID-19) is a challenging

and disruptive time for all of us. I am proud of how our

Chamber has worked to help businesses adapt and survive

the economic impact and keep their employees and

customers as safe as possible. Through our Coronavirus

Resource Page at www.effinghamcounty.com, and social

media the Chamber has spread awareness of important

economic recovery resources and changing safety guidelines.

In this difficult time, the Chamber has served a vital

role in helping our county come through the crisis, and

demonstrated our value to business and residents alike.

Our board has also taken the proactive decision not to

hold any in-person public gatherings until public health officials

tell us they can be conducted safely. We will continue

to monitor guidelines from the Centers for Disease Control

and Prevention and will update our members and the public

when those guidelines change. We have also postponed

our annual awards during this pandemic to minimize the

health risk, and to ensure that we can properly recognize

the honorees.

Our Chamber board and staff this fall will work diligently

to inform Effingham County voters about the Transportation

Special Option Local Sales Tax, or TSPLOST referendum

on the ballot in November. Transportation affects

everyone in the county, and there is a dire need for stable

funding for road repairs, improvements and other transportation

projects. TSPLOST will raise an estimated $45 million

over five years to ensure better roads now and for the

future here in Effingham County.

I want to thank our Immediate Past Chairman Joe Marchese

for his strong leadership during a transitional period,

and the search for a new Chief Executive Officer. Thanks

also to former Board President Ed Vance for continuing to

provide his insight and experience on the Executive Board

during this period.

I believe our community and our Chamber will emerge

from these experiences stronger and better prepared for a

bright future. I look forward to working with you all, as we

grow together.

Founded in 1986, the Effingham County Chamber of Commerce

made a commitment to support its existing businesses and attract

new enterprises to its thriving business climate. What began as a

need to address individual concerns evolved into a well-rounded

program touching several segments of the community. As a team

of business and community leaders, we have an ability to

accomplish together what non one business owner could alone.

Today’s Chamber consists of members from a wide variety of

business types and sizes. Its Board of Directors represents small

and big businesses alike – all with an eye on collective

achievements that benefit Effingham businesses, local citizens

and our quality of life.

We are a consensus building organization reaching out

As the largest municipality in Effingham County, Rincon

is a vital part of the county’s economic growth and

development. According to the city’s website, the town

boasts a high level of resident services with no current

city property taxes, provides continuous training for city

staff that ensures efficient city government, maintains

the lowest city service fees in the county, has a police

response time of less than three minutes, has the best

equipped fire department in the county, and a rapidly

growing recreation department.

Rincon began as a Salzburger New Ebenezer

settlement along the Savannah River, but once the

railroad came to town, the sleepy town was awakened.

The town’s line and grid street system, like that in use

in Savannah, helped the town to settle in an organized

manner. Sawmills, cotton gins and turpentine stills

popped up, bringing with them a booming economy.

Rincon was incorporated in August 1927.

of Effingham County,

Springfield has a

population of 2,251.

The idyllic little town

boasts some big

names: Paul Carrington, Artie Ulmer and Dusty Zeigler, all

professional football players; as well as Josh Reddick, professional

baseball player, and Charlton W. Tebeau, historian.

The city is the county seat for Effingham County, and flourished in

the wake of the railroad and sawmill industries. The town follows

the conventional “square town plan,” with its reach spreading from

the town hall square to houses, network foundations and other open

structures.

The appearance of the railroad in the mid-1900s carried along with it a

flourishing business, which brought a 500 percent population growth.

The town hall and the old jail are still considered historic gems,

preserved lovingly through the years.

The town is now home to more than 4,000 people

who enjoy a wide variety of businesses, retail outlets,

restaurants and grocery stores. The public services and

town infrastructure provide the potential for growth and

business development, making Rincon a great place to

live and work.

Businesses began booming in 1900 in Springfield, with B.E.

Mingledorff’s one retail location. Other businesses followed

suit, including a medication store, staple goods, meat store,

banks and apparel stores. Family businesses are a longstanding

tradition in Springfield, including Snooks IGA, in

business since 1948.

Springfield is also home to the Mars Theatre, which draws

tourists from all over the Southeast, along with the Effingham

Living History Museum.

County Commissioners

Guyton, named for Archibald Guyton, a prominent local citizen, was an affluent town

by the time of the Civil War. During the war, the Confederacy built a hospital in Guyton,

and when Sherman marched from Atlanta to Savannah on his burn and destroy

mission, he came through Guyton, looting, burning and stealing.

