CLIVE COUNCIL
Council buys
automated
garbage system
with grant funds
Stu Salkeld
Local Journalism
Initiative reporter
ECA Review
Clive village council
decided to go with a modern
garbage cart pick-up system,
using grant funds from the
provincial government for
most of the $60,000 price tag.
The decision was made at
the Jan. 23 regular meeting
of council.
Councillors read a report
from village Chief
Administrative Officer
(CAO) Carla Kenney that the
municipality recently
received a request from the
village’s garbage contractor,
C & S, to move from its current
manual garbage and
recycling pick-up to an automated
system.
“A mobile cart project in
the amount of $40,200 was
included in the 2023 capital
budget, $26,000 from the garbage
reserve and $14,200
from grants,” stated
Kenney’s report to council.
“Based on the updated
quote received the project is
estimated at $60,000,” she
stated, adding that the
project includes two 64
gallon plastic carts for each
address that receives pickup
in Clive, one for garbage
and one for recycling.
The CAO noted garbage
pick-up will continue to be
done from back yards.
“It is important to Clive
that pick-up remains in the
back yard to minimize
heavy truck traffic on the
older thin pavement
streets,” stated the CAO. “C
& S has indicated they will
maintain back yard pick-up
where spacing permits.”
Kenney provided councillors
with a breakdown of
how the new system would
be funded, and she confirmed
that the provincial
government’s Municipal
Sustainability Initiative
(MSI) funding applies to this
type of project.
Cont’d from Pg 1
Kenney stated MSI will cover 80 per
cent of the project, with Clive paying
the other 20 per cent, $12,000. The CAO
stated the garbage reserve fund will
have about $31,000 in it to begin the
year.
Councillors passed a resolution to
proceed with the new automated garbage
pick-up system.
Pump ran for 39 years
Councillors passed a resolution to
purchase a new water pump after
reading a report prepared by Public
Works Foreman Steve Zaytsoff.
The report noted Clive’s water treatment
plant has two main distribution
pumps that alternate running for
10-day periods, and that system operates
365 days a year.
The report noted pump one was
replaced in 2019 and pump two is the
original pump that came with the
treatment plant and has about 39 years
of run time on it, equalling 342,080
hours.
During maintenance work a contractor
examined pump two and found
some issues including “major corrosion”
and vibration within the pump.
Kenney’s recommendation was to
replace the pump with a new one
which will cost $31,000.
Councillors unanimously agreed to
do so.
Home support
Councillors passed a resolution to
budget just over $800 as the village’s
share of home care services.
Councillors read a letter
from Family and
Community Support
Services (FCSS) which
noted it needed to raise
rates this year to cover
operational costs.
The letter noted Clive residents
would be charged
$36.50 per hour for the home
support program and that a
subsidy rate of $7.50 per
hour was also available.
“This subsidy rate will
allow low-income seniors to
be able to have affordable
home support services
through us and allow them
to remain in their own
homes longer with these
supports,” stated the FCSS
letter.
The CAO noted that clients
also chip in with
payment too.
Cats and dogs
Kenney provided councillors
with a report on dog
and cat licensing in 2023: 96
dog tags have been issued
and 48 cat tags, with the
CAO suspecting the early
bird discount a factor in so
many renewals.
She noted registrations
are much higher than the
same time last year.
As for the ubiquitous
urban chicken Kenney
pointed out only two hen
licenses have been issued so
far in 2023, the same as last
year.
In the wrong spot
Kenney noted the village
office received a complaint
of an oversize vehicle parked
on a residential street in
Clive. She noted the complaint
was forwarded to the
community peace officers.
Sarah Baker
ECA Review
Castor town councillors were
stuck on the issue of whether or
not to approve the recreation
volunteer claim form which
allows for volunteer coaches to
claim payment for costs related
to the necessary coursework
required of them during the
meeting on Mon. Jan. 23.
Volunteer coaches working
with recreation programs are
required by associations to be
qualified and maintain a certain
level of coursework
depending on the level of the
players and the sports they’re
coaching. Many of the courses
aren’t necessarily offered in
rural areas the volunteers are
required to travel.
