District is to make an official<br />

request for an emergency loan<br />

from the state and a short-term<br />

loan from the county or face the<br />

prospect of be<strong>in</strong>g unable to meet<br />

its f<strong>in</strong>ancial obligations by the<br />

end of May.<br />

The move was signaled<br />

Wednesday night with a resolution<br />

on the IUSD board agenda<br />

ask<strong>in</strong>g officials to approve<br />

“an emergency apportionment”<br />

from the California Board<br />

of Education and a request<br />

that the Los Angeles County<br />

Super<strong>in</strong>tendent of Schools and<br />

the Board of Supervisors assist<br />

<strong>in</strong> obta<strong>in</strong><strong>in</strong>g short-term funds to<br />

cover IUSD’s obligations until<br />

the “emergency apportionment<br />

can be assessed.”<br />

operated for at least a decade by<br />

tw<strong>in</strong> brothers Ron and Richard<br />

Harris, has been forced to leave<br />

its location <strong>in</strong> L.A.’s Black arts<br />

district.<br />

More than seven years after<br />

it relocated from across the<br />

street to the corner of Degnan<br />

Boulevard and 43rd Street,<br />

the Harris brothers have found<br />

themselves evicted follow<strong>in</strong>g a<br />

dispute with their landlord. In<br />

this case, it is Fred and Virg<strong>in</strong>ia<br />

Calloway, who also own the<br />

Regency West enterta<strong>in</strong>ment<br />

venue next door.<br />

S<strong>in</strong>ce the news broke, there<br />

have been a swirl of rumors<br />

about the abrupt closure. The<br />

Wave contacted the Harrises<br />

and arranged to speak to them<br />

Saturday at a second Lucy<br />

Florence location on West Pico<br />

Boulevard. In that conversation,<br />

they voiced displeasure<br />

with a 2004 story about a previous<br />

dispute with another<br />

landlord, and decl<strong>in</strong>ed to speak<br />

on the record without various<br />

assurances from the paper’s top<br />

executives.<br />

However, <strong>in</strong> an open letter<br />

to supporters — entitled “Lucy<br />

Florence Lockout: Bus<strong>in</strong>ess or<br />

Personal?”— they thanked the<br />

community for its cont<strong>in</strong>ued<br />

support, and asserted that “it is<br />

not true that we have not paid<br />

rent to the landlords, Fred and<br />

Virg<strong>in</strong>ia Calloway.” In it, they<br />

claimed to have overpaid the<br />

landlord by more than $10,000,<br />

and went on to detail a series<br />

of deal<strong>in</strong>gs with Calloway<br />

that they say ended when the<br />

landlord “refused to accept our<br />

f<strong>in</strong>al payment and has chosen,<br />

<strong>in</strong>stead, to lock us out of<br />

the build<strong>in</strong>g and to evict Lucy<br />

Florence from his build<strong>in</strong>g <strong>in</strong><br />

Leimert Park.”<br />

On Tuesday, the Calloways’<br />

son, Tony Calloway, said<br />

that his father is currently<br />

abroad <strong>in</strong> Thailand. “My par-<br />

In a tough neighborhood, offi cer leads others to make a difference<br />

Usually, the general public<br />

is unaware of the<br />

achievements, contributions<br />

and overall awesomeness of<br />

an African-American LAPD cop<br />

until he dies. But comes now one<br />

that is still alive and mak<strong>in</strong>g a difference<br />

<strong>in</strong> the streets and whom<br />

you simply must meet: Senior<br />

Lead Officer Deon Joseph, the<br />

top cop of Skid Row.<br />

Joseph delivers law and order<br />

and social services with<strong>in</strong> the<br />

rehabilitative portion of Skid<br />

Row and by all accounts — residents’,<br />

bus<strong>in</strong>ess owners’ and fellow<br />

officers’ — he is The Man.<br />

A native of Los Angeles who<br />

grew up <strong>in</strong> Harbor City, Joseph<br />

has been an LAPD officer for<br />

15 years, has spent 13 of those<br />

years work<strong>in</strong>g on Skid Row and<br />

the last six years serv<strong>in</strong>g as lead<br />

officer there. Joseph, 38, and his<br />

wife, Santosha, have three sons:<br />

And Joseph has an identical tw<strong>in</strong><br />

brother, named Cleon, who is also<br />

an LAPD officer. Fellow members<br />

around together, look<strong>in</strong>g like each<br />

other and freak<strong>in</strong>g people out.”<br />

Deon Joseph is so good at<br />

what he does that <strong>in</strong> 2007, Parade<br />

magaz<strong>in</strong>e and the International<br />

Association of Chiefs of Police<br />

declared him to be one of the top<br />

10 police officers <strong>in</strong> the nation.<br />

This illustrious lawman came to<br />

my attention the other day when<br />

the Central Cities Association<br />

honored him at its 17th annual<br />

Treasures of Los Angeles Awards<br />

to an <strong>in</strong>cumbent seek<strong>in</strong>g<br />

a third term.<br />

COMPTON — Locked <strong>in</strong> a<br />

tight <strong>runoff</strong> campaign with challenger<br />

Janna Zurita, Compton<br />

City Councilwoman Barbara<br />

Calhoun is anyth<strong>in</strong>g but modest<br />

when asked to handicap her<br />

prospects <strong>in</strong> the city’s June 7<br />

general municipal <strong>election</strong>.<br />

And don’t dare use the word<br />

“if” — because “it’s not ‘if,’ it’s<br />

‘when’ I w<strong>in</strong>,” said Calhoun <strong>in</strong><br />

an <strong>in</strong>terview on Monday afternoon.<br />

This assurance, she said, comes<br />

from hav<strong>in</strong>g her ears to the street<br />

and be<strong>in</strong>g <strong>in</strong>volved <strong>in</strong> the community.<br />

And it might not hurt<br />

that she has defeated the Zurita<br />

family <strong>in</strong> previous <strong>election</strong>s:<br />

In 2003, Calhoun unseated her<br />

current opponent’s mother, former<br />

city councilwoman Delores<br />

Zurita; four years later, she won<br />

re-<strong>election</strong>, with 55 percent of<br />

the vote, by defeat<strong>in</strong>g current<br />

her newest challenger’s sister.<br />

For her part, Janna Zurita is<br />

equally confident. “I’m <strong>in</strong> a <strong>runoff</strong>,”<br />

she said. “You just have to<br />

give credit where credit is due.<br />

Obviously someth<strong>in</strong>g I am do<strong>in</strong>g<br />

must be work<strong>in</strong>g.”<br />

She is encouraged, Zurita said,<br />

by the results of the April 19<br />

primary <strong>election</strong>, <strong>in</strong> which she<br />

claimed 615 votes to Calhoun’s<br />

1,305. The figures <strong>in</strong>cluded ballots<br />

cast <strong>in</strong> the prec<strong>in</strong>cts, voteby-mail<br />

and provisional ballots.<br />

Though Zurita placed second <strong>in</strong><br />

that race, she is confident that<br />

her numbers will grow when voters<br />

cast their ballots next month.<br />

“Over 60 percent of the voters,<br />

voted for change,” Zurita said,<br />

tak<strong>in</strong>g <strong>in</strong>to account the votes cast<br />

for the other candidates — Lynn<br />

Boone, Rob<strong>in</strong> Bradley, Jasper<br />

Jackson, Francisco Rodriguez<br />

and Otha Ray Scott. “So now<br />

that it is just the two of us <strong>in</strong> the<br />

race, I believe that they will support<br />

me.”<br />

Calhoun has faced criticism<br />

<strong>in</strong> recent years over the vot<strong>in</strong>g<br />

bloc she formed with Mayor Eric<br />

Perrod<strong>in</strong>, but those political ties<br />

have been frayed. Last month,<br />

she broke ranks with the mayor<br />

on one of the city’s most contentious<br />

issues: his long-held desire<br />

to re-establish the Compton<br />

Police Department. The councilwoman<br />

said she does not know<br />

whether the decision helped<br />

or hurt her <strong>election</strong> prospects,<br />

but <strong>in</strong>sisted that she is eager to<br />

move forward with projects and<br />

programs near and dear to her<br />

heart. One of them is the annual<br />

Homeless Veteran Stand Down,<br />

a three-day event where homeless<br />

veterans can receive free<br />

services — dental and eye care<br />

and substance abuse aid — food,<br />

cloth<strong>in</strong>g and recreational activities.<br />

Additionally, Calhoun said<br />

she is work<strong>in</strong>g to lure sit-down<br />

restaurants and high-end bus<strong>in</strong>esses<br />

to a downtown area that<br />

is now home to a fairly new<br />

shopp<strong>in</strong>g center and public art<br />

<strong>in</strong>stallations.<br />

Calhoun said her commitment<br />

to Compton can also be seen<br />

<strong>in</strong> recent moves to improve the<br />

lives of local residents. One that<br />

she po<strong>in</strong>ts to is her spearhead<strong>in</strong>g<br />

of a local “ban the box” <strong>in</strong>i-<br />

Blott<strong>in</strong>g out crime, one call at a time<br />

Two held <strong>in</strong> str<strong>in</strong>g of shotgun robberies<br />

Two people were arrested Wednesday <strong>in</strong> connection with a series<br />

of armed robberies <strong>in</strong> the Koreatown, Harvard Heights and West Adams<br />

areas, but a police capta<strong>in</strong> said detectives have not l<strong>in</strong>ked the<br />

hold-ups to the slay<strong>in</strong>g of an MTV music coord<strong>in</strong>ator.<br />

Late Wednesday morn<strong>in</strong>g, offi cers swarmed a park<strong>in</strong>g lot <strong>in</strong> the<br />

area of Wash<strong>in</strong>gton Boulevard and Tenth Avenue and took two people<br />

<strong>in</strong>to custody at gunpo<strong>in</strong>t. They also impounded a light blue sedan<br />

that appeared to match the general description of a vehicle used <strong>in</strong><br />

the crimes.<br />

By late afternoon, one of the suspects who had been deta<strong>in</strong>ed was<br />

arrested, and <strong>in</strong>formation he provided led them to a second suspect,<br />

police said. The names of the suspects were not immediately released.<br />

Los Angeles Police Department Capt. Matt Blake said police believed<br />

the same suspects may have been <strong>in</strong>volved <strong>in</strong> as many as n<strong>in</strong>e<br />

robberies that occurred <strong>in</strong> the area beg<strong>in</strong>n<strong>in</strong>g April 29. The robberies<br />

<strong>in</strong>cluded at least one <strong>in</strong>stance <strong>in</strong> which a victim fought back, prompt<strong>in</strong>g<br />

one of the suspects to open fi re, Blake said. The victim was not<br />

<strong>in</strong>jured.<br />

Blake <strong>in</strong>sisted, however, that police have not connected the robberies<br />

to Sunday’s slay<strong>in</strong>g of MTV music coord<strong>in</strong>ator Gabriel Aron<br />

Ben-Meir <strong>in</strong> the mid-Wilshire area. Blake also noted that a person<br />

was killed by a shotgun blast <strong>in</strong> the area on April 30 dur<strong>in</strong>g an apparent<br />

attempted robbery.<br />

“When he (the victim) didn’t give up his property, he (the suspect)<br />

turned the shotgun on him, and he is deceased,” Blake said.<br />

Blake said the robbery suspects also had not been l<strong>in</strong>ked to that<br />

kill<strong>in</strong>g, although he conceded there were similarities <strong>in</strong> the crimes<br />

and that “shotguns are k<strong>in</strong>d of a rare weapon to be used <strong>in</strong> a street<br />

crime.”<br />

The search for suspects <strong>in</strong> the robberies had prompted a tactical<br />

alert for Los Angeles police offi cers early this morn<strong>in</strong>g. Offi cers had<br />

been look<strong>in</strong>g for two Black men <strong>in</strong> their late 20s or early 30s, 5 feet 9<br />

