2.1 ABOUT THE TERRITORY: 

a) INTRODUCTION 

The Union Territory of Dadra and Nagar Haveli is situated on the 

Western coast of India between the parallels of 20°–0° and 20° -25° of latitude 

North and between the meridian 72°- 50 °and 73°- 15° of longitude East. Its 

population is 342853 as per 2011- Census data. It has an area of 491 Sq. km 

and comprises of two enclaves, viz. (1) Dadra and (2) Nagar Haveli, having 72 

villages. Silvassa the capital of this U.T. and village Amli together now 

constitute the Municipal Area under the Silvassa Municipal Council. The 

territory is surrounded by Valsad District of Gujarat on West, North and East 

and by Thana district of Maharashtra on South and South-East. It has hilly 

terrain especially towards the North-East and East where it is surrounded by 

ranges of Sahyadri Mountains. The terrain is intersected by the River 

Damanganga and its three tributaries namely Kolak, Piparia & Sakartod. The 

River rises in the Ghats 64 Km. from the Western coast and discharges itself in 

the Arabian Sea at the port of Daman. The climate is moderate though hot 

during summer. 

The nearest Railway Station is Vapi which is about 18 Kms from 

Silvassa. The UT is linked with National highway No.8 at a distance of 

approximately 12 Km. from Silvassa. 



The capital city of the Union Territory, Silvassa is in close proximity 

with three major cities viz.., Mumbai at a distance of 160 Kms towards the 

South; Surat at a distance of 140 Kms towards North; and Nasik at a distance of 

140 Kms towards East. (Refer Diagram below)

b) THE PURPOSE OF THE PROJECT: 

The territory since its liberation in 1954 has grown primarily due to the 

vibrant culture of the Tribal’s and the several tourist attractions. Further in the 

mid 90’s, the GoI had declared tax holiday due to which industrialization started 

taking place and the population also started increasing tremendously. As on date 

the population of the territory is around 3.50 lakhs. There has been an ever 

increasing demand for expanding the Medical facility in the U.T. As on date the 

civil hospital of Dadra and Nagar Haveli caters with 241 beds and is proposed 

to increase further to another 208, therefore making a total bed capacity of 449. 

The U.T has also another sub district hospital with a present bed capacity of 50 

which is also proposed to be enhanced to a 100 bedded hospital. Further 

considering the OPD inflow the same is overwhelming as per the bed 

occupancy which is 120%. With such a huge level of hospital being established 

in the territory there is no Medical College nearby which can give benefit to not 

only the local population but also to the nearby surrounding areas. At present 

the nearest Medical College is located at a distance of more than 150 Kms. The 

biggest hospital in between Surat and Mumbai is Shri Vinoba Bhave Civil 

Hospital, Silvassa which can justify as an attachment to the medical college. 



1. ABOUT THE HOSPITAL: 

Shri Vinoba Bhave Civil Hospital, Silvassa is the only specialty 

hospital between Surat and Mumbai, which is catering not only to entire 

population of Dadra & Nagar Haveli but also to all the adjoining areas of 

Gujarat and Maharashtra for its curative, preventive and rehabilitation needs. 

Shri Vinoba Bhave Civil Hospital, Silvassa was started in 1952 and it has 

gradually grown to the present 231 bedded hospital with a State of Art Accident 

Prevention cum Trauma and Emergency Medical Services, 16 bedded Intensive 

Care Unit and 5 ultra modern Operation Theatres with 4 bedded casualties. 

There has been lot of pressure due to increase in the patient load which can be 

seen by the below mentioned statistics:

There has been growing demand from the people of Dadra & Nagar 

Haveli for expanding the health care and to have an available, accessible and 

affordable specialty and super specialty hospital. Illiteracy hinders preventive 

health management measures and follow up which make it necessary to have 

treatment services that are people centric. The health care infrastructure 

indicates that there is lacuna in both human resource and infrastructure level. 

