Opening of GA and welcome by the host<br />

Jose Maria Zabala, Director <strong>General</strong> of Zabala Innovation Consulting and host of the meeting opened the<br />

<strong>General</strong> <strong>Assembly</strong>.<br />

Welcome in the new premises of Zabala in Pamplona and presentation of Zabala Innovation Consulting.<br />

Zabala also presented the innovation landscape in Spain and the related innovation policy programmes.<br />

The agenda (copy at the end of these mintues) was presented and approved by the <strong>General</strong> <strong>Assembly</strong>. Due<br />

to the late arrival of the President (flight cancelled) the agenda was reshuffled to start with the presentation<br />

of the applicant members.<br />

The minutes of the last GA were also approved.<br />

Presentation of applicant members<br />

1) Atlantis Consulting Cyprus, as full member<br />

2) iCons Italy, as associate member, basic membership package<br />

3) Weaga, Switzerland, associate member (since outside EU), basic membership package.<br />

Decision: The <strong>General</strong> <strong>Assembly</strong> accepted unanimously the applications of the three consultancies.<br />

The acceptance of the application of PlanAir, Switzerland, as associate member with full membership package<br />

has been voted on electronically. PlanAir has been absent from the <strong>General</strong> <strong>Assembly</strong> due to their 20 th<br />

Anniversary celebration the same day.<br />

The Dutch consultancy Van der Meer & van Tilburg also presented at the <strong>General</strong> <strong>Assembly</strong> with the aim to<br />

make first contact and to meet the members of <strong>Greenovate</strong>! <strong>Europe</strong>. Members have been positive regarding<br />

the profile of the consultancy should they choose to apply for membership with the EEIG.<br />

Updated strategy of <strong>Greenovate</strong>! <strong>Europe</strong><br />

Serge Galant presented the state of play with regard to the strategy of the group. Several strategy meetings<br />

had been taking place and <strong>Greenovate</strong>! members had been assigned to various strategic areas.<br />

Serge pointed out that the orientation towards corporate investors failed and that a more convincing<br />

approach had to be chosen.<br />

1) Greening industries<br />

Udo Sievers referred to the session on Open Innovation for this items and also presented the concept of<br />

Green SME Networks that is currently used in Germany to provide access to advice for a small number of<br />

companies from the same sector. The advice is pooled and each company can access it at any time, with<br />

any relevant problem.<br />

2) Cleantech clusters and incubators<br />

Astrid Severin reported that a first mapping of cleantech clusters and their areas of specialisation as well<br />

as “target markets” for internationalisation had been developed within the framework of the EcoCluP<br />

project proposal (<strong>Europe</strong> INNOVA cluster cooperation). The project is currently under negotiation and<br />

represents an excellent platform for access to 13 of <strong>Europe</strong>’s best cleantech clusters.<br />

Decision: the G!E Management shall seek to enter in cooperation with the EcoCluP clusters to propose its<br />

innovation support services.<br />

3) Regional policy<br />

George Strogylopoulos explained that currently the timing would be favourable to come forward with a<br />

range of green policy instruments for eco-innovation that might implemented through Structural Funds.<br />

Next year the mid-term review of the structural funds will take place and policy makers are looking for<br />

fresh ideas for the second term and for intelligent ways to spent money now.<br />

He proposed to develop a catalogue of instruments that G!E can offer and to provide a list of the services<br />

that the G!E members are able to carry out. This catalogue should be presented to Greek policy makers<br />

and could also be used with managing authorities in other countries.<br />

Decisions: George Strogylopoulos shall coordinate the gathering of input into a document presenting in<br />

brief various potentially suitable instruments. All members are invited to contribute.<br />

4) Corporate investors<br />

Regarding investors, the strategy depends directly on the discussion on Open Innovation and was<br />

therefore not discussed separately.<br />

5) Research2Market<br />

Katharina Krell explained that several activities had been taking place to stimulate this strategic priority:<br />

a) Individual e-mailing to EUREC members proposing G!E as partner in FP7 proposals in charge of the<br />

exploitation of R&D results work package. This had spontaneously a very good response, G!E<br />

received expressions of interest and was invited into two FP7 proposals.<br />

b) Mass mailing to existing FP6 and FP7 project did not bring about any tangible results<br />

c) Seminar with ERRIN towards research intensive regions to stimulate interest in the area of<br />

commercialisation of research results (to take place on 25 June 2009, in Brussels). As a result it is<br />

hoped that a range of INTERREG projects can be developed with the cooperation of G!E members.<br />

Decision: proposing G!E as exploitation partner in FP7 proposals shall be continued by all members.<br />

New project and initiatives<br />

A range of new projects and initiatives has been presented. The EC proposals that have been won (currently<br />

mostly in the stage of negotiation) represent an overall potential contractual value of 3 million Euro in<br />

favour of the members and about 270,000 Euro in favour of the G!E secretariat.<br />

More details on the various projects can be obtained from the “G!E reporting” presentation.<br />

1) 7 th Framework Programme<br />

• EXPLOIT: Proposal to promote the market uptake of FP6 and FP7 environmental R&D results. Co-written<br />

with Mario Martinoli from iCons. Not selected for funding.<br />

• AQUAFUEL: Sustainable production of biofuels and biochemical’s from aquatic biomass. G!E partner in the<br />

second round of this FP7 project. Results outstanding. Project in final shortlist.<br />