<strong>in</strong>ches tall, with an average build and dark cloth<strong>in</strong>g. Victims said one<br />

of the suspects was armed with a rifl e or shotgun. The suspects were<br />

driv<strong>in</strong>g a silver or blue American-model sedan.<br />

In one of the robberies, the suspect was described as hav<strong>in</strong>g a duffel<br />

bag with a rifl e or shotgun <strong>in</strong>side.<br />

The most recent robberies <strong>in</strong>cluded on that occurred at about 6:15<br />

p.m. Tuesday near Eighth Street and Normandie Avenue, Los Angeles<br />

police Detective John Skaggs of the Olympic Station said.<br />

In a second robbery, the suspects approached a pedestrian on the<br />

street about 9:40 p.m. Tuesday near Sycamore Avenue and Westhaven<br />

Street, Skaggs said.<br />

In a third robbery, a pedestrian was robbed about 10:15 p.m. Tuesday<br />

<strong>in</strong> the 1800 block of South Oxford Avenue, near Wash<strong>in</strong>gton<br />

Boulevard, Skaggs said.<br />

Victims of all three robberies had the same description of the suspects,<br />

Skaggs said.<br />

Public assistance program puts<br />

focus on healthier food choices<br />

A little more than half of<br />

county residents who qualify for<br />

the federally funded supplemental<br />

food benefit, formerly known<br />

as food stamps, take advantage<br />

of the program, accord<strong>in</strong>g to the<br />

county Department of Public<br />

Social Services.<br />

Mark<strong>in</strong>g May as CalFresh<br />

Awareness Month, the department<br />

is jo<strong>in</strong><strong>in</strong>g with the U.S.<br />

Department of Agriculture, the<br />

California Department of Social<br />

Services and more than 25 community<br />

partners to get the word<br />

out to the public.<br />

They will be scour<strong>in</strong>g community<br />

centers, recreational centers,<br />

worksource centers, senior<br />

centers, Social Security offices,<br />

schools, churches, faith-based<br />

organizations, food banks, food<br />

pantries and farmers markets <strong>in</strong><br />

order to reach those who are eligible<br />

for the program, but either<br />

do not know it or are hesitant to<br />

apply due to a l<strong>in</strong>ger<strong>in</strong>g stigma.<br />

“These are places that we<br />

know are important gather<strong>in</strong>g<br />

po<strong>in</strong>ts where we can do outreach,”<br />

said Bill Taylor, director<br />

of <strong>in</strong>tergovernmental relations<br />

for the county Department of<br />

Public Social Services. “There<br />

is a misconception that food<br />

stamps signify a certa<strong>in</strong> k<strong>in</strong>d<br />

of person. But we know that by<br />

look<strong>in</strong>g at our data that a lot of<br />

people who receive CalFresh<br />

benefits are employed or underemployed.”<br />

Yet, they are not the only ones<br />

<strong>in</strong> need, Taylor added, not<strong>in</strong>g<br />

that senior citizens, immigrants<br />

and the homeless also rely on<br />

the program.<br />

The food stamp program<br />

became CalFresh last year <strong>in</strong><br />

an effort to encourage healthy<br />

food options. Instead of the old<br />

food stamp coupons, recipients<br />

are now issued electronic debit<br />

cards that can be swiped at most<br />

grocery stores and food marts<br />

when purchases are made.<br />

The Department of Public<br />

Social Services is us<strong>in</strong>g mobile<br />

vans to enroll qualified people<br />

<strong>in</strong>to the program at various<br />

farmers markets and other places<br />

with<strong>in</strong> the next month.<br />

“That helps with the stigma<br />

or the way they may feel if they<br />

have to walk <strong>in</strong>to one of our<br />

offices and wait <strong>in</strong> l<strong>in</strong>e,” said<br />

a CalFresh representative. “We<br />

are do<strong>in</strong>g whatever we can to<br />

make the program convenient.”<br />

The campaign — which<br />

<strong>in</strong>cludes television and radio<br />

advertisements featur<strong>in</strong>g national<br />

civil rights organizations that<br />

with drugs and alcohol, her<br />

representative confirmed<br />

Monday.<br />

“I can confirm that<br />

Whitney Houston is currently<br />

<strong>in</strong> an outpatient rehab<br />

program for drug and alcohol<br />

treatment,” Kristen<br />

Foster said. “Whitney voluntarily<br />

entered the program<br />

to support her long-stand<strong>in</strong>g<br />

recovery process.”<br />

No details about the treatment,<br />

or what led to the<br />

s<strong>in</strong>ger’s decision to start it,<br />

were released.<br />

“Too many people have lost<br />

their homes, they have lost their<br />

jobs or have had to go part-time,<br />

<strong>in</strong>stead of full-time,” Brown<strong>in</strong>g<br />

said. “We have added around<br />

400,000 new <strong>in</strong>dividuals to the<br />

program but estimates show<br />

that there are hundreds of thousands<br />

of <strong>in</strong>dividuals still <strong>in</strong> Los<br />

Angeles County who are eligible.”<br />

we are target<strong>in</strong>g anyone that<br />

may be eligible that we cannot<br />

reach otherwise.”<br />

Added Brown<strong>in</strong>g: “We hope<br />

Inglewood schools try<br />

to address fiscal woes<br />

“It was mentioned <strong>in</strong> our letter<br />

[last year] when the county took<br />

over fiscal oversight,” he said.<br />

“It’s a very long process and if<br />

you wait until the last m<strong>in</strong>ute it<br />

could be too late. [But] it can be<br />

stopped or revoked.”<br />

Iizuka said that the county had<br />

authorized the district to borrow<br />

some of their construction funds<br />

and use other funds to meet its<br />

May payroll. “There is some<br />

money com<strong>in</strong>g from the state<br />

that normally comes <strong>in</strong> July,” he<br />

said, “but will be paid <strong>in</strong> June<br />

and that and the other borrow<strong>in</strong>g<br />

will be paid back to the state.”<br />

The Wave went to press before<br />

the vote was taken, but had<br />

reported previously that district<br />

officials had floated the possibility<br />

of secur<strong>in</strong>g up to $20 million<br />

<strong>in</strong> loans that could be brokered<br />

through — but not provided by<br />

— the county.<br />

Accord<strong>in</strong>g to a background<br />

brief on the agenda item, the<br />

district is fac<strong>in</strong>g deficit spend<strong>in</strong>g<br />

for 2010-11, 2011-12 and<br />

2012-13 — and despite a budget<br />

reduction plan that slashed $7<br />

million <strong>in</strong> 2010-11 spend<strong>in</strong>g and<br />

$21 million <strong>in</strong> 2011-12, there is<br />

still a deficit of over $1 million<br />

<strong>in</strong> 2010-11 and $10 million <strong>in</strong><br />

2011-12.<br />

“The District is scheduled to<br />

run out of cash <strong>in</strong> May and will<br />

only be able to survive through<br />

receiv<strong>in</strong>g <strong>in</strong>come that has been<br />

deferred, additional expenditure<br />

reductions or <strong>in</strong>ter-fund borrow<strong>in</strong>g,”<br />

it says.<br />

The resolution, accord<strong>in</strong>g to<br />

the agenda, was prepared by the<br />

office of Super<strong>in</strong>tendent Gary<br />

McHenry, but a reporter was<br />

advised that McHenry was <strong>in</strong> a<br />

meet<strong>in</strong>g when called for a comment.<br />

had a chance to look at her<br />

agenda packet, but confirmed<br />

that the loan request was part of<br />

the budget recovery plan and the<br />

resolution marked a process that<br />

“needed to start now.”<br />

“It’s a six-month process and<br />

there’s a probability that we<br />

might need it … but it’s not a<br />

def<strong>in</strong>ite,” she said.<br />

Speak<strong>in</strong>g for herself, Williams<br />

projected that the district would<br />

survive without need<strong>in</strong>g state<br />

funds and made a public plea<br />

to the teachers union to re-open<br />

negotiations on labor agreements<br />

struck last year.<br />

Added Williams: “We have<br />

been do<strong>in</strong>g pretty good with the<br />

reductions we’ve made. My personal<br />

belief is that we won’t<br />

need the state loan. In fact, I<br />

really believe that if the teachers<br />

would be will<strong>in</strong>g to offer to<br />

re-open negotiations <strong>in</strong> terms of<br />

furlough days, health benefits ...<br />

you know the stuff that impacts<br />

us all ... I really believe that<br />

would be a big help to us.<br />

“[But] they have been firm <strong>in</strong><br />

not want<strong>in</strong>g to do that and it’s<br />

not fair ... everyone has pitched<br />

<strong>in</strong> someth<strong>in</strong>g to the budget or<br />

given someth<strong>in</strong>g up to try to put<br />

money back <strong>in</strong>to our general<br />

fund and I just don’t see why<br />

the teachers union is so dead set<br />

aga<strong>in</strong>st it.”<br />

Williams said district personnel<br />

have been ask<strong>in</strong>g the teachers<br />

to come back to the table, but<br />

had been met with a firm no.<br />

“The question is why; you<br />

should ask the teachers why that<br />

is,” Williams told a reporter.<br />

at press time. Meanwhile,<br />

Ronald Johnson, the chair of<br />

the California Professional<br />

Employees Local Union No.<br />

2345, which represents 650 classified<br />

employees <strong>in</strong> the district,<br />

was hopeful for a solution.<br />

The drastic budget cuts have<br />

affected classified employees<br />

the most with Wednesday night’s<br />

agenda call<strong>in</strong>g for another 25<br />

job losses and up to 20 furlough<br />

days.<br />

“I just hope they succeed <strong>in</strong><br />

gett<strong>in</strong>g the loans,” Johnson said.<br />

“People are <strong>in</strong> all sorts of difficulty<br />

and need to pay their<br />

Thousands of guns<br />

removed from streets<br />

<strong>in</strong> annual buy-back<br />

The city took control of more<br />

than 2,000 firearms dur<strong>in</strong>g<br />

its annual gun buy-back program<br />

over the weekend, Mayor<br />

Antonio Villaraigosa announced<br />

Monday.<br />

The event, held Saturday at a<br />

half-dozen locations across the<br />

city, yielded 91 assault weapons,<br />

the largest cache of that<br />

most dangerous weapon <strong>in</strong> the<br />

program’s history, though the<br />

overall take was lower than last<br />

year, accord<strong>in</strong>g to city officials.<br />

The buy-back haul was 953<br />

handguns, 688 rifles and 330<br />

shotguns <strong>in</strong> addition to the<br />

assault weapons, along with one<br />

anti-tank rocket launcher recovered<br />

<strong>in</strong> South Los Angeles.<br />

