Queen Elizabeth II has died.
Elizabeth Alexandra Mary was born
in London on April 21, 1926 and was
the first child of Prince Albert and
Elizabeth Bowes-Lyon, the Duke and
Duchess of York.
At the time of her birth Elizabeth
was third in line for the throne, but
with the abdication of her uncle
Edward VIII, Elizabeth’s father
became King George VI and Elizabeth
the presumptive heir.
With the death of her father King
George VI in 1952, Elizabeth became
Queen as well as head of the Church of
England and the Commonwealth.
As a constitutional monarch, she
was the head of state but had no ability
to make or pass legislation.
Throughout her reign she held a
weekly audience with the British
prime minister and had the opportunity
prior to her passing to invite
another woman to form a government
and fill the role of Prime Minister.
Although her life was largely in the
public eye, Elizabeth managed to keep
her personal views and much of her
personal life, just that. That being
said, when her people needed her, she
was there for them. Following the
model set by her father during the
Second World War, when there was a
tragedy she went and met with those
impacted.
In 2020, as the pandemic raged she
offered a sense of calm strength and
reassurance. Her sense of duty carried
through all aspects of her life.
On her 21st birthday she made the
declaration which she remained true
to for her entire life. “I declare before
Queen Elizabeth II attends
an armed forces act of
loyalty parade in the
gardens of the Palace of
Holyroodhouse, Edinburgh,
as they mark her platinum
jubilee in Scotland. The
ceremony was part of the
Queen’s traditional trip
to Scotland for Holyrood
Week. Buckingham Palace
announced the Queen died
peacefully at Balmoral the
afternoon of Thurs. Sept. 8,
you all that my whole life, whether it be
long or short, shall be devoted to your
service and the service of our great
imperial family to which we all
belong.”
Her Majesty visited Canada more
than 20 times during her reign.
Her Majesty Queen Elizabeth II died
Thurs. Sept. 8 at her Balmoral estate in
Scotland.
STETTLER TOWN COUNCIL
Council hears province proposes
alarming changes to victim services
Stu Salkeld
Local Journalism initiative reporter
ECA Review
Stettler town council’s regular
update on the local victim service’s
programming instead metastasized
into an alarming update on the provincial
government’s proposed changes to
a service that apparently will selectively
respond to one type of trauma.
The report was made at the Sept. 6 regular
meeting of council.
Councillors heard an update about
Heartland Victims Services (HVS)
programming from Program Manager
Sheila Gongaware who began her presentation
by describing the roles
played by this organization within the
Stettler community.
Gongaware noted HVS provides supports,
information and referrals to
people who suffer trauma ranging
from the impacts of crime, suicide,
motor vehicle accidents or trauma by
natural causes.
Gongaware stated this year the provincial
government began discussing
proposed changes to victims services

organizations across Alberta, dropping
from several dozen boards down
to four regional ones with the proposed
changes taking effect by March, 2024.
She stated that in the central zone
program managers like herself will be
laid off and replaced with 41 case
workers; apparently all program managers
could re-apply for the case
worker jobs.
After victims services programs are
revised, according to Gangaware,
there will be one program manager
per zone and a coordinator will
develop job descriptions for both the
program manager and case worker
positions.
Coun. Gord Lawlor asked if volunteers
will continue to play an
important role in victim services organizations,
to which Gongaware
responded, yes, the provincial government
has given the impression that
“advocates” as victims services volunteers
are called will remain in place
and apparently report to a zone
manager.
Coun. Lawlor related his own 20
years as a victims services volunteer
Federal taxman still
out of reach for Village
Stu Salkeld
Local Journalism Initiative reporter
ECA Review
The Village of Alix’ odyssey to find
someone at the Canada Revenue
Agency (CRA) who can answer its
questions continues, as a writ from the
federal government agency continues
to cast shadows over a tax recovery
sale.
Councillors heard an update about
the village’s inability to locate a CRA
department responsible for writs at the
Sept. 7 regular meeting of council.
