Clive village council<br />
decided to go with a modern<br />
garbage cart pick-up system,<br />
using grant funds from the<br />
provincial government for<br />
most of the $60,000 price tag.<br />
The decision was made at<br />
the Jan. 23 regular meeting<br />
of council.<br />
Councillors read a report<br />
from village Chief<br />
Administrative Officer<br />
(CAO) Carla Kenney that the<br />
municipality recently<br />
received a request from the<br />
village’s garbage contractor,<br />
C & S, to move from its current<br />
manual garbage and<br />
recycling pick-up to an automated<br />
system.<br />
“A mobile cart project in<br />
the amount of $40,200 was<br />
included in the <strong>2<strong>02</strong>3</strong> capital<br />
budget, $26,000 from the garbage<br />
reserve and $14,200<br />
from grants,” stated<br />
Kenney’s report to council.<br />
“Based on the updated<br />
quote received the project is<br />
estimated at $60,000,” she<br />
stated, adding that the<br />
project includes two 64<br />
gallon plastic carts for each<br />
address that receives pickup<br />
in Clive, one for garbage<br />
and one for recycling.<br />
The CAO noted garbage<br />
pick-up will continue to be<br />
done from back yards.<br />
“It is important to Clive<br />
that pick-up remains in the<br />
back yard to minimize<br />
heavy truck traffic on the<br />
older thin pavement<br />
streets,” stated the CAO. “C<br />
& S has indicated they will<br />
maintain back yard pick-up<br />
where spacing permits.”<br />
Kenney provided councillors<br />
with a breakdown of<br />
how the new system would<br />
be funded, and she confirmed<br />
that the provincial<br />
government’s Municipal<br />
Sustainability Initiative<br />
(MSI) funding applies to this<br />
type of project.<br />

Kenney stated MSI will cover 80 per<br />
cent of the project, with Clive paying<br />
the other 20 per cent, $12,000. The CAO<br />
stated the garbage reserve fund will<br />
have about $31,000 in it to begin the<br />
year.<br />
Councillors passed a resolution to<br />
proceed with the new automated garbage<br />
pick-up system.<br />
Pump ran for 39 years<br />
Councillors passed a resolution to<br />
purchase a new water pump after<br />
reading a report prepared by Public<br />
Works Foreman Steve Zaytsoff.<br />
The report noted Clive’s water treatment<br />
plant has two main distribution<br />
pumps that alternate running for<br />
10-day periods, and that system operates<br />
365 days a year.<br />
The report noted pump one was<br />
replaced in 2019 and pump two is the<br />
original pump that came with the<br />
treatment plant and has about 39 years<br />
of run time on it, equalling 342,080<br />
hours.<br />
During maintenance work a contractor<br />
examined pump two and found<br />
some issues including “major corrosion”<br />
and vibration within the pump.<br />
Kenney’s recommendation was to<br />
replace the pump with a new one<br />
which will cost $31,000.<br />
Councillors unanimously agreed to<br />
do so.<br />
Home support<br />
Councillors passed a resolution to<br />
budget just over $800 as the village’s<br />
share of home care services.<br />
Councillors read a letter<br />
from Family and<br />
Community Support<br />
Services (FCSS) which<br />
noted it needed to raise<br />
rates this year to cover<br />
operational costs.<br />
The letter noted Clive residents<br />
would be charged<br />
$36.50 per hour for the home<br />
support program and that a<br />
subsidy rate of $7.50 per<br />
hour was also available.<br />
“This subsidy rate will<br />
allow low-income seniors to<br />
be able to have affordable<br />
home support services<br />
through us and allow them<br />
to remain in their own<br />
homes longer with these<br />
supports,” stated the FCSS<br />
letter.<br />
The CAO noted that clients<br />
also chip in with<br />
payment too.<br />
Cats and dogs<br />
Kenney provided councillors<br />
with a report on dog<br />
and cat licensing in <strong>2<strong>02</strong>3</strong>: 96<br />

office received a complaint<br />
of an oversize vehicle parked<br />
on a residential street in<br />
Clive. She noted the complaint<br />
was forwarded to the<br />
community peace officers.<br />