In 1887, Guyton was incorporated. Little is known about the Guyton family, for whom

the town was named, and there are no families carrying the name living there today.

The last Guyton family home is located just north of the city limits, and is still in

excellent condition.

Each December, the town celebrates Christmas with an annual tour of homes, a

community sponsored event that sees about 3,000 visitors.

Today, Guyton is still a small town, with a current population of 2,086. The town was

listed in Sperling’s Best Places to Live, listing its historic interest, pleasant winters and

attractive downtown areas as the top reasons.

several years

have seen a

transformation

in healthcare

services for

the people of

Effingham

County.

Dr. Fran Baker-Witt

At the heart of that change is Dr. Fran Witt, chief executive officer

for Effingham Health System. Her visionary leadership and mantra

to “be the change, lead the change, see the change,” has helped

elevate every aspect of the patient experience within Effingham

Health System.

And that change has happened with incredible speed. In just

three short years, Witt led the opening of a Cancer Care Center, acquired

a state-of-the-art da Vinci robotic surgery system, and built a

thriving in-house pediatrics practice.

“This county is growing fast, and we have to assure that Effingham

Health System meets the growing demand for specific healthcare

services,” explains Witt.

Access to top specialty care has been a long-time need for many

patients in the county. Witt’s strategy has been to develop partnerships

to attract some of the region’s top specialists to practice in

Effingham. Effingham Cardiology, Effingham Orthopaedics, Effingham

Vascular, and the Cancer Care Center at Effingham Health System

are all fast-growing partnerships built on that model.

She has also created greater access to healthcare through community

outreach programs: award-winning school-based telemedicine

and paramedicine.

“Going forward, we are focused on strategic growth and expansion,”

continues Witt. She explains that the shift in focus from

transformation reflects the strong foundation that is now in place.

Witt and her team have partnered with Georgia Southern University

on community health needs assessment studies to help guide

that growth. “We intend to be the trusted provider for this region—

even beyond our county borders,” she said.

Of course, Witt already has ideas for how to achieve that status.

One project already underway is to revamp the information technology

systems that the hospital relies on for electronic health records

and patient communications. Those changes should become

evident over the next year.

Look for further announcements over the next six months about

upcoming growth priorities.

Inspiration for growth comes in many forms. For Witt, it may be

patient feedback, survey data, or the growth of specific services.

“We recently developed our Effingham Cardiology partnership

because we saw real value in having 24-hour cardiology care available

for our inpatients. At the same time, our Community Health

Needs Assessment Survey made it clear that heart disease is one

of the biggest health issues in our county in terms of outpatient

needs,” she said.

Going forward, the hospital is embracing the best practices of a

Highly HRO (High-reliability Organization), which sets the industry

standard for assuring patient safety. This is a commitment to

improve patient outcomes through rigorous attention to deliver

what the industry refers to as “zero harm.” This attention to safety

has been recognized through several recent awards, including the

prestigious Patient Safety and Quality Award from the Partnership

for Health and Accountability, presented earlier this year.

Witt makes it a priority to attract the best talent possible to her

team.

“Our people are a major pillar of our business and our greatest asset,”

she says. The health system’s commitment to its employees is

reflected in an employee engagement score over 90 percent for the

past three years. With the new challenges facing healthcare in the

post-COVID-19 environment, Witt says that motivating healthcare

workers is also a critical role for a leader like herself.

That focus on people is evident if you look at the talent Effingham

Health System is attracting. But it is also easy to feel if you walk the

halls of the hospital. The care and concern of the staff are palpable.

One patient recounts his story of two knee replacements with the

same doctor, saying that he had his first replacement done at a Savannah

hospital, and it was fine, but the OR was really busy. When it

came time for his second knee replacement, he heard from his physician

that Effingham Health System’s surgery center was on par

with those in Savannah, so he chose to go there for the surgery. The

surgery went well, but the real difference he said was in the personal

attention he received at Effingham Health System.

As she looks to the future, Witt has two priorities that she says will

help her grow the healthcare system. One is the Georgia HEART

Rural Hospital Income Tax Credit, and the other is the new Effingham

Health System Foundation. She hopes that people will support

both opportunities for assuring the growth of healthcare—close to

home. •

We at the Effingham County Chamber of Commerce were deeply saddened at the passing of Senator

Jack Hill. The State of Georgia lost a stalwart leader and budget guru. We have lost a friend, and

we dedicate this Community Guide and Business Directory to his memory.

