KEY HIGHLIGHTS<br />
• Current key economic activities in Flagship E are airport services, engineering, electrical and electronics<br />
(E&E) and education. Going forward, Flagship E would also be the hub for agro and food processing,<br />
ICT and retail tourism.<br />
• With more than 1,000 acres of available land bank within the vicinity of Senai Airport, investors will<br />
have the advantage of setting up large-scale commercial and airport-related enterprises at attractive<br />
low rates. Other strategic land banks owned by developers also offer investment opportunities.<br />
• Senai Airport is envisaged to be the No. 2 airport in the region after Changi by 2025. It only takes 30<br />
minutes to drive from Johor Bahru to Senai Airport. In the future, a multi-modal terminal and cyber city<br />
will be developed in Flagship E; there will also be an MRT/LRT system connecting Flagship E to the<br />
Johor Bahru City Centre and elsewhere.<br />
• Flagship E is synonymous with Senai Airport and Universiti Teknologi Malaysia (UTM). Other key<br />

INTRODUCTION<br />
Location. Senai-Skudai development is located within the northern region of Iskandar Malaysia. It is<br />
bound by Mukim Sedenak to the north; Gunung Pulai to the west; Mukim Tebrau to the south; and<br />
Seelong to the east.<br />
Connectivity. Currently, Flagship E is accessible to other regions via air through Senai International<br />
Airport. It is also well-connected via the Second Link Expressway and North-South Expressway. It<br />
takes less than 45 minutes to drive from Senai to the Malaysia-Singapore Second Link (and Port Of<br />
Tanjung Pelepas) and the Johor Causeway.<br />
Key Activities/Functions. Apart from Senai International Airport, it is also the base for several major<br />
multinational electronics manufacturers. Other key landmarks in the Senai-Skudai area include<br />
Universiti Teknologi Malaysia (UTM) and Johor Technology Park.<br />
Historical background. The name, Senai, is derived from a local tree, Sinai, which thrived in the region<br />
in the early 20th century. Malays, Chinese and Tamil Indians are the main ethnic groups. The majority<br />
of the Chinese in Senai belong to the Hakka dialect group. Senai is a transit town situated 25 km from<br />
Johor Bahru, Malaysia. Flagship E covers 2 small towns in Iskandar Malaysia, namely Senai and Skudai.<br />
Skudai is a rapidly expanding suburb of Johor Bahru. Skudai is part of the new growth corridor of<br />
south-west Johor. Senai is located 4 km south from Kulai, and 4 km north of Skudai. Expressway E3<br />
links Senai Airport with Tuas in Singapore at the other end.<br />

Sultan Ismail International Airport<br />
(Senai Airport)<br />
Constructed in 1974, Senai Airport serves the state of Johor as<br />
well as people from the southern states of Peninsular Malaysia.<br />
Today, this airport is managed by Senai Airport Terminal Services<br />
Sdn Bhd (SATS), the first independent airport operator in<br />
Malaysia, after taking over the operations of the airport from<br />
Malaysia Airports Holdings Bhd in 2003. Senai International<br />
Airport is able to handle up to 4.5 million passengers and 100,000<br />
tonnes of cargo per annum.<br />
Senai Free Zone<br />
In Senai Free Zone, business leases will be available for Logistics<br />
and Hi-tech manufacturing activities that require space, quality<br />
power supply, clean water and superior IT infrastructure. The 200acre<br />
area is ideal for Logistics (3PL&4PL) regional and service<br />
centre offices, cargo warehouses, halal distribution hubs as well<br />
as hi-tech manufacturing and production plant set-ups.<br />

Under the long-term masterplan by Senai Airport, 2,800 acres of<br />
land at Senai are earmarked for the development of:<br />