While the Town of Castor currently
reimburses the cost of the
course there has been no set
procedure to reimburse other
expenses.
During the discussion council
CORONATION COUNCIL
Concern over doctor situation
Sarah Baker
ECA Review
Coronation council discussed
a way to help handle
the medical service situation
the community is
currently facing during
their regular council
meeting on Mon. Jan. 23.
Council heard two physicians
will be leaving the
community in mid-April
resulting in two open positions
at the Coronation
Hospital and Clinic.
For council, it is important
for immediate action to
be taken in order to address
the situation.
Council carried unanimously
a motion to send a
letter to MLA Nate Horner.
Coronation fire agreement
An amendment to the
agreement the Town of
Coronation has in place with
the County of Paintearth
members brought forward questions
and concerns regarding
the issue.
“How many people go and
where do they go,” said Coun.
Kevin McDougall.
Assistant CAO Donna Roland
said it really depends on where
the course is located, and who
and how many are volunteering
to coach.
With the need for more information
to make a decision
council made a motion to table
this item for a future meeting.
Firearms authorization
Council authorized the use of
a firearm within town limits to
four individuals who applied to
be able to do so.
The authorization for the use
of firearms is a standard procedure
which occurs each year in
January and the use is allowed
for pest control, said Asst. CAO
Roland.
“The authorization doesn’t
mean that they are actually
was discussed.
The fire agreement outlines
the rolls and
responsibilities of the
county and community in
regards to fire fighting services.
With the agreement
the county supplies a fire
truck and a water truck to
the community. The agreement
also requires the town
and county to negotiate
every three years.
The proposed amendment
brought to council’s attention
was to have a 25-year
amortization period for the
equipment used instead of
the current 20-year period.
The amendment is being
made because of inflation,
said CAO Quinton Flint.
“The cost of inflation had
driven the cost of replacements
up quite
substantively, and as such,
the county council felt it
would be fair to be provided
additional time for the
CASTOR COUNCIL
More information needed to approve claim form

ever used so like maybe if there
was an injured deer or something
and we have to dispose of
the animal then it might be
used,” said Roland.
The decision to allow authorization
was carried
unanimously.
Baseball fees
With registration for the
upcoming baseball season set to
open in February council
looked at the fees set for the
divisions in the season.
The decision to approve this
year’s baseball fees remaining
the same as last year was carried
unanimously.
Equipment rental
While the town currently has
kayaks, snowshoes and a pickleball/bunnock
set available to
rent, the recreation board feels
that the snowshoes have been
under-utilized.
Council was told the reason
for the snowshoes being
equipment replacement.”
The motion to amend the agreement
was carried unanimously.
Contract renewal
Council discussed whether or not to
enter into a contract with TAXervice
which is a consulting firm that helps
municipalities
manage property
tax recovery.
For the 2023
year, the service
fees and rates for
TAXervice are
increasing which
required council
to either approve
the increases or
terminate the use
of TAXervice
services.
The motion to
approve renewing
the contract was
carried
unanimously.
under-utilized is that the
COVID pandemic required
the snowshoes to be shelved
and put in storage.
“We will relocate the
snowshoes to a more convenient
location,” said Roland.
The decision to relocate
the snowshoes was carried
unanimously.
Regional
emergency
management
Council discussed
the
regional partnership
exercise that
the County of
Paintearth is currently
working on
in order to stay
compliant with
the Alberta
Emergency
Management
initiative.
Council agreed
unanimously to
Possible solar farm project concerns
Sarah Baker
ECA Review
Director of Development for
PACE Canada LP, Claude
Mindorff presented a solar farm
project to council during the
information meeting on Wed.
Jan. 25.
The plan for the project is to
put the solar farm adjacent to
the Town of Hanna airport.
However, while discussing
the project and comparing the
development to wind farms
councillors became concerned.
“When you talk about wind
that is when all the confidence
in your company fades a bit. It’s
easy for you to promise the
world because you don’t live
here but we will call you to task
because we have been put
through the wringer by another
company that promised the
world and stuck it to us,” said
Coun. Sandra Murphy.
