Minutes of <strong>the</strong> Students' Connell September 2<br />

W.H.R .0.<br />

Dave Potter, representing <strong>the</strong> <strong>College</strong> Radio Statioh,<br />

discussed with <strong>the</strong> Council <strong>the</strong> possibility of <strong>the</strong> station's broadcasting<br />

<strong>the</strong> Wuniattaa<strong>Haverford</strong>, football game. Since committments would have<br />

to be made before <strong>the</strong> semi-annual approval of organizational budgets,<br />

Potter asked <strong>the</strong> Council to approve in advance a line charge of $75. fer<br />

<strong>the</strong> game. Both <strong>the</strong> Council and W.H. R.C. felt that not more than $35.<br />

of <strong>the</strong> costs should come from an additienal Council allotment over <strong>the</strong><br />

station's regular budget allocation. The Council agreed <strong>the</strong>refore, to<br />

authorize <strong>the</strong> t75. expenditure if <strong>the</strong> regular operating budget of W,H.R.C.<br />

does not exceed $385. this semester.<br />

SmokinaLSiens<br />

Paulding Phelps informed -<strong>the</strong> Council that <strong>the</strong> No Smoking signs<br />

are a mistake in all seminar rooms, with <strong>the</strong> single exception of <strong>the</strong><br />

room on second floor, Hines.<br />

M#Lectmeth Concession<br />

It was decided that <strong>the</strong> payment for <strong>the</strong> <strong>College</strong> Mimeograph<br />

Concession, which is sponsored by <strong>the</strong> Council, should be raised from<br />

15. to $20 per semester. The <strong>students</strong> who have had <strong>the</strong> concession in<br />

past years have had to spend considerably more than 15 hours on this<br />

work during <strong>the</strong> semester.<br />

Letters<br />

The Council directed its secretary to send letters of thanks<br />

to Bank Hamburger for his outstanding work on <strong>the</strong> <strong>College</strong> Handbook,<br />

and to Bob Wilson for his fine work as Chairman of <strong>the</strong> Freshman Introduction<br />

Committee,<br />

Concessions<br />

Students who are interested is innovating new campus concessions<br />

Used Book Concession<br />

The Council Used Book Concession was discussed, Gerry<br />

Wi<strong>the</strong>rspoon reported that nearly 250 books were sold by <strong>the</strong> concession<br />

at a profit of approximately 430. The following suggestions were made<br />

for <strong>the</strong> future operation of <strong>the</strong> concession:<br />

1. That two men operate <strong>the</strong> store because of <strong>the</strong> large amount of time<br />

required during <strong>the</strong> first few weeks of <strong>the</strong> semester<br />

2. That <strong>the</strong> store be boasted in <strong>the</strong> baseaant of Barclay instead of <strong>the</strong><br />

Council room.<br />

3. That more publicity be given to <strong>the</strong> concession at <strong>the</strong> beginning at<br />

college<br />

4. That <strong>the</strong> list of required textbooks be made available to <strong>the</strong> Used<br />

Book Store earlier than this year.<br />

e preliminary discussion was made about this year's Customs<br />

program. It was generally felt by <strong>the</strong> Council that <strong>the</strong> early return<br />

of <strong>the</strong> freshmen was successful and should be continued. The following<br />

consideratioas will be referred te <strong>the</strong> Committed on Freshmen Introduction<br />

which is to be appointed in <strong>the</strong> near future:<br />

It was felt by some that <strong>the</strong>re was too much slack time<br />

between <strong>the</strong> return to <strong>the</strong> <strong>College</strong> of <strong>the</strong> <strong>students</strong> and <strong>the</strong> beginning<br />

of classes. lthough <strong>the</strong> period seems to be necessary, particularly<br />

for <strong>students</strong> decorating <strong>the</strong>ir rooms, it was suggested that more activities<br />

of <strong>the</strong> Freshmeneeophomort rivalry could be scheduled for this period.<br />

Closer work with <strong>the</strong> sophomore Glass officers by <strong>the</strong> Customs Committee<br />

ws suggested for <strong>the</strong> period of spring planning of <strong>the</strong> fall customs<br />

program.<br />

to <strong>the</strong> boner System. It was pelt that <strong>the</strong> snail group<br />

discussions of <strong>the</strong> Honor System were quite successful this year.<br />

Club. The Chairmen of <strong>the</strong> organization is David Dorsey.<br />

In <strong>the</strong> past, fines and janitor cearg©s have often been<br />

Often, however, equipment is not available for <strong>students</strong> who would lik.'<br />

to help in this way. It was decided <strong>the</strong>refore that <strong>the</strong> Council should<br />

obtain from Mts. Mays four mops and two buckets which will be kept in<br />

Barclay and will be available to <strong>students</strong> for this purpose.<br />

Graduate Unit and Honor item<br />

Recently members of <strong>the</strong> Council and <strong>the</strong> Honor System Committee<br />

met with <strong>the</strong> graduate STA unit at Skull House to discuss <strong>the</strong> Honor<br />

stem. The following applications of <strong>the</strong> system were agreed upon<br />

for <strong>the</strong> group:<br />

1. The entire acedenic side of <strong>the</strong> Honor System as' it applies to all<br />

<strong>students</strong> of <strong>the</strong> coIlege<br />

2. The customary 2 o'clock and 3:30 time limits for <strong>the</strong> entertaining<br />

Of women in <strong>the</strong> rooms of <strong>the</strong> graduate men <strong>students</strong>, and for mon sad<br />

women being toge<strong>the</strong>r in <strong>the</strong> common social rooms of Skull House.<br />

both research and critical. The possibility of joining with several<br />

o<strong>the</strong>r colleges in such a project is under consideration. The idea wail<br />

recently presented to <strong>the</strong> faculty and was met with considerable interest<br />

sad willingness on <strong>the</strong> part of some to join with <strong>the</strong> Council in studying<br />