Village Chief Administrative Officer
(CAO) Michelle White stated her
efforts to track down a CRA department
that could advise the village
about addressing or removing a writ
placed on a residential property in
Alix may be bearing fruit but the situation
is far from clear.
“We’ve reached the right department,”
said White to councillors.
After about two and a half months of
phoning, emailing and messageleaving
White noted it appears she’s
uncovered the CRA office that handles
property writs.
While the CRA staff promised to call
back, the CAO stated she hasn’t heard
back from them yet. She added that it
appears the village may need the late
property owner’s social insurance
number, which the CAO noted the village
doesn’t have any access to.
Coun. Ed Cole noted it may be illegal
for the village to request a SIN.
Finding the proper CRA department
hasn’t been easy noted the CAO. She
said recent media coverage helped a
bit.
“A very nice lady who retired from
the CRA reached out after reading the
article in the ECA Review to let me
know where I should be inquiring for
help within the Canada Revenue
Agency,” stated White’s report to
council.
“It was very promising but after
many more calls and referrals I am no
ALIX COUNCIL
further ahead on this than I was at the
last meeting. A letter was sent to MP
Blaine Calkins’ office on Aug. 5. No
response to the letter has been
received as of this time.
“I also emailed Municipal Affairs
again to update them on this and ask
for guidance,” noted White, adding the
provincial government department
hadn’t yet provided any more advice.
The issue at hand is a roughly
$87,000 debt owed by a property owner
to the CRA, and complicating the
matter is the property owner has
passed away. There is also an unpaid
tax debt on the same property owed to
the Village of Alix and the property in
question is set to go to auction for tax
recovery in Sept.
White reported in August she’d
spent weeks trying to sort out the
issue, but hadn’t been able to even
begin that process because she could
not contact anyone at the CRA; automated
answering systems sent her on
a circular journey.
Now another problem with a second
property has cropped up.
“On the same topic, while preparing
for the upcoming tax recovery public
auction sale scheduled for Sept. 13,
2022, it was discovered there are two
more CRA writs registered on title for
a (second) property up for sale that
day,” stated White in her report.
“In my email to Municipal Affairs, I
asked for advice on how to proceed
since it is very possible we could have
an interested buyer at the auction.”
White noted there has been interest
in this second property among the
public, and she will notify them the
day of the sale that there are CRA
writs registered on that title so it’s possible
the property won’t sell.
She also noted that requests for
information from larger cities bore no
fruit either. Apparently, she noted, situations
like the one the Village of Alix
finds itself in are rather rare.
Councillors accepted the report for
information.
after his father experienced several
armed robberies at his jewellery store
in Ladner, B.C., which is part of the
City of Delta. Lawlor stated the armed
robberies were intense and shocking
and left a lasting impression.
Lawlor also noted the many questions
surrounding changes to victim
services seems true to form with
Alberta’s provincial government
which answers questions by
responding more information will be
coming soon.
After Gongaware described the
management network that’s proposed
to operate the new victims services
system Coun. Cheryl Barros said,
“That’s a lot of people.”
Another detail of the proposed
changes that elicited response from
several councillors is that victim services
staff will only respond to victims
of crime, and that Albertans suffering
under other forms of trauma in their
life, including suicide, addictions,
motor vehicle collisions and natural
disasters, will be turned away.
During discussions several councillors
stated they believed trauma was
trauma, regardless of whether it
stemmed from crime or a natural
disaster.
Coun. Wayne Smith asked what
problem these changes were supposed
to solve.
Lawlor responded that changes originally
seemed to address budget
shortfalls, but added that in his
opinion these proposed changes will
be more expensive that the current
model.
Coun. Kyle Baker observed it
appeared a regional approach was
being proposed. “They’re making it
less local,” said Baker.
Councillors accepted Gongaware’s
report as information.
Less than one year after the last
province-wide municipal election the
Village of Big Valley will be holding a
by-election to fill a vacant council seat.
The councillor resignation was discussed
at the Sept. 8 regular meeting of
council.