HANNA COUNCIL
Other concerns have been
brought forward by local community
pilots due to how close
the project will be to the
airport.
“We want our pilot’s questions
and concerns listened to
and responded to,” said CAO
Kim Neill.
After discussion, a motion
was made to thank Mindorff for
his presentation which was carried
unanimously.
Links activity update
Executive Director of Lynks,
Doray Veno provided council
with an update on the activities
and upcoming projects for the
organization.
A big update from the presentation
heard by council is that
further monetary assistance
from the town which hasn’t
been needed in the past, may be
needed in the future.
“There may be some
additional responsibilities and
additional costs that we haven’t
had in the last two years. There
is an impact coming down the
road we just don’t know how
full that impact is going to be,”
said CAO Neill.
Economic development
The manager of the Harvest
Sky Economic Development
Corporation (HSEDC), Mark
Nikota provided council with an
update during the information
meeting.
The HSEDC works on the resident
attraction, tourist
attraction and investment
attraction for the area.
One big success brought forward
during the meeting is
regarding the economic developments
marketing campaign.
The marketing campaign is
in the hopes of bringing new
tourists as well as potential residents
to the area.
While it is hard
to measure the
success of the
campaign so far
councillors are
happy with the
current results.
“Almost once a
month someone
has a package
show up and I
have no idea
where they are
from, it’s
exciting,” said
Former Stettler RCMP commander passes away
S/Sgt. Bruce Holliday introduces himself to Stettler town council Nov. 9, 2021. It was confirmed
from multiple sources Jan. 26 Holliday has passed away.
ECA Review
The former commander of the
Stettler RCMP detachment S/Sgt.
Bruce Holliday has passed away.
In December an interim commander
appeared at several area council meetings
covered by the ECA Review to
introduce himself and stated S/Sgt.
Holliday was not on duty and apparently
was not expected back for an
extended time.
Several rumours were circulating in
the community Jan. 26 that Holliday
had passed away and the ECA Review
contacted RCMP K Division in an
effort to dispel rumours.
RCMP spokesperson Cpl. Troy
Savinkoff confirmed in a Jan. 27 email
Holliday has passed away.
“The RCMP can confirm the passing
of S/Sgt. Bruce Holliday,” stated
Savinkoff. “Bruce was the detachment
commander of Stettler detachment and
previously the commander of Bashaw.
Bruce had 18 years of service and his
loss has greatly affected members
across the province.”
Holliday was named commander of
the Stettler RCMP detachment in Nov.
2021 and previously been commander
of the Bashaw detachment for a
number of years.
Town of Stettler Mayor Sean Nolls
stated he was impressed with
Holliday’s leadership and
accomplishments.
“S/Sgt. Holliday was an absolute
leader from the moment he entered our
community,” stated Nolls in a Jan. 27
email. “He made an immeasurable difference
in the time he served Stettler,
and he embodied community policing
at it’s finest. Bruce was our friend, and
a friend to the community.”
County of Stettler Reeve Larry
Clarke stated Holliday was an enthusiastic
leader in the community.
“We feel a huge void as we contemplate
the loss of S/Sgt. Holliday to our
first responder family, and to our community,”
stated Clarke in a press
release to the ECA Review.
“We hold a deep admiration for the
way he re-ignited community policing
in our region and for how he enthusiastically
embraced joint initiatives like
emergency management, school
resource officer presence and rural
crime prevention.
“Our county and council will miss
the friendship we forged as we worked
together to make our community a
better, safer place to live. Our thoughts
today are in holding Bruce’s family
and loved ones in our hearts while
they navigate and process their very
personal loss.”
In a statement posted to the Town of
Bashaw website Jan. 26 Mayor Rob
McDonald stated his community
appreciated Holliday’s commitment.
“At a time like this the right words
are difficult to find,” stated Mayor
McDonald. “RCMP S/Sgt. Bruce
Holliday was so much more than our
local detachment commander.