<strong>the</strong> possibilities of such a project. interested <strong>students</strong> shOuld see a<br />

member of <strong>the</strong> Council.<br />

student concessions, recently formulated by <strong>the</strong> Council in<br />

cooperation with <strong>the</strong> eamptrollers Office:<br />

1. New dencessione<br />

e, Two applications are to be submicted to <strong>the</strong> Council<br />

outlining <strong>the</strong> purpose of <strong>the</strong> concession and <strong>the</strong> proposed<br />

method of financial operation. One of <strong>the</strong>se will be<br />

sent to <strong>the</strong> Comptroller for his advice as to possible<br />

financial difficulties.<br />

b. The holder of <strong>the</strong> concession will be et liberty to<br />

retain <strong>the</strong> concession until he graduates, after which<br />

time <strong>the</strong> concession will be appointed by <strong>the</strong> Council.<br />

2. Old Concessions<br />

a. These will be appointed by <strong>the</strong> Council on <strong>the</strong> basis of<br />

financial need.<br />

b. Appointment to a concession will be conditional on<br />

filing a report containing <strong>the</strong> following items:<br />

gross receipt, gross expenditure, net profit, invertorn<br />

and total time spent.<br />

Minutes of <strong>the</strong> Students' Cbuncil Meeting April 1955<br />

The new Council took over with best wishes on <strong>the</strong> part of<br />

Paulding Phelps and thanks for a job well done by George Keeley. The<br />

members of <strong>the</strong> new Council are: President, George Keeley; Secretary,<br />

Bill Newmeyer; Treasurer, Lou Matlack; from <strong>the</strong> Class of 1956, Bob<br />

Greer, and Tom Martenis; from <strong>the</strong> Class of 1957, Laura Halstead; from<br />

<strong>the</strong> Class of 1958, Chet Berlin and Rick Hill.<br />

The Dining Room Incident: George Keeley reported to <strong>the</strong> Council that<br />

Mr. Casein has fixdd <strong>the</strong> cost of replacing <strong>the</strong> tables and paying for<br />

labor during <strong>the</strong> breakfast hour last Monday (April 4), at $44. The<br />

Council decided to wait several weeks to see if those persons who<br />

removed <strong>the</strong> tables come forth. It was decided that a refund for <strong>the</strong><br />

breakfast missed would be administratively very difficult. Mr. Caselli<br />

assured Keeley that <strong>the</strong> money saved by not serving this meal would be<br />

put to improving some meal or meals in <strong>the</strong> near future. The Council<br />

decided to write a letter to Mrs. Nugent apologizing for <strong>the</strong> inconvenience<br />

caused her.<br />

Spring Dav: The Council's direct nart in Sarin; Day will be to present<br />

a one half hour program ain <strong>Haverford</strong> Student Government from twelve to<br />

twelve thirty on May 7.<br />

Publicity Office Liason: Tom Martenis was appointed to be <strong>the</strong> liason<br />

man between Mrs. Oakley in <strong>the</strong> Publicity Office and <strong>the</strong> Council and <strong>the</strong><br />

Student Body. This job consists of ga<strong>the</strong>ring facts about outstanding<br />

<strong>students</strong> for publication in <strong>the</strong>ir home town or shcool newspapers.<br />

Bryn Mawr Mav Day: A letter from Dean. Cadbury to <strong>the</strong> Council urged<br />

that <strong>Haverford</strong> <strong>students</strong> stay away from <strong>the</strong> Bryn Mawr May Day this<br />

year. Mr.- Dadbruy said that <strong>the</strong> <strong>College</strong> will in no way be responsible<br />

for any <strong>students</strong> arrested in this affair. Any <strong>students</strong> apprehended by<br />

<strong>the</strong> police will be put on full probation for <strong>the</strong> rest of <strong>the</strong> year.<br />

Firecrackers: It was agreed to continue to levy a $5 fine for all<br />

firecrackers set off. This fine may be put on <strong>the</strong> student's bill. The<br />

entire Council will act on this.<br />

Ropes in Roberts: Mr. Caselli told <strong>the</strong> Council that some one connected<br />

with Class Hight or <strong>the</strong> Drama Club took some pulley ropes from <strong>the</strong><br />

front of Roberts stage. These must be returned by <strong>the</strong> 14th of Arril<br />

of <strong>the</strong> Students' Association will have to pay for <strong>the</strong>m.