The Logistics City can provide ready-built factories and land plots<br />
with basic infrastructure for the development of specific clusters<br />
of hi-tech industries with an integrated zoning system based on<br />
promoted industries.
Universiti Teknologi Malaysia (UTM)<br />
Universiti Technologi Malaysia is the oldest public engineering<br />
and technology university in Malaysia and is known by the<br />
abbreviation UTM. The university specialises in technical studies,<br />
with separate faculties for Education, Pure Sciences, Management<br />
and Human Resources Development. The university has a number of<br />
international academic collaborations and offers 108 postgraduate<br />
programmes in Engineering and Technology.<br />
Senai Cyberport<br />
The Bandar MSC Cyberport is a new mixed property development<br />
township project to be developed on a 150-acre freehold land<br />
area in Indahpura, Kulai, which has been identified as the first<br />
MSC Malaysia Cybercity in Johor. The cyber city is designed to<br />
have world-class infrastructure and a clustering effect that would<br />
create an environment to nurture technopreneurs and grow<br />
businesses. The land is currently under the ownership of MSC<br />
Cyberport Johor.<br />
Genting/Asiatic Premium Outlet<br />
Genting/Asiatic is discussing with US-based Simon Property Group<br />
Inc (SPG) to build the country’s first Premium Outlet on a 20 ha of<br />
land in Kulai, Johor. The project is expected to start in the last<br />
quarter of 2008 and be completed in 2010. The Malaysian Premium<br />
Outlet (MPO) will be a 50:50 joint venture between Asiatic Land<br />
and SPG division, Chelsea Property Group. The retail outlet will<br />
further enhance Iskandar Malaysia as a top regional tourist<br />
shopping destination.<br />

LAND PRICES AND AVAILABILITY<br />
The Malaysian Government has allocated an additional 8,000 hectares of land to support the expansion<br />
of existing industries as well as the introduction of new industries in the Nusajaya, Senai and PTP areas.<br />
As illustrated in the table below, aviation logistics, hub-airport related, engineering related, logistics and<br />
the multi-modal terminal will be the main focus in the Senai-Skudai area in the long-term.<br />

In addition, as highlighted in the Comprehensive Development Plan (CDP), there will be about 5,493<br />
hectares of Industrial land available for investment purposes by 2025 in Flagship E:<br />

- Senai Industrial Area: 3,781.54 ha<br />
- Kulai Industrial Area: 1,102.15 ha<br />
Three cyber cities will also be proposed in Iskandar Malaysia as part of the MSC Phase 2 (2004 - 2010),<br />
namely Nusajaya, Johor Bahru Central Planning Area and the Universiti Teknologi Malaysia Skudai-<br />
Indahpura area. In this second roll-out, the MSC Cybercity/Cybercentre status goes beyond the original<br />
designated areas in order to spread the MSC benefits nationwide and to enhance national and regional<br />
growth and competitiveness, as well as to bridge all forms of digital divide in the country.<br />

Besides focusing on airline and cargo activities, going forward as part of the long-term development plan<br />
of Iskandar Malaysia, Flagship E will also be the hub for the Electrical & Electronics Industry by 2025.<br />

The Comprehensive Development Plan (CDP) states that the core development catalyst for Flagship E<br />
will be an aviation logistics hub and airport in Senai. A multi-modal terminal will be located here, where<br />
the integration of air, rail and bus modes of public transportation will be focused in this area. In addition,<br />
UTM will be further promoted as a centre of excellence for education that can support the growth and<br />
development of Iskandar Malaysia.

Overview<br />
Infrastructure plays a pivotal role in supporting the manufacturing industry. The primary components for<br />
basic infrastructure and amenities are roads and transportation services, water supply and distribution,<br />
electrical supply, gas supply, sanitation-wastewater collection and removal as well as solid waste<br />
collection and removal. These services are bundled together to support business activities in the<br />
surrounding Flagship E area.<br />
Power Supply<br />
The key directions in Flagship E are to ensure: (i) sufficient supply of power to cater for the growth of<br />
Iskandar Malaysia; (ii) its objective of becoming a world-class sustainable conurbation; and<br />
(iii) the reliability of power within Iskandar Malaysia. The present supply of electric power in Flagship E is<br />
sufficient. Based on the following supply and demand table, the capacities of all main intake substations<br />
are able to meet the demand.<br />

The proposed targets for power supply for Iskandar Malaysia are as follows:<br />
• Improve System Average Interruption Duration Index (SAIDI) from the current 105 minutes/customer/<br />
year (2004) to less than 20 minutes/customer/year.<br />
• System Average Interruption Frequency Indexes (SAIFI) from 1.11 (2004) to less than 0.5.

