Four counts of murder filed against suspect<br />

A 35-year-old man from Franklin County has been charged with<br />
murdering four people in West Jefferson last month.<br />
On <strong>June</strong> 14, West Jefferson Police Chief Christopher Floyd announced<br />
at a press conference that four counts of murder have been<br />
filed with <strong>Madison</strong> County Municipal Court against John Paul<br />
“J.P.” Steckel. Additional charges will be requested in a grand jury<br />
hearing.<br />
The Columbus Division of Police arrested Steckel approximately<br />
two weeks ago on unrelated charges stemming from a probation violation.<br />
He has been in the Franklin<br />
County Jail since that time. He has<br />
an extensive criminal history.<br />
“It’s extensive to the point that he<br />
had a parole officer with Franklin<br />
County, as well as state and federal<br />
parole officers,” Floyd said.<br />
“His name came to us in the first<br />
day as a possible suspect,” the chief<br />
continued.<br />

investigators to piece together<br />
a timeline for the crime and positively<br />
identify the suspect, he added.<br />

As for motive, Floyd said robbery<br />
is a possibility. He noted that the suspect<br />
and the victims all knew one another.<br />
The crime was perpetrated on May<br />
24. The West Jefferson Police Department<br />
received a 911 call of a<br />
male with a possible gunshot wound<br />
lying at the rear of 127 Jackson St. Upon arriving at the scene, officers<br />
found one male lying outside the entry door of the home and<br />
two males and one female inside the home. All four had suffered<br />
gunshot wounds and were pronounced dead at the scene.<br />
The victims were: Andrew Thomas Swindall, 45, of West Jefferson;<br />
Shawn A. Wright, 45, of London; Jamie Danielle Lavender, 30,<br />
of Springfield; and Leon Billy Daniels, 38, of London.<br />
West Jefferson Police conducted the investigation with assistance<br />
from the <strong>Madison</strong> County and Franklin County sheriff’s offices,<br />
the <strong>Madison</strong> County Prosecutor’s Office, and the Ohio Bureau<br />
of Criminal Identification and Investigation.<br />

“This was a lot of teamwork and<br />
a lot of hard work done by all the<br />
agencies,” Floyd said. “All these<br />
agencies came together and worked<br />
amazingly hand-in-hand.”<br />
Floyd said the last murder in<br />
West Jefferson was approximately<br />
10 years ago.<br />

<strong>Madison</strong>-Plains returning to ballot on Nov. 2<br />
<strong>Madison</strong>-Plains Local Schools is going<br />
back to voters with a renewal request for its<br />
1.25 percent earned income tax levy.<br />
The issue will appear on the Nov. 2 general<br />
election ballot. The current levy expires<br />
at the end of 2023. If passed, the levy would<br />
generate an estimated $2.3 million per year<br />
for the school district. Fluctuations in earnings<br />
could mean minor changes to that<br />
amount.<br />
The issue first appeared on the May 4<br />
ballot, coming up short of approval by 3.9<br />
percent.<br />
“The request is being sought to help stabilize<br />
district finances,” said Superintendent<br />
Chad Eisler. “We have worked hard to<br />
control expenses while enhancing the service<br />
we provide. We have evidence that<br />
things are heading in a positive direction,<br />
and we want to keep it moving that way.<br />
“Stabilizing district finances will help us<br />
to be able to engage in some longer-term<br />
planning which will be beneficial for the<br />
learning opportunities we will be able to deliver<br />
to our students.”<br />
On <strong>June</strong> 15, the school board passed the<br />
first of two resolutions required to place the<br />
levy request on the ballot. The second resolution<br />
will be on the board’s agenda at its<br />
next meeting. The length of the levy term<br />
will be in that resolution.<br />
In other action, the board approved two<br />
overnight field trips. The high school’s FFA<br />
officers will attend Ohio FFA camp. The<br />
high school’s boys’ basketball team will<br />
travel to Marietta for a team camp.<br />
The school board’s next regularly scheduled<br />
meeting is July 20 at 7 p.m. in the district<br />
meeting room.

Participation up 26 percent for bicycle tour<br />

After putting on an event that attracts hundreds of participants,<br />
it can be fun and enlightening to go through the statistics.<br />
Jim Pozy, treasurer of the Friends of <strong>Madison</strong> County Parks &<br />
Trails (FMCPT), did just that following the 18th Annual Strawberry<br />
Festival Bicycle Tour held on <strong>June</strong> 12. FMCPT, an all-volunteer<br />
group that maintains the bike trail in <strong>Madison</strong> County, hosts<br />
the event.<br />
Arguably the most exciting stat from this year’s tour was the<br />
number of participants—277 compared to 220 in 2019. (The event<br />
was not held last year due to the pandemic.) That’s a 26 percent increase.<br />
“Riders noticed the increase, as well. They said, ‘We felt cramped<br />
up, and we wanted to get out.’ So, of course, some of that increase<br />
can certainly be attributed to people having a post-COVID-19 event<br />
to enjoy,” Pozy said.<br />
One of the biggest events FMCPT hosts each year, the tour offers<br />
21-, 44-, 66-, and 100-mile routes, break stops stocked with refreshments,<br />
and plenty of volunteer support. The routes wind through<br />
<strong>Madison</strong>, Clark, Fayette, and Greene counties.<br />
Participants come from all over, and that’s where some more interesting<br />
numbers come into play. Pozy went through the registrants<br />
list and calculated that 27 percent of this year’s riders hailed<br />
from Columbus proper, while 7 percent were from Pickerington, 6<br />
percent were from Hilliard, and similar numbers from some of the<br />
other Columbus suburbs. He noted that 7 percent of the riders were<br />
from London.<br />
“We also had people from Dayton and Beavercreek, Cincinnati,<br />
Marysville, and far and wide,” Pozy reported. “And we had four riders<br />
from out of state—one from Illinois, one from Pennsylvania, another<br />
from Michigan, and one from Maryland.”<br />
Of those who rode, 40 percent were female and 60 percent were<br />
male. The breakdown of how many people rode each of the route<br />
options presented a bit of a surprise.<br />
“We had even more people doing the 100-mile route than we did<br />
the 21. That didn’t use to be the stat, but the 100 is becoming more<br />

