The purpose of it isto communicate with residents, promote local businesses,support agriculture, develop tourism and,most importantly, build community.In this issue, we learn about more shop local initiatives,we celebrate the great outdoors, and visitthe Croxalls. This will be the last issue with JakeMacAndrew, who has been involved as the OTRJournalism Student - we thank Jake and have enjoyedhis participation.Just a reminder, all the businesses, citizens andevents featured in OTR are done so on a pro-bonobasis. The Town loves the community, and OTR is oneway to re-invest. COUNCIL COUNCIL CORNER33Council opposes Main St. cannabis storeTax and water bill deferral; new telecommunication tower; Highway 48 vision on agendasGlenn Jackson, ContributorThis is a monthly column summarizing recentWhitchurch-Stouffville Council decisions.Subscribe to our eNewsletter for moredetailed information: eepurl.com/cKPNg9Cannabis Store Application Opposed.An application for a cannabis retail store hasbeen submitted to the Alcohol and GamingCommission of Ontario (AGCO) for 6134 MainStreet. The store is located on the north sidebetween Albert Street North and EdwardStreet.The location is within 100 metres of TinyBubbles Daycare at 6128 Main Street.Provincial regulations do not permitcannabis retail locations within 150 metresof a school as defined by the Education Act,however, daycare centres are regulated underthe Day Nurseries Act and therefore are notspecifically restricted from the prohibiteddistance separation.As outlined in a Report before Council onJanuary 19, staff is of the opinion that havinga cannabis retail store in such close proximityto a daycare is not acceptable.As a result, Council took immediate actionand will advise the AGCO that the Town doesnot support the application.The AGCO has final say in cannabis storeapplications in Ontario.Tax and Water Bill Due Dates. On January19, Council approved a COVID-19 deferralpolicy for water and tax bill relief. There isnow a 60-day grace period for upcomingtax and water payments to relieve propertyowners requiring financial support due to thepandemic.The grace period applies to any tax or waterbill with due dates between January 27 andJune 30. Property owners wishing to requestdeferral of payments for the bill due date ofJanuary 27 have until February 3 to make suchrequests providing payment has not alreadybeen made. All subsequent requests need tobe received at least one week in advance ofthe payment due date if payment has not beenmade during that application period.Requests can be made at townofws.ca/deferrals. However, submissions will alsobe accepted in writing or email to deferrals@townofws.ca. To apply, the applicant isABOVE: Corebridge’s vision for the northeast corner of Hoover Park Drive and Highway 48 includes a hotel,library, marketplace, conference center, innovation centre, live/work townhouses and apartment units.Collectively christened “Stouffville Commons,” this area was once contained within the Highway 48 VisioningStudy. Council elected to merge the study with two other land use policies on January 19.required to have account authority and mustindicate name, address of the property, the taxand/or water billing account number(s) and thenature of the financial burden.In addition, interest charges and penaltieswill be waived if payment of all outstandingamounts is received on or before the reviseddue date as outlined in the decision letterissued to the applicant.More information can be found at townofws.ca/deferralsCell Phone Tower Application.Atthe January 19 meeting, Council approvedFreedom Mobile to submit an application toerect a telecommunications tower at 5061Bethesda Road. The land is owned by the townand is the current site of the Operations Centre.Upon completion of the applicationprocess, a recommendation report will bebrought before Council to either direct staffto issue a letter of concurrence or a letter ofnon-concurrence to Innovation, Science andEconomic Development Canada.Highway 48 Development. At the January19 meeting, Council approved the re-scope ofthe Highway 48 Visioning Study.The Study, initiated early last year, looked atthe potential scenarios in which the Highway48 corridor south of Stouffville Road/MainStreet could be planned and developed.Late last year FLATO Developments, theprimary landowner in the area, were granteda Minister’s Zoning Order which would paveth eway for them to build an 1800-dwellingsubdivision on the land west of Highway 48near Walmart.As a result, the Visioning Study is no longerneeded. Council therefore approved themerging of the Study with two other land usepolicies: The Western Approach policy andthe Gateway policy, both of which overseedevelopment close to Highway 48.COUNCIL MEETINGS:Under the current COVID-19 situation, meetings are generally1 p.m. every other Tuesday via teleconference.
