Successful, consecutive conventions for<br />
Praise is to God Almighty that has enabled us<br />
to accomplish two large conventions in<br />
Minnesota. Indeed, it is with a great pleasure,<br />
that I write this note. Minnesota Muslims can<br />
be proud of their accomplishments.<br />
Let me start with the Youth Convention that<br />
took place <strong>April</strong> second and third. This convention<br />
was predominantly meant for the<br />
youth, it has also attracted families and community<br />
members and the faithful from all<br />
walks of life.<br />
Organized by the<br />

Islamic Center in<br />
Minneapolis,<br />
Minnesota, the<br />
convention was<br />
attended by great<br />
numbers of<br />
Muslims and non<br />
Muslims from<br />
the State and the<br />
neighboring<br />
states. Pilgrims<br />
steadfastly held<br />
on to their seats<br />
for the duration<br />
of the convention.<br />
The Sheiks (religious<br />
scholars),<br />
that spoke at the<br />
gathering came<br />
from a distance<br />
from Minnesota.<br />
The Abuubakar<br />
Youth Center<br />
which was the<br />
main department<br />
at the center for the organizing of the event<br />
produced good speakers of their own, and well<br />
Muslims in Minnesota:<br />

the audience<br />
mentioned how difficult it was to continue with<br />
education due to the<br />
circumstances of<br />
language barriers,<br />
lack of family support,<br />
peer pressure<br />
to fall off the boat,<br />
cultural and religious<br />
differences in<br />
the main stream<br />
society.<br />
Nonetheless, they<br />
came out winners by<br />
sustaining their values.<br />
The spring<br />
break recess was a<br />
weekend of learning<br />
and gaining power<br />
to inspire the<br />
American Dream.<br />
The themed religious<br />
gathering has<br />
proven useful to<br />
community members<br />
for contribution to<br />
causes worthwhile to<br />
Minneapolis.<br />
The second convention<br />
organized by the Muslim American<br />
Society (MAS) also drew a large number of<br />
Muslims from Minnesota and nearby states.<br />
Speakers at this three day convention of <strong>April</strong><br />
fourteenth, fifteenth and sixteenth came from<br />
out of state as well international visitors.<br />
Large bazaars were a delightful sight at the<br />
convention. Dialogues of political discussions<br />
were common in different lecture halls. There<br />
was an Islamic entertainment of sorts at the<br />
convention center. The Minnesota chapter of<br />
MAS officials was happy that the number of<br />
participants increased by 44% since last year.<br />
Both conventions had successful fund raisings<br />
for the cause.<br />
Now let me take this opportunity to first of all<br />
thank God for giving us the opportunity to<br />
come together and help our cause. Secondly, I<br />
would like to take this moment to thank the<br />
Sheikhs for the leadership role they demonstrate<br />
in our community. Lastly but not the<br />
least, let me express my gratitude to all the volunteers<br />
who have tirelessly helped in realizing<br />
the success of the conventions. God bless.

Khat Trade Rules in Somalia<br />

WAJID, Somalia -- Before Somalia's government<br />
collapsed in 1991, Maryann Ali was an<br />
elementary school teacher who spent her days<br />
giving fifth-graders geography and math lessons.<br />
Now she earns a living dealing khat, a<br />
narcotic plant that when chewed yields a jittery<br />
high and feelings of invincibility that later melt<br />
and leave the user in a lethargic stupor.<br />
Educated Somali women such as Ali dominate<br />
the khat trade, a profession that is both<br />
admired and scorned here, and that<br />
offers one of the few remaining job<br />
opportunities in the country's<br />
moribund economy.<br />
"If the country was ever normal,<br />
I'd quit and return to teaching,"<br />
said Ali, 40, who guards<br />
her stash with an AK-47 and has a<br />
gold tooth that she says makes her<br />
appear "tough." "What else can I do to<br />
survive?"<br />
Somalia, a country of more than 8 million<br />
ruled by warlords, has the highest percentage<br />
of khat users in the world, researchers say.<br />
Scarred by violence and raised in anarchy, a<br />
generation of young Somalis say King Khat, or<br />
miracle miraa, as the drug is known, helps ease<br />
the pain.<br />
Researchers estimate that 75 percent of adult<br />
males use the drug. Every town has khat<br />
rooms, where men lounge for hours listening<br />
to blaring music and chewing wads of green<br />
leaves that ooze with saliva and stick between<br />
their teeth.<br />
The consumption of alcohol and most drugs is<br />
socially unacceptable in this Muslim country,<br />
but chewing and dealing khat are considered<br />
gray areas. So Ali, a mother of 10, peddles the<br />
narcotic, which she said enables her to earn<br />
money and abide by the philosophy of<br />

Somalia's tight-knit clans: "Above all, provide<br />
and protect."<br />
Khat is legal in much of sub-Saharan Africa<br />
and enjoyed throughout the Horn of Africa and<br />
in parts of the Middle East, especially in<br />
Yemen. It is illegal in several African countries,<br />
such as Tanzania and Eritrea, and in the<br />
United States and across Europe.<br />
In 1980, the World Health Organization<br />
declared khat a highly addictive drug, and East<br />
African leaders have campaigned against it,<br />
saying chronic use leads to high divorce rates,<br />
wife beatings and job loss. In Somalia, opponents<br />
call the habit a national epidem-<br />
ic and say men who use the drug<br />
neglect their families by spending<br />
huge amounts of cash and<br />
time on it.<br />
Khat crops have flourished in<br />
neighboring Kenya and<br />
Ethiopia, where farmers started<br />
uprooting their coffee plants and<br />
growing the leafy green plant when the world<br />
coffee market crashed in the 1990s and early<br />
2000s. Today, Kenya exports about $250 million<br />
of khat annually, beating out tea as one of<br />
the county's most lucrative exports, according<br />
to the Kenyan government.<br />
Dozens of flights leave Nairobi's two major<br />
airports every day, transporting burlap sacks<br />
filled with khat to Somalia in a trade that is<br />
worth about $300,000 a day, according to<br />
Kenya's National Agency for the Campaign<br />
Against Drug Abuse.<br />
And like tobacco and alcohol, khat is a big<br />
business run by powerful people.<br />
Warlords control the khat trade and use the<br />
proceeds to buy weapons, which allows them<br />
to maintain control of their warring fiefdoms,<br />
according to a 2003 report of the United<br />
Nations Panel of Experts on Somalia.<br />

DEPARTMENT OF LABOR ANNOUNCES COMPETITION FOR $4 MILLION IN<br />
FUNDING FOR GRASSROOTS ORGANIZATIONS<br />
The U.S. Department of Labor's (DOL) Employment and Training<br />
Administration (ETA) announces a $4 million grant competition for grassroots<br />
faith-based and community organizations to help underserved populations prepare for<br />
and succeed in employment opportunities. Applicant organizations are<br />
expected to create their program in conjunction with their local One-Stop Career<br />
Center.<br />
Applicants must provide a Letter of Intent or Memorandum of<br />
Understanding signed by the One-Stop articulating the anticipated partnership.<br />
These grants will become part of DOL's ongoing effort to partner its<br />
existing programs with effective faith-based and community organizations<br />
to better serve the needy. ETA expects to award between 60 and 70 grants of<br />
$50,000-$75,000 each through this $4 million competition. This will<br />
amount to four times the funding given in 2005.<br />
This competitive solicitation for grant applications can be accessed<br />