Mayor Dan Houle began the discussion
regarding the resignation of
Coun. Gail Knudson, saying everyone
in town probably already knows that
Knudson resigned on Aug. 15. Houle
asked staff if the election had to be held
on Dec. 13.
Village Chief Administrative Officer
(CAO) Elaine Macdonald responded by
providing a number of by-election date
options to choose from, noting that certain
laws apply to by-elections.
She noted elections are usually held
on Mondays as the results need four
more days to make them official which
would be the following Friday.
Macdonald also noted nomination
day must be four weeks before election
day, and councillors had to keep in
mind statutory holidays such as
Thanksgiving coming up.
Coun. Amber Hoogenberg suggested
Oct. 24, and Macdonald added that
would mean nomination day would fall
on Sept. 26 while the by-election could
be publicly advertised on Sept. 12 and
19.

Hoogenberg stated she would like to
see a new councillor elected as soon as
possible. Mayor Houle agreed.
CAO Macdonald was appointed
returning officer. She noted there will
be costs associated with the by-election,
including printing, staff time and
advertising but $1,500 had been budgeted
for elections.
On the morning of Sept. 9 the village
posted a message on its social media
page thanking Knudson for her service
to the community.
Water tower blues
Councillors read two staff reports
about problematic leaks that continue
to plague the municipal water tower
despite the fact a contractor worked on
the tower recently.
In her regular report Public Works
Foreman Amanda Valente stated,
“Have got ahold of Knibbs June 27
regarding the leaks in the tower. He
finally came down July 17 with the line
installer and put in a spray foam (did
not work, it’s still leaking). Have called
(Knibbs) numerous times to tell him
and still haven’t heard back on a definite
date to fix this issue and to start
the cladding.”
In her regular report to council CAO
Macdonald followed up on that by
stating, “I...have asked for a concrete
timeline as it’s getting into fall now
and we need this work completed.”
Macdonald stated Knibbs promised to
respond soon.
CLIVE COUNCIL
Council hears province
has heart set on
provincial police
Stu Salkeld
Local Journalism Initiative reporter
ECA Review
Clive village council heard that the
provincial government is now in “sell”
mode on a provincial police force,
rather than “engagement” mode. The
report was made at the Sept. 12 regular
meeting of council.
Village Chief Administrative Officer
(CAO) Carla Kenney stated she’d
recently participated in a virtual
engagement with Justice Minister
Tyler Shandro, along with other
municipalities including Blackfalds
and Ponoka County.
“Each municipality was given time
to state their concerns, Minister
Shandro was well prepared with
answers to all concerns raised,” stated
Kenney’s report.
During discussion the CAO stated
the province isn’t really engaging with
municipalities anymore on a proposed
provincial police force, “...they’re
selling a provincial police force. I think
it’s kind of futile (to disagree or question
the proposal).”
Kenney stated that during the session
Minister Shandro quickly had a
response for any concern or disagreement
that was brought up.
Tax time
Kenney reported property taxes
were due Aug. 31. “Penalties totalling
$4,185.30 were applied to 25 properties
owing 2022 property taxes on Sept. 1,
5.8 per cent of the total property tax
bill,” stated Kenney in her summary.
“This compares to $3,295.25 of penalties
and 26 properties in 2021, $6,480.12
of penalties and 37 properties in 2019
and $6,690.89 of penalties and 37 properties
in 2018.”
Your problem now
During her report Kenney mentioned
another session she took part in
where a scholarly research paper was
presented on how the provincial government
may or may not transfer
certain grants to municipalities.
“The rationale for capital transfers”
stated villages like Clive could fund
their own capital projects rather than
receive provincial capital transfers or
grants if the project only benefits the
municipality and not the province.
Capital projects include things like
sewage lagoons, new roads and other
infrastructure that easily run into the
millions of dollars.
Kenney reported that the
researchers suggested municipalities
pay for such projects out of their tax
base.
No news is good news
The CAO also reported the Hwy.
#12/21 Water Commission pipeline to
Clive is not in service yet. She said the
village is waiting to see what’s going
on as it’s “...still in limbo.”
