would be a nice complement to the local library, but
she hoped another fan of the movement would take
the initiative to build the box and oversee its operation.
Then came the pandemic.
Distressed by the news of mass layoffs, school
closures, and widespread food and essential goods
shortages, Reece knew it was time to act—and not
just by providing free reading material to people of
all ages but also free grocery items.
“I was spiraling and had to do something for our
community,” she said.
With help from her fellow Friends of the Library
volunteers, Reece spread the word about her idea.
She received plenty of positive feedback, but some
residents worried the Little Free Library would create
competition with the food pantry at the Mount
Sterling Community Center.
“That was never our intention,” Reece explained.
“Our goal was, and is, to just give free access to food
for anybody—the elderly, families, individuals who
maybe can’t quite cover their grocery bills because
they don’t have much money left after they pay the
rest of their bills.
“There are a lot of people out there in this community
who cannot access local pantries because
they don’t meet federal eligibility guidelines but are
still struggling to put food on their tables. This

first Little Free Library Pantry. Located
across from the main entrance to Mount
Sterling Public Library, the structure is
stocked with reading materials and nonperishable
food items free for the taking.
“We are so excited to bring this Little
Free Library Pantry to Mount Sterling,”
said Melissa Reece, the village resident who
spearheaded the project. “We hope this
kickstarts a movement where we will see
these pop up all throughout our community
and then spread out into our neighboring
communities, as well.”
Reece has been a fan of the Little Free
Library movement, minus the pantry portion,
ever since she heard about it more
than a decade ago. The concept is simple: A
box on a pole is installed on property accessible to the public. The installer
puts books in the box to get things started. The public is then welcome to
take books or leave books to share with others.
As an avid reader, Mount Sterling Public Library employee, and Friends
of the Library volunteer, Reece said she likes seeing reading materials
made readily available to everyone in the community.
“The Little Free Library has always been such
a great way to make books accessible to those who
may not have a public library within walking distance,
and especially in those areas who do not
have a library within their community at all,” she
said.

Help available for heating costs
The Ohio Department of Development and Bridges
Community Action Partnership want to remind senior
citizens in Ohio that assistance is available to help with
their home energy bills. The Home Energy Assistance
Program (HEAP) helps Ohioans at or below 175 percent
of the federal poverty guidelines pay their heating bills.
Applied directly to the customer’s utility or bulk fuel
bill, the benefit can help manage heating costs. Senior
citizens may go to their local Area Agency on Aging office
for help with assembling the required documents
and completing their HEAP application. Senior citizens
may also visit www.energyhelp.ohio.gov to apply online
or to download a copy of the application.
When applying, individuals need to have copies of
the following documents:

Creation of the Little Free Library Pantry took much
longer than Reece and the Friends of the Library projected,
but they received the go-ahead from the library
board earlier this year to build the hybrid library/food
pantry.
“We were ecstatic to receive the news,” said Angela
McFarland, part of the group that brought the project
to fruition. “The creation of this Little Free Library
Pantry will go a long way toward providing nourishment
for the minds and bodies of the residents in our
community.”
McFarland’s husband, Steve Chambers, who serves
as director of the Mount Sterling Community Museum,
built the multi-shelved red box. It has an ample amount
of space for books and food. Grocery items outweigh
books right now to meet current community needs.
Eventually, the Little Free Library Pantry committee
plans to build more library pantries and include personal
hygiene items and possibly small articles of
clothing, like socks.
“We have a lot of ideas whirling around in our heads
right now,” McFarland said.
The Little Free Library Pantry committee consists of
five members: Carrie Alkire, Holly Drake, McFarland,
Reece, and Charlie Morrison. Morrison is president and
CEO of MCR Medical Supply. The company’s “fun committee”
held a book and food drive to stock of the site
on Water Street.
The committee has set a schedule to regularly check
the materials in the Little Free Library Pantry to make
sure all of the reading materials are appropriate and
the food is not expired or spoiled.
Residents are encouraged to donate materials to the
Little Free Library Pantry just as much as they are encouraged
to take items from it.
“Our Little Free Library Pantry’s motto is: ‘Take
what you need, leave what you can,’” Reece said. “And
if you can’t leave anything at all, that is just fine with
us.”
Although Mount Sterling Public Library is not involved
in the oversight of the Little Free Library
Pantry, the committee will use the library’s social media
pages to post updates on donation drives and other activities.
The first donation drive was set for 10:30 a.m.-12
p.m. Dec. 17 at the library. Donation drop-off days will
otherwise be held on the fourth Saturday of each month
beginning Jan. 28. The committee asks that residents
not leave their donations at the library except on those
designated days. Also, the committee cannot accept food
in glass jars.
Suggested donation items will be listed on the side
of the Little Free Library Pantry. For more information,