The population of Dadra & Nagar Haveli is approximately 3.50 lacs (which 

includes the resident population and the floating population) and the indoor bed 



requirement as per WHO norms is 5 beds for every 1000 population, National 

standard is 0.7 beds per 1000 population and in Delhi it is 2.08 beds per 1000 

population. The requirement of beds as per WHO norms is 2000 beds, as per 

National norms 280 beds and as per Delhi norms 832 beds. 

As per the norms of WHO the bed population ratio is to be improved and 

there is already a plan to increase the bed strength of the Civil Hospital by 208 

beds, thereby increasing the total bed capacity to 449 which shall become one 

bed per thousand population. Also there is a move to upgrade the Community 

Health Centre, Khanvel into a 100 bedded sub-district hospital. 

Parallel to the creation of medical infrastructure, medical educational 

needs of the region are also to be taken care of. Since the treatment facility and 

infrastructure development is being taken care of on the one hand, the human 

resource development shall need to also improve on the other hand. This shall 

enhance the quality of input in the U.T and it can be beneficial to the Country in 

near future. 

Considering all the above facts it was decided to open a Medical 

College within the territory so that the above mentioned objectives can be 

achieved. The administration has allocated 15 acres of land in the nearby 

vicinity.

(1A) Preliminary study: The preliminary study shall include following: 

(1) The Consultant has to carry the project as per the client’s requirement. The 

Consultant is advised to visit the office of the Medical Superintendent, VBCH, 

Silvassa before submitting his offer since the input will be made available to the 

Consultant for preparation of final drawings. 



(2) Consultant shall visit the site to know about the existing services and local 

conditions and building bylaws. 

- They will also coordinate with the PWD Officials before the submission 

of final drawings.

(1B) Concept report: 

* The consultant will prepare design concept report separately for each 

discipline such as Architecture, Civil/structure, PHE/Services, Electrical 

and HVAC and submit it for approval of the Tender Inviting Agency. 

The concept report shall be finalized considering the comments 

incorporation of preliminary study. 

* Based on Final drawings approved by the Tender Inviting Agency or its 

consultants, the agency shall prepare Presentation drawings, 3D views of 

each building showing all elevations, details and submit these drawings 

along with the concept report. 



* Consultant shall prepare an overall schedule of release of drawings as per 

the format of the limit given by Tender Inviting Agency before start of 

work. Working drawings for all disciplines (Arch, Civil/str, PHE, and 

HVAC) will be submitted to Tender Inviting Agency for approval. 

The drawings may undergo minor/major revisions as per requirement of 

project/ Site condition /Customer and the same shall be carried out by the 

consultant for all disciplines appropriately in the stipulated price.

For the buildings already listed in the project scope the working drawings 

are to be prepared. It is to be clearly understood that the number of 

drawings cannot be limited to any fixed number for the detailed/ execution 

stage & the appropriate number of drawings shall have to be made as per 

project requirements & following good engineering practices. 

* This shall include preparation of detailed working drawings, getting 

comments from the Tender Inviting Agency & finalization of the 

drawings on the basis of the comments. 

* Based on requirement of the Tender Inviting Agency regarding 

architectural drawings & master layout plan, the consultant shall develop 

& draft the detailed construction drawings I.e., plans, sections, elevations 

& reflected ceiling plans building wise to the scale of 1:100, 1:50 for the 

areas as required for toilets, staircases, ramps, reception lobbies etc. 

This shall be done in consultation with & under guidance of Tender 

Inviting Agency. 

* Wall sections at various locations as indicated for internal & external 

walls of each building at 1:25 scale shall be prepared, indicating the 

material of finishes & their colors. The external wall sections will include 

elevations of the portions of the building in 1:50, 1:25 or any relevant 

scale indicating grooving patterns besides the material & colour of 



finishes along with matching cross section plans of fenestration systems 

for various blocks. 

* Detailed door & window schedules including expansion joint details, 

elevations & cross sectional details for each type at 1:25 scale for each 

building. 