Castor town councillors were<br />
stuck on the issue of whether or<br />
not to approve the recreation<br />
volunteer claim form which<br />
allows for volunteer coaches to<br />
claim payment for costs related<br />
to the necessary coursework<br />
required of them during the<br />
meeting on Mon. Jan. 23.<br />
Volunteer coaches working<br />
with recreation programs are<br />
required by associations to be<br />
qualified and maintain a certain<br />
level of coursework<br />
depending on the level of the<br />
players and the sports they’re<br />
coaching. Many of the courses<br />
aren’t necessarily offered in<br />
rural areas the volunteers are<br />
required to travel.<br />
While the Town of Castor currently<br />
reimburses the cost of the<br />
course there has been no set<br />
procedure to reimburse other<br />
expenses.<br />

Coronation council discussed<br />
a way to help handle<br />
the medical service situation<br />
the community is<br />
currently facing during<br />
their regular council<br />
meeting on Mon. Jan. 23.<br />
Council heard two physicians<br />
will be leaving the<br />
community in mid-April<br />
resulting in two open positions<br />
at the Coronation<br />
Hospital and Clinic.<br />
For council, it is important<br />
for immediate action to<br />
be taken in order to address<br />
the situation.<br />
Council carried unanimously<br />
a motion to send a<br />
letter to MLA Nate Horner.<br />
Coronation fire agreement<br />
An amendment to the<br />
agreement the Town of<br />
Coronation has in place with<br />
the County of Paintearth<br />
members brought forward questions<br />
and concerns regarding<br />
the issue.<br />
“How many people go and<br />
where do they go,” said Coun.<br />
Kevin McDougall.<br />
Assistant CAO Donna Roland<br />
said it really depends on where<br />
the course is located, and who<br />
and how many are volunteering<br />
to coach.<br />
With the need for more information<br />
to make a decision<br />
council made a motion to table<br />
this item for a future meeting.<br />
Firearms authorization<br />
Council authorized the use of<br />
a firearm within town limits to<br />
four individuals who applied to<br />
be able to do so.<br />
The authorization for the use<br />
of firearms is a standard procedure<br />
which occurs each year in<br />
January and the use is allowed<br />
for pest control, said Asst. CAO<br />
Roland.<br />
“The authorization doesn’t<br />
mean that they are actually<br />

The fire agreement outlines<br />
the rolls and<br />
responsibilities of the<br />
county and community in<br />
regards to fire fighting services.<br />
With the agreement<br />
the county supplies a fire<br />
truck and a water truck to<br />

every three years.<br />
The proposed amendment<br />
brought to council’s attention<br />
was to have a 25-year<br />
amortization period for the<br />
equipment used instead of<br />
the current 20-year period.<br />

made because of inflation,<br />
said CAO Quinton Flint.<br />
“The cost of inflation had<br />
driven the cost of replacements<br />
up quite<br />
substantively, and as such,<br />
the county council felt it<br />
would be fair to be provided<br />
additional time for the<br />

that the snowshoes have been<br />
under-utilized.<br />
Council was told the reason<br />
for the snowshoes being<br />
equipment replacement.”<br />
The motion to amend the agreement<br />
was carried unanimously.<br />
Contract renewal<br />
Council discussed whether or not to<br />
enter into a contract with TAXervice<br />
which is a consulting firm that helps<br />
municipalities<br />
manage property<br />
tax recovery.<br />
For the <strong>2<strong>02</strong>3</strong><br />
year, the service<br />
fees and rates for<br />
TAXervice are<br />
increasing which<br />
required council<br />
to either approve<br />
the increases or<br />
terminate the use<br />
of TAXervice<br />
services.<br />
The motion to<br />
approve renewing<br />
the contract was<br />
carried<br />
unanimously.<br />

Mindorff presented a solar farm<br />
project to council during the<br />
information meeting on Wed.<br />
Jan. 25.<br />
The plan for the project is to<br />
put the solar farm adjacent to<br />
the Town of Hanna airport.<br />
However, while discussing<br />
the project and comparing the<br />
development to wind farms<br />
councillors became concerned.<br />
“When you talk about wind<br />
that is when all the confidence<br />
in your company fades a bit. It’s<br />
easy for you to promise the<br />
world because you don’t live<br />
here but we will call you to task<br />
because we have been put<br />
through the wringer by another<br />
company that promised the<br />
world and stuck it to us,” said<br />
Coun. Sandra Murphy.<br />