She noted it’s expected to be completed
sometime this fall.
The line has been delayed for
months and at previous council meetings
the supply chain issue was
blamed.
Turn to Nuisance, Pg 11
During discussion councillors and
staff stated Knibbs is being called to
work on the water tower as warranty
work. Macdonald noted that Knibbs,
during one of their visits, found “...a
couple of holes in the (water tower)
liner” and also had a couple of boots
made for the bottom.
The CAO stated it’s hoped the contractor
can then start filling to
address the saturation. Macdonald
also noted the contractor told her they
don’t think there will be a problem
with freezing this winter as loose
water should dry naturally if the leaks
are sealed.
while she said there is some speculation
about what caused the holes she
was not free to discuss that topic
during the open meeting.
The mayor stated council would discuss
that topic in closed session later.
Coun. Hoogenberg seemed frustrated
by the ongoing warranty work
this cost we could have just put up a
ALIX COUNCIL
Residents ask for village’s help with encroaching garage
Stu Salkeld
Local Journalism initiative reporter
ECA Review
A pair of property owners in the
Village of Alix have a few issues with
selling their property and they’re
hoping the municipality can help them
out. The pair made a presentation at
the Sept. 7 regular meeting of council.
Larry Garrett and Kari Latendre
spoke directly to council to ask for help
with their property located at 5303 47th
Street in Alix. Garrett told councillors
the pair is trying to sell their house but
there is a problem: there’s an encroachment
on village property.
Garrett also noted the house is
closer to the property line than it’s supposed
to be.
Garrett stated they’ve had interest
in the property from buyers, but no
one wants to buy a property with the
encroachment issue.
Village Chief Administrative Officer
(CAO) Michelle White stated the
garage appears to be sitting on an
undeveloped road right-of-way that’s
listed as 45th street on village maps.
White presented a real property
report to councillors illustrating the
issue.
The CAO stated the setback issue on
the house may have been caused by the
lot’s unusual shape and possibly at the
time it was allowed.
However, White noted the house’s
rear yard setback doesn’t meet the
Village of Alix’ current land-use
bylaw. White stated she looked
through the village’s files and found
the land file in question from 1977 and
there was nothing in the file stating
the rear yard setback was allowed a
variance.
Latendre stated that 45 years ago the
Village of Alix staff approved the foundation
placement for the house.
Garrett added that he was told that
when the garage was placed about 40
years ago the Village of Alix had
stakes in the ground and there was no
problem.
Latendre noted Alix already has two
streets there and the undeveloped
right-of-way would be a third.
Coun. Barb Gilliat noted she went
over to see the location in person on
Sept. 7.
Latendre stated that Garrett’s father
moved the house in from Lacombe and
back then the right-of-way was called
an alley, not a road.
“They didn’t have real property
reports back in 1977,” said Latendre.
White stated the undeveloped road
allowance could be important in the
future as property next to 45th Street
is earmarked for future growth.
Coun. Ed Cole noted the garage was
placed five years after the house and
wanted to know what the garage’s
development permit said.
The CAO stated there is no development
permit on file for that garage.
The CAO further stated she contacted
Parkland Community Planning
Services (PCPS), professional development
consultants, and asked their
opinion.
PCPS suggested a license to occupy
which would allow the garage to
encroach until the road allowance is
developed.
Latendre responded that wasn’t a
useful suggestion when trying to sell a
house. At this point Garrett referred to
the village’s comments as, “...I dotting
and T crossing.”
Coun. Tim Besuijen stated if the
road allowance is closed and sold, it’s
closed forever which he balked at
because, if the eastern lands are developed
in the future, it would be nice to
have two entrances to them. He wondered
if there were any other options
Larry Garrett and Kari Latendre spoke directly to council to ask for help with their property
located at 5303 47th Street in Alix, Alta. Garrett told councillors the pair is trying to sell their
house but the garage encroaches on a road allowance.
ECA Review/Submitted
available.
White stated she could contact PCPS
again and do more investigation before
councillors make a decision.
