Jury convicts man in West Jeff shooting deaths
By Kristy Zurbrick
Madison Editor
Following a week-long trial, John Paul
Steckel, 37, of Franklin County was found
guilty of four counts of aggravated murder
for the shooting deaths of four Madison
County residents in West Jefferson in May
of 2021. Madison County Common Pleas
Judge Eamon Costello sentenced Steckel to
four life sentences without parole.
The trial took place the week of Jan. 29.
After hearing closing arguments on Feb. 2.
the jury deliberated for approximately four
hours before delivering their verdict. In addition
to the murder convictions, the jury
found Steckel guilty of four firearm specifications
for committing the murders with a
firearm. He was sentenced to an additional
12 years in prison for those counts.
About the outcome, Madison County
Prosecutor Nicholas Adkins said, “The No.
1 thought I have is that I am pleased to
bring closure to the afflicted families.”
The crime was perpetrated on May 24,
2021. The West Jefferson Police Department
received a 911 call about a male with
a possible gunshot wound lying at the rear
of a residence at 127 Jackson St. in West
Jefferson. Upon arriving at the scene, officers
found one male lying outside the residence
and two males and one female inside
The event saw a great
turnout of performers and audience
members. Ten acts performed,
including soloists,
representing all areas of
Madison County.
Monies collected through a
for a scholarship can
The application also has been
sent to guidance counselors at
the residence. All four had suffered gunshot
wounds and were pronounced dead at the
scene.
The victims were: Andrew T. Swindall,
Shawn A. Wright, Jamie D. Lavender, and
Leon B. Daniels.
Investigators used a combination of video
footage from residential and business surveillance
cameras and information from cell
phone service providers to positively identify
Steckel as the suspect. The information
also helped investigators to identify
Steckel’s girlfriend, Mickael Hairston of
Franklin County, who had been with
Steckel at the scene, Adkins said. Hairston
cooperated with the authorities and testified
as an eyewitness at the trial.
All of the parties involved knew one another.
Steckel and Hairston had arrived at
the residence at approximately 10 p.m. the
night before the shootings, Adkins said.
Hairston testified that Steckel, influenced
by drug use and lack of sleep, came up with
a plan to rob and kill the others.
Steckel has an extensive criminal history.
At the time the trial started for the
quadruple homicide, he had 10 prior felony
convictions, Adkins said.
Traffic control discussed
By Kristy Zurbrick
Madison Editor
Mount Sterling village council members
are expected to vote on Feb. 12 regarding
road closures for community events slated
for this year.
Council member Becky Martin, also a
member of the Mount Sterling Chamber of
Commerce, presented a list of Chamber
events at council’s Jan. 22 meeting, asking
for approval for temporary road closures for
the events which take place on and around
downtown streets.
Council member Joyce Phillips asked
that council refer the request to the streets
committee for additional thought before
taking a vote.
“There have been a lot of things come up
in regards to the street closures, not only to
the mayor but to other council members
within the community. We have expressed
a concern before, but we’re bringing it up
now because of the volume of complaints
we’re getting from residents,” Phillips said.
Martin responded, “Every year, you have
an issue with the events we’re putting on in
the town. You express the views of a few
complainers. There are hundreds of people
who are out there enjoying the events. It
brings commerce into the community. We
follow all of the procedures (for road closures).”
Phillips said she isn’t opposed to the
events and often attends them. Her concern,
she said, is with feedback she has received,
especially regarding traffic issues with the
events that last a full day or multiple days.
“All I’m asking is that we take this to a
streets meeting for further discussion. This
is what I promised the residents,” Phillips
said.
The streets committee met on Jan. 26
and discussed the road closures.
“We got our partners from ODOT (Ohio
Department of Transportation) and the
(Madison County) Sheriff’s Office around
the table with us,” said Mayor Andy Drake.
“We discussed how to handle the all-day
and multi-day events in particular.”
Drake explained that even with signage
in place, the village has had problems with
people going against the temporary traffic
patterns, cutting down side streets and alleys
during special events held downtown.