* Schedule of finishes indicating the materials & color shall be prepared 

for each building of the complex on the basis of room coding & 

nomenclature. 

* Preparation of reflected ceiling plans for each room/ space indicating all 

ceiling mounted fixtures & equipments, lighting fixtures, air diffusers, 

sprinkler heads etc. in the areas / blocks specified by the Tender Inviting 

Agency. 

* Preparation of furniture/ equipment layout for all rooms in consultation 

with Tender Inviting Agency. 

* Identification of all fixtures, fittings, computer terminals, computer 

closet, plug points, switches & efficient space planning in relation to 

these wherever required. 

* Designing of signage for the entire institute. 

* Detail drawings for Road layout, Landscape and horticulture. 

* Wherever required all aspects of interior works including identification 

& provision of furniture, fixtures, acoustics shall be detailed by the 

consultant. 

* Preparation of service drawings which shall completely co-ordinate 

services of P.H.E., electrical and site layout etc for internal and external. 

2) Scope of work for Civil/Structural 

Structural design & drawings shall cover the following scope & items of work. 

1. Thorough study of the architectural drawings & input to the architectural 

drawings considering the requirements of the structural system. 

2. Commented and approved Architecture drawings from Tender Inviting 

Agency to be taken up for starting the Structural work, a copy of the 

same to be submitted with the final Structure drawings. 



3. All drawings of civil/structural shall be vetted by IIT, Mumbai or any- 

other IIT. However the fees payable to these institutes shall be borne by 

Tender Inviting Agency. The consultant shall recruit his engineer from 

time to time as required for discussions/ coordination with concerned 

officials, incorporate their comments appropriately to their satisfaction & 

ensure to produce a design worthy of approval from IIT. Total 

responsibility in this regard shall be borne by the consultant. 

4. Structure design Basis Report viz. the assumptions to be made in 

Structure analysis and Design, to be approved from Executive Engineer, 

PWD, DNH, Silvassa before start of the work. 

5. Structural System to be worked out in close co-ordination with Executive 

Engineer, PWD, DNH and the Tender Inviting Agency and the same to 

be approved before start of Space Frame Analysis. 

6. Similar coordination with other disciplines (Electrical, HVAC, PHE) by 

way of study of their drawings critically & recording the constraints/ 

special requirements of the structural elements sizes/ cutouts/ inserts etc. 

7. Conclusion on detailed framing plans, structural system for foundations 

& superstructure. The structural system has to be worked out so as to 

achieve an economical and safe design keeping in view the Serviceability 

requirements. 

8. Loads- Complete description of Basic loads, member loads, Earthquake 

and wind loads including load combinations. This shall also include any 

special loads like equipment loads, dynamic loads etc. For water 

containing structures, hydraulic pressures to be considered appropriately. 

9. STAAD analysis modeling the building as appropriate space frame(s) – 

The structural elements shall be accordingly sized to obtain the optimal 

designs based on the criteria as decided & approved by Tender Inviting 

Agency. Appropriate checks for deflections of structure as well as the 

individual members so as to restrict the same within permissible codal 

limits. Only Space Frame modeled with Dynamic Input & Analysis will 

be considered. 



10. Complete structural designs of all elements of sub & super structure. 

This shall include the designs of beams, columns, slabs, footings/ rafts - 

so that the design information can be readily converted into the detailed 

execution drawing. Each of the Structural drawings shall include a table 

showing the quantity of steel used bar dia wise and quantity of RCC used 

on that particular drawing. A separate sheet shall be submitted to keep 

track of the various major items qtys as the drawings progress floorwise 

i.e., the items of RCC, steel, shuttering, brickwork, flooring (category- 

wise), external finish quantities used to be submitted periodically. 

11. Detailed execution drawings as well as any revisions there in arising out 

of site constraints or any other requirements like changes in the other 

discipline drawings. 

12. Wherever the construction planning has to be specifically suited to 

certain design requirements, the sequence of construction shall also be 

identified appropriately. 