“People are tired of the gun<br />

violence. They’re tired of see<strong>in</strong>g<br />

the k<strong>in</strong>d of carnage that’s left<br />

beh<strong>in</strong>d when assault weapons<br />

like these are used to maim and<br />

kill,” Villaraigosa said.<br />

Individuals are assured anonymity<br />

when turn<strong>in</strong>g <strong>in</strong> weapons,<br />

which could elim<strong>in</strong>ate<br />

potentially valuable ballistics<br />

evidence that might solve past<br />

crimes, but the city is able to<br />

prevent future crimes or accidental<br />

shoot<strong>in</strong>gs by tak<strong>in</strong>g guns<br />

off the street, accord<strong>in</strong>g to program<br />

supporters.<br />

About $175,000 <strong>in</strong> Ralphs<br />

supermarket gift cards were<br />

given out <strong>in</strong> exchange for the<br />

guns. About $25,000 worth of<br />

cards were left over.<br />

“Make no mistake about it,<br />

L.A. is safer than its been <strong>in</strong><br />

decades, but still we suffer from<br />

gun violence far too frequently,”<br />

LAPD Chief Charlie Beck said.<br />

“I went to bed last night at about<br />

11 p.m., got up about 6 a.m., and<br />

<strong>in</strong> just that short seven hours,<br />

three Angelenos were wounded<br />

by gunfire. ... That’s not unusu-<br />

al.”<br />

With this year’s gun buy-back<br />

program, “We made a statement<br />

that this is not a city that is ruled<br />

by the gun,” Beck said. “This is<br />

a city that is ruled by law, ruled<br />

by th<strong>in</strong>k<strong>in</strong>g people, ruled by<br />

community.”<br />

The number of guns obta<strong>in</strong>ed<br />

was down from last year’s event,<br />

which took <strong>in</strong> more than 2,500<br />

firearms, but was up from 2009,<br />

when 1,700 guns were handed<br />

over to the LAPD.<br />

Villaraigosa attributed the<br />

decl<strong>in</strong>e <strong>in</strong> gun buy-backs to the<br />

success of the program <strong>in</strong> past<br />

years and an earlier start time.<br />

The mayor used the announcement<br />

to mark the launch of his<br />

summer violence reduction<br />

efforts, and to advocate for the<br />

expansion of his Summer Night<br />

Lights program. Villaraigosa<br />

said he wants to expand the<br />

program, which keeps parks <strong>in</strong><br />

violent neighborhoods open late,<br />

from 24 to 32 sites.<br />

Beck said the city will run<br />

background checks to make sure<br />

none of the turned-<strong>in</strong> guns are<br />

stolen. The vast majority will<br />

ultimately be melted down. In<br />

past years, the melted guns have<br />

been used for art pieces and for<br />

construction rebar, and officials<br />

said that will likely be the case<br />

this year.<br />

The Gun Owners of California<br />

called the program a “feel-good”<br />

exercise, but <strong>in</strong>effective.<br />

“The fact of the matter is they<br />

don’t do anyth<strong>in</strong>g to make the<br />

streets safer,” said Sam Paredes,<br />

executive director of Gun<br />

Owners of California.<br />

Paredes said it is good that the<br />

LAPD checks the guns aga<strong>in</strong>st<br />

a database of stolen weapons,<br />

“but most of the guns turned<br />

<strong>in</strong> are absolute junk. Many are<br />

<strong>in</strong>operable.”

A three-year prison term was<br />

handed down Monday for a man<br />

who manufactured anabolic steroids<br />

<strong>in</strong> Compton — at one of<br />

the largest underground steroid<br />

labs ever discovered <strong>in</strong> the United<br />

States — and distributed the compound<br />

on the Internet.<br />

Warren Abramson, 33, who at<br />

the time of his arrest last September<br />

was liv<strong>in</strong>g <strong>in</strong> Las Vegas, pleaded<br />

guilty <strong>in</strong> January to one count<br />

each of possession with <strong>in</strong>tent<br />

to distribute anabolic steroids<br />

and ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g a drug-<strong>in</strong>volved<br />

premises, and three counts of possess<strong>in</strong>g<br />

unregistered silencers.<br />

When law enforcement officials<br />

executed a search warrant <strong>in</strong> 2007<br />

at Abramson’s home <strong>in</strong> Compton,<br />

they discovered the clandest<strong>in</strong>e<br />

lab and made one of the largest<br />

steroid seizures <strong>in</strong> history, accord<strong>in</strong>g<br />

to the U.S. Attorney’s Office.<br />

In total, <strong>in</strong>vestigators recovered<br />

nearly 6 1/2 kilograms of anabolic<br />

steroids, which translates<br />

to more than a quarter million<br />

steroid doses, as well as vials and<br />

other packag<strong>in</strong>g material for distribut<strong>in</strong>g<br />

the steroids, accord<strong>in</strong>g to<br />

authorities.<br />

“Steroid traffickers manufacture<br />

their drugs <strong>in</strong> very unsanitary<br />

conditions,” said U.S. Drug<br />

Enforcement Adm<strong>in</strong>istration<br />

Special Agent <strong>in</strong> Charge Timothy<br />

J. Landrum.<br />

“As a result of the dangerous<br />

conditions surround<strong>in</strong>g these<br />

types of labs, young children can<br />

be exposed to large amounts of<br />

chemicals that are detrimental to<br />

their health and well be<strong>in</strong>g,” he<br />

said. “Through the jo<strong>in</strong>t efforts<br />

of local, state and federal law<br />

enforcement, this drug trafficker<br />

will no longer be able to prey on<br />

our communities and damage the<br />

youth of America.”<br />

Abramson was <strong>in</strong>dicted by a<br />

Los Angeles federal grand jury<br />

last June. He was arrested <strong>in</strong> Las<br />

Vegas Sept. 17 by agents with<br />

the Bureau of Alcohol, Tobacco,<br />

Firearms and Explosives as he<br />

attempted to purchase firearms,<br />

accord<strong>in</strong>g to the U.S. Attorney’s<br />

Office.<br />

Accord<strong>in</strong>g to court documents,<br />

a multi-agency task force executed<br />

search warrants that led to the<br />

discovery of the steroid lab, as<br />

well as numerous firearms, three<br />

silencers and thousands of rounds<br />

of ammunition.<br />

per year on nearly 12,000<br />

city-owned cell phones, City<br />

Controller Wendy Greuel said<br />

Wednesday.<br />

Greuel’s audit of seven city<br />

departments found that the city<br />

failed to have any central oversight<br />

of cell phone contracts, and<br />

that no one department is responsible<br />

for ensur<strong>in</strong>g city policies<br />

are followed.<br />

Twenty percent of all staffers<br />

<strong>in</strong> non-revenue-generat<strong>in</strong>g<br />

departments have a cell phone,<br />

and the annual cost comes to<br />

about $4.8 million, accord<strong>in</strong>g to<br />

Greuel.<br />

“Before I began this audit there<br />

was no comprehensive list of<br />

year-round education<br />

As a nation, either our<br />

kids are gett<strong>in</strong>g dumber<br />

or everyone else’s are<br />

gett<strong>in</strong>g smarter. American 15year-olds<br />

ranked 14th <strong>in</strong> read<strong>in</strong>g,<br />

17th <strong>in</strong> science and 25th <strong>in</strong><br />

math <strong>in</strong> a study of students <strong>in</strong> 34<br />

nations and nonnational regions.<br />

The Program for International<br />

Student Assessment study, coord<strong>in</strong>ated<br />

every three years by<br />

the Organization for Economic<br />

Cooperation and Development,<br />

def<strong>in</strong>itively shows U.S. students<br />

are no longer ready to compete<br />

aga<strong>in</strong>st the world’s brightest.<br />

Which br<strong>in</strong>gs me to<br />

this: Why are we still giv<strong>in</strong>g<br />

them the summer off?<br />

As it stands, only eight of<br />

the Organization for Economic<br />

Cooperation and Development<br />

countries that took part <strong>in</strong> the<br />

study <strong>in</strong> 2009 have a lower high<br />

school graduation rate than we<br />

do. It’s so bad <strong>in</strong> some schools,<br />

educators have a nickname<br />

for them: dropout factories.<br />

That’s a national crisis with a<br />

potential for significant economic<br />

impact. The organization estimates<br />

that by boost<strong>in</strong>g our scores<br />

for read<strong>in</strong>g, math and science by<br />

25 po<strong>in</strong>ts over the next 20 years,<br />

the United States would ga<strong>in</strong><br />

$41 trillion over the lifetime of<br />

the generation born <strong>in</strong> 2010. As<br />

cash-strapped as we are, can we<br />

really afford to leave that k<strong>in</strong>d<br />

of money on the table? Instead<br />

of year-round school as curiosity,<br />

I th<strong>in</strong>k it’s time it becomes a<br />

government-enforced standard.<br />

Remember recently when<br />

the nation got all <strong>in</strong> a tizzy<br />

after the International Monetary<br />

Fund reported Ch<strong>in</strong>a would<br />

pass us as the world’s largest<br />

economy <strong>in</strong> 2016? Well, consider<strong>in</strong>g<br />

Shanghai ranked No.<br />

1 <strong>in</strong> the education report, that<br />

shouldn’t really surprise anyone.<br />

To make matters worse, our<br />

kids have no idea just how<br />

far beh<strong>in</strong>d they really are.<br />

When the results of the test<br />

were released <strong>in</strong> the w<strong>in</strong>ter,<br />

out that despite not be<strong>in</strong>g <strong>in</strong> the<br />

top of any of the subjects tested,<br />

“U.S. students express more<br />

self-confidence <strong>in</strong> their academic<br />

skills than students <strong>in</strong> virtually<br />

all OECD nations. This stunn<strong>in</strong>g<br />

f<strong>in</strong>d<strong>in</strong>g may be expla<strong>in</strong>ed<br />

because students here are be<strong>in</strong>g<br />

commended for work that would<br />

not be acceptable <strong>in</strong> high-perform<strong>in</strong>g<br />

education systems.”<br />

It’s as if the United States<br />

were cast <strong>in</strong> one of those clich<br />

Hollywood movies as the<br />

29-year-old dumb and bald<strong>in</strong>g<br />

jock who still wears his<br />

high school varsity jacket.<br />

Cutt<strong>in</strong>g <strong>in</strong>to summer vacation<br />

won’t solve all our education<br />

problems — most research<br />

po<strong>in</strong>ts toward the quality of the<br />

teacher as the biggest <strong>in</strong>fluencer<br />

— but more class time could<br />

help. At 180 days, we have one<br />

of the shortest school years<br />

of the countries tested. South<br />

Korea, for example, has 220<br />

school days, and a No. 2 rank<strong>in</strong>g<br />

<strong>in</strong> math. F<strong>in</strong>land is first <strong>in</strong><br />