Mayor Rob Fehr stated he wanted to
explore all possible options and told
the property owners he understood
where they were coming from.
Coun. Janice Besuijen stated she
would like more information and
added she didn’t want to make a decision
that hamstrings a future council.
Fehr added the village was making
no guarantees to Garrett and Latendre
but wanted to ensure every option was
presented before a decision was made.
The CAO stated she would plan to
have an update for the next regular
council meeting.
Populist peril when elected
Brenda Schimke
ECA Review
Pierre Poilievre won the hearts and
minds of the vast majority of conservative
party members to become its new
leader. Now it’s his turn to try and
defeat the conservative party’s number
one nemesis—a Trudeau, any
Trudeau! Something his predecessors,
Stephen Harper, Andrew Scheer and
Erin O’Toole
could not
accomplish.
It should be a
cake walk—
Canadians
seldom vote for a
prime minister
running in their
fourth election.
Poilievre’s sharp
tongue and ‘rage
farming’ was certainly
embraced
by conservatives,
but will it resonate
with
ordinary
Canadians?
Harper lost to
Trudeau by
losing control of
the anti-immigrant
sentiment
within his party;
Scheer lost because of his secrecy
around his social conservative agenda;
and O’Toole lost because he played a
populous to win the leadership and
then reverted to his conservative roots
during the election campaign.
Pierre Poilievre will not disappoint
his members in the same way. He’s not
a social conservative, he won’t allow
the anti-immigrant sentiment to
emerge and he won’t change his
stripes. His challenges will be
different.
Throughout the pandemic, he’s pandered
to conspiracy theorists who
believe baseless suspicions about the
World Economic Forum (orchestrated
the pandemic to take control of the
global economy), the Bank of Canada
(its policies caused all our inflation);
“
It will be interesting
to see whether they can
pivot away from Alberta
‘beefs’; understand a
freedom given to one
group, is a freedom taken
from another; and whether
they have something
tangible to offer
disenfranchised liberals
and swing voters in other
areas of the country.
and the COVID-19 vaccines (the shot
implants a microchip so the government
can track your every move).
His solutions are steeped in rhetoric
showing little understanding about the
complexity of governance in a democracy
or the impacts of a global
economic system. Democracies and
businesses require faith in institutions,
not the promotion of
misinformation or disinformation.
When Poilievre
assures
Canadians that
he will never
impose health
restrictions again
even if an out-ofcontrol
pandemic,
he has given his
nod to rural,
young and
healthy
Canadians over
those living in
crowded urban
areas, the elderly,
the compromised
and those
working in the
medical field.
Which in
essence glorifies
Darwin’s natural
selection evolutionary
theory
that only the strong survive, and
diminishes the Good Samaritan message
in the Gospels which instruct us
to love our neighbour as we love ourselves,
including those we disagree
with.
When Poilievre actively supports a
group of people who take over residential
and business neighbourhoods in
downtown Ottawa or close economic
traffic at Ontario and Alberta border
crossings, he has endorsed setting
aside not only the rights of urban
dwellers to live in peace, but also the
economic freedom of thousands to
exchange goods and services in a free
market.
When he walks with criminals, he
flaunts law and order.
To attack the Bank of Canada is pure
“
ignorance, but be assured if he pursues
this course, it will have a chilling
effect on all of our economic freedoms.
And that is the main concern of the
small number of conservatives who
voted for an alternate leadership candidate.
Scott Aitchison summed their
feelings up well in the last leadership
debate, “Every time I hear a conservative
talking about some conspiracy
theory—there’s another group of
swing voters in the greater Toronto
area that just are not going to come our
way.” After the fist-pumping ends,
conservative operatives need to
remind themselves that ‘rage farming’
and winning leadership campaigns
are easy – governance is much harder.
We need look no further than Boris
Johnson in Great Britain and Jason
Kenney—two men who forged ahead
with their populist agendas even as a
world-wide pandemic raged. Each
arrived on the scene with great fanfare
in 2019, both were booted out by their
respective parties in 2022.