“It was quite evident in all our interactions
that he cared deeply for our
community and its residents. Clearly
this was so much more than a job to
Bruce – it was his life.
“Bruce’s presence will be sorely
missed and he will be impossible to
replace. He was truly our friend and
we owe him a debt of gratitude. Our
thoughts are with Bruce’s family
during this time,” added McDonald.
The Bashaw detachment area
includes the Village of Alix, and Mayor
Rob Fehr stated in a phone interview
Jan. 27 he and his council spent quite a
bit of time working with Holliday when
he was their RCMP commander.
Fehr stated it was obvious Holliday
was very passionate about community
policing, “...and having the community
be part of the solution.”
Mayor Fehr stated he was surprised
and saddened to hear of Holliday’s
sudden passing. “A big loss, really,”
said Fehr. “A wealth of experience and
information that you don’t just
replace.”
Holliday was
active in more
communities
than just those
assigned to his
detachment.
While he was in
Bashaw Holliday
helped out the
Crime Watch,
located between
Bashaw and
member of the
Tully Johnson
stated in a phone
interview Jan. 27
that Holliday
often spoke to
rural crime
watch groups,
including
Rosebrier,
offering advice
on how people
‘Pie in the sky’
energy industry
Dear Editor,
The commitments being made by our
exalted ruler over his half-baked
investment plans for hydrogen production
would be laughable were it not for
the tremendous cost to the rest of us for
another ideologically driven and
blunderous pursuit of yet another “Pie
in the Sky” energy industry, parallel to
what we already have and will still
require.
Reality is that even though the
burning of hydrogen produces virtually
no CO2, the production of it does.
In fact the fossil fuel energy required to
produce hydrogen closely approaches
the equivalent as the energy available
from it.
Additionally, hydrogen is problematic
to store requiring thick, heavy and
expensive, extreme pressure containment
vessels of exotic alloys in order to
combat an effect this gas has on metals,
known as hydrogen embrittlement.
About the last thing I would want if
operating a hydrogen vehicle would be
an extreme high pressure and brittle
fuel tank. Maybe should get on some
Kevlar underwear.
Onboard containment weight, as well
as safety are seriously prohibitive factors.
And H2 fuel cells pose a whole
‘nother set of problems particularly in
cold countries such as Canada.
It was well understood by our
Industrial Revolution forebears, there
are no straightforward means around
optimal fuel choices, which is why gasoline
and diesel have long since been
settled upon as the ideal overland
transport fuels in terms of reliability,
economy and safety.
Lithium-ion batteries
safety questioned?
vehicle (EV) lithium-ion batteries,
unlike the flammability and fire
hazard of gasoline or diesel which is
governed by octane rating and the
availability and feed rate of surrounding
oxygen (which usually buys a
window of time for egress), in the case
of an EV dead short occurring, particularly
under relatively high voltage,
(36Volts-DC and up), the onboard contained
electrical energy will unload at
1/100th the speed of light, thereupon
rapidly transforming into heat.
Especially serious if the dead short
occurs inside the battery.
Design requirements for high energy
density means the plates are placed
close together increasing the chance of
battery overheating or plates touching.
Cracks in the casing due to aging or
deterioration can introduce water
which can easily cause a lithium-ion
battery to ignite.
Highway collisions also pose a high
risk of battery internal dead shorting,
ensuing fire and possible explosion. If
the collision doesn’t do you in, the battery
just might.
Some people have similarly had the
unpleasant experience of having their
cell phone spontaneously burst into
flames. An EV on board lithium-ion
battery typically carries 10,000 times
the kilowatt-hours energy as a cell
phone.
Now, for the cause of cashing in on
subsidization by my fellow taxpayers,
would I still wish to strap my asset
down to an onboard lithium-ion
battery?
Would I stand by and watch my
grand-kids being buckled into a bewheeled
electric mobile toaster oven.
Sure I would. On a cold day in Hades.
In full support of giving
voice to municipalities
Dear Editor,
Upon review of the Rocky View
County letter to Paintearth county
dated Dec. 15, 2022, it appears to be a
great opportunity for the residents of
Alberta. Something we as residents
have been asking for.
