The grand opening of Mount Sterling’s Free Little Library Pantry took place on Dec. 10.<br />

Located on Water Street, the box is stocked with food items and books for children and<br />

adults and is open 24 hours a day. Some of the founders and most ardent supporters of<br />

would be a nice complement to the local library, but<br />

she hoped another fan of the movement would take<br />

the initiative to build the box and oversee its operation.<br />

Then came the pandemic.<br />

Distressed by the news of mass layoffs, school<br />

closures, and widespread food and essential goods<br />

shortages, Reece knew it was time to act—and not<br />

just by providing free reading material to people of<br />

all ages but also free grocery items.<br />

“I was spiraling and had to do something for our<br />

community,” she said.<br />

With help from her fellow Friends of the Library<br />

volunteers, Reece spread the word about her idea.<br />

She received plenty of positive feedback, but some<br />

residents worried the Little Free Library would create<br />

competition with the food pantry at the Mount<br />

Sterling Community Center.<br />

“That was never our intention,” Reece explained.<br />

“Our goal was, and is, to just give free access to food<br />

for anybody—the elderly, families, individuals who<br />

maybe can’t quite cover their grocery bills because<br />

they don’t have much money left after they pay the<br />

rest of their bills.<br />

“There are a lot of people out there in this community<br />

who cannot access local pantries because<br />

they don’t meet federal eligibility guidelines but are<br />

still struggling to put food on their tables. This<br />

red box equipped to make a significant impact<br />

on residents’ lives.<br />

On Dec. 10, more than a dozen community<br />

advocates gathered on Water Street to<br />

celebrate the grand opening of the region’s<br />

first Little Free Library Pantry. Located<br />

across from the main entrance to Mount<br />

Sterling Public Library, the structure is<br />

stocked with reading materials and nonperishable<br />

food items free for the taking.<br />

“We are so excited to bring this Little<br />

Free Library Pantry to Mount Sterling,”<br />

said Melissa Reece, the village resident who<br />

spearheaded the project. “We hope this<br />

kickstarts a movement where we will see<br />

these pop up all throughout our community<br />

and then spread out into our neighboring<br />

communities, as well.”<br />

Reece has been a fan of the Little Free<br />

Library movement, minus the pantry portion,<br />

ever since she heard about it more<br />

than a decade ago. The concept is simple: A<br />

box on a pole is installed on property accessible to the public. The installer<br />

puts books in the box to get things started. The public is then welcome to<br />

take books or leave books to share with others.<br />

As an avid reader, Mount Sterling Public Library employee, and Friends<br />

of the Library volunteer, Reece said she likes seeing reading materials<br />

made readily available to everyone in the community.<br />

“The Little Free Library has always been such<br />

a great way to make books accessible to those who<br />

may not have a public library within walking distance,<br />

and especially in those areas who do not<br />

have a library within their community at all,” she<br />

said.<br />

West Jefferson’s 27th Christmas in the Park took place Dec. 9-10 at Garrette Park. Rain on Friday<br />

dampened the air but not the spirits of those who took part. The weather was perfect on Saturday<br />

night. A large crowd turned out to enjoy a lighted parade, the light display at the park, Santa, carriage<br />

