Queen Elizabeth II has died.<br />

Elizabeth Alexandra Mary was born<br />

in London on April 21, 1926 and was<br />

the first child of Prince Albert and<br />

Elizabeth Bowes-Lyon, the Duke and<br />

Duchess of York.<br />

At the time of her birth Elizabeth<br />

was third in line for the throne, but<br />

with the abdication of her uncle<br />

Edward VIII, Elizabeth’s father<br />

became King George VI and Elizabeth<br />

the presumptive heir.<br />

With the death of her father King<br />

George VI in 1952, Elizabeth became<br />

Queen as well as head of the Church of<br />

England and the Commonwealth.<br />

As a constitutional monarch, she<br />

was the head of state but had no ability<br />

to make or pass legislation.<br />

Throughout her reign she held a<br />

weekly audience with the British<br />

prime minister and had the opportunity<br />

prior to her passing to invite<br />

another woman to form a government<br />

and fill the role of Prime Minister.<br />

Although her life was largely in the<br />

public eye, Elizabeth managed to keep<br />

her personal views and much of her<br />

personal life, just that. That being<br />

said, when her people needed her, she<br />

was there for them. Following the<br />

model set by her father during the<br />

Second World War, when there was a<br />

tragedy she went and met with those<br />

impacted.<br />

In 2020, as the pandemic raged she<br />

offered a sense of calm strength and<br />

reassurance. Her sense of duty carried<br />

through all aspects of her life.<br />

On her 21st birthday she made the<br />

declaration which she remained true<br />

to for her entire life. “I declare before<br />

Council hears province proposes<br />

alarming changes to victim services<br />

Stettler town council’s regular<br />

update on the local victim service’s<br />

programming instead metastasized<br />

into an alarming update on the provincial<br />

government’s proposed changes to<br />

a service that apparently will selectively<br />

respond to one type of trauma.<br />

The report was made at the Sept. 6 regular<br />

meeting of council.<br />

Councillors heard an update about<br />

Heartland Victims Services (HVS)<br />

programming from Program Manager<br />

Sheila Gongaware who began her presentation<br />

by describing the roles<br />

played by this organization within the<br />

Stettler community.<br />

Gongaware noted HVS provides supports,<br />

information and referrals to<br />

people who suffer trauma ranging<br />

from the impacts of crime, suicide,<br />

motor vehicle accidents or trauma by<br />

natural causes.<br />

Gongaware stated this year the provincial<br />

government began discussing<br />

proposed changes to victims services<br />

<br />

organizations across Alberta, dropping<br />

from several dozen boards down<br />

to four regional ones with the proposed<br />

changes taking effect by March, 2024.<br />

She stated that in the central zone<br />

program managers like herself will be<br />

laid off and replaced with 41 case<br />

workers; apparently all program managers<br />

could re-apply for the case<br />

worker jobs.<br />

After victims services programs are<br />

revised, according to Gangaware,<br />

there will be one program manager<br />

per zone and a coordinator will<br />

develop job descriptions for both the<br />

program manager and case worker<br />

positions.<br />

Coun. Gord Lawlor asked if volunteers<br />

will continue to play an<br />

important role in victim services organizations,<br />

to which Gongaware<br />

responded, yes, the provincial government<br />

has given the impression that<br />

“advocates” as victims services volunteers<br />

are called will remain in place<br />

and apparently report to a zone<br />

manager.<br />

Federal taxman still<br />

out of reach for Village<br />

The Village of Alix’ odyssey to find<br />

someone at the Canada Revenue<br />

Agency (CRA) who can answer its<br />

questions continues, as a writ from the<br />

federal government agency continues<br />

to cast shadows over a tax recovery<br />

sale.<br />

Councillors heard an update about<br />

the village’s inability to locate a CRA<br />

department responsible for writs at the<br />

Sept. 7 regular meeting of council.<br />

Village Chief Administrative Officer<br />

(CAO) Michelle White stated her<br />

efforts to track down a CRA department<br />

that could advise the village<br />

about addressing or removing a writ<br />

placed on a residential property in<br />