In other news:
• Madison County Sheriff’s Deputy Jack Dill introduced Deputy
Dominick Parks. Parks has been with the department for the past
couple of months and is assigned primarily to Mount Sterling.
• Drake said the new stop signs on Market Street are working
out well, but it is taking time for motorists to become accustomed
to the new stop signs on High Street. Dill said residents have suggested
the village paint reflective stop bars on the street where the
new signs have been installed. Drake said his committee is talking
about that and installation of a crosswalk near Veterans Field.
• Village Administrator Tom Byrne reported the heating and
cooling system at the water plant has been repaired. He described
it as being in “pretty bad shape.” Updates have been made to the
plant’s fire alarm system, as well.
Council voted to cancel their last regular meeting of the year,
originally scheduled for Dec. 26. The next regular council meeting
will take place on Jan. 9.

Jefferson Local Schools’ levy history is unlike that of many school
districts across the state. Over the span of two decades, Jefferson
Local voters have passed 11 levies.
When Superintendent William Mullett first arrived in the district,
there was an urgent need to renew an existing 9.5-mill emergency
levy.
“On Aug. 7, 2001, we did so successfully,” Mullett said at the Dec.
12 school board meeting. “Never in my wildest dreams could I have
imagined that 21 years later we would have passed 10 additional
levies, all successfully on their first attempt.”
The most recent tally in the string of ballot successes was the
passage of a substitute levy on Nov. 8 of this year.
“In my time in West Jefferson, the community has never failed
a school levy request. This is a remarkable and unprecedented
record of community support. I am tremendously grateful to our
community for this,” Mullett said.
Despite efforts to change the funding formula by legal action and
legislation, districts like Jefferson Local continue to rely heavily on
local taxpayers to fund school operations.
Mullett said school funding in Ohio has always been fraught
with uncertainties and inequities. Multiple times, the Ohio
Supreme Court has ruled that the school funding system, which relies
heavily on property taxes, is unconstitutional.
“However, the law requires the legislature to provide the remedy,
and they have never adequately done so,” he said.
While other school districts struggle to pass levies, Mullett attributes
Jefferson Local’s success to a combination of factors.
“Your message has to be very narrow and focused,” he said. “I
understand the community and our needs and how to explain the
‘why.’ When I came here, we had opposition to levies. I went out
and talked with people. You need to build
up goodwill and trust,” he said.

relationships with people who live in the
township and the village, along with community
participation in extracurricular activities
and events–all backed by a caring
and dedicated staff, students striving for
success, and a keen sense of fiscal responsibility,
he added.
On Nov. 4, 2003, voters narrowly approved
a bond issue to build and renovate
facilities. The levy’s passage marked the
first time in more than 40 years the public
approved new money for facilities.
“We have endeavored to keep those facilities
in great shape in the nearly 20 years
that have gone by,” Mullett said.
On Nov. 4, 2008, voters passed a 0.5 percent
income tax levy.
“This was an attempt to provide some
balance in our tax structure and alleviate
the pressure on property taxes. We renewed
the existing emergency levy before asking
the community to increase our income tax
to 1 percent,” Mullett said.
Three more renewal levies were passed
prior to the district’s passage of the substitute
levy last month.
“Nobody has a record like this,” Mullett
stated, “and you can’t take that for granted.
The most important thing is conveying the
right message and saying it over and over
again.”
Mullett said Jefferson Local’s success on
ballot issues provides not only funding for
programming but also stability and reliability
to properly plan and budget.
“New needs and requirements from the
state require districts to continually look
ahead to ensure future needs are met,” he
said. “In the end, this tremendous community
support has given our students the
quality education that our community has
come to expect and appreciate. Jefferson
Local Schools are proud of our history.”