Gas Supply<br />
Natural gas is used primarily for power generation (65%) in Malaysia. 24% of natural gas produced is<br />
used in heavy industries, 4% is used in housing, commercial and industrial areas and the remaining 7%<br />
is exported. Petronas Gas Bhd is responsible for the transmission of gas and for ensuring sufficient supply<br />
of gas.<br />
The supply and distribution of gas for commercial purposes is fairly advanced, with gas being supplied via<br />
pipelines to factories and other gas consumers. Natural gas is distributed by Gas Malaysia Bhd through<br />
a medium pressure piping system placed along road reserves. The natural gas is obtained from the<br />
Petronas Supply Centre in the east coast of Peninsular Malaysia and these pipes run to the southern<br />
region of Johor, supplying gas to Johor Bahru, Pasir Gudang and Singapore.<br />
Natural gas is supplied mainly to the industrial areas in Plentong, Tebrau, Larkin, Tampoi, Kulai and Senai.<br />
However, the ‘City Gas System’ has not been extended to non-industrial consumers, and most houses<br />
and restaurants use gas distributed in small cylinders, while hotel and some industrial users receive gas<br />
in bulb-shaped cylinders. As of today, there are four odouriser stations which are in Kulai, Senai, Permas<br />
Jaya and Pasir Gudang, with a total capacity of 177,100 (sm 2 /hr). Demand for gas in the year 2010 is<br />
projected at only 88 units (cubic metres).<br />

Road Networks<br />
Senai-Skudai has excellent connectivity via road and air to Singapore and Kuala Lumpur in the north. The<br />
area is connected to Singapore via the Second Link Expressway and the North-South Highway, with an<br />
approximately less than 45 minutes’ drive. The town is located along Skudai Highway, a part of Federal<br />
Route 1 which connects Johor Bahru to Kuala Lumpur. Public bus services that pass through Senai are<br />
TransitLink, Causeway Link, Maju and S&S. These services ply the roads between Senai and Johor Bahru.<br />

With the total population in Iskandar Malaysia forecasted to grow to 1.5 million by 2010, the existing<br />
road network system will most likely be unable to cope with the continuous traffic growth. Therefore,<br />
the Government has allocated about RM4.8 billion in the Ninth Malaysia Plan (RMK9) to upgrade road<br />
infrastructure within Iskandar Malaysia, of which about RM1.4 billion has been identified for projects to<br />
build new expressways and roads, as well as to upgrade existing road networks in the Senai area.<br />

Currently, most of the international schools in Iskandar Malaysia are located in Flagship A (Johor Bahru<br />
City Centre) due to the concentration of population arising from major business activities in both areas.<br />

• Sultan Ismail International Airport, also known as Senai International Airport, is located in one of<br />
Malaysia's strategic development zones, with a structured highway and a proposed railway network<br />
which will eventually stretch to China as well, providing easy access to the modern port facilities of the<br />
Port Of Tanjung Pelepas, Johor Port and Singapore.<br />
• The airport was constructed in 1974 and privatised to Senai Airport Terminal Services Sdn Bhd (SATS)<br />
on 1 November 2003. It is the only commercial private airport in Malaysia.<br />
• SATS is part of MMC Corporation Bhd, a huge Malaysian conglomerate involved in logistics, utilities,<br />
transportation, construction and trading. It also owns the Port Of Tanjung Pelepas and Johor Port.<br />
• Only 30 km from Singapore, Senai International Airport is strategically located in Southeast Asia,<br />
providing lower cost, truly dedicated services and growing infrastructure development.<br />
• Most of the region’s dynamic economic and tourist centres are located within a mere four-hour flight<br />
radius from Senai International Airport.<br />
• The projected total population of 5 million for Johor and total GDP of about US$129 billion (PPP),<br />
implying GDP per capita of US$25,800, should provide a large enough catchment for Senai<br />
International Airport, enabling it to attain a passenger flow of around 10 million per annum.<br />
• Taking the projected population of Singapore and Johor in 2025 which is expected to reach about 10<br />
million or more, and a passenger flow of at least 60 to 70 million for Changi annually, Senai<br />