As a resident of the County of
Paintearth I am in full support of
giving a voice to municipalities while
protecting residents. Our County continues
to bleed resident’s with our
division losing over 20 since the last
municipal elections.
Thank you Rocky View.
Dwayne Felzien
County of Paintearth
Excepts from the letter
Rocky View County has put forth a
joint advocacy for improved Solar
Farm
Governance
asking other
municipality to
join their
campaign.
The letter
stated that
“Alberta’s
municipalities
have been given
broad authority
over land use
decisions and
consider ourselves
stewards of the land.
“ It is our responsibility to ensure
orderly and beneficial development of
lands, and to maintain the quality of
the physical environment where our
residents live, work and play.”
The letter went on to say, “However,
siting decisions for renewable energy
projects can be appealed to Alberta
Utilities Commission (AUC), and the
AUC is to required to consider municipal
land use bylaws, municipal
statutory plans or even consult with
municipalities when making these
decisions.
“
Rocky View County
are also requesting that
municipalities be sheltered
from potential financial
future reclamation of
“We believe that insufficient consideration
is given to municipalities in
this process and wish to advocate to
the province for a more inclusive decision-making
process.”
Rocky View County hopes to build a
coalition of willing municipalities to
hire a third-party consultant to advocate
to the Government of Alberta to
develop an overarching policy framework
for land use decisions on
renewable energy projects that is more
inclusive of municipal policies and
interests.
They are also requesting that
municipalities be sheltered from
potential financial liabilities associated
with future reclamation of
renewable energy sites.
Rocky View County has allocated up
to $10,000 towards hiring a consultant
and are asking
other counties,
including the
County of
Paintearth to
consider a similar
allocation if
interested in
joining the advocacy
coalition.
Rocky View
County reiterated
in the letter
that the intent is
not to oppose the
development of renewable energy projects
as tey believe renewable energy
will be an important element of
reaching Alberta’s emissions reductions
targets.
“However, we believe that municipalities
should have ore influence over
the proves for determining where
these projects are located.”
Paintearth councillors excepted the
letter as information with Coun.
Maurice Wiart commenting, “Rocky
View has the pockets to deal with it,
while us smaller communities can’t
even begin to address issues..”
REAL ESTATE/HOMES
STETTLER COUNTY COUNCIL
MPC approves “undoing”
previous subdivision
Stu Salkeld
Local Journalism Initiative reporter
ECA Review
The County of Stettler Municipal
Planning Commission (MPC)
approved a subdivision application
that according to one of their planners
somewhat intended to undo a previous
subdivision. The decision was made at
the Jan. 25 regular MPC board
meeting.
The MPC is comprised of members
of county council and is chaired by
Coun. James Nibourg.
Board members read a subdivision
application presented by County of
Stettler planner Craig Teal. The application,
filed by Scott Charles involved
property described as Lot 1, Block 1,
Plan 092 7925 and Lot 2, Block 1, Plan
092 7925 within the
W1/2-12-41-17-W4M.
The application also noted the size of
the parcels involved were 80.04 acres
in Lot 1 and 195.45 acres in Lot 2.
“The subject property is located
approximately 17.5 kilometres southeast
of the Village of Donalda. The
subject property abuts Range Road 17-1
to the west, with Lot 1 also abutting
Township Road 41-2 to the north.”
Teal stated this
application in some
ways proposes to
undo some work of a
previous subdivision.
Teal stated that for
whatever reasons the
previous owner
increased the size of
one parcel and lowered
the size of
another.
In 2022 a third
parcel was created on
the west side of the
property.
Teal noted the current
owner would
like to essentially
restore the original
boundary between
the two primary parcels.
The third parcel
would be left
untouched.
“In 2007, the NW12
and the SW12 were
subdivided as part
of an estate, for
which...80 acres of
the NW12 were combined
with the
SW12,” stated the
agenda memo.
“The resulting
titles were Lot 1
and Lot 2.
“The applicant
owns both properties,
Lot 1 and
2. Lot 1 is owned
under his corporation,
whereas
Lot 2 is under his
private
ownership.