Other concerns have been<br />
brought forward by local community<br />
pilots due to how close<br />
the project will be to the<br />
airport.<br />
“We want our pilot’s questions<br />
and concerns listened to<br />
and responded to,” said CAO<br />
Kim Neill.<br />
After discussion, a motion<br />
was made to thank Mindorff for<br />
his presentation which was carried<br />
unanimously.<br />
Links activity update<br />
Executive Director of Lynks,<br />
Doray Veno provided council<br />
with an update on the activities<br />
and upcoming projects for the<br />
organization.<br />
A big update from the presentation<br />
heard by council is that<br />
further monetary assistance<br />
from the town which hasn’t<br />
been needed in the past, may be<br />
needed in the future.<br />
“There may be some<br />
additional responsibilities and<br />
additional costs that we haven’t<br />
had in the last two years. There<br />
is an impact coming down the<br />
road we just don’t know how<br />
full that impact is going to be,”<br />
said CAO Neill.<br />
Economic development<br />
The manager of the Harvest<br />
Sky Economic Development<br />
Corporation (HSEDC), Mark<br />
Nikota provided council with an<br />
update during the information<br />
meeting.<br />
The HSEDC works on the resident<br />
attraction, tourist<br />
attraction and investment<br />
attraction for the area.<br />
One big success brought forward<br />
during the meeting is<br />
regarding the economic developments<br />
marketing campaign.<br />
The marketing campaign is<br />
in the hopes of bringing new<br />
tourists as well as potential residents<br />
to the area.<br />
While it is hard<br />
to measure the<br />
success of the<br />
campaign so far<br />
councillors are<br />
happy with the<br />
current results.<br />

BTG Power Corp. Environmental Protection and Enhancement Act<br />

In accordance with the Environmental Protection and Enhancement Act, BTG Power Corp. has applied<br />
to Alberta Environment and Protected Areas for an approval for a 3.6 MW power plant located about 6<br />
km southeast of Alix at NW-16-039-22-W4M. The plant will produce electrical power for the grid using<br />
natural gas and five natural gas engines. The closest waterbody is Tail Creek about 3km east of the site.<br />
A directly affected person may provide input into certain regulatory decisions, as allowed by the<br />
Environmental Protection and Enhancement Act (section 73). Specifically, any person who is directly<br />
affected by this application may submit a written statement of concern within 30 days of the date of<br />

