‣ Description of the congruence of the institutional research agenda with
regional and national priorities specially with concerned government
agencies
In the formulation of the College Research Agenda, the regional agenda of
the Commission on Higher Education (CHED), Department of Science and
Technology (DOST), National Economic and Development Authority (NEDA),
and Department of Agriculture (DA) were the bases. Likewise, the 10-Point
Socio-Economic Agenda of Rodrigo R. Duterte were considered. It was made
sure that the College Research Agenda are aligned with the research priorities of
these government agencies.
‣ Description of stakeholders’ participation in the formulation of the research
agenda.
The college research agenda was a result of the coordinated effort of the
BU Research & Development Center (BURDC) and the BU Polangui Campus to
conduct Research & Development (R&D) Road Mapping, Project identification,
Proposal Preparation and Evaluation.
The research agenda of the college were anchored on UN Millennium
Development Goals, Philippine Development Plan (2011-2016), Bicol Regional
Development Plan (2011-2016), 2 National Higher Education Research Agenda
(NHERA) (2009-2018) and Vision, Mission, Goals, Thrusts, & Directions of the 8 th
BU President.
In the conduct of activity, the Dean, Department Heads and Research
Coordinator of the Polangui Campus were invited by the BURDC to participate
and provide inputs. The activity was conducted to enhance the college research
plan and programs. Various stakeholders reviewed, made comments and
provided their suggestions thus polish the R and D thrusts and priorities of the
college.

INFORMATION TECHNOLOGY EDUCATION (ITE) PROGRAMS
(2017-2022)
Rationale
Research is one of the primary functions of the Bicol University when it was
established in 1959 thru RA 5521. As stipulated in its enabling law, BU shall primarily
give professional and technical training and provide advanced and specialized
instruction in literature, philosophy, the sciences and arts, besides providing for the
promotion of scientific and technological services. Its mandates are to initiate,
undertake, coordinate, and integrate the research efforts of the University in relation to
the national and regional development goals.
The R & D thrusts of BU are usually tied up with the priority commodity/areas of
the national R&D system. Outside of these national priority R&D areas are institutional
researches being undertaken to provide information for institutional planning, policy
formation and decision making.
As the premier state Higher Educational Institution(HEI) in the regional, BU has
to make a significant stride in its research mandate to address pressing regional
development concerns of the Bicol Region. The government’s policy on normative
funding for the state HEIs and leveling of State Universities and Colleges (SUCs) also
make it imperative for BU to be more aggressive with its Research and Development
(R&D) undertakings. For its research agenda in the next four (4) years, BU shall
continue to undertake research undertakings having national/regional and institutional
significance. The research undertakings of BU shall be anchored on R&D program
themes which are designed to address national/ regional and institutional concerns.
BU’s R&D agenda draw significant inputs from the National Higher Education Research
Agenda for 2009-2018, CHED Research and Development Agenda for Instructional
Quality, CHED Zonal Research Programs, and Bicol University’s R&D Agenda 2012-
2016.

Description of the Research Resource Center
Bicol University as the pioneer state university in the region is mandated to
perform four-fold function namely: Instruction, Research, Extension and Production. To
operationalized its research function, the Research and Statistics Center (RSC) was
created on January 1, 1977. Its mandates are to initiate, undertake, coordinate and
integrate the research efforts of the University in relation to the national and regional
development goals. The R & D thrusts of the Bicol University are focused on the priority
commodity/areas set by the national/regional research agencies and that of the
University. Outside of these assigned priorities are institutional researches being
undertaken by the University faculty and personnel. As the repository of all researches
conducted and monitored in the University, the Center maintains a databank of relevant
information supportive to administration and management of the University. On May 3,
2000, upon presentation to the administrative Council, BURSC was renamed to BU
Research and Development Center (BURDC), giving direct emphasis to the role and
contribution of BU to the regional and national development through leading edge,
innovative and responsive researches.
To achieve its vision to become a world class Institution, Bicol University formally
established and activated the Office of the Vice President for the Research
Development and Extension (OVPRDE), its four divisions and six centers on April 21,
2017.