The applicant
proposes to reestablish
the
initial quarter
section line
between the
NW12 and SW12
in order to allow
for clearly
defined uses of
the properties.
“Lot 1 would
Lot 2, which already has
Teal stated that county
staff working with Parkland
Community Planning
Services (PCPS) had no concerns
about the application,
but one small issue did
arise.
“The one oddity that did
come up is the access to the
remaining parcel to the
south,” said Teal, who
pointed out the problem
with the access is that there
isn’t an access. It turns out
the access belongs to the
parcel approved in 2022.
Teal stated the applicant
has two options, including
working with his neighbour
to share the access or developing
a new access for his
agricultural operation.
County of Stettler planner Craig Teal noted the current owner of
the land in question would like to essentially restore the original
boundary between the two primary parcels.
Coun. Nibourg asked if
the application involved four
parcels to which Teal
responded no, the application
began with three
parcels and if approved
would finish with three
parcels.
Nibourg noted the request
seemed straightforward.
“Pretty simple then I guess,”
said Nibourg.
Coun. Justin Stevens
asked if this subdivision
would include the new
County of Stettler road dedication
agreement to which
Teal responded yes, this
would be the first time the
agreement would be
included.
Coun. Ernie Gendre asked
if there would be surveying
costs included. Teal stated
yes, the applicant would
have to hire a surveyor and
then register with Alberta
Land Titles, but those costs
rest solely with him.
approved Charles’
KNEEHILL COUNCIL
County approves agreement with Starland,
but wording ‘concern’ mentioned
Stu Salkeld
Local Journalism Initiative reporter
ECA Review
Kneehill County council approved
what is usually a low-key process with
a neighbouring municipality, but this
time it included a debate over wording
concerns.
The approval of the Starland
County/Kneehill County
Intermunicipal Development Plan
(IDP) bylaw occurred at the Jan. 24
regular meeting of council.
The proposed bylaw, which had
passed first reading at a prior meeting,
was presented by Barb Hazelton, manager
of planning and development. She
explained IDPs were originally mandated
for municipalities which share a
common boundary by the provincial
government but the requirement was
tweaked a bit later to allow municipalities,
through mutual agreement, to
waive IDPs.
“Originally Starland County and
Kneehill County agreed to be exempt
from the requirement to have an IDP,”
stated Hazelton’s summary. “Upon
further reflection and due to the
potential increase for proposed development
on marginal lands that many
municipalities are facing, it was determined
that a more regional approach
to this plan area would be beneficial.
“Implementing a plan will ensure
that identified areas will be viewed
with a regional perspective. By
adopting a plan that contains both
guidelines for future uses as well as
agreed dispute mechanisms, municipalities
can reach agreement without
negative impacts on either
municipality.
“From the perspectives of both
municipalities, enhanced management
of the identified land within the
IDP area will prove advantageous for
the long-term interests of the municipalities
and their residents.”
Hazelton stated that the original
intention of IDPs was to encourage a
collaborative approach to development.
She also noted in her report that
public hearings and joint meetings
were held regarding the IDP.
“The IDP was adopted by Starland
following their public hearing on Dec.
14, 2022,” stated Hazleton. “Their
council did not have any issues with
the draft as presented and public feedback
was addressed during the
hearing.
“Administration is recommending
that the bylaw be adopted as
presented.”
However, it seemed at least one
Kneehill councillor did have an issue
with wording within the IDP. When
discussion began Coun. Ken King
stated he was aware of at least one
Kneehill councillor who had concerns
with a word or wording within the
IDP, but now that Starland already
passed all readings of their bylaw it
appeared that concern couldn’t be
addressed.
King stated he felt councillors
should discuss the issue before voting
on any more readings of this bylaw.
County Chief Administrative
Officer (CAO) Mike Haugen confirmed
in an email to the ECA Review Jan. 26
there was a concern regarding opportunity
to comment on potential
developments.