Willia Dean Morrison, 77, of West Jefferson, Ohio,
passed away on Dec. 9, 2022. She was born on Sept. 23,
1945, to the late Frank Willard and Louise (Evans)
Grubbs.
She was preceded in death by: her parents, Frank
Willard and Louise (Evans) Grubbs; sister, Patsy (Bill)
Berkley; and grandchildren, Devin Beasley and Miranda
Williams.
On the weekends, you could find Willia out with her
daughter and granddaughter looking for bargains at the
thrift store and garage sales. She loved old westerns and
murder mysteries. She was a loving pet mom to her dog,
Lucy, and cats, Delilah and Blackie. Willia took pride
in the relationship she had with her neighbors. The
neighbors cared deeply for her and referred to her as the
neighborhood grandma.
She is survived by: her daughters, Deanna (Randy)
Otis and Samantha (Chuck) Cribbs; son, Larry
(Tammy) Williams; nine grandchildren and 10 greatgrandchildren;
and numerous other relatives and
friends who all loved her dearly.
The family would like to say a special thanks to Rebecca
Williams, Deana Harper, Danielle Olson, Samantha
Cribbs, Keegan Barber, and the wonderful staff
from Ohio Health Hospice for their loving support and
help during the past two months and for the loving care
they gave to Willia.
No formal services are scheduled at this time. Burial
of Willia’s ashes will take place at a later date at Hampton
Cemetery, West Jefferson. Please consider making
a memorial donation in Willia’s name to the Humane

James Howard Barnett, 65, of West Jefferson, Ohio,
passed away on Dec. 10, 2022. He was a member of
Trinity United Methodist Church, Lilly Chapel, Ohio, a
graduate of West High School, and a member of Carpenters
Union Local 200.
Jim was an avid hunter and enjoyed spending time
at their place in Catawba Island, Lake Erie, Ohio. He
was a member of the Central Ohio Anglers and Hunters
Club, West Jefferson. What he loved most was his family
and riding his Harley Davidson Softail.
He was preceded in death by: his parents, Ralph and
Louise Barnett; his loving wife, Pauleen Barnett (2021);
and his fur babies, Max, Rosie, and Lilly.
Jim is survived by: daughters, Angela Napper, Misty
(Mike) Roush, Jamie Barnett, and Keyaria Barnett;
brother, Michael (Diana) Barnett; sisters, Judy (Pete)
Spearing and Shirley Barbour; grandchildren, Brooklyn

Born in Mechanicsburg, Ohio, on April 19, 1949, she
was a daughter of Guy W. and Martha Cleo (Mossbarger)
Smith.
Betty was a woman of strong faith and a 50-plus year
member of London Church of the Nazarene. She was a
loving wife, mother, sister, grandmother and sweet
friend to all with whom she crossed paths. She had
worked at the former Stumps, Rinks, and K-Mart stores
in London and babysat many children over the years.
She leaves behind: her daughter and son-in-law,
Brenda Lou (Gregg) and Jimmy Hollar; grandson, Jacob
Hollar; sister, Nancy (Frank) Powell; sister-in-law,
Linda Little; nieces and nephews, Marcy (Mike) Colley,
Charles Powell (Jennifer), Holly Murry, David (Julie)
Smith, Geri Smith, Dan Smith, Tony (Joelle) Gregg and
Bobby Puckett; many great-nieces, great-nephews,
cousins, and loving friends and family.

Dale Henry, 55, of Urbana passed
away on Friday, December 9, 2022, in Springfield
Regional Hospital.
Dale was born November 8, 1967, in London,
Ohio the son of Karen (Davis) and James Henry.
Dale was a 1986 graduate of Urbana High
School. Following graduation, Dale worked as
a truck driver throughout the years and was a
member of the Fraternal Order of Eagles #979.
In his free time, Dale was an avid Ohio State
Buckeyes and Cleveland Browns fan. Dale also
loved to play poker, go bowling, and just have

December 7, 2022. Eileen was born on June 21, 1931 in South Solon,
Ohio to the late Harry and Clara Theobald. She is survived by her