popular,” Pozy said.<br />
Here’s this year’s breakdown: 21 miles,<br />
14 percent; 44 miles, 30 percent; 66 miles,<br />
38 percent; and 100 miles, 18 percent.<br />
Another exciting number is $9,000. The<br />
tour raised just shy of that amount, all of<br />
which goes back into the trail for maintenance,<br />
improvements, and beautification.<br />
The Strawberry Festival tour and the Ride<br />
with the Ox tour, held on Labor Day in conjunction<br />
with West Jefferson’s Ox Roast, are<br />
two of FMCPT’s main fundraisers.<br />
And here’s one last number to share: 25. At least that many<br />
FMCPT members, friends, and supporters volunteered at the event.<br />
They worked three to 12 hours each, some starting at 5:30 in the<br />
morning, setting up in the dark, to allow riders to get an early start<br />
to beat the heat.<br />
“It takes a lot of people to run this thing successfully,” Pozy said.<br />
“And they did it all with a smile because we love the trail ourselves.<br />
It’s a good cause—to raise money for the trail. People were pretty<br />
jazzed about working.”<br />
All of this adds up to something that can’t be quantified with<br />
hard numbers—buzz.<br />
“We got so many positive comments on the ride this year,” said<br />
Dr. Gregg Alexander, FMCPT president. “People get that warm,<br />
friendly, good-time buzz, then next year they are telling their<br />
friends and bringing more people with them. I’m optimistically inclined<br />
that we won’t see a drop-off in participation next year, that<br />
we will see an increase again.”<br />

“Seventeen dollars seems to be a pretty fair wage for a sub<br />
driver,” said Bob Hiss, director of facilities and transportation.<br />
Hiss researched the substitute bus driver pay scales of surrounding<br />
districts before making his recommendation.<br />
<strong>Madison</strong>-Plains Local Schools will start next school<br />
year with two new administrators.<br />
On <strong>June</strong> 15, the school board approved the hiring of<br />
Kyle Huffman as the new junior high/senior high school<br />
principal and Matthew Welsh as the district’s athletic<br />
director.<br />
Huffman comes to <strong>Madison</strong>-Plains with 16 years of<br />
experience as the high school principal at Triad Local<br />
Schools. He also taught social studies at Triad for seven<br />
years.<br />
“We are excited to have Mr. Huffman join our team,”<br />
said Superintendent Chad Eisler. “He is a veteran administrator,<br />
and his knowledge and experience in leading<br />
a building will be a benefit to our staff and our<br />
students. He is a student-centered and compassionate<br />
leader who puts the needs of the students at the center<br />
of his decisions.”<br />
Huffman earned his bachelor’s degree in education<br />
and master’s degree in educational leadership from<br />
Wright State University.<br />
“I am excited to bring my experience to <strong>Madison</strong>-<br />
Plains and help support the district in its goal to enhance<br />
student achievement,” said Huffman who<br />
replaces Ann Boerger.<br />
Welsh, the new athletic director, is new to the education<br />
field. After more than 20 years in the corporate<br />
world, he felt he was not working in an area where his<br />
focus was as strong as it could be. He went back to<br />
school to earn a master’s degree in athletic administration<br />
at Ohio University.<br />
While his position at <strong>Madison</strong>-Plains will be his first<br />
job in education, he has completed internships at some<br />
large high schools and is ready to accept the challenge<br />
of being a full-time athletic director.<br />
“Matthew Welsh comes highly recommended to us<br />
by those with whom he has worked during his internships,<br />
by his graduate school colleagues, and by his professors,”<br />
Eisler said. “These people spoke about<br />
Matthew’s passion, enthusiasm, diligence, and what a<br />
fantastic person he is. We are very pleased to bring him<br />
on board and have him begin working with our coaches<br />

In addition to his master’s degree in athletic administration,<br />
Welsh has a master’s degree in business administration<br />
from Ohio Dominican University and a<br />
bachelor’s degree in health and physical education/athletic<br />
training from Kent State University.<br />
“I can’t wait to get started,” he said. “I’m super excited<br />
to be a part of this school district and to start<br />
building relationships with this community, the teachers,<br />
the coaches, but most importantly the kids.”<br />
Welsh replaces Brandon Wright.<br />
In other personnel news, the district hired Dan Mc-<br />
Culloch as its next instrumental and vocal music<br />
teacher/lead band director. McCulloch comes to <strong>Madison</strong>-Plains<br />
from Ridgemont Local Schools where he has<br />
spent the last four years as director of bands. Prior to<br />
his time at Ridgemont, McCulloch taught at Vanlue<br />
Local Schools and Willard City Schools. He is a graduate<br />
of The Ohio State University where he earned his<br />
bachelor’s degree in music education. He replaces Renee<br />
Hostetler.<br />