“There had been some discussion in
committee about some of the wording
in the resource extraction and renewable
energy development section,”
stated Haugen. “Specifically they contemplated
changing the word
‘contemplate’ to something else in subsection
3 (...however there is an
opportunity for a municipality to contemplate
issues not previously
considered by the AUC...).
“In the end they determined that
‘contemplate’ still achieved the
intended purpose of giving each
municipality the ability to raise any
concerns for developments occurring
within the plan area. Their overall
concern was ensuring the ability to
have notice and provide comment on
potential developments.”
Hazleton acknowledged a concern
had been voiced with some wording
within the IDP and pointed out much
of the lands included in this agreement
are crown lands and that the opportunity
for development in those areas
was “very slim.”
Coun. Carrie Fobes noted she had a
concern with wording in the IDP,
saying she knows there is crown land
in that area but there are also residential
properties that belong to Kneehill
County taxpayers that could be
affected by future development.
Fobes stated she struggled with the
idea developments could be passed, “...
without even a conversation.”
King noted he was ready to vote on
the bylaw but wanted to make sure
everyone else on council was equally
comfortable.
The County of Stettler Municipal
Planning Commission (MPC)
approved a subdivision application
that will split an empty lot and combine
the halves with neighbouring
parcels. The decision was made at the
Jan. 25 regular MPC meeting.
The MPC is comprised of members
of county council and chaired by Coun.
James Nibourg.
Board members
read a
subdivision application
from Judi
MacKinnon
regarding a property
described as
Lot 20, Block 2,
Plan 052 2242
within “the
Summer Village
of Buffalo Sands,”
with the application
noting total
area in the
existing title was
0.26 acres.
A memo
written by
County Planner
Rich Fitzgerald
stated the applicants
wished to
divide the lot in
question and
combine the two
halves with two
neighbouring
lots.
“The subject
property, Lot 20,
is a vacant parcel
with no existing
development,”
stated
Fitzgerald’s
report to council.
“The adjacent
properties to the
east (Lot 103) and
to the west (Lot
Elsie G. Bish (nee Price)
Feb. 15, 1930 – Jan. 16, 2023
It is with heavy hearts that we
announce the passing of our
mother Elsie Bish. She passed
away peacefully with her
family by her side in Stettler
Acute Care on Jan. 16, 2023 at
the age of 92.
Elsie was born in
Forestburg, Alta. on Feb. 15,
1930 to her loving parents
Voila and Ernest Price. Elsie
married Wesley Bish and lived
in Forestburg for 69 years and Bish
had three sons.
Left to cherish her memory
are her children Percy (Peggy), Dale
(Jean), and Russ (Louise); seven
Cont’d from Pg 9
County Planner Craig Teal presented
the report to council and
confirmed the applicants wished to
divide the empty lot and combine each
half with their own existing residential
lot.
Teal pointed out the subdivision if
granted wouldn’t quite meet lot size
requirements for the zoning outlined
in the land-use bylaw (LUB). Teal
stated if the subdivision was granted
and the empty lot combined with the
two existing lots, the two existing parcels
would be boosted over the
recommended 1,000 square meter
limit.
Teal stated the location in question
is a “...unique setting” located along an
elbow and staff felt that even though
the two existing parcels would be
bigger than recommended it would be
hardly noticeable.
However, Teal did note that approval
of the subdivision requests would
require a relaxation of the lot size
limit.
brother-in-law Doug Bish
Another issue popped up noted Teal,
that of the existing services for the
empty lot. Teal stated it’s uncommon
for empty lots to be subdivided and
combined with others when they have
existing services.
Teal stated the County of Stettler
Public Works department was consulted
and they advised as a condition
of the subdivision the services should
be closed off to avoid cross
contamination.
Coun. Nibourg asked who pays for
the services to be closed off, to which
Teal answered the applicants pay all
costs, adding that the County of
Stettler will examine the work before
it’s buried to ensure it meets
requirements.
Coun. Ernie Gendre asked about the
job of combining the land titles,
including the costs of that work. Teal
again responded the applicants pay all
land title costs.
Gendre also asked about what could
happen in the future if that divided lot
is subdivided off to become a separate
the applicant.
