ThebarrierislandsalongSouthFlorida’seasterncoasthavebeentransformedover
thelast100yearsasdredgedfillexpandedtheirbordersandmangrovesweretraded
forpavement.Thistransformationhasexposedthecoastlinestotheperilsofsealevelrise.
Miami-DadeCounty’sHauloverParkisoneofachainofFlorida’seastcoastbarrier
islands.DesignedbyWilliamLymanPhillipsandestablishedin1948asapremier
beachfrontpark,Haulovercurrentlyprovidesoceanaccesstoacountyofnearly3
millionpeoplesomeofwhomresideasfaras30milesfromthesea.With23%
imperviouspavement,17%treecover,andfewremnantsofitshistoricplantand
animallifestillpresent,theparkprovidesanopportunitytoinvestigatethesite’spredevelopmentecology,culturalhistory,andpresentdayroleinthefaceofclimate
changeimpacts,asafoundationuponwhichtodevelopaproposalforitsfuture.
Inhisinfluentialtext,DesignwithNature,IanMcHargdescribestheevolutionary
importanceofcollaboration–throughwhichaspeciessurvivesbytheirmeritsof
strengthorcunning,andthrivesbyteamingupwithotherspeciesbothfloraor
fauna,tomutuallybenefit.AnalysisofthisprocessatHauloverParkinformsthe
developmentofthisproposal.ThisprojectseekstodrawuponFlorida’ssoutheastern,
coastalethnobotanyasafoundationforacollaborativelandscapethatenhancesthe
ecologicalhealthoftheparkanditscapacitiesforcoastalagriculturethrough
sustainablefarmingandforaging,providinggrains,produceandgameforaseriesof
experimentalkitchensandanicherestaurant,umaMiami.Theprojectillustratesthe
potentialtoadvancefood-basedcoastalrestorationsasanapproachtoclimate
changethatintegrateshumanityintoitsecology.

Haulover’s
History
HauloverPark(formerlyBaker’sHauloverInlet/Cut,Baker’sCut)situatedbetweenthe
AtlanticOceanandBiscayneBaydevelopedfromtheongoingflowoferodedsandsfrom
theAppalachianMountains(Lynch,2021).Thepresent-dayHauloverParkwasformedas
traderscrossedthelowestelevationoftheshoal,cuttingthroughthemangroveforestand
dredgingtheshallowstobeabletonavigatetheiroceanbountiestothemainland.
AccordingtodocumentsintheMiami-DadeCountyParksRecreationandOpenSpaces
Archive,Baker’sHauloverCutisnamedforoneofthoseoriginaltraders,PhilipEdward
Baker(1832-1898).Afterseveralhaulovers,thecutwasestablishedprovidingabypass
throughtheshoal–enablinglocaloceanharvesterstoavoidalongjourneysouthtothe
nextnearestcut.Otherdocumentsmentiona“barefootmailman”whocarriedU.S.mail
overtheseroadlessregions,fromPalmBeachtoMiamialongthebeachandwhomay
havebenefitedfromBaker’sinitialcut.Itisassumedthatovertimethisbecameaprimary
portofentryforseatradersoftheregion.

Eventually,theTatumbrothersacquiredanddevelopedtheshoal.Advertisementsdated
1919indicatethattheyintendedtosellthesepropertiesasBaysideandBeachfrontplots
thatstretchedfrombaytocoast.In1935DadeCountyCommissionbegantopurchase
Baker’sHauloverCutandthebaysidepropertyoftheshoal(northofthecut)withits