math and science at 190 days.<br />

Then there’s this: Harris<br />

Cooper, a summer-learn<strong>in</strong>g<br />

expert at Duke University, pored<br />

over a century’s worth of data<br />

and found that each summer,<br />

our kids lose about a month<br />

of progress <strong>in</strong> math and that<br />

low-<strong>in</strong>come students lose as<br />

much as three months’ worth<br />

of read<strong>in</strong>g comprehension.<br />

Aga<strong>in</strong>, that’s each summer.<br />

More than a month of teach<strong>in</strong>g<br />

time at the beg<strong>in</strong>n<strong>in</strong>g of the<br />

school year is spent re-teach<strong>in</strong>g<br />

the stuff our kids forgot<br />

over the break. This may be one<br />

of the reasons why the report<br />

suggests F<strong>in</strong>nish 15-year-olds<br />

are one to two years ahead of<br />

our kids <strong>in</strong> math and science.<br />

Now I hear the cry from some<br />

who say “Let our kids be kids,”<br />

but what does that mean today?<br />

The reason for summer vacations<br />

<strong>in</strong> the first place was that<br />

little Johnny was needed <strong>in</strong> the<br />

fields to help the family dur<strong>in</strong>g<br />

grow<strong>in</strong>g season. Today more<br />

people live <strong>in</strong> cities than they do<br />

<strong>in</strong> rural areas, and that farm<strong>in</strong>g<br />

structure has been obsolete for<br />

some time. If our kids aren’t<br />

work<strong>in</strong>g on the farm all summer<br />

long, what are they do<strong>in</strong>g?<br />

Wa t c h i n g T V ?<br />

Play<strong>in</strong>g video games?<br />

Gett<strong>in</strong>g <strong>in</strong>to trouble?<br />

Heck, a lot of our kids’<br />

summers and holiday breaks<br />

are already structured around<br />

Amateur Athletic Union practices<br />

and tournaments. Why is<br />

it so wrong to suggest structur<strong>in</strong>g<br />

the summer around more<br />

education, especially when the<br />

amount students receive is no<br />

longer enough to keep them<br />

competitive on the world stage?<br />

In July 2008, then-Sen.<br />

Obama suggested American<br />

children should learn a second<br />

language. That was met with<br />

a great deal of criticism, as if<br />

be<strong>in</strong>g bil<strong>in</strong>gual and more educated<br />

was somehow un-American.<br />

You want to know<br />

what’s un-American?<br />

Not be<strong>in</strong>g <strong>in</strong>novative.<br />

Refus<strong>in</strong>g to th<strong>in</strong>k outside the box.<br />

We used to be a nation of<br />

entrepreneurs and trailblazers,<br />

but now we’re just dogmatic<br />

consumers. We want problems<br />

to be fixed but we don’t want<br />

the solution to be an <strong>in</strong>convenience.<br />

So we look for silver<br />

bullets, which <strong>in</strong> our culture usually<br />

means toss<strong>in</strong>g more money<br />

at th<strong>in</strong>gs. But guess what? We<br />

spend on average about $30,000<br />

more per student than the other<br />

countries, yet the best we<br />

can do is middle of the road.<br />

S<strong>in</strong>ce when did chant<strong>in</strong>g<br />

“We’re No. 25!”<br />

become acceptable?<br />

Today, if you want to keep your<br />

child <strong>in</strong> a learn<strong>in</strong>g environment<br />

dur<strong>in</strong>g the summer, you most<br />

likely have to pony up hundreds,<br />

if not thousands, of dollars to<br />

enroll them <strong>in</strong> a program or two.<br />

Families who can’t afford to do<br />

that depend on scholarships or<br />

programs funded by government<br />

grants or corporations. If you<br />

grew up poor like me, and no<br />

extra <strong>in</strong>come was available for<br />

transportation to those programs,<br />

you simply stayed home and<br />

watched TV every day for hours.<br />

In retrospect, I would have been<br />

better served be<strong>in</strong>g <strong>in</strong> school.<br />

I would imag<strong>in</strong>e teachers<br />

wouldn’t be thrilled to<br />

give up their long vacation.<br />

And the athletic apparel companies<br />

that enjoy the <strong>in</strong>come<br />

Amateur Athletic Union summer<br />

leagues generate wouldn’t<br />

like it much either. Nor would<br />

the colleges and universities that<br />

rake <strong>in</strong> extra cash brought <strong>in</strong><br />

by host<strong>in</strong>g summer programs.<br />

But the biggest obstacle to reevaluat<strong>in</strong>g<br />

summer vacations is<br />

probably our love of the familiar.<br />

As humans we are naturally<br />

averse to change and the<br />

end of summer vacations would<br />

greatly alter the way we’ve done<br />

th<strong>in</strong>gs for more than 100 years.<br />

But what terrible th<strong>in</strong>g would<br />

happen if we made the entire<br />

year part of the education process,<br />

with m<strong>in</strong>i-breaks spr<strong>in</strong>kled<br />

throughout? Year-round school<strong>in</strong>g<br />

would not be repeal<strong>in</strong>g the<br />

child labor laws of 1938 and it<br />

won’t force kids to lose their<br />

childhood. But it would give<br />

our young more of a fight<strong>in</strong>g<br />

chance. The world is gett<strong>in</strong>g<br />

smaller, the world is gett<strong>in</strong>g<br />

smarter and if you look around<br />

you’ll see when it comes to<br />

education, we’re no longer bask<strong>in</strong>g<br />

<strong>in</strong> the glow of superiority.<br />

We’re wallow<strong>in</strong>g <strong>in</strong> mediocrity.<br />

And our kids don’t even know it.<br />

Fifty years after the Freedom Rides,<br />

race rema<strong>in</strong>s central to national dialogue<br />

As Americans cont<strong>in</strong>ue<br />

debat<strong>in</strong>g the effects<br />

of racism on modern<br />

life <strong>in</strong> the U.S., many<br />

agree that we’ve yet to<br />

become a “colorbl<strong>in</strong>d<br />

society.”<br />

WASHINGTON — Dur<strong>in</strong>g a<br />

week when the national media<br />

are celebrat<strong>in</strong>g the 50th anniversary<br />

of the Freedom Rides<br />

and the progress made s<strong>in</strong>ce<br />

then aga<strong>in</strong>st racial bias, concerns<br />

persist about deep-seated<br />

racism <strong>in</strong> the United States.<br />

Recently, for example, leaders<br />

of the W. K. Kellogg Foundation<br />

were faced with accusations<br />

that their $75 million <strong>in</strong>itiative<br />

to address structural racism <strong>in</strong><br />

America was unnecessary. They<br />

answered their critics dur<strong>in</strong>g a<br />

forum on race and racism hosted<br />

by the Hudson Institute.<br />

Quot<strong>in</strong>g author William<br />

Faulkner, Kellogg Foundation<br />

President Sterl<strong>in</strong>g Speirn told<br />

the audience that structural racism<br />

<strong>in</strong> America cont<strong>in</strong>ues to<br />

affect people of color. “The past<br />

is not dead. The past isn’t even<br />

<strong>in</strong> the past. The past is alive<br />

now,” Speirn said at the forum<br />

last month entitled “Race and<br />

Racism <strong>in</strong> America: Are We<br />

Now a Colorbl<strong>in</strong>d Society?”<br />

Gail Christopher, the Kellogg<br />

vice president oversee<strong>in</strong>g the<br />

foundation’s “America Heal<strong>in</strong>g”<br />

<strong>in</strong>itiative, said, “Racism is a set<br />

of beliefs that helped to shape<br />

this nation. To suggest that centuries<br />

of <strong>in</strong>stitutionaliz<strong>in</strong>g those<br />

beliefs could suddenly be eradicated<br />

<strong>in</strong> less than 75 years is, I<br />

believe, simplistic, misguided,<br />

naïve at best.”<br />

But the foundation has come<br />

under attack by some critics,<br />

who contend that structural racism<br />

— race bias <strong>in</strong>gra<strong>in</strong>ed <strong>in</strong><br />

<strong>in</strong>stitutions, policies and attitudes<br />

— is no longer an obstacle<br />

for people of color <strong>in</strong> the United<br />

States. They call for evidence<br />

that such barriers still exist.<br />

Others, who also largely reject<br />

the argument that 400 years<br />

of U.S. history has resulted <strong>in</strong><br />

systemic or structural barriers,<br />

<strong>in</strong>sist that any obstacle related<br />

to race, should it exist, can be<br />

overcome by <strong>in</strong>dividual endeavor<br />

and anti-discrim<strong>in</strong>ation laws.<br />

A Wall Street Journal editorial<br />

by Harvard University’s<br />

Stephan Thernstrom decry<strong>in</strong>g<br />

the Kellogg <strong>in</strong>itiative partly led<br />

to the Hudson Institute’s decision<br />

to host the forum. Jo<strong>in</strong><strong>in</strong>g<br />

Thernstrom on the panel were<br />

Speirn, Christopher and political<br />

consultant Ron Christie, author<br />

of “Act<strong>in</strong>g White: The Curious<br />

History of a Racial Slur.”<br />

The panelists all said the<br />

United States is not yet a colorbl<strong>in</strong>d<br />

society, and they agreed<br />

that their po<strong>in</strong>t of divergence<br />

was on how to achieve it.<br />

Their comments, however,<br />

exposed wide philosophical differences.<br />

Christie, an African-<br />

American, said he was especially<br />

concerned that America<br />

was “self-segregat<strong>in</strong>g” aga<strong>in</strong>.<br />

He believes that a flourish<strong>in</strong>g<br />

“cult of ethnicity” emphasiz<strong>in</strong>g<br />

orig<strong>in</strong>s through hyphenated<br />

identities was counter productive<br />

<strong>in</strong> reach<strong>in</strong>g an ideal where<br />

“we cherish our American citizenship.”<br />

Thernstrom ceded that<br />

America’s past was once shaped<br />

by a caste system based on<br />

color, but he said the <strong>election</strong><br />

of President Barack Obama was<br />

one of many <strong>in</strong>dications of the<br />

capacity of the American people<br />

to look past race. Stat<strong>in</strong>g that “a<br />

member of the White House is a<br />

member of the [once] untouchable<br />

caste,” he stressed that the<br />

2008 <strong>election</strong> shows how far<br />

America has come.<br />

Also, Thernstrom cited the<br />

grow<strong>in</strong>g number of Blackand-White<br />

friendships and the<br />

<strong>in</strong>creased rate of <strong>in</strong>terracial<br />

marriages as confirmation that<br />

America is at a very different<br />

place than when, as he put it,<br />

“the very heart of the caste system<br />

was sexual fear. Black men<br />

were lynched for even look<strong>in</strong>g<br />

at White women <strong>in</strong> the wrong<br />

way.”<br />

One audience member<br />

commented afterward that<br />

Thernstrom was dis<strong>in</strong>genuous<br />

<strong>in</strong> cit<strong>in</strong>g statistics on racial<br />

<strong>in</strong>termarriage as a fundamental<br />

shift <strong>in</strong> attitudes on race and<br />

culture.<br />

The person po<strong>in</strong>ted to the<br />

2006 <strong>election</strong> when the GOP<br />

ran an ad <strong>in</strong> Tennessee pander<strong>in</strong>g<br />

to racial fears <strong>in</strong> the White<br />

community. It <strong>in</strong>ferred that the<br />

Democratic candidate for the<br />

U.S. Senate, former Rep. Harold<br />

Ford Jr., an African-American,<br />

was hav<strong>in</strong>g sexual relations<br />

with White women.<br />

“The ad was successful, I<br />

might add,” the attendee said,<br />

not<strong>in</strong>g that Ford lost the <strong>election</strong><br />

after the ad boosted turnout<br />

for his White opponent.<br />

Thernstrom not only recoiled<br />

at the notion of the existence<br />

of structural racism but took<br />

exception with the construct of<br />

White privilege. “I can’t really<br />

f<strong>in</strong>d out quite what White privilege<br />

is and how you know it<br />

when you’ve identified it,” he<br />

said.<br />

In response, the Kellogg<br />

Foundation’s Christopher noted<br />

a 2002 Institute of Medic<strong>in</strong>e<br />

report reveal<strong>in</strong>g how African-<br />

Americans and members of<br />

other ethnic groups seek medical<br />

treatment for the same conditions,<br />

but are treated differently.<br />

She said White privilege is<br />

rooted <strong>in</strong> a mythology, which<br />

“suggested that the less pigmentation<br />

you had, the higher<br />

up you were on this hierarchy<br />

of race.”<br />

Science has long s<strong>in</strong>ce proved<br />

that color is only sk<strong>in</strong> deep,<br />

Christopher said. But racial differences<br />

are still manifested <strong>in</strong><br />

U.S. society, not only <strong>in</strong> the<br />

unconscious actions of many<br />

<strong>in</strong>dividuals, but also <strong>in</strong> fields as<br />

diverse as medic<strong>in</strong>e, education<br />

and employment.<br />

“The systems that evolved<br />

from that mythology are alive<br />

and well,” Christopher said.<br />

“That’s what we mean by White<br />

privilege.”<br />

Yet, it was Speirn’s depiction<br />

of White privilege that drew the<br />

most audible reaction from the<br />

audience: “I love it when Chris<br />

Rock and others, you know, ask<br />

White people how much we’d<br />

have to pay them to be born a<br />

person of color <strong>in</strong> the United<br />

States. It was $50 million.”<br />

Speirn asserted that one goal<br />

of the Kellogg Foundation’s<br />

America Heal<strong>in</strong>g grants <strong>in</strong>itiative<br />

is to enable communities<br />

“to have courageous conversations<br />

about race and historic and<br />

structural racism, and current<br />

racism.”<br />

He noted that William K.<br />

Kellogg founded and endowed<br />

the foundation with wide latitude<br />

to determ<strong>in</strong>e its <strong>in</strong>itiatives,<br />

as long as it addressed the<br />

needs of vulnerable children,<br />

not regardless of race, poverty<br />

or other social barriers — but<br />

because of those factors.<br />

Christopher said America<br />

Heal<strong>in</strong>g encompasses far more<br />

than just a Black-White paradigm.<br />

She cited a California<br />

community <strong>in</strong>clud<strong>in</strong>g Whites,<br />

Hispanics and Blacks that used<br />

its Kellogg grant to delve <strong>in</strong>to<br />

the reasons for its poor access<br />

to quality food. The researchers<br />

found that <strong>in</strong>dividuals do<strong>in</strong>g the<br />

same job for the same employer<br />

were “paid differently by<br />

race,” directly dim<strong>in</strong>ish<strong>in</strong>g their<br />

purchas<strong>in</strong>g power for food and<br />

other necessities.<br />

Christopher said that although<br />

America is not consciously racist,<br />

“our culture is racialized and<br />

our systems reflect that.”<br />

She emphasized that the<br />

European Americans, immigrant<br />

children. Observ<strong>in</strong>g that “the<br />

data would suggest we’ve made<br />

dramatic progress as a nation,”<br />

she added, “the data would also<br />

suggest that we’re at risk.”<br />

At the conclusion of the panel<br />

presentation, Christopher took a<br />

moment to answer the question,<br />

“What does success look like?”<br />

She reflected, “When all the<br />

nuanced histories of the diverse<br />

groups that helped to build this<br />

nation are part of the school<br />

curriculum, and residential segregation<br />

is no longer the norm,”<br />

she said. “When poverty is no<br />

longer racialized <strong>in</strong> this country<br />

and a child’s race is no longer<br />

a major predictor of his future.”

