Greetings Sorors!
Thank you for agreeing to participate in our New Age of
Electronic Voting for the upcoming 2021 National 33 rd Elections. As we launch our new
initiative e-voting pilot program, it is important that we implement a cohesive way of transition
from paper ballots to a more modern way of doing things. Our plans are to make this process as
user friendly as possible. If there are specific issues that you feel need attention during election,
please send me notification via email with as much information, so the committee staff can
address your issues and/or concerns for a smooth transition.
It has been an honor to serve as your National Nominating Committee Chairperson. The
Committee is thankful for your support, prayers, and encouragement throughout this process. We
appreciate the trust you have placed in us over this last year and more importantly, the faith you
have placed in the National Nominating Committee to guide us through this progressive change
into electronic voting.
We began working after our Annual Meeting, almost every month since. Through the process of
outlining how the electronic voting would be accomplished, we diligently came together to
sought through the bumps along the way. Each delegate will receive an access code
approximately 24-48 hours before voting takes place, as well as their information package for

any questions. We the National Nominating Committee are the eyes and ears, to help Beta Pi
Sigma Sorority, Incorporated first Pilot program be sensitive to all delegates’ needs. May we
suggest in the essence of time required to accomplish this task we ask that all documentations,
and requirements be presented in a timely manner to make this process run smoothly.
Your chapter representative will serve in a particularly important advisory role, that helps us
make plans and implement the software programs as well as streaming possible. However,
because other factors are also often involved in planning, we may not always be able to meet all
expectations. Nevertheless, we will always be honest and straightforward, and will always think
positively.

As provided in the Bylaws of the Beta Pi Sigma Sorority, Incorporated, we, the undersigned,
verify that this ballot represents the Candidates of the membership of this Organization.
Article XXII – Eligibility of Officers
Section 1. Eligibility for nomination to elected office shall have attended one of the
last two (2) Conventions and at least one (1) of the last two (2) Annual Meetings.
The Candidate must have been an active member of her local Chapter for at least
three (3) years; must be in good financial standing, must possess leadership ability;
must have an overall knowledge of Sorority policy and procedures; and must have
the ability to fulfill the duties of the office for which she is being considered. [1983]
Additional Qualifications should be considered in evaluating a member for:
Supreme Basileus
Administrative ability and availability for travel. Previous experience and
background of having served in an official capacity of a local Chapter are desired
qualifications.

Article XVII – DELEGATES
Section 1: The Delegates to the National Convention shall be members of the Board of
Directors, the National Elected Officers, Past Supreme Basilei and members elected as Voting
Delegates by their respective Chapters. Each delegate shall have one vote.
Section 2: A Delegate to the National Convention must be a member in good financial standing
and must have been an active member of her local Chapter for at least one year, except for
newly established Chapters which shall be represented according to their membership.