Help available for heating costs<br />

The Ohio Department of Development and Bridges<br />

Community Action Partnership want to remind senior<br />

citizens in Ohio that assistance is available to help with<br />

their home energy bills. The Home Energy Assistance<br />

Program (HEAP) helps Ohioans at or below 175 percent<br />

of the federal poverty guidelines pay their heating bills.<br />

Applied directly to the customer’s utility or bulk fuel<br />

bill, the benefit can help manage heating costs. Senior<br />

citizens may go to their local Area Agency on Aging office<br />

for help with assembling the required documents<br />

and completing their HEAP application. Senior citizens<br />

may also visit www.energyhelp.ohio.gov to apply online<br />

or to download a copy of the application.<br />

When applying, individuals need to have copies of<br />

the following documents:<br />

• most recent utility bills;<br />

dates and Social Security numbers);<br />

• proof of income for the past 30 days for all household<br />

members (12 months for certain income types);<br />

bill after Jan. 1. Applications for the HEAP program<br />

Creation of the Little Free Library Pantry took much<br />

longer than Reece and the Friends of the Library projected,<br />

but they received the go-ahead from the library<br />

board earlier this year to build the hybrid library/food<br />

pantry.<br />

“We were ecstatic to receive the news,” said Angela<br />

McFarland, part of the group that brought the project<br />

to fruition. “The creation of this Little Free Library<br />

Pantry will go a long way toward providing nourishment<br />

for the minds and bodies of the residents in our<br />

community.”<br />

McFarland’s husband, Steve Chambers, who serves<br />

as director of the Mount Sterling Community Museum,<br />

built the multi-shelved red box. It has an ample amount<br />

of space for books and food. Grocery items outweigh<br />

books right now to meet current community needs.<br />

Eventually, the Little Free Library Pantry committee<br />

plans to build more library pantries and include personal<br />

hygiene items and possibly small articles of<br />

clothing, like socks.<br />

“We have a lot of ideas whirling around in our heads<br />

right now,” McFarland said.<br />

The Little Free Library Pantry committee consists of<br />

five members: Carrie Alkire, Holly Drake, McFarland,<br />

Reece, and Charlie Morrison. Morrison is president and<br />

CEO of MCR Medical Supply. The company’s “fun committee”<br />

held a book and food drive to stock of the site<br />

on Water Street.<br />

The committee has set a schedule to regularly check<br />

the materials in the Little Free Library Pantry to make<br />

sure all of the reading materials are appropriate and<br />

the food is not expired or spoiled.<br />

Residents are encouraged to donate materials to the<br />

Little Free Library Pantry just as much as they are encouraged<br />

to take items from it.<br />

“Our Little Free Library Pantry’s motto is: ‘Take<br />

what you need, leave what you can,’” Reece said. “And<br />

if you can’t leave anything at all, that is just fine with<br />

us.”<br />

Although Mount Sterling Public Library is not involved<br />

in the oversight of the Little Free Library<br />

Pantry, the committee will use the library’s social media<br />

pages to post updates on donation drives and other activities.<br />

The first donation drive was set for 10:30 a.m.-12<br />

p.m. Dec. 17 at the library. Donation drop-off days will<br />

otherwise be held on the fourth Saturday of each month<br />

beginning Jan. 28. The committee asks that residents<br />

not leave their donations at the library except on those<br />

designated days. Also, the committee cannot accept food<br />

in glass jars.<br />

• <strong>Madison</strong> County Sheriff’s Deputy Jack Dill introduced Deputy<br />

