“Olympic Values”: As President of the European Olympic Committees, he is spearheading the effort
to create a European Games involving 49 European delegations. Europe remains the only continent
without a non-Olympic game competition. The creation of the European Games might create
controversy in replacing current competitions like the European Athletic Championships.
In 2008, Hickey honoured the often controversial President of Belarus, Alexander Lukashenko, for his
contributions to the Olympic movement. Lukashenko’s leadership has been self-described as
“authoritarian.” He altered the Belarusian constitution to allow himself to serve an unlimited amount
of presidential terms. His secret police force, the KGB, has been known to quell political opponents