13. All responsibilities concerning with the stability of Structure, 

Structure drawings, compatibility with Architecture drawings, etc. 

lies with consultant Organization. A Structural Stability Certificate 

in line with departments requirements/project requirement is also to 

be furnished by the consultant. 

14. Final approved drawings, in principle, from Executive Engineer, 

PWD, DNH, Silvassa to be signed by two Structural Engineers of 

consultant Organization before forwarding the same to Tender 

Inviting Agency. 

15. Approval & clearance from Executive Engineer, PWD, DNH, 

Silvassa shall be obtained for all the designs & drawings. 

Relevant codes (latest), standards & the prevailing good engg. practices shall 

be followed in carrying out the above work. Details/References (of same) shall 

be furnished so as to facilitate the checking of design calculations etc. National 

Building Code, All Disaster management protocols, proposal for Environmental 



impact Assessment, regulations of Non-Conventional Energy, GRIHA Ratings, 

LEED etc should be incorporated. 

3) Scope of Work for PHE/Fire Fighting & other Services: This will 

a) Roads 

include following sub parts. 

1. Planning and designing road layout – Alternative road layout in order to 

minimize cost and Finding co-ordinates of road center line at the interval 

of not more than 20 m on straight line and at all junctions, curve, turning 

points. 

2. Alternative road layout to optimize cost of excavation and filling keeping 

in view the better serviceability. 

3. L-section showing chain age, Ground level, formation level, depth of cut, 

depth of fill, longitudinal slope, location of culvert etc. 

4. Design of typical road cross in cutting, filling. Depth, camber design etc. 

5. Design of horizontal curve, vertical curve, super elevation, retaining 

wall, culverts and any other works related to road work. 

6. Planning and designing road drainage system. 

b) Water Supply 

1. Identification of different source of water and their potential to deliver 

river, bore well, rain water etc. 

2. Assessment of water requirement for each buildings and facilities. 

3. Planning and designing of internal water supply system for each 

building. Calculation of fixtures unit, size of riser, down take and 

horizontal pipe. Head loss, Pressure check at delivery point. Storage 

capacity of terrace tank. Details of valve and fixtures. 

4. Planning and designing of external water supply system –rising 

main/gravity and branch pipe. Design should be done using software 

package-Preferable LOOP/ BRANCH developed by UNDP or 

equivalent. 

5. Design of underground storage tanks cum pump house. 



6. Design of water treatment plant, pump house, piping for water supply 

scheme. 

7. Design and layout drawings of over head tanks over the buildings, 

including mechanical pipe fittings, valves and connections. 

8. The plumbing drawings shall indicate the size and location of the pipes, 

details and plan view, and supporting details of equipments and 

plumbing fitting & fixtures along with locations, legends, notes etc. 

complete. 

c) Sewerage System 

1. Planning and designing of internal sewerage system. Size, slope and 

specification of soil pipe, waste pipe, vent pipe . Details of sunken 

areaco- ordination with structural drawings for beam/slab sleeve details. 

Details of Floor trap, floor drain, FCO. and plumbing system . 

2. Assessment of sewage discharge from each building. Design of external 

sewerage system. Details of Manhole, Gully Trap, Cradle, Junction etc. 

3. Design of sewage/effluent treatment plant. Process details. Capacity of 

treatment facilities of sewage / waste water. 

4. Design for Reuse / recycle of waste water. 

d) Storm Water Drainage System 

1. Design of roof drainage. Provision of rain water pipe , gutter etc for 

disposal of rain water. 

2. Disposal system of storm water beside building / complex. 

3. Storage system of rain water for recycles. 

4. Design of external storm water drainage scheme and final disposal 

system. 

5. Detailed design of rain water harvesting system. 

6. Formation level of buildings and surrounding areas for surface drainage. 



e) Fire Fighting System 

1. Identify minimum requirement of fire fighting system as per latest 

building bylaws and NBC, also considering the local authority 

guidelines. 