Blake (Crystal) Gossard and Benjamin (Hannah) Stepp; and
great grandchildren: Kaylyn and Roland Gossard. Eileen is preceded
in death by her loving husband of 66 years, John Robert Gossard,
and sister, Nevelyn Knisley. Eileen graduated from Stokes Township
High School and later went on to graduate Cum Laude from
Wittenberg University with a Bachelor’s in Fine Arts. She was a
member of the Delta Zeta Sorority. Eileen married John Robert
Gossard on September 20, 1953. She was employed at the Springfield
News Sun as a society editor, then later taught adult and
children's art classes in her home. She also taught a gifted art
program at Stokes Township and Midway School. Eileen was a
member of South Solon Christian Fellowship, deaconess, and a
member of the Washington Courthouse Christian Women’s Club.
A private graveside service will be held at the convenience of the
family at South Solon Cemetery with Pastor John Crutchfield officiating.

Worn ornaments are the keepers of memories
I am a hard-core, tradition-driven holiday decorator.
My love of Christmas dates back decades. Many of
the knickknacks and baubles that hung on my tree
when I was a child made the journey through time and
space to the house I now call home.
A partially burnt candle in the shape of a fireplace
and chimney, adorned with a single strand of greenery
and a tiny Merry Christmas banner, has a special place
in a hutch once owned by my grandparents. The red
brick is now faded to a light pink, but a diminutive faux
fire decal still shines brightly.
In May 2021, Messenger reporter
Dedra Cordle covered the release of
my first book, “Bixby Timmons and
the Dragonthorp Riddle.” We were
donating every dollar of the proceeds
to Hershey Medical Center (Pennsylvania)
where my daughter was
undergoing treatment for leukemia.
The good news is she is currently
cancer-free, and The Bixby Timmons
Series has started to take off.
I grew up in Madison County and
was a student at Madison-Plains
Local Schools. I had so many people
find us on Facebook and other social
media outlets asking how they could
help support our cause because of
Dedra’s article. Because of the attention
Bixby has received, we have
been able to donate hundreds of
books to hospitals where students
are staying to be treated, and we
have also been able to donate thousands of dollars to
Santa’s workshop

my childhood Christmas trees. When I got
married in the mid-1970s, my parents
passed the beloved tree topper on to me.
Santa once had a full curly beard, but over
the years the glue holding him to the metal
circle dried and his fiberglass curls fell off.
Last year, the topper got a makeover, but
with modern materials, the beard is not as
curly and shiny as it once was.
Perched on a hutch in another room is a
sad 18-inch tree that most people–but not
me–would have tossed in the trash years
ago. Its 20 branches of a green, cellophanelike
material function as needles mounted on
thin wire branches, albeit noticeably thinner as the years move on.
A block of green painted wood serves as the base and still bears the
original Grants (a long gone store in the Great Southern Shopping
Center) price sticker—a princely $1. The sticker is a reminder of my
7-year-old self saving my chore money to buy the little tree that has
since traveled across America and the Pacific Ocean to Japan before
making it back home to Ohio for good.
Gold garland is draped around the tree in our den–one that
stands guard over our presents until Christmas Day–and is another
childhood holdover. The garland, like the little tree from
Grants, has lost a lot of its original luster. It has been cobbled back
together over the decades as the string holding it in one piece has
weakened and broke. It now sheds more than our dog, but I would
never replace the garland (nor the dog). It is too precious and, even
in its state of disrepair, I continue to see its beauty.
Shiny new ornaments, sturdy modern faux trees, and tree toppers
and garlands that don’t shed are nice, but there is nothing like
looking at their older counterparts and taking comfort in knowing
they are links to the past and keepers of memories for the future.

James “Jim” W. Davis of the Mount Sterling area was among the
20 honorees inducted into the 2022 class of the Ohio Veterans Hall
of Fame.
The induction ceremony took place on Nov. 29 at the Ohio State
University Fawcett Center in Columbus. The Ohio Department of
Veterans Services, Ohio Veterans Hall of Fame Committee, and
Ohio Veterans Hall of Fame Foundation host the annual event.
Former Gov. George Voinovich established the Ohio Veterans
Hall of Fame in 1992 to recognize the outstanding professional
achievement, service to community, and selfless acts of veterans following
their military service.
Davis, 74, is a veteran of the United States Air Force. After serving
four years in the Titan II Nuclear Weapon Systems and earning
two bachelor’s degrees and a master’s degree (all summa cum laude)
in eight years on the GI Bill with no debt, he began his career with
the U.S. Department of Veterans Affairs (VA).
Davis served as national assistant chief of Specially Adapted
Housing in Washington, D.C., assisting more than 1,500 disabled veterans
annually with preparing their homes for complete accessibility.
Later promoted to VA loan guaranty officer in Los Angeles, he
managed one-eighth of all veteran services nationally by processing

