We are writing this letter to encourage you to support Mike Leavitt for governor.<br />

.- We have carefully considered all of the gubernatorial candidates, and we are<br />

convinced that he is the best candidate for the job.<br />

As County Commissioners, there are several reasons why we are anxious to see<br />

Mike Leavitt become <strong>Utah</strong>'s next governor. Of great importance to each of us<br />

is Mike's commitment to local government. He believes that governmental action<br />

is most effective at the local level. He opposes laws and regulations that impose<br />

unfunded mandates on local government. Having been born and raised in a<br />

small <strong>Southern</strong> <strong>Utah</strong> community, Mike understands the role that counties play in<br />

<strong>Utah</strong> government, and he is dedicated to putting more control back in our hands<br />

and taking it away from larger, less effective state and federal governments.<br />

Mike is also concerned about the economic needs of rural <strong>Utah</strong>. He has<br />

developed an in-depth, rural economic development plan that will help revitalize<br />

the ailing economies of rural <strong>Utah</strong>. He has promised to put an end to the BLM<br />

wilderness stalemate which continues to stifle growth in much of rural <strong>Utah</strong>.<br />

Perhaps the most important reason we support Mike, though, is because of his<br />

strong character. Mike is a man of great integrity who will not compromise his<br />

standards as governor of <strong>Utah</strong>.<br />

Dear Commissioner Sullivan,<br />

I wish I were in the Governor's race. I was beaten fairly and squarely.<br />

August 13, 1992<br />

During the campaign I had a chance to observe all the candidates, and they are something<br />

to look at! You can read their biographies and their statements yourself, but let me share with<br />

you why I decided to support M i Leavitt.<br />

1. One must ask not only "Can he win?" but also "Can he govern?" Many can win<br />

but few can govern. I think Leavitt will do both effectively.<br />

2. I think he is open to counsel and does not have his mind set in concrete. He will<br />

organize and reorganize, but it won't be done just for the appearance of change<br />

as many in business or government tend to do. He is not status quo bound. I<br />

know because I've queried him and heard his responses before thousands of<br />

people-<br />

3. His style is not flamboyant. He is a listener, a quality that generates trust and<br />

appreciation among people.<br />

4. I think he will bring local government leaders into the loop. I think he will pass<br />

the intergovernmental relations test that is hard for so many national and state<br />

executives to grasp.<br />

5. I think he has a heart and a head, and that's good enough for me.<br />

An open letter to <strong>Utah</strong>'s Law Enforcement Community,<br />

August 17, 1992<br />

As we enter the final weeks of this political season, <strong>Utah</strong>ns will be barraged with<br />

political advertising. Inasmuch as law enforcement plays a critical role in our<br />

society, I felt it essential to share with you some of my thoughts, hopes and<br />

aspirations for our state.<br />

You, as a law enforcement officer, represent probably the most visible symbol<br />

of government in our society. We turn to you to protect our lives, our property,<br />

and essentially our future. We ask you to solve some of society's most difficult<br />

problems, and to respond daily to tragedies and situations we wish didn't exist.<br />

It is interesting to me that those who criticize you most often are the first to call<br />

upon you when threatened or victimized.<br />

I feel the Governor plays an important role in the overall law enforcement scheme<br />

of our state. That role is primarily one of support; support of the concept that<br />

law enforcement is best delivered at the local level and that it is local law<br />

enforcement, not Capitol Hill, that knows the needs of their communities. State<br />

law enforcement efforts, on the other hand, should be narrowly defined in scope<br />

and should at all times be supportive of, and not in competition with, local law<br />

enforcement efforts. Functions that are carried out by the state should be only<br />

those that can best be accomplished on a statewide basis. Programs such as a<br />

statewide crime laboratory system, a centralized records data base, criminal<br />

intelligence systems, and other interjurisdictional functions should be used to<br />

support local law enforcement efforts.<br />

The <strong>Utah</strong> Highway Patrol has a very defined mission and it is my understanding<br />

that the Patrol works closely with all law enforcement agencies, and that there<br />

should be no duplication of effort in carrying out their responsibilities.<br />

The <strong>Utah</strong> Division of Investigation should also be narrowly defined. Their<br />

primary effort should be that of support to local task forces, as well as response<br />

for assistance from local law enforcement administrators. Other investigatory<br />

responsibilities should include primarily issues crossing jurisdictional boundaries<br />

such as white collar crime, money laundering, clandestine laboratory response and<br />

other narrowly defined responsibilities.

