Service<br />

The <strong>Temecula</strong> <strong>Valley</strong> Bank is celebrating all year long! The bank kicked <strong>of</strong>f<br />

its 10 year anniversary with the <strong>Chamber</strong> mixer in November 2006 where<br />

they debuted their new logo.<br />

The bank is celebrating its 10 year anniversary all year long at each <strong>of</strong> its<br />

10 locations throughout Southern California. On the 10th <strong>of</strong> each month<br />

the bank <strong>of</strong>fers visiting customers refreshments; they decorate the <strong>of</strong>fices<br />

and have prizes for some <strong>of</strong> the lucky patrons.<br />

“We are very proud <strong>of</strong> our success,” said Stephen H. Wacknitz, Chairman,<br />

President & CEO. “Our strategic focus continues to be on our<br />

core business lines: traditional banking, construction and real estatebased<br />

lending throughout California, our SBA lending program.”<br />

Senior Experience Program Offers Student Teams<br />

to Local Businesses in the <strong>Temecula</strong> <strong>Valley</strong><br />

The Senior Experience Program in the College <strong>of</strong> Business Administration<br />

at California State University San Marcos matches teams <strong>of</strong> students<br />

with projects submitted by local businesses and organizations. Students<br />

gain by working on rigorous, real-world projects that require teamwork<br />

and application <strong>of</strong> classroom knowledge. Businesses gain by receiving<br />

concentrated attention from bright, energetic teams that provide a fresh,<br />

independent look at their projects. Each student team works under the<br />

supervision <strong>of</strong> a faculty member.<br />

Businesses and organizations can request a Senior Experience team by<br />

proposing a project. The application form is available online at www.<br />

csusm.edu/seniorexperience. A fee <strong>of</strong> $1,000 per project is requested to<br />

<strong>of</strong>fset the costs <strong>of</strong> the program. The deadline for submitting proposals<br />

for the Fall 2007 semester is June 15, 2007. For additional information,<br />

The projects submitted for the Senior Experience Program vary according<br />

to the organization. Examples <strong>of</strong> past projects include: developing accounting<br />

and information management systems, analyzing manufacturing<br />

processes, studying new marketing opportunities, providing improved<br />

customer service, analyzing human resources programs and helping<br />

develop new entrepreneurial businesses. Many <strong>of</strong> San Diego County’s<br />

most significant businesses have participated in the Senior Experience<br />

program, including QUALCOMM, Sony Electronics, Sea World <strong>of</strong> San Diego,<br />

Hewlett Packard and LEGOLAND California. Additionally, many medium<br />

and small companies have participated, as well as governmental agencies<br />

such as the City <strong>of</strong> San Diego, the County <strong>of</strong> San Diego, the San Diego<br />

Police Department and the Oceanside Police Department.<br />

Business Community Supports<br />

Redistricting Efforts<br />

The <strong>Temecula</strong> <strong>Valley</strong> <strong>Chamber</strong> <strong>of</strong> <strong>Commerce</strong> supports efforts to make California<br />

elections more competitive by reforming the highly politicized process <strong>of</strong><br />

drawing legislative and congressional districts.<br />

The <strong>Chamber</strong> will work with the Governor’s <strong>of</strong>fice and the state legislature to<br />

ensure that the <strong>Temecula</strong> business community is engaged in policy discussions<br />

regarding redistricting reform proposals.<br />

Governor Arnold Schwarzenegger introduced a reform plan earlier this year<br />

that encompasses the following:<br />

1. Create a Citizens Redistricting Commission composed <strong>of</strong> 11 independent members<br />

- four from each <strong>of</strong> the state's two major political parties, with the three<br />

others being decline-to-state voters or voters with other political affiliations.<br />

2. Any redistricting plan must have at least one vote from each <strong>of</strong> the two<br />

major political parties and one from an independent or minor party.<br />

3. The commission would be selected by random drawing by the Fair Political<br />

Practices Commission from a pool <strong>of</strong> 55 candidates, nominated by a panel<br />

<strong>of</strong> 10 current or retired county registrars <strong>of</strong> voters or city election clerks.<br />

4. Anyone who has served as an elected <strong>of</strong>ficial within the past five years,<br />

lobbyists or those with family ties to elected <strong>of</strong>ficials are not eligible to<br />

serve on the panel.<br />

5. If the constitutional amendment to create the redistricting commission is approved<br />

by a two-thirds majority <strong>of</strong> the Legislature, it would go before voters.<br />