Aprointment of Committees: In <strong>the</strong> next few weeks <strong>the</strong> Council will<br />

Some asrects of <strong>the</strong> Customs program were discussed, but it was<br />

decided to leave a full dress discussion for a later time. Those<br />

<strong>students</strong> interested in being on a committee are urged to speak to<br />

some member of <strong>the</strong> Council about it. This will not , ,uarantee<br />

appointment, but it will show who is interested when appointments<br />

are made and enable <strong>the</strong> Council to make better seelections. Lists<br />

for those who are interested to simn up on are now, on <strong>the</strong> bulletin<br />

boards on Founders.<br />

Procedure: The Council dec i ded to cont i nue usinr, <strong>the</strong> Friends' Business<br />

Method in its meetings and to continue to meet on Sunday night at<br />

6:45. The next meeting of <strong>the</strong> Council w11 be held this Sunday and<br />

At <strong>the</strong> meeting of <strong>the</strong> Council on April 10, several see-.<br />

tions of <strong>the</strong> Honor System were discussed and interpreted by <strong>the</strong><br />

Qouncil.<br />

The following were among its decisions.<br />

1* The entire Council wifl meet to discuss alleged Honer System<br />

violations, no matter how trivial <strong>the</strong>y may appear*<br />

2* The present Council interprets Article VI, Section 5 of <strong>the</strong><br />

Constitution of <strong>the</strong> Students' Association and Article 1, Section<br />

2 of <strong>the</strong> Regulations of <strong>the</strong> Students' Association regarding <strong>the</strong><br />

entertainment of women guests as applying to those <strong>students</strong> living<br />

in faculty homes as well as to <strong>students</strong> living in dormitories.<br />

3* The Honor System applies to <strong>the</strong> entire <strong>Haverford</strong> Campus, <strong>the</strong><br />

time limits to <strong>the</strong> student living quarters only. However, <strong>the</strong><br />

Council sees certain time limitations regarding <strong>the</strong> entertainment<br />

of women guests anywhere on campus. A student is expected to leave<br />

his woman guest at a reasonable hour, so that lateness may not be<br />

interpreted as a violation of <strong>the</strong> Any Act Clause (Article VI, Section<br />

34 Clause 2 of <strong>the</strong> Constitution of <strong>the</strong> Students' Association).<br />

The Council feels that this matter of entertaining woman guests at<br />

late hours is applicable to <strong>the</strong> campus, to public rooms, e.g. <strong>the</strong><br />

Common Room, and to faculty homes.<br />

1* Article VI, Section 3 of <strong>the</strong> Constitution of <strong>the</strong> Studente<br />

Associations Women. 1. Students shall have <strong>the</strong> right<br />

to entertain women guests in <strong>the</strong>ir rooms, subject to <strong>the</strong> limitations<br />

imposed by <strong>the</strong> regulations of <strong>the</strong> Students' Association. 2. Any<br />

Act which, if it became public, would damage <strong>the</strong> reputation of <strong>the</strong><br />

etadent, <strong>the</strong> woman guest, or <strong>the</strong> <strong>College</strong> shall be deemed a violation<br />

Of <strong>the</strong> Honor System. Whe<strong>the</strong>r Much act it did or did not in fact<br />

become public shall be considered irmsterial and irrelevant in<br />

dote mining whe<strong>the</strong>r it constitutes a violation,<br />

2. Article 1, Section 2 of <strong>the</strong> Regualtions of <strong>the</strong> Students'<br />

Associations Women Guests. 1. No student shall entertain Nests:en<br />

guests after <strong>the</strong> hour of 10 p.m. without permission from his room.<br />

between <strong>the</strong> hours of 2 and 9 a*m, on weekdays, and between <strong>the</strong> hours<br />

of 5130 and 9100 a.m. on weekends.

Committee Aepointmentet At a closed meeting on April 20 and at this<br />

meeting, <strong>the</strong> following committees were appointed by <strong>the</strong> Councils<br />

Committee to Investigate Hoastv (<strong>the</strong> function of this<br />

committee is to determine what living facilities will be available<br />

Ten o'Clock Clubs Charles Brown declined appointment<br />

and <strong>the</strong> Council aveinted Shenton }4onkmeyer to <strong>the</strong> Committee.<br />

Swarthmore yeekenda The price Of <strong>the</strong> Swarthmore football game next<br />

fall will be one dollar for a student and one dollar for his date.<br />

In a move to consolidate <strong>the</strong> weekend's activities, all events will<br />

be held at Swarthmore next year on Saturday.<br />

Broken Windowein211121E; (See <strong>the</strong> April 17 Minutes) Lou Matlack<br />

reported to <strong>the</strong> Council that Mr. Caselli and <strong>the</strong> Athletic Department<br />

have accepted <strong>the</strong> principle that <strong>the</strong> Council should not pay for windows<br />

broken through normal use of he Gym„ i.e. by tennis balls.<br />

Concessions: The Council will appoint some concessions this<br />

spring end <strong>the</strong> o<strong>the</strong>rs next fall. A list of all concessions to be<br />

appointed and <strong>the</strong> time of appointment will be posted within <strong>the</strong> next<br />

few weeks. Applications for <strong>the</strong>se concessions will , ave to be submitted<br />

to <strong>the</strong> Secretary of <strong>the</strong> Council in triplicate and must<br />

include a fairly comprehensive analysis of7h-i-fiai;ns for desiring<br />

<strong>the</strong> Colleeejleedbeok with Edit Norman Grossblatt at its 1 ,lay 1st<br />

meeting. ThePetanoil has received notice that books are being taken<br />

froe <strong>the</strong> library without proper procedure. Bob Greer was appointed<br />

an investigatine committee of one with instructions to invite hr.<br />

Lester to a Council meeting if necessary. The matter of wearing<br />

aermuda shorts with knee socke in <strong>the</strong> dining hall was brought up and<br />

referred to <strong>the</strong> Dining Room Committee. Because Bryn Mawr women can<br />

stay out until 53O only on formal weekends, <strong>the</strong> Council wrote a letter<br />

to <strong>the</strong> President of Solf-.Gov , Ann Hobson, and asked that an exception<br />

be made this weekend since <strong>the</strong> dance is a formal one by tradition, The<br />

