1 INTRODUCTION<br />

<strong>Culture</strong> <strong>of</strong> <strong>Safety</strong> <strong>Steer<strong>in</strong>g</strong> <strong>Group</strong><br />

The <strong>Unit<strong>in</strong>g</strong> <strong>Church</strong> is not immune from the<br />

accounts <strong>of</strong> abuse that attract media attention<br />

across the world. The gospel <strong>of</strong> Christ,<br />

legislation and society’s expectations demand<br />

that we be vigilant <strong>in</strong> mak<strong>in</strong>g our church culture<br />

a safe place for children, young people and<br />

vulnerable adults.<br />

2 THE STEERING GROUP<br />

In February 2011 the Synod Stand<strong>in</strong>g<br />

Committee established a <strong>Culture</strong> <strong>of</strong> <strong>Safety</strong><br />

<strong>Steer<strong>in</strong>g</strong> <strong>Group</strong>. This <strong>Group</strong> has oversight <strong>of</strong> the<br />

culture and processes to ensure that the <strong>Unit<strong>in</strong>g</strong><br />

<strong>Church</strong> Synod <strong>of</strong> Victoria and Tasmania is a<br />

safe place for all.<br />

The <strong>Steer<strong>in</strong>g</strong> <strong>Group</strong> members are:<br />

Two <strong>Culture</strong> <strong>of</strong> yet to be appo<strong>in</strong>ted<br />

<strong>Safety</strong> Officers<br />

The group is to oversee the provision <strong>of</strong> safer<br />

environments across the whole community <strong>of</strong><br />

the <strong>Church</strong> by address<strong>in</strong>g issues <strong>of</strong> culture,<br />

content and compliance <strong>in</strong> relation to safe<br />

practices across the Synod.<br />

In its oversight the group is to acknowledge and<br />

demonstrate the importance <strong>of</strong> build<strong>in</strong>g<br />

congregational and presbytery ownership <strong>of</strong><br />

processes and programs and the necessity <strong>of</strong><br />

coord<strong>in</strong>at<strong>in</strong>g with agencies <strong>in</strong> develop<strong>in</strong>g a safe<br />

church culture.<br />

The <strong>Steer<strong>in</strong>g</strong> <strong>Group</strong> will provide oversight <strong>of</strong> the<br />

development <strong>of</strong> programs address<strong>in</strong>g general<br />

issues <strong>of</strong> the culture <strong>of</strong> safety and the more<br />

specific issues <strong>of</strong> ethical standards <strong>in</strong> the<br />

congregations and organisations with<strong>in</strong> the<br />

Synod.<br />

The culture <strong>of</strong> safety <strong>in</strong> the <strong>Church</strong> relates to<br />

requirements provided by the <strong>Church</strong> to regulate<br />

m<strong>in</strong>isters’ (orda<strong>in</strong>ed and non-orda<strong>in</strong>ed)<br />

accountability <strong>in</strong> relation to the Code <strong>of</strong> Ethics,<br />

supervision and cont<strong>in</strong>u<strong>in</strong>g education. This<br />

<strong>in</strong>cludes matters related to the handl<strong>in</strong>g <strong>of</strong><br />

compla<strong>in</strong>ts and the tra<strong>in</strong><strong>in</strong>g <strong>of</strong> Advisors with<strong>in</strong><br />

the Synod Sexual Misconduct Compla<strong>in</strong>ts<br />

Committee processes.<br />

3 CULTURE OF SAFETY OFFICERS<br />

The <strong>Steer<strong>in</strong>g</strong> <strong>Group</strong> is currently appo<strong>in</strong>t<strong>in</strong>g an<br />

Ethical Standards Officer and a Safe <strong>Church</strong><br />

Coord<strong>in</strong>ator. These <strong>of</strong>ficers will implement the<br />

culture <strong>of</strong> safety programs which <strong>in</strong>clude, but will<br />

not be limited to, the follow<strong>in</strong>g:<br />

<strong>Culture</strong> <strong>of</strong> <strong>Safety</strong> <strong>Steer<strong>in</strong>g</strong> <strong>Group</strong> 2011 Section D2.8 D2.8.1


• Tra<strong>in</strong><strong>in</strong>g tra<strong>in</strong>ers <strong>in</strong> the National Council<br />

<strong>of</strong> <strong>Church</strong>es <strong>in</strong> <strong>Australia</strong>’s Safe <strong>Church</strong><br />

program;<br />

• Code <strong>of</strong> Ethics Workshops;<br />

• Tra<strong>in</strong><strong>in</strong>g for advisors for the Sexual<br />

Misconduct processes; and<br />

• Tra<strong>in</strong><strong>in</strong>g for m<strong>in</strong>isters’ supervisors.<br />

The Ethical Standards Officer will advise on and<br />

facilitate the <strong>Church</strong>’s compla<strong>in</strong>ts procedures.<br />

4 SAFE CHURCH TRAINING<br />

The Synod is a member <strong>of</strong> the Safe <strong>Church</strong><br />

Tra<strong>in</strong><strong>in</strong>g agreement which is a service to<br />

churches and their organisations, resourc<strong>in</strong>g<br />

and facilitat<strong>in</strong>g quality, susta<strong>in</strong>able, accessible,<br />

tra<strong>in</strong><strong>in</strong>g, and implementation support. It is a selffunded<br />

service <strong>of</strong> the National Council <strong>of</strong><br />

<strong>Church</strong>es <strong>in</strong> <strong>Australia</strong> which <strong>in</strong>vites<br />

denom<strong>in</strong>ations and organisations to work<br />

collaboratively together towards safer churches.<br />

There are over 36 member churches <strong>in</strong>clud<strong>in</strong>g<br />

other UCA synods.<br />

Presbyteries and congregations will become<br />

<strong>in</strong>creas<strong>in</strong>gly aware <strong>of</strong> this tra<strong>in</strong><strong>in</strong>g as the<br />

program is <strong>in</strong>troduced across the <strong>Church</strong>. The<br />

programs have a particular focus on our<br />

responsibility to provide safe places for children,<br />

young people and vulnerable adults.<br />
