must be distributed. If fewer Athletes take part in a competition than the<br />
number of prizes indicated in the schedule, the President of the Ground Jury is<br />
responsible for recalculating the prize money to be distributed.<br />
The value of the 1st prize must not exceed 1/3 of the total prize money<br />
distributed for the competition. Per competition 25 % of the Athletes receive<br />
prize-money or prizes in kind rewarded instead of prize-money, however at<br />
least 5 Athletes will receive a prize.<br />

VI. EVENTING MINIMUM ELIGIBILITY REQUIREMENTS OF ATHLETES &<br />
HORSES (ART. 506)<br />
Each NF must certify the minimum eligibility requirements of each horse and<br />
athlete and list the competitions which enabled horse and athlete to qualify,<br />
according to the qualification procedure established for each star level as laid<br />
out in Art. 506. Relevant level and criteria must be included in the schedule.<br />
� 1.1. Principles<br />
� In order to compete at an international event, an athlete and horse must<br />
have obtained the minimum eligibility requirements at a number of events at a<br />
lower level.<br />
The requirements are laid out below. With the approval of the FEI and their<br />
own NF, OCs may impose additional qualifications for horses and/or athletes,<br />
which must be published in the schedule.<br />
� 1.2. Minimum eligibility requirements<br />
The minimum eligibility requirements are achieved by completing a<br />
competition within minimum parameters of all round performance. As follows:<br />
- Dressage Test: not more than 75 penalty points;<br />
- Cross-Country Test:<br />
- From 2009 onwards, the results at obstacles at International events need to<br />
include, where applicable, a clear round (0 penalties) at obstacles for CICs<br />
events and maximum 20 penalties at a CCI.<br />
- Not more than 90 seconds exceeding the optimum time in the Cross. At 4*<br />
events, the maximum time by which the optimum time may be exceeded is<br />
120 seconds; and<br />

� - Jumping Test: not more than 16 penalties at obstacles.<br />
� 1.3. Certification of Qualification for Events<br />
1.3.1. All NFs, including the host nation, are responsible to certify that athletes<br />
and horses entered by them in international events are correctly qualified in<br />
accordance with all the requirements of the Rules.<br />
1.3.2. All qualifying events must be identified, and any national events must<br />
be certified as of at least the equivalent standard of difficulty as the relevant<br />
international star level of competition.<br />
1.3.3. The Technical Delegate or his nominee shall check that all horses and<br />
athletes starting at all International events are properly certified as qualified<br />
by their NF or duly exempted in accordance with this article.<br />
� 1.4. Qualifying Period and Deadline<br />
1.4.1 Minimum eligibility requirements for CIOs, CCIs and CICs must be<br />
obtained in the calendar year in question or the 2 preceding calendar years.<br />
1.4.2 The Minimum Eligibility Requirement at a CCI must be obtained at least<br />
24 days before the Cross Country test of the event for which it is needed; a<br />
Minimum Eligibility Requirement at a CIC must be obtained at least 10 days<br />
before the event for which it is needed.<br />
1.4.3 Minimum eligibility requirements may be achieved as a combination or<br />
separately by athlete and horse.<br />
1.4.4 Where a Minimum Eligibility Requirement at a CIC is specified, one<br />
Minimum Eligibility Requirement at a CCI of the same level is equally<br />
acceptable.<br />
� 1.5. Required minimum Eligibility Requirements (MER) for<br />

Accommodation and meals will be at the Athletes’ own expense. The Athletes have<br />
to see for their hotel reservation themselves. A hotel list will be sent on request.<br />

Accommodation and meals will be at the Athletes‘ own expense. The Athletes<br />
have to see for hotel reservation for their grooms themselves. A hotel list will be<br />
sent on request. Caravans can be parked against a fee of EURO 50,- and has to<br />
be reserved with the entries.<br />
The OCs provides sufficient sanitary and showering facilities with hot and cold<br />
water for male und female grooms<br />