Council received an affirmative reply to this request.<br />

Food Throwing in stba pining bias Mr. Caselli sent a plan to <strong>the</strong><br />

Council preeiding punishment for food throwers by means of a one<br />

week expulsion fro4he dining hall with a refund of a weeks board<br />

money. He feels that <strong>the</strong> situation is beconing very bad and that<br />

<strong>students</strong> who had to fend for <strong>the</strong>mselves for a week would return to <strong>the</strong><br />

dining hall greatly calmed down. The Council agrees with hr. Caselli<br />

and Mr... Nugent that thrown food can make a meal very disagreeable. It<br />

felt, however, that several adverse results might come from <strong>the</strong> plans<br />

le it would be very difficult for student employees or <strong>the</strong> dieticians<br />

to administer; 2. <strong>students</strong> might throw food purposely in order to<br />

receive a refund if <strong>the</strong>y were planning a long weekend; <strong>the</strong> situation<br />

might reach absurd proportions with half <strong>the</strong> <strong>College</strong> elected. The<br />

Averna f:eport: Vince Averna reported to <strong>the</strong> Council that Barclay seems<br />

to be <strong>the</strong> best place to house men next fall until <strong>the</strong> new dorm is<br />

completed. The Gym Led been suggested originally. It will new, that<br />

some Barclay rooms and suites will have an extra man in <strong>the</strong>e. Details<br />

of <strong>the</strong> plan will be available later, but <strong>the</strong>re will probably be some<br />

choice by men living in Barclay of vho will live with <strong>the</strong>m.<br />

YUreoseful Damage: Donald Crane came to see <strong>the</strong> Council about need..<br />

less and wanton destruction of <strong>College</strong> property. Be cited <strong>the</strong><br />

example of third fleRfAtarclay north, where six windows in <strong>the</strong> fire<br />

door were purposetXla ist weekend. Crane felt that, even<strong>the</strong>ugh <strong>the</strong><br />

culprits had promised payment, <strong>the</strong>y should be fined. Be said that<br />

wanton destruction of this type was senseless.<br />

The Council agreed with much of what he said, but pointed<br />

ut that it must do <strong>the</strong> administratively feasible thing. The Council

feels it is dealing with <strong>the</strong> problem in as effective a manner as<br />

possible. It pointed out that <strong>the</strong> Administration will not take <strong>the</strong><br />

problem and that <strong>the</strong> Council is not a police force,<br />

Honor System Committees Steve Sieverts came to see <strong>the</strong> Council about<br />

<strong>the</strong> honer System Committee. He feels that <strong>the</strong>re is no *loyal opposition*<br />

on <strong>the</strong> committee, e.g. people who are opposed to <strong>the</strong> 3230 time limit<br />

on principle. The Council told Sieverto that he is free to attend<br />

committee meetings at <strong>the</strong> discretion of <strong>the</strong> Chairman. he said thc<br />

opposition * should be on <strong>the</strong> committee to effective.<br />

The Council <strong>the</strong>n pointed out that <strong>the</strong> committee does not<br />

set <strong>the</strong> standards 8f <strong>the</strong> honor System, but has <strong>the</strong> primary job of<br />

introducing it to <strong>the</strong> Freshmen* The Councii feels that <strong>the</strong>re is plenty<br />

of opportunity for dissent about such features as <strong>the</strong> 3:jO time limit.<br />

The Council later decided thst no new appointments are necessary.<br />

Christmas Card Concession: Koya Azumi came to see <strong>the</strong> Council about<br />

<strong>the</strong> Xmas Card Concession* He reported that <strong>the</strong> has an inventory worth<br />

$116096 which he would like <strong>the</strong> Council to purchase and sell to <strong>the</strong><br />

next concessionaire.<br />

Azumi and Dick Rivers originally bought <strong>the</strong> stock from <strong>the</strong><br />

Council for 02.50 apiece. Rivers still owes <strong>the</strong> Council 02.50. The<br />

Council told Azumi that it wantr to talk to YAvers before making any<br />

decision on this matter.<br />

Cuctons Program; The Council discussed th7freport of <strong>the</strong><br />

Committee on Customs with Fritz Schwentker chairman of <strong>the</strong> Customs<br />

Committee, and Paul Allen, a member of <strong>the</strong> committee. The following<br />

items were discussed at some lengths<br />

I* Freshmen—Sophomore Rivalry. The report stressed <strong>the</strong><br />

need for a Rivalry Chairman from <strong>the</strong> sophomore class to meet with <strong>the</strong><br />

Customs Committee and to organize <strong>the</strong> sophomores. It was decided he will<br />

be elected by his cases and it was recommended that he play no fall varsity<br />

sport since this would cut down on time available for <strong>the</strong> job considerably*<br />

It was stressed that this tosition should become a tradition. The<br />

Customs Committee will plan a series of events; a football Jame, a<br />

soccer game, a tug of war, etc. trophy will be granted to <strong>the</strong> Class<br />

which has shown cuperiority and spirit to <strong>the</strong> largest degree in <strong>the</strong><br />

rivalry. The Customs Committee will make <strong>the</strong> award.<br />

2. Big Bro<strong>the</strong>r System. The big bro<strong>the</strong>rs will consist of<br />

members of <strong>the</strong> Customs Committee, <strong>the</strong> Council and <strong>the</strong> Honor System<br />