Alix may be bearing fruit but the situation<br />

is far from clear.<br />

“We’ve reached the right department,”<br />

said White to councillors.<br />

After about two and a half months of<br />

phoning, emailing and messageleaving<br />

White noted it appears she’s<br />

uncovered the CRA office that handles<br />

property writs.<br />

While the CRA staff promised to call<br />

back, the CAO stated she hasn’t heard<br />

back from them yet. She added that it<br />

appears the village may need the late<br />

property owner’s social insurance<br />

number, which the CAO noted the village<br />

doesn’t have any access to.<br />

Coun. Ed Cole noted it may be illegal<br />

for the village to request a SIN.<br />

Finding the proper CRA department<br />

hasn’t been easy noted the CAO. She<br />

said recent media coverage helped a<br />

bit.<br />

“A very nice lady who retired from<br />

the CRA reached out after reading the<br />

article in the <strong>ECA</strong> <strong>Review</strong> to let me<br />

know where I should be inquiring for<br />

help within the Canada Revenue<br />

Agency,” stated White’s report to<br />

council.<br />

“It was very promising but after<br />

many more calls and referrals I am no<br />

further ahead on this than I was at the<br />

last meeting. A letter was sent to MP<br />

Blaine Calkins’ office on Aug. 5. No<br />

response to the letter has been<br />

received as of this time.<br />

“I also emailed Municipal Affairs<br />

again to update them on this and ask<br />

for guidance,” noted White, adding the<br />

provincial government department<br />

hadn’t yet provided any more advice.<br />

The issue at hand is a roughly<br />

$87,000 debt owed by a property owner<br />

to the CRA, and complicating the<br />

matter is the property owner has<br />

passed away. There is also an unpaid<br />

tax debt on the same property owed to<br />

the Village of Alix and the property in<br />

question is set to go to auction for tax<br />

recovery in Sept.<br />

White reported in August she’d<br />

spent weeks trying to sort out the<br />

issue, but hadn’t been able to even<br />

begin that process because she could<br />

not contact anyone at the CRA; automated<br />

answering systems sent her on<br />

a circular journey.<br />

Now another problem with a second<br />

property has cropped up.<br />

“On the same topic, while preparing<br />

for the upcoming tax recovery public<br />

auction sale scheduled for Sept. 13,<br />

<strong>2022</strong>, it was discovered there are two<br />

more CRA writs registered on title for<br />

a (second) property up for sale that<br />

day,” stated White in her report.<br />

“In my email to Municipal Affairs, I<br />

asked for advice on how to proceed<br />

since it is very possible we could have<br />

an interested buyer at the auction.”<br />

White noted there has been interest<br />

in this second property among the<br />

public, and she will notify them the<br />

day of the sale that there are CRA<br />

writs registered on that title so it’s possible<br />

the property won’t sell.<br />

She also noted that requests for<br />

information from larger cities bore no<br />

fruit either. Apparently, she noted, situations<br />

like the one the Village of Alix<br />

finds itself in are rather rare.<br />

Councillors accepted the report for<br />

information.<br />

armed robberies at his jewellery store<br />

in Ladner, B.C., which is part of the<br />

City of Delta. Lawlor stated the armed<br />

robberies were intense and shocking<br />

and left a lasting impression.<br />

Lawlor also noted the many questions<br />

surrounding changes to victim<br />

services seems true to form with<br />

Alberta’s provincial government<br />

which answers questions by<br />

responding more information will be<br />

coming soon.<br />

After Gongaware described the<br />

management network that’s proposed<br />

to operate the new victims services<br />

system Coun. Cheryl Barros said,<br />

“That’s a lot of people.”<br />

Another detail of the proposed<br />

changes that elicited response from<br />

several councillors is that victim services<br />

staff will only respond to victims<br />

of crime, and that Albertans suffering<br />

under other forms of trauma in their<br />

life, including suicide, addictions,<br />

motor vehicle collisions and natural<br />

disasters, will be turned away.<br />

During discussions several councillors<br />

stated they believed trauma was<br />

