COMMISSIONER PROCEEDINGS<br />
JUNE 5TH, 2012<br />
7:30 A.M.<br />
The Commissioner Meeting was called to order at 7:30 am. by Chairman Verdean Kveum. A<br />
meeting of the Board of <strong>Bottineau</strong> <strong>County</strong> Commissioners was held in the Commissioner Room<br />
at the Courthouse with the following members present: Chairman Verdean Kveum,<br />
Commissioners Jeff Beyer, Todd Streich, Dan Marquardt, Assistant States Attorney, Swain<br />
Benson Jr. and <strong>County</strong> Auditor, Lisa Herbel. Commissioner Rude was absent from the meeting.<br />
Ritchie Gimbel and Rachael Condit gave a report on the progress on the FEMA and ER<br />
paperwork. All 2011 PW’s have been received. Swingen Construction has started working on<br />
the Larson bridge. Ritchie feels in order to do the bridges properly there may be some<br />
improvements that need to be made that won’t be covered by FEMA. Ritchie has spent some<br />
time with Swingen Construction looking at other bridges in the county that need some minor<br />
repairs. A letter has been wrote to FEMA asking for additional monies to help pay for the<br />
shortfalls on the Newburg Bridge. Rick Hummel’s involvement in the FEMA paperwork was also<br />
discussed.<br />
Use of county equipment on the weekends was discussed as two phone calls had been received<br />
in the Auditor’s Office.<br />
A letter was received from Paul Schroeder on replatting an outlot. Discussion was held and it<br />
was the consensus of the Board that Mr. Schroeder follow the <strong>Bottineau</strong> <strong>County</strong> Policy that is<br />
used consistently in this circumstance.<br />
Mowing the ditches was discussed and it was decided that a notice be placed in paper that the<br />
ditches need to be hayed by the first of July.<br />
There was a complaint that the road off the section line down the Butte St. Paul road was in<br />
poor condition. Rob will talk to Joe Boguslawski and see if the <strong>County</strong> Road Department is able<br />
to access the road.<br />
Al Wondrasek presented the idea that the area in front of the Veteran’s Memorial be built up<br />
and asked if the <strong>County</strong> would donate the culverts. It was the consensus of the Board that<br />
there needs to be an overall plan to work with the elevator and have an engineer involved. An<br />
invitation needs to be extended to all entities involved and discussion was tabled to the July<br />
Commissioner meeting.<br />
Brad Robertson, Wold Engineering, gave an update on the projects in the <strong>County</strong>. It was<br />
requested that Brad help prepare a bid for a large FEMA project to be bid at the August<br />
meeting. The Westhope <strong>County</strong> Road 6 Oil impact project will start stripping the first week in
<strong>June</strong> with the dirt work to follow. The mill work will begin in <strong>June</strong> on the Townline Project, and<br />
the paving will possibly start the first week of July. Brad reported that the FEMA bridge projects<br />
are going really well with Swingen Construction.<br />
Dean Milbrath requested that the Bridge north and east of Gardena be removed and replaced<br />
by a road. A quote from Mikkelsen Aggregates was received for $25,000.00 for the road work.<br />
It would affect both Mary Knoepfle and Danny Bullinger and permission would need to be<br />
obtained from them.<br />
Additional power is required at the Antler Memorial Park and a quote from North Central<br />
Electric was received for $1839.00. A motion was made to install the additional power by<br />
Marquardt, seconded by Streich. Motion carried unanimously.<br />
Lisa Peterson, Tax Director, presented an abatement from James Dignan ETAL for Outlot 6 of<br />
the SW1/4 11-163-75. The recommendation from township and Lisa is to deny the abatement.<br />
A motion was made to follow Lisa’s recommendation to deny the abatement to James Dignan<br />
ETAL by Streich, seconded by Beyer. Motion carried unanimously.<br />
Lisa Peterson also presented a request for an AT&T conditional use permit for a cellular tower.<br />
A motion was made to approve the conditional use permit as requested by AT&T by Beyer,<br />
seconded by Marquardt. Motion carried unanimously.<br />
10:00 am. – The <strong>Bottineau</strong> <strong>County</strong> Equalization meeting was called to order. Lisa Peterson,<br />
reported the State has changed the tolerance levels to 90-100%. Lisa reviewed the values for<br />
the Agricultural, Commercial and Residential values for 2012. A motion was made to follow the<br />
Tax Director’s recommendation and increase the valuations to reach the State tolerance levels<br />
by Streich, seconded by Beyer. Motion carried unanimously.<br />
Edward Kirkelie was in to protest his valuation on his property located in Roland Township.<br />
Roland Township Board deemed the property value fair and equitable at their Equalization<br />
meeting. The Board left the value as is, and advised Mr. Kirkelie that he is able to apply for an<br />
abatement.<br />
The regular meeting reconvened at 10:30 am.<br />
Diane Olson, EDC, informed the Board that the ND Sow Center requested that their loans be<br />
renewed after their balloon payment was due. A motion was made to renew the loans at 5%<br />
for 5 years by Beyer, seconded by Marquardt. Motion carried unanimously. The second<br />
request was from Premise Investments who bought the Ace Hardware building with plans to<br />
renovate the upstairs into three apartments and make the main floor retail. A motion was<br />
made to approve the loan for $12,300.00 to Premise Investments by Streich, seconded by<br />
Beyer. Motion carried unanimously.
Two Raffle permits were presented from Mohall Country Club and Sheperd’s Hill at the<br />
Crossroads and a motion was made to accept both permits by Streich, seconded by Marquardt.<br />
Motion carried unanimously.<br />
The Vision West Consortium Agreement was discussed and a motion was made to sign the<br />
agreement by Streich, seconded by Beyer. Motion carried unanimously.<br />
The reports in the Consent Agenda were reviewed and a motion was made to accept the<br />
reports by Beyer, seconded by Streich. Motion carried unanimously.<br />
The minutes from May 1st, 2012 were reviewed and a motion was made to accept the minutes<br />
by Marquardt, seconded by Streich. Motion carried unanimously.<br />