Comeittee plus one or two o<strong>the</strong>r men if <strong>the</strong> chairman of <strong>the</strong> Customs<br />

Cormittee feels that he needs <strong>the</strong>m* These men will write lettere to

5. General. The same procedure of breaking up into small<br />

groups will be used for <strong>the</strong> honor System discussion. Attendance at<br />

meetinwill be required for Freshmen and Customs Committee men.<br />

The Customs period will last four or five weeks, <strong>the</strong> trophy being<br />

presented to <strong>the</strong> winking class at <strong>the</strong> collection following <strong>the</strong> end<br />

of Customs. Funishment of Frehsmen for not wearinE hats and buttons<br />

will be handled by such devices as forced ppeeched at dinner. The<br />

Customs Committee needs a rope and <strong>the</strong> Council asked Echwentker to<br />

try and locate 'one and if he could not to price <strong>the</strong>m.<br />

Anyone desiring to read <strong>the</strong> report a<strong>the</strong> Committee on<br />

Customs should see <strong>the</strong> Secretary of <strong>the</strong> Council.<br />

Minutes of <strong>the</strong> Students' Council Meeting May 1, 1955<br />

Missing Library Books: (See <strong>the</strong> April 24th Minutes) Bob Greer<br />

rerorted to <strong>the</strong> Council that he talked to Mr. Lester about <strong>the</strong><br />

problem of books disappearing from <strong>the</strong> Library. A great many books<br />

have been taken and <strong>the</strong> situation is becoming serious. The Council<br />

asked Greer to draw up a statement embodying <strong>the</strong> following two<br />

principles: 1. all missing books must be returned by 12:00 noon<br />

Friday, May 6th;' 2. if all books are not returned by this time,<br />

<strong>the</strong> Librarian, Mr. Lester, will conduct a room search specifically<br />

for uncharged books and in accordance with <strong>the</strong> plan decided upon<br />

at <strong>the</strong> last meeting of <strong>the</strong> Students' Association. (See separate<br />

notice)<br />

Men desiring <strong>the</strong> concessions must submit a comprehensive survey of<br />

<strong>the</strong>ir reasons for desiring <strong>the</strong> concession in triplicate to <strong>the</strong><br />

Secretary of <strong>the</strong> Council by May 14. Men submitting applications for<br />

<strong>the</strong> used book concession must include a plan of how <strong>the</strong>y will run<br />

<strong>the</strong> concession and where <strong>the</strong>y will store <strong>the</strong> books over <strong>the</strong> summer.<br />

The Film Club concession will be run on a more stringent basis next<br />

year. The concessionaires may be required to rent <strong>the</strong> projectors<br />

and a janitor to stay in Roberts during <strong>the</strong> film.<br />

The following concessions will be appointed next fall:<br />

Damase in Barclay: The Council discussed very briefly <strong>the</strong> damage<br />

done in Barclay over <strong>the</strong> weekend. The Council would like to have<br />

<strong>students</strong> pay for damage <strong>the</strong>y caused. The Council noted that <strong>the</strong><br />

senseless destruction of <strong>the</strong> pay phone in Barclay probably marks<br />

<strong>the</strong> end of pay phones in <strong>the</strong> Hall.

The Silverware Incident: Some ti:. : .round 5:00 A.M. on Sunday<br />

morning, May 1, Charles Adams and Paul Hodge entered <strong>the</strong> <strong>College</strong><br />

kitchen through a window, removed three full trays of silverware,<br />

and took a respectable quantity of food. Two Council members<br />

discovered <strong>the</strong> silverware under Lloyd .Sunday morning. The<br />

following punishment was recommended to and approved by <strong>the</strong><br />

Administration: 1. These men shall make full restitution for<br />

any food taken; 2 . Each of <strong>the</strong>se men shall work ten man hours<br />

in <strong>the</strong> dininc' hall or kitchen; this work shall be done at <strong>the</strong><br />

discretidm of Mrs. Nugent and at least five hours of <strong>the</strong> work<br />

shall be completed by May 7th, all <strong>the</strong> work shall be completed<br />

by May 14th.<br />

General Business: Norman Grossblatt will be at <strong>the</strong> next Council<br />

meetin7 to disnuss <strong>the</strong> <strong>College</strong> Handbook (Rhinie Bible) with <strong>the</strong><br />

Council. The next Council meeting is now set for Sunday, May 8,<br />

at 6:45 P.M.<br />

ISSING LIBRARY BOOKS<br />

May 2, 1955<br />

A large number of library books, particulary in <strong>the</strong><br />

fields of Economics, Political Science, and History, as well as<br />

a number of Humanities books and volumes of current literature,<br />

have been taken from <strong>the</strong> Library without signing <strong>the</strong>m out at <strong>the</strong><br />

desk. Many of <strong>the</strong>se have been requested by <strong>students</strong> and faculty<br />

and found missing; some are urgently needed for reserve. It is<br />

very important that <strong>the</strong>se books be returned before exam perod.<br />