trauma, regardless of whether it<br />

stemmed from crime or a natural<br />

disaster.<br />

Coun. Wayne Smith asked what<br />

problem these changes were supposed<br />

to solve.<br />

Lawlor responded that changes originally<br />

seemed to address budget<br />

shortfalls, but added that in his<br />

opinion these proposed changes will<br />

be more expensive that the current<br />

model.<br />

Coun. Kyle Baker observed it<br />

appeared a regional approach was<br />

being proposed. “They’re making it<br />

less local,” said Baker.<br />

Councillor resigns, by-election set for Oct. 24<br />

Less than one year after the last<br />

province-wide municipal election the<br />

Village of Big Valley will be holding a<br />

by-election to fill a vacant council seat.<br />

The councillor resignation was discussed<br />

at the Sept. 8 regular meeting of<br />

council.<br />

Mayor Dan Houle began the discussion<br />

regarding the resignation of<br />

Coun. Gail Knudson, saying everyone<br />

in town probably already knows that<br />

Knudson resigned on Aug. <strong>15</strong>. Houle<br />

asked staff if the election had to be held<br />

on Dec. 13.<br />

Village Chief Administrative Officer<br />

(CAO) Elaine Macdonald responded by<br />

providing a number of by-election date<br />

options to choose from, noting that certain<br />

laws apply to by-elections.<br />

She noted elections are usually held<br />

on Mondays as the results need four<br />

more days to make them official which<br />

would be the following Friday.<br />

Macdonald also noted nomination<br />

day must be four weeks before election<br />

day, and councillors had to keep in<br />

mind statutory holidays such as<br />

Oct. 24, and Macdonald added that<br />

would mean nomination day would fall<br />

on Sept. 26 while the by-election could<br />

be publicly advertised on Sept. 12 and<br />

19.<br />

Hoogenberg stated she would like to<br />

see a new councillor elected as soon as<br />

possible. Mayor Houle agreed.<br />

CAO Macdonald was appointed<br />

returning officer. She noted there will<br />

be costs associated with the by-election,<br />

including printing, staff time and<br />

advertising but $1,500 had been budgeted<br />

for elections.<br />

On the morning of Sept. 9 the village<br />

posted a message on its social media<br />

page thanking Knudson for her service<br />

to the community.<br />

Water tower blues<br />

Councillors read two staff reports<br />

about problematic leaks that continue<br />

to plague the municipal water tower<br />

despite the fact a contractor worked on<br />

the tower recently.<br />

In her regular report Public Works<br />

Foreman Amanda Valente stated,<br />

“Have got ahold of Knibbs June 27<br />

regarding the leaks in the tower. He<br />

finally came down July 17 with the line<br />

installer and put in a spray foam (did<br />

not work, it’s still leaking). Have called<br />

(Knibbs) numerous times to tell him<br />

and still haven’t heard back on a definite<br />

date to fix this issue and to start<br />

the cladding.”<br />

In her regular report to council CAO<br />

Macdonald followed up on that by<br />

stating, “I...have asked for a concrete<br />

timeline as it’s getting into fall now<br />

and we need this work completed.”<br />

Macdonald stated Knibbs promised to<br />

respond soon.<br />

CLIVE COUNCIL<br />

Council hears province<br />

has heart set on<br />

provincial police<br />

Clive village council heard that the<br />

provincial government is now in “sell”<br />

mode on a provincial police force,<br />

rather than “engagement” mode. The<br />

report was made at the Sept. 12 regular<br />

meeting of council.<br />

Village Chief Administrative Officer<br />

(CAO) Carla Kenney stated she’d<br />

recently participated in a virtual<br />

engagement with Justice Minister<br />

Tyler Shandro, along with other<br />

municipalities including Blackfalds<br />

and Ponoka County.<br />

“Each municipality was given time<br />

to state their concerns, Minister<br />

Shandro was well prepared with<br />

answers to all concerns raised,” stated<br />

Kenney’s report.<br />

During discussion the CAO stated<br />

the province isn’t really engaging with<br />

municipalities anymore on a proposed<br />

provincial police force, “...they’re<br />

selling a provincial police force. I think<br />

it’s kind of futile (to disagree or question<br />

the proposal).”<br />

Kenney stated that during the session<br />

Minister Shandro quickly had a<br />

