Miller to complete<br />

upwards of six new<br />

across the East<br />

Midlands during<br />

this calendar year.<br />

The developer, who<br />

is currently building new homes across its regional home county of<br />

Derbyshire, as well as in Leicestershire and Nottinghamshire, is set to<br />

finish work at multiple sites with the cumulative total of more than 900<br />

new homes fully delivered by the end of <strong>2024</strong>.<br />

Work is set to be completed at developments in Sileby, Quorn and<br />

Great Glen in Leicestershire, as well as Mickleover and Smalley in<br />

Derbyshire, and Keyworth, Nottinghamshire.<br />

The end of these sites will pave the way for the national housebuilder<br />

to commence construction at new developments across the region, with<br />

new homes coming soon in areas including Newark and Woodthorpe,<br />

as part of the developer’s regional growth plans in the East Midlands<br />

gathers momentum.<br />

Tom Roberts, regional operations director for Miller Homes East<br />

Midlands, said: “Our ultimate aim within the East Midlands is to have<br />

the perpetual delivery of new housing across multiple developments<br />

in some of the region’s most desirable locations, and so we are really<br />

encouraged by the progress we’re making at our new and existing sites<br />

as we move into <strong>2024</strong>.<br />

Miller Homes is building 195 homes at Highgrove Fields in Sileby, 105<br />

homes at Orchard Park in Quorn and a further 170 homes have already<br />

been completed at Regal View in Great Glen, Leicestershire.<br />

to be flattened to make<br />

way for 50 new homes<br />

and road<br />

AS REPORTED IN THE LEICESTER MERCURY, arts of a<br />

city estate can be flattened to make way for new council<br />

housing. Leicester City Council has approved its own plans<br />

for the Stocking Farm estate, in Marwood Road, in the<br />

north west of the city.<br />

The project is part of the council’s bid to build new, “affordable” homes<br />

across the city to help ease the growing demand on its housing waiting list.<br />

A number of buildings across the site, including the community hall, Best<br />

One store and the Health Living Centre, will be demolished to create space<br />

for the new homes.<br />

The garages on the land have already been taken down, Leicester City<br />

Council said. The main 1950s block of shops, which face onto Marwood<br />

Road, will be kept, along with the maisonettes over them, the plans show.<br />

However, the single-storey 1960s extension to the rear will be demolished.<br />

A new staircase will then be built to access them and new bin and bike<br />

storage is also proposed for the maisonettes.<br />

The demolition work will create space for 50 new homes. These will be a<br />

mix of 20 two and three-storey houses and 24 flats. They will range from<br />

one and two-bed flats to two to four-bed houses.<br />

The 19th Century Stocking Farm Farmhouse will be converted into six<br />

assisted-living flats under the plan. All of the homes on the estate will be<br />

council housing, documents state, and a number of them will be made<br />

accessible, for people with mobility problems.<br />

A new road will also be created through the estate, running from Marwood<br />

Road to Packwood Road. This will be predominantly one-way, save for at<br />

the southern tip where two-way traffic will be allowed to provide access to<br />

the homes around the farmhouse.<br />

The majority of the parking for the newly developed estate will be on street<br />

and unallocated parking, meaning most homes will not have set parking<br />

spaces. However, spaces will be designated for the accessible homes and<br />

the farmhouse. Car parking will be retained for the community shop that<br />

currently exists on the site and which is also set to be kept.<br />

November 2023 demonstrate a<br />

worrying trend emerging in the<br />

UK construction industry - that<br />

the Repair, Maintenance and<br />

Improvement (RMI) sector is<br />

propping up declining growth in<br />

construction activity.<br />

Brian Berry, Chief Executive of the<br />

FMB said: “November once again marks<br />

another month of decline in construction<br />

industry output. While it is positive that<br />

the RMI sector, which makes up the<br />

backbone of the sector, has seen significant growth of 2.1%, this cannot<br />

be a substitute for the delivery of new projects. The Private New Housing<br />

sector and the Infrastructure New Work sector have both seen sharp<br />

declines, which is deeply concerning for the long-term sustainability of the<br />

wider industry.”<br />

Brian Berry continued: “The UK is experiencing a housing crisis, and yet the<br />

Government’s response to date has been limited. Despite positive first steps<br />

being taken by the Chancellor, the measures announced by the Government<br />

so far go nowhere near far enough to tackle the challenges the UK faces in<br />

delivering the vast increase in high-quality housing that the country needs.<br />