3. Horses<br />
The horses will be stabled in mobile boxes, stabling fee is included in the entry<br />
fee. The required number of boxes must be ordered and paid with the entry. No<br />
boxes can be claimed unless they were ordered in advance. Cost for the<br />
boxes incl. waste disposal for additional horses: 120,- EUR per box incl. VAT,<br />
extra costs for shavings per horse. Only the assigned stables are allowed to be<br />
used. Hay, forage and further bedding (1 st bedding free of charge for <strong>CCI4*</strong><br />
horses) can be purchased on the competition site at prices of the day. Mangers<br />
have to be brought along. The horses can be stabled from Monday 14 th June to<br />
Monday 21 st June <strong>2010</strong>. An earlier date has to be coordinated with the organizer.<br />
There will be no reimbursement of transport costs.<br />
4. WELCOME<br />
First possible arrival as of Monday, 14 th June, <strong>2010</strong><br />
The time and date of arrival of Athletes and horses and their means of transport<br />
must be given to the organizer in order to facilitate them on arrival.<br />
5. LOCAL TRANSPORTATION - ARRANGEMENTS FROM HOTEL TO<br />
SHOWGROUNDS<br />
There will be a shuttle service between show grounds and stable area.<br />
6. ADVERTISING AND PUBLICITY ON ATHLETES AND HORSES<br />
The Athletes are authorised to carry the logo of their personal sponsor on the<br />
saddle cloth in accordance with Art. 135. The Chief Steward will check that the<br />
advertising and publicity on Athletes and horses complies with Article 135 of the<br />
General Regulations.<br />

All athletes & horses participating in any International competition must be<br />
registered with the FEI.<br />
Athletes will be entered through their home NF.<br />

For withdrawals after the date of definite entries or no-shows the Athlete or the<br />
respective NF will be held liable to reimburse the OC for the actual financial loss<br />
incurred by the OC (i.e. stabling and hotel expenses) as a result of the late<br />
withdrawal or no-show.<br />
Entries are not accepted unless they contain full details according to FEI<br />
requirements, especially including the necessary qualification record.<br />

2. HEALTH REQUIREMENTS FOR THE ENTRY OF HORSES<br />
Every Athlete is supplied to deliver all necessary certificates of health for the<br />
transport to the event or identification o the horses before they come into the<br />
stables:<br />
a) in case of arrival from a EU-member-country, a certificate for registered<br />
horses acc. to sample of Annex B to Reglements 90/426 of the actual valid<br />
form (sample is enclosed to schedule) will be necessary.<br />
b) in case of arrival from a country not concerning to the EU, a certificate of<br />
health for registered horses acc. to sample of annex II of the decision of the<br />
commission 92/260 of the actual valid from will be necessary.<br />
A certificate must be done in at least one official language of the country of<br />
destination and in one official language of the member country. The Athlete must<br />
carry with him the original certificate, not a copy.<br />
The organiser sees to it that on the competition site, an official state veterinarian<br />
is present to issue the health certificates which are necessary for the transport of<br />
the horses to their destination abroad.<br />
In case the OC has entrusted to a forwarding agency, the latter is ready to assist<br />
regarding the required documents.<br />
Furthermore, questions relating to health requirements for horses can be<br />
directed to the veterinary authorities in the country of origin or in Germany.<br />
X. VETERINARY MATTERS:<br />

These will be carried out in accordance with the “Veterinary Regulations”, Art.<br />
1011 & “Rules for Eventing” Art. 518.1 for CCIs and 518.2 for CICs.<br />
Art. 511.2.2<br />
Every horse entered for any competition at CCNs, CICs 2/1* or CCIs 2/1* in a<br />
foreign country (GRs Art. 139.2), and all horses entered for CICs 3*, CCIs 4/3*,<br />
CCIOs, Championships, Regional and Olympic Games, whether at home or in<br />
foreign countries, must have an official valid FEI Passport, or a National Passport<br />
approved by the FEI and accompanied by an FEI Recognition Card and, when<br />
applicable, an FEI registration number, as a means of identification and to<br />
establish ownership.<br />