The former commander of the<br />
Stettler RCMP detachment S/Sgt.<br />
Bruce Holliday has passed away.<br />
In December an interim commander<br />
appeared at several area council meetings<br />
covered by the <strong>ECA</strong> <strong>Review</strong> to<br />
introduce himself and stated S/Sgt.<br />
Holliday was not on duty and apparently<br />
was not expected back for an<br />
extended time.<br />
Several rumours were circulating in<br />
the community Jan. 26 that Holliday<br />
had passed away and the <strong>ECA</strong> <strong>Review</strong><br />
contacted RCMP K Division in an<br />
effort to dispel rumours.<br />
RCMP spokesperson Cpl. Troy<br />
Savinkoff confirmed in a Jan. 27 email<br />
Holliday has passed away.<br />
“The RCMP can confirm the passing<br />
of S/Sgt. Bruce Holliday,” stated<br />
Savinkoff. “Bruce was the detachment<br />
commander of Stettler detachment and<br />
previously the commander of Bashaw.<br />
Bruce had 18 years of service and his<br />
loss has greatly affected members<br />
across the province.”<br />
Holliday was named commander of<br />
the Stettler RCMP detachment in Nov.<br />
2<strong>02</strong>1 and previously been commander<br />
of the Bashaw detachment for a<br />
number of years.<br />
Town of Stettler Mayor Sean Nolls<br />
stated he was impressed with<br />
Holliday’s leadership and<br />
accomplishments.<br />
“S/Sgt. Holliday was an absolute<br />
leader from the moment he entered our<br />
community,” stated Nolls in a Jan. 27<br />
email. “He made an immeasurable difference<br />
in the time he served Stettler,<br />
and he embodied community policing<br />
at it’s finest. Bruce was our friend, and<br />
a friend to the community.”<br />
County of Stettler Reeve Larry<br />
Clarke stated Holliday was an enthusiastic<br />
leader in the community.<br />
“We feel a huge void as we contemplate<br />
the loss of S/Sgt. Holliday to our<br />
first responder family, and to our community,”<br />
stated Clarke in a press<br />
release to the <strong>ECA</strong> <strong>Review</strong>.<br />
“We hold a deep admiration for the<br />
way he re-ignited community policing<br />
in our region and for how he enthusiastically<br />
embraced joint initiatives like<br />
emergency management, school<br />
resource officer presence and rural<br />
crime prevention.<br />
“Our county and council will miss<br />
the friendship we forged as we worked<br />
together to make our community a<br />
better, safer place to live. Our thoughts<br />
today are in holding Bruce’s family<br />
and loved ones in our hearts while<br />
they navigate and process their very<br />
personal loss.”<br />
In a statement posted to the Town of<br />
Bashaw website Jan. 26 Mayor Rob<br />
McDonald stated his community<br />
appreciated Holliday’s commitment.<br />
“At a time like this the right words<br />
are difficult to find,” stated Mayor<br />
McDonald. “RCMP S/Sgt. Bruce<br />
Holliday was so much more than our<br />
local detachment commander.<br />
“It was quite evident in all our interactions<br />
that he cared deeply for our<br />
community and its residents. Clearly<br />
this was so much more than a job to<br />
Bruce – it was his life.<br />
“Bruce’s presence will be sorely<br />
missed and he will be impossible to<br />
replace. He was truly our friend and<br />
we owe him a debt of gratitude. Our<br />
thoughts are with Bruce’s family<br />
during this time,” added McDonald.<br />
The Bashaw detachment area<br />
includes the Village of Alix, and Mayor<br />
Rob Fehr stated in a phone interview<br />
Jan. 27 he and his council spent quite a<br />
bit of time working with Holliday when<br />
he was their RCMP commander.<br />
Fehr stated it was obvious Holliday<br />
was very passionate about community<br />
policing, “...and having the community<br />
be part of the solution.”<br />
Mayor Fehr stated he was surprised<br />
and saddened to hear of Holliday’s<br />
sudden passing. “A big loss, really,”<br />
said Fehr. “A wealth of experience and<br />
information that you don’t just<br />
replace.”<br />

‘Pie in the sky’<br />
energy industry<br />
Dear Editor,<br />
The commitments being made by our<br />
exalted ruler over his half-baked<br />
investment plans for hydrogen production<br />
would be laughable were it not for<br />
the tremendous cost to the rest of us for<br />
another ideologically driven and<br />
blunderous pursuit of yet another “Pie<br />
in the Sky” energy industry, parallel to<br />
what we already have and will still<br />
require.<br />
Reality is that even though the<br />
burning of hydrogen produces virtually<br />
no CO2, the production of it does.<br />
In fact the fossil fuel energy required to<br />
produce hydrogen closely approaches<br />
the equivalent as the energy available<br />
from it.<br />
Additionally, hydrogen is problematic<br />
to store requiring thick, heavy and<br />
expensive, extreme pressure containment<br />
vessels of exotic alloys in order to<br />
combat an effect this gas has on metals,<br />
known as hydrogen embrittlement.<br />
About the last thing I would want if<br />
operating a hydrogen vehicle would be<br />
an extreme high pressure and brittle<br />
fuel tank. Maybe should get on some<br />
Kevlar underwear.<br />
Onboard containment weight, as well<br />
as safety are seriously prohibitive factors.<br />
And H2 fuel cells pose a whole<br />
‘nother set of problems particularly in<br />
cold countries such as Canada.<br />
It was well understood by our<br />
Industrial Revolution forebears, there<br />
are no straightforward means around<br />
optimal fuel choices, which is why gasoline<br />
and diesel have long since been<br />
settled upon as the ideal overland<br />
transport fuels in terms of reliability,<br />
economy and safety.<br />