“Working together we can ensure pro-business candidates will have a<br />

chance to seek <strong>of</strong>fice if they so desire,” explained Alice Sullivan, President<br />

and CEO <strong>of</strong> the <strong>Temecula</strong> <strong>Valley</strong> <strong>Chamber</strong>. “Competitive elections ensure<br />

quality candidates are elected,” Sullivan continued.<br />

Keeping Your Employees and Business Safe<br />

aTm safety Tips<br />

• Be aware <strong>of</strong> your surroundings and look for anyone who does<br />

not appear to be there for banking purposes.<br />

• When you enter your password, position yourself in front <strong>of</strong><br />

the ATM keyboard to prevent anyone from seeing your PIN<br />

number.<br />

• Put the cash in your pocket and wait until you are in a safe<br />

area to count it.<br />

• Never use an ATM machine in an isolated area or where<br />

people are loitering. Always try to have a companion when<br />

using an ATM at night and in a low traffic area.<br />

• When using a drive-up ATM make sure that your passenger<br />

windows are closed and all doors are locked.<br />

If you find yourself in a situation where you are being abducted,<br />

below are some tips that could prevent you from being taken<br />

against your will.<br />

• If you are grabbed from behind, around the neck and shoulders<br />

you should drop down, twist your body and scream.<br />

• If you are grabbed by the wrist, pull down and twist the<br />

attacker’s thumb to break the hold.<br />

• When you escape, run to the nearest person, business or<br />

house.<br />

• If the attack takes place in a parking garage, you should<br />

run between cars. Knock against the cars and pull on door<br />

handles to set <strong>of</strong>f car alarms.<br />

• If you are grabbed and pushed into a car you may try the<br />

following:<br />

• Try to climb into the back seat to see if the doors are<br />

unlocked.<br />

• Slide down onto the front floor and reach up under the dash<br />

and pull any wires you can get your hands on. Often this will<br />

bring the car to a stop.<br />

What To Do and Not To Do During a Robbery<br />

DO<br />

• Remain calm. There is no need to bring undue attention to<br />

the situation. To do so could cause panic and endanger lives.<br />

• If you have a silent alarm and can reach it without being<br />

noticed, use it. Otherwise, wait until the robber leaves.<br />

• Be careful, most robbers are just as nervous as you are.<br />

• Cooperate with the robber. Robbers seldom hurt people who<br />

are willing to cooperate.<br />

• Be a good witness; try to document any and all information<br />

about the crime as soon as possible, including a detailed<br />

description <strong>of</strong> the individual(s) and any vehicle(s) involved.<br />

• Handle the entire procedure as if you were with a customer.<br />

Slowing down your actions in the hope that the police will<br />

arrive before the robber leaves only endangers lives.<br />

• Tell the robber about any possible surprises such as a<br />

second employee who is working in a back room. Also, inform<br />

him/her if you must move in an unanticipated way.<br />

DO NOT<br />

• Don't argue or fight with the robber. Any amount <strong>of</strong> money is<br />

not worth personal injury.<br />

• Don't try to persuade the robber to give himself/herself<br />

up. Once a robbery has started, it is too late for a robber to<br />

change his/her mind.<br />

• Don't chase or follow the robber. Police could mistake you for<br />

the robber.<br />

• Don't talk except to answer the robber's questions.<br />

• Don't stare directly at the robber.<br />

• Never resist an armed robber; there is a chance the suspect<br />

is acting under the influence <strong>of</strong> drugs and may not act<br />

rationally during a robbery attempt.<br />

Filming in the <strong>Temecula</strong> <strong>Valley</strong><br />

to stay here and promote California, while building a stronger network for future productions. The Inland Empire Film Commission and<br />

the City <strong>of</strong> <strong>Temecula</strong> met that goal . . . they stepped up and helped make it happen." — Kelly Garrett Get Entertainment Inc.<br />

The City <strong>of</strong> <strong>Temecula</strong> is very supportive <strong>of</strong> the film industry and<br />

recognizes the many economic benefits it brings to our area. The<br />

City continues to support the Inland Empire Film Commission (IEFC)<br />

and the <strong>Temecula</strong> <strong>Valley</strong> International Film Festival. Through the<br />

exposure <strong>of</strong> our Film Festival and association with IEFC, <strong>Temecula</strong><br />

is now considered a viable filming destination for the filmmaker’s<br />

films, commercials, and television projects.<br />

The Inland Empire Film Commission acts as a Film liaison with The<br />

City <strong>of</strong> <strong>Temecula</strong>. The IEFC, a division <strong>of</strong> the Inland Empire Economic<br />

Partnership is recognized by the California Film Commission,<br />

as the <strong>of</strong>ficial advocate for filming interest in Riverside and San<br />

Bernardino Counties. The IEFC is also a member <strong>of</strong> the FLICS (Film<br />

Liaisons in California, Statewide). A FLICS designation recognizes<br />

the staff <strong>of</strong> the IEFC for their knowledge <strong>of</strong> all issues that affect<br />

production in their area.<br />

The Inland Empire Film Commission’s 2006 Annual Film Report for<br />

<strong>Temecula</strong> provided filming highlights which include:<br />

A filmmaker’s dream came true when his first feature film April<br />

Moon was finally ready to film. The City <strong>of</strong> <strong>Temecula</strong> had a hand<br />

in this dream by providing all <strong>of</strong> the locations needed for this film.<br />

