»The Univer<strong>si</strong>ty of Ljub<strong>lj</strong>ana’s Faculty of Administration has a rich<br />

tradition in the field of undergraduate and postgraduate higher<br />

education, research work and international cooperation. Our aim is<br />

to produce high quality, well-qualified graduates equipped with<br />

excellent knowledge of administration, economics and information<br />

science, who are capable of making a use<strong>fu</strong>l contribution to the<br />

development of the public administration and the economy and<br />

competitive on the global labour market. Since today’s challenging<br />

circumstances not only demand superior knowledge of graduates<br />

but also require well-developed personal competences and<br />

international experience, the Faculty of Administration empha<strong>si</strong>ses<br />

the development of high quality, extra-curricular activities,<br />

practical work internships and international engagement via<br />

a range of international projects and events. We con<strong>si</strong>der that only<br />

by transferring knowledge and experience across borders can we<br />

provide our students with the latest in internationally-attested<br />

theoretical and practical knowledge.<br />

and develop the content of study programmes and ensure formal<br />

Europe-wide comparability through the recognised international<br />

accreditation procedures of the European Association for Public<br />

The Faculty of Administration is one of the Univer<strong>si</strong>ty of Ljub<strong>lj</strong>ana’s<br />

newest faculties, but it has a long history as an educational<br />

institution. Its work goes back to 1956 when it was founded as the<br />

College of Administration. In 1995 it became a higher education<br />

institution, and was renamed as the School of Public Administration.<br />

From 1997 the preparation of modern new study programmes on<br />

a level comparable to <strong>uni</strong>ver<strong>si</strong>ties around Europe gave increa<strong>si</strong>ng<br />

impetus to the idea of granting the School of Public Administration<br />

<strong>fu</strong>ll faculty status.<br />

Development of the Faculty of Administration International accreditation<br />

In 2003, by amending the Order on the Transformation of the<br />

Univer<strong>si</strong>ty of Ljub<strong>lj</strong>ana, the Slovenian parliament completed the<br />

process of changing the status of higher education schools, and<br />

on 5 April 2003 the School of Public Administration officially became<br />

the Faculty of Administration.<br />

Today the Faculty implements its mis<strong>si</strong>on in the field of higher<br />

education in administration science, academic research, development<br />

and consultancy work, supplementary profes<strong>si</strong>onal training for civil<br />

servants and international cooperation with <strong>si</strong>milar educational and<br />

research institutes. The focus of the Faculty of Administration’s work<br />

includes the development of these areas:<br />

• the legal organisation and development of the public sector,<br />

• public sector organisation,<br />

• public sector economics,<br />

• public finance,<br />

• public sector management,<br />

• informatisation of the public sector and the development of<br />

e-government.<br />

Study programmes in Administration at the Faculty<br />

of Administration meet the criteria defined by the<br />

demanding quality standards of the EAPAA (European<br />

Association for Public Administration Accreditation).<br />

The EAPAA international accreditation ensures the quality<br />

of the teaching programmes and comparability on the<br />

European level.<br />

Scientific Research<br />

There is a rich tradition of research at the Faculty of<br />

Administration, and it plays an important role in reali<strong>si</strong>ng the<br />

Faculty’s objectives. The Faculty has three institutes in which<br />

researchers and specialist as<strong>si</strong>stants engage in teamwork<br />

in an expressly interdisciplinary manner across three areas<br />

of administration science: economics, administrative law<br />

and organisation and informatics. They work on developing<br />

systemic solutions for administration, which is transferred into<br />

the Faculty’s teaching and consultancy work. Our staff also<br />

collaborate closely with foreign researchers and postgraduate<br />

students in research projects and programmes. The results of their<br />

work are presented at monthly research forums held at the Faculty<br />

of Administration and at Slovenian and international conferences.<br />

International cooperation at the Faculty of Administration is<br />

also very well-developed and enjoys a long-standing tradition.<br />

The Faculty is actively included in international research and<br />

education space via numerous bilateral and multilateral links. For<br />

a number of years it has been involved in international academic<br />

cooperation, including exchanges of students, teaching and research<br />

staff, cooperation on project work, research programmes, publishing<br />

and organi<strong>si</strong>ng academic and profes<strong>si</strong>onal meetings. We con<strong>si</strong>der<br />