Village considers food truck permit process<br />

Last year, Mount Sterling saw an uptick<br />
in food trucks operating in the village due to<br />
the pandemic. As a result, village leaders<br />
are considering creation of a permit process,<br />
map of eligible locations, a list of times the<br />
trucks are permitted to operate, and rules<br />
of conduct.<br />
Currently, the village does not require a<br />
permit or fee, asking instead for a donation<br />
from anyone setting up a mobile food unit.<br />
By instituting fees and rules, the village<br />
could better control when and where food<br />
trucks set up, preventing infringement on<br />
other food establishments in town.<br />
A first reading on the proposed legislation<br />
was held at the <strong>June</strong> 14 council meeting.<br />
The proposal calls for a $40 fee for a<br />
one-day permit and a $75 fee for a permit<br />
good for up to three days. The village’s<br />
building, planning, and zoning department<br />
would issue the permit.<br />
The proposal also calls for the village to<br />

resides in <strong>Madison</strong> County can seek election<br />
to the county’s Soil and Water Conservation<br />
District (SWCD) board of supervisors. Names<br />
can be placed on the ballot in two ways.<br />
Candidates can be nominated by the<br />
SWCD nominating committee. This committee<br />
works throughout the year looking for<br />
candidates who are interested in the conservation<br />
and protection of natural resources in<br />
the county.<br />
Alternatively, interested individuals may<br />
call SWCD at (740) 852-4003 to arrange to<br />
pick up nomination petition forms. Potential<br />
candidates must secure at least 10 signatures<br />
from residents and/or landowners from<br />

Village needs<br />
grocery store<br />
When is the village of Mount Sterling<br />
going to get a store so the citizens can get<br />
fruit and vegetables? Also, we have had no<br />
dentist in the village for over 10 years. The<br />
Chamber of Commerce and the village council<br />
need to do something about this. Parks<br />
and festivals are fine, but lets get a store in<br />
the village of Mount Sterling.<br />

Soil and water conservation districts, located<br />
in all 88 Ohio counties, are legal subdivisions<br />
of state government that provide<br />
natural resource management assistance to<br />
county landowners and other units of local<br />
government. The district is funded by the<br />
<strong>Madison</strong> County commissioners. Funding<br />
from the Ohio Department of Agriculture<br />
supplements the county funds. A five-member<br />
board of county residents governs the<br />
district. Board members serve staggered<br />
three-year terms.<br />

issue a map designating locations in village<br />
right-of-ways, public parks, and other properties<br />
where street vendors can set up. Approved<br />
permits would be on a first-come,<br />
first-served basis. Special accommodations<br />
and rules also are proposed for public events<br />
and special events. The proposal covers procedures<br />
for setting up on private property,<br />
as well.<br />
Anyone who violates the rules would be<br />
charged with a second-degree misdemeanor<br />
and possibly subjected to a fine of $300 per<br />
day, impound of their street vending unit,<br />
and/or revocation of their permit, if the legislation<br />
is enacted.<br />
Council passed the proposed ordinance<br />
on first reading with a vote of 5-1.<br />
Council member Becky Martin cast the<br />
lone “no” vote. She expressed two concerns,<br />
both involving where permit fee revenues<br />
go. She said earlier discussions about the<br />
matter included the idea that permit fees<br />
would go into the parks and recreation fund.<br />
That provision was not included in the proposed<br />
legislation. Council member Andy<br />
Drake proposed to amend the legislation to<br />
include the provision; the amendment<br />
passed 6-0.<br />
Martin, who is active with the Mount<br />
Sterling Chamber of Commerce and the<br />
merchants Market Crew, said she also<br />
thinks non-profit groups who hold events in<br />
the village that involve food trucks should<br />
receive the permit fees as part of their<br />
fundraising efforts. No amendment was proposed<br />
at the <strong>June</strong> 14 meeting to cover this<br />
provision.<br />
Two more readings of the legislation are<br />
scheduled at upcoming council meetings.<br />
New stops signs on New<br />
The Ohio Department of Transportation<br />
is replacing the bridge over U.S. Route 62 in<br />
Mount Sterling. Work began March 15 and<br />
is scheduled to wrap up at the end of September.<br />
Since work began, residents have<br />
reported increased traffic moving at high<br />
rates of speed, especially on New and High<br />
Streets which motorists are using as cutthroughs.<br />
To help slow down the traffic, the street<br />
committee recently installed three four-way<br />
stop signs on New Street. They are permanent<br />
additions that will remain in place<br />
even after the bridge project is complete.<br />
“It’s a hope that we can get those under<br />
control without doing any more improvements<br />
to New Street. We don’t really want<br />
to do that, but at the same time, if we have<br />
to, we will look at both New and High<br />
again,” said Drake, street committee chair.<br />
Council member David Timmons said he<br />
has already noticed a positive difference.<br />
Drake replied, “I think it’s helped. It’s<br />
not an A, slam dunk, No. 1 solution because<br />
we still have cut-through traffic, but it’s not<br />
bad either. It’s a good start.”<br />
Residents of High Street have expressed<br />
interest in alternate ways to reduce speed<br />
on their street. They might come before<br />
council to talk about their ideas, Drake<br />
added.<br />
The next street committee meeting is set<br />
for July 7 at 8 a.m. at town hall and is open<br />
to the public.