and earned two Director’s National Service
awards.
After the VA, Davis provided appraisal
services in Las Vegas. Later, back in Ohio
in 1989, he found his true calling, founding
BestPathFoundation.com as a life and career
coach, helping hundreds of veterans
and others to find their purpose and success.
Davis lives out his faith through ministry
and missions (245 trips in 26 years)
helping others at home and abroad. He also
has donated 36 gallons of whole blood to the
Red Cross (290 pints, saving 870 lives) over
55 years.
Davis is known for his remarkable character
and his willingness and ability to
transform lives.
The Ohio Veterans Hall of Fame Class of
2022 honorees were chosen from among 87
nominations. The inductees, who range in
age from 39 to 86, span 15 Ohio counties
and four major branches of the United
States Armed Forces—the Army, Navy, Air
Force, and Marines. This year’s class joins
934 Ohio veterans who have been inducted
since the Hall of Fame’s inception and represent
all eras, branches, and walks of life.
Charter members of the Hall’s Class of
1992 included the six Ohio military veterans
who were elected president of the
United States and all Medal of Honor recipients
from Ohio. Over the years, honorees
have included astronauts, volunteers, community
leaders, safety officers, veteran advocates,
and former government officials.

Debbie was raised in Madison County
and graduated from London High School.
During her senior year, she started working
at Central National Bank, later known as
Huntington National Bank. In 1977, she
went to work in the Madison County Auditor’s
Office. During her employment with the
auditor’s office, she worked for three different
auditors: Max Weimer, Jim Williamson,
and current auditor, Jennifer Hunter.
Debbie and her husband, Scott Duffey,
have been married for more than 48 years.
They have two children and six grandchildren.
Debbie took a short hiatus from the
auditor’s office to raise their children to
school age, then went back to work. She was
employed at the auditor’s office for 35 years.
Over the course of her career, Debbie saw
many changes and upgrades to the auditor’s
office. When she first arrived, the staff was
hand-typing all budgetary checks and calculating
the disbursement of real estate taxes
with a 10-key calculator. Those tasks went
from taking days and weeks to hours. Debbie
also saw the transition from hand-drawn
property records to computerized records
using geographic information system (GIS)
technology and aerial photography.
Debbie handled just about every job at
the auditor’s office, from payroll and budgetary
duties to real estate and dog tags. In
2002, she became chief deputy auditor. She
retired in May 2021 and enjoys spending
time with her grandchildren, camping, and
reading.

Contest. Junior county fair
boards from 55 Ohio counties
gathered 169,456 pounds of
food for 73 food banks over the
course of fair season. The Fight
the Hunger, Stock the Trailer
Contest is hosted on a regional
basis. Award money goes directly
to Junior Fair activities.
In the South Ohio Region,
junior fair boards from Adams,
Brown, Clermont, Clinton,
Fayette, Franklin, Highland,
Madison, Pickaway, Pike,
Ross, and Scioto counties collected
food during their respective
fairs. This year, Highland
County came in first place, collecting
11,180 pounds of food.
Adams County placed second
with 8,761 pounds of food, and
Madison County placed third
with 7,676 pounds of food.

$1,500 for third place within each respective
region. In total, Farm Credit Mid-America
and Rural 1st awarded more than $60,000
to junior fairs.

The total acreage is ~ 2 acres, with 1/2 acre of flood plain

to be taken to minimize adverse impacts and to restore and preserve natural
and beneficial values:
• The project will take place in a small portion of the flood plain;
• The project has been designed to direct runoff into the city storm water
sytem, and control methods will be employed to minimize erosion, mass
wasting, and sedimentation;
• The County will comply with all applicable state and local floodplain/wetland
protection procedures
Madison County has reevaluated the alternatives to building near the floodplain/wetland
and has determined that it has no practicable alternative. Project
information and environmental records that document compliance with steps
3 through 6 of Executive Order 11988 (Floodplain Management) and/or 11990
