Chamber Welcome
On behalf of the Roosevelt County Chamber of Commerce membership, directors
and staff, welcome to Portales and Roosevelt County. We hope this magazine will
make your visit or relocation a pleasant experience.
Located on the High Plains of eastern New Mexico, Roosevelt County is located
in an area Spanish conquistadors called Llano Estacado or Staked Plains. The open
grassland provided few landmarks and it is said the explorers drove stakes to avoid
being swallowed up by the vastness. At an elevation of slightly more than 4,000 feet
above sea level, with mild winters and low humidity, the area has a lot to offer visitors
and new residents alike.
With its roots in agriculture, Roosevelt County has diversifi ed over the years to offer a
fi ne university, numerous industrial plants and a growing mixture of retail and service
businesses.
Roosevelt County is home to numerous dairy farms that provide hundreds of jobs
throughout the community. We’re also known for growing and processing the world
famous Valencia peanut. The sweet peanut with brightly colored hull containing up to
four nuts per pod is unequalled for taste and healthful nutrition.
Portales is home to Eastern New Mexico University with an enrollment over 6,000, it’s
known for amazing student achievement and affordable tuition. Portales is also home to
numerous Air Force families from nearby Cannon Air Force Base. The base is home to the
27th Special Operations Wing. Area citizens take great pride in the accomplishments
of Cannon’s Air Commandos who continually serve extensive tours of duty all over the
globe. Along with the infl uences of the rural Southwest, ENMU and CAFB combine to
offer a cultural stew unlike any other community of its size. ENMU offers numerous cultural
and educational activities from plays to musical offerings. People from all backgrounds
and all parts of the world are welcome in Portales.
The most remarkable thing about Portales is without a doubt the friendliness of its people.
As you roll into town you’re reminded of that fact by billboards proclaiming “Welcome
to Portales, home of 17,000 friendly people and three or four old grouches.” No, we’re
not perfect, but chances are you won’t run into one of the grouches too often.

Events
Events in Portales refl ect the cultural heritage of the agricultural
community born in the territorial days of New Mexico. Expect
low-cost entertainment suitable for the entire family at most
events.
The community’s biggest annual celebration pays homage to the
legume locals know as the Valencia peanut. Besides peanuts, the
Peanut Valley Festival in October features arts and crafts, some
of the best bands and entertainment in the region, the Peanut
Olympics, a peanut-related food fair and art show and more.
Heritage Days kicks off summer with a laid-back celebration
in City Park that honors the area’s pioneers. The day includes
a parade, food and craft booths in the park, live music, a street
dance, a car show and a fun run.
Eastern New Mexico University’s homecoming celebration
is another big celebration in Portales. The university gets the
community involved with a parade to start the morning followed
by tailgating and the big game at Greyhound Stadium
These events, along with more eclectic offerings like the Lighted
Christmas Parade, Floyd Lions Jamboree, and the Jack Williamson
Science Fiction lectureship round out Portales’ calendar unlike
any other community.

Portales History
Portales sprang to life in 1894 as a tent city and was known as
a dusty cow town in its early years.
The railroad line between Roswell and Amarillo, Texas was
completed in 1898. While the railroad that ran through Portales
was a boon to cattlemen for its shipping convenience it also soon
brought change in the form of homesteaders bent on turning the
broad valley into farmland.
By 1903 area residents had successfully lobbied New Mexico’s
territorial government to establish Roosevelt County with Portales
as the county seat. In the late part of that decade the growing
town of Portales was beset with multiple tragedies in the form of
devastating fires that wiped out a large portion of the downtown
district.
The lack of water and equipment to fight the fires raised awareness
of the importance of formally establishing municipal services
and work began on incorporating the city. In 1909, three years
before statehood, Portales was incorporated and Washington
Ellsworth Lindsey, who was instrumental in the growth of the area
and establishment of the county was elected as the first mayor.