As you are well aware, 1992 is a critical year in <strong>Utah</strong> politics. Our state faces<br />

many crucial issues. We have carefully considered all of the candidates<br />

Re: Mike Leavitt candidacy<br />

We were delighted when a couple of months ago, Mike Leavitt, one of <strong>Utah</strong>'s top business and<br />

community leaders, said he would be a candidate for governor in 1992.<br />

During the time since Mike expressed his willingness to run, we have been organizing a<br />

campaign committee and preparing for the race. In only a short time, the following things have<br />

happened:<br />

-- More than 75 percent of <strong>Utah</strong>'s Republican legislators have endorsed his candidacy and<br />

are actively involved in the campaign.<br />

-- An Associated Press article described Mike as "leading the GOP field of<br />

gubernatorial ~andidates.'~ The article quoted a respected Democratic strategist<br />

saying that Mike is "extremely formidable."<br />

-- A Dan Jones poll taken in October showed that among delegates who actually know<br />

the candidates for governor, Mike has the highest favorability rating.<br />

-- Democrat State Chairman Peter Billings, in a KSL interview, called Mike the candidate<br />

that Republican insiders "are putting their money on."<br />

While there has been a fair amount of activity in the gubernatorial race already, Mike has<br />

resisted the temptation to begin the public portion of the campaign too early. He believes<br />

political campaigns tend to be too long and tiresome to most citizens. Thus, we will not launch<br />

the public portion of our campaign until after the first of the year. However, as it is important


that we establish our grassroots organization now, we are forming local committees and we hope<br />

you will become involved.<br />

We know Mike well and we are supporting him because he is d, he is right on the issues and<br />

he can do the best job, He is solid. substantive and genuine, Mike is a seasoned, no-nonsense<br />

business executive with a clear agenda and vision for <strong>Utah</strong>. His overwhelming support among<br />

community, business and political leaders is a solid indication of Mike's capabilities. These<br />

people know true leadership, they know what is needed in a chief executive, and they support<br />

Mike.<br />

Mike has built a $100 million insurance firm with 34 offices, including 17 all across <strong>Utah</strong>, and<br />

78,000 clients. He serves on the State Board of Regents and in various important roles in public<br />

education. He successfully managed campaigns for Senators Garn and Hatch. No other<br />

candidate knows <strong>Utah</strong> as well or has such solid business abilities.<br />

Mike Leavitt is the most electable Republican candidate. Mike consistently lines up best against<br />

any of the likely Democratic opponents. When all of the campaign gimmicks are swept away,<br />

Mike will remain as the capable, competent candidate. He will earn your confidence and<br />

loyalty.<br />

Attached is a list of some of those who are already supporting Mike. Obviously, this is only<br />

a partial list, but it will give you a flavor of the caliber of people who have pledged their<br />

Michael 0. Leavitt<br />

Biographical Sketch<br />

Solid and substantial leadership in business, education and politics has been the hallmark<br />

of Michael 0. Leavitt. Prominent roles in each of these areas have prepared him to become<br />

<strong>Utah</strong>'s Chief Executive.<br />

Mike is president and chief executive officer of The Leavitt Group, a regional insurance<br />

firm with 34 offices and 78,000 clients in <strong>Utah</strong> and the western United States. The firm's<br />

revenues have grown to nearly $100 million annually and it now ranks in the top 50 such<br />

organizations in America. Mike's business leadership has led to appointments on boards of<br />

directors of some of America's major corporations, including Pacificorp, <strong>Utah</strong> Power & Light<br />

Co., and Great Western Thrift and Loan.<br />

Much of Mike's public policy involvement has been in the education arena. He is<br />

presently a member of the <strong>Utah</strong> State Board of Regents, which oversees <strong>Utah</strong>'s nine colleges and<br />

universities. He was chairman of the <strong>Utah</strong> Commission on Efficiency in Education. For four<br />

years he served as chairman of the <strong>Southern</strong> <strong>Utah</strong> <strong>University</strong> Board of Trustees and he is<br />

currently a member of the Legislature's Strategic Planning Committee, which is devising a long-<br />

term plan for <strong>Utah</strong>'s public education system.<br />

In politics, Mike has led numerous state-wide campaigns, including Jake Garn's 1980 and<br />

1986 campaigns, and Orrin Hatch's re-elections in 1982 and 1988. In 1984, he served in<br />

Washington, D.C., as the Regional Coordinator of Planning and Polling for President Reagan's<br />

re-election campaign, having specific responsibility for 13 critical Northeastern States.<br />

Mike was born in Cedar City and has a bachelor's degree in Business and Economics<br />

from <strong>Southern</strong> <strong>Utah</strong> <strong>University</strong>. He is married to the former Jacalyn Smith of Newton, <strong>Utah</strong>.<br />

They are the parents of five children and the family lives in Salt Lake City.