We need to see serious action delivered as an urgent priority, as paperingover<br />

cracks can never be a viable solution in the long-term.”<br />

manufacturer Ibstock<br />

to close a brick factory<br />

AS REPORTED IN EAST MIDLANDS BUSINESS LINK,<br />

Ibstock Plc, the Leicestershire-based manufacturer of<br />

building products and solutions, has issued a trading<br />

update for the year ended 31 December 2023, in which<br />

the firm has revealed the closure of its South Holmwood<br />

brick factory.<br />

In the update the business said it had delivered a resilient performance in<br />

its final quarter, in line with expectations, despite a continuation of weaker<br />

market conditions. Ibstock noted the performance in the final quarter was<br />

underpinned by “effective cost reduction action which, in combination with<br />

stable pricing, helped the Group maintain solid margins.”<br />

Full year revenues for 2023 are expected to have decreased by 21%<br />

to approximately £405 million (down from £513 million for 2022), while<br />

adjusted EBITDA is expected to be in line with previous expectations,<br />

reflecting “cost and capacity reduction initiatives and the resilient margin<br />

performance for the year as a whole.”<br />

Due to a challenging market backdrop, expected to continue into <strong>2024</strong>,<br />

during the final quarter of the year Ibstock conducted a comprehensive<br />

operational review, with the objective of aligning its fixed cost base and<br />

capacity to near term demand expectations.<br />

The consequent restructuring plan has included actions to temporarily<br />

reduce capacity across the business, as well as the permanent closure of<br />

the South Holmwood brick factory in Surrey.<br />

The annualised benefit of this restructuring plan will be £20 million, with<br />

around £5 million of this captured in 2023 and the balance to be achieved<br />

in <strong>2024</strong>. The one-off cash cost of the restructuring programme (including<br />

the closure of the Ravenhead brick factory announced in August) will be<br />

around £15 million.<br />

Phase Two will see the creation of a further three new commercial/<br />

industrial buildings to be used for B1 and B2 use class. Construction is<br />

scheduled to begin in Summer <strong>2024</strong> with completion expected in early<br />

2025. When complete, Beauchamp Business Park will feature a series of<br />

freehold and leasehold industrial units ranging from 1,270 sq ft to 10,085<br />

sq ft.<br />

LEGAL & GENERAL Investment Management (LGIM) has<br />

sold Meridian Leisure Park in Leicester to Greenridge<br />

Opportunities LP for £25 million reflecting a yield of<br />

8.50%.<br />

Charterpoint sells care home scheme<br />

to Octopus Healthcare Fund<br />

Charterpoint has sold a 66-<br />

bed care home scheme in<br />

Leicestershire to Octopus<br />

Healthcare Fund.<br />

Work is now starting on site to<br />

build the development at New<br />

Lubbesthorpe, a pioneering new<br />

community in Blaby.<br />

Charterpoint received planning<br />

permission for the scheme, along<br />

with a nearby mixed-use, twostorey<br />

local centre, from Blaby<br />

District Council last year.<br />

Now, in a deal brokered by<br />

Christie & Co, the two and threestorey<br />

care home development has<br />

been sold to Octopus Healthcare<br />

Fund, which invests in best-in-class<br />

care homes across the UK.<br />

secured a deal to sell this site to<br />

Octopus Healthcare Fund who<br />

will now take it forward through<br />

development and to completion.<br />

specialises in developing mixeduse,<br />

THE BUSINESS OWNERS of Swithland’s The Griffin Inn are<br />

investing £1 million into an extensive renovation of the<br />

pub, in conjunction with Everards.<br />

The gastro pub forms part of The Cat & Wickets Pub Company, owned by<br />

ex-England cricketers Harry Gurney and Stuart Broad. Over the past year,<br />

£75,000 has been spent on refreshing the pub’s interiors and creating an<br />

elevated courtyard. A further £1 million is to be spent on further renovations,<br />

with work due to start at the beginning of January <strong>2024</strong>.<br />

The kitchen will be overhauled to double its existing size and will include<br />

fully electric equipment. The Old Stables will be transformed into an<br />

additional dining space within the gastro pub, creating 80 more covers. 30<br />

additional covers will also be created in the courtyard as part of the planned<br />

work.<br />

The management team anticipates a 60% increase in turnover following<br />

the renovations, which will equate to a 60% uplift in available working<br />

hours. As a result, the team anticipate that 20 new jobs will be created<br />

alongside progression opportunities for the existing team.<br />

The management team hope to reopen the pub’s doors in March.<br />

AS REPORTED IN THE LEICESTER MERCURY, former offices<br />

Genesis Homes and its sister<br />

company Russell Armer Homes have<br />

chosen male suicide prevention<br />

organisation ANDYSMANCLUB as<br />

its charity of the year for <strong>2024</strong>, and<br />

will raise money for, and awareness<br />

of, the charity which hosts weekly<br />

sessions welcoming men to open up<br />

about their feelings.<br />

has done nationwide to break down the<br />

The latest figures from the Office of National Statistics revealed that there<br />

