“I think I can…I think I can…I thought I could!”<br />
Although the world has changed in unimaginable<br />
ways since our last in-person <strong>Frolic</strong>, one thing has<br />
remained the same: Kids profoundly benefit when<br />
they are trained and empowered to keep<br />
themselves safe. That’s precisely what we’ve<br />
continued to do with new formats and from our<br />
new home. In fact, Kidpower is much like “the<br />
little engine that could”. We persevered when kids<br />
needed us most.<br />

Through the challenging time, we increased our<br />
reach (virtually when necessary), expanded our<br />
services, and partnered with other community<br />
agencies to provide cutting-edge safety and<br />
violence prevention and education. We are<br />
thrilled to now be co-located in Safe Passage's<br />
new children's advocacy center on the westside of<br />
Colorado Springs. This collaboration fosters the ideal model of child abuse prevention and healing<br />
and is a first for Colorado.<br />
In our 2020-21 program year, we trained 2,564 kids and adult caregivers in mostly virtual workshops.<br />
Our high-quality, creative, fun, interactive online training allowed us our reach kids who may not have<br />
previously participated due to geographic or other limitations. We are delighted to now be<br />
transitioning to in-person classes and will be continuing to do both online and in-person classes as we<br />
move forward. As always, no child is turned away for inability to pay.<br />
We are truly grateful to all of you participating in Kidpower’s <strong>Chocoholic</strong> <strong>Frolic</strong>, through tickets to the<br />
event, shopping in our auction, your donations and sponsorships, volunteering, encouragement, and<br />
feedback. Thanks also to those of you who have enrolled your children in Kidpower workshops and<br />
have used our resources.<br />

What is Kidpower?<br />
Kidpower of Colorado is the local center of Kidpower International, a<br />
nonprofit global leader in child protection and personal safety<br />
education since 1989. The Colorado center was established in 1994 to<br />
provide comprehensive safety education skills to children ages 3-18<br />
and their families.<br />
Kidpower’s mission is to teach young people personal safety and<br />
confidence-building skills to reduce their risk of abduction, assault<br />
and emotional, physical and sexual abuse.<br />
Our programs are known worldwide for being positive, practical, safe<br />
and age-appropriate.<br />
To date, more than 60,000 individuals have received Kidpower<br />
training in Colorado.
About Kidpower Workshops<br />
All Kidpower workshops give children the opportunity to practice skills<br />
through carefully structured activities and role plays using realistic,<br />
nonthreatening scenarios. These include situations with peers and adults,<br />
both strangers and people kids know. Each workshop also recognizes the<br />
primacy of parents and educators as students’ most important and<br />
influential teachers.<br />

for Integrity on Behalf of Children<br />
But those accomplishments tell only part of the story<br />
about Debra. Children are her core lifetime concern, as<br />
she stood with them, representing their interests in some<br />
of the toughest cases a lawyer will face. And Debra has<br />
done so with courage, grace, heart, and love for 32 years.<br />
Kidpower‘s <strong>2022</strong> Darcell Palmer Award goes to Debra Campeau,<br />
recently retired Managing Attorney of the Office of the Guardian Ad<br />
Litem in El Paso County. Debra Campeau’s spirit and care for<br />
children is widely known in legal, nonprofit, and human services<br />
communities in Colorado. A look at her awards and accomplishments<br />
provides insight:<br />
1994 Debra co-founded Kidpower of Colorado with Jan Isaacs<br />
Henry and Jan Deboer.<br />
1995 Debra was core in founding the Children’s Advocacy Center,<br />
now known as Safe Passage, a longtime Kidpower partner.<br />
1999 Court Appointed Special Advocates Presidents Award<br />
2006 El Paso County Bar Association Lohman Award<br />
2008 National Association of Counsel for Children‘s Outstanding<br />
Legal Advocate Award<br />
2013 Safe Passage‘s Iuppa Award<br />
2021 Colorado Office of the Child’s Representative Jim Covino<br />
Advocate of the Year<br />
Kidpower of Colorado’s Darcell Palmer Award<br />
acknowledges sustained action by an individual to protect<br />
and support children. It is named for Darcell Palmer,<br />
longtime elementary school principal who saw that all of<br />
her students and staff were trained by Kidpower because<br />
of her passionate commitment to children's safety. Darcell<br />
later joined the Kidpower board of directors, and for 10<br />
years provided valued insight and wisdom to the<br />
organization. Darcell passed away in 2013 and the award<br />
was created in her honor. She is deeply missed.<br />
Debra Campeau embodies the spirit and commitment of<br />
the Darcell Palmer Award with her lifelong commitment to<br />
protecting children and representing their interests as an<br />
advocate with the utmost integrity. Kidpower is proud to<br />
award the Darcell Palmer Award for <strong>2022</strong> to Debra<br />
Campeau.<br />

Debra Campeau, this year's Darcell Palmer Award winner,<br />
and Jan DeBoer helped to established Kidpower of Colorado<br />
in 1994 with current director, Jan Isaacs Henry.<br />
Jan DeBoer (on right) passed away on October 27, 2019. Jan<br />
was an exceptional therapist in private practice with an<br />
expertise in the treatment of trauma with children. Because of<br />
what she witnessed on a daily basis with her young clients,<br />
Jan was absolutely committed to do something both to<br />
prevent abuse and also to help those who already had been<br />
victimized restore their power. Jan was deeply loved by her<br />
family and friends, the Kidpower family, and the many clients<br />
and families she helped.<br />