2. Design of internal/external fire fighting system including main fire ring, 

yard hydrant, fire tank, pumping system and all other items required as 

per latest by laws. 

3. Design of internal fire fighting system such as wet riser, down comer, 

first aid hose reel, sprinkler system and all other accessories as per latest 

code. 

4) Scope of work for HVAC: 

This shall include checking of the contractor/ vendor drawings based 

upon the already submitted scheme of HVAC systems. The drawings shall have 

to be fully commented & returned to Tender Inviting Agency which shall need 

further review after the vendor has incorporated the observations. It shall be 

ensured that the vendor drawings become complete in all respects with total 

details availability being ensured. 

Sets for submission of drawings (for all disciplines) during Working Stage: 

Design Calculation : 1 set + soft copy 

Drawings : Maximum 3 check prints + soft copy 

5) Electricity: 

This shall include Electrical Substation, requirement of generators, street 

lighting, underground cabling, electrical panels, internal lightings and 

decorative lightning where required. This should follow the LEED Concept. 

(4) Completion Drawings and Final Approval Stage 

Tenderer shall supply the conceptual architectural plans, which after 

approval from the Tender Inviting Agency, the tenderer shall prepare the all 

completion drawings as per building bye laws/norms and obtain its approval 



from concerned local authorities like PDA, Mamlatdar etc., as applicable. 

Design Concept & initial drawings including load calculations etc for 

submission to PDA/SMC or other agencies and arranging load sanctioning from 

PDA/SMC or other agencies. 



3. PRE QUALIFYING CRITERIA 

Following is the pre qualification criteria for the tenderers: 

1. The firm should be profit making and should have an annual turnover of at 

least 100 lakhs through professional receipt during each of the last three 

financial years ending 31-3-2012 ending 31-3-2012 

2. No consortium of companies will be allowed to submit bids 

3. The firm should be architect led and should have adequate qualified 

architects, engineers, environmental experts, health care planners, etc. who have 

experience in similar project. An architect / architectural firm should be 

registered with the Council of Architect and the following Certified documents 

to be submitted: 

a) Certificate of the Registration under Council of Architecture. 

b) Evidence of project experience, successfully executed and completed with 

details of project value and firm’s role. 

4. Similar experience – the applicant should have provided architectural, 

concept/design, detailed design of engineering, and DPR for at least one multi- 

specialty / teaching hospital / medical college complex 500 bed/100 admissions 

or above during the last five years 

5. Consultant should be capable of employing a independent team on the 

project. 

Consultants/ agencies working in the field of Medical Consultancy for CPWD, 

Railways, MES, P & T Deptt., State PWD’s, Semi Govt. Organizations and 

Institutes or in reputed private Sector Firms who satisfy following criteria may 

participate : 

6. All the architectural work shall be handled in-house & the Office must be 

located nearby Dadra & Nagar Haveli where this work would be carried 

out upon commencement. 

7. The agency shall be responsible to take approval from all the concerned 

statuary authorities. 



All tenderers should submit adequate evidence with regard to points 1 to 

5 above, the proof of works executed as above & “Satisfactory Performance 

Certificates” shall also be enclosed. Absence of submitting the same along with 

the tender will disqualify the tenderer. 

The estimated cost of the work is ```` 350.00 crore (Rupees Three Fifty crore 

only) 



A. Scope of Work. 

4. TERMS AND CONDITIONS 

1) The design are to be submitted in AutoCAD DWG file as well as JPG files 

(1024 x 768 Pixel, 72 dpi, max. 600KB) 

2) The participants should provide the design with a Scale of 1:100 include 

detail outline, mentoring room layout area, View, Section, Description of the 

unit/Visualization, Inspection Plan of the Outline with details of dimensions, 

Notes and Explanation etc. 

3) Each participant shall submit only one work/ design. Any participant 

submitting more than one design or options shall be disqualified from the 

competition. 

4) Color presentations and illustrative sketches are permitted. 

5) The design received after due date and time will not be taken into 

consideration. 