Portales takes its name from once gushing springs southeast
of the present-day city. A series of shallow caliche rock caves
marked the area of the springs — a geographic feature that
resembled the porches or “portales” in Spanish, of the haciendas
in the Southwest.
The first permanent business in Portales was said to have come
about when “Uncle” Josh Morrison hooked a team of draught
animals to his general store located near the springs and pulled
it to the new railroad town.
Today Portales is home to a diverse and growing business
community and boasts a downtown that retains its historic town
square.
After irrigation techniques were perfected, the first half of the
20th century saw steady growth in agriculture. Among the crops
were peanuts, sweet potatoes, cotton, feed grains and wheat.
Small family dairies were also a mainstay through the 1960s.
In recent years, larger dairies have located in Roosevelt County
and support several major dairy product industries in the area.
Eastern New Mexico Junior College (now Eastern New Mexico
University) was established in 1934 and after early growing
pains, began steady growth after World War II that would
lead to becoming the state’s third largest university. Today the
university, with an enrollment of over 6,000, contributes greatly
to the local economy and diversity of the community.
Known for the work ethic and friendliness of its residents Portales
and Roosevelt County has thrived through its first century.

Downtown Portales
While downtown Portales’ very early roots are that of a dusty
cow town, it did eventually grow out of the dirt streets and
wooden buildings of its beginnings but along the way maintained
its character.
The downtown district grew outward from a traditional town square
with several buildings dating back over a century and others from
the Works Progress Administration (WPA) era. The town’s early
growth was connected to the Santa Fe Railroad and the second
train depot, constructed in 1913 in the Mission-style remains just a
block from the square.
The art-deco style courthouse in the middle of the square was
constructed in 1938 during the WPA era after the original burned
in the late 1930s. It is likely the most iconic building in town and
originally housed the county jail on the top fl oor and the public
library in the basement. Today the district courtroom still occupies
the third fl oor but the rest is utilized as county offi ces.
Also built during WPA, the Portales Post Offi ce, on the north side of
the square, was completed in 1937. Built in the classic-revival style
of architecture, the building features frescoes on the façade like the
courthouse. One of the most impressive treasures of the building,
however, is the large mural inside titled “Buffalo Range” created by
Santa Fe artist Theodore Van Soelen.
Numerous monuments grace the grounds of the square. Most
prominent is a bronze sculpture of city father and third governor
of New Mexico Washington Ellsworth Lindsey. A statesman who
helped write the state constitution and backer of irrigated farming
in the area, the statue has the New Mexico Constitution in one hand
and an irrigation spade in the other. The Roosevelt County War
Memorial on the southeast corner honors those brave residents
who made the ultimate sacrifi ce for the nation. On the west side
of the courthouse is a monument to the history of the New Mexico
pledge, written by locals. On the south lawn of the courthouse is a
monument placed by the local American Legion post marking the
country’s bicentennial.
The buildings on the south side of the square are possibly the
most architecturally pleasing. On the east corner of that block
is the former First National Bank building constructed in 1903.
The structure has been largely preserved over the years and is
occupied today by Pebsworth Insurance. On the other side of the
square in the 100 block of South Main Street across from Portales
City Hall is Portales’ fi rst fi nancial institution, Bank of Portales.
Among the earliest remaining buildings in Portales, it is on the
National Historic Register and was featured in a scene in the
recent movie “Hell or High Water.”
South of the square on Main is the art-deco Yam Theatre, which
was restored into a multi-use facility in 2010. The theatre started
life in 1928 as the Portola Theatre. It later became the Yam and
operated into the 1960s.
Just off the square, across Avenue B from the Portales Public
Library is the Best Western Portales Inn, which was restored and
reopened in 2019. The hotel was built as the Cal Boykin Hotel
in the early 1950s and operated under various names before
becoming vacant in the 1980s. The redesign is that of a modern
hotel inside with the retro architectural appeal outside.
The charm of an intact downtown remains alive and well in
Portales with restaurants, brew pubs, retail shops and service
businesses adding to the mix.