Lee Egerstron, St. Paul Pioneer Press<br />
The Minnesota Public Safety Department awarded a $250,000 grant to<br />
the St. Paul Police Department and partnering organizations for an outreach<br />
program with Muslim and Somali communities.<br />
Police will work with the St. Paul Intervention Project and the<br />
Minnesota Chapter of the Muslim American Society of America to<br />
develop the program, which will address issues like domestic assault<br />
and challenges facing women. Police Chief John Harrington announced<br />
the outreach program Friday morning.<br />
The project is an outgrowth of a master's thesis by Assistant Chief<br />
Dennis Jensen titled "Enhancing Homeland Security Efforts by Building<br />
Stronger Relationships Between the Muslim Community and Local Law<br />

For Immigrants, Life in America Far Outstrips Sweden and Europe<br />
Referring to themselves as 'flies under glass,' immigrants<br />
that move to Sweden find it almost impossible to<br />
get a foothold. But according to this op-ed article from<br />
Sweden's Sydsvenskan Dagbladet newspaper, those<br />
that find themselves in the U.S. are far better off, and<br />
deeply appreciate what America has to offer.<br />

Toward the end of last year – following the riots in<br />
France's immigrant-populated suburbs - something happened:<br />
discussions about Europe's "social model" grew<br />
quiet, very quiet.<br />
Just a few months earlier, when<br />
Hurricane Katrina had struck New<br />
Orleans, European media and politicians<br />
were wallowing in schadenfreude (taking<br />
pleasure in the misfortune of others). The<br />
U.S. was called a "developing country,"<br />
unable to protect its own citizens, and<br />
thus a world away from a Europe of solidarity<br />
and compassion.<br />
But then the fires began in Paris, Lyon<br />
and Marseille. And an embarrassed<br />
silence settled in.<br />
The American societal model, with its wide disparities<br />
and gaping safety net, is something that few in Europe<br />
wish to emulate. There is, however, quite a bit to learn<br />
from it. One example is the assimilation of immigrants<br />
into the labor market.<br />
Europe's serious problems in this sphere are documented<br />
in numerous studies by the Organization for Economic<br />
Cooperation and Development (OECD). Sweden is a<br />
very good case in point, since there is a 15 percent<br />
employment disparity between the native and foreignborn.<br />
When Somalia collapsed at the beginning of the 1990s,<br />
hundreds of thousands of Somalis fled the country.<br />
Those who reached Sweden had almost no chance of<br />
finding work: In 1997 only 10 percent were employed.<br />
Currently, the number has risen to some 30 percent,<br />
which is long way off the national level of 77 percent.<br />
Benny Carlson, Associate Professor of Economic<br />
History at Lund University, has together with ZUFI, a<br />
think tank in Malmoe, put out a thought-provoking publication<br />
"Somalis in Minneapolis: a Dynamic Deal."<br />

migrated to Minnesota,<br />
more specifically to<br />
Minneapolis-St. Paul,<br />
the Twin Cities, a metropolitan<br />
area with a<br />
population of roughly 3<br />
million. There are an<br />
estimated 25,000<br />
Somalis in Minnesota,<br />
and in Minneapolis they have congregated along Cedar<br />
and Riverside Avenues. The area has always attracted<br />
immigrants, and 100 years ago that mainly meant<br />
Swedes. Cedar Avenue was known as Snoose Boulevard,<br />
as in snus tobacco [editor's note: this snuff tobacco, or<br />
chewing tobacco, remains very popular in Sweden].<br />
According to Benny Carlson, Somalis are "not a prosperous<br />
group, but they are a working group, and one that<br />
is likely developing dynamically, at that."<br />
The employment rate lies between 55 to 60 percent.<br />
Thus it is twice as high as in Sweden.<br />
Entrepreneurship constitutes the first - and likely the<br />
most important - explanation. There are around 800<br />
Minneapolis businesses run by Somalis. That number is<br />
growing rapidly. In 2003, there were 38 Somali entrepreneurs<br />
in all of Sweden.<br />
The second explanation, which is partly connected to the<br />
first, is that the Minneapolis Somalis have created an<br />
(ethnic) "enclave economy." People with a common ethnicity<br />
engage in economic activities to support themselves,<br />
to support each other - and later on, this branches<br />
out and becomes part of the surrounding community.<br />
Corner stores become supermarkets. Holes<br />
in the wall become real restaurants. Taxi<br />
drivers join forces and launch their<br />
own carriers.<br />

Carlson meets Jamal Hashi, who<br />
runs the place<br />
with his brother.<br />
Initially,<br />
they only<br />
catered to their<br />
compatriots and<br />
didn't even have a<br />
menu. Now they<br />
not only have a menu<br />
but also a non-Somali<br />
clientele. They have thirteen<br />
employees: six Mexicans,<br />
four Ethiopians and three Somalis.<br />
Business is good: "There's opportunity<br />
here." The brothers have ambitious plans about building<br />
an African fast-food chain. There may, says Jamal,<br />
even be a restaurant in Sweden, a country he describes<br />
by quoting a friend who lives there:<br />
"There you are like a fly trapped under a glass turned<br />
upside-down. You can feel that your dreams are being<br />
smothered."<br />
Hussein Samatar arrived in Minnesota<br />
in 1994. At the time, he spoke no<br />
English. Now he heads an entrepreneurship<br />
center, stating that "the dollar<br />
is green, not black or white." Omar<br />
Hassan, who was an accountant back<br />
in Somalia, runs a multi-service business<br />
that provides help with tax<br />
returns, applications and travel documents.<br />
And while he works very hard,<br />
he is also in his own words "the top<br />
man on the market."<br />
The elder and religious leader Shejk<br />
Sàad Muse holds a mini-lecture about<br />
how Somalia lies strategically on the<br />
Horn of Africa, and how Somalis are<br />
therefore used to traveling, trading and adapting: "We<br />
can be Somalis, Muslims and Americans at the same<br />
time."<br />
Carlson's main purpose was not to compare Minnesota<br />
and Sweden, but he does write that there are likely<br />
"aspects here that should serve as eye openers on our<br />
side of the Atlantic."<br />
Indeed. His short tract, 74 packed pages, should be circulated<br />
within the Swedish government as well among<br />
the municipal power-brokers in Malmoe, Gothenburg<br />
and Stockholm [Editor's Note: Sweden's three largest<br />
cities in ascending order]. Entrepreneurship, both your<br />
own and that of others, is the key to successful assimilation.<br />

Every fifth new business in Sweden is started by a foreign<br />
born person. These entrepreneurs are well-educated:<br />
some 44 percent have a university degree. In the public<br />
at large, 29 percent have the same level of education.<br />
But there could have been more - and more prosperous -<br />
immigrant entrepreneurs if they were offered better conditions:<br />
* 33 percent of the foreign-born would prefer to be<br />
entrepreneurs, compared with 26 percent of the nativeborn.<br />
* Four out of ten foreign-born entrepreneurs believe that<br />
the Swedish authorities lack a positive attitude toward<br />
small businesses. Nearly half consider that the rules, reg-<br />
ulation, and requirements stunt growth.<br />
* 84 percent of the foreign-born entrepreneurs wish to<br />
expand their activities, compared with<br />
63 for the Swedish-born.<br />