unlike the flammability and fire<br />
hazard of gasoline or diesel which is<br />
governed by octane rating and the<br />
availability and feed rate of surrounding<br />
oxygen (which usually buys a<br />
window of time for egress), in the case<br />
of an EV dead short occurring, particularly<br />
under relatively high voltage,<br />
(36Volts-DC and up), the onboard contained<br />
electrical energy will unload at<br />
1/100th the speed of light, thereupon<br />
rapidly transforming into heat.<br />
Especially serious if the dead short<br />
occurs inside the battery.<br />
Design requirements for high energy<br />
density means the plates are placed<br />
close together increasing the chance of<br />
battery overheating or plates touching.<br />
Cracks in the casing due to aging or<br />
deterioration can introduce water<br />
which can easily cause a lithium-ion<br />
battery to ignite.<br />
Highway collisions also pose a high<br />
risk of battery internal dead shorting,<br />
ensuing fire and possible explosion. If<br />
the collision doesn’t do you in, the battery<br />
just might.<br />
Some people have similarly had the<br />
unpleasant experience of having their<br />
cell phone spontaneously burst into<br />
flames. An EV on board lithium-ion<br />
battery typically carries 10,000 times<br />
the kilowatt-hours energy as a cell<br />
phone.<br />
Now, for the cause of cashing in on<br />
subsidization by my fellow taxpayers,<br />
would I still wish to strap my asset<br />
down to an onboard lithium-ion<br />
battery?<br />
Would I stand by and watch my<br />
grand-kids being buckled into a bewheeled<br />
electric mobile toaster oven.<br />
Sure I would. On a cold day in Hades.<br />

great opportunity for the residents of<br />
Alberta. Something we as residents<br />
have been asking for.<br />
As a resident of the County of<br />
Paintearth I am in full support of<br />
giving a voice to municipalities while<br />
protecting residents. Our County continues<br />
to bleed resident’s with our<br />
division losing over 20 since the last<br />
municipal elections.<br />

The County of Stettler Municipal<br />
Planning Commission (MPC)<br />
approved a subdivision application<br />
that according to one of their planners<br />
somewhat intended to undo a previous<br />
subdivision. The decision was made at<br />
the Jan. 25 regular MPC board<br />
meeting.<br />
The MPC is comprised of members<br />
of county council and is chaired by<br />
Coun. James Nibourg.<br />
Board members read a subdivision<br />
application presented by County of<br />
Stettler planner Craig Teal. The application,<br />
filed by Scott Charles involved<br />
property described as Lot 1, Block 1,<br />
Plan 092 7925 and Lot 2, Block 1, Plan<br />
092 7925 within the<br />
W1/2-12-41-17-W4M.<br />
The application also noted the size of<br />
the parcels involved were 80.04 acres<br />
in Lot 1 and 195.45 acres in Lot 2.<br />
“The subject property is located<br />
approximately 17.5 kilometres southeast<br />
of the Village of Donalda. The<br />
subject property abuts Range Road 17-1<br />
to the west, with Lot 1 also abutting<br />
Township Road 41-2 to the north.”<br />
Teal stated this<br />
application in some<br />
ways proposes to<br />
undo some work of a<br />
previous subdivision.<br />
Teal stated that for<br />
whatever reasons the<br />
previous owner<br />
increased the size of<br />
one parcel and lowered<br />
the size of<br />
another.<br />
In 2<strong>02</strong>2 a third<br />
parcel was created on<br />
the west side of the<br />
property.<br />
Teal noted the current<br />
owner would<br />
like to essentially<br />
restore the original<br />
boundary between<br />
the two primary parcels.<br />
The third parcel<br />
would be left<br />
untouched.<br />
“In 2007, the NW12<br />
and the SW12 were<br />
subdivided as part<br />
of an estate, for<br />
which...80 acres of<br />
the NW12 were combined<br />
with the<br />
SW12,” stated the<br />
agenda memo.<br />
“The resulting<br />
titles were Lot 1<br />
and Lot 2.<br />
“The applicant<br />
owns both properties,<br />
Lot 1 and<br />
2. Lot 1 is owned<br />
under his corporation,<br />
whereas<br />
Lot 2 is under his<br />
private<br />
ownership.<br />
The applicant<br />
proposes to reestablish<br />
the<br />
initial quarter<br />
section line<br />
between the<br />
NW12 and SW12<br />
in order to allow<br />
for clearly<br />
defined uses of<br />