OnMay9,1945,agroupofcourageousAfricanAmericanstestedtheirrightstobathein
thecounty-ownedbeachofBaker’sHaulover.Atthetime,beachesweresegregated,and
thenon-whitebeacheswerenon-existentorperpetuallyinprogress.TheMiamiHerald
reportedthiswade-intobeconductedby50-60people,butitactuallywasseven,two
blackwomenandfourblackmenalongsideLawsonThomas(alawyerandfuturejudgeto
Miami).LawsonThomasknewthatifthesesevendemonstratorsweretobearrested,he
coulddismantletherecentordinancethatreservedpublicbeachesforwhitesonlythrough
thejudicialsystem.Theimpactofthiscivilrightsachievementexpandedtoothersouthern
states.Thedemonstrationpressuredthecityleaderstofinishanoutstandinganddelayed
beachforMiami’scommunityofcolor,aconcessionLawsonThomaswaswillingto
accepttoprovidebeachaccesstoMiami’scommunityofcolor.Thisnewbeachon
VirginiaKeywaslocated20milessouthofHauloverandsitednearwhatwouldbecome
theCounty’swastewatertreatmentplant,butforthemoment,itwasagreatvictoryfor

CivilianConservationCorpsprojectsofMathesonHammockParkandGreynoldsPark,as
wellastheCounty’sCrandonPark,andpartnershiponthenFairchildTropicalGardens.
Phillips'planincludedcharterfishingpiers,picnicgrounds,amarina,arefreshmentstand,
pedestriantunnelstoprovidesafepassagebeneaththebeachhighwayandalighthouse
restaurant.UponcompletionofthePhillipsplan,improvementsweremadeasyear-toyearinvestmentsthroughincrementaldevelopmentandrenovations.

IthastakenagreatamountofhumanefforttocreatethepresentdayHauloverPark.After
spendingseveralmonthsvisitingthesiteweekly,theembeddedeconomicsincrementally
revealedthemselveswithinephemeralobservationsorthroughthecollectingofsamples.
Throughthisharvestingofcontext,HauloverParkbegantosuggestanidentityasa
playgroundtoMiami-Dade’sgigeconomy.Peoplewereobservedengaginginwhat
appearedtobenumerousactivitiesincludingsiphoningsaltwaterforlocalaquariums,
collectingaquariumfish,offeringvariousformsofrentals,refreshments,andexperiences.
Whethertheseareapprovedorregulatedisunclear,andseemslesssignificantthantheir
capacitytocontributetoordiminishthesustainabilityandpreservationofthesite.The
NomaGuidetoFermentationdefinesAutolysisas,“...thetermusedtodescribean
organismdigestingitself.”anditisafittingtermforthestateofHauloverPark,butwecan
consumethesitewithoutdestroyingit.
Overthelast6months,Ihavecollectedfruits,vegetables,leavesandbarksfromcoastal
plantsandtreesforfermentationexperimentsrangingfromWildLacticAcidBacterial(or
LAB)fermentationstoKombuchamadefromorganicteasfromthecoast.Throughthis
processIhavetriedtounderstandhowasinglepineapplecanbemixedwithtamarind,