U.S. There, as is<br />
clear in the<br />
Minneapolis case, the<br />
service sector plays a<br />
key role as an (assimilation)<br />
gateway. The fact<br />
that Sweden and other<br />
European countries have a<br />
smaller (private) service sector than<br />
the U.S. helps explain why unemployment<br />
remains stuck at high levels: when jobs disappear in<br />
manufacturing, there are not enough new businesses and<br />
job opportunities being created in the service sector.<br />
Those most vulnerable on the labor market are the ones<br />
then most affected.<br />
"Life is tough in the U.S., but it's good. If<br />
you have a dream, you can realize it,"<br />
she tells Benny Carlson. She herself is<br />
dreaming of an even larger store,<br />
and of employing staff.<br />
Europeans Can Learn a Thing or Two from Their<br />
Relations<br />
Across the Atlantic When it Comes to Assimilating<br />
Immigrants.<br />
A recent study by the Swedish<br />
Center for Business and Policy<br />
Studies (SNS) demonstrates that<br />
Sweden, with its regulations as<br />
well as the public sector<br />
monopoly on services, is the<br />
OECD country with the weakest<br />
long-term link between<br />
growth and employment.<br />
The Americans understand -<br />
and celebrate - the social and<br />
economic significance of the<br />
immigrant businesses. This is in<br />
relation to both the immigrants<br />
themselves and the society as a<br />
whole. In a country like<br />
Sweden, however, entrepreneurial individuals are not<br />
seen as motors of progress. This role is reserved for the<br />
benevolent systems of the state.<br />
But even here entrepreneurs from abroad have historically<br />
been very important: Carnegie, Bonnier, Bukowski,<br />
Becker, Mazetti, Zoéga, Felix. {editorial note: these are<br />
all the names of large Swedish companies founded by<br />
immigrants. Their focus ranges from publishing<br />
(Bonnier), auctioneering (Bukowski), paint (Becker) to<br />
coffee (Zoéga) and chocolate (Mazetti)}. At the beginning<br />
of the 19th century, a British immigrant named<br />
Samuel Owen was the founder of the (subsequently very<br />
successful, e.g. Volvo, Saab, Electrolux) Swedish engineering<br />
industry. How many Chilean, Lebanese, Iranian<br />
and Somali equivalents have we deprived ourselves of?<br />
Malyun Ali came to the U.S., via a refugee camp, in<br />
1997 and now runs a little store in Minneapolis while<br />
also working in home care.<br />
"Life is tough in the U.S., but it's good. If you have a<br />
dream, you can realize it," she tells Benny Carlson. She<br />
herself is dreaming of an even larger store, and of<br />
employing staff.<br />
Sure it sounds somewhat idyllic. Not everyone makes it.<br />
Life as a poor immigrant in the U.S. is tough, just as<br />
Malyun says. Attitudes towards Muslims have been<br />
affected by the September 11th terrorist attacks.<br />
But it is also tough being smothered by good intentions.<br />
To labeled hopeless from the outset. To be a fly under<br />
the glass.

Tourism is one of the fastest growing industries in the world. One of the<br />
consequences of easy and cheap global travel is an increase in the reported<br />
sexual exploitation of children in tourist destinations.<br />
On Friday <strong>April</strong> 21, 2006, the international conference will<br />
explore the relationship between tourism and<br />
child sex trafficking and to address the human rights implications of this<br />
nexus. The conference will engage leading experts in four sectors that<br />
have<br />
critical roles in preventing sexual exploitation of children:<br />
non-governmental organizations (NGOs), academia, government agencies<br />
and<br />
corporations. Among the concrete outcomes we hope to achieve at this<br />

looking into possible civil rights violations of<br />

Faces of the illegals<br />
At the heart of a debate that has captured the nation’s<br />
attention, an estimated 11 million illegal immigrants span<br />
the economic and social spectrum. Here are the voices of<br />
some former or current illegal immigrants in Minnesota.<br />
Carlos, Margarita and Juan agreed to be interviewed only<br />
if their true names were not disclosed, because of fears<br />
they would be deported if identified.<br />

Raul Negrete, with wife, Bridget, and their daughter, Eva:<br />
Once illegal, he became a U.S. resident last year. Even<br />
though there are plenty of jobs and employers willing to<br />
hire, “there is no way to work here legally,” he said.<br />
Juan is fresh from Mexico, still a bit shaken over his runin<br />
with immigration last month. Carlos and Margarita are a<br />
well-educated suburban couple who've been here five<br />
years.Jacobo Montero is the son of a U.S. citizen. Raul<br />
Negrete managed a fast-food restaurant staffed mainly by<br />
illegals like him.<br />
The term "illegal alien" conjures up images of people lurking<br />
on society's edge. But in reality, the situation is far<br />
more complex.<br />
Many illegals are community and business leaders, even<br />
lobbying Congress and serving on government committees.<br />
Others fit the stereotype of the manual laborer. Some<br />
arrived last week, some arrived decades ago. Some fly<br />
here on tourist visas; others sneak across the U.S. frontier.<br />
And if you've ever had your roof repaired, your yard landscaped<br />
or your newspaper delivered, chances are some of<br />
them have worked for you.<br />
An estimated 50,000 to 85,000 strong, they're the people at<br />
the heart of clashes unfolding this week in Congress and<br />
Minnesota's Legislature. The stories of these individuals<br />
reveal the enormous challenges of regulating the nation's<br />
immigration system.<br />
Raul Negrete: Basking in a new respectability<br />
Once illegal, he became a U.S. resident last year. Even<br />
though there are plenty of jobs and employers willing to<br />
hire, “there is no way to work here legally,” he<br />