response for any concern or disagreement<br />

that was brought up.<br />

Tax time<br />

Kenney reported property taxes<br />

were due Aug. 31. “Penalties totalling<br />

$4,185.30 were applied to 25 properties<br />

owing <strong>2022</strong> property taxes on Sept. 1,<br />

5.8 per cent of the total property tax<br />

bill,” stated Kenney in her summary.<br />

“This compares to $3,295.25 of penalties<br />

and 26 properties in 2021, $6,480.12<br />

of penalties and 37 properties in 2019<br />

and $6,690.89 of penalties and 37 properties<br />

in 2018.”<br />

Your problem now<br />

During her report Kenney mentioned<br />

another session she took part in<br />

where a scholarly research paper was<br />

presented on how the provincial government<br />

may or may not transfer<br />

certain grants to municipalities.<br />

“The rationale for capital transfers”<br />

stated villages like Clive could fund<br />

their own capital projects rather than<br />

receive provincial capital transfers or<br />

grants if the project only benefits the<br />

municipality and not the province.<br />

Capital projects include things like<br />

sewage lagoons, new roads and other<br />

infrastructure that easily run into the<br />

millions of dollars.<br />

Kenney reported that the<br />

researchers suggested municipalities<br />

pay for such projects out of their tax<br />

base.<br />

No news is good news<br />

The CAO also reported the Hwy.<br />

#12/21 Water Commission pipeline to<br />

Clive is not in service yet. She said the<br />

village is waiting to see what’s going<br />

on as it’s “...still in limbo.”<br />

She noted it’s expected to be completed<br />

sometime this fall.<br />

The line has been delayed for<br />

months and at previous council meetings<br />

the supply chain issue was<br />

blamed.<br />

During discussion councillors and<br />

staff stated Knibbs is being called to<br />

work on the water tower as warranty<br />

work. Macdonald noted that Knibbs,<br />

during one of their visits, found “...a<br />

couple of holes in the (water tower)<br />

liner” and also had a couple of boots<br />

made for the bottom.<br />

The CAO stated it’s hoped the contractor<br />

can then start filling to<br />

address the saturation. Macdonald<br />

also noted the contractor told her they<br />

don’t think there will be a problem<br />

with freezing this winter as loose<br />

water should dry naturally if the leaks<br />

are sealed.<br />

Residents ask for village’s help with encroaching garage<br />

A pair of property owners in the<br />

Village of Alix have a few issues with<br />

selling their property and they’re<br />

hoping the municipality can help them<br />

out. The pair made a presentation at<br />

the Sept. 7 regular meeting of council.<br />

Larry Garrett and Kari Latendre<br />

spoke directly to council to ask for help<br />

with their property located at 5303 47th<br />

Street in Alix. Garrett told councillors<br />

the pair is trying to sell their house but<br />

there is a problem: there’s an encroachment<br />

on village property.<br />

Garrett also noted the house is<br />

closer to the property line than it’s supposed<br />

to be.<br />

Garrett stated they’ve had interest<br />

in the property from buyers, but no<br />

one wants to buy a property with the<br />

encroachment issue.<br />

Village Chief Administrative Officer<br />

(CAO) Michelle White stated the<br />

garage appears to be sitting on an<br />

undeveloped road right-of-way that’s<br />

listed as 45th street on village maps.<br />

White presented a real property<br />

report to councillors illustrating the<br />

issue.<br />

The CAO stated the setback issue on<br />

the house may have been caused by the<br />

lot’s unusual shape and possibly at the<br />

time it was allowed.<br />

However, White noted the house’s<br />

rear yard setback doesn’t meet the<br />

Village of Alix’ current land-use<br />

bylaw. White stated she looked<br />

through the village’s files and found<br />

the land file in question from 1977 and<br />

there was nothing in the file stating<br />

the rear yard setback was allowed a<br />

variance.<br />

Latendre stated that 45 years ago the<br />

Village of Alix staff approved the foundation<br />

placement for the house.<br />

Garrett added that he was told that<br />

when the garage was placed about 40<br />

years ago the Village of Alix had<br />

stakes in the ground and there was no<br />

problem.<br />