are more than 500 suicides recorded within construction each year - the<br />

rate three times higher than the national industry average.<br />

Nicky said: “It is heartbreaking to read the stats about the high level of<br />

suicides in construction. It is an industry dominated by men and measures<br />

need to be implemented to try to reduce this worrying trend.<br />

“For whatever reason, there has always been a stigma around men<br />

showing emotion, talking about their mental health and letting others know<br />

they’re struggling as if it is some sort of weakness.<br />

“What ANDYSMANCLUB does is let men know that it’s not a sign of<br />

weakness. Conversely, it is okay to talk and share your feelings - that to<br />

me shows bravery.<br />

“I have heard so much positivity about ANDYSMANCLUB and how their<br />

weekly sessions can provide lifelines for men having a tough time by<br />

bringing people together every Monday evening and letting them know<br />

they’re not alone in whatever fight they’re fighting.<br />

“The charity has proven that talking can save lives, and we want the<br />

construction industry to throw its weight behind this amazing charity and<br />

that is why we are so passionate about supporting ANDYSMANCLUB as<br />

a business.”<br />

ANDYSMANCLUB was established seven years ago following the death<br />

of Andrew Roberts, who died of suicide at the age of 23, to offer a place<br />

men could gather regularly and talk about their mental health in a nonjudgmental<br />

environment.<br />

The charity now has more than 150 locations throughout the UK, with<br />

further clubs to open in the coming months.<br />

Lucas Whitehead, the Head of Marketing and Partnerships at<br />

ANDYSMANCLUB, said: “Thank you to Genesis Homes for selecting<br />

UK housing market activity on the up<br />

as mortgage rate cuts continue<br />

• Both near term and year ahead sales expectations pick-up for a second consecutive month<br />

• Buyer enquiries indictor now flat with least downbeat reading since April 2022<br />

• House price trend now expected to remain largely flat at the UK level over the year ahead<br />

THE DECEMBER 2023 RICS UK Residential Survey shows activity picking up, and an<br />

improvement on last month’s figures as the trend towards lowered mortgage rates<br />

continues. Near-term sales expectations moved up a touch more positively, while the<br />

longer-term outlook illustrates a market moving out of negativity and into a flatter<br />