Dressed in suit and tie, Raul Negrete arrives home from<br />
work each afternoon to his wife and daughter and counts<br />
his newfound blessings.Last year at this time, Negrete<br />
would walk through the front door after 3 a.m., blearyeyed<br />
and smelling of grease. He worked at a fast-food<br />
restaurant, a place where customers often assumed he was<br />
stupid, he said, and management often treated workers as<br />
dispensable.<br />
Those are the work conditions of many illegal workers,<br />
said Negrete, a 25-year-old from Lauderdale."I was afraid<br />
to speak up, afraid that I might lose my job," he recalled,<br />
sitting at his kitchen table recently with his wife, Bridget,<br />
and their 2-year-old daughter, Eva.<br />
"I was expected to work whenever they needed me. It took<br />
my life." Negrete was 18 and working at his parents' hardware<br />
store in the border town of Nuevo Laredo when he<br />
decided to visit a relative in Minnesota. He flew here with<br />
a tourist visa, returned to Mexico as scheduled, then came<br />
back to the United States on another tourist visa in 2000.<br />
That time, he stayed.Getting a fake Social Security card<br />
was just a matter of talking to friends.<br />
His relative lined up a job at the fast-food restaurant where<br />
she worked. It was there that Negrete learned that employers<br />
sometimes use the illegal status of their workers<br />
against them.For example, Negrete recalled, a co-worker<br />
once slipped inside a walk-in cooler and slowed down her<br />
work pace. She was told she had to leave "because her<br />
papers weren't in order," he said.<br />
Negrete, who taught himself to speak English fluently,<br />
rose to become an assistant manager. His wages climbed<br />
to $10.50 an hour. But he still didn't have health insurance<br />
or money to treat his constant allergies, which left him<br />
with debilitating headaches. The silver lining was that he<br />
met his future wife, Bridget, at the restaurant. After their<br />
marriage, he filed a petition to become a U.S. permanent<br />
resident in January 2005. Negrete got a temporary work<br />
permit last May and became a permanent resident by the<br />
year's end.<br />
It was lightning speed by immigration standards. And<br />
because Negrete had entered the U.S. legally, he did not<br />
have to return to Mexico and wait for his petition to be<br />
approved. Now Negrete can drive. He applied for a new<br />
job -- and got it. He spends nights home with his wife and<br />
daughter. He's not afraid of being carded at a restaurant or<br />
bar."It's amazing what a piece of paper can do," he said.<br />
Juan: Trail from Mexico leads to Minnesota<br />
Last month, Juan boarded a bus in his hometown of<br />
Puebla, Mexico, with his father. The pair stepped off the<br />
bus in Tijuana and set forth -- on foot -- over the dry, hilly<br />
stretch that separates Mexico from California.<br />
They slipped across the border. But immigration agents<br />
nabbed them near Los Angeles. After an anxious 24 hours<br />
in a detention cell, father and son were deported to<br />
Mexico.<br />
Two days later, the nervous travelers snuck into California<br />
again. A Minnesota friend met up with them and drove<br />
them to the Twin Cities, where Juan's uncle and his family<br />
welcomed them.<br />
It's a pattern repeated over and over in Minnesota -- at<br />
least for illegals from Latin America, who account for<br />
nearly 80 percent of illegal immigrants in the United<br />
States, according to the Pew Hispanic Center.<br />
"The first day I got here I slept," Juan said last week,<br />
relaxing in his uncle's small apartment in Richfield. "The<br />
second day, I started work."<br />
Juan had no trouble getting false identification and landing<br />
a job in Minnesota. A relative in California had scored a<br />
fake Social Security card for $50; another relative here<br />
had lined up work.<br />
Today, the former construction worker is preparing meals -<br />
- the likes of which he'd never tasted before last month -for<br />
customers in Edina. Working part time, he earns about<br />
$100 a week. That's twice as much as he earned in a<br />
month swinging hammers and lugging two-by-fours in<br />
Mexico, he said.<br />
"The reason people come here is to earn money, to save<br />
money to buy a little house or start a little business [in<br />
Mexico]," said Juan, wearing jeans and a T-shirt with his<br />
restaurant logo. "Some go back home. Some stay.<br />
"It's practically impossible for nonprofessional workers to<br />
get a work visa. Fewer than 1 percent of employmentbased<br />
visas granted each year go to unskilled workers.<br />
Coming here was not a deliberate act of defiance, Juan<br />
said, but simply what the young and ambitious do in<br />
Puebla -- a major source of illegal immigrants in<br />
Minnesota. Juan said he wasn't particularly nervous, in<br />
part because his father had made the journey before him.<br />
"I kind of knew what to expect," he said.<br />
Today Juan divides his time between work, hanging out at<br />
his uncle's apartment and crashing at night in a suburban<br />
rambler shared by eight other illegal workers. "Next," he<br />
said, "I want to find a second job."<br />
Jacobo Montero: For a U.S. citizen's son, a long wait ends<br />
Jacobo Montero was 24 when he walked into a Los<br />
Angeles immigration office and grabbed an application to<br />
gain permanent residency. His mother is a U.S. citizen, but<br />
he was born in Mexico.<br />
Thirteen years later, the government approved his request.<br />
Montero's situation is not unusual. Adult Mexican children<br />
of U.S. citizens typically wait more than a decade to<br />
become legal. Sisters and brothers of U.S. citizens wait<br />
longer.<br />
"There'd be a lot less problems [with illegal immigration]<br />
if the process was faster," said Montero, who has worked<br />
underground as a chef, landscaper, apartment cleaner and<br />
factory worker over the years.<br />
Montero talked about his immigration journey on a recent<br />
Sunday morning at his mother's house in St. Paul. The<br />
aroma of warm enchiladas hung in the air. Outside the<br />
kitchen stood an altar topped by candles and statues of<br />
saints where Esperanza Montero used to pray she'd be<br />
reunited with her son.<br />
Ironically, Esperanza was deported from Mexico 15<br />
years ago because she was an illegal U.S. immigrant.<br />
Mexican authorities ordered her to leave after she sought<br />
permission to visit Minnesota to see her oldest son, who<br />
held a professional work visa here. She now is able to<br />
visit Mexico regularly.<br />
Montero didn't have a college degree or a company to<br />
sponsor him. He came to the United States in 1992,<br />
sneaking across the border into California to join his<br />
girlfriend. After applying for residency, he was supposed<br />
to return home and wait for its approval. He didn't.<br />
Assuming a false name, Montero lived in California and<br />
then joined his mother in St. Paul. With dark brown hair<br />
and serious eyes, he blended into the large Latino community.<br />
But he took precautions: On the streets, he paid<br />
close attention to traffic signs and the presence of police<br />
cars. On the job, he said, he worked hard and didn't<br />
complain. "Other than that, it was a normal life," he<br />
said. "We went to dances, to the movies."<br />
His routine wasn't much different from what it is today.<br />
He'd be up at 5 a.m., pulling on his white chef's shirt<br />
and clean black slacks. By 7 a.m., he'd be standing in a<br />
kitchen preparing Mexican foods. At midafternoon, he'd<br />
drive to his second job -- this time cooking pasta and<br />
pizza. He'd get home after 11 p.m.<br />
Now that he's legal, Montero hopes his days of being a<br />
chef's assistant are numbered. He wants to attend chef<br />
school. Said Montero: "Now I can move ahead."<br />
Carlos and Margarita: For this couple, success is fragile<br />
Carlos and Margarita are the picture of middle-class living.<br />
They have a comfortable suburban home with a big<br />
back yard, two sweet young children and high hopes for<br />
their kids' future.<br />
Carlos owns a small business. Margarita works as a<br />
receptionist. Both are college graduates. But they carry a<br />
secret that haunts and embarrasses them -- they joined<br />
the ranks of illegal immigrants when their visa expired<br />
in 2000.<br />
"Our biggest fear is of being deported," said Carlos, sitting<br />
in a living room decorated with pink balloons from<br />
his daughter's birthday party.<br />
"Everything we have we could lose in a snap of a finger.<br />
You always have this on your mind.<br />
"The couple flew to Minnesota from South America to<br />
visit family on a six-month tourist visa. They hoped to<br />
earn some money during their stay, and they kept their<br />
options open.<br />
Within days, a friend of a friend handed them the telephone<br />
number of a guy who forged Social Security<br />
cards, as well as the name of a temp agency that would<br />
hire them. "It was so efficient," marveled<br />
Margarita.Carlos, a thoughtful, soft-spoken man, was<br />
working in a warehouse within a week. Margarita later<br />
found a job as a receptionist. A relative helped them buy<br />
a used car.<br />
"Everything was coming like magic," recalled<br />
Margarita, a talkative, outgoing woman. "We thought,<br />
why return home?"<br />
But their road to the American dream has been bumpy.<br />
For starters, the couple always felt nervous applying for<br />
jobs. And they were jolted when their employers, on two<br />
occasions, discovered problems with their Social Security<br />
numbers and asked them to quit.<br />
They still struggle financially. And they cannot visit<br />
home again, even for a parent's death. Because they<br />
overstayed their visas, they would have to wait 10 years<br />
before they could apply for another.<br />
And then there's the social isolation: "Our family was<br />
always close," Margarita said. "Here everyone lives in<br />
their own world." But the couple are reluctant to move<br />
back to their native country. They said they have invested<br />
so much of their lives here, and they want their children<br />
to have opportunities they never had. Said Carlos: "It's<br />
not an easy decision."