It’s very hard for populous leaders to
move into governance. Johnson delivered
Brexit but had no idea how to
govern on those day-to-day issues that
actually affect ordinary working Brits.
Today, Britain’s inflation and economic
troubles are far worse than any
other first-world democracy.
Kenney got the power, and while
focussing on his secretive populist
agenda and his hate for Ottawa, he
forgot the people he represented.
Both men were completely unprepared
to govern when a crisis arrived.
On the other hand, populist Premier
Doug Ford in Ontario changed his
focus within six months after the pandemic
started. He called conspiracy
theories ‘nuts’, listened to and supported
his public health experts and
worked cooperatively with Trudeau to
bring federal dollars into his province.
Doug Ford gets re-elected in a landslide
victory. Johnson and Kenney are
history.
With the power-base of the conservative
party in Calgary, it will be
interesting to see whether they can
pivot away from Alberta ‘beefs’; understand
a freedom given to one group, is
a freedom taken from another; and
whether they have something tangible
to offer disenfranchised liberals and
swing voters in other areas of the
country.
Pierre Poilievre is popular with his
base because he confidently sells
simple solutions to complex problems.
He must now convince the majority of
Canadians to believe the same way.
Dear Editor,
Congratulations to Brenda Schimke
Our health care workers are excellent
and government cutbacks seem to be
the cause of this.
Commending the bold clarity of opinion
Dear Editor,
I’d like to personally commend the
bold clarity of Ms. Schimke’s opinion
in the Sept. 8 issue of the ECA Review.
It spotlights issues the healthcare
professions are living with daily but
not accepting as good value for tax
money spent.
The rural focus on issues demonstrates
voters care about health
delivery more than politics.
Freeland’s answer: definitely not
Dear Editor,
Finance Minister Freeland
held a news conference in BC on
Wed. Sept. 7.
When a reporter asked her if
their was any help coming for the
people her answer was “definitely
not” because they didn’t
want to fuel inflation.
Time for a real evaluation
Notably, she
signed the
full autonomy.
She entrenched
the Charter of
As Britain’s longest-serving
I think it’s time for a real
I’m ashamed of the
World will not be the same without “my” Queen
by Lois Perepelitz
Our gracious Queen is gone.
Like millions of other people she has
been “my” Queen all of my life. She
was always there, mostly in the background
of my life, but still there.
When I started school her picture
was front and centre on the front wall
so we could look at it while we sang
“God Save The Queen”. I thought she
was so beautiful, with her white dress
and blue sash, and that crown was the
best. To me she was the perfect picture
of a Queen because in my young mind
a Queen was supposed to be beautiful.
The majority of my ancestry is
British and my grandfather would tell
us that she was the Queen and should
be held in highest regard because of
that and not because of what she
looked like.
plane crash
Submitted
Bashaw RCMP received a report of a
plane crash at Hwy. 53 and Range
Road 190 on Mon. Sept. 12, 2022 at 9:50
a.m.
Upon arrival, RCMP, Fire and EMS
located a crop dusting plane with one
deceased occupant. The lone occupant
has been identified as a 39-year-old
male resident of Bawlf, Alta.
RCMP have secured the scene and
Transport Canada will be conducting
the investigation into the cause of the
crash.
At Christmas the turkey
would be put into the oven
then nothing else would be
done until after the Queen’s
Christmas message, and
during this message there
was to be no playing or
talking. We had to actually
listen to the message.
I always liked the
idea that she was a
fellow dog and
horse lover. When
the RCMP gave her
one of their beautiful
black horses I
thought it was the
perfect gift for a
perfect Queen. I felt
so proud when they
started saying that
it was her favourite
horse.
She smiled a lot, but then
she probably thought she
had to with the camera on
her all the time. She had a
very nice smile but it would
get even nicer when she was
watching something that
she really enjoyed. You
could always tell when she
had made a witty remark or
told a joke because then
there would be a twinkle in
her eyes. Somehow you just
knew that she had a wicked
sense of humour and I
wished we could
have seen more of
it.