environment.<br />

The new buyer enquiries indicator registered a<br />

reading of -3% in December, up from the -13% result<br />

in November, approaching a flat reading. This is the<br />

fourth successive month recording a reduction in<br />

negative buyer enquiry activity, moving into neutral<br />

territory (between -5 % and +5%) for the first time since<br />

April 2022. Similarly, the -6 % result recorded for newly<br />

agreed sales is the least negative figure since March<br />

2022.<br />

Near-term sales expectations for December increased<br />

to +12%, with respondents predicting a solid recovery<br />

in residential sales volumes emerging in <strong>2024</strong>, with the<br />

latest net balance climbing from +24% to +34%. It also<br />

now takes 18 weeks on average to complete a sale,<br />

compared to 20 weeks back in September 2023.<br />

The headline house price gauge posted a reading of<br />

-30 % in December, compared with readings of -41%<br />

and -60% in November and October, respectively.<br />

This result suggests downward pressure on prices is<br />

diminishing, with the latest reading its least negative<br />

since November 2022.<br />

Near-term (three month ahead) price expectations<br />

remain marginally negative, but December’s -13 %<br />

reading again points to an anticipated easing in the<br />

pace of price declines relative to November’s -23%<br />

result. Respondents foresee house prices stabilising<br />

at the national level, posting a net balance of zero in<br />

December against the -10 % recorded in November.<br />

The latest feedback on house price expectations<br />

remains varied across the UK, with respondents from<br />

Northern Ireland, the North West of England, and<br />

Scotland anticipating higher prices on a twelve-month<br />

view.<br />

Tenant demand rose over the month in the lettings<br />

market, posting a net balance of +17% of survey<br />

participants, although demand growth has dipped<br />

noticeably over recent months. Nevertheless, with<br />

landlord instructions remaining scarce, having declined<br />

continuously over the past year, a lack of properties<br />

available on the lettings market continues to underpin<br />

rising rental prices. Consequently,+50% of respondents<br />

expect rents to continue to rise over the near term, with<br />

longer-term projections now pointing to a nearly 4%<br />

increase over the year ahead and for rental growth to<br />

average 5% per annum over the next five years.<br />

RICS Senior Economist, Tarrant Parsons comments:<br />

“With 2023 proving to be a particularly challenging year<br />

for the UK housing market, it appears recent weeks<br />

have seen a little bit of respite emerge. Supported by an<br />

easing in mortgage interest rates of late, buyer demand<br />

has now stabilised, and this is expected to translate into<br />

a slight recovery in residential sales volumes over the<br />

coming months. Nevertheless, the lending climate is<br />

set to remain restrictive compared to much of the post<br />

global financial crisis era next year, meaning any uplift<br />

in activity is likely to be limited for the time being.”<br />

the Aortic Dissection Charitable Trust as its chosen charity<br />

for <strong>2024</strong>.<br />

Dissection is a<br />

which prevents<br />

blood supply<br />

and can lead to<br />

the rupturing of<br />

organs. Seventy<br />

each week in the<br />

UK and Ireland<br />

with only an<br />

average survival<br />

rate of 50%.<br />

Charitable Trust<br />

aims to help raise awareness and funding for research into early detection,<br />

supporting prevention, treatment, and cures for the condition, which if<br />

diagnosed and treated in time, has an 80% survival rate.<br />

Having received a letter from Pauline Latham, OBE MP who has been<br />

writing to local businesses in Derbyshire asking them to support the charity<br />

following the sad loss of her son, Ben, in 2018 from the condition, Group<br />

Chairman, Andy Sewards was keen to pledge G F Tomlinson’s support as<br />

their chosen charity for <strong>2024</strong>.<br />

As part of its commitment to the charity, the contractor will be hosting a<br />

variety of fundraising events from January through to December next year<br />

to help towards prevention and treatment of the condition, in the hope that<br />

it will save many more lives.<br />

Sewards said: “We are honoured to be supporting such a worthy charity<br />

for <strong>2024</strong>. Aortic Dissection is a serious condition and it’s vital that we work<br />

together to raise awareness for its diagnosis and treatment, to prevent<br />

unnecessary fatalities.<br />

“In line with our social value ethics and support for local charities, we will<br />

be planning multiple fundraising events throughout <strong>2024</strong> to ensure that we<br />

help the trust continue with its incredible work for next year and beyond.”<br />

Pauline Latham said: “I am so grateful to G F Tomlinson for their<br />

wholehearted support for Aortic Dissection. Many people don’t know<br />

anything about it until their family is devastated by it. The more we can do<br />