Horses taking part in CCNs, CICs 2/1* or CCIs 2/1* in the country in which they<br />
are resident are not required to have such a passport as is mentioned Paragraph<br />
2.2. All such horses must be properly registered and identifiable and unless there<br />
is no national requirement for equine influenza vaccination in the host country and<br />
in the country of origin, all horses must have a valid vaccination certificate.<br />

EQUINE INFLUENZA VACCINATION, VET. REGS. ANNEX VI (except events taking<br />
place in NZL & AUS)<br />
From 1 January 2005 onwards, influenza vaccination for all horses competing in<br />
FEI competitions requires a vaccination within six months + 21 days of the<br />
competition.<br />
1. All horses intending to participate in FEI competition must have at least<br />
received an initial primary course of two vaccinations, given between 21 and 92<br />
days apart. Thereafter, a third dose (referred to as the first booster) must be<br />
given within 6 months + 21 days after the date of administration of the second<br />
primary dose, with at least annual boosters given subsequently (i.e. within one<br />
year of the last dose).<br />
2. If the horse is scheduled to take part in an FEI competition, the last booster<br />
must have been given within 6 months + 21 days of arrival at the FEI event.<br />
(The 21-day window has been provided to enable vaccination requirements to fit<br />
in with the competition schedule).<br />
3. No vaccination shall be given within 7 days of the day of arrival at the FEI<br />
event.<br />
4. All horses that were certified as correctly vaccinated under the previous FEI<br />
equine influenza vaccination rule prior to 1st January 2005, do not need to start<br />
a primary course again provided that they have complied with the previous rule<br />
of primary course and annual re-vaccinations and the new rule of a booster<br />
vaccination within 6 months + 21 days of the day of arrival at the FEI event.<br />
SAMPLING PROCEDURE FOR PROHIBITED SUBSTANCES (Vet. Regs, Ch. V & VI<br />
and Annex IV)<br />
Regular sampling is carried out in CCIs 4/3*, CCIOs, World Cup Qualifiers and<br />
Finals, Championships and Games, whereas at other CCIs sampling is<br />
recommended. When testing takes place, the number of horses tested is at the<br />
discretion of the Testing Veterinarian/Veterinary Delegate; however, a minimum<br />
of three is recommended (Vet. Regs. Art. 1016).<br />
Special guidelines are applicable for events covered by the FEI Medication<br />
Control Programme (Groups I & II only).<br />
MEDICATION CONTROL PROGRAMME (GROUP I & II ONLY)<br />
The Organising Committees of FEI events within Groups I & II are advised to<br />
charge Athletes the equivalent of CHF 12.50 per horse per event as a<br />
contribution towards the costs of the MCP programme.<br />
MEDICATION CONTROL LABORATORY<br />
Under the Medication Control Programme (MCP) in Groups I and II, all samples<br />
collected in accordance with Vet. Regs. Art. 1016 will be analysed by HFL Sport<br />

