The <strong>survey</strong> must be conducted over at least a 12-month period so that<br />

seasonal variations in <strong>travel</strong> are represented. As in 1995, the <strong>2001</strong> <strong>NHTS</strong> took 14<br />

months, rather than 12 to complete. This was because interviewers were trained in<br />

waves and it took a few months to train all the interviewers needed for the study. The<br />

weighting adjusts for the monthly differences in number of interviews completed.<br />

Travel day dates were assigned to all seven days of the week, including<br />

holidays. The assigned <strong>travel</strong> period was the four-week period ending with the<br />

assigned <strong>travel</strong> day. The intent was to represent <strong>travel</strong> across an entire year.<br />

3-A.4. GEOGRAPHIC COVERAGE<br />

Interviews were conducted with <strong>household</strong>s in all 50 States and the District of<br />

Columbia. Westat drew a new sample of telephone numbers every quarter to ensure<br />

that new exchanges and telephone numbers were included and all geographic areas<br />

were completely represented in all seasons.<br />

3-B. SAMPLE DESIGN AND SELECTION<br />

3-B.1. OVERVIEW<br />

This <strong>survey</strong> was designed as a list-assisted random digit dialing <strong>survey</strong>, to<br />

yield an equal probability sample of <strong>household</strong>s with telephones. The <strong>national</strong> sample<br />

was increased in several add-on areas: New York State, Wisconsin, Texas, Kentucky,<br />

Hawaii, Lancaster Pennsylvania, Baltimore Maryland, Des Moines Ohio and Oahu<br />

Hawaii. The supplemental sample in these areas was not included in the January 2003<br />

dataset but was included in the January 2004 dataset.<br />

The target sample size was 25,000 completed <strong>household</strong>s for the <strong>national</strong><br />

sample, 10,884 completed <strong>household</strong>s for the New York add-on and 16,000 completed<br />

<strong>household</strong>s for the Wisconsin add-on.<br />