to prevent unnecessary deaths the better. We need better outcomes for<br />

HINCKLEY & BOSWORTH Borough Council’s planning<br />

team continues to out-perform government targets<br />

with over 80% of applications being determined<br />

within eight weeks or within agreed timeframes.<br />

However, as the government measures average performance over<br />

a two-year period, the council’s two-year average performance for<br />

minor applications is now at 62%, which is just short of the 70%<br />

target and as a result the Department for Levelling Up, Housing and<br />

Communities (DLUHC) has written to the council to request information<br />

on performance for minor applications. This is up from 46% for the<br />

two-year average, a level of improvement within the top five councils<br />

nationally.<br />

The council has previously been open about the severe staffing<br />

issues in its planning team in late 2020 until September 2022 which<br />

came at a time when planning applications were at an all-time high.<br />

Since then, new members of staff have joined existing planning<br />

officers to improve the customer focus and response. This means<br />

residents have seen a vast improvement in the responses and updates<br />

to their queries in the last 15 months, while the speed of processing<br />

applications has also increased.<br />

The council now performs consistently above the government’s<br />

performance thresholds for both minor and major applications and has<br />

done since October 2022. As well as this, over 80 per cent of all minor<br />

applications have been turned around within target times since January<br />

2023 which is well above the government’s target of 70 per cent.<br />

Executive Member for Planning Cllr Bill Crooks said: “Unfortunately,<br />

the Government’s reporting tool focusses on a historical two-year<br />

rolling period, years October 2021 – September 2023 and as we<br />

have previously highlighted to the DLUHC and acknowledged publicly<br />

the period of 2021 and into 2022 was a difficult time for our planning<br />

department. However great strides have been made and our current<br />

targets are at the correct level if not higher than government targets<br />

and have been for the past 15 months.”<br />

The development, off<br />

Loughborough Road, in<br />

Rushey Mead ward, will<br />

be made up of a mix of<br />

59 flats and 41 houses.<br />

The properties will comprise<br />

25 one-beds, 43 two-beds, 20<br />

three-beds and 12 four-beds. The<br />

homes, which will sit on former<br />

warehouse land, are all described<br />

as being “affordable”.<br />

The new estate will help ease the<br />

pressure currently on Leicester<br />

City Council’s housing waiting list,<br />

which currently has around 6,500<br />

people on it in need of a suitable<br />

home, developers Nottingham<br />

Community Housing Association<br />

(NCHA) and Owl Partnerships said.<br />

Some 44 of the homes will be let<br />

at an “affordable” rent to people<br />

on that waiting list, and 42 will be<br />

part sold for shared ownership.<br />

That means tenants can buy part<br />

its market value, and pay rent on<br />

the rest.<br />

site – that is, previously developed<br />

through landscaping to become<br />

a new public open space, the<br />

developers said. The habitats along<br />

the river currently provide homes<br />

The Conservation Area Appraisal<br />

for Great Easton defines and records<br />

the facts that give Great Easton<br />

conservation area its special interest and justify its designation. This<br />

will help improve understanding of the historic importance of the area,<br />

how this has shaped its unique character and how it can guide its future<br />

development. The appraisal will help inform the consideration of relevant<br />

planning applications, conservation area and listed building consents as<br />

appropriate.<br />

The consultation on the Local List of Non-Designated Heritage Assets<br />

outlines nine new nominations to add to the Local List. Local heritage lists<br />

play an essential role in building and reinforcing a sense of local character<br />

Construction sector downturn<br />

eases in December<br />

the current phase of decline<br />

began last September.<br />

A sustained slump in house<br />

building was the main factor<br />

holding back construction output,<br />

which survey respondents linked<br />

to elevated interest rates and<br />

subdued confidence among clients.<br />

Improving supply conditions<br />

continued in December, with<br />

delivery times for construction items<br />

shortening for the tenth month in<br />

a row. Price discounting among<br />

suppliers contributed to a moderate<br />

fall in average cost burdens across<br />

the construction sector at the end<br />

of 2023.<br />

At 46.8 in December, the headline<br />

S&P Global UK Construction<br />

Purchasing Managers’ Index<br />

(PMI®) – a seasonally adjusted<br />

index tracking changes in total<br />

industry activity – was below the<br />

neutral 50.0 mark for the fourth<br />

month running. However, the index<br />

was up from 45.5 in November and<br />

the highest for four months.<br />

House building remained the<br />

weakest-performing category of<br />

construction work in December<br />

(index at 41.1), despite the rate of<br />

decline easing to its slowest since<br />

July 2023. Civil engineering activity<br />

(index at 47.0) also posted a softer<br />

pace of contraction at the end of<br />

last year.<br />

Commercial construction<br />

meanwhile declined only modestly<br />

(index at 47.6), but the speed of<br />

the downturn accelerated to its<br />

fastest since January 2021. Some<br />

firms noted that concerns about<br />

the domestic economic outlook,<br />

alongside elevated borrowing<br />

costs, had led to greater caution<br />

among clients.<br />

Total new work decreased at the<br />

slowest pace since the current<br />

period of decline began in August<br />

2023. Subdued customer demand<br />

across the house building sector<br />

was often cited as a factor leading<br />

to reduced order books.<br />

A softer decline in new work and<br />

hopes of a turnaround in demand<br />

conditions during <strong>2024</strong> contributed<br />

to a renewed rise in employment<br />

numbers in December. However,<br />

the rate of job creation was only<br />

marginal.<br />

Mirroring the trend for construction<br />

output, latest data indicated the<br />

slowest fall in purchasing activity<br />

for four months. Where a decline<br />

in input buying was reported, this<br />

often reflected a lack of new work<br />

to replace completed projects.<br />

Lower demand for construction<br />

products and materials resulted<br />

in shorter wait times for suppliers’<br />

deliveries in December. Improving<br />

vendor performance has been<br />

recorded in each month since<br />

March 2023. Survey respondents<br />

often noted that competition for<br />

Finally, latest data indicated<br />

somewhat upbeat business<br />

expectations at UK construction<br />

companies for output levels during<br />

the year ahead. Around 41% of the<br />

survey panel anticipate an increase<br />

in business activity over the course<br />

of <strong>2024</strong>, while only 17% predict<br />

a decline. Anecdotal evidence<br />

suggested that subdued forecasts<br />

for the UK economy were a key<br />

concern, while hopes of reduced<br />

interest rates and a turnaround in<br />

market confidence were factors<br />

cited as likely to boost construction<br />

activity.<br />

Tim Moore, Economics Director at S&P Global Market Intelligence,<br />

which compiles the survey said: “Construction companies<br />

experienced another fall in business activity at the end of 2023 as weak<br />

order books meant a lack of new work to replace completed projects.<br />

House building was the worst-performing area of construction activity,<br />

but even in this segment there were signs that the downturn has started<br />

to ease.<br />

“Elevated borrowing costs and a subsequent slump in market<br />

confidence were the main factors leading to falling sales volumes across<br />

the construction sector in the second half of 2023. Survey respondents<br />

also continued to cite worries about the broader UK economic outlook,<br />

especially in relation to prospects for commercial construction.<br />

“However, expectations of falling interest rates during the months<br />

ahead appear to have supported confidence levels among construction<br />

companies. December data indicated that 41% of construction firms<br />

predict a rise in business activity over the course of <strong>2024</strong>, while only<br />