XI. MISCELLANEOUS<br />
1. PROTESTS<br />
All protests to be valid must be made in writing and accompanied by a deposit of<br />
CHF 150.- or equivalent.<br />
2. PRIZE-GIVING CEREMONY<br />
All placed Athletes will be asked to present themselves for the prize-giving<br />
ceremony of each competition.<br />
3. DISTRIBUTION OF PRIZES AND INDEMNITIES<br />
All prize money and all prizes in kind rewarded instead of prize money as well as<br />
reimbursements (e. g. transport charges, travelling expenses) will be distributed<br />
acc. to FEI-RG Art. 127/128 following the last competition at the latest. The<br />
scheduled prizes are gross amounts. Settlement will be done per Athlete.<br />
Depending on the agreement with the horse owner, each Athlete binds himself,<br />
to pass on to the horse owners the prize money or prizes in kind rewarded<br />
instead of prize money. The organizer is allowed to deduct possibly outstanding<br />
debts of the Athlete. Acc. to § 50a EstG this also applies to foreign horse owners.<br />
After having deducted the turnover tax from the prize money or prizes in kind<br />
rewarded instead of prize money, as a rule the following income tax will be due:<br />
no taxes up to 250 EUR, 15 % exceeding 250 EUR (in force as of 01.01.2009);<br />
plus solidarity fee (at present 5.5 %) of the income tax amount. Travelling<br />
expenses being taken over or reimbursed are only regarded as revenues if they<br />
exceed the actual costs and the reimbursement for additional meal allowances<br />
acc. to § 4 Abs. 5 Satz 1 Nr. 5 EstG. The tax deduction has to be certified on<br />
demand. Those foreign Athletes being exempted from tax deduction are kindly<br />
asked to submit an exemption certificate either with the entry or on the first<br />
show day at the latest. Every Athlete himself is responsible for the correctness of<br />
the details he submits.<br />
4. INSURANCES<br />
All owners and Athletes are personally responsible for damages to third parties<br />
caused by themselves, their employees, their agents or their horses. They are<br />
therefore strongly advised to take out third-party insurance providing full<br />
coverage for participation in equestrian events at home and abroad, and to keep<br />
the policy up to date.<br />
5. LIABILITY<br />
The organizer declines any liability for property or pecuniary damage which may<br />
happen to visitors, Athletes, grooms and horse owners through slight negligence<br />
of the organizer, his delegates or his assistants. The OC is liable in case of intent,<br />
gross negligence as well as in case of injury to life, body or health and in further<br />
cases he is liable for compelling legal liability acc. to the legal requirements.<br />
Furthermore he also declines any liability for theft, damages, fire or other<br />
incidents.<br />
6. MEDICAL Card<br />
OCs must draw the attention of all Athletes that they must carry a medical card<br />
easily accessible for the Cross-Country Test. Medical Cards must be collected by<br />
the OC upon arrival to the competition and checked by the official doctor and the<br />
TD.<br />

7. EVENT'S ORGANISATION<br />
In exceptional circumstances, together with the approval of the Delegate of NF<br />
GER and Ground Jury the OC reserves the right to modify the schedule in order<br />
to clarify any matter or matters arising from an omission or due to unforeseen<br />
circumstances. Any such changes must be notified to all Athletes and officials as<br />
soon as possible and must be reported to the FEI Eventing Department by the<br />
Foreign Judge.<br />

THE FEI CODE OF CONDUCT<br />
FOR THE WELFARE OF THE HORSE<br />
The Fédération Equestre Internationale (FEI) expects all those involved in international<br />
equestrian sport to adhere to the FEI’s Code of Conduct and to acknowledge and accept<br />
that at all times the welfare of the horse must be paramount and must never be<br />
subordinated to competitive or commercial influences.<br />
1. At all stages during the preparation and training of competition horses, welfare must<br />
take precedence over all other demands. This includes good horse management,<br />
training methods, farriery and tack, and transportation.<br />
2. Horses and Athletes must be fit, competent and in good health before they are<br />
allowed to compete. This encompasses medication use, surgical procedures that<br />
threaten welfare or safety, pregnancy in mares and the misuse of aids.<br />
3. Events must not prejudice horse welfare. This involves paying careful attention to the<br />
competition areas, ground surfaces, weather conditions, stabling, site safety and<br />
fitness of the horse for onward travel after the event.<br />
4. Every effort must be made to ensure that horses receive proper attention after they<br />
have competed and that they are treated humanely when their competition careers<br />
are over. This covers proper veterinary care, competition injuries, euthanasia and<br />
retirement.<br />
5. The FEI urges all involved with the sport to attain the highest levels of education in<br />
their areas of expertise.<br />
