Behaviour Change
By Karan Arora
The insights by Richard Thaler and Daniel Kahneman have overhauled traditional economic
thinking, leading to the birth of behavioural economics which combines some of the best ideas in
Economics, Psychology and the other social sciences to vastly improve our understanding of the
decision-making process - both rational and irrational (Winning three Nobel Prizes in the past).
Most importantly, it provides us with practical, scientific tools to help people make better decisions,
and improve the impact of policy actions as seen through the meteoric growth of ‘Nudge Units’
globally. This course will give the students an in-depth understanding of the work done by some of
these scholars and practitioners, and prepare them to apply the new principles of decisionmaking
to improve policy outcomes.
This programme will equip participants to understand data in a manner that they can apply it
on policies and programs, helping them identify problems and make useful decisions. It will
give a clear understanding of what information data provides and what it does not ask. Ask
critical questions before analysing data - such as about the source of the data, how it was
collected, was it a census or a sample, what specific questions were asked and by whom? Look
at data to find the what may be the underlying causes of the problem? At the same time, they
will understand data will never be perfect and imperfect data is better than no data.
Understand that the marginal value/cost of more information vs marginal cost of delayed
decisions. Participants will develop a hypothesis and identifying what data visualizations can
help them validate or rule out the hypothesis.

Design Thinking
By Amit Gulati
Design Thinking or User-Centered Innovation is not the exclusive preserve of Designers – It
is an approach that deploys a high degree of empathy and collaborative spirit to solve
complex challenges and create ideas with enduring value. Some of the world’s leading
brands, such as Apple, Google, Samsung and GE, have rapidly adopted Design Thinking and
integrated it into their management toolkit. Design Thinking is now being taught at leading
universities around the world, including d.school, Stanford, Harvard and MIT. During the
programme, we will also select a public policy challenge and learn how to empathize with
users, generate ideas to solve the problem, prioritize and select and come out with a
prototype for the new solution.
The programme will allow participant to better appreciate the situations where there is
an economic rationale for Government intervention and the limitations of government
actions in policy space. The students will be able to better understand how
strengthening functioning of markets may lead to better policy outcomes, and be able to
design the appropriate tool for policy intervention. They would also come to appreciate
that while there is a ‘science’ of policymaking, the ‘art’ of policy is equally important.
Especially understand that policymaking is a slow, somewhat messy process that needs
to be rooted in the local context. Lastly, the scholars will better appreciate the constraints
of State Capacity and how they could be overcome for more effective policies.

Governance and Public
Administration
By Shailesh Pathak
This programme will introduce participants to Public Choice economics, New Public
Management, a variety of informal self-governing norms, public finance, sources and
usage of public money as well as what could be a more efficient way of achieving public
goals with minimal of public resources. Finally, the course will build on all these ideas to
offer an understanding of our our present governance model and how have we got here.
These ideas will be shared with participants with only common sense as our tool and little
to no technical knowledge previously required. All the lessons will be shared in a manner
that is easily relatable with day-to-day economic and policy affairs.
Project Monitoring and Evaluation is the assessment of how well is being implemented and
whether once implemented if it has met its stated objectives and goals and what has the
impact of the project been? This programme will introduce the participants to Project
Monitoring and Evaluation and the tools. The course will be divided into two parts: Monitoring
and Evaluation. Monitoring will focus on understanding how the activities being carried out to
implement the project can be continuously assessed to understand whether the project is
being implemented as planned. Evaluation is the final assessment that happens once a
project has been implemented to assess the project's impact. The programme will use
examples of live projects to train the students in Project M&E.

STUDENT TESTIMONIALS
Kaustubh Somkant Varat
Consultant (Haryana Urban Development Authority )
The rigorous LokNeeti programme has provided me with not only a greater understanding of
public policy but also its relation with data science and behavioural change. It was a wonderful
experience to explore multiple areas of public policy and to grow academically, professionally,
and personally. The classes and faculty made studying a new discipline interesting, informative,
challenging, and rewarding. The availability of distance learning classes and the support that I
have received throughout the programme allowed me to balance my responsibilities at work
and at programme. I am grateful to all the faculty members, supporting staff, and my
batchmates for making this journey memorable.
Drishti Ahuja
2nd Position on the Dean's List
LokNeeti has been a beautiful experience for me. With courses like data management, behaviour
change, design thinking, monitoring and evaluation, the program has completed a full circle in
teaching us about intervention. More importantly it has taught us about how intervention does not
necessarily have to be from the government. The part time course became a huge part of our lives for
the past 4 months. We’ve graduated with great learnings and experience not just from professors but
from our very diverse cohort. Would 10/10 recommend to people with an interest in public policy!
Sumit Aggarwal
Best Practicum (Team Award) , LokNeeti Mashaal Award
The LokNeeti course started without any expectations but concluded with exponential learning.
This unique programme had a diverse cohort, where age was not a barrier. All of us got an
equal opportunity to meet and learn from the best minds of India (bureaucrats, researchers,
entrepreneurs, lawyers, authors, social workers, journalists, and statisticians). I would like to
thank each one of them and my cohort for sharing their knowledge and wisdom with me. As a
result, I bagged Best Practicum awards for a team with CA Rahul Gupta as well as one
individual award, the LokNeeti Mashaal. I would like to specially acknowledge the support I
received from ISPP Leadership, Dr Parth J. Shah, Dr Neeti Shikha, Luis Miranda, and Shubhashis
Gangopadhyay, as well as the team, Dhruva Mathur, Ashish Dubey, and Deepjyoti Sarma. This
journey wouldn’t have been possible without their support.