Latendre noted Alix already has two<br />

streets there and the undeveloped<br />

right-of-way would be a third.<br />

Coun. Barb Gilliat noted she went<br />

over to see the location in person on<br />

Sept. 7.<br />

Latendre stated that Garrett’s father<br />

moved the house in from Lacombe and<br />

back then the right-of-way was called<br />

an alley, not a road.<br />

“They didn’t have real property<br />

reports back in 1977,” said Latendre.<br />

White stated the undeveloped road<br />

allowance could be important in the<br />

future as property next to 45th Street<br />

is earmarked for future growth.<br />

Coun. Ed Cole noted the garage was<br />

placed five years after the house and<br />

wanted to know what the garage’s<br />

development permit said.<br />

The CAO stated there is no development<br />

permit on file for that garage.<br />

The CAO further stated she contacted<br />

Parkland Community Planning<br />

Services (PCPS), professional development<br />

consultants, and asked their<br />

opinion.<br />

PCPS suggested a license to occupy<br />

which would allow the garage to<br />

encroach until the road allowance is<br />

developed.<br />

Latendre responded that wasn’t a<br />

useful suggestion when trying to sell a<br />

house. At this point Garrett referred to<br />

the village’s comments as, “...I dotting<br />

and T crossing.”<br />

Coun. Tim Besuijen stated if the<br />

road allowance is closed and sold, it’s<br />

closed forever which he balked at<br />

because, if the eastern lands are developed<br />

in the future, it would be nice to<br />

have two entrances to them. He wondered<br />

if there were any other options<br />

again and do more investigation before<br />

councillors make a decision.<br />

Mayor Rob Fehr stated he wanted to<br />

explore all possible options and told<br />

the property owners he understood<br />

where they were coming from.<br />

Coun. Janice Besuijen stated she<br />

would like more information and<br />

added she didn’t want to make a decision<br />

that hamstrings a future council.<br />

Fehr added the village was making<br />

no guarantees to Garrett and Latendre<br />

but wanted to ensure every option was<br />

presented before a decision was made.<br />

The CAO stated she would plan to<br />

have an update for the next regular<br />

council meeting.<br />

Pierre Poilievre won the hearts and<br />

minds of the vast majority of conservative<br />

party members to become its new<br />

leader. Now it’s his turn to try and<br />

defeat the conservative party’s number<br />

one nemesis—a Trudeau, any<br />

Trudeau! Something his predecessors,<br />

Stephen Harper, Andrew Scheer and<br />

Erin O’Toole<br />

could not<br />

accomplish.<br />

It should be a<br />

cake walk—<br />

Canadians<br />

seldom vote for a<br />

prime minister<br />

running in their<br />

fourth election.<br />

Poilievre’s sharp<br />

tongue and ‘rage<br />

farming’ was certainly<br />

embraced<br />

by conservatives,<br />

but will it resonate<br />

with<br />

ordinary<br />

Canadians?<br />

Harper lost to<br />

Trudeau by<br />

losing control of<br />

the anti-immigrant<br />

sentiment<br />

within his party;<br />

Scheer lost because of his secrecy<br />

around his social conservative agenda;<br />

and O’Toole lost because he played a<br />

populous to win the leadership and<br />

then reverted to his conservative roots<br />

during the election campaign.<br />

Pierre Poilievre will not disappoint<br />

his members in the same way. He’s not<br />

a social conservative, he won’t allow<br />

the anti-immigrant sentiment to<br />

emerge and he won’t change his<br />

stripes. His challenges will be<br />

different.<br />

Throughout the pandemic, he’s pandered<br />

to conspiracy theorists who<br />

believe baseless suspicions about the<br />

World Economic Forum (orchestrated<br />

the pandemic to take control of the<br />

global economy), the Bank of Canada<br />

(its policies caused all our inflation);<br />

“<br />

It will be interesting<br />

to see whether they can<br />

pivot away from Alberta<br />

‘beefs’; understand a<br />

freedom given to one<br />

group, is a freedom taken<br />

from another; and whether<br />

they have something<br />

tangible to offer<br />

disenfranchised liberals<br />

and swing voters in other<br />

areas of the country.<br />

and the COVID-19 vaccines (the shot<br />

implants a microchip so the government<br />

can track your every move).<br />

His solutions are steeped in rhetoric<br />