Baker’sCutbirthedHauloverPark.Itiswherethehandsoftradespeoplefirsttouched
thisshoal.Powerfulcurrentspassthroughtheinlet,bringingaquaticlifeforthelocal
anglerstocastinandcollectforresaleorpersonalconsumption.Theartificial
landmassthatmakesupthesoutherntipofHauloverParkisaconcreteretainingwall
reinforcedbyrip-rapthatextendseasttothesite’sjetty(3.1).Itisatthisjettywhere
sandiscapturedbeforemakingitswayintotheinletandcollectedforbeach
renourishment.UMgeoscientistSamPurkisnotedthatthejettydisruptsthesouthern
flowofAppalachiansandsandsedimentstoretainmaterialandreplenishthebeach
atHaulover,simultaneouslydeprivingBalHarbor’sbeachtothesouth.
TheredesignofthisareaprioritizedtheneedforaGreenCorridortoprovidea
beach-to-bayconnectionwithminorvehiculartraffic.Thisenablessafepassagefor
thesite’sfaunaandcomplexhabitatsforenrichedbiodiversity.TheGreenCorridor
hostsaBayWalk(1.1),Underpass(1.2)andaRetentionGreen(1.3)whichborrows
fringesofunusedlandfromthecurrentdogpark.TheGreenCorridorisadjacentto
HauloverPark’swell-usedandshadedgrillingandpicnicarea(2.2)whichcurrently
operatesasafamilyzonededicatedtogrilling,picnicking,andrestingunderthe
shadeoflargeCasuarinaequisetifolia(AustralianPines).Theirneedlesformabedded
groundscape,dottedwithgrillingmementos,occasionalseaspongesandremnants
ofabeehive.
Theadjacentpavedstripofthewesternhalfoftheinletiswhereanglersassemble
withcoolers,beers,nets,andpolesfortheday.Butthistypeofunregulated
harvestingistheleastofthesite’sworries.Atleastonceperdayalargesaltwater
extractiontruckparksalongthecoastsiphoningsaltwaterforresaletolocal
aquariumowners.Atthesouthwesttipofthesite,Ihaveobservedsnorkelers
harvestingaquariumfishandothercreaturestobecarriedawayinfivegallon
bucketsloadedontoaflatbedtruck.TheGreenCorridor’slimitedvehicularaccessto
thecoast,inletandbaysideedgescanmitigatethecurrentunregulatedharvesting.A
FloridaPower&LightCompany(FPL)substationandMiami-DadeFireRescue
(MDFR)Station21aretheonlybuildingsonthesoutherntipofHauloverPark.The
FPLsubstationissurroundedbymid-centuryMiamiBeachstyleblockwallswith
occasionalbreezeblockapertures.Theopeningsfacingtheprevailingeastand
southeasternwindsarefilledintoprotectthesubstationelementsfromsaltspray.
Furtherwestandextendingintothebayasandbarshoalattractsamultitudeof
recreationalboaters(wholoungeandpartyatthishighpoint),anentirezoneitself.In
Januaryof2021Miami-DadeCountyCommissionersauthorizedtheU.S.Army
CorpsofEngineerstoextract101,400cubicyardsofsandfromtheHauloverPark
InletandSandbarforbeachrenourishmentonstate-ownedbeachesinMiami-Dade
County (AgendaItemNo.8(L)(2).Whilealosstothelocalwatercraftpartysceneand
dredgingisnevergoodfortheregionalecology,thisauthorizationprovidesan
opportunityforMiami-Dadetoreframetheutilizationofthisarea.Anumberof
waterfiltrationandfarmingprojects,fromalgaefarmstooysterfarmsmanagedby
thepark’sresearchresidents,couldbeintroducedtothisextractionzone.
BetweentheAnglersandtheJettyisaprimepavedlocationwithaproposed
RefreshmentStandandTestKitchen(2.1)toprovideforbothoftheseprograms.The
TestKitchencouldspecializeinconvertingthelocalinletcatchesintofreshtastings
atanaffordablerateforvisitorstoexperienceavarietyofpotentialmenuoptionsfor
theUMAMIAMIrestaurant,onsite.TheseTestKitchenswillbeoperatedand
maintainedbyateamofculinaryandenvironmentalresearchersworkingintandem
tosustainablyextractandpreservesiteproduceandgameforthepublictoenjoy.