acres to create a full quarter<br />
section that will be used for<br />
grain production under corporate<br />
ownership.<br />
Lot 2, which already has<br />
one acreage removed from<br />
the quarter section would<br />
serve as a recreational property<br />
for pasture purposes<br />
under private ownership.”<br />
Teal stated that county<br />
staff working with Parkland<br />
Community Planning<br />
Services (PCPS) had no concerns<br />
about the application,<br />
but one small issue did<br />
arise.<br />
“The one oddity that did<br />
come up is the access to the<br />
remaining parcel to the<br />
south,” said Teal, who<br />
pointed out the problem<br />
with the access is that there<br />
isn’t an access. It turns out<br />
the access belongs to the<br />
parcel approved in 2<strong>02</strong>2.<br />
Teal stated the applicant<br />
has two options, including<br />
working with his neighbour<br />
to share the access or developing<br />
a new access for his<br />
agricultural operation.<br />

County approves agreement with Starland,<br />
but wording ‘concern’ mentioned<br />

Kneehill County council approved<br />
what is usually a low-key process with<br />
a neighbouring municipality, but this<br />
time it included a debate over wording<br />
concerns.<br />
The approval of the Starland<br />
County/Kneehill County<br />
Intermunicipal Development Plan<br />
(IDP) bylaw occurred at the Jan. 24<br />
regular meeting of council.<br />
The proposed bylaw, which had<br />
passed first reading at a prior meeting,<br />
was presented by Barb Hazelton, manager<br />
of planning and development. She<br />
explained IDPs were originally mandated<br />
for municipalities which share a<br />
common boundary by the provincial<br />
government but the requirement was<br />
tweaked a bit later to allow municipalities,<br />
through mutual agreement, to<br />
waive IDPs.<br />
“Originally Starland County and<br />
Kneehill County agreed to be exempt<br />
from the requirement to have an IDP,”<br />
stated Hazelton’s summary. “Upon<br />
further reflection and due to the<br />
potential increase for proposed development<br />
on marginal lands that many<br />
municipalities are facing, it was determined<br />
that a more regional approach<br />
to this plan area would be beneficial.<br />
“Implementing a plan will ensure<br />
that identified areas will be viewed<br />
with a regional perspective. By<br />
adopting a plan that contains both<br />
guidelines for future uses as well as<br />
agreed dispute mechanisms, municipalities<br />
can reach agreement without<br />
negative impacts on either<br />
municipality.<br />
“From the perspectives of both<br />
municipalities, enhanced management<br />
of the identified land within the<br />
IDP area will prove advantageous for<br />
the long-term interests of the municipalities<br />
and their residents.”<br />
Hazelton stated that the original<br />
intention of IDPs was to encourage a<br />
collaborative approach to development.<br />
She also noted in her report that<br />
public hearings and joint meetings<br />
were held regarding the IDP.<br />
“The IDP was adopted by Starland<br />
following their public hearing on Dec.<br />
14, 2<strong>02</strong>2,” stated Hazleton. “Their<br />
council did not have any issues with<br />
the draft as presented and public feedback<br />
was addressed during the<br />
hearing.<br />
“Administration is recommending<br />
that the bylaw be adopted as<br />
presented.”<br />
However, it seemed at least one<br />
Kneehill councillor did have an issue<br />
with wording within the IDP. When<br />
discussion began Coun. Ken King<br />
stated he was aware of at least one<br />
Kneehill councillor who had concerns<br />
with a word or wording within the<br />
IDP, but now that Starland already<br />
passed all readings of their bylaw it<br />
appeared that concern couldn’t be<br />
addressed.<br />
King stated he felt councillors<br />
should discuss the issue before voting<br />
on any more readings of this bylaw.<br />
County Chief Administrative<br />
Officer (CAO) Mike Haugen confirmed<br />
in an email to the <strong>ECA</strong> <strong>Review</strong> Jan. 26<br />
there was a concern regarding opportunity<br />
to comment on potential<br />
developments.<br />
“There had been some discussion in<br />
committee about some of the wording<br />
in the resource extraction and renewable<br />
energy development section,”<br />
stated Haugen. “Specifically they contemplated<br />
changing the word<br />
‘contemplate’ to something else in subsection<br />
3 (...however there is an<br />
opportunity for a municipality to contemplate<br />
issues not previously<br />
considered by the AUC...).<br />
“In the end they determined that<br />
‘contemplate’ still achieved the<br />
intended purpose of giving each<br />
municipality the ability to raise any<br />
concerns for developments occurring<br />
within the plan area. Their overall<br />
concern was ensuring the ability to<br />
have notice and provide comment on<br />
potential developments.”<br />
Hazleton acknowledged a concern<br />
had been voiced with some wording<br />
within the IDP and pointed out much<br />
of the lands included in this agreement<br />
are crown lands and that the opportunity<br />
for development in those areas<br />
was “very slim.”<br />
Coun. Carrie Fobes noted she had a<br />
concern with wording in the IDP,<br />
saying she knows there is crown land<br />
in that area but there are also residential<br />
properties that belong to Kneehill<br />
County taxpayers that could be<br />
affected by future development.<br />
Fobes stated she struggled with the<br />
idea developments could be passed, “...<br />
without even a conversation.”<br />
King noted he was ready to vote on<br />
the bylaw but wanted to make sure<br />
everyone else on council was equally<br />
comfortable.<br />