Senator Hill was one of the most beloved public servants for southeast Georgia and one of the

most influential members of the Georgia Legislature. He was first elected to the Georgia State

Senate in 1990 and was re-elected to his 15th two-year term in 2018.

As Ann Purcell, who served with him in the legislature told us, “There are politicians and there are

statesmen. Jack Hill was a statesman.” He earned a reputation over three decades of service for

fairness, intelligence, integrity, and kindness. The longest serving state senator, he never lost his

humility or forgot his roots in southeast Georgia.

Senator Hill was a tireless advocate of Effingham County business and the chamber of commerce.

He was instrumental in advancing our region’s ongoing progress and growth. He and his legislative

staff were vital partners in the chamber’s annual Effingham Day at the Capitol, Eggs and Issues

breakfasts, and Community Leadership Retreats.

Parks Department

are scattered

throughout the county, offering

opportunities for involvement no

matter where you live.

The Effingham County Recreation

and Parks Department offers

a wide variety of activities, including

a youth sports program that

offers young athletes the chance to

develop both a love for the game

and their abilities. The programs

are all family-focused, and include

baseball and softball in the spring;

baseball, softball, soccer, football

and cheering in the fall; and basketball

in the winter.

In Rincon, the facilities include

Abercorn Landing and Tommy

Long Landing. In Springfield, there

is the Annex Ball Park, Baker Lake,

and the Effingham County Recreation

Complex, which includes

baseball and softball fields. There

is also the Long Bridge Landing

and Ulmer Ball Park, as well as the

Veterans Park, which honors local

veterans from Effingham County.

You can also play tennis at Patriots

Park, or tee off for a round of golf

at Lost Plantation Municipal Golf

Course.

In Guyton, recreation enthusiasts

will enjoy the Sand Hill Complex,

Steel Bridge Landing, and the

Pineora Ball Park. In Clyo, you can

enjoy the Clyo Community Center,

located on Fair Street, as well as the

Tuckasee-King Landing.

The ribbon was cut in 2017 on

the Clarence E. Morgan Sports

Complex, named for the longtime

Effingham County Recreation and

Parks Department director, Clarence

Morgan. The complex includes

an artificial turf baseball field, featuring

an outfield wall reminiscent

of Fenway Park’s Green Monster.

The wall, called The Red Monster,

is in honor of local World Series

champ Josh Reddick, who plays for

the Houston Astros, and who donated

nearly $1 million toward to

the field that will carry his name.

Josh Reddick Field opened in 2018

with a stadium that seats about 500

people.

Earlier this year, the Industrial

Development Authority in Effingham

County voted to serve as a conduit

for the County Commissioners

in the issuance of a $5 million bond

that will be used to construct a gym

at the complex. The move will save

taxpayers about $200,000 in interest,

and will provide a 27,800 square

foot facility that will include two

full-sized basketball courts, bleachers,

dressing rooms and a concession

stand. Offices and community

meeting space will be added at a

later date.

There are many opportunities

to find your bliss outdoors in Effingham

County. On land, you can

hike several scenic trails. The Mary

Kahrs Warnell Forest Education is

located in Guyton, as well as the Pilgrim

Trail, part of the Rails to Trails

project along Highway 17. If you’re

into cycling, you can ride in the

Springfield Century Ride, held each

April, which winds its way through

the roads of Effingham County.

If you enjoy fishing or canoeing,

there are plenty of opportunities to

enjoy. You can launch a canoe at one

of the many landings and paddle

down historic waterways, including

Ebenezer Creek, which is a Natural

National Landmark, and listed as a

Wild and Scenic River. •

School District is among

the top 10 percent of

school districts across

the state of Georgia, due

to the effective collaboration

between all the stakeholders

in the community’s children:

teachers and staff, students,

parents and the community

at large. It does, in effect, take

a village.


School System is comprised

of eight elementary schools,

three middle schools, two

high schools, and a state-ofthe-art

career academy serving

the communities of Guyton,

Rincon and Springfield.

The system currently serves

more than 13,000 students,

and that number is continually

growing, with an expected

annual growth of about

250 students. But even as the

system grows, the district is

continually working to stay

true to its mission statement:

“Make every moment count,

because every student matters.”

Effingham County’s educators

provide solid instruction

through meaningful learning

opportunities in order to prepare

students towards the ultimate

goal of earning a high

school diploma. Once students

achieve this milestone,

those pursuing post-secondary

options such as college,

military service or immediate

entrance to the work force are

still recognized.