Taking three-pronged approach to beautification<br />

Beautification is the aim with three separate<br />
efforts taking place in the village of<br />
Mount Sterling.<br />
New to the lineup is a community beautification<br />
committee, a group affiliated with<br />
village council’s nuisance and abatement<br />
committee.<br />
“We had a couple of residents that expressed<br />
a lot of interest in beautifying our<br />
community—planting more perennials, possibly<br />
trees, weed-eating, doing some light landscaping,”<br />
said Becky Martin, a council<br />
member and chair of the nuisance and abatement<br />
committee. “I’m happy to report that<br />
the group is off the ground and working.”<br />
Participants are performing tasks on a<br />
volunteer basis and securing donations of<br />
plants and supplies.<br />
The nuisance and abatement committee<br />
also has resumed its “Award-Winning Yard”<br />
contest. Once a month, members of the committee<br />
drive around the village, choose<br />
three yards for recognition, and place signs<br />
in those yards.<br />
The third way in which community leaders<br />
are encouraging residents to spruce up<br />
their properties is the 2nd Annual Beautiful<br />
Yard contest, sponsored by the Mount Sterling<br />
Chamber of Commerce. As opposed to<br />
the village’s monthly yard contest, this contest<br />
is a one-time event and requires nominations.<br />
The contest is open to residents within<br />
the village limits, Burr Oaks, and McClimansville.<br />
Anyone can nominate their own<br />
yard or another person’s yard. Nominations<br />
can be emailed to mtsterlingcoc@gmail.com<br />
or dropped off on paper to Courtney Bricker<br />
at town hall. Nominations must include: the<br />
name of the person making the nomination,<br />
the address of the yard being nominated<br />
and the owner’s name, if known, and a brief<br />
description of the yard. Photos are optional.<br />
Judging will take place on July 2. Winners<br />
will be announced at the parade on<br />
July 4. (Note: The new start time for the parade<br />
is 10 a.m. Lineup is at 9 a.m. at the<br />
Mount Sterling Community Center.)<br />
Prizes will be awarded in Chamber<br />
Bucks, redeemable only at businesses of<br />
Chamber members: $100, first place; $75,<br />
second place; $50, third place.<br />
Upcoming events<br />
• Movie nights—The village’s May movie<br />
night was cancelled due to bad weather. The<br />
parks and recreation committee hopes to<br />
reschedule the event for July, making for<br />
two movie nights in July. The date of the<br />
second night is yet to be determined.<br />
The village will show “Jungle Book 2” on<br />
<strong>June</strong> 26. Mount Sterling Public Library’s<br />
bookmobile will be on site. The selection for<br />
July 31 is “Tom & Jerry.” The movies are • Car shows—Steve Cooper, owner of the<br />

Free plane rides for kids<br />

Youths ages 8 to 17 have an opportunity<br />
to get a bird’s eye view of London and the<br />
surrounding area at the Young Eagles Rally<br />
set for <strong>June</strong> 26 at <strong>Madison</strong> County Airport.<br />
Chapter 9 of the Experimental Aircraft<br />
Association (EAA) is offering free airplane<br />
rides. Pre-registration is available at<br />
https://chapters.eaa.org/eaa9/young-eagles.<br />
Time slots are 9 to 11 a.m. and 11 a.m. to<br />
noon. Walk-ups are welcome, as well. A parent<br />
must be on hand to sign off on paperwork.<br />
Rides typically last 15 to 20 minutes and<br />
run from London to Springfield to South<br />
Charleston before heading back to London<br />
where the planes fly over downtown London,<br />
the London City Schools campus, and<br />
the grounds of the Farm Science Review before<br />
landing back at the airport.<br />
“During the flight, kids may get the<br />
chance to handle the controls,” said Darren<br />
Schehl, EAA 9 president.<br />
Founded in 1992, the purpose of the<br />
Young Eagles program is to give youths the<br />
chance to fly in a general aviation airplane,<br />
educate them about careers in aviation, and<br />
generally inspire them when it comes to the<br />
world of aviation.<br />
To date, EAA 9 has provided rides to<br />
8,498 children. Nationwide, EAA has flown<br />
more than 2 million youths. The all-volunteer<br />
group is made up of professional and<br />
private pilots.<br />
“One of our members has done over 1,200<br />
rides himself and another has done 1,000,”<br />
said Schehl, who has been a licensed pilot<br />
since 1992. “One day, I gave 30 kids a ride.<br />
Of the 30, 20 had never been off the ground<br />
ever in any kind of airplane.”<br />
EAA 9 usually holds six Young Eagles<br />
rallies each year—two each at the <strong>Madison</strong><br />
County Airport and two each at Bolton<br />
Field and the Ohio State University Airport<br />
in Columbus. This year’s rallies at the OSU<br />
Airport are on hold due to the university’s<br />
current policies regarding COVID-19.<br />
The last time the chapter held a rally at<br />
the <strong>Madison</strong> County Airport, they brought<br />
five planes with them. Depending on the<br />
turnout, they take one to three youths up at<br />
a time. Following the <strong>June</strong> 26 event in London,<br />
the group’s next rally is set for July 10<br />
at Bolton Field.<br />

London Strawberry Festival<br />
More than 160 Cobras will line North Main St.<br />