Working with ODOT and the Sheriff’s
Office, the village has been able to mitigate
some of these problems in the last couple of
years, he said, but this year the village has
the added challenge of increased traffic due
to construction on I-71 and solar farm construction
north and south of town.
Some solutions came out of the Jan. 26
streets committee meeting, Drake said.
ODOT plans to help the village with signage
and update Google maps and its OHGO app
to show any road closures in real time,
thereby facilitating rerouting instructions
for navigation systems. This should help
with traffic in general, as well as during
special events.
Additionally, the Sheriff’s Office plans to
increase the number of deputies on duty
during the longer events, utilizing auxiliary
deputies.
“Deputy presence is key to controlling
traffic and making sure it’s flowing the way
it should,” Drake said.
The 2024 events that require temporary
road closures are as follows:
• Summer Jam. This Chamber event is
set for June 13-15. Typically, roads are
closed two days prior to the start of the
Whit’s Frozen Custard opens in West Jefferson
By Kristy Zurbrick
Madison Editor
West Jefferson is now home to a Whit’s Frozen Custard. The
grand opening took place on Feb. 3.
The new franchise location, owned by husband-and-wife team
Jami and Rick Oyster, is located at 265 E. Main St. and is open
daily from 11 a.m. to 9 p.m.
Jami is a guidance counselor at Madison-Plains Local Schools.
Rick works in management for UPS. Their decision to open a Whit’s
Frozen Custard stemmed from one of Jami’s fond childhood memories.
“I grew up in Hilliard, and whenever we visited my great-grandparents
in West Jefferson, we would all go to the ice cream place
near the (municipal) pool,” she said.
Jami, Rick, and their two children, Zack and Audrey, recently
moved to West Jefferson. When they realized there were no ice cream
shops in town anymore, they decided to do something about it.
“We wanted to bring something different to the community.
We’re all about small business and supporting small business,” said
Jami, adding that her children, both students at West Jefferson
High School, are involved in the business, too.
Whit’s offers frozen custard in all sorts of shapes and forms, including
cups, cones, shakes, banana splits, and Whitsers (custard
blended with a choice of ingredients). Customers first choose their
custard flavor—chocolate, vanilla, or the flavor of the week. They
then can choose from a variety of toppings and mix-ins, including
syrups, fruit, candies, nuts, cake bites, whipped cream, sprinkles,
and more. Other offerings include brownie blitzes, strawberry
shortcakes, and rootbeer floats. Everything is made fresh each day.
The store also offers frozen grab-and-go items, including pints,
quarts, custard cakes, chocolate-covered bananas, and Whitties
(custard sandwiched between two cookies). They offer savory items,
too, including hot dogs, footlongs, coneys, pulled pork barbecue
sandwiches, shredded chicken sandwiches, and, in the winter
months, chili and a soup of the day.
Lease status for city farmland to be determined
By Kristy Zurbrick
Madison Editor
BPU must advertise for bids for the lease
for five weeks before entering into a contract.
time around mid- to late-May.
Council member Michael Norman moved
Because potential renters need time that the emergency wording be removed
The lease status for farmland owned by
the city of London is up in the air.
to prepare for the upcoming planting season,
the city placed an emergency clause on McDaniels seconded it.
from the legislation. Council member Brent
On Feb. 1, city council considered legislation
that would authorize the Board of
the current resolution. Rex Castle, London’s “This deadline should not have been a
Public Utilities (BPU) to advertise for bids
safety-service director, explained that the surprise,” Norman said, adding that he didn’t
see how missing a deadline for a rental
and enter into a contract to lease the approximately
160 acres of farmland it owns
emergency clause would allow council to bypass
the three-reading rule, vote on the legislation,
and have it go into effect safety issue.
agreement was an urgent public health or
Typically, BPU leases the land to farmers
we have to advertise for five weeks,
after which the five-week advertising period
Bear and Sid available for adoption
The following pets are up for adoption at
the Humane Society of Madison County.
Bear
This is the good boy known as Bear. This
handsome fellow came to the shelter after
his previous owner wasn’t able to keep him.
He is about 6 years old.