Unlock<strong>in</strong>g Rosa Parks’ other struggle<br />

History is presented with<br />

accounts of lum<strong>in</strong>aries<br />

such as Harriet Tubman,<br />

Frederick Douglas, Sojourner<br />

Truth, Gabriel Prosser, Dr.<br />

Mart<strong>in</strong> Luther K<strong>in</strong>g, Jr., and<br />

Rosa Parks. In nearly every<br />

<strong>in</strong>stance the narrative is narrowly<br />

offered, and skewed to<br />

heroics of Black men.<br />

Mrs. Rosa Parks is no exception.<br />

To read most history textbooks<br />

students have been fed<br />

fiction as to who Mrs. Parks<br />

was and how she came to be<br />

the Mother of the Modern Civil<br />

Rights Movement. I vividly<br />

remember learn<strong>in</strong>g the limited<br />

lesson that Mrs. Parks was a<br />

“poor seamstress who was simply<br />

too tired to move to the<br />

back of the bus”, as racially segregated<br />

laws required <strong>in</strong> most<br />

American cities, from 1896<br />

(Plessy v. Ferguson Supreme<br />

Court case) to 1954 (Brown v.<br />

Board of Education court case).<br />

In reality, Mrs. Parks was no<br />

“shr<strong>in</strong>k<strong>in</strong>g violet” <strong>in</strong> response<br />

to racial segregation. First, Rosa<br />

Parks sought to attend, and completed<br />

college at the Philander<br />

School, which was a tra<strong>in</strong><strong>in</strong>g<br />

ground for activists who wanted<br />

to challenge “Jim Crow”<br />

laws. Secondly, after f<strong>in</strong>ish<strong>in</strong>g<br />

her studies, Mrs. Parks returned<br />

Meanwhile, <strong>in</strong> the aftermath<br />

of the eviction, the owners of<br />

bus<strong>in</strong>esses that l<strong>in</strong>e either side<br />

of Degnan Boulevard — commonly<br />

referred to as Leimert<br />

Park Village — are com<strong>in</strong>g to<br />

terms with the f<strong>in</strong>ancial and<br />

cultural implications of the<br />

departure of a popular gather<strong>in</strong>g<br />

place.<br />

One such bus<strong>in</strong>ess owner is<br />

Sika — his adopted Ghanian<br />

name — whose namesake store<br />

sells African jewelry, art, sculptures<br />

and fashion. Speak<strong>in</strong>g <strong>in</strong><br />

general terms about what he<br />

sees as the transactional relationship<br />

between landlords and<br />

tenants, “at the end of the day, if<br />

you don’t pay your rent, you’re<br />

go<strong>in</strong>g to be evicted,” said Sika,<br />

70, who has operated the bus<strong>in</strong>ess<br />

for the last 20 years.<br />

All told, Sika pa<strong>in</strong>ted a bleak<br />

f<strong>in</strong>ancial picture for the area<br />

that may get worse without the<br />

anchor of the renowned cultural<br />

center. “On my side, we’ve<br />

got about 20 stores, but only<br />

to her home of Montgomery,<br />

Alabama and immediately challenged<br />

the racist vot<strong>in</strong>g laws of<br />

Alabama by apply<strong>in</strong>g for the<br />

right to vote. In 1943 and 1944,<br />

Rosa Parks was told she failed<br />

the vot<strong>in</strong>g exam<strong>in</strong>ation. In 1945,<br />

Mrs. Parks not only memorized<br />

the questions, but the answers<br />

to the exam repeated them to<br />

vot<strong>in</strong>g officials. As a result, she<br />

passed and was granted her right<br />

to vote <strong>in</strong> Alabama — 20-years<br />

before African-Americans could<br />

vote via the 1965 Vot<strong>in</strong>g Rights<br />

Act; and 10 years prior to the<br />

Montgomery Bus Boycott.<br />

Moreover, Mrs. Parks <strong>in</strong>tentionally<br />

chose to be a part of<br />

history. Rosa Parks was elected<br />

to serve as the Secretary of<br />

the Montgomery Chapter of the<br />

NAACP. As such, she regularly<br />

met with Attorney Fred Gray<br />

(lawyer to Dr. Mart<strong>in</strong> Luther<br />

K<strong>in</strong>g, Jr.) to strategize on challeng<strong>in</strong>g<br />

racist laws. In fact,<br />

James Blake, the bus driver on<br />

whose bus Mrs. Parks refused<br />

to move was well known with<strong>in</strong><br />

the Black community of<br />

Montgomery as a virulent racist,<br />

who regularly verbally <strong>in</strong>sulted<br />

African-Americans, particularly<br />

Black women. Rosa Parks<br />

deliberately chose the exact<br />

bus and the date (December<br />

1, 1955) to enter the annals of<br />

world history.<br />

died <strong>in</strong> 1992.<br />

We realize you love your sister<br />

dearly, but let go — we’re try<strong>in</strong>g<br />

to build a neighborhood here.<br />

It’s a beauty salon … the equipment<br />

<strong>in</strong> there is [outdated].<br />

Los Angeles Urban Policy<br />

Roundtable founder Earl Ofari<br />

Hutch<strong>in</strong>son, whose group has<br />

held its meet<strong>in</strong>gs at the former<br />

cultural center for the past four<br />

years, lamented its pass<strong>in</strong>g.<br />

“I th<strong>in</strong>k the clos<strong>in</strong>g of Lucy<br />

Florence is a major loss to the<br />

community for two reasons,”<br />

he said. “Firstly, when you look<br />

at Leimert Park, we have struggl<strong>in</strong>g<br />

bus<strong>in</strong>esses there and that<br />

was an anchor with the roundtables,<br />

the political, social and<br />

cultural events … the plays and<br />

musicals … were all a major<br />

draw.<br />

However, one major role Mrs.<br />

Parks played <strong>in</strong> history has not<br />

been sufficiently revealed until<br />

recently <strong>in</strong> the form of the book,<br />

“The Dark End of the Street,”<br />

(2010) by Danielle McGuire.<br />

Due, <strong>in</strong> part, to male dom<strong>in</strong>ated<br />

civil rights historians the role<br />

of Black women has usually<br />

been relegated to secondary status.<br />

In her book, Ms. McGuire<br />

exposes wide-spread cases of<br />

rape by White men of Black<br />

women, few of which went<br />

to trial, and despicably even<br />

less resulted <strong>in</strong> conviction. All-<br />

White juries from 1896 to well<br />

<strong>in</strong>to the 1960’s simply refused<br />

to honor justice and convict<br />

Whites of crimes aga<strong>in</strong>st Blacks<br />

(Let me not mention the “legal”<br />

rape of Black women by White<br />

“Found<strong>in</strong>g Fathers” such as<br />

Wash<strong>in</strong>gton, Jefferson, Frankl<strong>in</strong>,<br />

and others).<br />

In one particular case <strong>in</strong><br />

1944 a young, married African-<br />

American woman named Mrs.<br />

Recy Taylor was walk<strong>in</strong>g home<br />

from church with family members<br />

on a dark road when a<br />

car full of White men slowly<br />

passed and returned. At gunpo<strong>in</strong>t,<br />

Mrs. Taylor was taken<br />

and gang raped by 6 of the<br />

7 men. Like countless Black<br />

women raped by White men<br />

prior to the 1960s, Mrs. Taylor<br />

was let go by her captors and<br />

“It was not just an African-<br />

American owned social and<br />

cultural bus<strong>in</strong>ess, but also <strong>in</strong>ternationally<br />

known and people<br />

came from all over. Secondly,<br />

we’re los<strong>in</strong>g so many of our<br />

<strong>in</strong>stitutions … Black-owned<br />

and Black-managed <strong>in</strong>stitutions.<br />

You see it <strong>in</strong> the arts, <strong>in</strong> bus<strong>in</strong>ess<br />

and so many places.”<br />

In terms of the economic<br />

implications of Lucy Florence’s<br />

departure, Hutch<strong>in</strong>son doesn’t<br />

believe it is a death knell for the<br />

village, but predicted that it will<br />

have a “damag<strong>in</strong>g” effect.<br />

“It brought so many people<br />

<strong>in</strong>to the area,” he said, “and<br />

many of them stayed around<br />

and shopped at some of the<br />

other bus<strong>in</strong>esses and <strong>in</strong>tegrated<br />

themselves <strong>in</strong>to the social and<br />

cultural life of Leimert Park.”<br />

Activist Najee Ali, who was<br />

recently released from prison<br />

and was welcomed home with<br />

a celebration held at Lucy<br />

Florence, called it a “cornerstone<br />

of the village” and called<br />

on African-Americans to support<br />

their own bus<strong>in</strong>esses. “It<br />

was one of the most important<br />

bus<strong>in</strong>esses, along with Eso Won<br />

Books, that actually drew peo-<br />

threatened by death if she told.<br />

Unlike most, she immediately<br />

and courageously told her family<br />

and the National Association<br />

for the Advancement of Colored<br />

People (NAACP).<br />

Mrs. Parks was assigned by<br />

the NAACP to <strong>in</strong>vestigate the<br />

rape case and organized a portion<br />

of the Black community to<br />

call for the rapists to stand trial.<br />

She won the battle of br<strong>in</strong>g<strong>in</strong>g<br />

the men to court twice,<br />

but all-White juries never convicted<br />

the rapists. Nonetheless,<br />

Mrs. Parks’ organiz<strong>in</strong>g skills<br />

and activism led to a network<br />

of community organizers upon<br />

which the historic Montgomery<br />

Bus Boycott was successful.<br />

Who knew?<br />

Actually, many historians<br />

knew of Mrs. Parks’ work on the<br />

Recy Taylor case but decl<strong>in</strong>ed<br />

to write about such due to the<br />

violence of rape, and the need<br />

to first dismantle racial segregation<br />

via federal legislation such<br />

as the 1964 Civil Rights Act;<br />

the 1965 Vot<strong>in</strong>g Rights Act; and<br />

the 1968 Fair Hous<strong>in</strong>g Act.<br />

America cannot move<br />

“beyond race” until our nation<br />

moves <strong>in</strong>to a frank discussion<br />

of the last<strong>in</strong>g effects of the false<br />

notion of White supremacy.<br />

Association, agreed.<br />

“I feel that every bus<strong>in</strong>ess that<br />

comes here is a plus and every<br />

one that leaves is a negative,”<br />

said Hendrix. “It will have a<br />

ripple effect on the community<br />

and that’s not healthy. We need<br />

more bus<strong>in</strong>esses here to br<strong>in</strong>g <strong>in</strong><br />

the people. We especially need<br />

more restaurants, but it’s difficult<br />

for them to make it here,<br />

because people with money<br />

don’t come <strong>in</strong>to this area.”<br />

Hendrix revealed that she<br />

tried to conv<strong>in</strong>ce the owner of<br />

Inglewood’s popular Dulan’s<br />

Soul Food Kitchen to open <strong>in</strong><br />

the village.<br />

“He said it would be too hard,”<br />

said Hendrix, “and there’s not<br />

enough foot traffic.”<br />

“This nonpartisan legislation is <strong>in</strong>tended to promote two outcomes: the registration and hopefully,<br />

the participation <strong>in</strong> government of eligible voters. It is estimated that more than one million people <strong>in</strong><br />