The district embraces a

number of programs that

support these efforts by providing

rigorous and relevant

instruction to students. Both

Effingham County High

School and South Effingham

High School provide a

number of Advanced Placement

classes offering college

level instruction to students

as well as an opportunity

to earn college credit during

their high school careers.

The Effingham College and

Career Academy (ECCA),

Georgia’s 2016 College and

Career Academy of the Year,

is helping students successfully

complete pathways and

achieve certification towards

employment across a number

of career fields. Programs

such as work-based learning

and internship opportunities

give participating students an

edge in society’s increasingly

competitive employment

market. The district’s STEM

Academy (Science, Technology,

Engineering and Math)

provides advanced studies to

students interested in pursuing

occupations in the fields of computer

science, technology, engineering

and health care. Whether a student intends

to start a career immediately after

graduation, enter the military or pursue

advanced degrees in a post-secondary setting,

each will have the support needed to

achieve his or her goal.

In addition to the programs listed

above, ECSD is also very proud of its

growing agricultural program. In an effort

to expand opportunities for hands-on

agricultural experiences, the school district

purchased property at Honey Ridge

Plantation. The field of agriculture offers

a number of opportunities to incorporate

all aspects of a STEM education. Because

of the great potential for the use of this

property, access will not be limited strictly

to students of agriculture. It will also be

utilized for other school programs such as

elementary field trips, ROTC and school

athletic activities. Honey Ridge is also

open to the public during several events

throughout the year.

The Effingham County School District

is proud of the educational foundation it

provides for its students and is honored to

work hand-in-hand with the families and

community it serves.

This past academic year will go on the

books as one unlike any other. Even as

students and teachers have faced new

challenges, new growth and opportunities

have been available to all students.

And given the growth rate of the system,

it is clear that the school system must

plan ahead. Effingham County residents

have voted to accept the bond referendum

to fund future projects throughout

the district using ESPLOST funds. These

projects will include facility additions at

South Effingham High School, new electronic

access control systems and camera

surveillance systems at all elementary

schools, and a new elementary and middle

school, set to be built within the next five

years. There are also plans to address traffic

congestion during pick-up and dropoff

of students at various school sites.

The ECSD and its faculty and staff believe

that student engagement is the key

to success and high expectations for each

student is crucial. From Dr. Yancy Ford,

superintendent, down to each and every

employee of the district, all share the responsibility

of learning and supporting

the whole child, and all believe that a positive

and caring staff makes a difference,

along with a safe learning environment,

where everyone is treated with respect.

Working together to create this type of

environment means that learners, from

the youngest to those about to graduate

and head out into the world, will be

primed for future success. •

TIME

Effingham County is the place to be if you want to

escape — on its rivers, trails and backroads, you’ll

be immersed in natural beauty, history and hospitality.

Effingham is the home of great shopping and

historic sites to explore, as well as bike routes and trails,

wineries, fishing and farms. There are restaurants providing

fantastic fare to suit even the most sophisticated

palate. And you’ll find that there are seasonal festivals

and events, as well as an old-time movie theater, the

Mars Theatre, which is the home of the best popcorn

you’ve ever tasted, and is a great family-friendly destination

for movies and live shows.

If the outdoors is your jam, you won’t be disappointed

in Effingham County. There are plenty of places to

launch a boat for fishing, kayaking or canoeing, and the

Savannah and Ogeechee rivers are prime spots for it all.

Wildlife is abundant in the area, and you can see wild

turkeys, deer, osprey, eagles and herons, and much more.

The Springfield-Ebenezer Greenway is a Georgia

Scenic River and National Natural Landmark, and it’s a

valuable and cultural asset for Effingham County. It’s a

great place to see wildlife and view the natural beauty of

the cypress trees that stand tall in the water, as well as

the Tupelo trees and Tickseed sunflowers.

The Guyton Walking Trail extends .75 miles from the

red caboose in downtown Guyton to the Pilgrim Park

walking trail, and runs along part of the abandoned corridor

of the Central Georgia Railway. The trail is the site

for the annual Sale Along the Trail event.

In the county’s museums, located in

Springfield and on Ebenezer Road near

Rincon, you can travel back in time,

strolling among the historic buildings,

many dating back to the 1700s.

The March to the Sea Heritage Trail

marks the December day in 1864 when

Federal 14th Corps crossed on a pontoon

bridge, and its commander ordered

the bridge removed before recently

emancipated slaves could follow.