Reeve Larry Clarke, when examining
a map included in the
application, asked if one of the existing
lots was already encroaching on the lot
to be subdivided. Teal answered that
the map in question may have shadows
or other imperfections so he couldn’t
say if any encroachment actually
existed.
Councillors unanimously approved
the subdivision application as presented
with the conditioned as listed
by staff.
THERESETTA SCHOOL NEWS
Students enjoyed virtual dino safari

by Brenda Kneller
Happy New Year from the students
and staff at Theresetta! After an
incredibly cold end to 2022, we have
been enjoying the milder temperatures,
along with a number of
engaging educational activities to
begin the new year.
The kindergarten students have
been learning all about dinosaurs.
They made their own fossils and dinosaur
eggs, as well as reading plenty of
interesting books. They even became
authors, writing some great dino
stories!
The students enjoyed going on a virtual
Dino Safari on Thurs. Jan. 28 with
a leader from the Royal Tyrrell
Museum.
Mr. Fetaz made science class a lot
more interesting when he culminated
the chemistry units in Grades five, six
and nine by blowing up gummy bears!
The rationale was to demonstrate
exothermic reactions and how they
can be sped up with a catalyst; and
how we should be happy that sugar
doesn’t release its energy this quickly
in our bodies!
Mrs. Standing and the junior high
drama class have been working hard
on their end-of-term performance of
their play, “Smarty Pants”. The students
have put in a great deal of effort
and are excited to perform for a live
audience.
The elementary students have appreciated
the opportunity to participate in
Kids Club every Wednesday after
school, where they engage in various
crafts and games. They were also able
to enjoy a day of skiing at the Valley
Ski Hill on Fri. Jan. 27.
Junior high basketball is in full
swing and both the girls’ and boys’
teams are off to a great start. They are
undefeated after playing against
Coronation and Consort.
The Knights curling team, along
with some Castor Club curlers and the
Gus Wetter curling team had the
opportunity to take in a draw at the
Pinty’s Grand Slam Bonspiel that was
being held in Camrose.
The young curlers got to watch
games between teams from countries
including Canada, USA, Norway and
Scotland. It was a fun event to attend
and they enjoyed getting to see some
awesome shots executed by many
teams. Some of the Theresetta students
were even noticed in the crowd by one
of the Team Horgan players and managed
to get a photo with him at the end
of the game!
Gus Wetter students joined us, as
our parent council and local FCSS
brought in guest speaker, Kelly
Strandquist, to provide grade appropriate
sessions on the important topic
of mental health on Jan. 20.
A busy day for the music classes as
Grades three to six students had their
monthly visit to Long Term Care on
Tues. Jan. 24 where they entertained
the residents with songs, handbells
and a bucket drumming performance.
The Kindergarten, Grades one and
two students went to the Lodge where
they sang and had fun challenging the
residents to guess which mystery
songs they were playing on their
boomwhackers.
All students from K-9 gathered in
the gym on Tues. Jan. 24 with food
bank donation items they had been
collecting in their classrooms for the
past two weeks.
Students had some
fun with their donations
before sending
them off to the Castor
Food Bank.
Classes competed
as teams to build the
tallest tower out of
their food and one
classroom item they
chose to include. The
teams got creative by
grabbing chairs,
desks, and even a
very tall teacher, to
aid in making their
towers the tallest.
Thanks to some
strategic stacking
and the long arm
span of Mr. Fetaz, the
Grade 5/6 class was
able to build the
tallest tower out of all
the classes. With a
few minutes left, students
from all grades
joined together to try
and make a tall tower
from all food items collected and with
the help of some tall junior high students,
the group was able to build a
very high, but very unstable tower.
The food was then stacked and
prepped to be taken to the Castor Food
Bank to restock their shelves after
their busy holiday season.
Theresetta school students, from the left, Phoenix Johnson,
Owen Beaumont, Leah Boxma and Tessa Beaumont attended the
Pinty’s Grand Slam Curling Bonspiel in Camrose on Tues. Jan 10.