Los Angeles County are eligible to vote but are not registered to do so, and hav<strong>in</strong>g an onl<strong>in</strong>e process<br />

would be an important means of encourag<strong>in</strong>g these citizens to vote. Onl<strong>in</strong>e vot<strong>in</strong>g is an environmentally<br />

responsible process; it would save the County significant amounts of money by reduc<strong>in</strong>g the process<strong>in</strong>g<br />

of paper-based voter registration forms. But most importantly, it has the potential to <strong>in</strong>vigorate<br />

participation <strong>in</strong> our democracy.” — Supervisor Mark Ridley-Thomas, expla<strong>in</strong><strong>in</strong>g his work to urge<br />

his colleagues to state legislation to authoriz<strong>in</strong>g counties to develop electronic voter registration<br />

systems. Under the bill, eligible voters would be able to electronically submit an affidavit of voter<br />

registration on an official county web site, provided the county <strong>in</strong> which the <strong>in</strong>dividual resides has<br />

opted to comply with specified provisions. The bill does not amend or alter exist<strong>in</strong>g criteria for<br />

voter eligibility. Voters would still be required to have a valid California driver’s license or state<br />

identification card and reside <strong>in</strong> the county <strong>in</strong> order to electronically register and vote onl<strong>in</strong>e.<br />

FOOTBALL COACHES MEET — This weekend looms large<br />

for football and the African-Americans who love it: The Urban<br />

Football Coaches Association is com<strong>in</strong>g to town and br<strong>in</strong>g<strong>in</strong>g with<br />

it legendary Black football coaches, chief among whom is John<br />

Wooten, who is considered the architect of the NFL’s Rooney Rule<br />

that requires teams to <strong>in</strong>terview m<strong>in</strong>ority candidates for head coach<strong>in</strong>g<br />

and senior football operations opportunities. The 74-year-old<br />

Wooten, who is constantly consulted on who <strong>in</strong> football should get<br />

what job, now serves as chairman of the Fritz Pollard Alliance, an<br />

organization that advocates for racial diversity <strong>in</strong> sports. (Frederick<br />

“Fritz” Pollard was the first Black NFL coach. He coached the<br />

Akron Pros <strong>in</strong> 1921.) Two full days of activities have been planned<br />

for the association’s 20th anniversary observance here, start<strong>in</strong>g with<br />

honors generated by Councilman Herb Wesson at Friday morn<strong>in</strong>g’s<br />

City Council meet<strong>in</strong>g, followed by a meet-and-greet at the Crenshaw<br />

Mall, then a reception Friday even<strong>in</strong>g <strong>in</strong> the Grammy Museum at<br />

LA Live, where Wooten will present awards to Dorsey High School<br />

graduate Hue Jackson, head coach of the Oakland Raiders, and to<br />

Juan Castillo, defensive coord<strong>in</strong>ator of the Philadelphia Eagles and<br />

the second highest rank<strong>in</strong>g Lat<strong>in</strong>o coach <strong>in</strong> the NFL.<br />

Saturday will be devoted to a day of NFL coaches’ cl<strong>in</strong>ics and<br />

NCAA workshops <strong>in</strong> the Marriott Hotel at LA Live and will feature<br />

Black NFL coaches Ron Pr<strong>in</strong>ce, Chris White, Greg Williams and<br />

Kirby Wilson, as well as Castillo. Black NCAA coaches from six<br />

schools will present workshops, <strong>in</strong>clud<strong>in</strong>g Mike Johnson, offensive<br />

coord<strong>in</strong>ator at UCLA.<br />

GOTCHA, CVS! — This is <strong>in</strong>terest<strong>in</strong>g. State Attorney General<br />

Kamala Harris announced that a settlement was obta<strong>in</strong>ed last<br />

month with the CVS drugstore cha<strong>in</strong> for its hav<strong>in</strong>g overcharged the<br />

state’s Medi-Cal program for prescription drugs. CVS is a monster.<br />

It has gobbled up every piece of retail property stand<strong>in</strong>g <strong>in</strong> some<br />

communities. Los Angeles is home to wall-to-wall CVS. Just <strong>in</strong><br />

my neighborhood, <strong>in</strong> one year CVS took over our landmark and<br />

very popular Long’s Drugstore, which was older than I am; it took<br />

over Michael’s, our only and hence, very popular home decorat<strong>in</strong>g<br />

store, which was almost as old as I am and it took over the Border’s<br />

Bookstore, which was where I bought all my books and stuff! And<br />

this is just <strong>in</strong> my little neck-of-the-woods and does not <strong>in</strong>clude<br />

the CVS that had already popped up on nearby streets. And they<br />

have the nerve to overcharge taxpayers for poor folks’ medic<strong>in</strong>e! I<br />

never go to any CVS for anyth<strong>in</strong>g; the sight of them makes me sick<br />

because I hate them. But I digress.<br />

Our wonderful Kamala Harris said CVS will reimburse California<br />

more than $1.76 million as part of a $17.5 million settlement with<br />

the U.S. Department of Justice and n<strong>in</strong>e other states. “CVS chose<br />

to short-change taxpayers and underm<strong>in</strong>e our health care safety net<br />

with these actions. We are all better off now that this deception has<br />

been uncovered,” Harris said. She ought to shut them down. They’re<br />

evil and they’re tak<strong>in</strong>g over the planet.<br />

STATE BUSINESS — Assemblyman Steve Bradford’s bill<br />

to reduce recidivism, AB 1384, passed out of the Assembly<br />

Appropriations Committee this week. The bill would allow the<br />

courts discretion to expunge misdemeanor convictions where a<br />

person has not been sentenced to probation. Bradford feels his bill<br />

would provide an <strong>in</strong>centive for people convicted of low-level misdemeanors<br />

to stay out of the crim<strong>in</strong>al justice system by giv<strong>in</strong>g them<br />

the opportunity to f<strong>in</strong>d work and hous<strong>in</strong>g and re<strong>in</strong>tegrate <strong>in</strong>to society.<br />

Assembly Speaker John Perez has reappo<strong>in</strong>ted William A.<br />

Burke, husband of retired Supervisor Yvonne Brathwaite Burke,<br />

to the California Coastal Commission <strong>in</strong> a seat he has held s<strong>in</strong>ce his<br />

first appo<strong>in</strong>tment to it <strong>in</strong> 2002. Burke’s new term will expire <strong>in</strong> May<br />

2015.<br />

COUNTY BUSINESS — On Tuesday, the Board of Supervisors<br />

passed a motion, <strong>in</strong>troduced by Supervisors Mark Ridley-Thomas<br />

and Don Knabe, support<strong>in</strong>g efforts to reform California’s redevelopment<br />

agency laws by strengthen<strong>in</strong>g their accountability for<br />

the production of low-to-moderate <strong>in</strong>come hous<strong>in</strong>g. The motion<br />

places the board <strong>in</strong> support of SB 450, sponsored by state Sen. Alan<br />

Lowenthal (D-Long Beach), which would, among other th<strong>in</strong>gs,<br />

require redevelopment agencies to spend at least 70 percent of lowto-moderate<br />

hous<strong>in</strong>g funds on production, rehabilitation or the preservation<br />

of hous<strong>in</strong>g for extremely low to low-<strong>in</strong>come households.<br />

“The motion also reaffirms the board’s commitment to improv<strong>in</strong>g<br />

the adm<strong>in</strong>istration of redevelopment agencies, as their wholesale<br />

elim<strong>in</strong>ation as proposed by the governor appears stalled <strong>in</strong> the<br />

Legislature,” Ridley-Thomas said.<br />

COMMUNITY BUSINESS — The Fix Expo Rail Campaign is<br />

hold<strong>in</strong>g an organiz<strong>in</strong>g meet<strong>in</strong>g Thursday, from 6:45 to 8:30 p.m., to<br />

get the community’s ducks <strong>in</strong> a row for next week’s confrontation<br />

with the MTA Board about the Crenshaw subway’s rema<strong>in</strong><strong>in</strong>g issues.<br />

The meet<strong>in</strong>g will be held <strong>in</strong> the U.S. Bank’s Community Room, on<br />

the corner of Crenshaw and Slauson, at which residents will be educated<br />

and energized about their demands that a Leimert Park Village<br />

Station be <strong>in</strong>cluded along the subway route and that the f<strong>in</strong>al mile of<br />

the subway be constructed underground. The decision on these two<br />

demands will be made by the MTA Board on May 26.<br />

African-American parents, students and activists are currently<br />

at odds with the Los Angeles Unified School District about reform<br />

plans under way at two schools with large numbers of Black students:<br />

Westchester High and Henry Clay Middle schools. People are<br />

particularly distressed about the school district’s proposed conversion<br />

of Westchester <strong>in</strong>to a full magnet school and about the LAUSD<br />

school board’s decision to turn Clay over to those Green Dot charter<br />

school system people. The Coalition for Black Student Equity will<br />

host a community meet<strong>in</strong>g Saturday with LAUSD Super<strong>in</strong>tendent<br />

John Deasy to address concerns about the future of these two<br />

schools and district plans to <strong>in</strong>crease Black student achievement <strong>in</strong><br />

the public schools. The meet<strong>in</strong>g will be held at Southside Bethel<br />

Baptist Church, 10400 S. San Pedro Ave. beg<strong>in</strong>n<strong>in</strong>g at 10 a.m.<br />

It seems Fran Jemmott, the renegade president of the embattled<br />

United Homeowners Association, resigned Monday, giv<strong>in</strong>g rise to<br />

the hope that the rest of the ousted UHA officers will go away too,<br />

that their various lawsuits will be settled and that this organization<br />

will function like it has some sense, for a change.<br />

NATE HOLDEN SEZ — “The developers want city taxpayers<br />

to float a $350 million bond to f<strong>in</strong>ance the construction of AEG’s<br />

downtown football stadium. Recently, I testified before the City<br />

Council’s ad hoc committee on the stadium and I asked the question:<br />

‘When would the developer advance f<strong>in</strong>ances to support the<br />

project?’ I got no answer. Instead, I was told that AEG would provide<br />

a ‘letter of credit,’ the same as it did for the construction of<br />

Staples Center. I raised questions about the legitimacy of AEG’s<br />

letter of credit at that time and I still have questions. I tell you, the<br />

letter of credit is not worth the paper it’s written on. Initially, the<br />

city demanded and won a $76 million letter of credit to guarantee<br />

repayment of subsidies for Staples Center. I am ashamed to say that<br />

<strong>in</strong> April 2003, the City Council was <strong>in</strong>fluenced and pressured to<br />

resc<strong>in</strong>d the action requir<strong>in</strong>g the letter of credit and they let AEG off<br />

the hook. The proposal for Staples Center was shameful then and<br />

the proposal for Farmer’s Field is shameful now. Ultimately, the<br />

taxpayers would be responsible for pay<strong>in</strong>g the $350 million bond;<br />

therefore, they should have a say <strong>in</strong> it and should have the right to<br />

vote on it.”