Elsie G. Bish (nee Price)<br />

It is with heavy hearts that we<br />
announce the passing of our<br />
mother Elsie Bish. She passed<br />
away peacefully with her<br />
family by her side in Stettler<br />
Acute Care on Jan. 16, <strong>2<strong>02</strong>3</strong> at<br />
the age of 92.<br />
Elsie was born in<br />
Forestburg, Alta. on Feb. 15,<br />
1930 to her loving parents<br />
Voila and Ernest Price. Elsie<br />
married Wesley Bish and lived<br />
in Forestburg for 69 years and Bish<br />
had three sons.<br />
Left to cherish her memory<br />
are her children Percy (Peggy), Dale<br />
(Jean), and Russ (Louise); seven<br />

the report to council and<br />
confirmed the applicants wished to<br />
divide the empty lot and combine each<br />
half with their own existing residential<br />
lot.<br />
Teal pointed out the subdivision if<br />
granted wouldn’t quite meet lot size<br />
requirements for the zoning outlined<br />
in the land-use bylaw (LUB). Teal<br />
stated if the subdivision was granted<br />
and the empty lot combined with the<br />
two existing lots, the two existing parcels<br />
would be boosted over the<br />
recommended 1,000 square meter<br />
limit.<br />
Teal stated the location in question<br />
is a “...unique setting” located along an<br />
elbow and staff felt that even though<br />
the two existing parcels would be<br />
bigger than recommended it would be<br />
hardly noticeable.<br />
However, Teal did note that approval<br />
of the subdivision requests would<br />
require a relaxation of the lot size<br />

Another issue popped up noted Teal,<br />
that of the existing services for the<br />
empty lot. Teal stated it’s uncommon<br />
for empty lots to be subdivided and<br />
combined with others when they have<br />
existing services.<br />
Teal stated the County of Stettler<br />
Public Works department was consulted<br />
and they advised as a condition<br />
of the subdivision the services should<br />
be closed off to avoid cross<br />
contamination.<br />
Coun. Nibourg asked who pays for<br />
the services to be closed off, to which<br />
Teal answered the applicants pay all<br />
costs, adding that the County of<br />
Stettler will examine the work before<br />
it’s buried to ensure it meets<br />
requirements.<br />
Coun. Ernie Gendre asked about the<br />
job of combining the land titles,<br />
including the costs of that work. Teal<br />
again responded the applicants pay all<br />
land title costs.<br />
Gendre also asked about what could<br />
happen in the future if that divided lot<br />
is subdivided off to become a separate<br />