SOMALIAND CITIZENS RIGHTS VERSUS ABUSERS OF<br />
OFFICE POWER.<br />
TO: Mr.Dahir Riyaale Kahin,<br />
H.E.The President of Somaliland.<br />
Since this topic is not in my area of expertise, I yet I have been compelled to<br />
express my opinion on a disgusting cynic politics initiated by one of the many<br />
UGLY ministers of Mr.Riyaales Government. These days, our mass-media<br />
were overwhelmed by a bizaar story that took place between an International<br />
NGO called CARE INTERNATIONAL and one of our many Ministers (50). I<br />
do not think that I will be wrong to assume that the minister involved believes<br />
that he is above the law of Somaliland; as a result of the fact his UNCLE happens<br />
to be H.E.Mr Dahir Riyaale Kahin. The way the minister in question<br />
instigated the case between CARE and that lovely lady WARRIS, makes me<br />
believe that he has a wrong impression about the state of affairs of Somaliland<br />
and most probably he has no clue the art of government as a whole. In the art<br />
of government you can not launch a fictitious investigation case<br />
on the INTENT of wrongly or rightly implicating an<br />
innocent citizen to loose a deserved privilege,<br />
evaluate the findings by yourself and at<br />
the same time conclude the verdict .<br />
Even in places where ugly Dictators rule<br />
or some of S.Somalia War-lords do constitute<br />
a body that approves whatever the boss<br />
wants and that is called RUBBER STAMP FUNC-<br />
TION and this is more rational than what this young minister<br />
did. This again makes me believe that he can not distinguish between countries<br />
where RULE of law is mandatory and in such circumstances no one can be<br />
above the law including the chief Executive and other countries where junglelaws<br />
are still in practice in the same way that Somaliland used to be administered,<br />
before liberators of SNM dismantled the Regime of Genocide and<br />
destruction in May 1991. Personally, I have no grudge for the Minister?s<br />
immoral and distasteful behavior, but I have a grudge for you as my Elected<br />
President in appointing such a neurotic character with very poor background of<br />
education and experience to one of the most challenging responsibilities of the<br />
Ministry of Planning for a country recovering from multitude of traumas,<br />
destruction from dirty civil-wars, failed state anarchy related social and economic<br />
upheavals, uncertainties and just about to complete peace building<br />
processes and rehabilitation activities with a populations who lost their educated<br />
persons to the outside world to fend for themselves and remit remaining<br />
savings back to their relatives and friends back-home. This reminds me Mr.<br />
President, a saying from former colonial Governor of British Somaliland? it<br />
will not be easy to expect or transform someone with a modest background of<br />
experience of managing a butcher-shop to become effective in shouldering the<br />
demanding responsibilities of a King?. As his uncle you could have helped him<br />
in many others ways, instead of overloading him with responsibilities that he<br />
could not accommodate on the grounds of his limited capacity and vision in<br />
absorbing or understanding what you have asked him to deal with.<br />
I do really feel sorry for your pathetic situation, because I do not believe that<br />
your INTENT was to abuse your official power as Minister of Planning to<br />
infringe constitutional and human rights of your fellow citizens, but most probably<br />
your INTENT was to damage the political good-will of one of your<br />
Uncle? opponents. Assuming that my gut-feeling is correct, you are absolutely<br />
wrong in believing that you could achieve something beneficial to your cause.<br />
As a matter of fact the political good-will of the husband of your victim has<br />
risen to an abnormal level, as a result of our peoples disgust with your mean,<br />
degrading, un-gallantry and insulting behavior to lovely lady, wife, sister,<br />

fellow other UGLY ministers would have loved to install, if our parliamentary<br />
elections were not conducted peacefully in multi-party democratic system.<br />
However, prior to the process of the case between the parties in conflict, your<br />
constitutional immunity as The Minister of Planning should be removed by the<br />
President of Somaliland on the merits of Article of<br />
our constitution????, after consulting his chief Legal Advisor i.e. Office of the<br />
Attorney General of Somaliland. Your Excellency, I have been informed that<br />
some of your other ministers were also involved. In<br />
similar deplorable behavior against our civilians and<br />
in one case to a minor, please do not re-appoint them to your new cabinet<br />
team, unless their respective cases are re-activated and equitable punishments<br />
have been served against them in accordance with our laws.<br />
Your Excellency, please do not let this brotherly advice be misinterpreted by<br />
some of our colleagues, who always like to benefit from un-decisive government<br />
business that get bogged down to confrontational tugof-<br />
war like year 2004 & 2005, in which we wasted precious time on 3 simple<br />
issues that was notabsolutely worth more than 10% of the resources we have<br />
spent. This incident was absolutely un-called for<br />
in a country recovering from unhealed wounds as a result of the unfortunate<br />
dirty civil-wars that costed us loss of lives, properties and un-imaginable psychological<br />
traumas. This act was very irresponsible, idiotic and its manifestations<br />
demonstrated very bitter and physical hatred, which can easily attract an<br />
equal manifestation of hatred from another irresponsible person from the supporters<br />
of the defensive side for the HECK of it like an idiot who is not using<br />
his brain, but using well his muscle like BULL. As you are aware Your<br />
Minister was involved into many ugly and un-popular corruptive activities<br />
from the he returned to his lovely mother country, which I am sure have<br />
embarrassed you as the President of the nation and of course as a relative of<br />
yours. On the basis of the grounds stated in this article, I am requesting your<br />
honor that you initiate the most equitable action on this unacceptable case at<br />
your earliest opportunity, so as to curtail unnecessary developments<br />
including personal securities, since he behaved like<br />

Free Tax Case Help<br />
As you may know, Legal Aid stopped accepting new tax cases last summer<br />
after we were swamped with new cases stemming from the IRS tax<br />
preparer investigations. I am happy to announce we have funding for a<br />
new tax clerk, and found the money for additional interpreter time<br />
(thanks to both IRS and the Minnesota State Bar Association Tax<br />
Section). We are now accepting new tax cases.<br />
To qualify for free legal assistance for a tax case, the taxpayer must<br />
have a controversy with the IRS - such as an audit or collection issue.<br />
The tax project represents a wide range of taxpayers - from people who<br />
just need advice to people needing to sue the IRS. The taxpayer must<br />
also be under 200% of the federal poverty guideline:<br />
200% FPG for a family of:<br />
1 person - $19,600/year<br />
2 people - $26,400/year<br />
3 people - $33,200/year<br />

respected is by starting dialogue about race and<br />

Even though the Islamic Association of Collin<br />
County did not use the word "diversity" to<br />
describe its open house, it showed up in true<br />
form.<br />
"We hope this will be a beneficial, informative<br />
exercise," said Abdul Khan, an organizer of the<br />
open house.<br />
The Sisters Committee greeted visitors and<br />
provided a plastic bag for the removal of shoes.<br />
Removing one's shoes satisfies two purposes in<br />
Islamic worship. First, worship requires ablution,<br />
or self-cleansing. Muslims typically wash<br />
their face, hands, arms and feet before praying<br />
so that they are rid of any impurities in the<br />
presence of Allah (God). Second, the removal<br />
of shoes also protects the plush carpet of the<br />
prayer rooms, which have no seats or pews to<br />
disguise tread on the floor.<br />

DETROIT - As the first Arab American to sit on the 3rd Circuit Court of Wayne<br />
County, Charlene Mekled Elder knows she plays an important role. Not only does<br />
she carry the weight of serious decision making, but she serves as a role model<br />
for Middle Eastern women around the globe.<br />
Appointed to the Wayne County 3rd Circuit Court by Michigan Governor Jennifer<br />
Granholm, Elder embarks on a new phase in her career at the age of 36 - marked<br />
by a balanced commitment to her profession, her family, and her community.<br />
Also, she is the first Arab-American female judge in this circuit to speak Arabic<br />
fluently.<br />
Elder's press release says she is also the first female Muslim to hold a judicial<br />
position in the country.<br />
Judge Elder brings to the bench a solid legal background and a diverse upbringing.<br />
Wayne County has the largest concentration of Arab Americans outside the<br />
Middle East, roughly 350,000 and Michigan is home to approximately 400,000<br />
citizens of Muslim faith.<br />
Known to many as a high achiever, Judge Elder never opted for the easy road. At<br />
the prime age of 22, Elder set out to have a career, a marriage and children.<br />
Today, she has all three as a judge, wife to the deputy CEO of Wayne County,<br />
Azzam Elder, and mother of four children, Madina 12, Nozmi 10, Yasmine 9, and<br />
Adam 7.<br />
When off the bench, she coaches her youngest son's soccer team and participates<br />
in the sporting events of her other three children. She volunteers time for various<br />
notable civic organizations including but not limited to the Dearborn Rotary Club,<br />
the Girl Scouts of America and the Islamic Center of America.<br />
"In an era where society struggles to raise good kids, and many have to choose<br />
between careers and family, or raising a family or getting an education, Judge<br />
Elder seems to have found a way to do it all," said Wayne County Executive<br />
Robert Ficano. . .<br />
Governor Granholm believes in principled candidates who bring strength and<br />
diversity to the bench. As the first female Governor of the State of Michigan,<br />
Governor Granholm believes in actions to inspire and empower woman all around<br />
the world. The appointment of Judge Elder was an easy decision because of all<br />
the hard work and yes, it's also nice to make history. . .<br />