Get ready for more than 160 Cobras to<br />
slither into London on <strong>June</strong> 26. Rather than<br />
hiss, these Cobras rumble and roar.<br />
After a year away due to COVID-19, the<br />
Ohio Cobra Club will return to London on<br />
<strong>June</strong> 26 for its annual show. The event,<br />
which takes place in conjunction with the<br />
London Strawberry Festival, attracts<br />
Shelby Cobra car enthusiasts from around<br />
the country.<br />
“We’re glad to be back. We look forward<br />
to a successful show,” said Pam Beck, club<br />
vice president.<br />
Show participants will make a grand entrance<br />
with a Cobra parade. The <strong>Madison</strong><br />
County Sheriff’s Office will escort the group<br />
for 10 miles from the Speedway Truck Stop<br />
near the southwest corner of I-70’s Exit 79<br />
to the show grounds on North Main Street<br />
in front of the county courthouse. The cars<br />
will arrive shortly after 9 a.m. and stay<br />
until approximately 3 p.m.<br />
The show features 1960s-era Shelby<br />
Cobra Roadster, Daytona Coupe, and Ford<br />
GT40 replicas and originals. Several car-related<br />
vendors will be on site in what the<br />
club calls Gasoline Alley.<br />
Besides the chance to get up-close looks<br />
at beautiful, powerful cars, visitors have the<br />
opportunity to go for a ride in one. Charity<br />
rides are $10 each with all proceeds going to<br />
the Cystic Fibrosis Foundation (CFF). Ride<br />
hours are 10 a.m.-3 p.m.<br />
Since its founding in 2001, the club has<br />
donated $1.7 million to CFF which raises<br />
awareness and funding for research to fight<br />
cystic fibrosis, an uncurable disease that<br />
makes it difficult to breathe.<br />
The club raises money for the cause<br />
through the charity rides, t-shirt sales, and<br />
a car raffle. Typically, the raffle brings in The Ohio Cobra Club is raffling off a Hurricane Motorsports 427 Roadster Cobra replica.<br />

Queen’s two-year reign comes to end<br />

Two years ago, I had just graduated high<br />
school ready to take on the world headfirst,<br />
but I knew I couldn’t leave the festival<br />
queen life just yet. I went out of my comfort<br />
zone and competed for the London Strawberry<br />
pageant and I won! The experience of<br />
being crowned queen is something I’ll never<br />
forget. Representing a larger festival had always<br />
been a dream of mine, and I accomplished<br />
it one step at a time. It was<br />
extremely tiring as this was like no other<br />
pageant I had competed in. The requirements<br />
were more intense, as well as the<br />
competition. I doubted myself along the entire<br />
journey. I didn’t think I was capable of<br />
being crowned queen, but deep down I believed<br />
in myself.<br />
I am very thankful that London has<br />
given me the opportunity to travel and represent<br />
our festival all across Ohio and parts<br />
of West Virginia. Along my journey, I was<br />
able to meet so many wonderful young<br />
women that have impacted my life and my<br />
future. Thank you, ladies. Another big<br />
thank-you to my grandparents for taking<br />
me everywhere, pulling the float, redecorating<br />
it and, most of all, dealing with my<br />
grumpiness. You guys are the best! Oh, and<br />
I can’t forget about Holly and Kevin Stockham<br />
for doing everything they can for the<br />
queens’ program and so much more.<br />
Being a queen is much more than wearing<br />
sparkly crowns and dresses. It’s about<br />
representing your community with pride<br />
and passion. Along that journey, you learn<br />
so much about other communities, and you<br />
learn to love Ohio a little more with each<br />
festival or event you attend.<br />
Over the past two years, I have experienced<br />
hands-on how festival life has impacted<br />
my day-to day-life. For example: I<br />
was recently hired at the Pickaway County<br />
Sheriffs Office in the Corrections Division<br />
as an officer. As part of the hiring process, I<br />
had a panel interview (which also is part of<br />
the pageant). I felt extremely comfortable<br />
and confident going into that interview because<br />
I had seen it before. I truly believe if<br />
it wasn’t for being apart of such a wonderful<br />
program, I wouldn’t be who I am today.<br />
Hailie Anderson is the outgoing London<br />
Strawberry Festival queen. She will help to<br />
crown the new queen on <strong>June</strong> 26 following<br />
the parade.<br />

Duffey will lead parade as ‘21 grand marshal<br />
The London Strawberry Festival committee<br />
has selected Arlene Duffey as the<br />
<strong>2021</strong> parade grand marshal.<br />
Arlene is a lifelong resident of London<br />
where she raised her sons, Joshua and<br />
Jason. She has six grandchildren—Max,<br />
Gavin, Addy, Hayden, Levi, and Cole.<br />
Arlene recently retired after serving 37<br />
years as the 4-H office associate and 35<br />
years as the London city council clerk. Retiring<br />
was a big decision, she said, however,<br />
after spending time at home during the pandemic,<br />
she realized it was time to retire and<br />
spend more time with family. She is enjoying<br />
walks with her family, flower gardening,<br />
travel, and other leisure pursuits. She is<br />
looking forward to taking up bicycling and<br />
exploring many of the bike trails she has<br />
been hearing so much about.<br />
Some of her favorite travel locations are<br />
located in Florida. Another favorite destination<br />
is Colorado Springs.<br />
Arlene was interviewed for the council<br />
clerk position by Russ Walls and Art Hamilton.<br />
Over the years, she worked with 14<br />
council presidents, numerous council members,<br />
and three council location changes.<br />
She is the city’s longest serving council<br />
clerk.<br />
When asked about her favorite memories<br />
as clerk, Arlene laughed as she related the<br />
time a discussion about cat leashes drew one<br />
of the largest crowds to a council meeting.<br />
Her experience with the 4-H program<br />
spanned 37 years. She worked with eight 4-<br />
H educators, several agricultural educators,<br />
and numerous interns and part-time associates.<br />
She was actively involved in the operations<br />
of the office and program through<br />
many transitions in leadership and technology.<br />
Even with the changes, she could be<br />
counted on to assist associates and families<br />
with finding the information they needed.<br />
Arlene assisted with Cloverbud Day<br />
Camp and 4-H Camp, including serving as<br />
chaperone for the rollerblading and bicycling<br />
workshops. She was an integral part<br />
of Rally Night, Discovery Night, the county<br />
fair, and the county 4-H banquet. No one<br />
ever doubted Arlene would be there to lend<br />
a hand and organize events.<br />
Arlene said she views the London Strawberry<br />
Festival as a chance to come together<br />
with friends for a great social event.<br />
Fun facts about strawberries<br />
• Strawberries are the only fruit with<br />
seeds on the outside. A berry’s seeds are on<br />
the inside. Since their seeds are on the outside,<br />
strawberries aren’t true berries, like<br />
blueberries or grapes.<br />
• Each seed is considered by botanists to<br />
be its own separate fruit.<br />
• The average strawberry has 200 seeds.<br />
• Most strawberry plants reproduce from<br />
runners even though the seeds can grow<br />
into plants.<br />
• Strawberries are from the rose family.<br />