THERESETTA SCHOOL NEWS<br />
Students enjoyed virtual dino safari<br />

Happy New Year from the students<br />
and staff at Theresetta! After an<br />
incredibly cold end to 2<strong>02</strong>2, we have<br />
been enjoying the milder temperatures,<br />
along with a number of<br />
engaging educational activities to<br />
begin the new year.<br />
The kindergarten students have<br />
been learning all about dinosaurs.<br />
They made their own fossils and dinosaur<br />
eggs, as well as reading plenty of<br />
interesting books. They even became<br />
authors, writing some great dino<br />
stories!<br />
The students enjoyed going on a virtual<br />
Dino Safari on Thurs. Jan. 28 with<br />
a leader from the Royal Tyrrell<br />
Museum.<br />
Mr. Fetaz made science class a lot<br />
more interesting when he culminated<br />
the chemistry units in Grades five, six<br />
and nine by blowing up gummy bears!<br />
The rationale was to demonstrate<br />
exothermic reactions and how they<br />
can be sped up with a catalyst; and<br />
how we should be happy that sugar<br />
doesn’t release its energy this quickly<br />
in our bodies!<br />
Mrs. Standing and the junior high<br />
drama class have been working hard<br />
on their end-of-term performance of<br />
their play, “Smarty Pants”. The students<br />
have put in a great deal of effort<br />
and are excited to perform for a live<br />
audience.<br />
The elementary students have appreciated<br />
the opportunity to participate in<br />
Kids Club every Wednesday after<br />
school, where they engage in various<br />
crafts and games. They were also able<br />
to enjoy a day of skiing at the Valley<br />
Ski Hill on Fri. Jan. 27.<br />
Junior high basketball is in full<br />
swing and both the girls’ and boys’<br />
teams are off to a great start. They are<br />
undefeated after playing against<br />
Coronation and Consort.<br />
The Knights curling team, along<br />
with some Castor Club curlers and the<br />
Gus Wetter curling team had the<br />
opportunity to take in a draw at the<br />
Pinty’s Grand Slam Bonspiel that was<br />
being held in Camrose.<br />
The young curlers got to watch<br />
games between teams from countries<br />
including Canada, USA, Norway and<br />
Scotland. It was a fun event to attend<br />
and they enjoyed getting to see some<br />
awesome shots executed by many<br />
teams. Some of the Theresetta students<br />
were even noticed in the crowd by one<br />
of the Team Horgan players and managed<br />
to get a photo with him at the end<br />
of the game!<br />
Gus Wetter students joined us, as<br />
our parent council and local FCSS<br />
brought in guest speaker, Kelly<br />
Strandquist, to provide grade appropriate<br />
sessions on the important topic<br />
of mental health on Jan. 20.<br />
A busy day for the music classes as<br />
Grades three to six students had their<br />
monthly visit to Long Term Care on<br />
Tues. Jan. 24 where they entertained<br />
the residents with songs, handbells<br />
and a bucket drumming performance.<br />
The Kindergarten, Grades one and<br />
two students went to the Lodge where<br />
they sang and had fun challenging the<br />
residents to guess which mystery<br />
songs they were playing on their<br />
boomwhackers.<br />
All students from K-9 gathered in<br />
the gym on Tues. Jan. 24 with food<br />
bank donation items they had been<br />
collecting in their classrooms for the<br />
past two weeks.<br />

them off to the Castor<br />
Food Bank.<br />
Classes competed<br />
as teams to build the<br />
tallest tower out of<br />
their food and one<br />
classroom item they<br />
chose to include. The<br />
teams got creative by<br />
grabbing chairs,<br />
desks, and even a<br />
very tall teacher, to<br />
aid in making their<br />
towers the tallest.<br />
Thanks to some<br />
strategic stacking<br />
and the long arm<br />
span of Mr. Fetaz, the<br />
Grade 5/6 class was<br />
able to build the<br />
tallest tower out of all<br />
the classes. With a<br />
few minutes left, students<br />
from all grades<br />
joined together to try<br />
and make a tall tower<br />
from all food items collected and with<br />
the help of some tall junior high students,<br />
the group was able to build a<br />
very high, but very unstable tower.<br />
The food was then stacked and<br />
prepped to be taken to the Castor Food<br />
Bank to restock their shelves after<br />
their busy holiday season.<br />