Xcel Completes Large Wind Farm
The grassy sandhills and open plains of east-central Roosevelt
County have provided a beautiful canvas for human creativity
and resilience for generations.
Wind Energy
In recent years, hundreds of wind turbines have sprung from this
seemingly empty space, transforming the energy of the county’s
abundant wind into clean and affordable electricity for thousands
of area residents and businesses. And though Xcel Energy and
its predecessors have long been partners in Roosevelt County’s
progress, the new Sagamore Wind Project near Dora is Xcel
Energy’s first source of wind energy to be built and owned by the
company in New Mexico.
Sagamore went into service in December 2020 and is among the
largest wind farms ever built in New Mexico. Its 240 Vestas turbines
cover more than 100,000 acres of rangeland and cultivated fields,
producing 522 megawatts of electricity at peak production. Xcel
Energy has invested more than $900 million in the project with
the goal of reducing fuel costs to more than 380,000 Xcel Energy
customers in New Mexico and Texas. The fuel for Sagamore is the
free and abundant wind, which also pushes Xcel Energy closer to
its goal of reducing carbon emissions by 80% in the next 10 years
and, by 2050, providing 100% carbon-free electricity to area
customers.
“Building such a large wind facility in the midst of a pandemic has
been quite an achievement, but not unexpected considering where
this has taken place,” said David Essex, Xcel Energy manager for
Community and Economic Development for the Clovis and Portales
area. “Local and state leaders recognized early on the impact
Sagamore would have on the economy and its role in protecting
the environment, and they’ve supported us all along the way.”
Sagamore’s 240 turbines can generate enough electricity to
power 194,000 homes annually. This clean energy benefits Xcel
Energy customers both near and far as it feeds a multistate grid
serving eastern and southeastern New Mexico and the Panhandle
and South Plains regions of Texas.
Roosevelt County benefits even more with the additional tax
revenues the project generates for the county and the Dora school
district. Xcel Energy expects to pay out $43 million in gross
receipts taxes over 25 years. Total impact, including payments to
landowners, is expected to exceed $131.5 million during that time.
Between 400 and 500 workers built the Sagamore facility over
a 12-month period, and approximately 30 full-time permanent
positions have been created to operate and maintain the wind farm
going forward.
Sagamore is the final project in a three-part effort launched in 2017
to increase Xcel Energy’s New Mexico and Texas wind generating
capacity by 1,250 megawatts. For perspective, the region’s peak
electricity demand was more than 6,200 megawatts in the summer
of 2020.
The company has purchased wind energy from other producers for
more than 20 years but had never built or owned wind facilities in
New Mexico and Texas. The 2017 plan called for the construction
of two Xcel Energy-owned wind farms totaling 1,000 megawatts
of capacity and an additional 250-megawatt purchase from new
facilities built by other companies in Texas.
Xcel Energy’s Hale Wind Project in Hale County, Texas, added 478
megawatts of new wind energy capacity when it was completed in
2019 south of Plainview. Sagamore’s 522 megawatts bring the total
amount of megawatts generated by company-owned wind farms
to 1,000 megawatts. These additional wind resources, combined
with wind energy from existing wind facilities, are expected to
provide close to half the region’s annual electricity needs by 2023.

Attractions
For those looking for a bit of history or even prehistory, Roosevelt
County has multiple attractions. The area features a National
Historic Landmark, five museums, and one of the nation’s largest
collections of windmills.
Humans inhabited the Blackwater Draw area north of Portales
over 13,000 years ago. Home to “Clovis culture,” the area was the
first of its kind in proving the antiquity of humans in North America
and is considered one of the most significant archaeological sites
in North America. Designated as a National Historic Landmark,
the Blackwater Draw Archeological Site and the Blackwater Draw
Museum are two of the most visited locations in the region
ENMU’s Golden Library offers an extensive and rare science
fiction collection in its Jack Williamson Science Fiction Library.
Visitors can view (and read!) over 30,000 science fiction
volumes, including one of the earliest known scripts for George
Lucas’ epic Star Wars: The Empire Strikes Back—one of the rarest
in the country.
There are six distinct museums on the ENMU campus. The Runnells
Gallery is host to many art exhibits throughout the year, and is on
the first floor of the Golden Library. The Roosevelt County Historical
Museum contains artifacts from Roosevelt County and technology
of the past, as evidenced by a covered wagon upstairs and a
printing press and a medical instrument collection. It’s located
near the Administration building. The Anthony *Tony” Genarro
Natural History Museum is filled with interesting exhibits provided
through ENMU’s Department of Biology, featuring live animals
and plants. The mission of the museum is to gain an understanding
of the diversity of life with an emphasis on the natural heritage
of eastern New Mexico and the greater Southwest. The Miles
Mineral Museum, (adjacent to the Natural History Museum),
features rare minerals. Finally the Miles Anthropology Museum
highlights Native American artifacts.
The Roosevelt County area was home to large cattle ranches in the
late 1800s. That Western heritage is still on display at the Dalley
Windmill collection located at the Roosevelt County Fairgrounds.
The collection contains over 70 windmills of various makes and
age.