The Council and <strong>the</strong> Library Staff have agreed on <strong>the</strong> following<br />

lam:<br />

1. All books which have been taken from <strong>the</strong> Library<br />

without ironer procedure must be returned by 12:00 noon Friday,<br />

May 6th.<br />

2. If all books missing are not returned by this<br />

NOTICE -- THE SILVERWARE INCIDENT<br />

May 2., 1955<br />

Sometime during <strong>the</strong> early morning hours of Sunday, May<br />

1, Charles Adams and Paul Hodge entered <strong>the</strong> <strong>College</strong> kitchen through<br />

a window. They removed three full trays of silverware and put <strong>the</strong>m<br />

in Lloyd basement. During this time <strong>the</strong>y also removed a respectable<br />

quantity of food. Early Sunday morning,' <strong>the</strong> kiss was<br />

discovered and <strong>the</strong> Council nthtified through Lou Matlack. Matlack<br />

heard, as well, that Adams had been seen jumping from a kitchen<br />

window <strong>the</strong> night before. Council members Matlack and Newmeyer went<br />

to see Adams and he told <strong>the</strong>m where <strong>the</strong> silverware was hidden. Adams<br />

was asked to cone to <strong>the</strong> Council meeting, Sunday night, and bring<br />

any accomplice along. He appeared at <strong>the</strong> Council meeting with<br />

Hodge ar, botb told <strong>the</strong> above story, a.a.rwei=1=9:5--tovizidgitie—fitil<br />

The following punishment has been recommended to and<br />

approved by <strong>the</strong> Administration:<br />

1. Full restitution for any food taken. (This includes<br />

a shaet of gingerbread, a jar of olives, and a jar of cherries.)<br />

L. These men shall each rut in ten hours of work in <strong>the</strong><br />

kitchen by May 14; this work shall be done at <strong>the</strong> discretion of<br />

Mrs. Nugent in so far as it does not conflict with legitimate<br />

class hours of <strong>the</strong>se two men; at least five hours of this work'<br />

Honor System Violations May 2, 1955<br />

Two alleged violations of <strong>the</strong> Honor System were discussed<br />

by <strong>the</strong> Council at its May 1, meeting.<br />

Several <strong>students</strong> reprted <strong>the</strong>mselves for having violated<br />

<strong>the</strong> Honor System time limit clause (Article I, Section 2, elause 2<br />

of <strong>the</strong> Regulations of <strong>the</strong> Students' Association) on Sunday,April<br />

24. This was <strong>the</strong> day when daylight time went into effect at 2:00<br />

A.M. and <strong>the</strong> clocks were moved un to 3:00 A.M. at that time.<br />

The Council decided that no violation had occured if <strong>the</strong><br />

student entertained a woman guest in his rooms until 4:50 A.M.<br />

daylight time because: 1. <strong>the</strong> date began on standard time;<br />

2. <strong>the</strong> Bryn Mawr <strong>College</strong> clocks were not set ahead until 3:50<br />

A.M. — <strong>the</strong> time that girls had to be in <strong>the</strong>ir dorms.<br />

Ben Dent reprted himself as having violated <strong>the</strong> same<br />

clause of <strong>the</strong> Honor System. His date inadvertently came into<br />

Barclay at 8:55 A.M. on Saturday, April 30. Although Dent was not<br />

in Barclay at <strong>the</strong> time, <strong>the</strong> Council decided that a student is<br />

responsible for his date knowing and observi ,7g <strong>the</strong> time limits.<br />

<strong>Senior</strong> Gift: Ira Kanter told <strong>the</strong> Council that <strong>the</strong> <strong>Senior</strong> Class<br />

is putting 0709 toward refurnishing Union Lounge as its Class<br />

gift. Mr. Caselli will furnish <strong>the</strong> balance of <strong>the</strong> cost of refinishing<br />

<strong>the</strong> Lounge.<br />

War Memorial Scholarship Dance: Tony Bing rerk.ted to <strong>the</strong> Council<br />

on <strong>the</strong> success of this dance. The total income was $518.00, <strong>the</strong> chuuky t86.1<br />

thanked Bing for a job well done, and he asked that special thanks<br />

be given to klug Mmtaxx Murray Charlson who handled ticket sales.<br />

Honor System BLUe Book: Charley Brainard, chairman of last year's<br />

Honor System Committee, read <strong>the</strong> Council <strong>the</strong> Honor System Blue<br />

Book which his committee has re-written in its entirity. This book<br />

changes from <strong>the</strong> emphasis of <strong>the</strong> former one in that it separates<br />

<strong>the</strong> Honor System pens se from <strong>the</strong> values it has given rise to. It<br />

consists of two parts: 1. a summary of what <strong>the</strong> Honor System is;.<br />

2. an Appendix which puts <strong>the</strong> broad terms of <strong>the</strong> Honor System on<br />

as specific grounds as is possible. The Council feels that Brainard<br />

and his committee have done an e x cellent job and have made <strong>the</strong><br />

Blue Book more understandable and more accurate.<br />

A summary of <strong>the</strong> first part of <strong>the</strong> book will appear in<br />

next year's catalog and a statement about <strong>the</strong> Honor System will<br />

be included on application forms in <strong>the</strong> future. The Council<br />

gave <strong>the</strong> Committee V76.50 to get onethousand (1000) copies of <strong>the</strong><br />

book printed. They will be available to <strong>students</strong> next fall.<br />

Fur<strong>the</strong>r information about <strong>the</strong> book may be obtained from Charley<br />

