� Terhaar (FERC) provided an overview of FERC’s Integrated Licensing Process (ILP),<br />

schedule, study criteria and evaluation of study plans. (This presentation can be found<br />

Presentation)<br />

� Turetzky asked why <strong>Duke</strong> would not be required to receive a water quality certification<br />

certificate from NC. Terhaar explained that a water quality certificate is only required if<br />

there is a project release within state boundaries.<br />

� Huff (<strong>Duke</strong>) provided an introduction to early ILP milestones including the Pre‐<br />

Application Document (PAD) and Study Plans. (This presentation can be found on<br />

www.ktrel.com and is entitled KT Relicensing Schedule 10‐14‐09 Huff Presentation)<br />

� Kearns provided the group with an overview of what RC Members can expect to<br />

experience by participating in the relicensing process. Kearns explained that the<br />

Stakeholder Team’s main focus will be to balance all resource interests to develop a<br />

preferred alternative for FERC’s Environmental Assessment (EA). Kearns explained that,<br />

each RC is grouped in a resource area that FERC will review as part of the EA. He went<br />

on to further explain how each RC will operate and interact with the Stakeholder Team.<br />

� He went on to further explain that in order to effectively develop a preferred<br />

alternative, the Team will need to understand what items should be included in a<br />

license, such as project operations, recreation, shoreline management, fisheries, and<br />

aesthetics. Many of the answers to questions relating to these areas will be answered<br />

through the studies.<br />

� Kearns provided the group with an overview of the relicensing website www.ktrel.com.<br />

� Kearns informed the group that, during afternoon breakouts with each RC , Committee<br />

Members would be reviewing the Technical Data Library, preliminary study ideas and<br />

briefly discussing any new studies ideas.<br />

Decisions:<br />

� RC Coordinators and K&W will work to schedule future RC meetings with overlapping<br />

Committee Members side‐by‐side to help reduce travel.<br />