MUSLIMS OPEN DOORS TO SHARE THEIR FAITH<br />
Visitors toured the facility, which features calligraphy<br />
of Quranic phrases painted on the<br />
walls, arabesque domes and decorated arches.<br />
Islam forbids representations of Allah or his<br />
prophet Muhammad, because Muslims distinguish<br />
between worshipping the creator and the<br />
creation. In Islam, men and women worship<br />
separately. Separate kitchens, bath areas and<br />
classrooms also accommodate this practice.<br />
Muslims believe that men and women both<br />
have power and responsibility, but that it differs,<br />
said Noor Sadeh, who presented a lecture<br />
titled "Women in Islam" and participated in the<br />
panel discussion. She said most Muslim<br />
women do not feel inferior to their husbands.<br />
They are educated, work and have their own<br />
money, which their husband is not entitled to.<br />
Ms. Sadeh said many Muslim women do not<br />
feel oppressed by their traditional dress - the<br />
hijab or headscarf and covering clothing - but<br />
they feel reassured that a man talks to them<br />
because of how they think, not how they look.<br />
Khalil Meek , who presented "The<br />
Commonalities of Religions," grew up planning<br />
to be a Baptist preacher, which his presentation<br />
style reflected. In his talk, Mr. Meek<br />
detailed that Muslims believe in such biblical<br />
figures as Adam, Noah and Jesus.<br />
He said the goal of his talk was to "break the<br />
ignorance that feeds negative stereotypes."<br />
A question-and-answer session followed the<br />
presentations. Some visitors came to the table<br />
with serious concerns about violence in the<br />
world.<br />
All of the speakers expressed the sentiment<br />
that some Muslims can twist their faith to validate<br />
their actions, but that terrorists around the<br />
world are not practicing the faith as it should<br />
be.

No one killed in Puntland operations,<br />
Range insists<br />
Things are going well or terribly - it all depends on who you ask.<br />
If Somali sources are to be believed, about 10 people<br />
have died in a clash between soldiers loyal to<br />
Puntland's president and a regional clan opposed to<br />
the Australian company's exploration project.<br />
Those same soldiers have been escorting Range<br />
geologists and workers around the mini-state. But<br />
according to Range's executive chairman, Mike<br />
Povey, no one has died as a result of his company's<br />
exploration in the state.<br />
"The Government always makes sure a company is<br />
protected," Povey says. "They use their troops …<br />
[which] would be armed."<br />
Range pays the Government $US200,000<br />
($274,725) a month as part of its exploration deal.<br />
But Povey says that, to his knowledge, the biggest<br />
incident was an attempted robbery of a supply<br />
truck.<br />
"Everything that you've read has been highly exaggerated,"<br />
he says.<br />
In Range's case, like many other mining companies<br />
with disputed sites in far-flung corners of the<br />
world, it is very difficult for investors to verify the<br />
situation on the ground.<br />
Instead, it's often the word of the company versus<br />
the word of the locals or non-governmental organisations.<br />
In Range's case, a lot of ink has been shed on both<br />
sides of the Indian Ocean since it signed a landmark<br />
deal in October, giving it the right to 50.1 per<br />
cent of all of the minerals and petroleum in<br />
Puntland. It was a company-making deal for Range<br />
and immediately attracted attention from a large<br />
group of investors - many of them day traders - in<br />
Australia.<br />
After all, Range claimed petroleum exploration by<br />
US oil company Conoco and others had shown a lot<br />
of potential before Somalia's civil war necessitated<br />
a hasty exit in 1991.<br />
Range shares shot up 70 per cent in the days after<br />
the deal was announced. Although there have been<br />
no commercial oil finds in the past, Range believes<br />
the under-explored area could contain billions of<br />
barrels of oil - and its executives portrayed the deal<br />
as a major coup for such a tiny company.<br />
But at the same time, the agreement had a lot of<br />
Puntlanders - and even the central government of<br />
Somalia - questioning how a tiny Australian company<br />
managed to snag exclusive exploration rights<br />
to 212,500 square kilometres of land.<br />
Soon after the deal was announced, the Somali<br />
Prime Minister, Ali Muhammad Gedi, sent a letter<br />
to the Australian Stock Exchange questioning its<br />
validity. He argued that only the transitional<br />
Federal Government of Somalia had the right to<br />
sign away mineral rights. Although Puntland is<br />
semi-autonomous, it is still recognised internationally<br />
as a part of Somalia - including by the<br />
Australian Government.<br />
Within weeks, the spat with the Somali<br />
Government was somehow settled and Gedi wrote<br />
Range a letter to that effect which was soon posted<br />
on the company's website.<br />
And by February, Range was all set to begin its<br />
ambitious exploration program. Povey relocated<br />
from Perth to Dubai to be closer to Puntland.<br />
The company cut a deal with Middle East<br />
Petroleum Services giving it 15 per cent of the oil<br />
rights in exchange for access to a team of petroleum<br />
experts and funding for wells. MEPS is run by<br />
Tasmania's Ken Fellowes, who previously headed<br />
high-flying but ultimately failed listed oil explorer<br />
Coplex in the late 1990s.<br />
Range also hired an Australian geologist with<br />
African experience, Geoff Blackburn, OAM, to<br />
lead the minerals exploration team.<br />
Before Range sent its teams in, the Government of<br />
the neighbouring nation of Somaliland put out a<br />
harsh statement, warning that if the company's<br />
teams crossed into disputed border territory it could<br />
"jeopardise the peace and stability of the entire<br />
Horn of Africa".<br />
Despite that, the initial reports out of Puntland<br />
seemed promising. In a release to the ASX in early<br />
March, Range noted it had visited sites with either<br />
old mines or the potential for new ones filled with<br />
coal, lead, silver and gold.<br />
And although the Department of Foreign Affairs<br />
and Trade warns against all travel to Puntland and<br />
other parts of Somalia and no embassy is maintained<br />
by the Australian, American or British governments,<br />
Range reported its team had "no difficulty"<br />
with access, security or logistics.<br />
"There is not, from a company perspective, a 'violent'<br />
border dispute between Puntland and<br />
Somaliland," the statement added.<br />
But within a few weeks of that announcement,<br />
Somali news websites started to report on a violent<br />
dispute - not between Puntland and Somaliland, but<br />
between Puntland forces protecting Range operations<br />
and a clan living on the border.<br />
On March 29, Reuters said at least six people had<br />
died in a mortar battle in the Majayahan village<br />
near the Puntland-Somaliland border. The fight was<br />
apparently between Puntland security forces and<br />
the Warsangeli clan, which has ties to some<br />
Somaliland ministers and is known to oppose<br />
Range's right to explore in Puntland.<br />
On <strong>April</strong> 3, the Puntland news website Garowe<br />
Online reported that three more people had died<br />
when clan militias attacked Puntland security forces<br />
protecting a team of Range scientists in the same<br />
zinc-rich area.<br />
And on <strong>April</strong> 9, Garowe Online reported that at<br />
least one member of the Puntland militia was killed<br />
and five others wounded when a landmine hit a<br />
truck near the same village. "Reliable sources" told<br />
the website the Warsangeli clan had mined the road<br />
as part of its strategy to keep the Puntland militia<br />
and Range out of the region.<br />
Range's Povey says it is possible there was an incident<br />
with a landmine, although he doesn't have any<br />
direct knowledge of it. The Puntland Government<br />
warned his exploration team that landmines were a<br />
problem in some areas.<br />
But Povey says he wasn't aware of any local<br />
infighting. After a site visit last week, he claims<br />
Puntland is a great environment for exploration.<br />
Range took a team of unarmed risk assessment professionals<br />
from Australia along for the ride to produce<br />
an independent report on the security situation<br />
which has not yet been released.<br />
"We were greeted very warmly," Povey says.<br />
"There was no evidence of trouble."<br />
As part of Range's exploration agreement, it is paying<br />
the Government $US200,000 a month and has<br />
offered to help build an airport in the state's capital,<br />
Garowe. "We believe it is a place where it is safe to<br />
invest," Povey says. "We've put our money where<br />
our mouth is."<br />
Short of ignoring DFAT's travel advisory and visiting<br />
the Puntland region, independent confirmation<br />
of the supposed battles at Majayahan is difficult to<br />
obtain.<br />
But the executive director of Puntland State<br />
University in Gorawe, Muhammad Sheikh Hamid,<br />
told the Herald that, as far as he knew, at least five<br />
people had died in the conflict over mineral rights.<br />
"I think this tribe wanted to get some benefit from<br />
the agreement," he said in an email.<br />
The dean of Puntland State University, Abdi Samad<br />
Ibrahim Jama, agrees there were some skirmishes<br />
between clan and militia forces but adds "the problem<br />
is calm now after finalising a proper solution<br />
with the local people by the Puntland authorities".<br />
Mohammed Elmi, a resident of the regional capital<br />
of Bosasso, Puntland, wrote to a Somali website<br />
asking for the Range agreement to be reassessed by<br />
the Puntland Government to end the conflict.<br />
"Both forces are mobilising their militias and<br />
preparing for war. Apparently it has to do with the<br />
team of experts from Range in the area," he said in<br />
an email to the Herald earlier this month. "The<br />
Governor has been accused of being a corrupt<br />
leader who want[s] forcefully to exploit the<br />
resources of a country under the customary jurisdiction<br />
of the clan that reside there.<br />
"The Warsangeli clan, the clan that resides in the<br />
area, does not object to the exploration and extraction<br />
of minerals but they insist everything be done<br />
with their approval."<br />
Povey toured the area in dispute - about 40 kilometres<br />
from Bosasso - as part of his visit to Puntland<br />
last week.<br />
He says there are no villages or local inhabitants in<br />
the area - simply a mining camp that Bulgarians<br />
abandoned about 30 years ago. "It's a hilly, deserted<br />
region," he says.<br />
Povey believes as few as 20 people in Puntland<br />
actually oppose the Range agreement. "There will<br />
always be a small minority that might object for<br />
various reasons," he says. "Their motives are often<br />
not progress and sometimes just plain money."<br />
Range is expected to release more details of its<br />
recent exploration program - perhaps including an<br />
update on the political situation - to the ASX today,<br />
ending a trading halt it called last Wednesday.

