Important message to parents, and foster andkinship carers, about COVID-19 and vaccinationsFrom Acting Chief Practitioner, Leanne BlackDear parents, foster and kinship carers,From 10 January 2022, children five and over areeligible for a COVID-19 vaccine. It is our priority to doall we can to keep children in care safe and well, so it iscrucial that they are vaccinated. To find the nearestvaccination location, go to covid19vaccine.qld.gov.au.Our Child Safety Officers will support all children andyoung people aged five years old and over to bevaccinated. As parents and carers, I hope someone hasspoken to you about this plan. Please reach out to yourchild safety office if you have any questions. If you haveconcerns about the vaccination, please visit theAustralian Government Department of Health websiteor the Queensland Health website for the informationyou need.I want to reiterate the steps departmental staff havebeen asked to take to keep children safe and wellduring the pandemic.ConsentWhere a young person is capable of making aninformed decision about their immunisation, this will berespected.Queensland Health’s Guide to Young Person InformedConsent gives some general guidance around informedconsent guidelines for different age groups:Young people aged 12—17 years ‘may be MatureMinors/Gillick competent. This means that a youngperson may be able to give consent for vaccination.This is dependent on the individual young person’.Children aged 5—11 years ‘cannot be MatureMinors/Gillick competent. This means that a childcannot give consent for vaccination’.If the child cannot consent, the child’s carer orresidential care worker can sign a consent form on theirbehalf if they are subject to the Chief Executive’sguardianship. If a parent retains guardianship, we willask that you [i.e., the child's parent] sign this for yourchild (if the child cannot consent themselves) and if youare worried about the vaccine, we can arrange for youto discuss this with a GP.For those parents who retain guardianship and will notsign the consent form for children who cannot consentthemselves, Child Safety will ask a health practitionerto assess the suitability of the child receiving the vaccineand administer the vaccine using the authority of the ChildProtection Act 1999, section 97(3) (Request to medicallyexamine or treat a child) if this is assessed to be in theirbest interest. I encourage you to discuss your concernswith your child safety officer and a doctor. Current expertmedical advice is clear that the vaccine is safe andappropriate for children and young people five years andolder and therefore the department accepts this advice.Aboriginal and Torres Strait Islander Health ServicesWe acknowledge that Aboriginal and/or Torres StraitIslander children and young people may feel much morecomfortable receiving their vaccine from an Aboriginaland Torres Strait Islander Health Service and this will befacilitated as requested.As the safety of young people in care is our highestpriority, the department’s position is firm. All eligibleyoung people should be vaccinated to keep them safe andhealthy.