17% forecast a decline. This contrasted with negative sentiment overall<br />

at the same time a year earlier.” PMI®<br />

Glimmer of hope<br />

improvement in conditions,<br />

a year when we finally start to see<br />

improvement. If the Government<br />

is serious about substantially<br />

boosting the UK’s house building<br />

rates and the wider construction<br />

industry, it must look at this as an<br />

opportunity to make real progress.”<br />

Berry continued: “In recent<br />

months the Government has taken<br />

some modest positive steps -<br />

providing tax cuts which will benefit<br />

small businesses and introducing<br />

new proposals for how the planning<br />

process can be expedited. This<br />

announcement shows promising<br />

signs that the measures will<br />

have a positive impact, but the<br />

Government must not take this as<br />

‘job done’. House building rates<br />

are still continuing to decline, and<br />

a comprehensive action plan is<br />

necessary if the UK is to deliver<br />

on the increased confidence of<br />

construction companies that <strong>2024</strong><br />

will bring a rise in business activity.”<br />

Construction starts edge higher<br />

during last quarter of 2023<br />

UNDERLYING project-starts experienced a slight<br />

upturn during the final quarter of 2023, increasing<br />

4% on the preceding three months when seasonally<br />

adjusted<br />

The value of work starting on-site fell a fifth compared to last year<br />

Residential construction starts increased 14% on the preceding three<br />

months but dropped 8% on 2022 figures<br />

Non-residential project-starts fell 10% during Q.4 2023, down 34% on<br />

2022 figures<br />

Civil engineering work starting on-site were down 4% compared with the<br />

preceding three-month period, and 26% down against the previous year<br />

<strong>2024</strong> commences on a slightly more positive note, following a universally<br />

grim 2023. Seasonal factors helped drag the value of project-starts down<br />

during the final three months of the year. However, when seasonally<br />

adjusted, starts actually rose 4%, compared to Q.3.<br />

Even more encouragingly, some verticals rallied, especially private<br />

residential construction, which contributed to 14% overall residential sector<br />

increase in Q.4. In the non-residential realm, the community and amenity,<br />

hotel and leisure, and retail categories also posted strong results during<br />

the Index period.<br />

However, this good news was somewhat tempered as overall starts<br />

nose-dived against last year, down 20% on 2022 figures. All other vertical<br />

performance was weak, with most non-residential project-starts falling a<br />

third overall on a year ago.<br />

Commenting on the picture painted at the year’s outset, Glenigan’s<br />

Economic Director, Allan Wilen says, “As expected, seasonal factors<br />

affected work commencing on-site during the final quarter of the year.<br />

However, after adjusting for the Christmas wind-down, starts managed to<br />

edge slightly higher during these three months. This was partly driven by a<br />

modest rise in private housing projects, indicating that developers may be<br />

entering the New Year with renewed confidence.<br />

“Less encouraging were the declines in non-residential and civil<br />

engineering project-starts, which have continued to weaken. This suggests<br />

the construction sector can expect tough times in the near term. It means<br />

March’s Spring Budget will be hotly anticipated. Many contractors will<br />

be expecting the Government, especially in an election year, to clarify or<br />

update on the big infrastructure projects put forward in 2023, particularly<br />

following the rollback on HS2 plans last year, as part of a wider package to<br />