Bear had some dental disease when he
arrived at the shelter, so the majority of his
teeth were pulled. Losing a number of teeth
has caused him to have a bit of an endearing
underbite look about him. Despite the
missing teeth, he still eats dry food like a
champ. He is a big fan of canned food,
though, and has requested that his forever
home still provide that to him.
This boy is the sweetest thing you’ll ever
meet. He loves nothing more than to be
brushed. He also is a Grade A lap kitty. He
truly is a champion cuddle bug.
Bear is a laid-back guy and doesn’t get
upset by anything. He roams free in the cat
room and gets along wonderfully with other
kitties. Shelter staff think he would do just
fine as the only pet in a home or in a home
with other fur babies. Just remember that
it takes three months for kitties to feel acclimated
in their new home.
It’s a sad fact that black kitties are always
the last to be adopted, and the shelter
staff doesn’t understand why. Like so many
other black kitties, Bear has one of the best
personalities ever.
Adoption fees for cats are $100 for kittens
up to 6 months old and $80 for cats 7
months and older. It includes: a FeLV/FIV
test (if old enough), spay or neuter, a Home
Again microchip, a set of shots, deworming,
and a one-year rabies shot (if old enough).
Fees can be paid by cash or credit card.
Sid
Helllllooooo! My name is Sid. The people
here at the shelter named me after the “Ice
Age” movie character with the goofy eyes.
But really, I’m more Sid, the punk rock icon.
I am probably a terrier mix. I weigh around
53 pounds, and I was probably born in December
2022. I was found making my way
about town on my own; a swell lady drove
me to the shelter.
I love to sing. The shelter staff has been
Bear
Sid
great about letting me express myself
through my voice and chasing my dream of
being the first dog ever on “The Voice.” My
voice is a cross between that of a mournful
husky and a hound’s howl. Because I like to
sing often, it is probably best if I go to a
house and not an apartment so I don’t
bother the neighbors.
I love to go on lots of exploration walks,
and I am great while on leash. Sniffing is
my superpower. When I am not outside
playing or going for walks, I really enjoy
chin scratches. I am a very animated and
funny boy with a goofball personality. I love
to have fun and play, but I have a loving
and affectionate side, as well. I take pride
in having a clean kennel. House training
should be very easy for me to pick up.
I have met a couple of other dog friends
in my short time here, and I do better with
dogs that are smaller. I am very interested
in dogs my own size, but when meeting
them I can be timid at first. When it comes
to feline friends, I am a bit afraid of them,
but with time and a proper introduction, I
think I would be cool with cats.
Adoption fees for dogs vary: shelter dogs
are $180, prison dogs are $250, puppies are
$300, and popular pure-breeds are $400.
The price includes: a Home Again microchip,
set of shots, deworming, heartworm
testing (if old enough), spay or neuter, and
a one-year rabies shot (if old enough). All
dogs adopted must leave with a county license
at an additional cost of $17; this fee is
cash only. Adoption fees can be paid by cash
or credit card.
Council member Shannon Treynor commented
that the five-week requirement has
been in effect since 2013. Castle said the
city has historically done two weeks, but
Jennifer Hitt, the city’s law director, caught
the five-week rule this time.
Norman’s motion to remove the emergency
wording from the resolution failed 2-
5. Norman and McDaniels cast the “yes”
votes. Treynor, Greg Eades, Rich Hays, Andy
Hitt, and John Stahl voted “no.” The emergency
wording stayed on the legislation.
Andy Hitt then motioned to suspend the
three-reading rule; Stahl seconded. Hitt,
Hays, Stahl, and Treynor voted “yes.”
Eades, McDaniels, and Norman voted “no.”
While the “yes” votes outnumbered the “no”
votes 4-3, the motioned failed. An affirmative
three-fourths vote is required to suspend
the rules.
As a result, the legislation will be up for
a second reading at council’s next meeting
on Feb. 15. At that time, council can once
again consider suspending the rules.
Les Geyman, sanitation superintendent,
said he knows of at least two farmers who
are interested in leasing the land.
WILKIE
Shirley S. Wilkie (Sherlock): Dec. 19,
1937-Jan. 30, 2024.