‘It was special — like<br />

gett<strong>in</strong>g the band back together’<br />

As far as R-rated ensemble<br />

comedy hij<strong>in</strong>ks are<br />

concerned, the cast of<br />

“Bridesmaids,” led by Kristen<br />

Wiig and Maya Rudolph, can<br />

give the normally male denizens<br />

of the genre a run for their<br />

money. Wiig, who co-wrote the<br />

movie with Annie Mumolo,<br />

plays a lovelorn maid of honor<br />

whose world unravels as she<br />

prepares to celebrate a longawaited<br />

day <strong>in</strong> the life of her<br />

best friend (Rudolph). Jo<strong>in</strong><strong>in</strong>g<br />

<strong>in</strong> the fun is a talented group of<br />

comic performers that <strong>in</strong>cludes<br />

Rose Byrne (“Get Him to the<br />

Greek”), Wendi McClendon-<br />

Covey (“Reno 911!”), Ellie<br />

Kemper (“The Office”) and<br />

Melissa McCarthy (“Mike &<br />

Molly”). But they did have a<br />

little help from the boys <strong>in</strong> the<br />

shape of renowned comedy<br />

impresario Judd Apatow, and<br />

the film was directed by Paul<br />

Feig, creator of the TV cult hit,<br />

“Freaks and Geeks.” Although,<br />

the jokes are fast and funny,<br />

there is an emotional undercurrent<br />

that keeps audiences<br />

<strong>in</strong>vested <strong>in</strong> what happens to<br />

the central characters. In other<br />

words, the women have great<br />

chemistry — which was only<br />

enhanced by their shared history.<br />

For <strong>in</strong>stance, Wiig, Mumolo,<br />

McCarthy and Rudolph are all<br />

former members of L.A. improv<br />

troupe The Groundl<strong>in</strong>gs, with<br />

Wiig and Rudolph go<strong>in</strong>g on<br />

to become regular players on<br />

recent conversation with L.A.<br />

enterta<strong>in</strong>ment journalists, Wiig,<br />

Rudolph and Apatow recalled<br />

the fun — and sometimes gross<br />

— process of mak<strong>in</strong>g a film that<br />

some observers have said could<br />

def<strong>in</strong>e a new genre of comedy<br />

— the “womance.”<br />

Did you th<strong>in</strong>k about chang<strong>in</strong>g<br />

the title to appeal more to<br />

men?<br />

Wiig: We were go<strong>in</strong>g to call<br />

it “Boobs and Guns.” But, no<br />

really we had a hard time with<br />

the title to be honest. Orig<strong>in</strong>ally,<br />

it was called “Maid of Honor.”<br />

Apatow: I actually had a<br />

friend who was also com<strong>in</strong>g out<br />

with a romantic comedy about<br />

bridesmaids and he wanted to<br />

call his movie “Maid of Honor.”<br />

He called and asked if it would<br />

be OK for him to use the title. I<br />

said, “You can’t do that, because<br />

that’s what we’re go<strong>in</strong>g with.”<br />

So he called his movie “Made<br />

of Honor.”<br />

There’s a particularly gross<br />

scene after the bridesmaids<br />

get food poison<strong>in</strong>g. Did you<br />

feel bad about putt<strong>in</strong>g them<br />

through that?<br />

Wiig: I guess when they were<br />

puk<strong>in</strong>g on each others hair I<br />

did feel bad, but they actually<br />

liked it. And I really made them<br />

throw up — it was real vomit.<br />

Rudolph: Professionally,<br />

I’ve done a lot of fake barf<strong>in</strong>g<br />

<strong>in</strong> my time ... I’ve put a lot of<br />

room temperature corn chowder<br />

<strong>in</strong> my mouth. It’s sort of my<br />

go to.<br />

Have you had any real wedd<strong>in</strong>g<br />

nightmares?<br />

Wiig: Oh, you’re go<strong>in</strong>g to be<br />

so disappo<strong>in</strong>ted at my answer.<br />

I haven’t really had any crazy<br />

wedd<strong>in</strong>g experiences. The closest<br />

th<strong>in</strong>g is more like the friendship<br />

stuff; the people <strong>in</strong> your life<br />

who you feel are mov<strong>in</strong>g on and<br />

hav<strong>in</strong>g this normal life … cars,<br />

houses and babies and stuff.<br />

And you th<strong>in</strong>k what’s wrong<br />

with me, I’m an actor go<strong>in</strong>g on<br />

auditions and hav<strong>in</strong>g odd jobs<br />

<strong>in</strong>to my late 20s and early 30s.<br />

My friends are very supportive,<br />

but I don’t back home.<br />

What was it like work<strong>in</strong>g on<br />

a project with so much shared<br />

history?<br />

Rudolph: It was special, like<br />

gett<strong>in</strong>g the band back together.<br />

When you know the people<br />

you’re go<strong>in</strong>g to be play<strong>in</strong>g with<br />

it’s so much fun. It’s like hav<strong>in</strong>g<br />

a delicious meal ... you<br />

know what your friends can do,<br />

and when you’re improvis<strong>in</strong>g as<br />

part of an ensemble that is what<br />

real sketch comedy is all about.<br />

Wiig: I’ve known Annie for<br />

such a long time from when we<br />

started writ<strong>in</strong>g together <strong>in</strong> The<br />

Groundl<strong>in</strong>gs. It’s never been<br />

work, it’s always been fun. We<br />

worked on the script for four<br />

and a half years and we’ve<br />

never gotten <strong>in</strong>to a fight.<br />

the Dorsey High School baseball<br />

team through one Tuesday<br />

night and the result was a critical<br />

come-from-beh<strong>in</strong>d 11-6 victory<br />

over West Adams Prep at Roybal<br />

L.C.<br />

The victory enabled the Dons<br />

(10-6, 7-4) to move <strong>in</strong>to a thirdplace<br />

tie with West Adams (12-5,<br />

7-4) <strong>in</strong> the Coliseum League race.<br />

With a playoff berth at stake, the<br />

two teams close the regular season<br />

aga<strong>in</strong>st each other at 6 p.m.<br />

Thursday at West Adams.<br />

Dorsey can thank the slick<br />

glove work and clutch hitt<strong>in</strong>g of<br />

Smith for putt<strong>in</strong>g them <strong>in</strong> that position.<br />

It was his two-run double that<br />

broke a 6-6 tie and sparked a sixrun<br />

Earlier, he had turned what appeared<br />

Smith, who was 2-for-5 and<br />

scored two runs, said he lives for<br />

the big moments.<br />

“I love the clutch and as a senior<br />

I’d rather the game came<br />

down to me,” he said. “W<strong>in</strong> or<br />

lose it’s my fault. That way the<br />

younger ones, the underclassmen,<br />

can see how to react <strong>in</strong> that<br />

situation.”<br />

He felt he had a role to play<br />

when the team fell beh<strong>in</strong>d right<br />

off the bat.<br />

“I told them to keep it together,<br />

to stay strong, stay focused, and<br />

not let the little errors mess us<br />

up,” he said.<br />

One of the younger players<br />

who did come through for the<br />

Dons was freshman David Lamas,<br />

who had to take over on the<br />

mound <strong>in</strong> the second <strong>in</strong>n<strong>in</strong>g after<br />

Deiondre Nelson struggled.<br />

He would shut out the Panthers<br />

the rest of the way, allow<strong>in</strong>g only<br />

fi ve hits, while strik<strong>in</strong>g out four<br />

and walk<strong>in</strong>g none. Lamas, who<br />

started the game at third base,<br />

went 2-for-3 with an RBI and<br />

three runs scored.<br />

for the Crenshaw High School<br />

baseball, its brother battery<br />

showed there is much to look<br />

forward to <strong>in</strong> the future.<br />

Sophomore pitcher Edgar Resendez,<br />

throw<strong>in</strong>g to his freshman<br />

brother, Oscar, pitched six <strong>in</strong>n<strong>in</strong>gs<br />

of seven-hit ball <strong>in</strong> help<strong>in</strong>g<br />

the Cougars defeat Fremont,<br />

11-5 Tuesday at Athens Park and<br />

keep their title hopes alive.<br />

A Crenshaw victory Thursday<br />

at home aga<strong>in</strong>st Fremont would<br />

give the Cougars (9-3, 8-3) a<br />

share of the league championship<br />

with Locke, which concluded its<br />

regular season last week. The<br />

Cougars will throw ace Keymon<br />

Thomas at the Pathfi nders Thursday.<br />

They did well enough with<br />

their number two pitcher Resendez<br />

(2-0), who needed only 81<br />

pitches to dispatch the Pathfi nders<br />

(7-13, 3-8).<br />

“I just tried to throw the ball<br />

right over the plate and strike<br />

guys out,” said Resendez, who<br />

struck out six. “I just wanted to<br />

fi nish off the batters.”<br />

He admitted it was nice throw-<br />

<strong>in</strong>g to his brother, who also contributed<br />

an RBI-s<strong>in</strong>gle.<br />

“S<strong>in</strong>ce I was a little kid, I’ve<br />

always thrown to him,” he said.<br />

“I thought Edgar did a good<br />

job today,” Crenshaw coach Art<br />

Burke said.<br />

Crenshaw managed only n<strong>in</strong>e<br />

hits, but was aided by six Fremont<br />

errors, four dur<strong>in</strong>g a fourrun<br />

third <strong>in</strong>n<strong>in</strong>g <strong>in</strong> which the<br />

Cougars did not get a hit.<br />

“It seems like we always have<br />

that k<strong>in</strong>d of <strong>in</strong>n<strong>in</strong>g,” Fremont<br />

coach Curtis Johnson said. “Until<br />

that po<strong>in</strong>t we were do<strong>in</strong>g pretty<br />

well.”<br />

Silvestre Qu<strong>in</strong>tanilla, who<br />

went 2-for-4 with two RBIs, was<br />

the lone Cougar with more than<br />

one hit.<br />

of a relatively young Centennial<br />

High School baseball team.<br />

Not only is the center fi elder<br />

try<strong>in</strong>g to help the Apaches w<strong>in</strong><br />

games <strong>in</strong> the competitive Pioneer<br />

League, but is also audition<strong>in</strong>g<br />

for the major league scouts that<br />

regularly show up at his games.<br />

The w<strong>in</strong>s have been far and<br />

few between for the Compton<br />

school that is 4-15 overall and<br />

1-6 <strong>in</strong> league follow<strong>in</strong>g Friday’s<br />

13-2 loss to South Torrance at the<br />

MLB Urban Youth Academy.<br />

Henry had his moments, driv-<br />

<strong>in</strong>g <strong>in</strong> one of the two runs with a<br />

third-<strong>in</strong>n<strong>in</strong>g s<strong>in</strong>gle and also mak-<br />