LAMBERT<br />
Dallas Francis Lambert, 83, of London received his angel wings<br />
on May 17, <strong>2021</strong>. He was born on Jan. 10, 1938, in <strong>Madison</strong> County,<br />
Ohio, the son of Everett and Dorothy (Oyer) Lambert. He fought a<br />
long courageous battle with cancer. He was a member of London<br />
Church of Christ. He worked at White-Westing House, Brillo Co.,<br />
and retired from General Motors in Columbus. After retiring, he<br />
continued to work at Ohio Wire Form and Spring Co., as well as<br />
part-time janitorial work at local banks.<br />
He enjoyed his evening coffee breaks at the local restaurants<br />
with the guys. Dallas loved his neighbors. He was called our “neighborhood<br />
watch,” making sure there was no suspicious activity going<br />
on. He cut grass in the summertime and shoveled snow in the wintertime<br />
without accepting any type of pay. He wanted people to be<br />
happy and to make them smile. He went above and beyond the call<br />
of duty. He was a wonderful husband, father, and grandfather to<br />
his family. His family will greatly miss him but knew God wanted<br />
him home. His family told each other every day how much they<br />
loved each other. They find peace in the fact he will no longer be<br />
sick in Heaven with no more aches and pains.<br />
Dallas is survived by: his wife, Delores, of 63 years; daughters,<br />
Donna Lambert of London and Denise (Michael) Knisley of Cable;<br />
son, Dallas Lambert of London; grandchildren, Michael Knisley II,<br />
Caleb (Jennifer) Lambert, Adam Lambert, Kate Lambert, Carrick<br />
Duffey, and Kaelan Duffey; great-grandchild, Autumn Lambert;<br />
and numerous nieces and nephews. He was preceded in death by:<br />
his parents; brother, Donald; twin brother, Delano; sister, Connie<br />
Tunnell; and great-grandson, Kade Lambert.<br />
A funeral service was held on May 22 at Lynch Family Funeral<br />
Home & Cremation Service, London, with Gary Cotto officiating.<br />

John Xavier Prush passed away on May 29, <strong>2021</strong>, at Doctors<br />
Hospital in Columbus, Ohio. He was born on Sept. 19, 1943, in New<br />
Albany, Ind., to Cleo Marie (Slinkard) and John Thomas Prush.<br />
John grew up in Bedford, Ind., graduating from Bedford High<br />
School and Indiana University. He was also in the Air Force Reserves.<br />
He moved to Ohio in 1974 and began a career with Campbell<br />
Soup/Pepperidge Farm Corp.<br />

her family very much. She was married to Virgil Coffey<br />

six grandchildren, Blaise, Gracie, Elsie, Dallas, Alex,<br />

Karen S. (Richardson) Salyer, 83, of West Jefferson,<br />
Ohio, passed away on <strong>June</strong> 8, <strong>2021</strong>, in the loving home<br />
of her daughter in Manchester, Ma.<br />
Karen was born on Nov. 18, 1937, in Corning, Ohio,<br />
and grew up in the close-knit community of West Jefferson.<br />
She graduated from West Jefferson High School<br />
and studied at the Ohio State University. Karen later<br />
became a true New England transplant. There, she<br />
raised her family and fell in love with hiking and the<br />
mountains. Later, Karen returned home to Ohio where<br />
she retired and found pleasure living life close to her<br />
mother and brother. Regardless of where life took her,<br />
Karen found beauty. She had a gift for finding the goodness<br />
in all that surrounded her.<br />
Karen is survived by: her children, David (Sandi)<br />
Pezdirtz, Ann Greenwood, Stephen (Paula) Pezdirtz,<br />
and Krista Julian; stepchildren, Janet (Jim) Baker and<br />
Jayne Oswalt; grandchildren, Desiree, Brittany, Adam,<br />

Smith. He was a lifetime fisherman who would fish any<br />
chance he got. He enjoyed bringing family with him as<br />
often as he could. Troy was a huge hockey fan, attending<br />
Columbus Blue Jacket games whenever he could. But<br />
most of all, he loved to spend time with his family.<br />

of Elgin, S.C., Erin of Columbus, Ohio, Chad (Nicole)<br />

Jackie L Mirolo Sr., “Jack,” 69, passed away peacefully<br />

Jack loved all sports, participated in baseball, and excelled<br />

and grandchildren as they continued his sport’s legacy in<br />
football, baseball, wrestling, basketball and cheerleader.<br />
He was an avid fan of The Ohio State Buckeyes<br />
His parents instilled in him a strong work ethic and<br />
love of family. His first jobs included delivering the<br />
Columbus Dispatch and working at his dad’s Humble<br />
Station on Grandview Avenue before he joined the<br />
United States Marine Corp. His final job was as a long<br />
haul truck driver for over 30 years.<br />
His family describes him as honest, hardworking,<br />
and an easygoing guy with a heart of gold that opened<br />
his door to all their friends and made them feel like part<br />
of the family.<br />