• PRONANO: Exploitation and commercialisation of research results from nano material research. Project<br />

under negotiation, selected for funding.<br />

• CARBOREFINERY: large FP7 R&D proposal with G!E as partner in charge of exploitation. Participation was<br />

offered to us following the mailing to Katharina’s former R&D contacts. Still under evaluation.<br />

2) Competitiveness and Innovation programme<br />

• GreenConServe (Greening construction services): is currently under negotiation.<br />

• ReMAKE (Resource efficiency and manufacturing: is currently under negotiation<br />

• EUWIN Innovation Academy and Repository: has not been selected.<br />

• EcoCluP: EcoCluster cooperation: is currently under negotiation.<br />

• KIS PIMs project is now in its second year and the calls for companies to obtain vouchers have been<br />

launched in all three countries (Austria, Finland and France). Accreditation of consultants is currently<br />

under preparation. The fist consultants are expected to be accredited by the end of 2009; G!E members<br />

will be invited for the first accreditation session planned for end of 2009.<br />

3) Other initiatives<br />

• Robin Lane (ORION) presented the outcome of the tender with the NorthWest Regional Development<br />

Agency which was submitted and implemented by Orion in collaboration with G!E.<br />

• George Strogylopoulos presented the outcome of the G!E tour to Greece which has been receiving very<br />

good feedback. G!E presented the green vouchers and other tools to relevant ministries and the newly<br />

founded renewable energy fund LogoVentures.<br />

• Michael Heidenreich briefly explained about his participation and presentation of G!E and the green<br />

vouchers schemes (KIS PIMS) at the Renewable Energy Seminar of Bird&Bird in Prague.<br />

• Astrid Severin reported on the presentation of G!E at the 2 nd Transatlantic Green Platform in La Baule,<br />

France. G!E had been involved in moderation, jury duty and investor-readiness training (both with Uffe<br />

Bundgaard-Joergensen) as well as recruitment of investment seeking ventures. The participation in next<br />

year’s event has to reconsidered due to the organisational problems of the event. However, good<br />

contacts have been made with companies that have been interested in participation in the eco-innovation<br />

call with the EACI.<br />

• Astrid Severin outlined the aims and objectives of the workshop with ERRIN. Please see above.<br />

Financial update<br />

Katharina Krell presented an update of the income statement (P&L) as of 15 June 2009 for acknowledgement<br />

as well as a first draft for 2010 taking into account the newly acquired project incomes. She formally asked<br />

the <strong>General</strong> <strong>Assembly</strong> of G!E for permission to employ one new staff member and to rent office space for<br />

accommodation of an additional person. The new staff would cost ca. 50,000 Euro p.a. and would be offered<br />

a 2 year contract. The motivation for a new employee is to allow G!E to comply with its new contractual<br />

obligations with the EC whilst maintaining the high quality services for the members. The President asked to<br />

check if Managing directors are legally in a position to instruct a direct employee of <strong>Greenovate</strong>! <strong>Europe</strong> – this<br />

is the case 1 .<br />

Decision: The <strong>General</strong> <strong>Assembly</strong> approved the request to employ a new staff member for 2 years and to rent<br />

the necessary office space.<br />

Open innovation<br />

Udo Sievers made a full-fledged presentation on Open Innovation and proposed that G!E reorganised its<br />

service offer according to Green Open Innovation starting with a complete review of the marketing material<br />

and presentation. This goes in line with both the approach towards investors and the policy instruments<br />

required for regional policy makers.<br />

Decision: the G!E communication material shall be adapted to the new orientation. Udo Sievers shall lead the<br />

Open Innovation task force.<br />

Planning 2 nd half 2009<br />

• <strong>Europe</strong> INNOVA Annual Conference will take place from 22-24 September in Crete, Greece. Responsible<br />

G!E partner is Logotech Greece.<br />

• The <strong>General</strong> <strong>Assembly</strong> decided that the Group should become member in the Joint Technology Initiative<br />

“Manufuture”. Yearly membership fee is 1000 Euro. Secretariat to prepare the application. Responsible<br />

G!E partner is i.con innovation, Germany.<br />

• A workshop for ZVO will prepared in the 2 nd half of 2009. A preparatory meeting will take place in<br />

Germany, 14-15 July 2009. Astrid Severin to attend. Responsible G!E partner is i.con innovation,<br />

Germany.<br />

• Astrid Severin informed about the eco-innovation call issued by the EACI and an excellent occasion to<br />

boost the market uptake of eco-innovative technologies. The call will close on 10 September 2009.<br />

Fostering cooperation between members<br />

Under this new format, each member had the occasion to present interesting projects and ideas for<br />

cooperation, requests for partners. It was suggested to consider adding half a day to the next <strong>General</strong><br />

<strong>Assembly</strong> in order to allow a ‘light’ match-making between members.<br />

- Zabala: Presented three projects for proposals under the EACI call.<br />

- Atlantis: EACI call project on green golf courses, sustainable construction nd creation of water from<br />

humidity in the air.<br />

-Logotech: Looking for innovative RE projects for LogoVenture fund in Greece<br />

- <strong>Greenovate</strong>! sprl: Looking for advice in the creation of a eco-innovation fund in Brazil. Also looking for<br />

partnering suggestions in preparation for a visit to US cleantech clusters and organisations.<br />

Decision: this kind of short presentation of ideas for cooperation should be kept at future <strong>General</strong> Assemblies.<br />