Billy the Kid
Connection
Legend has it that outlaw Billy the Kid started his fi nal ride at
Portales Springs, just east of Portales, on the morning of July
14, 1881. Later that night he died in Fort Sumner rancher Pete
Maxwell’s bedroom as he stepped into the room where Lincoln
County Sheriff Pat Garrett sat in the dark.

The springs at that time bubbled out of the ground near a caliche
rock outcropping about 15 feet high. Beneath that outcropping
were small caves. Thus the location provided the only water and
shelter for miles on the empty prairie.
Billy the Kid was reputed to frequent the site, where he would hide
out and water stolen cattle and horses, which he frequently trailed
to Old Tascosa (Amarillo) to sell. Early-day cowboys in the area
knew the caves, with walls blackened by campfi res as the Billy the
Kid caves.
Newspaper interviews with Col. Jack Potter, who worked the early
ranches in the area and collected history back up the legend. But
bear in mind that Potter himself was a larger-than-life fi gure in the
early 20th century.
Garrett, in his book, “The Authentic Life of Billy the Kid,” also
backs up the claims of a Billy hideout at Portales Springs as he
tells of an unsuccessful effort to catch up to the outlaw who was
reported to have a herd of 60 cattle hid out there.
Potter and others said that Billy and his cohorts used the cave to
communicate by scrawling messages in code on its walls. On the
run, after his famous escape from the Lincoln County Courthouse,
he panicked after an unsuccessful attempt at such communication
and rode to his death at his compadre Pete Maxwell’s house.

Cannon Air Force Base
Home of the 27th Special Operations Wing (27th SOW),
Cannon Air Force Base is named after General John Kenneth
Cannon, a World War II Mediterranean combat commander and
former chief of U. S. Air Forces in Europe.
Originally a fi ghter base with F-111s and later F-16s, on Oct.
1, 2007, a new chapter for Cannon began when it became the
newly designated 27th SOW. The transition of Cannon AFB to the
Air Force Special Operations Command mission offers training
conditions similar to that in the Central Command and other
theaters of operation, and will help the wing meet its objectives of
global defense. The Melrose Range, located in Roosevelt County,
has opened up new and unique training opportunities for the 27th
Special Operations Wing.

Predator, MQ-9 Reaper, CV-22 Osprey, and additional light and
medium aircraft are assigned to the wing at Cannon.
surrounding communities are second to none. The environment is
that of a mutual working agreement where the base sees itself as
part of the local community, and conversely the local community
sees itself as integral to Cannon’s success as an AFSOC base.
The Chamber keeps those communication channels open with the
Portales Military Affairs Committee, which hosts several events for
base personnel. PMAC members work with the base in numerous
ways to improve quality of life for families living in the area.
Cannon members volunteer thousands of hours each year to
organizations in the surrounding communities, including mentoring
and tutoring local school children, participating in Chamber
activities, helping scouting groups, churches and veteran’s
organizations.
Cannon currently has over 5,600 personnel assigned to the base.
Those numbers are still growing and it is expected to grow for
several more years. Numerous large construction projects are
under way with others planned.
With the base located less than 11 miles to the north in Curry
County, numerous Air Force personnel and contractors call
Portales home.