Dialysis, Grove City, with a special mention to technician,<br />
Crystal, for her professionalism, support, and<br />
friendship to Jack during his treatment sessions.<br />
Funeral services were held on <strong>June</strong> 16 at Rader-<br />
Lynch and Dodds Funeral Home, West Jefferson. Jack<br />
was never a “suit wearer, so the family suggested that<br />
mourners honor Jack by wearing their favorite Buckeye<br />
attire. Interment followed at Plumwood Cemetery. The<br />

Estal Voss, 83, passed away peacefully at<br />
Ohio’s Hospice Dayton Ohio on <strong>June</strong> 12,<br />
<strong>2021</strong>. Estal was born in Seymour, Ind., on<br />
Jan. 24, 1938.<br />
He was preceded in death by his parents,<br />
Walter and Lorena Voss, eight siblings, and<br />
son-in-law, Randy Haines.<br />
Estal is survived by: his loving wife of 62<br />
years, Janet Voss; siblings, Jack (Norma)<br />
Voss, twin brother Lestal Voss, and sister<br />
Mary Jacoby; three daughters and their<br />

loved his family and supported all of his<br />
grandchildren and great-grandchildren in<br />
their various activities.<br />
He was known around West Jefferson as<br />
part of the McDonald’s breakfast bunch and<br />
an avid West Jefferson Roughrider fan. This<br />
dad, papaw and GGpaw was a generous soul<br />

Sally Lou Rees, 88, passed away peacefully<br />
early on Sunday morning, <strong>June</strong> 13,<br />
<strong>2021</strong>. She was born on April 9, 1933, to Jennie<br />
and Walter Woodward.<br />
She was a 1951 graduate of West Jefferson<br />
High School. She loved music, singing<br />
her beautiful alto voice in the Methodist<br />
Church choir, the Eastern Star, and the<br />
Sweet Adelines. Everybody’s birthday had<br />
to be celebrated with cake and ice cream.<br />
She loved family parties and cooking for<br />
everyone. She enjoyed decorating their log<br />
house with all kinds of baskets and country<br />
décor. She had a marvelous sense of humor<br />
and loved making us laugh.<br />
Although an only child, her “sisters” were<br />
her cousins, Anna Speasmaker Fettrow and<br />
Susie Arganbright Houston, who are greeting<br />
her in heaven. She met her husband,<br />
Bill Rees, when they both worked in the office<br />
at Anderson Concrete. They were married<br />
on Oct. 25, 1985, and enjoyed 35.5<br />
wonderful years together. She enjoyed and<br />
entertained their grandchildren and greatgrandchildren.<br />
She is survived by: her husband, Bill;<br />
daughters, Sandra (Richard) Chenault and<br />
Kathy O’Harra Hardgrove; step-children,<br />
Sandra Rees, Teresa (Dean) Stewart and<br />

AN RESOLUTION IMPLEMENTING SECTIONS 2725.65 THROUGH 3735.70 OF THE OHIO<br />
REVISED CODE, ESTABLISHING AND DESCRIBING THE BOUNDARIES OF COMMUNITY INVEST-<br />
MENT AREA IN JEFFERSON TOWNSHIP, DESIGNATING A HOUSING OFFICER TO ADMINISTER<br />
THE PROGRAM, AND CREATING A COMMUNITY REINVESTMENT HOUSING COUNCIL AND A<br />
TAX INCENTIVE REVIEW COUNCIL.<br />
WHEREAS The Board (“Board”) desires to pursue all reasonable and legitimate incentive measures to<br />
assist and encourage development in specific areas of Jefferson Township that have not enjoyed<br />
reinvestment from remodeling or new construction, and,<br />
WHEREAS a survey of housing, a copy of which is on file in the office of the <strong>Madison</strong> Country Future,<br />
Inc. as required by Ohio Revised Code (ORC) Section 3735.66 has been prepared for the area to be<br />
included in the proposed Community Reinvestment Area, and,<br />
WHEREAS the maintenance of existing and construction of new structures in such area would serve to<br />
encourage economic stability, maintain real property values, and generate new employments opportunities,<br />
and,<br />
WHEREAS the remodeling of existing structures or the construction of new structures in this Community<br />
Reinvestment Area constitutes a public purpose for which real property exemptions may be granted.<br />
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of the County of <strong>Madison</strong>,<br />
State of Ohio, that:<br />
Section 1: The area designated as the Jefferson Township Community Reinvestment Area constitutes an<br />
area in which housing facilities or structures of historical significance are located, and in which new construction<br />
or repair of existing facilities has been discouraged.<br />
Section 2: Pursuant to ORC Section 3735.66, Jefferson Township Community Reinvestment Area, is<br />
hereby established in the following described area as being north of Intersetate 70 between State Route<br />
29 and US Route 42 exits driving west along Interstate 70. The CRA is bisected by State Route 29 and US<br />
Route 42 and is roughly bounded by Interstate 70 on its southern border, the Little Darby Creek on its<br />
eastern and northern border, and the middle western edge of parcel 08-00902.004 on its northwest<br />
border drawing a straight line south to its southwest border at southeast corner of parcel 05-00214.000.<br />
The Jefferson Township CRA is 1.32 square miles in area, its border being 4.83 miles in length. The<br />
Community Reinvestment Area is approximately depicted as the red-highlighted area on the map<br />
attached to this Residential (see Exhibit A) and by this reference incorporated herein.<br />
Trustees and one member appointed by <strong>Madison</strong> County Future, Inc. The majority of the members shall<br />
then appoint two additional members who shall be residents within the area. Terms of the members of<br />
the Council shall be for three years. An unexpired term resulting from a vacancy in the Council shall be<br />
filled in the same manner as the initial appointment was made. The Community Reinvestment Area<br />
Council shall make an annual inspection of he properties within the district for which an exemption has<br />
been granted under Section 3735.67 of the ORC. The Council shall also hear appeals under Section<br />
3735.70 of the ORC.<br />
The <strong>Madison</strong> County Tax Incentive Review Council shall review annually compliance of all agreements<br />
involving the granting of exemptions for commercial or industrial real property improvements under<br />
Section 3735.671, of the ORC and make written recommendations to the Board as to continuing,<br />
modifying or terminating said agreement based upon the performance of the agreement.<br />
Section 8: The Board reserves the right to re-evaluation the designation of the Jefferson Township<br />
Community Reinvestment Area after December 31, 2050 at which time the Board may direct the Housing<br />
Officer not to accept any new applications for exemptions as described in Section 3735.67 of the ORC.<br />
Section 9: The Community Reinvestment Area Council shall make an annual inspection of the properties<br />
within the district for which an exemption has been granted under Section 3735.67 of the ORC. The<br />
council shall also hear appeals under 3735.70 of the ORC.<br />
Section 10: The Board hereby finds and determines that all formal actions relative to the passage of this<br />
Ordinance were taken in an open meeting of the Board, that all deliberations of this Board and its<br />