NorthofBaker’sCut(attheendoftheBayWalk)isthefishingcharterprogram(4)of
HauloverPark–atouristattractionthathasintroducedlocalsandvisitorstothe
sportandbusinessoffishinggoingasfarbacktooriginsofHauloveranddefined
morespecificallyinthe1944masterplanbyWilliamLymanPhillips.Thesecharters
arerunbyexperiencedcaptainsandcrewwhoguidetheirpatronstotheartofdeep
seafishing.CatchesinthisareaareoftenMarlin,Sailfish,Dolphin(Mahi-Mahior
Dorado),Tuna,BlackfinTuna,Grouper,Tarpon,Wahoo,Barracuda,Amberjacks,
Cobia,Mackerel,Snapper,TriggerfishandKingfish.Theboatsdockandrefuelatthis
westernbaysidepierandselltheircatchesforthedayunderalargebluefabric
canopy.Severalfishcleaningandstoragestationsservethemwell,andanestablished
structurewithadditionalmarketorrefreshmentstallswouldenablethisareato
becomemoreself-containedtosupportthosevisitingthesiteexclusivelyforthe
sportoffishing.Itwasaprioritytomaintainthiscultureandsiteeconomyby
proposingamorepubliclyrecognizableopenairstructure(4)withalargeFish
Market,RefreshmentStallsandseveralCharterLounges.TheFishMarketalsowill
providefreshcatchestotheUMAMIAMIrestaurantandTestKitchens.
ImmediatelyeastofthechartersisthewellknownKitePark(5)wherefamiliescome
torentorbuykitesfromthenearbykitestand.EveryTuesday,foodtruckslinethe
pavedpaseoandtouristsandlocalscomefromallovertheareatoenjoyanevening
inthepark.Manylargereventsarehostedhereandthispromptsachangeinthe
park’sscale.TheparkinglotsnorthoftheKiteParkwillbetransformedintoalarger
parkspacewithshadetrees,nativeplantings,grillsandpicnicbenchesforthe
communitytoenjoyduringaneventorforuseonanaverageparkday.Sincevisitors
arrivefromacrosstheCounty,parkingisstillneeded,sotoaccommodatethe
enlargedKitePark,newroadsideparkinghasbeenprovidedthroughoutthesiteto
compensateforthereductionofthepresentdayparkinglotswhichwillserveto
enhancegatheringandsealevelriseresilience.
TheSkateparkandPumpTrack(6)atHauloverParkareknowntobearespected
locationintheskateandbikecommunity.Severalvisitorinterviewsshared
pleasurableaccountsofrecentandinsomecases,regularvisits.Theonly
dissatisfactionmentionedwastheneedforshadeonthetracks.Ihaveaddeda

dogs.SouthofthisparkinglotisthecurrentBikeRentalShop(8.2)andanewly
constructedRefreshmentStandandTestKitchen(8.1)toprovidecurated
refreshmentsfortheskaters,bikers,dogownersandbikeenthusiasts.Coastal
restorativelandscapingwillprovidepatronsashadedandcoolerplacetoeatand
relaxoutdoors.
BeachAgriculture(8.3)willfillcurrentvoidsinthesitetoprovideasustainable
farmingcropthatwillchangeseasonallyandbasedontheneedsofthesoilto
replenishandrestorenutrients.DanBarberinhisbook,TheThirdPlateexplainsthat
soilisdependentuponanaturalcycleofdecompositionandlifethatworksina
controlled,yetequallychaoticoperation.TheseBeachAgricultureplantingswill
enableaflexiblearrayofspeciestorespondandthriveinpocketsofHauloverPark
toprovideproduceforUMAMIAMIandtheTestKitchens.Further,thecurrent
CoastalPathway(huggingtheDunestotheeast)expandstoabout20’inwidth,and
willbenarrowedto10’inwidthtodiscouragevehicularuseonitandenablefurther
plantings.Alightingupgradewillbeappliedtoremovethecurrentoverheadtraffic
lightswithlowerpolelightsthataredesignedtoprotecttheseaturtlenestingseason.

dailyjogortheirfirsttimehikingthesite.
AtthesouthernmosttipoftheCoastalMeadow,ashelteredbasinoffersanideal
locationforaSaltHarvestingBasin(11.1),acriticalextractionresourceforHaulover
Parkasaproductthatcanbesoldtofundresearch,andasakeyingredientfor
UMAMIAMIandtheTestKitchenstoflavor,fermentandpreservemanyofthesite's
fruitsandvegetables.JustnorthoftheSaltHarvestingBasin,theSaltShackandTest
Kitchen(11.2)willprovisionparkgoerswithartisanalBiscayneBaySaltsandavariety
ofexperimentaldishes,fermentsandsaltrimmedcocktails.
FourPedestrianTunnels(12.1)beneathCollinsAvenueenablesafepassagebaysideto
thebeachfront.Restorationofthehistorictunnelspreservestheseartifacts,and
positionedabove1-2’SLRthetunnelscanutilizetheCounty’sintegratedpumpsand
frenchdrainstohelpmovestormeventwaters.Immediatelyuponexitingthefirst
tunnel(walkingtowardstheeasterncoast)theparkgoerwillarriveatthenewly

thatwillberepeatedthroughoutthesitetoprotecttheDunesandprovide

fromwhichworkcouldbecontainedtolimitsoildisruptionwherepossible,withthe

mitigation.