Brainard.<br />

Customs Committee Rerrt: Frith Schwentker reported to <strong>the</strong> Council<br />

on <strong>the</strong> progress that his committee is making. The schedule for<br />

next fall is almost completed. The Bryn Mawr freshmen mixer will<br />

be held on October 1, 1955, and will be closed to studehts from<br />

o<strong>the</strong>r schools. TheAproject has not been dedided on yet, but it<br />

will be followed by a picnic with <strong>the</strong> faculty which will take<br />

<strong>the</strong> place of <strong>the</strong> freshman-faculty tea. The Customs Committee will<br />

impress on <strong>the</strong> Frosh <strong>the</strong> importance of wearing'caps and buttons in<br />

helping to win <strong>the</strong> rivalry. There will be frequent meetingsof <strong>the</strong><br />

Committee next fall to keep spirit up and to determine punishment<br />

of errant freshmen. The pond will be used as a part of <strong>the</strong><br />

speitaneous activity in <strong>the</strong> rivlary. The freshmen will get a new<br />

and more interesting poop sheet next year.

Dining Room Committee Report: The minutes of <strong>the</strong> dining room<br />

committee which Aldo Caselli sent over were read. The following<br />

items are of interest: 1. Bermuda shorts may be worn in <strong>the</strong><br />

dining hall until <strong>the</strong> end of <strong>the</strong> academic year if worn with<br />

knee socks and a jacket; 2. There is a possiblity that ma <strong>the</strong><br />

evening meal will be served for football players at 6:45 next<br />

year if <strong>the</strong>y agree to arrive in a body.<br />

Dickinson Cultural Survey: George Keeley received a questionaire<br />

from two female <strong>students</strong> at Dickinson <strong>College</strong> regarding cultural<br />

affairs on <strong>the</strong> <strong>Haverford</strong> campus. They have sent <strong>the</strong>se to o<strong>the</strong>r<br />

colleges and are interested in replies on a student level and<br />

<strong>the</strong>y want true student ppinion. The following is <strong>the</strong>ir "operational<br />

definition" of cultural affairs: "Any programs of speakers, artists,<br />

or groups of artists which <strong>students</strong> attend voluntarily with <strong>the</strong><br />

idea of attaining entertainment or for education." The Council<br />

truned <strong>the</strong> matter over to Bob Greer and any student interested<br />

should see him.<br />

General Business: The Administration ruling regarding ball playing<br />

on Lloyd Lawn has been posted. Lauro Halstead was appointed a<br />

committee of one to check with <strong>the</strong> faculty committee on Fellowships<br />

and Prizes about <strong>the</strong> awarding of <strong>the</strong> Edmund Jennings Lee<br />

Award for <strong>the</strong> outstanding campus organization. L. Lu<strong>the</strong>rer and<br />

H. Kurzman were appointed to operate <strong>the</strong> pictures for <strong>the</strong> directory<br />

concession next fall. They will receive <strong>the</strong> same fee as was paid<br />

this year. The next Council meeting will be held on May 15, at<br />

6:45 in <strong>the</strong> Council Room.<br />

Minutes of <strong>the</strong> Studen Council Meeting May 15, 1955<br />

Concession Appointments: The following concessions have been appointed<br />

by <strong>the</strong> Council& Magazines and Mimeograph to J, Green and<br />

R. McDowell to be split up as <strong>the</strong>y see fit; Christmas Cards to S.<br />

Fairfield, L. Ferguson, and T, Cooper; Morning Newspapers to P.<br />

Renner and B. Wagner; Evening Newspapers to J. Innee; <strong>College</strong> Mugs<br />

to D. Cohill and T. Began; Film Club to J. Fettus, F. Sehwentker and<br />

Christmas Card Conceseion: (See <strong>the</strong> April 24th Minutes) The council<br />

spent some tmne unsnarling <strong>the</strong> Xmas Card Concession. The total<br />

expense of <strong>the</strong> concession last year was 4212, <strong>the</strong> total income 4157,<br />

and <strong>the</strong> concessionaires have 4116 worth of stock that <strong>the</strong>y are anxious<br />

to dispose of now. The Council found it hard to fix <strong>the</strong> blame for<br />

over ordering, but since <strong>the</strong> partners, K. Azumi and D. hivers, had<br />

decided to split <strong>the</strong> profit in a two to one ration originally, <strong>the</strong><br />

Council decided to handle <strong>the</strong> problem in <strong>the</strong> following manner.<br />

The stock will be held and given to <strong>the</strong> new concessionaire<br />

on consigneent. He must account for all of this stock he seals, but<br />

will be under no compulsion to seal it first. he will pay for <strong>the</strong><br />

cost of teis stock out of profits from it. The loss will be<br />

absorbed so that Fivers loses twice as much as Azumi in conformity with<br />

<strong>the</strong>ir original agreement. The Council will handle <strong>the</strong> transferrance<br />

of <strong>the</strong> money.<br />

The Magazine COncesseoni Peter Panken came to see <strong>the</strong> Council about<br />

<strong>the</strong> magazine concession. In previous years <strong>the</strong> concession has been<br />

run through <strong>the</strong> bookstore, with <strong>the</strong> bookstore getting 50% of <strong>the</strong><br />

comiscions to handle costs of charging etc. Panken ran it on his<br />

own, getting at rate prices through special organizations of <strong>the</strong><br />

magazine oompaniee. Er. Gesell& and Mrs. Docherty are unhappy about<br />

<strong>the</strong> way it was run last year, since <strong>the</strong>re was a great drop in revenue<br />

from this source in <strong>the</strong> bookstore.<br />

The Council later learned that <strong>the</strong> magazine concession is no<br />

appoint <strong>the</strong> agent for it. Although <strong>the</strong> Council does not approve of this<br />

set up and feels <strong>the</strong> concession should be a student coneeseion, it also<br />

feels that it should not deny a atudent a chance to get 50% of <strong>the</strong><br />

comissions as this amounts to i,60 or more for several weeks/ work.