EXAMINATIONS FOR FIREFIGHTER<br />
The City of London, Ohio will be accepting applications and conducting a<br />
civil service examination for the position of FIREFIGHTER. Applicants<br />
must meet minimum qualifications to be considered for the examination. An<br />
applicant meeting minimum qualifications must be at least 18 years of age,<br />
in good physical condition, possess a High school diploma or equivalent,<br />
possess a valid driver’s license, and possess State of Ohio Firefighter I & II<br />
and Emergency Medical Technician Certifications. Applicants are required<br />
to pass a physical agility test, background check, drug screen and a physical<br />
examination prior to employment. The City of London is an equal opportunity<br />
employer offering a starting salary range of $19.00 to $24.01 per hour for<br />
firefighter/EMT and $19.95 to $25.21 per hour for firefighter/paramedic,<br />
uniform allowance, paid vacation after the first year, personal days, health<br />
insurance, educational allowance and other benefits per bargaining unit<br />
contract.<br />
The following adjustments shall be made to the score of applicants on the<br />
condition that they pass the entry level examination with a score in all<br />
sections of 70% or greater. Additional credit shall be awarded to a maximum<br />
of 30% of the raw score. The London Civil Service Commission will not<br />
accept documentation for credit unless received by 4pm on July 30, <strong>2021</strong><br />
at City of London Administrative Office.<br />
1. Veteran’s credit – 20% additional credit shall be granted to Ohio<br />
residents who are honorably discharged from the United States Armed<br />
Forces. (Must submit copy of DD214, including block 24 at time of filing).<br />
2. Education credit – 10% maximum credit for a Bachelor’s Degree<br />
from a North Central Association of Colleges and Schools (NCACS)<br />
accredited college or university. 5% credit for an Associate’s Degree<br />
from a North Central Association of Colleges and Schools (NCACS)<br />
accredited college or university. A maximum of 10% will be given and<br />
the applicant must submit a copy of Diploma at the time of filing.<br />
3. Training credit – 20% maximum (Must submit copy of current<br />
certification at time of filing). 10% additional credit shall be awarded for<br />
Advanced Emergency Medical Technician. 20% additional credit shall be<br />
awarded for Paramedic.<br />
City of London Applications must be completed and hand signed, and must be<br />
received by July 30, <strong>2021</strong> at the City of London Administration Office. Applications<br />
should not be sent to NTN. Applications can be picked up at the London<br />
Administration Office at 20 S. Walnut Street, Suite 100, London, OH 43140. To<br />
receive an application PDF format, email admin@londonohio.gov.<br />
The examination will be administered by the National Testing Network on behalf<br />
of the London Civil Service Commission. Testing dates, times and locations<br />
can be found at http://nationaltestingnetwork.com/publicsafetyjobs/index.cfm.<br />
Applicants must take the examination at an approved location by July 30, <strong>2021</strong>.<br />
All applicants will be personally responsible for the price of the NTN exam and<br />
the fee to forward the results to the City of London.<br />
If you wish to file an appeal to the London Civil Service Commission, a written<br />
appeal must be received at the City of London Administration Officce no later<br />
than ten (10) days after the final date of testing by 4pm. All appeals will be<br />
considered at the regularly scheduled CSC meeting On August 11, <strong>2021</strong>.<br />
Those applicants meeting the minimum qualifications for the position, and<br />
receiving a passing score on the NTN examination, will be considered for<br />
eligibility. Once appeals have been considered and ruled upon by the CSC at<br />
the August 11, <strong>2021</strong> meeting, a final list will be posted at City of London Administration<br />