Resume of Qualifications for National Office
I am a proud native Californian, the second of William Charles and Zenola Cochrane’s
seven children, all raised and educated in the San Fernando Valley. I am also one of Zeta
Chapter’s first Scholarship Debutantes, and applied my scholarship funds to the needs of my
educational pursuits at Los Angeles Valley College. Later, I transferred to the University of
California at Santa Barbara, and received a Bachelor of Arts in Sociology. I also hold a
Certificate in Personnel Management from UCLA and a Master of Organizational
Management (MAOM) from the University of Phoenix.
In 1977, I pledged with Beta Pi Sigma Sorority, Zeta Chapter in 1977, sponsored by
Soror Nancy Avery (Omega Chapter). I later learned that my mother asked Soror Avery to
sponsor me, because she felt that it was time that I got more involved in the community. In
my years with Beta Pi Sigma, I have devoted my talents and skills to the enhancement of
Zeta Chapter and previously held the positions of: Basileus, First, Second and third Anti-
Basileus, Recording, Corresponding and Financial Grammateus. As an aside, I do believe I
was truly out of my element in the position of Financial Grammateus, and that position should
best be held by a professional with accounting expertise. Currently, I am in an extended term
as Zeta’s First Ant-Basileus. On the National level, I previously served as a five-year board
member and Board Secretary, two terms as National Third Anti Basileus and two terms as
National Ritual Director.
In my pre-Covid-19 spare time, I was an avid skier, and President of Winter Fox Ski
Association, an affiliate club in the National Brotherhood of Skiers (NBS). I also serve on the
NBS Western Region Board. My enthusiasm for skiing has enabled me to ski in the four
countries surrounding the Alps (Switzerland, Austria, France and Italy), as well as throughout
the United States and Canadian Rockies, the Sierras, and locally in Big Bear. Skiing was the
catalyst for my varied travel opportunities, that also exposed me to many joys of life and
enables me to live my “bucket list”. To date, I’ve visited many wonders of the world and all
seven continents. I continue to complete my travel bucket list and add stamps to my passport
by taking at least one international trip yearly, as well as 3 to 5 domestic trips annually. I am
childless and consider myself the “Aunti Maime” of the family, encouraging family members
to accompany me on my travels.
I retired in 2012 after a 36-year career in management with Los Angeles County. When
not traveling, I keep active by taking classes in yoga, body dynamics and water aerobics, in
addition to gardening, scrapbooking and researching my maternal line genealogy. I am also
a member of St. Brigid Catholic Church in Los Angeles, CA.

I currently serve in appointed and elected positions within my
chapter as our Business Manager, Ritual Director, and newly elected 3rd
Anti-Basileus.
By trade I have worked in my career field for over 40 yrs., 26 of
which have been a business owner and operator. I am a licensed
Cosmetology Instructor, worked as a school supervisor in conjunction
with teaching curriculum courses.
Giving back to my community, I serve as an Executive Committee
member of our local NAACP heading fundraising, hospitality, and
Religious Affairs Committees. Within my church congregation I am the
head Deaconess and Director of our Music Ministries.
I believe that my experience in management, my leadership skills, being
a self-thinker, the ability to work independently, as well as with others
as a team member, I would be a great asset to Beta Pi Sigma Sorority in
the position elect.

Profile Summary
Soror Rosemary Agnew Meracle grew up in a small town in
Indiana. Immediately after high school, she married her high school
sweetheart, and they went to college together.
She has two sons: the eldest graduated from Notre Dame and lives
in Boston; the youngest works for a video game company and lives
nearby.
She has received a master’s degree in education and has a PH. D in
administrative Education.
Soror Agnew Meracle has taught English to ninth and tenth grade
students at Millikan High School in the City of Long Beach.
In her leisure time she enjoys singing in the church choir and
writing.
In 1990 Soror Agnew Meracle pledged in Beta Pi Sigma Sorority,
Inc., Tau Chapter, located in Long Beach, California. She served as
Basileus for three terms and held several other positions within the
Chapter. In 1997 she co-sponsored Alpha Delta Chapter of Santa ana
and it is where she is the current Basileus. She has also served as Third

The Rev. Noella Austin Buchanan
The Rev. Noella Austin Buchanan is a retired pastor of the African Methodist
Episcopal Church. She has pastored in Fontana, Corona, St. Louis (Missouri),
and Riverside. Prior to entering the ministry, Rev. Noella retired after working 32 years as an
Operational Auditor and Regional Personnel Manager covering Southern California and
Nevada. Her educational endeavors are from Redlands University, Fuller Theological Seminary
and University of Southern California.
Rev. Buchanan is currently serving as National Religious Director for Beta Pi Sigma, Inc. which
she has been a member since 1978, when she joined Xi Chapter (Altadena/Pasadena). After
moving back from St. Louis, Missouri she joined Alpha Gamma (Carson) until Xi Chapter was
Reactivated in 2018. In Xi Chapter she has held the position as Basileus, Tamias, Ritual Chair
on the local level.