Dominick Parks. Parks has been with the department for the past<br />

couple of months and is assigned primarily to Mount Sterling.<br />

• Drake said the new stop signs on Market Street are working<br />

out well, but it is taking time for motorists to become accustomed<br />

to the new stop signs on High Street. Dill said residents have suggested<br />

the village paint reflective stop bars on the street where the<br />

new signs have been installed. Drake said his committee is talking<br />

about that and installation of a crosswalk near Veterans Field.<br />

• Village Administrator Tom Byrne reported the heating and<br />

cooling system at the water plant has been repaired. He described<br />

it as being in “pretty bad shape.” Updates have been made to the<br />

plant’s fire alarm system, as well.<br />

Council voted to cancel their last regular meeting of the year,<br />

originally scheduled for Dec. 26. The next regular council meeting<br />

will take place on Jan. 9.<br />

Jefferson Local Schools’ levy history is unlike that of many school<br />

districts across the state. Over the span of two decades, Jefferson<br />

Local voters have passed 11 levies.<br />

When Superintendent William Mullett first arrived in the district,<br />

there was an urgent need to renew an existing 9.5-mill emergency<br />

levy.<br />

“On Aug. 7, 2001, we did so successfully,” Mullett said at the Dec.<br />

12 school board meeting. “Never in my wildest dreams could I have<br />

imagined that 21 years later we would have passed 10 additional<br />

levies, all successfully on their first attempt.”<br />

The most recent tally in the string of ballot successes was the<br />

passage of a substitute levy on Nov. 8 of this year.<br />

“In my time in West Jefferson, the community has never failed<br />

a school levy request. This is a remarkable and unprecedented<br />

record of community support. I am tremendously grateful to our<br />

community for this,” Mullett said.<br />

Despite efforts to change the funding formula by legal action and<br />

legislation, districts like Jefferson Local continue to rely heavily on<br />

local taxpayers to fund school operations.<br />

Mullett said school funding in Ohio has always been fraught<br />

with uncertainties and inequities. Multiple times, the Ohio<br />

Supreme Court has ruled that the school funding system, which relies<br />

heavily on property taxes, is unconstitutional.<br />

“However, the law requires the legislature to provide the remedy,<br />

and they have never adequately done so,” he said.<br />

While other school districts struggle to pass levies, Mullett attributes<br />

Jefferson Local’s success to a combination of factors.<br />

“Your message has to be very narrow and focused,” he said. “I<br />

understand the community and our needs and how to explain the<br />

‘why.’ When I came here, we had opposition to levies. I went out<br />

and talked with people. You need to build<br />

up goodwill and trust,” he said.<br />

Part of that trust involves establishing<br />

relationships with people who live in the<br />

township and the village, along with community<br />

participation in extracurricular activities<br />

and events–all backed by a caring<br />

and dedicated staff, students striving for<br />

success, and a keen sense of fiscal responsibility,<br />

he added.<br />

On Nov. 4, 2003, voters narrowly approved<br />

a bond issue to build and renovate<br />

facilities. The levy’s passage marked the<br />

first time in more than 40 years the public<br />

approved new money for facilities.<br />

“We have endeavored to keep those facilities<br />

in great shape in the nearly 20 years<br />

that have gone by,” Mullett said.<br />

On Nov. 4, 2008, voters passed a 0.5 percent<br />

income tax levy.<br />

“This was an attempt to provide some<br />

balance in our tax structure and alleviate<br />

the pressure on property taxes. We renewed<br />

the existing emergency levy before asking<br />

the community to increase our income tax<br />

to 1 percent,” Mullett said.<br />

Three more renewal levies were passed<br />

prior to the district’s passage of the substitute<br />

levy last month.<br />

“Nobody has a record like this,” Mullett<br />

stated, “and you can’t take that for granted.<br />

The most important thing is conveying the<br />

right message and saying it over and over<br />

again.”<br />

Mullett said Jefferson Local’s success on<br />

ballot issues provides not only funding for<br />

programming but also stability and reliability<br />

to properly plan and budget.<br />

“New needs and requirements from the<br />

state require districts to continually look<br />

ahead to ensure future needs are met,” he<br />

said. “In the end, this tremendous community<br />

support has given our students the<br />

quality education that our community has<br />

come to expect and appreciate. Jefferson<br />

Local Schools are proud of our history.”

