14 The Fourth Way
In the New Public Management version of the Third Way, government
establishes specific goals—such as the closely specified “Adequate Yearly
Progress” indicators in the United States or systemwide literacy targets
in England and in Ontario—and provides greater oversight at every level.
League tables printed in newspapers and digital media inform the public
about student achievement results; parents in underachieving schools
are given opportunities to transfer their children to schools that have better
results. Educators are encouraged to build lateral learning networks to
drive change and the public has access to information about teacher quality
and student achievement levels. The government sponsors outsourcing
of some educational provisions, such as the “supplementary educational
services” provided by NCLB, to students in struggling schools. “Diverse
provider models” enable parents and students to shop among a variety of
school options. In the United Kingdom, leading soccer clubs work in partnership
with local authorities to establish and run learning centers where
underachieving children, especially boys, can be switched on to learning
through sport. 33 Visually, the Third Way is represented in Figure 1.3.