Bio for Renomination
I am interested in continuing the work I set out to accomplish as National
Youth Director for Beta Pi Sigma. The foundation of our illustrious organization
is “Youth Takes Priority.” Within the last two years, we have had tremendous
challenges within our sorority in obtaining this goal, through difficulties in
maintaining YOBPS memberships, fewer active members to maintain our youth
programs as traditionally operated. Our country has been through a devastating
pandemic for over a year, which has denied us the ability to operate our programs
regularly and maintain active participation with our youth. I have been in works
with chapter YOBPS directors to share best practices for virtual member
participation, as well as work with chapters which have inactive YOBPS groups, to
work with them and encourage to help and support you in need in their own
communities in creative ways. Looking forward to the next couple of years, our
youth will need different and varied support and services, and I believe Beta Pi
Sigma can be a significant support/and lead with both existing chapters and
outreach with local youth entities, also sharing best practices among the chapters
though monthly meetings and encouraging chapters in need of creative support.
I am also in the process of collecting all documents previously approved for
the YOBPS program to be resubmitted int eh CBL booklet. Unfortunately, there is
only one document available in our CBL, so I have brought together a committee
of members who are researching documents to assemble and bring to the Executive
Committee for resolution to reinstate. This is needed for uniform procedures
throughout all chapters for continuity. These two Challenges I am committed to
following through for a second term if I am elected.

• Managed $2.6 million FEMA-funded IPER Project with primary focus on policy and guidance
adherence to established emergency preparedness, planning and response activities affecting essential
state, local, and tribal entity records and recordkeeping systems.
• Planned and managed total training requirements for 50 states and territories as defined by IPER and
identified in FEMA guidelines to include support equipment, facilities, budget and other resources as
needed.
• Established project timelines and milestones to ensure scope, schedules and quantifiable measures for
the successful completion of work were met. Coordinated activities to the five key project staff
members, eight mobile instructors, and two contractor team members which aided the timely completion
of assigned tasks.
• Tracked milestones, ensured key completion dates were met and FEMA compliance procedures
throughout development were adhered too.
• Facilitated and coordinated rental acquisition of five unique training facilities to sustain IPER’s multistate
training delivery platform within five states: Georgia, Connecticut, Iowa, Colorado and California.
Researched computer equipment requirements, software parameters and support staff needed to deliver
training at each location. Integrated mobile training schedule into baseline schedule, adjusted
deliverables and implemented planned objectives as programmed.
• Prepared project awareness presentations and briefed team schedules/activities to over 300 state
employees strategically located within the 50 states and territories via online video conferencing media
saving over $86,580 in advertising and staff travel cost. Created and facilitated “Ask IPER” FAQ
webinars resulting in an increase of nationwide emergency planning awareness and participation
supplying a repository of online learner resources.
• Facilitated three face-to-face courses to over 300 state employees located throughout five central
regions within the U.S. Provided hands on software training on web-conferencing and collaboration
tools, provided train-the-trainer workshops and facilitated FEMA courses. Delivered iLinc webinar tech
support.
• Designed course objectives for blended instructor-led synchronous FEMA courses; Essential Records
(Course #AWR-211-2) and Records Emergency Planning and Response (Course #AWR-210-2)
Webinars with focus on identifying and securing essential records critical to the Continuity of
Operations (COOP).

• Managed training activities for over 500 military and civilian personnel that ensured timely delivery of
planning, scheduling and flight operations products. Provided mobile, face-to-face training on software
fundamentals of operation’s products at off-site facilities located at Vandenberg AFB, California and
Cape Canaveral, Florida.
• Worked closely with subject matter experts to design online training programs which enhanced
product delivery to military, civilian and contract personnel resulting in on-time delivery and a cost
savings of $78,000 for the AF.
• Managed budgetary and scheduling coordination between 17 product leads, various training
subcontractors, government project officers and training specialists.
• Led 25 tech trainer design team, ensured instructional effectiveness, efficiency and customer
satisfaction. Managed specialized training contracts as required for public vendors and commercial-offthe-shelf
products.
• Developed basis of estimates and programmed cradle-to-grave training timelines to depict project
evolution from analysis to delivery for over 100 courses for Lockheed program managers and
customers.