showing little understanding about the<br />

complexity of governance in a democracy<br />

or the impacts of a global<br />

economic system. Democracies and<br />

businesses require faith in institutions,<br />

not the promotion of<br />

misinformation or disinformation.<br />

When Poilievre<br />

assures<br />

Canadians that<br />

he will never<br />

impose health<br />

restrictions again<br />

even if an out-ofcontrol<br />

pandemic,<br />

he has given his<br />

nod to rural,<br />

young and<br />

healthy<br />

Canadians over<br />

those living in<br />

crowded urban<br />

areas, the elderly,<br />

the compromised<br />

and those<br />

working in the<br />

medical field.<br />

Which in<br />

essence glorifies<br />

Darwin’s natural<br />

selection evolutionary<br />

theory<br />

that only the strong survive, and<br />

diminishes the Good Samaritan message<br />

in the Gospels which instruct us<br />

to love our neighbour as we love ourselves,<br />

including those we disagree<br />

with.<br />

When Poilievre actively supports a<br />

group of people who take over residential<br />

and business neighbourhoods in<br />

downtown Ottawa or close economic<br />

traffic at Ontario and Alberta border<br />

crossings, he has endorsed setting<br />

aside not only the rights of urban<br />

dwellers to live in peace, but also the<br />

economic freedom of thousands to<br />

exchange goods and services in a free<br />

market.<br />

When he walks with criminals, he<br />

flaunts law and order.<br />

To attack the Bank of Canada is pure<br />

“<br />

ignorance, but be assured if he pursues<br />

this course, it will have a chilling<br />

effect on all of our economic freedoms.<br />

And that is the main concern of the<br />

small number of conservatives who<br />

voted for an alternate leadership candidate.<br />

Scott Aitchison summed their<br />

feelings up well in the last leadership<br />

debate, “Every time I hear a conservative<br />

talking about some conspiracy<br />

theory—there’s another group of<br />

swing voters in the greater Toronto<br />

area that just are not going to come our<br />

way.” After the fist-pumping ends,<br />

conservative operatives need to<br />

remind themselves that ‘rage farming’<br />

and winning leadership campaigns<br />

are easy – governance is much harder.<br />

We need look no further than Boris<br />

Johnson in Great Britain and Jason<br />

Kenney—two men who forged ahead<br />

with their populist agendas even as a<br />

world-wide pandemic raged. Each<br />

arrived on the scene with great fanfare<br />

in 2019, both were booted out by their<br />

respective parties in <strong>2022</strong>.<br />

It’s very hard for populous leaders to<br />

move into governance. Johnson delivered<br />

Brexit but had no idea how to<br />

govern on those day-to-day issues that<br />

actually affect ordinary working Brits.<br />

Today, Britain’s inflation and economic<br />

troubles are far worse than any<br />

other first-world democracy.<br />

Kenney got the power, and while<br />

focussing on his secretive populist<br />

agenda and his hate for Ottawa, he<br />

forgot the people he represented.<br />

Both men were completely unprepared<br />

to govern when a crisis arrived.<br />

On the other hand, populist Premier<br />

Doug Ford in Ontario changed his<br />

focus within six months after the pandemic<br />

started. He called conspiracy<br />

theories ‘nuts’, listened to and supported<br />

his public health experts and<br />

worked cooperatively with Trudeau to<br />

bring federal dollars into his province.<br />

Doug Ford gets re-elected in a landslide<br />

victory. Johnson and Kenney are<br />

history.<br />

With the power-base of the conservative<br />

party in Calgary, it will be<br />

interesting to see whether they can<br />

pivot away from Alberta ‘beefs’; understand<br />

a freedom given to one group, is<br />

a freedom taken from another; and<br />

whether they have something tangible<br />

to offer disenfranchised liberals and<br />

swing voters in other areas of the<br />

country.<br />

Pierre Poilievre is popular with his<br />

base because he confidently sells<br />

simple solutions to complex problems.<br />

He must now convince the majority of<br />

Canadians to believe the same way.<br />

Congratulations to Brenda Schimke<br />

on the excellent opinion piece in the<br />

Sept. 8, <strong>2022</strong> issue of the <strong>ECA</strong> <strong>Review</strong>,<br />