Shirley S. Wilkie was born on Dec. 19,
1937, in Toston, Montana. Born the 11th
child of 13 brothers and sisters, Shirley had
a wonderful childhood growing up in Toston,
Townsend, and Helena, Montana, as the
daughter of a rancher and homemaker. She
was called upon to babysit her nieces and
nephews and helped with her younger siblings.
Shirley excelled in academics and
homemaking while in school–sewing and
modeling her new fashions! She loved sharing
the stories of her life growing up in Helena
and showing family the homes she
lived in and the places she frequented.
Shirley worked as a telephone operator and
Easter candy decorator in her early high
school years, as well.
Shirley married Napoleon (Tony) A.
Wilkie Jr. on April 23, 1957, in Boulder,
Montana. As a couple, they traveled the
world as part of the United States Air Force.
Traveling to exotic places like Seville,
Spain, Clark Air Base, Luzon Island, Philippines,
and places closer to Montana; Mountain
Home AFB, Idaho, Fairchild and
McChord AFBs, Washington, Grand Forks
and Minot AFBs, North Dakota. Shirley
was the rock of the family, making sure they
all transferred to their new stations safely
and set up the new home without missing a
beat. They had four children, Lawrence
Wilkie (Susan), Napoleon Wilkie III (Violet),
Katherine Platter (William), and Chris
Wilkie (1966-2022) (Dawn).
When her youngest was school age, she
had some miscellaneous jobs working in retail,
but then began her career as a civil servant
for the U.S. Air Force, from a cashier
at the base commissary to telephone operator
and became the well-respected “Operator
10” at McChord AFB. Shirley reached
out for another promotion as an inspector
for base housing–receiving many accolades
and awards.
Shirley and Tony handed in their working
hats and became full-time travelers.
They explored the southern states, but always
ended up parking their motorhome at
one of their children’s homes. She truly enjoyed
spending time with family, especially
the grandchildren.
Shirley is survived by: her daughter,
Katherine (William) Platter, and sons,
Lawrence (Susan) Wilkie and Napoleon III
(Violet); siblings, Donald W. Sherlock, Jay
FFA members compete in job interview contest
Recently, London High School FFA chapter
members visited Graham High School to
participate in the sub-district job interview
competition. Participating members were
senior Emily Mathews, junior Evan Moran,
sophomore Hailey Ballah, and freshman
Cooper Hudson-Love. During the event,
members went through a mock job interview
process. Prior to arrival, they had to
submit a resume detailing their experiences
and recommendations. Upon arrival, they
filled out an application using their resume
obituaries
with only 20 minutes allotted for this task.
Following the application process, competitors
engaged in mock interviews with
two or three people, discussing themselves
and the “job” for which they were applying.
After the interview, members proceeded to
the final stage which involved crafting a follow-up
letter. In this letter, they used a
specified format to express gratitude to the
interviewer and discuss their qualifications
for the position.
This competition serves as a learning experience,
teaching students how to navigate
job interviews and the entire interview
process. Each chapter is allowed to enter
one member per grade level.
The London FFA team achieved the following
placements at sub-districts: Mathews,
third; Moran, first; Ballah, third; and
Cooper Hudson-Love, first. The top three
finishers in each division advanced to districts
at Buckeye Valley High School. At the
district level, the London FFA team secured
the following placements: Mathews, eighth;
Moran, fourth; Ballah, seventh; and Hudson-Love,
fourth. Ryan Rismiller and London
FFA Advisor Dana Snyder coached the
team.
2024 Select Housing
Committee Insights
Dear Neighbor,
As the Chair of the first Senate Select Committee
on Housing, I’ve traveled across our
great state and engaged with Ohioans from
all walks of life to take a deep dive into the
housing crisis and gain a better understanding
of the challenges people face on a personal
level. The committee’s collective
efforts are geared towards unraveling the
complexities and paving the way for more
Ohioans to attain available, accessible and
affordable housing. Recently, the committee
convened in Cleveland, where we had the
invaluable opportunity to listen to the concerns
of local elected officials, housing advocates,
community stakeholders, and
residents regarding the current state of
housing in Northeast Ohio.