Willia Dean Morrison, 77, of West Jefferson, Ohio,<br />

passed away on Dec. 9, <strong>2022</strong>. She was born on Sept. 23,<br />

1945, to the late Frank Willard and Louise (Evans)<br />

Grubbs.<br />

She was preceded in death by: her parents, Frank<br />

Willard and Louise (Evans) Grubbs; sister, Patsy (Bill)<br />

Berkley; and grandchildren, Devin Beasley and Miranda<br />

Williams.<br />

On the weekends, you could find Willia out with her<br />

daughter and granddaughter looking for bargains at the<br />

thrift store and garage sales. She loved old westerns and<br />

murder mysteries. She was a loving pet mom to her dog,<br />

Lucy, and cats, Delilah and Blackie. Willia took pride<br />

in the relationship she had with her neighbors. The<br />

neighbors cared deeply for her and referred to her as the<br />

neighborhood grandma.<br />

She is survived by: her daughters, Deanna (Randy)<br />

Otis and Samantha (Chuck) Cribbs; son, Larry<br />

(Tammy) Williams; nine grandchildren and 10 greatgrandchildren;<br />

and numerous other relatives and<br />

friends who all loved her dearly.<br />

The family would like to say a special thanks to Rebecca<br />

Williams, Deana Harper, Danielle Olson, Samantha<br />

Cribbs, Keegan Barber, and the wonderful staff<br />

from Ohio Health Hospice for their loving support and<br />

help during the past two months and for the loving care<br />

loving wife, mother, sister, grandmother and sweet<br />

friend to all with whom she crossed paths. She had<br />

worked at the former Stumps, Rinks, and K-Mart stores<br />

in London and babysat many children over the years.<br />

She leaves behind: her daughter and son-in-law,<br />

Brenda Lou (Gregg) and Jimmy Hollar; grandson, Jacob<br />

Hollar; sister, Nancy (Frank) Powell; sister-in-law,<br />

News Sun as a society editor, then later taught adult and<br />

children's art classes in her home. She also taught a gifted art<br />

program at Stokes Township and Midway School. Eileen was a<br />

member of South Solon Christian Fellowship, deaconess, and a<br />

member of the Washington Courthouse Christian Women’s Club.<br />

Worn ornaments are the keepers of memories<br />

I am a hard-core, tradition-driven holiday decorator.<br />

My love of Christmas dates back decades. Many of<br />

the knickknacks and baubles that hung on my tree<br />

when I was a child made the journey through time and<br />

space to the house I now call home.<br />

A partially burnt candle in the shape of a fireplace<br />

and chimney, adorned with a single strand of greenery<br />

and a tiny Merry Christmas banner, has a special place<br />

in a hutch once owned by my grandparents. The red<br />

brick is now faded to a light pink, but a diminutive faux<br />

fire decal still shines brightly.<br />

In May 2021, <strong>Messenger</strong> reporter<br />

my first book, “Bixby Timmons and<br />

the Dragonthorp Riddle.” We were<br />

donating every dollar of the proceeds<br />

Next to the candle is a jumbo<br />

pinecone adorned with a face<br />

crafted out of cotton and smaller<br />

pinecone arms that hold a decorated<br />

candle. It was given to me<br />

when I was 6 years old and spent<br />

a summer visiting Vienna with my mother. The pinecone<br />

was plucked from a forest in Austria and, in the early<br />

1960s when I received it, was already decades old.<br />

Atop my tree is a celluloid Santa face mounted on an<br />

my childhood Christmas trees. When I got<br />

married in the mid-1970s, my parents<br />

passed the beloved tree topper on to me.<br />

Santa once had a full curly beard, but over<br />

the years the glue holding him to the metal<br />

circle dried and his fiberglass curls fell off.<br />

Last year, the topper got a makeover, but<br />

with modern materials, the beard is not as<br />

curly and shiny as it once was.<br />

Perched on a hutch in another room is a<br />

sad 18-inch tree that most people–but not<br />

me–would have tossed in the trash years<br />

ago. Its 20 branches of a green, cellophanelike<br />

material function as needles mounted on<br />

thin wire branches, albeit noticeably thinner as the years move on.<br />

A block of green painted wood serves as the base and still bears the<br />

original Grants (a long gone store in the Great Southern Shopping<br />

Center) price sticker—a princely $1. The sticker is a reminder of my<br />

7-year-old self saving my chore money to buy the little tree that has<br />

since traveled across America and the Pacific Ocean to Japan before<br />

making it back home to Ohio for good.<br />

Gold garland is draped around the tree in our den–one that<br />

stands guard over our presents until Christmas Day–and is another<br />

childhood holdover. The garland, like the little tree from<br />

Grants, has lost a lot of its original luster. It has been cobbled back<br />

together over the decades as the string holding it in one piece has<br />

weakened and broke. It now sheds more than our dog, but I would<br />

never replace the garland (nor the dog). It is too precious and, even<br />

in its state of disrepair, I continue to see its beauty.<br />

Shiny new ornaments, sturdy modern faux trees, and tree toppers<br />

and garlands that don’t shed are nice, but there is nothing like<br />

looking at their older counterparts and taking comfort in knowing<br />

they are links to the past and keepers of memories for the future.<br />

Santa Claus may be busy preparing for the big night next<br />

Sunday, but he made time to travel to Mount Sterling for<br />

breakfast with the community. On Dec. 10 and Dec. 17,<br />

Mount Sterling Masonic Lodge 269 served up pancakes,<br />

Liam Trudeau, 7, is full of concentration as he makes a<br />

all he does, Trudeau sent a request for a new Nintendo<br />

James “Jim” W. Davis of the Mount Sterling area was among the<br />

20 honorees inducted into the <strong>2022</strong> class of the Ohio Veterans Hall<br />

