KENNETH A. YOUNG, P.E.<br />

<strong>Years</strong> Of Service 1961-1982<br />

A civil engineering graduate from the Indiana Institute <strong>of</strong> Technology,<br />

Ken Young was a key structural and foundation engineer for the firm. His<br />

design accomplishments included the Tyrone, Philipsburg, Houtzdale<br />

and Altoona treatment plants. Knowledgeable in dam design, he helped<br />

engineer the Laurel Creek and Straight Run dams and upgrade <strong>of</strong> the<br />

Altoona Horseshoe Curve reservoir complex. Young joined the Board <strong>of</strong><br />

Directors in 1974.<br />

ARTHUR P. HARSHBARGER, P.L.S.<br />

<strong>Years</strong> Of Service 1954-1984<br />

Art Harshbarger was one <strong>of</strong> the original employees <strong>of</strong> the firm.<br />

Starting out as an apprentice draftsman and survey party chief,<br />

he progressed from chief-<strong>of</strong>-surveys to the firm’s administrative<br />

manager. He joined the Board <strong>of</strong> Directors in 1971.<br />

<strong>Years</strong> Of Service 1965-1982<br />

In 1965, Dick Bulger began work after graduating with a civil<br />

engineering degree from Penn State University. Specializing in sanitary<br />

engineering, he represented numerous municipal clients including the<br />

Moshannon Valley Joint Sewer Authority, Northern Blair County Sewer Authority,<br />

Central Blair County Sanitary Authority, Houtzdale Borough Sewer Authority and<br />

Tyrone Borough Sewer Authority. Bulger joined the GD&F Board <strong>of</strong> Directors in<br />

1971 and served as Assistant Secretary-Treasurer.<br />