6) The decision of the Technical Jury/ Committee shall be final and binding. 

7) The designs should be neatly folded along with a soft copy in CD. All the 

drawings are to be serially numbered and must be signed by the registered 

applicant only. The Registered applicant shall only be allowed to make a 

presentation of his/her design before the jury. 

8) No travelling or any other allowance shall be provided to the participants. 

9) The Tenderer should follow all the Guidelines laid down by the Medical 

Council of India and the Ministry of Health and Family Welfare, GoI.

* The consultant shall submit maximum 6 running bills (each running bill 

to be raised after completing at least one or more of above milestones) & 

one final bill. 

* HVAC working stage drawings (fabrication drawings) will be prepared 

by the execution contractor (& not by consultant) and will be checked by 

consultant only if asked by Tender Inviting Agency. 

2. Invoices: 

For all Stages the consultant shall raise three sets of invoices: 

* Only after completion of the respective stages as listed in the table 

above. 

* Billing break-up as above shall be strictly followed. 

* No further splits of the prices shall be considered for billing purposes. 

3. Security deposit 

A Security deposit of 10% of running bills subject to a maximum of 5% 

of total order value will be retained. This shall be payable after 3 years of date 

of order OR successful commissioning of the project whichever is later.

The agency shall submit first lot of drawings (50%) within 2 months from 

the award of work, so that work can be started at site. 

2. LD for delay in completion: 

* LD shall be levied upon the consultant in case of delay in fulfilling the 

obligations under this agreement for causes solely attributable to the 

agency at 1% (one percent only) of the contract fee per week of delay 

subject to a maximum of 5% of the total contract fee. 

* For computing the LD amount, the period of delay on the part of the 

consultant shall be worked out by Tender Inviting Agency going strictly 

by the time schedule mentioned in this order. The agency shall be liable 

to pay this compensation to Tender Inviting Agency. 

* However, no LD shall be levied in case the delay is on account of release 

of design input to the consultant from Tender Inviting Agency side. In 

such cases the time schedule shall be reworked & a suitable extension of 

in time granted for work completion. NO EXTRA PRICE SHALL BE 

PAYABLE BY TENDER INVITING AGENCY TO THE 

CONSULTANT FOR THE DELAYED PERIOD. 


Preamble 


7. GENERAL CONDITIONS OF CONTRACT 

The General conditions of Contract are as under:- 

1. Delay and Extension: 

If the work is delayed by force majeure or any other cause which in the 

absolute discretion of the employer is beyond the agency's control, they shall 

immediately upon the happening of such event contributing to delays give 

notice thereof in writing to the employer but shall nevertheless use constantly 

their best endeavors to prevent or make good the delay and shall do all that may 

be reasonably required to the satisfaction of Tender Inviting Agency to proceed 

with the work. Request for extension of time shall be made by the agency in 

writing within 7 days of the happening of the event causing delay. The agency 

shall also indicate with any such request, the period for which extension is 

required. In any such case Tender Inviting Agency may give a fair and 

reasonable extension of time for completion of individual items of groups and 

items of work for which separate period of completion are specified in the 

contract as a whole, but it shall be the sole discretion of the employer to grant of 

refuse such extension. The decision of Tender Inviting Agency in regard to the 

extension will be communicated to the agency in writing within a reasonable 

time but no compensation or any extra amount shall be paid for such extensions 

granted by Tender Inviting Agency. 

RISK PREJUDICE CLAUSES 

2. Arbitration: 

If at any time any doubt, question, dispute or difference whatsoever, shall arise 

between the agency and Tender Inviting Agency upon or in relating to or in 

connection with this contract, either of the parties may give the other notice in 

writing of the existence of such doubt, question, dispute or difference and the 



same shall be referred to the Secretary Health, DNH, Silvassa or his nominee as 

Sole Arbitrator in accordance with the latest Indian Arbitration Act, later 

amendments, if, any. The decision of the sole arbitrator thereon shall be final, 

conclusive and binding upon the parties to dispute. The party invoking 

arbitration shall specify the dispute or disputes to be referred to the arbitration 

under the clause together with the amount or amounts claimed in respect of each 

of dispute. 

