OUR MISSION.
WHO WE ARE
Leitner Construction Company was
founded by J. D. Leitner in 1947 providing
construction services in York, Chester, and
Lancaster Counties. In 1974, the business
was expanded into commercial and light
industrial construction. From 1974 to the
present, Leitner Construction Company
grew to be an unlimited general contractor
engaged in all types of construction in
both North Carolina and South Carolina.
VISION & MISSION
We strive to deliver a premium product at
a reasonable price. Being in the Carolinas
for 75 years, we have one of the largest list
of local subcontractors in the area to ensure
our clients prices are comparative to the
market while not sacrificing quality. We
pride ourselves on reviewing all documents
as early as possible to help ensure no issues
arise in the construction phase. We use the
most effective tools and methodology in
construction planning and budgeting to deliver

KENNY SMITH
Vice-President
WE ARE DIFFERENT!
We are different from our competitors. We know the days
of a traditional handshake are in the past, however we still
believe our word is our most sincere attribute. We attack
every project with a hands on approach to make sure you
are getting the best product for the best price. I personally
review all project budgets, schedules and reports to ensure
your construction costs and schedule are tracking as we
promised. Kenny Smith, our Vice-President, visits all jobsites
regularly to ensure everything is running smooth and
to anticipate problems and prevent cost related errors. This
hands on approach is the backbone of the Leitner method
and will never change.

EBENEZER
PARK AND
RECREATIONAL
FACILITY
York County’s Ebenezer Park is a 26 acre park located north of Rock
Hill on the shores of Lake Wylie’s 13,443 acre lake that borders both
North and South Carolina. One of the most noticeable changes will
be the new pier that will allow for greater recreational opportunities
like access for fishing in deeper water, expansion of the beach
and swimming area. A new basketball and cornhole court and a
playground are also new additions at the waterfront park. For those
that like to take in the view, new swings were installed on the pier
as well as a new shelter with seating. Other noteworthy changes
include the relocation of the parking lot and the shifting of spaces in
the boat parking area.
MANCHESTER
MEADOWS SOCCER
COMPLEX
The Manchester Meadows
Soccer Complex consists of 2
lighted synthetic turf fields,
6 lighted natural turf fields,
stadium seating, playgrounds,
and a pavilion containing park
offices, restrooms, concessions,
and large meeting rooms. The
complex is composed of 4
separate buildings, 4 pedestrian
bridges, a 1.1-mile walking and
biking trail that includes both lit
paths and a wetlands path.
“The Leitner company has been a successful bidder
on City of Rock Hill projects for many years. The value
of projects over the past twelve years exceed $26
million. Substantial projects include • Manchester
Meadows Soccer Complex, , Glencairn Gardens, Old
Town Amphitheater renovations, and the Giordana
Velodrome. The relationship with Leitner has been one of
respect for quality of work, resolution of issues and timely
completion of projects to the benefit of the community.”
John Taylor, Director
Rock Hill Parks & Rec
The Leitner team faced
numerous challenges on this
project, including building the
complex over old wastewater
lagoons, relocating an
onsite stream channel and
constructing the park over two
main sanitary sewer lines built in
the early 1930s.

MIRACLE PARK
RECREATIONAL
FIELDS AND PLAY-
GROUND
Through a collaborative effort with community partners, the City
of Rock Hill is building Miracle Park. This all-inclusive park will give
residents with all different abilities an opportunity to play and work
locally.
Miracle Park is a project designed for people of ALL ages and abilities
to play and work! It will be located in Rock Hill, SC and will be the first
of its kind in the United States. It will be the first park in the world to
hold a Universal Design certification with the GUDC (Global Universal
Design Commission).
GIORDANA
VELODROME
WOLD-CLASS
CYCLING TRACK
The Giordana Velodrome is a 250m world-class cycling track in Rock
Hill, SC completed in January 2012. The Velodrome is a one-of-akind
facility that brings cycling enthusiasts from around the world to
practice the Olympic sport of track cycling. The Velodrome contains
nearly 3000 cubic yards of concrete, 220 tons of reinforcing steel, and
took approximately 8 months to build. Leitner also constructed the
underground tunnel that stretches from the infield to the spectator
building.
When fully built out, this 15-acre park will include two miracle baseball
fields, two multi-purpose fields, playground, walking trails, shelters,
golf area, fishing pond, and a café/retail component to provide
employment opportunities for special needs individuals.

EAST COOPER
YMCA
Leitner Construction is currently the preconstruction partner
with the East Cooper YMCA development in Mt. Pleasant, SC. This
anticipated 60,000 square feet facility has current plans to include
a swimming pool/ water-park, pickle-ball and basketball courts,
multi-use fields and a designated baseball field and short golf game
complex. Also included in the preconstruction plans is an outdoor
event lawn with playground equipment. This facility is sure to cater
to everyone of different ages within the area.
FOUNTAIN PARK
CITY OF ROCK HILL
PARTNERSHIP
Replacing what had been dubbed as the ugliest parking lot in Rock
Hill, Fountain Park features an animated, interactive fountain at the
end adjacent to Main St. The park also includes a central green space
and a small outdoor performance venue suitable for small public
events at the end along Black St.

NATION FORD
ATHLETIC
FACILITIES
Construction for this Athletics program consisted of a Practice
Gymnasium, and a new General Commons area. The building
renovations are structural and cosmetic in nature. The roof is a
combination of metal panels and built-up construction. General
finishes include painted CMU, Carpet, VCT, Terrazzo Tile, Acoustical
Ceiling Panels, and various painted surfaces. Exterior work consists
of site grading, asphalt / concrete pavements, segmental retaining
walls, water, sewer and storm drainage, asphalt parking lots and
driveways. Construction also included athletic field upgrades such as
dugout and press box areas.
CHARLOTTE
AVENUE YMCA
Renovation of the 70 year old Charlotte Avenue YMCA. All cardio
equipment to be relocated upstairs and the floor plan will be altered
for more of an open air concept. The new open floorplan will double
the size of the weight room.

CAMDEN
RIVERFRONT PARK
The City of Camden was recently the recipient of the 2020 MASC
award for the Wateree Riverfront Park. The 26 acres park features
a half-mile meandering waterway, trails, and riverfront canoe &
kayak launch. The new riverfront eco-tourism attraction is the result
after the closure and remediation of a wastewater lagoon on the
Wateree River opened up conservation and recreation opportunities
for the public. A multi-phase project, the environmental park
currently includes a riverside canoe/kayak launch with separate ADA
compliant launch, observation areas, bridges, and trails which will
ultimately connect to a county-wide trail system linking other area
parks and trails. Other distinguishing features include a meandering
kayak lagoon with waterfall, a 0.9 mile natural surface trail, and
demonstration islands for agricultural and wildlife education.
BOB JONES
ATHLETIC
STADIUM
Construction and renovations of the Bob Jones Stadium Athletic
Complex was in multiple phases. The first phase of the project
was putting down a new playing surface before the next season
began. The second phase was renovating the stadium for $3 million
and then closing out the final phase with new locker rooms and
bathrooms, along with a new concession stand, for roughly $1.5
million. Leitner team also upgraded the handicap accessibility,
revamping the outside appearance of the stadium and working on
the press box where the new entrance is located.

“Again, Leitner is delivering a facility that is second to
none. As Clerk of Court for York County, I appreciate the
care and details the Project Superintendent, Andrew
Beckham, and their entire crew show on a daily basis to
ensure quality and functionality of this project. I highly
recommend Leitner Construction Co. as the General
Contractor for any government facility as they are
extremely knowledgeable of the county government