The Darkroom Problem L. Lu<strong>the</strong>rer representing himself and H.<br />

Kurzman and D. Halstead came to see <strong>the</strong> Council about use of a darkroom.<br />

The three are now established in <strong>the</strong> Physics Department darkroom,<br />

in <strong>the</strong> basement of Sharplees. Lu<strong>the</strong>rer reported that <strong>the</strong>ir first<br />

trouble arose when Sherpleso was closed at ddfinite hours, They arranged<br />

<strong>the</strong>ir hours in accordance with <strong>the</strong> regulations.<br />

There are now objections from two sources regarding use of <strong>the</strong><br />

darkroort 1. The Physics Department in apparently opposed on<br />

general principles and it ray have a future use or <strong>the</strong> toorl 2. Mr.<br />

Ceeelli feels that <strong>the</strong>se <strong>students</strong> have established a monopely on<br />

campus and ere running a commerttal venture. Lu<strong>the</strong>rer answered <strong>the</strong><br />

first charee by saying that <strong>the</strong> Fnysics Department hes had aceee<br />

to <strong>the</strong> darkroom including <strong>the</strong> new equipment <strong>the</strong> three have insteleed<br />

at all times. He reports fur<strong>the</strong>r that <strong>the</strong>y are just breaking even<br />

on <strong>the</strong>ir financial venture and that <strong>the</strong>y permit <strong>students</strong> to use <strong>the</strong><br />

room with several haundred dollars wo th of valubale equipment in its<br />

Lu<strong>the</strong>rer seid r. Caeelli has proposed <strong>the</strong>y use <strong>the</strong> NEWS derkroom in<br />

<strong>the</strong> basement of Union, but that it is completely in-adequate. Ano<strong>the</strong>r<br />

proposal was on by Tom Garver to let <strong>the</strong>m use half of <strong>the</strong> darkroom<br />

being built for <strong>the</strong> Camera Club in <strong>the</strong> new dorm if 1 ,.r. Casein<br />

approves.<br />

The Council reached no decision, and Lu<strong>the</strong>re will to to see<br />

r. Cakelli with Keeley.<br />

General Bueineest The Council extends its thanks to Rick Hill who<br />

hike ()Veined new lights for <strong>the</strong> Council Room. Lauro Halstead<br />

reported that <strong>the</strong>re will be a Edmund Jennings Lee Award for <strong>the</strong><br />

outstanding student organization this year. Norman Grossblatt<br />

discussed <strong>the</strong> handbook with <strong>the</strong> Council at some twee*t length.<br />

The Council feels that he has done a good job in strengthing <strong>the</strong><br />

book and making it more interesting.<br />

Minutes of <strong>the</strong> Students' Council Meeting May 24, 1955<br />

The Darkroom Situation: (See <strong>the</strong> Kay 15 Minutes) Lorry Lu<strong>the</strong>rer<br />

went to see Mr. Caselli with George Keeley. Mr. Caselli agreed to<br />

divide <strong>the</strong> darkroom in <strong>the</strong> new dorm making two rooms each eight by<br />

twelve feet. One will be given to <strong>the</strong> NEWS and <strong>the</strong> o<strong>the</strong>r to <strong>the</strong><br />

Photography Club. Tom Garver, president of <strong>the</strong> Photography Club, is<br />

gxx agreeable to this solution.<br />

Dining Room Drapes: For some time Mr. Caselli had wanted drapes in<br />

<strong>the</strong> dining hall but because of <strong>the</strong> prohibitive cost of material (five<br />

dollars per yard) and <strong>the</strong> amount of material needed (600 yards), it<br />

was impossible to purchase <strong>the</strong>m. When in Italy, Mr. Caselli was able<br />

to obtain material for ninety cents a yard (a total of $1.70 with<br />

duty). The Council wishes to extend its thanks to Mr. Caselli for<br />

purchasing <strong>the</strong>se drapes so economically. The Council also wishes<br />

to ask <strong>students</strong> to refrain from throwing food at <strong>the</strong> drapes. They<br />

stain very easily because of <strong>the</strong> fireproofing material.<br />

Painting Rooms in <strong>the</strong> New Dorm: Students' attention is called to<br />

<strong>the</strong> notice regarding <strong>the</strong>ir privelege to select <strong>the</strong> color of <strong>the</strong>ir<br />

rooms in <strong>the</strong> new dorm by calling at <strong>the</strong> Comptrollers Office.<br />

Dances in <strong>the</strong> Coop: Dave Green and Don Crane asked <strong>the</strong> Council about<br />

<strong>the</strong> possibility of dances in <strong>the</strong> Coop next year on Friday of Saturday<br />

nights. The Council feels <strong>the</strong> idea is a good one and will take it<br />

up with Mrs. Nugent.<br />

Concessions: The Morning Newspaper Concession will be appointed<br />

next year. Jerry Innes, <strong>the</strong> Used Book Concessionaire for next<br />

year, will recieve a 20% comission on each book sold or at least<br />

twenty cents for each book sold.<br />

General Business: The next scheduled Council Meeting is next fall.<br />