Some troops tried to help, but a number

of slaves drowned trying to swim to

freedom. The site is part of the official

statewide Civil War Historic Driving

Trails of Georgia. Sherman’s army made

Georgia “howl” along two 300-mile

driving routes from Atlanta to Savannah,

and the trail today features historic

homes, churches, depots, battlefields,

forts, museums and more.

The historic Effingham-Ebenezer

Scenic Byway is a great way to check out

the beauty of one of Georgia’s eight original

counties. Ebenezer was founded by

German Lutherans seeking religious

freedom in the 1730s, and you can relive

that history by following the route that

stretches through 60 miles of state and

local roads through Guyton, Springfield

and Rincon.

For the golfers out there, Lost Plantation

Golf Club, a Joe Lee designed

championship course, features an 18-

hole, 6,800 yard, Par 72 layout. The

dense tree-lined holes on the front and

back nine are a unique experience for

even the seasoned golfer, and one that

every golfer should witness. There is a

full kitchen and pro shop nestled in the

center of the course.

Agri-tourism is big in Effingham

County, home of the Honey Ridge Agricenter.

Located in Guyton, Honey Ridge

is owned and operated by the Effingham

County Board of Education, and

is the site for field trips for local school

children, enabling them to learn about

forestry, crop production and animal

science. It also affords middle and high

school students the opportunity to

work on projects, including animal science

and food production.

The facility is also used for events

each year such as a fall festival and a

spring fling, as well as fun runs, livestock

shows and mini-tractor pulls. A plantation

house on the property is currently

being remodeled inside and out, which

will be used for conferences, meetings

and board retreats when finished.

Butterducks Winery provides a secluded

and relaxed getaway, where you

can enjoy wine tastings, choose some

great gifts in their on-site gift shop,

and see how the wines are made. Located

in Guyton, Butterducks creates

award winning white wines, red wines,

sweet and semi-sweet wines, and dessert

wines. There are also reserve wines

available.

Other agri-tourism attractions in

the county include Hodges Strawberry

Farm, where you can pick your own

strawberries and blackberries; Studier’s

Honey Pot and The Vintage Bee Company,

which both produce local honeybased

products; Backwater Expeditions,

which provides kayaking trips

and educational tours; Faith Equestrian

Therapeutic Riding Center; Savannah

National Wildlife Refuge; and Roberts

Shooting Preserve in Springfield, which

offers hunting for quail, pheasant, turkey

and deer, as well as sporting clays

and a gun range. •

experienced one

of our best years

in recent history.

The ECIDA

worked three

key projects that

announced in

2019, creating

almost 250 new

jobs and bringing

more than $135

million in private

capital investment to Effingham County. Two of

these announcements, Shaw Industries and A&R

Logistics, also kicked off the development of two

major industrial parks in the county.

Shaw Industries occupies over 1.1 million square

feet in the Georgia International Trade Center, and

will create 100 new jobs in the community. Just

up the road in the Savannah Gateway Industrial

Park, A&R Logistics announced a 600,000 square

foot facility that will employ around 70 at full buildout.

Over on Interstate 16, Americold (formerly Port

Fresh Logistics), announced plans to construct a

300,000 square foot cold storage facility that will

employ 80 people. We have truly been fortunate

to have these great companies select Effingham

County for their newest facilities.

These announcements, as well as the continued

success of our existing industrial employers led to

an increase in industrial employment of almost 7

percent in 2019. The majority of this growth came

from an increase in manufacturing sector jobs,

which added an additional 280 jobs to the local

economy.

Last year proved to be a successful year for us,

and we hope 2020 will be even better.

Trade Center (GITC); the newest Class

A, rail-served industrial park in the Savannah region

is an 1,150 acre park is located within 10 miles

of the Georgia Ports Authority’s Garden City Terminal

on GA Highway 21, just inside the Effingham

County border. At build-out, the logistics campus

will feature up to 7.2 million-square-feet (msf)

of light industrial and manufacturing warehouse

space.

GITC has experienced a major facelift since it’s

groundbreaking nearly 15 months ago with nearly

2.4M sf being constructed and delivered to the

market in under 15 months. The development

team of Chesterfield, Stonemont Financial Group

and Savannah-based commercial real estate firm

Cushman & Wakefield | Gilbert & Ezelle has already

secured Shaw Flooring, Dukal/Geodis, Sunland

Logistics and DeWell Logistics as tenants in

the Park and currently has an additional 775,000sf

The development will support the continued explosive

growth in import, export, and e-commerce
