About Company
Water Systems, Inc. (WSI) was founded in 1993
by Randy Ross and Doug Dabbs, both Certified
Property Managers (CPM’s.) Throughout their rolls
in property management, both Randy and Doug
were faced with the task of managing the budgets
of multiple properties, specifically HOA’s at that
time, with out-of-control water/sewer bills. So
out-of-control in fact, that at times it was a battle
to simply be able to scrape up enough money each
month to pay the city bill and avoid water being
disconnected at the property.

In an effort to control runaway water/sewer
bills at properties managed by their property
management company, Randy and Doug found a
significant need to obtain and monitor individual
unit usage to know how much water EACH unit was
using. If they could identify that, then they could
compare that to the amount billed to the property
by the city. They could then stop the bleeding of
the water leaks, track water usage, and identify and
fix leaks immediately.

states with over 600 properties
Water Meters were individually installed at key properties and
WSI was created. Immediately, HUGE underground leaks began
to be identified. In addition, they found individual units were
leaking uncontrollably as well. Given that sewer rates are often
4-5x the water rate, both the underground leaks and individual
unit leaks can cost properties a fortune!
WSI wrote software that monitored each water meter and
counted EVERY GALLON OF WATER USED EVERY HOUR. This
allowed WSI to help set criteria to search for specific leaks i.e.
flapper valves, continuous leaks, catastrophic leaks, etc.

Once water meters were installed on units, it then begged the
question: Why were these unit owners not paying for their own
Water/Sewer Usage? It simply did not make sense. When Unit
Owners/Tenants are responsible for paying for their own water/
sewer usage, conservation becomes a priority. Residents are put

left paying for wasted water/sewer.
