Dear Contributors:
This report provides an overview of The Hospital & Healthsystem Association of Pennsylvania
Political Action Committee (HAPAC and HAPAC-Federal) campaign for 2006 and recognizes the
individuals and organizations whose contributions helped make this campaign a success. By supporting
HAPAC during 2006, you have enabled the entire hospital and health system community
through HAP to continue to be an influential participant in the public policymaking process. This
year, HAPAC exceeded its goal of $340,000 by raising $457,131 with more than 1,900 individuals
making a contribution to HAPAC. Additionally, HAP reached its American Hospital Association goal of
$78,600.
Pennsylvania physicians, hospitals, and health systems face many challenges as we strive to provide
quality health care for the communities we serve. Because health care issues continue to be at
the forefront of both national and state political agendas, our ability to affect public policy changes
through the legislative and regulatory process clearly will require a comprehensive advocacy campaign,
including HAPAC, to establish and maintain positive relationships with new and current
members of the General Assembly and Congress. It is imperative that HAPAC, as a voice for
Pennsylvania hospitals, is strongly positioned to help communicate our perspective to legislators
about issues that affect health care in our communities. Supporting HAPAC is one way you can be
sure that Pennsylvania hospitals have that meaningful voice in the outcome of these critical decisions.
This year, our advocacy priorities are: health care reform, health care financing, medical liability,
quality and patient safety, and workforce issues.
We thank you for your support of the 2006 HAPAC campaign and look forward to your continued
commitment during 2007.

Mission Statement
The purpose of HAPAC and HAPAC-Federal is to establish, protect, and promote
the needs and desires of Pennsylvania’s hospitals and health systems through
participation in political campaigns of candidates for state and federal public
office. HAPAC and HAPAC-Federal are voluntary, nonprofit, unincorporated
associations formed solely for political purposes. All contributions to HAPAC and
HAPAC-Federal are voluntary.
2006 HAPAC and HAPAC-Federal Distributions
Distribution of HAPAC funds is determined by the HAPAC Board of Directors with advice from the
Regional Advisory Boards. 2006 HAPAC funds were distributed to the following groups:

HAPAC At Work For You—2006 Accomplishments
Health Care Financing:
❚ HAP was successful in restoring $171 million in state Medicaid budget cuts to hospitals.
❚ HAP was successful in modifying federal budget cuts to Medicaid.
❚ HAP, working closely with the Pennsylvania congressional delegation, was successful in avoiding
$35.9 billion in federal Medicare budget cuts.
❚ HAP was successful in getting $38 million in state and federal funds for hospital burn centers and
trauma centers.
Medical Liability Reform:
❚ HAP was successful in getting legislation enacted that extends Mcare abatement through 2007. This
action is critical in keeping physicians in Pennsylvania.
❚ HAP was successful in getting the Mcare Commission to adopt a plan to retire the Mcare Fund. The
recommendations were based on a HAP/Medical Society plan.
❚ HAP was successful in gaining passage of the Fair Share Act, which reformed the joint and several
liability rule. The Governor vetoed the bill.
Workforce:
❚ HAP was successful in adding $7.5 million to the state’s budget to address nursing education capacity.
❚ HAP successfully opposed legislation which restricted a hospital’s use of overtime for employees
involved in patient care.
Market Conduct:
❚ HAP was successful in developing legislation that revamps and modernizes the hospital licensure
requirements.
❚ HAP was successful in developing legislation that would prohibit health care practitioner self-referral.
❚ HAP was successful in opposing legislation that would have re-established certificate of need.
Economic Development and Technology:
❚ HAP was successful in gaining Senate passage of the medical safety automation program to provide
grants to health care providers or regional health information organizations to implement health information
technology systems.

have gone above and beyond the fund-raising “call of duty” in relation to HAP’s fund-raising efforts. Paul