Assisted by Jo Moulton, a resident film pr<strong>of</strong>essional, Director David<br />

Asmussen utilized local pr<strong>of</strong>essional crew, local service providers,<br />

local accommodations and locations within <strong>Temecula</strong>. Asmussen<br />

spent almost ten years working toward the making <strong>of</strong> this movie<br />

and in November <strong>of</strong> 2006, he did it, with the help <strong>of</strong> <strong>Temecula</strong> and<br />

the local merchants and service providers.<br />

TV<br />

Four television shows found just the right look when scouting in<br />

the Inland Empire…the <strong>Temecula</strong> area. 51 Minds Entertainment’s<br />

Flavors <strong>of</strong> Love, BBC New York Productions’ What Not to Wear used the<br />

surrounding <strong>Temecula</strong> <strong>Valley</strong> while Robin/Tani Media Factory’s Tabi<br />

eConomiC imPACT<br />

The Inland Empire Film Commission (IEFC), working in conjunction<br />

with City staff, developed a film permit process to help streamline<br />

the internal approval process through the City’s various departments.<br />

The IEFC also checks the permit on behalf <strong>of</strong> the City <strong>of</strong> <strong>Temecula</strong>,<br />

making certain that all permit requirements are met, like proper insurance<br />

coverage, prior to submission to the City for approval.<br />

The IEFC reports that the economic impact for the City <strong>of</strong> <strong>Temecula</strong> in 2006<br />

was approximately $60l,100 with half contributed to television filming.<br />

A Familiarization Tour (FAM) consisting <strong>of</strong> key location managers<br />

is being planned by the IEFC for late Spring. The IEFC will partner<br />

with the <strong>Temecula</strong> <strong>Valley</strong> Convention & Visitors Bureau, the <strong>Temecula</strong><br />

Friends <strong>of</strong> Ronald Reagan SP has launched a campaign directed at merchants and small businesses<br />

in the <strong>Temecula</strong> area, inviting them to participate in the drive to build the Can-Do Monument.<br />

“Show your community spirit,” urges Steve Aquilino, Can-Do Club chairman. “Promote individual<br />

initiative and gain instant recognition for your participation. It’s a great way to help our community<br />

Small Business Development Center at the <strong>Temecula</strong> <strong>Chamber</strong>: A Success Story<br />

In our one-on-one workshops given here at the <strong>Temecula</strong> <strong>Chamber</strong> by<br />

the Inland Empire SBDC we emphasize the need for ‘COMMITMENT’ on<br />

behalf <strong>of</strong> potential entrepreneurs. The reasons for this are numerous<br />

but primarily evolve around the commitment needed to overcome many<br />

<strong>of</strong> the obstacles inherent in starting a business. Some <strong>of</strong> these obstacles<br />

can be getting a business license, creating a business plan,<br />

obtaining a loan, obtaining the necessary permits, etc.<br />

One <strong>of</strong> my clients, Lora Rosene, is a good example <strong>of</strong> someone that has<br />

had many obstacles to overcome in the process <strong>of</strong> starting and expanding<br />

her business, an inventor, manufacture and wholesale distributor<br />

<strong>of</strong> a new solar heating product for swimming pools, in Murrieta,<br />

California. Lora, and her husband Richard, initially came to see me in<br />

December <strong>of</strong> 2005 to discuss the desire to expand their business after<br />

great demand for their product in its first year <strong>of</strong> operation put some<br />

cash flow strains on the new business.<br />

Three years ago Lora Rosene had no intent on starting a new business.<br />

Lora’s husband Richard has been in the swimming pool industry for the<br />

past 19 years. In addition to being a stay at home mom Lora staffed<br />

the home <strong>of</strong>fice <strong>of</strong> her husband’s swimming pool business. With three<br />

young boys that’s work enough for anyone.<br />

One day in February <strong>of</strong> 2004 after Richard pulled a dog out from under a solar<br />

blanket, he had an idea that would prevent these unfortunate occurrences.<br />

An idea is one thing, but putting that idea into a patented practical<br />

saleable product is a tremendous step to take. Lora began with drawings<br />

and hand made examples. The idea progressed to a point at which<br />

a patent search was initiated and finding no other similar product a<br />

patent was filed. Once the idea was patent pending a manufacturer<br />

was sought to make prototypes for testing. As <strong>of</strong> <strong>today</strong>, no other floating<br />

solar cover matches Solar Sun Rings design for safety. Countless pets<br />

and many people have died because <strong>of</strong> entrapment with the one piece<br />

bubble pack covers. The primary design criteria <strong>of</strong> the Solar Sun Rings<br />

were to prevent entrapment.<br />

Solar Sun Rings were first introduced to the buyers in the swimming<br />

pool industry in December <strong>of</strong> 2004 at the Las Vegas Pool and Spa Expo.<br />