NEW YORK — Forget the Internet for a moment. One of<br />
the most intriguing new developments in media is taking<br />
place in a part of the industry that many executives used to<br />
dismiss as a backwater.<br />
Call it the year of ethnic media, the vast collection of<br />
mostly tiny broadcasters, cable channels, newspapers and<br />
magazines that target Hispanics, Asians and other audience<br />
niches. Advertisers who once deemed ethnic audiences too<br />
small, too poor or too old to take seriously are looking at<br />
them anew as immigration rates soar.<br />
With minority markets now accounting for nearly a third<br />
of U.S. buying power, pitching to these audiences “is no<br />
longer the nice thing to do, or the social thing to do. It's<br />
about business,” says Gwen Kelly, senior ad specialist for<br />
American Family Insurance.<br />
Spanish-language media are getting the most attention.<br />
The 2000 Census found that 12.5% of the U.S. population<br />
of more than 280 million was Hispanic — a bigger market<br />
than all of Canada — and projects the share to be nearly<br />
18% by 2020.<br />
Last year, Spanish-language TV's ad sales rose 16.9%,<br />
according to Nielsen Monitor-Plus, making it No. 2 in ad<br />
market growth after the Internet.<br />
And there's still plenty of running room. Spanish-language<br />
media accounted for just 4% of the $106.5 billion advertisers<br />
spent on TV, local newspapers and national magazines<br />
last year. That's one reason Kagan Research forecasts<br />
spending on Hispanic broadcast and cable networks will<br />
grow 16.4% a year through 2009, surpassing English-language<br />
counterparts' forecast of 9.4% a year.<br />
Such numbers have pushed companies that have successfully<br />
appealed to Hispanic audiences to look for opportunities<br />
to reach other ethnic groups. Cable and satellite<br />
companies in particular are scrambling for deals to retransmit<br />
shows from China, South Korea, the United Arab<br />
Emirates, Russia, Poland, Greece, Israel, Italy, Vietnam<br />
and elsewhere.<br />
Among other factors that could make this ethnic media's<br />
breakout year, ad and audience surges in ethnic media are<br />
expected in June and July during soccer's quadrennial<br />
World Cup championship.<br />
And Wall Street's estimation of ethnic media could rocket<br />
depending on the outcome of Univision's current search<br />
for a buyer. Investors already value the USA's largest<br />
Spanish-language broadcaster — with 62 TV stations on<br />
the mainland and in Puerto Rico along with other networks<br />
and media properties — at more than $10 billion.<br />
“Despite all of the activity in this market, we're just in the<br />
top of the second inning, maybe the bottom of the first,”<br />
says John Paton, CEO of ImpreMedia, the largest Spanishlanguage<br />
newspaper publisher.<br />
Ethnic media still typically can't command the ad rates and<br />
revenue that mainstream rivals enjoy.<br />
Many marketers fear their pitches might unwittingly<br />
offend people from other cultures. Some demand proof in<br />
advance that their efforts to reach diverse audiences will<br />
pay off in sales.<br />
“You don't get proof beforehand in the general market, so<br />
there's a different paradigm being applied,” says Deborah<br />
Gray-Young of ad agency E. Morris Communications.<br />
“Basically, it's a risk. A lot of times, the marketer doesn't<br />
want to invest in the research.”<br />
Nielsen Media, which supplies TV ratings, has been criticized<br />
for surveying too few people for the company to be<br />