The VPRDE’s Divisions are the Research and Development Management
Division, Extension Management Division, Publication and Knowledge Management
Division, and Intellectual Property Management. The six centers are of the VPRDE are
the BU Regional Center for Foods Safety and Quality Assurance, Center for Teaching
Excellence, Center for Gender and Development, Regional Center for Science and
Mathematics Education Development, Center for Technology Commercialization and
Enterprise Development and Center Studies and Development.
The RDC, as the research-coordinating arm of the university shall assume the
following functions:
1. Promulgate a comprehensive and integrated research development plans
and programs based on the priorities set/identified by the national/regional
research agencies and that of the University;
2. Support/Initiate research programs for the different colleges/units of the
University;
3. Conduct in-service seminar-workshops, trainings, consultations, conferences,
dialogues and the like, aimed at improving and refocusing the research
system and procedures for effectiveness, efficiency and economy in the use
of scarce resources;
4. Coordinate and monitor on-going researches in the different colleges/units of
the University for efficient implementation;
5. Coordinate, collaborate and complement with the Extension Service Center in
matters of productivity and efficiency in the utilization of research results;
6. Serve as repository and databank of completed researches conducted by the
faculty, staff and students and other vital statistical information;
7. Consolidate, evaluate, publish and disseminate research results and other
information through the R&D Journal and Research Monitor.
There shall be a Director for Research and Development Center to be appointed
by the President preferably from the Technical Staff of the Center or from the faculty of
other units of the University, subject to the existing rules and regulations, and whose
term of office shall be two (2) years with no reappointment, except, upon the
recommendation by the Vice President for Academic Affairs based on the result of the
evaluation and subject to the confirmation by the Board of Regents.
The RDC Director shall perform the following functions:
1. Evaluate/look at the manpower potential and capability of the University in relation to
the past performance in terms of research relevance, output and activities;
2. Review/endorse and support the research programs, projects and activities of the
different colleges/units of the University;
3. Formulate a comprehensive and integrated research development plan based on the
priorities identified by the national/regional agencies and that of the University;
4. Recommend and assist in the pursuit of a viable staff development program (degree
or non-degree) both foreign and local, that would enhance research capability of the
University;
5. Establish linkages with the public and private sectors or entities for continuity,
consistency and concrete assistance of researches on various commodities and
disciplines;
6. Work on other assignment that the Vice President for Academic Affairs and/or the
Office of the President may prescribe from time to time.

There shall be an Assistant Director to be appointed by the President of the
University from the Technical Staff of the Center only, subject to the existing rules and
regulations, and whose term of office shall be two (2) years with no reappointment,
except, upon the recommendation by the Vice President for Academic Affairs based on
the result of the evaluation and subject to the confirmation by the Board of Regents.
The Assistant Director shall assume the following functions:
1. Assist in the implementation, monitoring and evaluation of R&D programs;
2. Act as Chairman of the Technical Pool of Experts;
3. Act as the planning officer of the Center; and,
4. Assume the functions of the Director in the absence of the latter.
5. Work on other assignment that the Director may prescribe from time to time.
The Research Coordinator shall only be designated from a college/unit with
active and long-term research undertakings. They shall be appointed by the President
upon consultation with the Vice President for academic Affairs (VPAA) and joint
recommendation of the College/Unit Dean/Directors and the RDC Director. His/her term
of office shall be two (2) years and shall be renewable upon the joint recommendation of
the College/Unit Dean/Director and the RDC Director. The following are his/her
functions.
1. Coordinate with the Assistant Dean, the College/Unit Planning Officer, the
Department Chairmen and the Professors of research in providing the assistance to
the Dean regarding the formulation of the College/Unit research directions policies
and programs;
2. Coordinate and monitor research activities (faculty/personnel, graduate and
undergraduate research) of the College/Unit;
3. Coordinate with the Extension Officer of the College/Unit in formulating and causing
the implementation of appropriate strategies to effectively disseminate research
results to end-users;
4. Assist the chairperson in the Instructional Department in the conduct and evaluation
of student research activities;
5. Serve as representative of the College/Unit to the Bicol University research and
Statistics center;
6. Prepare and submit to the Dean and Research Director periodic monitoring and
accomplishment reports relative to research; and,
7. Perform related duties and functions as maybe assigned from time to time by the
Dean.
In the new organizational structure, effective April 21, 2017, the VPRDE shall be incharge
of the over-all administration and supervision of the university research,
development, and extension undertakings. The VPRDE shall have the functions
supervise the planning, organizing, implementation, monitoring, and evaluation of the
research and extension agenda of BU; initiate the formulation and approval of university
policies and procedures related to research and extension services; coordinate the
preparation and management of research and extension budget of BU; establish
linkages with other agencies to promote the research programs of BU; coordinate with
various colleges and research and extension centers to ensure that their plans and
programs are harmonized with the thrusts and priorities of BU; and perform other duties
and responsibilities as may be assigned by the University President.
The VPRDE’s Divisions are the Research and Development Management Division,

adherence to the Manual of Operation.