of Fame.<br />

The induction ceremony took place on Nov. 29 at the Ohio State<br />

University Fawcett Center in Columbus. The Ohio Department of<br />

Veterans Services, Ohio Veterans Hall of Fame Committee, and<br />

Ohio Veterans Hall of Fame Foundation host the annual event.<br />

Former Gov. George Voinovich established the Ohio Veterans<br />

Hall of Fame in 1992 to recognize the outstanding professional<br />

achievement, service to community, and selfless acts of veterans following<br />

their military service.<br />

Davis, 74, is a veteran of the United States Air Force. After serving<br />

four years in the Titan II Nuclear Weapon Systems and earning<br />

two bachelor’s degrees and a master’s degree (all summa cum laude)<br />

in eight years on the GI Bill with no debt, he began his career with<br />

the U.S. Department of Veterans Affairs (VA).<br />

Davis served as national assistant chief of Specially Adapted<br />

Housing in Washington, D.C., assisting more than 1,500 disabled veterans<br />

annually with preparing their homes for complete accessibility.<br />

Later promoted to VA loan guaranty officer in Los Angeles, he<br />

managed one-eighth of all veteran services nationally by processing<br />

paying claims of $3.6 million weekly, and<br />

servicing up to 15,000 defaulted loans while<br />

controlling a property management inventory<br />

of 4,500 repossessed properties. He<br />

helped return $300 million by auctioning occupied<br />

repossessed properties and created<br />

Uniform Underwriting Guidelines, earning<br />

the division its first Superior Performance<br />

Award. Davis also served as acting director<br />

and earned two Director’s National Service<br />

awards.<br />

After the VA, Davis provided appraisal<br />

services in Las Vegas. Later, back in Ohio<br />

in 1989, he found his true calling, founding<br />

BestPathFoundation.com as a life and career<br />

coach, helping hundreds of veterans<br />

and others to find their purpose and success.<br />

Davis lives out his faith through ministry<br />

and missions (245 trips in 26 years)<br />

helping others at home and abroad. He also<br />

has donated 36 gallons of whole blood to the<br />

Red Cross (290 pints, saving 870 lives) over<br />

55 years.<br />

Davis is known for his remarkable character<br />

and his willingness and ability to<br />

transform lives.<br />

The Ohio Veterans Hall of Fame Class of<br />

<strong>2022</strong> honorees were chosen from among 87<br />

nominations. The inductees, who range in<br />

age from 39 to 86, span 15 Ohio counties<br />

and four major branches of the United<br />

States Armed Forces—the Army, Navy, Air<br />

Force, and Marines. This year’s class joins<br />

934 Ohio veterans who have been inducted<br />

since the Hall of Fame’s inception and represent<br />

all eras, branches, and walks of life.<br />

Charter members of the Hall’s Class of<br />

1992 included the six Ohio military veterans<br />

who were elected president of the<br />

United States and all Medal of Honor recipients<br />

from Ohio. Over the years, honorees<br />

have included astronauts, volunteers, community<br />

leaders, safety officers, veteran advocates,<br />

and former government officials.