3. Jurisdiction of Court: 

All disputes arising out of the contract shall have the jurisdiction of courts of the 

Union Territory of Dadra & Nagar Haveli only. 

4. Termination of Contract: 

The Tender Inviting Agency reserves the right to terminate, or postpone the 

work for good and sufficient cause and shall give 30 days prior notice in writing 

to the agency (Tender Inviting Agency being sole judge for the same). The 

agency shall be paid for the useful work done up to the date of termination. 

Tender Inviting Agency shall determine the credit to be given to the agency for 

the value of the work executed by the agency. The agency shall give Tender 

Inviting Agency all the data, compiled report, drawings etc. prepared by them 

till the date of termination before the final dues are paid to the agency. Even 

after the termination of agreement, the agency shall continue to cooperate with 

Tender Inviting Agency to such a reasonable extent as may be necessary to 

clarify or explain any reports or recommendations in documents or detailing 

made by them. 

5. Breach of Trust: 

Unless otherwise directed by Tender Inviting Agency specifically, the 

agency shall not contact directly or indirectly the client or any other authorities 

connected with the project. Non compliance of this clause shall be treated as 

breach of trust resulting in the termination of contract between Tender Inviting 

Agency and the agency forthwith without any prior notice to him. In such event, 

no job will be entrusted to him in future by Tender Inviting Agency. 



6. Discussions with Tender Inviting Agency and Approvals: 

* AVAILABILITY: The agency shall make themselves available at 

reasonable notice to be present for discussion with Tender Inviting 

Agency. The agency shall also provide assistance, advice and 

information to Tender Inviting Agency as may be required from time to 

time for discussions with other agencies or Tender Inviting Agency 

officials connected with the work without any extra claim. 

* WEEKLY MEETINGS: The design detailer with his associates will 

regularly attend the Tender Inviting Agency office for weekly meetings 

on the date specified by Tender Inviting Agency till the completion of the 

design job in which the progress made in the works will be discussed and 

clarifications required if any will be given. All cost incidentals to such 

interaction for meetings shall be to the detailer’s account and no claim 

shall be entertained by Tender Inviting Agency on this account. 

* APPROVAL OF WORK: The agency shall get approved the work done 

by him at every stage throughout the period from Tender Inviting 

Agency. However, such approval by Tender Inviting Agency shall not be 

deemed to absolve the agency of the total responsibility of the 

correctness and soundness of the work and other obligations under this 

contract. 

7. Guarantee and Liability of the Agency: 

* LIABILITY: The Agency shall be liable for all consequence of errors 

and omissions arising from errors solely attributable to agency or on the 

part of their employees to the extent and with the limitation specified by 

Tender Inviting Agency. 

* ASSOCIATED NECESSARY WORK: Any other items of work not 

mentioned specifically in the scope of work but required/felt necessary 

for the completion of the project as a whole in all respects shall be 

deemed to be included in the scope as well as in the fee quoted by the 

detailer and no extra claim shall be admissible on this account. 



8. Ownership of Documents & Copy Rights: 

* The copy right of all drawings, reports, calculations, BOQs, Tender 

papers and other similar documents provided by the agency in connection 

with project / work shall remain vested in Tender Inviting Agency. 

* The agency shall not publish without the written consent of employer or 

use for purpose other than those for this work, the articles, designs, 

photographs or illustrations, related to this work / project. 

9. Changes or Alteration of Drawings/Designs/ Arrangement / Scheme 

Etc. 

Changes or alterations as desired by Tender Inviting Agency due to site 

considerations or otherwise as required during the pendency of the contract will 

be done by the agency under their scope of work within the Lump Sum fee 

already quoted and agreed upon. 