titled ‘Health care delivery shows<br />

UCP’s arrogant ignorance’, pg. 2.<br />

I think she covered problems caused<br />

by the UCP in health care as well as I<br />

have seen anywhere and I would like<br />

to see her editorial in every newspaper<br />

in Alberta.<br />

Our health care workers are excellent<br />

but they are being overworked to<br />

the point of exhaustion in many cases,<br />

and government cutbacks seem to be<br />

the cause of this.<br />

World will not be the same without “my” Queen<br />

Our gracious Queen is gone.<br />

Like millions of other people she has<br />

been “my” Queen all of my life. She<br />

was always there, mostly in the background<br />

of my life, but still there.<br />

When I started school her picture<br />

was front and centre on the front wall<br />

so we could look at it while we sang<br />

“God Save The Queen”. I thought she<br />

was so beautiful, with her white dress<br />

and blue sash, and that crown was the<br />

best. To me she was the perfect picture<br />

of a Queen because in my young mind<br />

a Queen was supposed to be beautiful.<br />

The majority of my ancestry is<br />

British and my grandfather would tell<br />

us that she was the Queen and should<br />

be held in highest regard because of<br />

that and not because of what she<br />

looked like.<br />

Bashaw RCMP received a report of a<br />

plane crash at Hwy. 53 and Range<br />

Road 190 on Mon. Sept. 12, <strong>2022</strong> at 9:50<br />

a.m.<br />

Upon arrival, RCMP, Fire and EMS<br />

located a crop dusting plane with one<br />

deceased occupant. The lone occupant<br />

has been identified as a 39-year-old<br />

male resident of Bawlf, Alta.<br />

RCMP have secured the scene and<br />

Transport Canada will be conducting<br />

the investigation into the cause of the<br />

crash.<br />

done until after the Queen’s<br />

Christmas message, and<br />

during this message there<br />

was to be no playing or<br />

talking. We had to actually<br />

listen to the message.<br />

I always liked the<br />

idea that she was a<br />

fellow dog and<br />

horse lover. When<br />

the RCMP gave her<br />

one of their beautiful<br />

black horses I<br />

thought it was the<br />

perfect gift for a<br />

perfect Queen. I felt<br />

so proud when they<br />

started saying that<br />

it was her favourite<br />

horse.<br />

She smiled a lot, but then<br />

she probably thought she<br />

had to with the camera on<br />

her all the time. She had a<br />

very nice smile but it would<br />

get even nicer when she was<br />

watching something that<br />

she really enjoyed. You<br />

could always tell when she<br />

had made a witty remark or<br />

told a joke because then<br />

there would be a twinkle in<br />

her eyes. Somehow you just<br />

knew that she had a wicked<br />

sense of humour and I<br />

wished we could<br />

have seen more of<br />

it.<br />

She was intelligent<br />

and liked<br />

learning new<br />

things. When she<br />

would be on a tour<br />

of a new factory or<br />

business she was<br />

always asking<br />

Perepelitz questions and<br />

really listening to<br />

the answers.<br />

I know being a Queen is<br />

not all smiles and jokes. She<br />

went through many hard<br />

times with her country,<br />

wars and recessions, and<br />

times when the people<br />

Lifetime devoted to ‘Tater Tot’<br />

Charlie James “Chuck” Allan<br />

Sept. 4, 1970-Aug. 22, <strong>2022</strong><br />

It is with deep sadness and heavy<br />

hearts that we announce the sudden<br />

passing of a beloved father,<br />

brother and friend, Chuck<br />

Allan.<br />

Chuck was a devoted and<br />

loving father to Taylor<br />

Breanna Allan and brother<br />

to Brian Allan and children<br />

Alyssa and Kaelyn and<br />

Richard (Cheryl) Allan and<br />

children Waylon and<br />

Hayley.<br />

He was predeceased by Allan<br />

his parents Gordon Allan<br />

and Jean Allan.<br />

Chuck was born and raised in the<br />

Brownfield area near Coronation. His<br />

early years were devoted to farm life<br />

