Changes To Foreign Workers Levy•••<br />
• Unskilled Construction Work Permit Holders will be phased out<br />
• Introduction of new tiered levy – “Basic Skilled” and “Higher Skilled”<br />
• All “Skilled Workers” prior to July 2011, will be classified as “Basic<br />
Skilled”<br />
• To qualify for “Higher Skilled”, foreign worker must be CoreTrade<br />
registered or Multi-Skilled.<br />

• Workers who are eligible for registration include locals as well as<br />
suitable longer-staying and experienced foreign workers who have<br />
been working in related trade in the construction industry in<br />
Singapore.<br />
• All applicants must possess the Skills Evaluation Certificate / Skills<br />
Evaluation Certificate (Knowledge) and,<br />
• Work in the Construction Industry in Singapore for at least 4 years<br />
• BCA reserves the right to consider each application on a case-to case<br />
basis.<br />

Construction Productivity & Capability Fund - CPCF•••<br />
• The Workforce Training and Upgrading Scheme co-funds the<br />
costs of selected skills assessment and training courses to<br />
upgrade the skills of workforce in the built environment.<br />
• Familiarisation course and skills assessment for CoreTrade<br />
registration - Up to 80%<br />

Procedure For Application Of Grant•••<br />
• Upon registration, submit Form A to ATTC<br />
• Qualifying Criteria for grant<br />
Locals: 75% attendance & sit for Skills Assessment<br />
Foreigners: 75% attendance & pass Skills Assessment<br />
• Applicant company is only required to pay subsidized rates for locals<br />
• If candidate pass the assessment, submit Form B to BCA.<br />

Procedure For Registration•••<br />
• Documents required:<br />
o Completed Application Form<br />
o Employers must submit a copy of their business profile printed from the<br />
Accounting and Corporate Regulatory Authority (ACRA)’s QuestNet online<br />
portal.<br />
o For Employers of Local Participants, application/declaration form must be<br />
accompanied by a photocopy of each participant’s NRIC (front and back).<br />
o For Employers of Foreign Participants, application/ declaration form must be<br />
accompanied by a photocopy of each participant’s valid work permit or S-pass<br />
or Employment Pass (front and back) and a copy of his employment records<br />
obtained via ‘Work Permit Online’ (http://www.mom.gov.sg/servicesforms/Pages/wp-online-beau.aspx)<br />
at MOM’s website as proof of his years of<br />
construction experience in Singapore.<br />
o Actual Copy of CoreTrade Acknowledgement Notice (for foreigners)<br />
o Fees payable upon registration<br />
• Foreigners: Full fees<br />
• Locals: Subsidized rates (20% + GST of full fees) 8