kick-start activity.”<br />

Taking a closer look at the sector verticals and regional outlook…<br />

Sector Analysis – Residential<br />

Residential construction starts increased 14% during Q.4 2023 but stood<br />

8% lower than a year ago.<br />

Whilst private housing increased 19% against the preceding three months,<br />

starts were 9% weaker than 2022 levels.<br />

Social housing performed poorly on both counts, with work starting onsite<br />

falling 2% against the preceding quarter, standing 5% down on the<br />

previous year.<br />

Sector Analysis – Non-Residential<br />

Performance in non-residential verticals was something of a curate’s egg.<br />

Surprisingly, community and amenity starts experienced a period of strong<br />

performance, with the value of underlying project-starts rising 6% against<br />

the preceding quarter, 28% higher than a year ago.<br />

Retail starts also had a positive Q.4, growing 20% against the preceding<br />

three months, and 6% against the previous year.<br />

Hotel and leisure increased by a whopping 119% against the preceding<br />

three months but fell back 26% against the previous year.<br />

Performance was poor across the remaining verticals, with industrial and<br />

office projects both slipping back 48% compared with the year before. Both<br />

verticals also declined against the preceding three-month period, dropping<br />

20% and 17%, respectively.<br />

Education project-starts also suffered, decreasing 24% during Q.4 2023 to<br />

stand 22% lower than a year ago.<br />

It was a similar story for health starts which fell back 37% against the<br />

preceding three months to stand 41% lower than 2022 levels.<br />

Civils performance slipped back 4% in Q.4 2023, to sit 26% down on<br />

a year ago. This can be attributed to a significant drop in infrastructure<br />

starts, which tumbled 30% against last year and 6% against the preceding<br />

three months. Utilities starts remained flat against the preceding threemonth<br />