Debbie was raised in <strong>Madison</strong> County<br />

and graduated from London High School.<br />

During her senior year, she started working<br />

at Central National Bank, later known as<br />

Huntington National Bank. In 1977, she<br />

went to work in the <strong>Madison</strong> County Auditor’s<br />

Office. During her employment with the<br />

auditor’s office, she worked for three different<br />

auditors: Max Weimer, Jim Williamson,<br />

and current auditor, Jennifer Hunter.<br />

Debbie and her husband, Scott Duffey,<br />

have been married for more than 48 years.<br />

They have two children and six grandchildren.<br />

Debbie took a short hiatus from the<br />

auditor’s office to raise their children to<br />

school age, then went back to work. She was<br />

employed at the auditor’s office for 35 years.<br />

Over the course of her career, Debbie saw<br />

many changes and upgrades to the auditor’s<br />

office. When she first arrived, the staff was<br />

hand-typing all budgetary checks and calculating<br />

the disbursement of real estate taxes<br />

with a 10-key calculator. Those tasks went<br />

from taking days and weeks to hours. Debbie<br />

also saw the transition from hand-drawn<br />

property records to computerized records<br />

using geographic information system (GIS)<br />

technology and aerial photography.<br />

Debbie handled just about every job at<br />

the auditor’s office, from payroll and budgetary<br />

duties to real estate and dog tags. In<br />

2002, she became chief deputy auditor. She<br />

retired in May 2021 and enjoys spending<br />

time with her grandchildren, camping, and<br />

reading.<br />

honor senior Samuel Homan as London<br />

High School’s <strong>December</strong> Student of the<br />

Month.<br />

Students of the month are selected by<br />

school administrators based on their academic<br />

and extracurricular achievement<br />

Sam has a 4.121 grade point average, is<br />

ranked sixth in his class, and states his favorite<br />

class is art or band. Sam is on the<br />

Merit Honor Roll. He is a five-year member<br />

of the high school band and has been involved<br />

in theater the past four years. He is a<br />

four-year member of the London Winter<br />

Guard and a two-year member of the London Gaming Club.<br />

the Hunger, Stock the Trailer<br />

Contest. Junior county fair<br />

boards from 55 Ohio counties<br />

gathered 169,456 pounds of<br />

food for 73 food banks over the<br />

course of fair season. The Fight<br />

the Hunger, Stock the Trailer<br />

Contest is hosted on a regional<br />

basis. Award money goes directly<br />

to Junior Fair activities.<br />

In the South Ohio Region,<br />

junior fair boards from Adams,<br />

Brown, Clermont, Clinton,<br />

Fayette, Franklin, Highland,<br />

<strong>Madison</strong>, Pickaway, Pike,<br />

Ross, and Scioto counties collected<br />

food during their respective<br />

fairs. This year, Highland<br />

County came in first place, collecting<br />

11,180 pounds of food.<br />

$5,000 donation to the fair that raises the<br />

most food, $3,500 for second place and<br />

$1,500 for third place within each respective<br />

region. In total, Farm Credit Mid-America<br />

and Rural 1st awarded more than $60,000<br />

This is to give notice that the <strong>Madison</strong> County has conducted an evaluation of<br />

the following proposed action as required by Executive Order 11988 (Floodplain<br />

Management) and 11990 (Protection of Wetlands), in accordance with HUD regulations<br />

at 24 CFR 55.20 Subpart C Procedures for Making Determinations on<br />

Floodplain Management and Wetlands Protection.<br />

Project Name: <strong>Madison</strong> County CDBG Program London<br />

Neighborhood Revitalization Program<br />

Source of Federal Funds: CDBG Funds<br />

Location: Third Ward, London, Ohio<br />

Project Description: Replace two fire hydrants, install a playground in Toland<br />

Park, and install 200 LF of storm sewer along S. <strong>Madison</strong> Road.<br />

The total acreage is ~ 2 acres, with 1/2 acre of flood plain<br />

<strong>Madison</strong> County has considered the following alternatives and mitigation measures<br />

to be taken to minimize adverse impacts and to restore and preserve natural<br />

and beneficial values:<br />

• The project will take place in a small portion of the flood plain;<br />

• The project has been designed to direct runoff into the city storm water<br />

sytem, and control methods will be employed to minimize erosion, mass<br />

wasting, and sedimentation;<br />

• The County will comply with all applicable state and local floodplain/wetland<br />

protection procedures<br />

<strong>Madison</strong> County has reevaluated the alternatives to building near the floodplain/wetland<br />

and has determined that it has no practicable alternative. Project<br />

information and environmental records that document compliance with steps<br />

3 through 6 of Executive Order 11988 (Floodplain Management) and/or 11990<br />

(Protection of Wetlands) may be obtained by contacting at the <strong>Madison</strong> County<br />