Media tune in to ethnic audiences<br />
As immigration rates soar, broadcasters, cable channels,<br />
newspapers, magazines take notice<br />
able to break out a statistically valid picture of ethnic consumers'<br />
habits.<br />
“The media cartel has run a business based on the Ozzie<br />
and Harriet general market,” says Jo Muse, chairman of ad<br />
agency Muse Cordero Chen & Partners.<br />
The situation may be changing, though. Univision and its<br />
top competitor, NBC Universal's Telemundo, just signed<br />
up to the same Nielsen ratings service that measures all<br />
viewers — not just Hispanic ones. That should make it<br />
easier for them to compete for ads with mass networks<br />
ABC, CBS, Fox and NBC.<br />
In addition, TV stations that appeal to Hispanic and Asian<br />
viewers expect good news from Nielsen's new local people<br />
meters in use in the nine largest markets. The meters automatically<br />
register all year what shows are watched by the<br />
people being surveyed — unlike Nielsen's traditional<br />
method involving paper diaries filled out by surveyed families<br />
during a handful of so-called sweeps months.<br />
The major media, meanwhile, continue to expand ethnic<br />
appeals:<br />
•Cable and satellite. Ethnic programming is emerging as a<br />
key battleground. EchoStar and DirecTV each have about<br />
a million subscribers who take one or more foreign-language<br />
channels — compared with just another million for<br />
the entire cable industry.<br />
EchoStar's Dish Network was the first into this market in<br />
the mid-1990s. Lacking DirecTV's popular array of NFL<br />
games and other sports programming, Dish offered channels<br />
for viewers from the Middle East, Greece and Italy.<br />
“It was low-hanging fruit,” says Michael Schwimmer, who<br />
oversaw EchoStar's international programming until he<br />
became CEO of SiTV last year. “Immigrant consumers are<br />
starving for entertainment from their home country.”<br />
DirecTV began to challenge EchoStar for ethnic viewers<br />
after Rupert Murdoch's global News Corp. bought a controlling<br />
stake in 2003. He added shows from Puerto Rico,<br />
Colombia, Venezuela, Argentina and Peru to the Mexicanoriented<br />
service in Spanish. Now DirecTV is beefing up<br />
its WorldDirect offerings of shows from Europe, the<br />
Middle East and Asia.<br />
“There's been phenomenal growth in the last year and a<br />
half,” says DirecTV's international programming chief<br />
Aaron McNally.<br />
Satellite companies want to exploit an edge they have on<br />
cable: A satellite channel for viewers from, say,<br />
Bangladesh, can pay off because the channel reaches nearly<br />
all U.S. households. A local cable franchise with its limited<br />
area, however, might consider it inefficient to commit<br />
a channel to such a narrow interest.<br />
“For a long time, Comcast had no Polish programming in<br />
Chicago, the largest Polish population outside of Poland,”<br />
Schwimmer says.<br />
Operator perceptions changed, though, as they realized<br />
they'd begun to lose subscribers to satellite. “Those (ethnic)<br />
customers were going to satellite before, and we didn't<br />
even know it,” says Cox Communications President<br />
Patrick Esser. “Now they come to us.”<br />
Many have added offerings and rethought rates.<br />
“A lot of (cable operators) overpriced their ethnic packages,”<br />
says Kagan Research's Deana Myers. “But they're<br />
getting on board now.”<br />
Video on demand, which satellite can't easily provide, also<br />
gives cable a place for ethnic programming.<br />
In a few years, “We'll be able to offer everything the satel-<br />
lite guys do, and then some,” says David Jensen, who handles<br />
international programming at Comcast.<br />
The No. 1 cable operator also is also making sure it has<br />
channels: A subsidiary, International Networks, is developing<br />
ethnic services such as AZN Television, a channel for<br />
Asian-Americans that has been beefed up.<br />
Yet cable may soon face competition from video over<br />
broadband — a popular service among immigrants already<br />
using low-cost broadband phone services such as Vonage<br />
and Skype to call home.<br />
“Existing ethnic media delivery vehicles try to be all<br />
things to a lot of people,” says Kaleil Isaza Tuzman of<br />
JumpTV, which offers overseas channels through the<br />
Internet. “The next level in TV is specificity. Why would I<br />
watch anything but exactly what I want?”<br />
•Print. New money is moving into the oldest medium to<br />
serve immigrants, making it more competitive and professional.<br />
Over the last two years, ImpreMedia, backed by private<br />
investment firms, has snapped up seven of the USA's top<br />
Spanish-language newspapers — including New York's El<br />
Diario, Los Angeles' La Opinion and Chicago's La Raza<br />
— giving national advertisers an easy way to buy space in<br />
all the dailies.<br />
With one order, “Best Buy can hit our five key markets,<br />
which represent 37% of the Hispanic population,” says<br />
Paton. “That's something they couldn't do before.”<br />
Mainstream newspaper chains also have moved in. In the<br />
USA's three biggest cities, ImpreMedia competes with<br />
Tribune, which since 2003 expanded its New York-based<br />
daily Hoy to Chicago and Los Angeles.<br />
Meanwhile, the Texas market is turning into a slugfest. For<br />
example, in Dallas/Fort Worth, Belo's Al Dia faces Knight<br />
Ridder's Diario La Estrella. Now they and other Spanishlanguage<br />
publications in Texas face a new chain of dailies<br />
called Rumbo from Meximerica Media, a company formed<br />
in 2003 with backing from private investors and a subsidiary<br />
of Pearson Group.<br />
Big magazine publishers also are jumping. For example,<br />
last year Meredith launched Siempre Mujer (always<br />
woman). ESPN introduced a Spanish edition of ESPN The<br />
Magazine while Time Inc. scored SI Latino.<br />
•Broadcast TV. Ethnic programming is one of the few<br />
bright spots in this struggling business.<br />
Univision says it attracted its highest ratings ever in 2005<br />
and that ad revenue has leapt 44% since 2000, while the<br />
rest of the industry was up just 7%.<br />
“It's an accelerating process, and it feels like we're at a tipping<br />
point where it's almost impossible for clients to<br />
ignore this audience,” says Univision's Network Sales<br />
President Tom McGarrity.<br />
Telemundo also boasts that in January and February it had<br />
its highest ratings in its target audience of adults younger<br />
than 50.<br />
Univision says that 55% of Hispanics 18 to 49 now watch<br />
Spanish-language TV in prime time, up from 47% in 2001.<br />
Meanwhile, the two most prominent TV stations with<br />
Asian programming, San Francisco's KTSF and Los<br />
Angeles' KCSI, frequently beat local rivals that air mainstream<br />
network shows.<br />
That's why some executives expect a lot more ethnic channels<br />
as stations switch from analog to digital transmissions,<br />
which will allow each station to broadcast as many<br />
as six signals in its channel's airspace.<br />
“Soon there'll be multiple streaming, and they can target<br />
specific audiences,” says Ernest Bromley, CEO of ad<br />
agency Bromley Communications. “I can see a day when a<br />
station in Los Angeles would have four channels. One<br />
would be in Spanish. One would be in Korean. And so<br />
on.”

We received a call from a resident of New Ulm, MN<br />
(Sibley County) who in the last 2 days felt she and her<br />
children have been affected by some form of<br />
bias and discrimination related to school incident that<br />
happened to another family.<br />
It involves a 9th and 10th grade students in the Riverbed<br />
Area Learning Center, 210 20th , New Ulm, MN 56073.<br />
Parents have spoken to the principal, Synova Nelson,<br />
about an incident that happened a couple of days ago,<br />
where 2 students were talking in Spanish<br />
during lunch break and got suspended. The principal<br />
sustained the suspension and explained to parents that<br />
they couldn't have student speaking<br />
another language because they could be sharing answers<br />
or talking about the teacher. Needless to say the parents<br />
are not understanding that decision<br />
and feel their civil rights have been violated.<br />
Things have escolated today, 4/05, to the extent that<br />
Latino and White students are fighting. An advocate<br />
and the police were called today for school<br />
fights. Parent feels that now her kids are being targeted<br />
based on this early incident even though her kids were<br />
not the ones suspended but tension<br />
is high and emotions are running rampant.<br />
Any ideas on how to resolve this? We are placing calls<br />
to MN Dept of Human Rights and maybe Attorney<br />
General?<br />