period, standing 17% down against the previous year.<br />

Regional Analysis<br />

Regional performance was mixed. London stood out, with project-starts<br />

increasing 29% during Q.4 despite falling back 11% on the same period<br />

in 2022. The South East also experienced relatively strong growth,<br />

increasing by 16% against the preceding three months but declining 29%<br />

on 2022 levels.<br />

The West Midlands and North East both performed well, with the value of<br />

starts increasing 11% and 31% during Q.4 2023 to stand 16% and 14%<br />

up, respectively, against the previous year.<br />

The East of England experienced a poor performance, with the value of<br />

starts decreasing 11% against the preceding three months and remaining<br />

32% down against the previous year.<br />

The value of starts in the South West declined against both the preceding<br />

three-month period and the previous year, falling back 5% and 4%,<br />

respectively.<br />

Scotland remained flat against the preceding quarter but stood 14% down<br />

on the previous year.<br />

Some areas of the UK performed particularly poorly, including Northern<br />

Ireland and the East Midlands where the value of projects fell 39% and<br />

51% on a year ago. This was also the case in Wales, Yorkshire & the<br />

Humber, and the North West which also suffered falls in project-starts<br />

against 2022 levels.<br />

MAJOR refurbishment work<br />

road bridge in New Parks.<br />

The Golf Course Lane bridge,<br />

which spans a railway line, needs<br />

extensive repairs, meaning it will<br />

have to close to all traffic for a time<br />

while the work is carried out.<br />

It will involve renewing the<br />

bridge’s waterproofing system and<br />

road surface, repointing the parapet<br />

brickwork, carrying out concrete<br />

repairs and installing new crash<br />

barriers. At the same time, the<br />

neighbouring footbridge parapets<br />

will also be repointed.<br />

Work is due to start on February 5<br />

and is expected to last eight weeks.<br />

Advance notices will be in<br />

place on approaches to both<br />

bridges. Pedestrian access will be<br />

maintained as far as is possible,<br />

but there will be some restrictions<br />

around the areas being worked on,<br />

especially during material deliveries<br />

and waste removal.<br />

What is Concrete Cancer, and How Does It<br />

Impact the Construction Industry?<br />

CONCRETE is an<br />

absolute mainstay in<br />

modern construction,<br />

offering strength, durability,<br />

and versatility. However,<br />

like all materials, it is<br />

susceptible to certain types<br />

of damage and degradation,<br />

concrete cancer. But what<br />

is it? What causes it, and<br />

how is it impacting the<br />

UK construction industry,<br />

particularly in terms of<br />

building maintenance and<br />

repair.<br />

What is Concrete<br />

Cancer?<br />

Concrete cancer is a term used<br />

to describe the deterioration of<br />

concrete due to the corrosion of<br />

steel reinforcement bars (rebar)<br />

embedded within it. This process<br />

is not just a superficial issue but<br />

affects the structural integrity of<br />

the building. When the steel bars<br />

corrode, they expand, causing the<br />

surrounding concrete to crack and<br />

break away.<br />

What Causes<br />

Concrete Cancer?<br />

MOISTURE AND SALT<br />

INGRESS - The primary cause<br />

of concrete cancer is water and<br />

salt getting into the concrete,<br />

which then reaches the steel<br />

reinforcement. This is particularly<br />

rife in coastal areas in the UK,<br />

where the salt content in the air is<br />

higher.<br />

CARBONATION - This is a<br />

process where carbon dioxide<br />

in the air reacts with the calcium<br />

hydroxide in concrete, reducing the<br />

pH and weakening the protective<br />

layer around the steel rebar.<br />

Poor concrete practices can<br />

give concrete cancer a greater<br />

opportunity to occur. Inadequate<br />

concrete cover over the<br />

reinforcement, insufficient curing<br />

time, and poor-quality concrete mix<br />

can also contribute to the onset of<br />

concrete cancer.<br />

Flooring specialist to triple the size of its premises<br />

<strong>LEICESTERSHIRE</strong> firm Abacus Flooring Solutions<br />

is moving to bigger premises following a year of<br />

continued growth.<br />

The resin flooring specialist will triple the size of its facility<br />

when it moves from its current site in Coalville to a new 3,000<br />

sq ft industrial unit in Belton Road, Loughborough.<br />

Established three-and-a-half years ago by Nick Megson,<br />

(pictured, right) Abacus has also grown from nothing in 2020<br />

to a £1m-plus turnover last year – with a current forecast that it<br />

will break the £2m barrier by the end of this year.<br />

The company’s success is largely the result of a ‘world-first’<br />

innovation developed by Nick called Abaplas.<br />

Abaplas is a resin flooring system that uses 100 per cent<br />

recycled waste plastic as a bulking material instead of the<br />

traditionally used silica sand, which is damaging to human health<br />

and the environment.<br />

AS REPORTED RECENTLY IN THE MELTON TIMES, twentyone<br />

churches in the Melton Mowbray area have received<br />

thousands of pounds towards vital conservation and<br />

maintenance work.<br />

They are among nearly 5,000 religious buildings across the UK which<br />

have been given a share of £42million in government funding.<br />

St Leonard’s Church at Sysonby receives more than £8,000 while St<br />

Michael and All Angels at Brooksby gets just under £5,500. In the town<br />

centre, the Melton Mowbray United Reformed Church, which has been<br />

a feature of Chapel Street for more than 200 years, has been awarded<br />

almost £3,000.<br />

Melton Mowbray’s iconic St Mary’s Church and All Saints’ at Asfordby both<br />

benefit to the tune of £1,500 each. There is almost £3,500 to All Saints’<br />

Church at Rotherby while Stapleford’s St Mary’s Church received nearly<br />

£2,000.<br />

Other beneficiaries were made as follows: St Mary The Virgin, Burroughon-the-Hill<br />

£295; St Michael and All Angels, Edmondthorpe £579; St<br />

Thomas of Canterbury, Frisby £376; All Saints (Pickwell and Leesthorpe)<br />

£1,895; Garthorpe St Mary £1,128; Freeby St Mary £445; St James<br />

Church, Little Dalby £1,653; St John the Baptist, Grimston £229; St Peter’s,<br />

Saxelbye £1,201; St Michael and All Angels, Hose £913; St Bartholomew’s,<br />

Leicester Cathedral has also received more than £600,000 to carry out<br />

essential restoration works in the historic building.<br />

This includes renewing the cathedral’s heating, lighting and electrics and<br />

also helping to create a heritage learning centre for visitors from the local<br />

community and beyond.<br />

The first and second floor are currently disused, according to applicant<br />

F.N.F Investment Ltd. They were previously used for education and<br />

training purposes.<br />

The applicant is seeking permission from Leicester City Council to turn<br />

the first floor into a 10-room ‘aparthotel’. An aparthotel is a cross between<br />

an apartment and a hotel, with visitors able to book rooms featuring their<br />

own kitchen and living spaces.<br />

has been awarded<br />

the contract by<br />

Charnwood Borough<br />

Council to deliver scheduled improvements to council-owned homes in the<br />

borough.<br />

The contract will involve full and partial bathroom and kitchen<br />

replacements as part of the Council’s programme of planned<br />

improvements to its housing stock. It will also include external and internal<br />

structural works and refurbishments to empty properties.<br />

The new contract came into place last year following a strict procurement<br />

process.<br />

Cllr Colin Hamilton, the Council’s lead member for public and private<br />

housing welcomed the news. He said: “I am pleased to see this new<br />

contract in place as we continue to invest in our housing stock. The<br />

scheduled improvements will offer a better standard of living for our<br />

tenants.<br />

“They will also be refurbishing empty Council properties to help get them<br />

back into use. I am looking forward to seeing Jeakins Weir deliver this<br />

contract to a high standard as well as showing care and compassion to<br />

Council tenants.”<br />

The Council manages around 5,500 residential homes across<br />

Charnwood.<br />

The two-year contract has potential to be extended for an additional twoyears<br />

and has an estimated value of the initial period of £8 million.<br />

Alistair Weir, managing director of Jeakins Weir said, “We are delighted<br />

to have been selected by Charnwood Borough Council for this important<br />

project which aligns with our core values of delivering excellence in<br />

housing improvements whilst making a positive impact on the communities<br />