In addition, the university’s state-of-the-art theatre hosts several
theatrical productions throughout the year, all of which are open
to the public. The university’s assorted musical groups also put on
special events, such as Big Band dances and a fall POPs dinner
concert.
One of the hottest tickets in town lately is any event hosted by
the Portales Creative Group. Their mission is ‘connecting creative
people together to promote all artistic endeavors.” They do that

Portales Municipal Schools has an integrated school
structure, meaning that attendance in schools is set up
according to grades, not neighborhoods. Consequently,
students learn alongside peers of the same age group.
All Portales schools are modern and updated, featuring
extensive renovations, state-of-the-art programs and
excellent teachers.
There are four elementary schools, a modern junior
high, an alternative education center, and Portales
High School. Dual credit courses are available to high
school students through local colleges and universities.
A variety of new vocational programs are also
evolving at PHS, including culinary arts, media arts and

Eastern New Mexico University
Since its founding as a junior college in 1934, Eastern New
Mexico University has blossomed into a university offering 48
majors at the baccalaureate level, 13 majors at the master’s level
and 9 majors at the associate degree level. Over 6,000 students
attend ENMU from 51 states/territories and 29 countries.
As a system, ENMU consists of the four-year campus in Portales
and two-year branch campuses in Roswell and Ruidoso.
Eastern’s student-to-faculty ratio is a 17:1, making it a great place
for students to connect one-on-one with their professors.
ENMU is also a designated Hispanic-Serving Institution by the

PEANUTS
In earlier days its neighbors often
referred to Portales playfully as
“Goober Gulch.” That nickname
derived from the early adoption
(1914) of peanuts as a local
row crop that grew well in
the sandy soil and warm, dry
climate. By 1926 peanuts were
being processed and roasted
commercially.
The Portales area has been linked with agriculture since
surrounding plains were settled. Initially the area was used to
graze beef cattle but the early part of the 20th century brought
farmers, irrigation and commerce.
Roosevelt County is the fourth most important county in New
Mexico in terms of market value of its agricultural products at $471

all, but a legume, in the same family as beans and peas. The plant
fl owers above ground and puts out “pegs” that grow into the soil
where the pods grow from the peg.
The variety grown locally is the Valencia peanut, known for its
naturally sweet taste and bright hulls popular for roasting in the shell.

DAIRY
The largest agricultural impact to the local economy
is the dairy industry. With approximately 31
dairies milking 60.000 cows, the county produces
1.25 billion pounds of milk annually.
Dairies in eastern New Mexico average close to
2,000 cows in size and most of those cows are
milked three times in a 24-hour period. The black
and white cows seen in most of the dairies in
Roosevelt County are the Holstein breed, known
for their milk production (averaging over 23,000
pounds a year). There are also a few dairies in the
area that milk the smaller Jersey cows, known for
their high butterfat content.
The bulk of a dairy cow’s diet is made up of
forage feeds including silage and hay. That need
has brought much of the irrigated farmland into
production for silage. Large acreages of corn and
wheat are grown specifically to be chopped and
fed as silage in local dairies. The rows of large plastic bags you may
see near a dairy are filled with that silage.
Production of that feed, along with transportation of the milk,
employment at a large milk solids plant and a cheese plant contribute
greatly to the local economy.
OTHER AGRICULTURAL PRODUCT
In addition to peanuts and milk other products grown locally are
sorghum, wheat for grain, cotton, alfalfa and chile as a niche market.
Beef cattle are raised on rangeland which occupies the majority
of the county’s landmass.