(1) Bandar Seri Alam<br />
Bandar Seri Alam, one of the largest integrated townships in Johor, is UMLand's <strong>flagship</strong> township.<br />
Located within Iskandar Malaysia and the district of Johor Bahru Tengah and only 18 km away from<br />
Johor Bahru City Centre, this 3,762-acre township is set to be home to 150,000 inhabitants upon its<br />
full completion in 2014. To date, more than 2,000 acres have been developed with a variety of<br />
homes, strategic commercial areas and generously landscaped parks. Tesco Hypermarket and<br />

MSC Cyberport Johor is a public private partnership initiative spearheaded by the State Government of<br />
Johor to create a global Information and Communication Technology (ICT) business hub with a superior<br />

Future Development<br />
Bandar MSC Cyberport is a new, mixed property development township project to be developed on a<br />
150-acre freehold land in Indahpura, Kulai, which has been identified as the first MSC Malaysia Cybercity<br />
in Johor. The Cybercity is designed to have world-class infrastructure and clustering effect that would<br />

Since Lee Rubber's inception in the late 1920s, in Muar, the Group has grown into a diversified<br />
conglomerate with a presence in Malaysia and the region. Its activities include resource-based<br />
operations, real-estate development, manufacturing, banking (OCBC Bank), hotel management,<br />
logistics and insurance services (Great Eastern).<br />

Core Business: Rubber Processing<br />
The Group is currently one of the world’s largest processors and exporters of natural rubber and latex,<br />
operating a network of processing factories across Malaysia and Indonesia.<br />
Endowed with an extensive and strategically located land bank within Iskandar Malaysia, much of which<br />
was purchased from private land owners in the 1950s, the Group has been actively engaged in industrial,<br />
housing and commercial developments which have been well received by the market.<br />
Together with Johor Corporation and EPF Board, the Group has jointly developed the Johor Technology<br />
Park. Manufacturers involved in electronics, oil and gas, plastic mould injection, engineered plastic<br />
products and writing instruments, including MNCs such as Seagate, have set up their operations in the<br />
Park employing thousands of workers.<br />
South of the Technology Park, another joint venture has developed thousands of quality homes at Taman<br />
Impian Emas. The high desirability of the development is reflected in the prices which purchasers are<br />
prepared to pay for the homes. The joint-venture company had also contributed to the upgrading of<br />
surrounding public infrastructure such as widening of Old Kempas Road and construction of a bridge over<br />
Skudai River to connect into Skudai Highway.<br />
In support of the Government’s effort to develop Iskandar Malaysia, the Group also sold some 2,800<br />
acres adjacent to Senai International Airport for the development of a National Air Cargo Hub project as<br />
part of its effort to contribute to the economy of the State.<br />
Amidst the re-development of its factory sites, Lee Rubber had put in place environmental measures,<br />
which included shifting environmentally incompatible industrial buildings and replacing them with ecofriendly<br />
ones, which are more sympathetic to surrounding land uses. In Tampoi, a latex factory was<br />
shifted and a new building was constructed to accommodate the largest southern showroom and service<br />
centre for PERODUA. Another building, the old Lee Biscuit Factory, made way for GIANT Hypermarket<br />
(Tampoi) which is very popular with local and Singaporean shoppers alike.<br />
Bullish of southern Johor’s continual rapid economic expansion brought by the pro-investment policies<br />
and world-class infrastructure developed by the Malaysian Government, the Group strongly believes<br />
that Iskandar Malaysia will attract both foreign investment and migration of talent seeking a promising<br />
future. As such, the Group plans to actively develop its land bank within Iskandar Malaysia with even<br />
more vigour. Lee Rubber is grateful to the State Government for supporting its effort.<br />
Plans to develop a 3,200-acre land bank at Senai/Skudai for mixed commercial and residential<br />
development are proceeding. As a long-term investor, the Group also welcomes industrial and<br />
commercial operators wishing to relocate to Iskandar Malaysia to work with Lee Rubber Group on a build<br />