10. Correctness and Accuracy of Data: 

The agency shall be full responsible for the correctness and accuracy of 

the data, planning, designs, drawings, specifications, bills of quantities and 

documents furnished by them. If any inadequacy is observed in the work 

performed by them, they shall at their own initiative and at no extra cost to 

Tender Inviting Agency take all steps necessary to remedy/rectify the said 

defects or inadequacies. The Detailer shall incorporate all the modification or 

changes as desired by the Tender Inviting Agency in the drawings, plans and 

reports, design etc. at no extra cost to Tender Inviting Agency. 

11. Safety of Design: 

The agency shall be fully responsible for the safe designs as per national 

standards and requirements. In the absence of National Standards, the 

requirement would of International standard. 

12. Performance Guarantee: 

The agency shall fully stand guarantee and indemnity the Tender Inviting 

Agency for the design and detailing done by them as also performance and 

detailing etc. of the works. Agency shall submit guarantee to Tender Inviting 

Agency on pro forma approved by Tender Inviting Agency. 



13. Code of Practice: 

The report, design and drawings for all works shall conform to local 

building byelaws and other state regulation as well as to relevant latest Indian 

Standard Specifications and/or Standard Code of Practice. Where Indian 

Standards are not available, equivalent International Standards and/or generally 

accepted sound engineering practices shall be followed. Deviation from BIS 

recommendations and adoption of other code of practice will require prior 

approval of Tender Inviting Agency in writing. All reports, computations, 

drawings, shall be submitted in English language and in metric/SI units. 

14. General Conditions: 

1) Agency quoting for the above work shall have in-house professionals for 

all disciplines or alliance/JV with any other firm. Main architectural 

work to be done by main agency. 

2) Agency quoting for the above should have his design office with 

sufficient professional staff who can take up the work efficiently. 

3) Consultant shall make visits to site as and when required by Tender 

Inviting Agency subject to maximum 5 visits. The expenditure against 

this shall be included in consultancy fees quoted by consultant. However, 

if more visits are required the expenditure shall be borne by Tender 

Inviting Agency as per terms and conditions of Tender Inviting Agency. 

4) Consultant shall submit 3 check prints (one each at different stage as the 

drawing is offered for Tender Inviting Agency comments) of each 

drawing and soft copies. The final prints shall be plotted by Tender 

Inviting Agency as per requirement. 

5) The quantities of R.C.C., steel reinforcement, brick work, flooring item 

and external cladding/finishing shall be submitted along with detailed 

drawings prepared by consultants. 

6) The B.O.Q. as per the DSR should be prepared by the Consultant. These 

quantities of items should be kept in mind while detailing/designing the 

buildings. The consultant shall from time to time cross check to examine 

that the actual quantities computed from his drawings do not exceed the 



BoQ quantities by more than 5%, particularly for various important items 

(value-wise) of work. 

7) The agency shall submit credentials of sub-consultants at least 2 in 

number who has handled this type of work which will be approved by 

Tender Inviting Agency. The offer can be rejected if agency is failed to 

submit the same. 

8) An Agreement will be required to be signed by the successful tenderer 

for the purpose of this contract. Rates tendered/offered in response to the 

concerned Tender notice shall be considered as acceptance of all above 

terms & conditions for the said contract for all legal purpose. 

9) The Amount of Earnest money will be paid by the tenderer(s) whose 

tenders are not accepted will be refunded to them by cheque of demand 

Draft (as may be convenient to the Tender Inviting Officer) drawn on any 

branch of State of India or its subsidiary Commercial Bank. Where this 

mode of payment is not possible the amount will be refunded at the cost 

of tenderer. 



8. EVALUATION CRITERIA 

The tenders will be in two bid system and the evaluation will be as follows: 

Weightage for Technical bid: 70 % 

Weightage for Financial Bid: 30 % 

Technical Bid will be evaluated under the following heads: 

1. Number of Similar Projects executed - 15% 

2. Value of total Project Cost – 15% 

3. Number of years of Experience in the field of Hospital Industry & Medical 

Education – 20%