The first year was difficult and the business was still being run from<br />

Lora and Richard’s home <strong>of</strong>fice.<br />

The University <strong>of</strong> California at Cal-Poly San Louis Obispo agreed to test<br />

the Solar Sun Rings at the National Pool Industry Research Center located<br />

on campus. The results established Solar Sun Rings as the premier solar<br />

pool product available. The University rated each Solar Sun Ring at 21,000<br />

BTUs per day. In layman’s terms each Solar Sun Ring generates enough<br />

heat to raise 2,625 gallons <strong>of</strong> water 1 degree Fahrenheit each day. This<br />

performance exceeds all other products on the market.<br />

The demand for Solar Sun Rings continued to soar and a formal <strong>of</strong>fice<br />

and warehouse was needed to keep pace with growth by the end <strong>of</strong><br />

the first year. With only a year in business the obvious first choice was<br />

the Small Business Administration for a loan to allow the business to<br />

expand. Solar Sun Rings was incorporated to Solar Sun Rings, Inc.<br />

After only 19 months in business, Lora has made Solar Sun Rings,<br />

Inc. an international success with a distributor in Australia and sales<br />

worldwide. Despite her company’s success, its rapid growth has devoured<br />

all <strong>of</strong> her startup capital and then some. Lora was in need <strong>of</strong><br />

additional funding to purchase inventory to meet this heavy demand<br />

and grow her business. The additional funds she was seeking would<br />

be coming from the SBA.<br />

I advised them <strong>of</strong> the necessity <strong>of</strong> doing a business plan. Not only for<br />

the Funding institution, but more importantly to help them identify<br />

their market, competitors, financial needs, customer demographics,<br />

etc. Both Lora and Richard worked diligently on completing the business<br />

plan, asking questions and receiving guidance during the process.<br />

Lora also had to deal with the aspects <strong>of</strong> finding both Her portion<br />

<strong>of</strong> the funds necessary to expand the business and working on obtaining<br />

an outside source <strong>of</strong> funds through an SBA Program. Lora has faced<br />

this obstacle with commitment and perseverance.<br />

Working with Lora we have submitted a revised business plan and revised<br />

financials to a lending institution. After a few rejections and continued<br />

devotion to her business, Lora received approval <strong>of</strong> the funds. Throughout<br />

the process Lora has maintained both commitment, a positive attitude<br />

and worked hard on providing all the information necessary.<br />

In addition, by working together with the Inland Empire SBDC on the business<br />

plan needed by the SBA lending program Lora as also created an<br />

effective strategic operating plan. This successful business owner has<br />

learned to run her business “lean and mean”. Trimming wasteful expenditures,<br />

investing surplus funds, and carefully planning and managing the<br />

company’s cash flow enable them to compete effectively in the market.<br />

Presently Lora’s market share <strong>of</strong> the solar swimming pool products is<br />

only about 1% but it is growing by leaps and bounds. As more people<br />

become aware <strong>of</strong> the heat output and water saving potential <strong>of</strong> this<br />

product more utilities will grant rebates to help conserve resources.<br />

Homeowners find Solar Sun Rings the ideal choice for a long comfortable<br />

safe swimming season.<br />

In summary, many obstacles will be put in your path to becoming an<br />

entrepreneur. Overcoming these obstacles will require COMMITMENT on<br />

your part and the results can be very rewarding. The obstacles discussed<br />

in this article are just a few <strong>of</strong> the many that may be put in your<br />

path to success. COMMITMENT will help you overcome them, maintain<br />

a positive attitude and reap the rewards <strong>of</strong> owning your own business.<br />

The TVCVB participates in a number <strong>of</strong> local special<br />

events and festivals throughout the year to help<br />

promote the <strong>Temecula</strong> <strong>Valley</strong> by identifying where<br />

visitors are attending from (for future marketing opportunities),<br />

encouraging stayovers and return visits<br />

(increase room nights) and suggesting additional<br />

activities during their stay (encourage visitors to<br />

experience more <strong>of</strong> the area and businesses). The<br />

TVCVB has recently supported and participated in<br />

the <strong>Temecula</strong> Rod Run, the California Regional Wine<br />

Tasting Event and the Wine & Music Festival. Some<br />

2007 TVCVB Annual meeting<br />

On Thursday, march 15th, the TVcVB held its first stand alone annual meeting where<br />

the focus was Building our Brand and Growing Our community TOGeTHeR. Youth Irish<br />

Dancers started the show with a lively and entertaining performance. Doug leiber<br />

welcomed the group and mayor chuck Washington gave an inspiring speech on our<br />
