Contract CC-34 (UG-5) : Design and Construction of Tunnels from Ch. (-)785.912 near Janakpuri West underground
station to Palam Underground Metro station (excluding) (Ch. (+)4591.630) by Shield TBM; Janakpuri West, Dabri Mor
and Dashrath Puri underground metro Stations by Cut & Cover Method and works in connection with interchange
facilities between existing elevated Metro station and proposed underground metro station at Janakpuri West on
Janakpuri West – Kalindi Kunj Corridor under Delhi MRTS Project of Phase-III.
ODA Loan by INTERNATIONAL CO-OPERATIVE AGENCY will be subject, in all respects, to
the terms and conditions of the Loan Agreement, including the disbursement procedures and
the „Guidelines for Procurement under JICA ODA Loans‟. No party other than DMRC shall
derive any rights from the Loan Agreement or have any claim to loan proceeds. The above
Loan Agreement will cover only a part of the project cost. The remaining portion shall be
financed through equity participation by the Government of India and Government of National
Capital Territory of Delhi and other appropriate means.
1.1.4 QUALIFICATION CRITERIA :
1.1.4.1 Eligible Applicants : Please refer Clause A3 of ITT
1.1.4.2 Minimum Eligibility Criteria :
A. Work Experience: The tenderers will be qualified only if they have completed work(s)
during last Seven years ending 31.10.2012 as given below:
(i) At least one single work of value ` 825.00 Crores or more which shall include minimum of
3.0 km of Tunnel length by shield TBM (In case of twin tunnel each tunnel shall be counted as
a separate Tunnel for calculation of length of tunnel) with finished internal dia of more than 5.0
mtr (including completed portion of ongoing works) along with or without underground station
using cut & cover method in urban environment. In case this work does not include any
underground station by cut & cover or the station included in the work is of less than 4500
sqm plan area in urban environment, the tenderer must have executed another work of
minimum one underground station of plan area not less than 4500 sqm in urban environment.
In case of JV/Consortium the work of tunnel & station may be by different partners also.
If the above work of value ` 825.00 Crores has been done by the foreign partner of JV and the
work was done in the country of the foreign partner then in addition to this, the foreign partner
must have done works equal to value ` 412.00 Crores outside the country of the foreign
partner.
OR
(ii) Two different works each of value ` 515.00 Crores or more. Both works together shall
include minimum of 3.0 km of Tunnel length by shield TBM (In case of twin tunnel each tunnel
shall be counted as a separate Tunnel for calculation of length of tunnel) with finished internal
dia of more than 5.0 mtr (including completed portion of ongoing works) along with or without
underground station using cut & cover method in urban environment. In case this work does
not include any underground station by cut & cover or the station included in the work is of
less than 4500 sqm plan area in urban environment, the tenderer must have executed another
work of minimum one underground station of plan area not less than 4500 sqm in urban
environment. In case of JV/Consortium the work of tunnel & station may be by different
partners also.
If both the works of value ` 515.00 Crores have been done by the foreign partner of the JV,
then either at least one of these two works should have been done outside the country of the
foreign partner and if not, then in addition to this, the foreign partner must have done works
equal to value ` 412.00 Crores outside the country of the foreign partner.