I am excited to announce that our next hearing
is scheduled for January 31, 2024 at the
Ohio Statehouse, where all local elected officials
are invited to testify. Please subscribe
for updates to stay informed about the
meeting's specifics, including location and
time. Your participation is crucial as we embark
on this journey together.
Looking ahead, we are consolidating the
feedback gathered from our statewide hearings
into a comprehensive report slated for
completion this spring. This report will serve
as the foundation for our recommendations
and actionable steps in 2024. I extend my
heartfelt gratitude to everyone who has
played a role in helping my colleagues and I
comprehend the gravity of the present
housing crisis. In this collaborative effort, we
are partners, and I am unwaveringly committed
to safeguarding your path to prosperity
by ensuring that your voices resonate
in the decision-making process.
Results matter, so let’s work together. Subscribe
Blind date with a book
This February, London Public Library
invites readers to embark on a unique and
exciting literary adventure with “Blind Date
With a Book.” Leave the awkward first
dates behind and let the library play matchmaker,
where readers can discover stories they
might not have chosen on their own.
To enhance the Blind Date experience,
book, participants can share their thoughts
about the literary rendezvous on the card.
The cards will be submitted to library staff
for a chance to win the grand prize drawing.
The winner will be drawn at the beginning
of March to allow participants to turn
in their “Rate Your Date” cards through the
end of February. The prize is a candy bouquet.
Thank you Norma McNeal Freeman for sharing your
share a lot of memories in the 197 pages of your book,
“Family Memories”—from birth, to having to sneak into
a hotel in Tennessee because you were a person of color,
to touching the pope’s hand and then having him pray
for you, to eating at the Red Ox, to having a baby at 40
Program provides one-time help with energy bills
The Ohio Department of Development
and Bridges Community Action Partnership
want to ensure Ohioans stay warm and
comfortable this winter by helping alleviate
the burden of costly energy bills.
Through March 31, income-eligible
Ohioans can receive one-time assistance
with their home energy bill through the Department
of Development’s Home Energy
Assistance Winter Crisis Program.
The Winter Crisis Program assists
Ohioans who are facing service disconnection,
have been disconnected, need to establish
new service, need to pay to transfer
service, have a Percentage of Income Payment
Plan (PIPP) default, need to make their
first PIPP payment, or have 25 percent or
less supply of bulk fuel in their tank to maintain
service. Qualifying households must
have a gross annual income of at or below
175 percent of the federal poverty level. For
a family of four, that is up to $52,500.
Last year, the Winter Crisis Program assisted
more than 67,000 households in Ohio,
providing a total of $19 million in benefits.
Households serviced by a Public Utilities
Commission of Ohio (PUCO)-regulated utility
must sign up for PIPP or another payment
plan if there is still an outstanding balance
on the utility bill after receiving assistance.
Ohioans can start their application online
but will need to schedule an appointment
with their local energy assistance
provider to complete the application.
Bridges Community Action Partnership, the
energy assistance provider that serves
Madison County, can be reached at (740)
852-3511.
Clients need to bring the following documents
to their appointment:
• copies of their most-recent energy bills;
• a list of all household members and
proof of income for the last 30 days or 12
months for each member;
• proof of U.S. citizenship or legal residency
for all household members; and
• proof of disability, if applicable.
HEAP benefits are applied to an individual’s
energy bill after Jan. 1. If you need immediate
assistance with your energy bills,
contact your local Energy Assistance
Provider. A list of providers can be found at
energyhelp.ohio.gov.
Applications for the HEAP Winter Crisis
program must be received by March 31. The
last day to apply for the regular HEAP benefit
is May 31. For more information on the
programs, visit energyhelp.ohio.gov or call
your local Energy Assistance Provider.
‘Orion and the Dark’ is eccentric and charming
In 2014, author and illustrator Emma
Yarlett released her second children’s picture
book, “Orion and the Dark.” It is an immersive
tale about a boy who is scared of the
dark, which then comes to life and shows
him the wonders of the night, thus teaching
him how to overcome his fears.
Using mixed media artwork, Yarlett
takes the reader into the mind of the anxiety-ridden
protagonist where every corner,
every glance, every interaction is a threat to
his very existence.