Locally Grown
These days the words, locally grown, pack
a huge impact for families and foodies and
Portales measures up well.
Roosevelt County has a long and proud heritage
of producing food from dairy and beef to chile,
peanuts and fresh vegetables. Several retail
options for locally produced items have begun
popping up over the last few years.
For years, Portales has been famous for peanuts
and the locally developed Valencia variety is
available at Hampton Farms retail store, located
across from the fairgrounds where Lime Street intersects with U.S.
70. The store offers a variety of peanuts and candies along with
other New Mexico delicacies. They also grind fresh peanut butter
on site.
Another new option featuring a local staple is The Milkshed,
operated by the van der Ploeg family. The family traces its heritage
to Dutch dairy farming and offers “cream on top” milk and their
own old world style yougurt. The new retail store and coffee shop
at 100 S. Chicago in Portales will offer those farm-fresh products
as well as locally produced cheese and a sampling of other New
Mexico products.
The Veggie Shack just east of Portales on U.S. 70 is a produce
market in season with beans, okra, tomatoes, squash, peas, melons
and more. They also grow their own bedding plants in their
greenhouse and keep local jams, jellies and other products on
their shelves.
You can get to know local producers while shopping for farmfresh
fruits and veggies at the Portales Farmers’ Market. The market
offers a wide variety of produce that is certifi ed local through the
New Mexico Farmers Market Association. Organic choices are
always available.
Beginning in July, the market is open through October or the end of
the growing season and opens weekly on Monday and Thursday
from 5 pm to sellout. It is located downtown on the Corner of First
and Ave. B.
Finally, New Mexico is known for its green
chile but not many folks realize there is
a local chile farm that provides locals
fi ery fi x. Ledbetter Chile Farms has been
growing chile for decades and the family’s
agricultural roots stretch back a century in
Portales. They provide all the popular chile
varieties that New Mexicans love.
Their product is available fresh or fresh roasted. They have a
roaster on the grounds at the Portales Farmers Market starting in
late summer until fi rst frost. Ledbetter chile is also available fresh
roasted at the Veggie Shack in season and sometimes they even
have a little frozen product available there into the late fall.

TRANSPORTATION
Roosevelt County sits at the convenient crossroads of several US
highways and the trans-continental BNSF railway. Portales is
within an easy day’s drive to Austin, Dallas, Denver, Oklahoma
City, Phoenix, and San Antonio, and less than four hours from
Albuquerque, Amarillo, Lubbock and Santa Fe. Over 300 residents
are employed in the transportation industry at average wages of
more than $44,000. Because Portales is conveniently located
in the center of the southwest, backhaul rates are excellent, and
transportation is bolstered by rail served industrial sites.
ALTERNATIVE/RENEWABLE ENERGY
The Portales “wind belt” in Roosevelt County has attracted major
wind developers such as the San Juan Mesa Wind Farm owned by
Edison Electric and Citibank producing power for Xcel Energy at a
low-cost rate and is one of the most reliable wind farms in the USA.
A 250-megawatt project in south Roosevelt County has just been
completed, and the Sagamore project, which went online in late
2020 will produce another 525 megawatts.
With the large number of dairies, which means a lot of cows and
the resulting manure, there is a great untapped opportunity for
the production of Renewable Natural Gas (FNG). Our dairymen
are eager to fi nd ways to be better environmental stewards of our

Healthcare
The 24-bed hospital offers certifi ed staff in respiratory, physical
therapy, speech language pathology, radiology, laboratory,
behavioral health, general surgery, and pain management .
In August 2020, RGH broke ground for the start of a new 7,000
sq. foot emergency department which will increase patient privacy,
offer a bigger waiting area, and include a negative pressure room,
bariatric room and behavioral health safe room. The completion of
the project is set for February 2021.
ROOSEVELT GENERAL HOSPITAL AND
CLINICS
Portales and Roosevelt County have well-rounded coverage in
healthcare, with a 24-bed hospital and a family medicine clinic
covering everything from behavioral health to infectious diseases.
The City of Portales provides emergency medical services and
ambulance service through the Portales Fire Department. In
addition to EMS training, many personnel are also paramedics.
Roosevelt General Hospital was built in 2001 as a result of a dynamic
community effort to bring local healthcare back to the community.
The current RGH Emergency Department is a seven-bed facility that
treats 9,000 patients annually. The ED team consists of physicians,
mid-level providers, nurses, and paramedics and other healthcare
professionals. RGH is a state-certifi ed Level IV Trauma Center. Level
IV Trauma Centers are vital emergency links in rural New Mexico.
RGH owns and operates two family medicine clinics located in
Portales and Clovis, New Mexico. The clinic located in Portales
is open 7 days a week whether by appointment or walk-in basis.
The clinic located in Clovis is available Monday through Friday.
The clinic has specialists in family medicine, internal medicine,
interventional pain management, and behavioral health. For

La Casa Family Health Center is a total healthcare organization
