A Stronger Digital Europe?<br />
The state of play<br />
In 2019, for our previous manifesto,<br />
A Stronger Digital Europe, we outlined KPIs<br />
that would tell us by 2025 if Europe was on<br />
the right path. This approach influenced<br />
the Commission’s own target-led approach<br />
in its Digital Decade strategy. The below<br />
assessment takes into account both sets<br />
of KPIs, as well as recent survey data. All<br />
statistics come from the Digital Decade<br />
Report 2023 unless otherwise stated.<br />
On track<br />
<strong>DIGITAL</strong> GOVERNMENT<br />
In 2021, 33.5% of citizens were able to book an<br />
appointment with a doctor or nurse online, hitting<br />
our 2025 target of 30% 1 .<br />
Our target for 75% of EU citizens using<br />
eGovernment services and 70% using online forms<br />
by 2025 looks set to be reached.<br />
100MBPS BROADBAND<br />
We are on track to reach our target of 70% of<br />
European households having access to 100Mbps<br />
by 2025, although overall, the connectivity picture<br />
is not so rosy.<br />