For a book geared toward children,
“Orion and the Dark” is off-beat and trippy
which could be why it didn’t make a big
splash upon its initial release here in the
States. It did, however, garner interest from
the entertainment industry.
Around two years ago, DreamWorks Animation
announced it was collaborating with
Netflix to adapt and distribute “Orion and
the Dark.” In an effort to bring the book’s
beautiful bizarreness to the big screen—and
to make it stand out—the studios hired Charlie
Kaufman (“Adaptation,” “Being John
Malkovich” and “Eternal Sunshine of the
Spotless Mind”) to pen the script.
The idea of Kaufman writing a movie for
children may sound absurd, but “Orion and
the Dark” proves his signature brand of existential
dread and off-kilter humor works
perfectly for a story about a child learning
to face his fears. Kaufman tones down some
of his trademark weirdness to make the
movie accessible to children, but he retains
the complexity, nervousness, self-awareness,
and vulnerability for which his work
is known. The result is a bizarre, beautiful,
and humorous animated feature that works
at every level and for every age.
In the book, the main character is 6 or 7.
For the movie, he has been aged up to 11,
right around the time puberty is about to
hit. While still blissfully unaware of that impending
stage of life, Orion (voiced by Jacob
Tremblay) has other horrors to occupy his
mind, such as bees, dogs, falling from skyscrapers,
talking to his crush, using the toilet
at school, and sewers that might harbor
killer clowns. These are a few of the things
that run through his mind during the day.
At night, scarier thoughts lie waiting.
Every night before he goes to bed, Orion
curses the inky blackness that engulfs his
room and the sky outside his window. One
evening, his anxiety is so bad the personification
of darkness (aptly called Dark and
voiced by Paul Walter Hauser) appears to
him and swears he’ll help Orion get over his
fear so he can be at peace when night falls.
Dark’s plan includes introducing Orion
to the other nighttime deities: Dreams (Angela
Bassett), Insomnia (Nat Faxon), Sleep
(Natasia Demetriou), Quiet (Aparna
the reel deal
By Dedra Cordle
Nancherla), and Unexplained Noises (Golda
Rosheuvel). All of these characters have fun,
individualized designs that hammer home
their natures and purpose. For instance, Insomnia
is a mosquito-like creature that
whispers sweet terrors in your ear to keep
you awake, while Unexplained Noises is a
creepy robot-like creature that bangs together
objects to give would-be sleepers a
scare. None of them are included in the
book. Kaufman and director Sean Charmatz
had to stretch a 40-page book into a featurelength
film, but the creatures fit with
Yarlett’s odd and vibrant style.
Discovering that some of the deities use
chloroform and pillows to put humans to
sleep, Orion is not excited about spending
more time with them. Likewise, the nighttime
deities are not excited about his presence
as they believe his fear could upset the
balance of existence. They have good reason
to believe that, too, as his anxieties and phobias
start to eat away at the group’s friendship,
confidence they have in themselves,
and steadfast trust they have in their (apparently)
fearless leader, Dark.
The movie starts off as a fairy tale about
entities that help humans cope with life’s
perils. A quarter of the way through, Kaufman
flips the script. The viewer learns that
“Orion and the Dark” is being told by an
older Orion (Colin Hanks) to his daughter
Hypatia (Mia Akemi Brown) who is trying
to face her fears. It’s a cute twist that works,
especially since grown-up Orion still harbors
doubts and fears of his own.
If there is a flaw to this movie, it is that
it spends too much time with young Orion,
especially when it seems he has solved his
problems about halfway through the story.
To raise the stakes and fill time, Kaufman
and the team introduce a contrived hiccup
that almost grinds the movie and the character
development to a halt. But thankfully,
the ship is righted as adult Orion and his
daughter bring the film and the storywithin-a-story
back to its full potential.
I don’t often watch animated features, so
I can’t say if the art direction and design is
wholly original as compared to other animated
films. What I can say is that there is
a funny and warm center to “Orion and the
Dark” with layers of beauty, charm, and eccentricities
wrapped around it.
“Orion and the Dark” is now streaming
on Netflix.