that it is only by ensuring the flow of knowledge across borders<br />

that we can provide our teaching staff and students with the latest<br />

theoretical and practical knowledge and retain our competitiveness<br />

within Europe as a whole.<br />

International cooperation at the Faculty of Administration takes<br />

place in the following forms:<br />

• organi<strong>si</strong>ng round-table discus<strong>si</strong>ons, workshops and conferences<br />

involving international cooperation.<br />

The Centre for the Development of Pedagogic Excellence<br />

(CDPE) is focused on total quality systems with a focus on<br />

the development of study programmes, the implementation<br />

of pedagogic processes and competence development for<br />

teaching staff, students and graduates. The CDPE regularly<br />

monitors and assesses teaching processes, programmes<br />

and participants in these processes and plans and proposes<br />

improvements. The CDPE’s other work is focused on <strong>fu</strong>lltime,<br />

part-time and postgraduate programmes to provide<br />

additional competitive advantages to graduates. The centre<br />

also develops practical work internships and has put in place<br />

tutoring for students and teaching staff for the first and<br />

second cycle.<br />

Our aim is highly employable graduates. Centre for the Development of Pedagogic Excellence<br />

It is developing different forms of careers advice (profes<strong>si</strong>onal<br />

vi<strong>si</strong>ts to administrative institutions, student conference<br />

presenting top graduates to employers, careers workshops,<br />

competence analyses included in programmes and promotion<br />

of graduate employability), and also as<strong>si</strong>sts students with<br />

disabilities, and organi<strong>si</strong>ng extra-curricular intellectual,<br />

cultural and sporting events, and works hard within the<br />

Faculty of Administration’s Alumni Association.<br />

Alumni Association<br />

The Faculty of Administration Alumni Association brings together<br />

graduates from various generations from all the Faculty’s<br />

undergraduate and postgraduate courses. The association allows<br />

graduates to develop their knowledge and experience, regularly<br />

sharing experiences with colleagues and cooperating with the<br />

Faculty in various fields. This supports people’s personal and<br />

profes<strong>si</strong>onal development and promotes administrative knowledge<br />

and achievements of the association’s members. It also works<br />

to enhance the reputation of the profes<strong>si</strong>on and the education<br />

provided by the Faculty of Administration.<br />

Consulting & Training Centre<br />

The Consulting & Training Centre trains public employees around<br />

Slovenia, and organises custom made seminars and workshops<br />

for groups from Slovenia and abroad. It organises consultations,<br />

sympo<strong>si</strong>ums and meetings and prepares material for educational<br />

programmes.<br />

Every year – usually the final week of September – the centre<br />

cooperates in organi<strong>si</strong>ng and running an international sympo<strong>si</strong>um,<br />

the Slovenian Administration Conference. It also provides<br />

profes<strong>si</strong>onal legal opinions and offers as<strong>si</strong>stance in the tax<br />

consultation field. The Consulting & Training Centre also organises<br />

the General Administrative Procedure Act Examinations.<br />

Publishing<br />

The Faculty’s own publishing <strong>uni</strong>t issues academic and profes<strong>si</strong>onal<br />

works by Slovenian and foreign authors in the field of pedagogical<br />

and research areas. Profes<strong>si</strong>onal study literature is an important<br />

study aid for students addres<strong>si</strong>ng the most complex theoretical study<br />

problems, as well as the ba<strong>si</strong>s and medium for lifelong learning<br />

in administration.<br />

The Faculty publishing <strong>uni</strong>t issues:<br />

• a series of academic monographs »Upravna misel«,<br />

• the academic journal Uprava (Administration), which is indexed,<br />

in numerous international databases,<br />

• independent academic works,<br />

• textbooks and other teaching materials.<br />

Library<br />

The Faculty of Administration library is a higher education library<br />

and specialised information and documentation centre for public<br />

administration. It ba<strong>si</strong>c mis<strong>si</strong>on is to provide information and library<br />

services relating to fields such as public administration, the public<br />

sector, law and economics. It offers profes<strong>si</strong>onal support to Univer<strong>si</strong>ty<br />

of Ljub<strong>lj</strong>ana students and employees in higher education and<br />

postgraduate studies and in teaching and research work.<br />