on the family farm.<br />

He graduated in 1988 and in 1990<br />

went on to attend trade school<br />

as a motorcycle technician.<br />

While attending Fairview<br />

College, he met a young lady<br />

named Rhonda Hurlock.<br />

Their relationship blossomed<br />

and after many years<br />

together in January 2001 they<br />

welcomed a daughter, Taylor<br />

Breanna Allan.<br />

Taylor, Tater Tot to some,<br />

was the light of Chuck’s life<br />

and he spent his lifetime<br />

devoted to her happiness.<br />

including one report of trees overhanging<br />

an alleyway west of 57 Street<br />

close, an unattached holiday trailer<br />

which was sent to the community<br />

peace officers and a number of<br />

animal complaints which were forwarded<br />

to the animal control<br />

contractor.<br />

The animal complaints included one<br />

dog running at large, one unlicensed<br />

dog, one trapped cat and someone<br />

keeping rabbits which were causing a<br />

nuisance.<br />

Bylaw report<br />

Community Peace Officer (CPO)<br />

Mark Sproule’s report was submitted<br />

to councillors. It was stated that<br />

during the first half of <strong>2022</strong> CPO’s<br />

engaged with Clive residents and<br />

issued 12 warnings.<br />

Kenney stated the warnings usually<br />

involve snow shovelling or lawn cutting<br />

depending on the time of year.<br />

RCMP reports<br />

As councillors looked through the<br />

regular report submitted for the Clive<br />

area by the Blackfalds RCMP detachment<br />

Mayor Lucy Henry noted there<br />

seems to be a lot of domestic disturbance<br />

complaints in the village.<br />

The CAO agreed, noting there are a<br />

number of reports that describe the<br />

RCMP coming to Clive to mediate in a<br />

domestic dispute.<br />

RCMP retro pay<br />

Councillors passed a resolution to<br />

voice their concerns about the RCMP<br />

and its union, the National Police<br />

Federation, coming to an agreement<br />

on a contract that included retroactive<br />

pay which municipalities like Clive<br />

will be expected to pay despite municipalities<br />

having no seat at the<br />

negotiating table.<br />

Councillors looked at a sample letter<br />

sent by the Federation of Canadian<br />

Municipalities and stated Clive will<br />

send a letter to MP Blaine Calkins<br />

signed by Mayor Henry.<br />

Royal ties to town of Coronation<br />

Coronation mourns the<br />

passing of Her Majesty Queen<br />

Elizabeth II.<br />

The community of<br />

Coronation has always held<br />

special ties to the Royals as the<br />

town was named for the coronation<br />

of Queen Elizabeth’s<br />

grandfather, King George V in<br />

1911.<br />

The entrance to<br />

Coronation is the largest<br />

lighted crown and murals<br />

depict the Royals within<br />

the town.<br />

The museum hosts a<br />

wall of a ‘royal’ china collection<br />

among other royal<br />

memorabilia which had<br />

been collected over the<br />

years by Joyce A. Neary<br />

of Edmonton. Joyce and<br />

her parents and siblings lived<br />

in Coronation from 1929 to 1941.<br />

The ‘Back in Time’ history<br />

book includes a chapter on the<br />

Royals history as recorded in<br />

the pages of the Coronation<br />

<strong>Review</strong> during the first century<br />

of Coronation’s existence.<br />

Long time resident families and two one-room<br />

country schools in the Spondin area south of<br />

Coronation were recognized with the creation<br />

and mounting of two signs, one for the Grand<br />

Ridge School along Hwy. 586 beside John<br />

Suntjens farm and one marking the location of<br />

the Bentley Hiram School along Hwy. 872 near<br />

the Ray Suntjens farm. (Felix) Toot (left) and<br />

Ray Suntjens, grandsons of Henry Suntjens Sr.<br />

were on hand for a photo the day the signs were<br />

erected by the Spondin Agricultural Society. The<br />

Society has embarked on erecting signs marking<br />

the locations of country schools of the past as<br />

well as new signs for two country cemeteries.<br />