She was intelligent
and liked
learning new
things. When she
would be on a tour
of a new factory or
business she was
always asking
Perepelitz questions and
really listening to
the answers.
I know being a Queen is
not all smiles and jokes. She
went through many hard
times with her country,
wars and recessions, and
times when the people
OBITUARY
Lifetime devoted to ‘Tater Tot’
Charlie James “Chuck” Allan
Sept. 4, 1970-Aug. 22, 2022
It is with deep sadness and heavy
hearts that we announce the sudden
passing of a beloved father,
brother and friend, Chuck
Allan.
Chuck was a devoted and
loving father to Taylor
Breanna Allan and brother
to Brian Allan and children
Alyssa and Kaelyn and
Richard (Cheryl) Allan and
children Waylon and
Hayley.
He was predeceased by Allan
his parents Gordon Allan
and Jean Allan.
Chuck was born and raised in the
Brownfield area near Coronation. His
early years were devoted to farm life
on the family farm.
He graduated in 1988 and in 1990
went on to attend trade school
as a motorcycle technician.
While attending Fairview
College, he met a young lady
named Rhonda Hurlock.
Their relationship blossomed
and after many years
together in January 2001 they
welcomed a daughter, Taylor
Breanna Allan.
Taylor, Tater Tot to some,
was the light of Chuck’s life
and he spent his lifetime
devoted to her happiness.
Over the years Chuck perfected his
Nuisance complaints
Cont’d from Pg 4
Kenney provided information on
enforcement and bylaw complaints,
including one report of trees overhanging
an alleyway west of 57 Street
close, an unattached holiday trailer
which was sent to the community
peace officers and a number of
animal complaints which were forwarded
to the animal control
contractor.
The animal complaints included one
dog running at large, one unlicensed
dog, one trapped cat and someone
keeping rabbits which were causing a
nuisance.
Bylaw report
Community Peace Officer (CPO)
Mark Sproule’s report was submitted
to councillors. It was stated that
during the first half of 2022 CPO’s
engaged with Clive residents and
issued 12 warnings.
Kenney stated the warnings usually
involve snow shovelling or lawn cutting
depending on the time of year.
RCMP reports
As councillors looked through the
regular report submitted for the Clive
area by the Blackfalds RCMP detachment
Mayor Lucy Henry noted there
seems to be a lot of domestic disturbance
complaints in the village.
The CAO agreed, noting there are a
number of reports that describe the
RCMP coming to Clive to mediate in a
domestic dispute.
RCMP retro pay
Councillors passed a resolution to
voice their concerns about the RCMP
and its union, the National Police
Federation, coming to an agreement
on a contract that included retroactive
pay which municipalities like Clive
will be expected to pay despite municipalities
having no seat at the
negotiating table.
Councillors looked at a sample letter
sent by the Federation of Canadian
Municipalities and stated Clive will
send a letter to MP Blaine Calkins
signed by Mayor Henry.
Royal ties to town of Coronation
Coronation mourns the
passing of Her Majesty Queen
Elizabeth II.
The community of
Coronation has always held
special ties to the Royals as the
town was named for the coronation
of Queen Elizabeth’s
grandfather, King George V in
1911.
The entrance to
Coronation is the largest
lighted crown and murals
depict the Royals within
the town.
The museum hosts a
wall of a ‘royal’ china collection
among other royal
memorabilia which had
been collected over the
years by Joyce A. Neary
Long time resident families and two one-room
country schools in the Spondin area south of
Coronation were recognized with the creation
and mounting of two signs, one for the Grand
Ridge School along Hwy. 586 beside John
Suntjens farm and one marking the location of
the Bentley Hiram School along Hwy. 872 near
the Ray Suntjens farm. (Felix) Toot (left) and
Ray Suntjens, grandsons of Henry Suntjens Sr.
were on hand for a photo the day the signs were
erected by the Spondin Agricultural Society. The
Society has embarked on erecting signs marking
the locations of country schools of the past as
well as new signs for two country cemeteries.