<strong>in</strong>g a great runn<strong>in</strong>g catch despite<br />

collid<strong>in</strong>g with the right fi elder.<br />

“Desmond has tried to carry<br />

the team and he’s a great base-<br />

ball player, but he needs help,”<br />

Centennial coach Gerald Pick-<br />

ens said. “He has no support.”<br />

Henry is hitt<strong>in</strong>g over .300 and<br />

has nearly 40 stolen bases, but<br />

Pickens feels his star could be<br />

do<strong>in</strong>g even better. Pickens cites<br />

Henry’s tendency to sw<strong>in</strong>g for<br />

the fences, rather than rely more<br />

on his speed.<br />

It’s that speed on the basepaths<br />

and <strong>in</strong> the fi eld is what scouts<br />

are really enamored with, any-<br />

way, accord<strong>in</strong>g to the Centennial<br />

coach.<br />

Try<strong>in</strong>g to hit home runs “has<br />

affected his batt<strong>in</strong>g. He’s had a<br />

so-so season because he is try<strong>in</strong>g<br />

to do too much.<br />

“But defensively, he’s awe-<br />

some. One scout told me that (the<br />

one <strong>in</strong> which he collided with a<br />

teammate) was the best catch by<br />

he’s seen made by a high school<br />

player this year and he got <strong>in</strong>-<br />

jured on the play runn<strong>in</strong>g <strong>in</strong>to<br />

the right fi elder (Henry, by the<br />

way, did call for the ball).”<br />

In recent years, Andrew Tous-<br />

sa<strong>in</strong>t and Chris Smith have come<br />

out of the Centennial program to<br />

play professional baseball.<br />

Henry could be the next.<br />

“He should have a great base-<br />

ball career,” Pickens said. “The<br />

scouts like him, especially the<br />

way he deals with adversity. And<br />

that’s someth<strong>in</strong>g he’ll have to do.<br />

He can hit, plus he has the speed<br />

and he’s great with the glove.”<br />

The future for Centennial was<br />

also on display Friday.<br />

is a right-lean<strong>in</strong>g group of bus<strong>in</strong>ess<br />

people who are anathema<br />

to my progressive agenda and I<br />

usually dislike the people they<br />

support. However, this time they<br />

got it right. This time they convened<br />

at the West<strong>in</strong> Bonaventure<br />

Hotel and honored a man who<br />

was born and raised to lead the<br />

life he does: Keep<strong>in</strong>g the peace<br />

and help<strong>in</strong>g people — the lowliest<br />

and most abject of our people:<br />

the victims of life, the homeless,<br />

the derelict, the physically and<br />

mentally ill, the substance abusers,<br />

the “copeless” and hopeless<br />

and absolute “have-nots” among<br />

us.<br />

Wendell Blass<strong>in</strong>game said he’s<br />

been on Skid Row for almost 12<br />

years and that Joseph has made<br />

a tremendous difference <strong>in</strong> his<br />

neighborhood.<br />

Blass<strong>in</strong>game, who is an<br />

executive board member of<br />

the Downtown Neighborhood<br />

Council, said that <strong>in</strong> the 6-1/2<br />

years he’s known Joseph, “Skid<br />

Row is becom<strong>in</strong>g a community;<br />

a place where, regardless of your<br />

circumstances, you know you<br />

have the right to live with dignity.<br />

We respect Joseph. When<br />

he first came, we respected him<br />

as an officer, but now we respect<br />

him as a human be<strong>in</strong>g because he<br />

respects us as human be<strong>in</strong>gs.<br />

“I’ve seen a great change <strong>in</strong><br />

this area,” Blass<strong>in</strong>game cont<strong>in</strong>ued.<br />

“Before Joseph, there was<br />

no <strong>in</strong>teraction between the police<br />

and us. Their hands were tied.<br />

After all, two out of every three<br />

residents here are either on probation<br />

or on parole, so I suppose<br />

that statistic required a certa<strong>in</strong><br />

k<strong>in</strong>d of polic<strong>in</strong>g whenever an<br />

officer saw more than six Black<br />

men stand<strong>in</strong>g around. But Joseph<br />

took a different approach: He got<br />

out of his car and started walk<strong>in</strong>g<br />

down the street, not to make<br />

arrests necessarily, but to f<strong>in</strong>d out<br />

what you’re do<strong>in</strong>g, what’s go<strong>in</strong>g<br />

on and why you’re lay<strong>in</strong>g on the<br />

ground.<br />

“Joseph doesn’t like to see<br />

people ly<strong>in</strong>g on the ground,”<br />

Blass<strong>in</strong>game added. “His attitude<br />

is that if you’re ly<strong>in</strong>g on the<br />

ground, you must be sick and he<br />

and surround<strong>in</strong>g bus<strong>in</strong>esses that<br />

could provide mentorship and<br />

<strong>in</strong>ternships to high school students.<br />

Jobs and revenue could<br />

be created, she added, by attract<strong>in</strong>g<br />

major retailers, establish<strong>in</strong>g<br />

public/private partnerships that<br />

would fuel the local economy<br />

and encourage local shopp<strong>in</strong>g.<br />

Public safety — a huge concern<br />

among residents — could<br />

be enhanced, Calhoun said, by<br />

demand<strong>in</strong>g new standards and<br />

policies, <strong>in</strong>creas<strong>in</strong>g visibility<br />

and accountability among law<br />

enforcement officers and promot<strong>in</strong>g<br />

after-school and gang<br />

prevention programs.<br />

While Calhoun touts her<br />

accomplishments, record and list<br />

problems that result when they are unmet and I learned from my parents how best to mitigate<br />

those problems and fulfill some needs.”<br />

will do one of two th<strong>in</strong>gs: make<br />

you get up and get mov<strong>in</strong>g or<br />

get you medical attention. But<br />

make no mistake, Joseph will<br />

arrest you if you do someth<strong>in</strong>g<br />

wrong. He will either help you<br />

with your immediate problem<br />

or send you to jail, whichever<br />

you need. Joseph has zero tolerance<br />

for drugs and law-break<strong>in</strong>g,”<br />

Blass<strong>in</strong>game cont<strong>in</strong>ued. “A<br />

couple of years ago, he s<strong>in</strong>glehandedly<br />

took on and removed<br />

the three ma<strong>in</strong> drug dealers from<br />

our community — like he was<br />

the Lone Ranger,” Blass<strong>in</strong>game<br />

said.<br />

Joseph regularly drives through<br />

Skid Row <strong>in</strong> what residents call<br />

“Big Blue,” a huge mobile home<br />

from which he dispenses social<br />

service referrals of all k<strong>in</strong>d. He<br />

has developed several programs<br />

for the youth liv<strong>in</strong>g on Skid Row,<br />

<strong>in</strong>clud<strong>in</strong>g one called “Just Like<br />

U,” which is designed to keep<br />

youth out of gangs and away<br />

from the temptations of the street<br />

by br<strong>in</strong>g<strong>in</strong>g them <strong>in</strong> contact with<br />

fellow council members Lillie<br />

Dobson and Yvonne Arceneaux,<br />

Rep. Laura Richardson,<br />

Assemblyman Steve Bradford,<br />

state Sen. Rod Wright, and<br />

Compton Unified School District<br />

Board members Fred Easter and<br />

Margie Shipp, to name a few<br />

— Zurita is steady hitt<strong>in</strong>g the<br />

pavement.<br />

Dur<strong>in</strong>g her campaign, she has<br />

gone door-to-door speak<strong>in</strong>g to<br />

constituents, passed out literature<br />

and sent out mailers. But<br />

she has extended her reach by<br />

becom<strong>in</strong>g active on Facebook —<br />

where she encourages residents<br />

to vote and has posted a number<br />

of videos from supporters<br />

— and Twitter. She is endorsed<br />

by her mother, Compton Unified<br />

successful adults.<br />

He has also implemented the<br />

“Ladies Night” program to help<br />

women who live on the streets.<br />

“Ladies Night” activities <strong>in</strong>clude<br />

self-esteem-build<strong>in</strong>g, domestic<br />

violence sem<strong>in</strong>ars on the process<br />

and importance of report<strong>in</strong>g<br />

crimes committed aga<strong>in</strong>st<br />

them and the techniques of self<br />

defense.<br />

“It is a bless<strong>in</strong>g to know an<br />

officer like that,” Blass<strong>in</strong>game<br />

said.<br />

In addition to hav<strong>in</strong>g been designated<br />

a “Los Angeles Treasure”<br />

last month, Joseph was recently<br />

given the “Hero for Hope”<br />

Award for outstand<strong>in</strong>g community<br />

service by the Los Angeles<br />

Rescue Mission.<br />

LAPD Chief Charlie Beck,<br />

who participated <strong>in</strong> the Central<br />

Cities ceremony, said <strong>in</strong> an <strong>in</strong>terview:<br />

“Deon worked for me<br />

when I was the capta<strong>in</strong> at Central<br />

Station. He was one of my best<br />

senior lead officers and is an<br />

outstand<strong>in</strong>g <strong>in</strong>dividual. He really<br />

She is equally dissatisfied with<br />

the city’s high unemployment<br />

rate, ris<strong>in</strong>g utility bills and lack<br />

of services — tree trimm<strong>in</strong>g,<br />

pothole repairs and senior services.<br />

Accord<strong>in</strong>g to Zurita, the<br />

cares about the people of Skid<br />

Row and tries to help them.”<br />

But Joseph, the son of Milton<br />

and the late Margie Joseph,<br />

doesn’t know how to do anyth<strong>in</strong>g<br />

else. Dur<strong>in</strong>g their lifetime, his<br />

parents raised 41 foster children<br />

and he was <strong>in</strong> the house with 17<br />

of them.<br />

“I grew up help<strong>in</strong>g, and I had<br />

to share my parents’ love with<br />

a lot of people,” Joseph said.<br />

“I grew up deal<strong>in</strong>g with human<br />

needs and the problems that<br />

result when they are unmet and<br />

I learned from my parents how<br />

best to mitigate those problems<br />

and fulfill some needs.<br />

“I didn’t set out to become a<br />

police officer; I sort of backed<br />

<strong>in</strong>to it. I appreciate the honors<br />

bestowed upon me, but even<br />

without them, I must confess<br />

that what I do for a liv<strong>in</strong>g is the<br />

most fulfill<strong>in</strong>g th<strong>in</strong>g I’ve ever<br />

done and I can’t imag<strong>in</strong>e do<strong>in</strong>g<br />

anyth<strong>in</strong>g else.”<br />

services needed to improve residents’<br />

quality of life.<br />

“Dur<strong>in</strong>g these tough economic<br />

times we must be frugal with<br />

spend<strong>in</strong>g our tax dollars and cut<br />

out all the pet projects, like concerts<br />

and special events,” she<br />

said. “We have to cut down to<br />

a bare m<strong>in</strong>imum so that we can<br />

[reverse] the deficit and have<br />

basic services. … I will vote for<br />

what’s right — not what’s popular.<br />

I will br<strong>in</strong>g transparency,<br />

dignity and <strong>in</strong>tegrity back to our<br />

community.”<br />

Recogniz<strong>in</strong>g that the city is <strong>in</strong><br />

a deficit and that city employees<br />

jobs hang <strong>in</strong> the balance,<br />

Calhoun said there are more<br />

tough decisions ahead. “Before I<br />

even vote to lay off any employees,<br />

we are go<strong>in</strong>g to have to<br />

start with consultants,” she said.<br />

“Every time someth<strong>in</strong>g goes<br />

wrong, everybody wants to balance<br />

the budget on the backs of<br />

the people that do the job. So,<br />

it’s go<strong>in</strong>g to be tough. We need<br />

our unions to work with us; we<br />

need the unions to work together<br />

and build a coalition.”<br />

Audit f<strong>in</strong>ds hundreds<br />

of unused city phones<br />

“Nobody is m<strong>in</strong>d<strong>in</strong>g the store<br />

on the city’s cell phone usage,”<br />

she said.<br />

Her audit found 563 cell<br />

phones <strong>in</strong> the seven departments<br />

had not been used for two to<br />

three consecutive months but<br />

still cost the city about $46,000<br />

per month.<br />

The audit <strong>in</strong>cluded 13 recommendations<br />

rang<strong>in</strong>g from sett<strong>in</strong>g<br />

new rules for assign<strong>in</strong>g cell<br />

phones to giv<strong>in</strong>g employees only<br />

a set number of m<strong>in</strong>utes or textmessag<strong>in</strong>g<br />

per month. Greuel<br />

wants all cell phone contracts to<br />

Department of General Services<br />

and the Information Technology<br />

Agency.<br />

But Greuel said Cardenas’<br />

efforts do not go far enough.<br />

“It does not go to some of the<br />

largest users <strong>in</strong> the city of Los<br />

Angeles. It does not look at the<br />

option of stipends, and it does<br />

not look at the fact that we need<br />

know how many cell phones we<br />

have,” Greuel said, add<strong>in</strong>g that<br />

the city needed to reduce the<br />

number of cell phones.<br />

Kev<strong>in</strong> Crawford, the general<br />

manager of the city’s<br />

Information technology Agency,<br />

told the City Council last week<br />

his department is on track to cut<br />

its cell phone budget by 50 percent,<br />

while putt<strong>in</strong>g 50 percent<br />

more pre-paid cell phones <strong>in</strong> use<br />

and gett<strong>in</strong>g rid of pagers.<br />

Cardenas said a central authority<br />

would likely become a onesize<br />

fits all approach.<br />

“When it comes to creat<strong>in</strong>g<br />

a central authority, I th<strong>in</strong>k it’s<br />

probably just creat<strong>in</strong>g more<br />

bureaucracy than we need,”<br />

Cardenas said. “You should<br />

only get the type of policy that<br />

is specific to the user, where<br />

everybody who gets a cellphone<br />

is gett<strong>in</strong>g a contract that best fits<br />

them.”<br />

Cardenas said General<br />

Services and ITA now have<br />

bluepr<strong>in</strong>ts for cutt<strong>in</strong>g cell phone<br />

costs that can be passed on to<br />

other departments, <strong>in</strong>clud<strong>in</strong>g<br />

self-support<strong>in</strong>g departments<br />

such as the Department of Water<br />

and Power and Los Angeles<br />
