Ho Chi Minh City Moving Towards the Sea with <strong>Climate</strong> Change Adaptation<br />

HCMC’s sea-harbour, being located in the central<br />

districts on the banks of the Saigon River is<br />

economically crucial for Southern Vietnam in<br />

general and HCMC in particular. To ensure further<br />

harbour and economic developments one has to<br />

create room for urban planning in central districts,<br />

HCMC currently plans to move its harbour facilities<br />

southwards towards the sea. As such, a shift into<br />

low-lying areas also means that vital infrastructure<br />

of the city will be moved to areas highly vulnerable<br />

to climate change and especially sea-level rise,<br />

HCMC recognizes the importance to climate-proof<br />

these activities.<br />

Similar developments are currently implemented<br />

by the city of <strong>Rotterdam</strong> that already shifts<br />

its harbour facilities toward the sea. To share<br />

respective knowledge and experiences regarding<br />

both technical aspects but also institutional<br />

processes, the two cities are currently engaging in<br />

a strategic partnership as part of the <strong>Connecting</strong><br />

<strong>Delta</strong> <strong>Cities</strong> <strong>Initiative</strong>. The partnership shall also<br />

address other aspects of climate-proofi ng urban<br />

(re-) development.<br />

On June 14 th and 15th 2010, representatives from<br />

both cities met in HCMC together with a wide<br />

range of stakeholders from the private sector,<br />

knowledge institutes and national and local public<br />

authorities to explore needs and opportunities for<br />

further cooperation. The workshop resulted in an<br />

agreement on the key issues and next steps to be<br />

taken by HCMC and <strong>Rotterdam</strong>. This cooperation<br />

is part of a wider Strategic Partnership Agreement<br />

(SPA) between Vietnam and the Netherlands.<br />
